earing orange safety vests and white hard hats with the word “Archer Napa” printed on them, a small group of construction managers and a hotel general manager gathered at the top of the city’s newest luxury hotel recently and gazed over the city center from 65 feet up. Below them, 125 to 145 workers, spread throughout and around six stories, sawed, hammered, nailed and moved building materials to construct the 184,000 square-foot property. “It’s going great,” said Michael Collins, the 20 — Distinctive Properties

general manager of the hotel. “It’s the rebirth of downtown Napa right before your eyes.” “There are literally thousands of moving pieces and parts,” and many details to organize, said Jeff Thomas, director of construction for LodgeWorks, the company developing the downtown hotel. Thomas lives near Wichita, Kansas and visits the project weekly to review progress. “It all continues to move in the right direction,” he said. “It’s going to be awesome,” said Jeff Roberts,

director of engineering at the hotel. Roberts lives in Napa and will be in charge of all building systems once it opens. “I’m fortunate to see it being built,” because it allows him to know the building inside and out, he said. Construction on the Archer hotel is estimated 60 percent completed, with 70 percent of the exterior work done, said construction officials. In 2014, developers estimated the cost of the project at $70 million. The update came during a hard-hat tour of

the 183-room hotel, which is being built at the site of a former Merrill’s drug store and surrounding space on First Street. “It’s been an adventure,” said Brian Hansen, project superintendent for the general contractor, Deacon Corp. According to Hansen, work is underway on exterior finishes, windows, glazing and interior framing and drywall. Interior finishes are next to come along with utilities such as gas, water, power and sewer. Hansen gave kudos to LodgeWorks for selecting high-quality finishes, some custom-made. Locally sourced stone has been made into stone veneers. Tile and marble have been imported from Italy. Reclaimed wood and wine barrel staves will be used as decorative panels in guest rooms and other areas. Most of the former Merrill’s exterior tile façade remains under protective wrapping, but several vertical columns have been unwrapped and are undamaged, said Hansen.

Guests will enter primarily through the former Merrill’s entrance, walking toward a lobby and Charlie Palmer steak house restaurant. Last Wednesday, the interior and exterior walls remained unfinished but a large skylight in the middle of a rotunda area allowed in plenty of natural light.

The second floor will feature four meeting rooms in a variety of size configurations. The largest space has natural light, a rarity for most meeting rooms, said Collins. The rooftop includes the fitness center, spa, chef demonstration kitchen area and an 8-inch deep lounge pool. The idea is

to sit and relax in the water, not swim, explained Collins. Private cabanas with fireplaces will also welcome visitors. Many guest rooms will overlook First Street. To help camouflage less interesting views from rooms that look out over the top of the former Napa Town Center, a partial window frosting treatment will be applied. The larger rooms include glass walled balconies and expansive living spaces. Rooms will feature one of six design palettes of “soothing cream, gray and gold mixed with native trims,” stated the Archer website. Along Coombs Street, which will be open to traffic one-way northbound, a new streetscape is being created featuring trees, benches and light poles. Such improvements will make the area “a little more inviting,” said Hansen. Archer Napa is scheduled to open in late spring 2017, along with a number of shops in the newly remodeled First Street Napa retail center. January 2017 – 21

In the coming months, the nonprofit is slated to bring its sweat equity model into Napa for the first time. A three-bedroom, two-bathroom, 1,352-square-foot house to be built partly from the labor of its residents gained unanimous support in November from the city Planning Commission. The residence, to be located at 891 Saratoga Drive on the city’s east side, should break ground sometime after New Year’s Day and be completed in nine to 12 months, according to leaders of Solano-Napa Habitat for Humanity, a Cordelia-based branch of the charity developer. Habitat in June purchased a 3,004-square-foot lot from the city for $77,000, receiving a surplus parcel created from the 2014 eastward 26 — Distinctive Properties

extension of Saratoga Drive to open up more land to home construction. The property, which Napa bought in 1997 for the street extension, will become the site of the nonprofit’s first ground-up project, although it has previously repaired dilapidated houses elsewhere in Napa County. Although no other such windfalls of cheap land appear imminent – Habitat acquired the land for the same price the city earlier paid – planners praised the home-building project as a possible inspiration for future projects in the housing-short community. “I hope this will be a launch pad for additional projects in Napa,” said Paul Kelley before the vote Nov. 3. Habitat currently is raising $350,000 for the Napa home and will start work after it has 80 percent of the total in hand, said Diane Agnone, executive director of its Solano-Napa region. It will then stage an orientation for hopeful occupants, who must already live in the county and cannot have been homeowners within the last three years. Households chosen for a Habitat-sponsored home agree to chip in 250 to 500 total hours of labor. On the completion of the house, the agency finances a non-bank, 30-year mortgage structured to cost less than 30 percent of the new residents’ monthly income. A 45-year covenant on the home ensures that it can only be resold to

