Chris D. Craiker e all know that renovating a house can be among the most frustrating event in our lives. Just preparing the budget for such a venture can cause a minor heart attack. Over the years many couples have approached me to remodel their home, sometimes to save a shaky marriage. Maybe the wife will be happier if she has a new kitchen or the husband will be more faithful if he has a new Man Cave. Unfortunately, these are the wrong reasons for such a venture. They need a marriage counselor before they need an architect. Anyone not mentally and emotionally prepared for the turmoil, pressure and anguish should think twice before embarking on such a project. I question if many enthusiastic renovators are honestly ready to pay the full price required for any remodeling. Before we jump in, we should ask ourselves to: 1. Make sure you and your family are ready to eat off a hot plate, take sponge baths and visit fast food habitats for a week, a month or ‘til your grandchildren graduate from college: 2. When you decide to renovate, budget 150% of whatever “spread sheet” provided you. It always becomes a bigger deal than anticipated. 3. redicting future markets is risky business even in what might be called normal times, and the unknown factors are anything but normal as we enter 2018. Some clues to the future may lie in looking at the past performance of home sales in the San Francisco Bay Area and Napa County recently released Charles Bogue by CoreLogic data reports and the California Association of Realtors.

WHAT ARE THE EFFECTS OF WILDFIRES ON THE WINE COUNTRY? According to research CoreLogic analyst Andrew LePage, “October home sales in the San Francisco Bay Area were the lowest for the month of October in 6 years. This is a reflection of low inventory, affordability constraints and market disruptions caused by the destructive and deadly North Bay wildfires that began in early October.” Sales statistics show sales in Napa County down 15.1% from September 2017 to October 2017 and down 18.8% over the same 2 months in Sonoma County. Unlike Santa Rosa, most of the homes destroyed by fire in Napa were in the higher priced area of Silverado Country Club and larger estate homes in the East and West foothills. The loss of homes from fire will have little effect in the $500,000 to 46 — Distinctive Properties

Remaining parcels of land with site improvements are already being offered for sale by owners choosing not to rebuild due to their age, excessive cost of replacement or the option to accept insurance payment and relocate. Several of the important questions that will likely be answered in the first quarter of 2018 include: Will the loss of housing inventory created by the fires deplete an already short supply of available and affordable homes? How many owners will choose to rebuild and how long will that process take? Is there a reluctance on part of buyers to live in areas affected by past natural disasters? The statistical tracking of owner decisions, sales prices and sale volume will give clarity to these questions moving forward.

WHAT IMPACT WILL CHANGES IN THE FEDERAL TAX BILL WILL HAVE ON CALIFORNIA HOME OWNERSHIP? Regardless of how a final tax bill ends up following reconciliation between the House of Representatives and Senate it will not be good news to California home owners and home buyers. At risk is a major reduction in the deduction of mortgage interest and property taxes, a primary benefit in the after-tax cost of home ownership. Also included in the options are removing the
tax deduction for interest of loans on vacation homes and a rewrite of the $500,000 per couple $250,000 gain tax exclusion on their residence. These benefits to home ownership stimulate housing construction and to have them reduced or eliminated could lead to drop in home prices due to increase in effective costs. Several of the important questions that will likely be answered in the first quarter of 2018 include: Will the loss of deductions that benefit home ownership reducing the number of buyers be offset by the scarcity of supply of homes? Will extending the years/time of occupancy to receive favorable capital gains exclusion deter buyers from viewing home ownership as an investment opportunity? Will the general lack of federal support in the tax law for home ownership deter investors and developers from creating new housing supply furthering the critical lack of housing in the state? The first quarter of 2018 will provide information on how the housing market and home values will be affected moving forward into the year.
Declining housing affordability/inflated home prices/ rising interest rates was the top concern of more than 4 in 10 (44 percent) REALTORS® compared with 45 percent a year ago. More REALTORS® cited a lack of available homes for sale as their top concern at 30 percent in 2017. A slowdown in economic growth, lending and financing, and policy and regulations rounded out REALTORS®’ remaining biggest concerns. Market competitiveness increased the most in lower- and mid-priced homes compared with last year. Fifty-eight percent of homes priced $200,000$299,999 received three or more offers, up from 23 percent a year ago, and 59 percent of homes priced $500,00-$749,999 received three or more offers, up from 21 percent in 2017. A fact more significant than any other comes from CoreLogic data reporting: The Median Price for the San Francisco Bay Area has risen for 67 consecutive months beginning in April of 2012 and those gains have been double digit for the past three months.
