Are mandatory solar panels in California’s future? CHRIS D CRAIKER AIA

I

n a remarkable new development in Sacramento, the California Energy Commission, CEC, approved a requirement that as of 2020 all new homes in California as well as low rise multifamily and townhome communities must have solar panels installed on their roofs. It’s estimated that the average cost for a new home will add about $10,000 to a new home sale price, however the pay-back in reduced energy bills is anticipated to be less than 10 years. It has yet to become official, but the momentum is carrying it forward at a breakneck speed but Sacramento standards. Not so fast. There are both good and not so good ramifications of such a regulation. History has shown that the cost of solar has dropped precipitously in the last 20 years while innovation has improved the quality and quantity enormously. Today’s systems could last up to 15 years with proper maintenance. However, innovation also makes today’s installed systems outdated within 5 or 6 years. Of course, anytime we can minimize our dependence on the grid, the better we all will be. The CEC’s dream is that every home could become an energy self-sufficient island without an umbilical cord to a server such as PG&E. The idea is to create Net Zero energy users where each home will produce as much energy as one needs daily, then transfer any excess back to the grid for others to use. Net Zero or NZ energy users are not realistic: the closest we will ever get is Near Net Zero or NNZ. Unlike your shiny new automobile that you get tired of after a few years, you just can’t sell used solar panel at a car lot. Once installed, it’s hard to replace

or update easily. The medium price of homes in California is now approaching $500,000, almost twice the average home price of 30 of the other 49 states. When factoring in the cost-of-living, California has the highest effective housing expense in the Country. Every year California falls 100,000 housing units short of what is needed to keep up with the demand. The conveyor belt of people coming to California has not stopped, although the number of residence leaving is growing. Skyrocketing housing costs are definitely responsible for putting many people into rental housing or onto the street. In either case, this is considered temporary housing, and California is becoming the state with the highest ratio of temporary residence: never grounded and without roots. Private owner-occupied housing is becoming an elusive dream and to force new homebuyers to pay for a system that may be obsolete in less than

ten years is irresponsible. While I often hear complaints that Californian’s pay too much for energy, the state is actually ranked 42nd in the country for per capita energy expenditure. Alaskan’s spends almost 2 1/2 times the average Californian’s energy bill. While we all want to reduce our carbon footprint, we have to do it realistically and sustainably. The State should be focusing on improving our energy storage systems and rebuilding our failing grid. One problem with present day solar photovoltaic electric harvesting is storage. Once electricity is generated it must be used or stored in some form. Battery storage such as Tesla’s Powerwall is making big advances but are still crude old tech. The battery systems of the future must be clean, not volatile or explosive, easily renewable and inexpensive. Ironically, solar systems of the 70’s stored energy in water to help heat a pool, a room or to use at night. While crude and no

longer considered viable, many pools are still heated this way. That’s a form or storage, like a battery. Our power transmission grid is old and deteriorating. It needs to be more effective for collecting and transferring solar energy. This is where California should be concentrating its energy (no pun intended) to create the best system of collecting solar energy and distributing it efficiently. We need to build more housing and not add more cost to them. Solar should be a choice, not a requirement. Much as I am a big supporter of renewable energy such as solar and wind, I have serious doubts that forcing everybody to buy a “one-size-fitsall” solar system is a good idea. I personally believe that every individual should have the right to choose the system he wishes. Credit tips for buying an investment property If you love the idea of being a landlord, and don’t mind being on duty around the clock, buying an investment property may be the wealth-building option for you. Property values have enjoyed a steady increase over the decades. That’s why real estate has earned its reputation as a sound investment that builds wealth and credit. Most people, however, don’t have the quantity of cash on hand to purchase a house or apartment building outright. Still, if becoming a landlord means taking out a 30-year mortgage, the monthly payments from the tenants should be enough to service the loan and build equity for you, while leaving some cash flow so you can maintain the property. If buying investment property sounds like a step you’d like to take, here are some credit considerations every investor needs to know. BE MINDFUL OF THE INQUIRY STAGE Once you decide to purchase an investment property, it’s important to do everything you can to make sure your credit score stays as high as possible until the loan is approved and signed. Your goal is to land the best possible interest rate, because even half a percentage point can add tens of thousands of dollars of total interest payments to a 30-year loan (and affect your wealth-building abilities). During this time, things like continuing to make on-time payments on your existing loans can be helpful in maintaining your credit score. However, sometimes people unintentionally lower their credit score when they’re actually trying to be fiscally responsible. For example, when shopping around for the best mortgage rate, keep in mind that multiple inquiries can have a negative effect on your credit score, especially if you don’t have a long credit history. TRENDS IN APRIL 2018 GERRETT SNEDAKER NAPA COUNTY The inventory of homes and condominiums available for sale in Napa County at the end of April (267) is 15% below the inventory in April 2017 (313) and it is 8% ahead of the inventory last month (248). New sales (123) were 10% below the pace of last year (137) and 12% ahead of the pace of last month (110). There is a 2.2 months supply of inventory based on the current sales pace. The Days on Market for homes closing in Napa County is currently 73 GERRETT days. For the purpose of SNEDAKER our MLS (BAREIS) “Days on Market” represents the time from when the property is first listed in the MLS to the date the property goes into “pending” (all conditions removed) status. On average, it can take anywhere from 0 to 30 additional days for properties to close after going pending. The median price of the 103 homes closed in April in Napa County ($645,000) was slightly higher than the median price of a year ago ($637,000). It was 5% below the historic high median price ($678,000) in December 2017. NAPA COUNTY LUXURY HOMES If one takes the highest quartile (25%) of available inventory as the “Luxury Market”, the Luxury Market begins at $2,500,000 in Napa County at this time. This is up from $2,200,000 last month. The number of closings (49) of Luxury Homes (sales price in excess of $2,500,000) in Napa County is down slightly for the twelve month period