buyers making less than 80 percent of Napa’s median income. The home will be a farmhouse-style design with lap siding, gabled roof, a roofed front porch and attached garage, which the architect Nancy Nelson, a Solano-Napa Habitat board member, said is being styled to blend in with houses built to its east in recent years. “No one can distinguish it as a low-income,” she said of the design. Two neighborhood residents, however, worried about the traffic danger from wedging the home near a hairpin turn where Saratoga, Capitola Drive and Erin Way meet – and on a piece of land 2,000 square feet smaller than the city’s usual minimum for a single-family home. “I support Habitat for Humanity, but I’m amazed that you consider it a viable lot,” said Scott Scharff, who moved into the neighborhood a year ago. “My issue is how the city ended up with the thinking that at that intersection, the best use of land was to put a house there.” Even on a snug lot and near a tight curve, though, the project had strong support from planners coping with a shortage of housing, especially lower-cost housing. “It’s a good project on a tough parcel,” said Commissioner Michael Murray, “and it fills a need, which makes it score pretty high in my book.”

The first few miles of the tracks from the Wine Train station on McKinstry Street heading north toward St. Helena certainly aren’t as picturesque as the rest of the ride, he noted. “It could look a lot nicer than it does,” said Goldie. “There are all kinds of opportunities to clean up the space,” McMinn said in a September interview. “It needs a little love.” Goldie said some 70 walls along the rail tracks could feature art. “It will be an impactful part of downtown Napa. That’s our vision.” The Napa Valley Vine Trail Coalition and Napa Valley Wine Train are contributing $50,000 each to get the Rail Arts District off the ground.

Goldie would not say how much the first mural would cost, only that it is in the “tens of thousands.” A second mural is under discussion for the back of the Matthews Mattress building on the south side of Vallejo Street at Soscol. That one

could be created by an artist from Spain and feature a geometric style. A short distance south of these murals, a rail box car will be installed on Wine Train property at the Napa Street circle. That car will be decorated with memorabilia from the 2014 South Napa earthquake. According to the application for the mural at the Register/ NAPA Auto Parts building, exterior grade latex and oil paints will be applied to a cement block surface. There will be a UV coating and an anti-graffiti coating applied to the mural after completion, with fresh coats every five years or so. Maintenance of the mural will be done by the Napa Valley Vine Trail and the Napa Valley Wine Train as needed. Graffiti or other damage to the mural will be addressed within 48 hours of its observation. The expected life of this mural is 15 years. The mural will be removed by the applicant at the end of its useful life Napa Rail Arts District supporters envision landscaping, murals on the back of buildings, sculptures, small parks near residential areas and gateway features where the trail crosses major intersections in the city. “I think it’s going to be an internationally known art district that benefits Napa, people walking or riding their bike on the trail and passengers on the train,” said Goldie in September. “It’s going to be much more than just the art,” said Goldie last week. “We want to do a world class job on this.” January 2017 – 31

WARM FOR THE HOLIDAYS Tips to help keep your home comfortable and energy efficient this winter (BPT)—With winter comes the holiday season, a time that’s supposed to be associated with “comfort and joy.” But how joyful will it be if pests invade your house, or if your home is cold and drafty? Help stay warm all winter long by addressing factors like air leaks from gaps and cracks that can make your home feel uncomfortable. “Drafts and heat loss are common problems in the winter, and they affect homes of every age, size and construction,” says Gary Parsons, fellow at The Dow Chemical Company. “Those factors can seriously affect your home’s energy efficiency and how comfortable it feels. Fortunately, it’s not difficult to deal with issues like air leaks and insulation, and doing so can significantly improve your home’s function and livability.” Parsons suggests these steps to help ensure a draft-free, pest-free and comfy home this winter season: Seal cracks and gaps Gaps and cracks throughout the home allow hot air to escape and cold air and pests to enter. Energy Star estimates that homes 36 — Distinctive Properties

can have a half mile or more of cracks around doors, windows and sill plates alone, and those aren’t the only places in a home where gaps can exist. Air duct joints, points where piping enters a home, and anywhere wood meets concrete (such as around the foundation) are locations where cracks and gaps can occur. Sealing cracks can help prevent air leakage, improve a home’s overall energy efficiency and block out pests and insects. In fact, homeowners can save an average of 15 percent on heating and cooling by air sealing their homes and adding insulation, according to Energy Star. Even do-it-yourself novices can easily and quickly seal cracks and gaps in their homes. Products like GREAT STUFF(R) Gaps & Cracks and GREAT STUFF(R) Pestblock Insulating Foam Sealants are specially formulated to seal gaps and cracks, blocking out air, moisture and even pests. The ready-touse insulating foam sealants can fill gaps up to 1 inch. When using the product, be sure to follow safety guidelines, including covering all skin, using gloves and safety goggles, and keeping the work area well ventilated.

Check insulation Insulation is like a blanket that your home wears to help keep everyone inside warm and cozy. If your home doesn’t have the right amount or type of insulation for your climate, it can lose heat, energy efficiency and comfort. About 90 percent of existing homes don’t have enough insulation, according to the North American Insulation Manufacturers Association. Follow Energy Star’s guidelines for more information on how to check your insulation to see if your home could benefit from adding more. Take care of the HVAC system If your heating, ventilation and air conditioning system isn’t working as well as it could, you’re sacrificing comfort and increasing your energy bills. Make sure to check the cooling system in the spring and the heating system in the fall to ensure they are operating efficiently. Have the ducts inspected and seal any leaks. Be sure to change air filters regularly, per the system manufacturer’s recommendation for filter type and frequency. According to the U.S. Department of Energy, dirty air filters restrict airflow, making HVAC systems

work harder and consume more energy to heat your home. Don’t overlook little things Things as simple as a forgotten window left cracked in summer months or neglecting to close the flue in your wood-burning fireplace can all affect the amount of heat and comfort that escape your home in the winter. Before the weather turns very cold, make a sweep through your home and check for these minor but important points: * Windows—Are all your windows closed? If you’ve recently sealed around windows, you probably opened them for ventilation. Double check to be sure you remembered to close them. * Thermostat—Is yours properly programmed to optimize energy use by adjusting the temperature when you’re out of the house? Proper use of a programmable thermostat can cut energy bills by nearly $200 per year, according to Energy Star. * Ceiling fans—you can use ceiling fans to supplement your furnace during the winter, but you have to remember to reverse the air flow. Most ceiling fans have a switch that allows you to reverse the direction of the fan blades to spin clockwise, which pushes warm air down from the ceiling during winter.

Supervisors rebuff challenges to large vineyard proposal Napa County super visors handed a big victory to the controversial Walt Ranch hillside vineyard project by deciding that it meets all of the county’s rules and can move forward. After 11 hours of hearings spread over three days, the Board of Supervisors delivered its tentative verdict in December. By unanimous votes, the board indicated it will turn down four appeals seeking to nullify a county-approved erosion control plan needed for the project. The board was expected to give it’s final OK on Dec. 20, after Distinctive Properties’ production deadline. “In this case, I believe the applicant has more than followed the rules, that we have held them to a higher standard than other erosion control plans,” Supervisor Keith Caldwell said.

Other supervisors said the project complies with the agriculturally based vision for Napa County as outlined in the county General Plan. Supervisor Mark Luce said the county did “an A+ job” of addressing the many concerns. “I’m very confident the environment will actually be in better shape after this project,” Luce said, drawing puzzled utterances from some Walt Ranch opponents in the packed chamber. Meanwhile, opponents in the 179-home rural Circle Oaks subdivision adjacent to Walt Ranch remain concerned that Walt Ranch groundwater use for vineyards might sap the community’s wells. They don’t trust the project environmental impact report’s assertion that this potential problem can, with steps, be rendered “less than significant.” “We don’t want to have a situation where we turn on the faucet and nothing comes out,” Sue Wagner, a spokeswoman for the Circle Oaks appellant groups, said after the meeting. Hall Brambletree Associates

proposes to develop 209 acres of vineyard blocks and a total 316-acre disturbed area on the 2,300-acre Walt Ranch. The ranch is along Highway 121 in the mountains between Napa and Lake Berryessa. The applicants say they merely want to create vineyards on land with agricultural watershed zoning. Opponents say the project will cut down more than 14,000 trees and could damage the watershed, wildlife habitat and water supplies. Appealing the previous county staff decision in favor of Walt Ranch were the Napa Sierra Club, the Center for Biological Diversity, Living Rivers Council and, in a joint appeal, the Circle Oaks County Water District and Circle Oaks Homes Association. After all sides had brought forth their experts, given their testimonies and disputed whether or not the project environmental impact report is adequate, over three days of hearings, the Board of Supervisors finally had the last word. Supervisor Diane Dillon said the county’s 2009 General Plan counters sprawl by promoting

agriculture. Ninety-three percent of the unincorporated county has an agricultural land use designation, less than 50,000 acres of vineyards exist and the General Plan foresaw another 10,000 acres of vineyards being planted. The entire county is 505,000 acres. “This property is 2,300 acres and less than 10 percent would be converted to vineyards if the project is carried out to its entirety,” Dillon said. She referred to “post-truth,” the Oxford Dictionaries word-ofthe-year defined as facts being less related to shaping people’s opinions than appeals to emotions and personal beliefs. She saw that at play in the hearings and said some people don’t want any more vineyards planted in Napa County. “I think we need to make a hard decision, folks, about what the alternative is,” Dillon said, adding that if the alternative is open space, that will cost money to buy. While endorsing Walt Ranch, Dillon also said she understood that Circle Oaks residents have concerns about their homes, families and futures. January 2017 – 37

A clouded crystal ball

T

he attempt to forecast the real estate markets of California and Napa for 2017 would be tricky business under normal times but this year, when the political unknowns far exceed the knowns, it nears guesswork. Fresh off an election where media “experts” so missed the mark it is hard to look to professional opinions with confidence. Just prior CHARLES BOGUE to the national election California Association of Realtors Vice President and Chief Economist Leslie Appleton-Young provided her synopsis of what we can look forward to: “With the California economy continuing to outperform the nation, the demand for housing will remain robust even with supply and affordability constraints still very much in evidence. The net result will be California’s housing market posting a modest increase in 2017.The underlying fundamentals continue to support overall home sales growth, but headwinds, such as global economic uncertainty and deteriorating housing affordability, will temper stronger sales activity.” What this means in numbers is the California median home price is forecast to increase 4.3 percent to $525,600 in 2017, following a projected 6.2 percent increase in 2016 to $503,900, representing the slowest rate of price appreciation in six years. Additionally, the sale of existing homes is forecast to increase by 1.4%. The primary “X factors” for 2017 are what actions will be taken by the Trump Administration in areas of home finance regulation that have ranged from the repeal of Dodd Frank to the outright abolishment of government guarantee programs under Fannie Mae and Freddie Mac. Reduced bank regulation is viewed as a good thing by big banks but also creates public fears of returning to

pre-recession subprime loans. Secondly, public concerns over increased inflation leading to higher interest rates have already surfaced with levels being 1% higher than pre-election levels, resulting in a lower home buyer population. Beyond just reducing the amount a consumer can borrow ‘it becomes more of a psychological tipping point” according to Greg McBride, chief financial analyst with Bankrate,com. A third major unknown, critical to California, is what actions will be taken by the new administration in deportation of our active labor supply and the impact of tariffs levied on our trading

partners in Mexico and the Pacific Rim. Creating a balance between job creation at home and loss of trade abroad will be a challenge on many fronts. Markets don’t like economic uncertainty because it affects buyers’ willingness to consume and business willingness to invest. With consumers, uncertainty about their employment and financial future causes them to postpone the largest and significant purchases first such as homes and automobiles, resulting in a reduction of economic growth. Looking to the new year there is reasonable hope and three fundamental factors to anticipate

home prices to continue to rise and the local economy to continue to grow: The first, credited to Will Rogers, “Buy land. They ain’t making any more of the stuff.” No surprise to anyone who has spent several decades in the Napa Valley, the processes of open space protection and agricultural preservation have proven that not only are “they not making any more of the stuff ” the amount that exists is declining. Prices will only increase. The second positive factor is the real estate is a tangible asset that you can live in, earn money from if needed plant food on. Everyone needs a place to live and population levels continue to rise forcing higher rents and home prices. Unlike stocks, bonds where you are dependent on world economic conditions for the success of your investment, local real estate is an investment you can experience in your own community and add to its value. Thirdly, which you may see as for better or worse, is a sought after destination for the wealthy in our society. In good times or bad, fine wine with spectacular food in a setting unique in the world will attract the disposable income of those who have income to dispose of. Hotels, wineries, tour companies and others that serve this segment of society can look forward to being reasonably insulated from cyclical economic downturn. The Crystal Ball for 2017 gives no clarity of where we might be twelve months or even four years from now. What we do know is that to focus on our Main Street for our economic well being may prove far more fruitful than relying on Wall Street. ‘TINY HOUSE’ TOUR Napa couple enjoys simplifying their lives

JENNIFER HUFFMAN j huf f man@nap ane w s . com In September, China Rose and AJ Zamora left Napa driving a F-250 pickup truck and towing all their worldly possessions behind it in a 22-foot-long “tiny house.” The couple moved out of their Napa rental home and sold much of what they owned to embark on a cross-country adventure in tiny living they named the Journey to Wellness Tour. Seven states, four months and more than 8,000 miles later, the Zamoras are back in Napa for the winter. They’re happy to report that tiny living was a big success. The trip was “a whirlwind of beauty,” said AJ Zamora. “Our vision was to create a lifestyle that was more sustainable, both for our health and the

health of the planet,” said China Rose Zamora. She said living in their tiny home “has definitely simplified our lives.” Tiny home living “allowed us the freedom to travel, offer our services and a helping hand to other communities in need, and continue to support our clients. It’s proving to be exactly what we were looking for,” she said. The Zamoras settled into their new tiny home while trekking through the western United States, meeting new people, “sharing empowering health information” along the way, via their holistic health business called China Rose Wellness. The Zamoras said they decided to “go tiny” to simplify their lives, reduce their environmental

impact and manage their stress. Built by Tiny Idahomes in Idaho, their tiny house is Recreational Vehicle Industry Association (RVIA) certified, just like any other trailer on wheels. The trailer weighs about 9,000 pounds and is 22 feet long and 8 feet wide. The ceilings are 12 feet high, which helps make the interior seem quite roomy. In fact, the trailer has only 175 square feet. Ashland, Oregon, was the first stop on the tour. From there, they traveled to Seattle, before traveling eastward. Along the way, the couple continued their consulting work with their clients via computer and phone, hosted workshops and also sold the infrared saunas they represent.


The Zamoras also attended festivals along the way, such as practicing yoga with 2,000 people at the Red Rocks Amphitheater in central Colorado and attended a Tiny House Jamboree in Colorado Springs. A stop at Vedauwoo National Park in Wyoming included time for “reflection, grounding and a little rock climbing,” wrote Zamora. Next they traveled to Mount Hood and Mount Shasta. In all they visited seven states: California, Oregon, Washington, Idaho, Utah, Colorado and Wyoming. They parked their home on wheels at parks, campsites, mobile home parks and friends’ houses. Luckily, the two tiny home enthusiasts avoided any accidents or breakdowns. The most stressful part of the trip was a detour through Aspen, Colorado, which included hairpin turns, steep drop offs and narrow roads. Most of the driving was limited to 4 to 6 hour stretches, with breaks in between. Meeting other tiny house owners at the Tiny House Jamboree was a high point. “That was our initiation to the tiny house community,” said China Rose Zamora. “We got connected,” and met many other tiny home owners. Their custom-made tiny home, built in the Romanian “Vardo” style, got a lot of “wows,” said AJ Zamora. “It was quite different from the other tiny houses that were there.” After months of living full time in their house on wheels, there isn’t much they’d change, said the couple. A need for more task lighting was easily remedied with portable lights. China Rose said even with a pared down wardrobe, she didn’t wear all the clothes she packed. They used the kitchen and other workspaces just like they planned. “We had more than enough storage space,” said China Rose. A compact washer/dryer unit was a welcome appliance, even if they didn’t use it too often. The composting toilet and full-size bathtub was also a success.

Some might wonder if living in such close quarters the couple might bicker or get tired of each other. “We don’t,” said China Rose. Living in their tiny house “hasn’t created any tension.” In fact, tiny living “is even better,” because the two get to spend so much time together. The house cost $80,000 and the

Zamoras were able to earn enough income with their business to sustain themselves on the first leg of their journey, they said. Today, the couple and their home are staying at a farm in Petaluma where they will remain during the winter. Their business office remains in downtown Napa. The Zamoras are already making plans for their next circuit

across the U.S. That could include heading towards New Orleans or possibly north across the U.S. and down the East Coast. China Rose said one of her original worries was that she’d feel cramped or claustrophobic in a tiny home. But that wasn’t the case. “I feel totally comfortable,” she said. “It proved to me that I don’t need a lot of space to be happy.” January 2017 – 43
