Downtown Safeway site remains in limbo Grocery store holds veto power over any new tenant JENNIFER HUFFMAN j h u ff man @n ap an ews.c om Everyone – from the landlord, to Safeway, the city and residents – seems to want something to reopen in downtown’s shuttered Safeway building, but chances are it won’t be another grocery store. “We are trying desperately to negotiate with Safeway to get them out of the lease so we can do something with the property,” said landowner Corinne Hagstrom Vasquez of Hagstrom Properties in Contra Costa County. One big holdup is a non-compete clause that allows Safeway control over potential subleasors, such as another grocery store. Another market could be seen as competition for Safeway’s other Napa store. “We continue to market the former downtown Napa store for sublease and we are working closely with the property owner to evaluate the best use for the space,” wrote Safeway representative Wendy Gutshall. “It’s frustrating,” Hagstrom Vasquez said. “I want our options to be open. I want control over the property.” The store was damaged in the August 2014 south Napa earthquake and never reopened. Safeway announced last May that it would not make repairs and redirected shoppers to its north Napa store. City of Napa Economic Development Manager Jennifer LaLiberte said the city has had conversations with various real estate brokers and grocery operators but Safeway’s active lease and non-compete clause have been a stumbling block. In addition, remediation to contain contamination from a former dry cleaners continues next to the market. The city is marketing the site, but those challenges “make it very difficult,” she said. 10 — Distinctive Properties

Workers removed the signs from the earthquake-damaged downtown Safeway last April. Efforts to find a new tenant are complicated by Safeway’s desire not to have a competing grocery on the site. Safeway still holds the lease on the property.

“We’ve consistently been working with the property owner who has hired brokers both regionally and locally for replacement,” said Mayor Jill Techel. The ball is in Safeway’s court, said Hagstrom Vasquez. “It’s not the landlord dragging their heels.” In a phone interview, Hagstrom Vasquez said, “We keep pushing and trying to get answers and were not getting anything right now.” She declined to elaborate on her discussions with Safeway. Hagstrom Vasquez said she’s also concerned about the condition of the building, which has some structural problems from the earthquake, particularly at the northwest corner. Safeway is responsible for repairs, she said. “I’d like to have the building whole,” said Hagstrom Vasquez. “God forbid if there’s another earthquake.” In the meantime, downtown resident John Poole took it upon himself to conduct an online survey of locals to measure the extent of their support for a downtown

grocery store. “I wanted to gauge how many people will do something about it and where they live,” said Poole. The overwhelming majority of the several hundred who responded said they wanted a grocery store at the site. He describes downtown as a “food desert,” which the U.S. Department of Agriculture defines as when at least 500 people and/ or at least 33 percent of the population lives more than one mile from a supermarket or large grocery store. “It doesn’t make sense to have the property sit there for two years,” said Poole. “Something should be done.” “I feel very badly for the elderly community” that lives in the downtown area, Poole said. “The carpet’s been pulled out from under them.” Those seniors now must take a shuttle or walk a substantial distance to other grocery stores, he said. Poole, who is married to Napa Councilmember Juliana Inman,

said he’s planning on forming a group of people who are “doers, movers and shakers” and come up with a strategy. He was critical of Safeway’s decision to begin sponsoring a PGA golf tournament at Silverado Resort this fall. “Safeway is presumably is spending over a million dollars” on the upcoming Safeway Open in Napa, he said. “At the same time, they are forcing elderly people to travel over a mile to get basics.” “The poll showed that people want a downtown grocery store. I agree with them,” said Mayor Techel. “We have done outreach to prospective developers and continue to monitor the situation.” “We are also having conversations with developers” about opening a market, perhaps at a different site downtown, the mayor said. If there is another downtown site that would be good for a grocer, the city will help facilitate a lease, but there aren’t a whole lot of large sites in downtown, LaLiberte said. “It’s a bit of a conundrum,” she said.

Census: Napa population rises slowly High housing prices may put damper on continued growth JENNIFER HUFFMAN j h u ff man @n ap an ews.c om If Napa city streets seem a little bit busier, parking lots fuller or store aisles more crowded, there could be 905 reasons for that. That’s the number of new residents who moved to Napa County from 2014 to 2015, a 0.6 percent increase in population. Some are also a gain from births over deaths. According to a new U.S. Census Bureau report, the county’s estimated population rose from 141,551 in 2014 to 142,456 in 2015. Back in 2010, the number was 136,530. Napa County had the second lowest number of new residents in the Bay Area, said the report. Marin County’s population only increased by 671 people. At the same time Alameda County had the largest influx, with 25,365 new locals.

Sonoma County rose by 2,472 people and Solano County by 5,301. The news doesn’t alarm Napa County Supervisor Brad Wagenknecht. “A stable growth rate is a good thing,” he said. H o w e v e r, i t can be difficult to manage both slow growth and affordable housing prices, he said. “It is a very hard situation for the Napa Valley because everything we do to make it more exclusive drives the cost of housing up,” which in turn makes it harder to build affordable units, Wagenknecht said. “Not everyone can afford an $800,000 mortgage,” Wagenknecht said. Sonoma State University economist Robert Eyler said that a .6 percent growth rate is what should be expected in a small quasi-rural county. Eyler theorized that Napa County grew more slowly than regional neighbors because of

housing prices or lack of housing. “People aren’t moving to Napa because they can’t afford to,” he said. That can cause some potential residents to seek out cheaper housing in neighboring areas like Solano County. Napa Mayor Jill Techel said the population increase makes her think of where those new people will live. “We need housing, affordable housing,” in Napa, she said. “We want people who work here to live here.” Last year only about 100 new homes were built in the city, she said. “Therefore not as many people moving to Napa.” Those that do come here are finding rising rent and home prices. A lack of housing can also affect the number of cars on the road, said Techel. Many workers with jobs here live in Fairfield or Vacaville, leading to more traffic getting in and out of town, she said.

“Is traffic worse because we haven’t built the housing so people can live here?” the mayor asked. Supervisor Mark Luce said the growth rate is “consistent with our overall growth policies.” According to the county’s general plan, growth should be 1 percent or less per year. “We are a slow growth county,” said the supervisor. “That’s the idea — preserve agriculture and our way of life.” When asked why Napa County might seem busier to some, Luce credited the economic recovery. “We’re seeing a lot of job related activity,” he said. “People came back to work,” and therefore they are commuting, going out to dinner, shopping and spending more time in their cars, he said. In addition, with more retirees moving to Napa County, “we have more daytime activity” from those seniors in the community. Those residents also generate their own residual activity, such as hiring workers to help clean yards and homes or going to doctor appointments. Howard Yune/Register

ARE YOU ON? Whether your home is outfitted with vinyl, fiber cement board, wood or aluminum, here’s your know-it-all guide to patching and replacing siding

LISA IANNUCCI C T W Fe at ures Siding is supposed to last for decades, weather-stripping your home and protecting it from wind, rain, hail and other weather damage. But if the siding (also called cladding) is not properly maintained, or if your area is prone to severe weather, it can take a serious beating, break down and, in time, need a complete overhaul. How, or even if you repair or replace the siding will depend on the material. Vinyl is the most common siding material in the United States, but it can also be made of fiber cement board, wood and aluminum. “Wood is a shrinking category that is comprised largely of cedar, then there’s also brick and stucco,” says Dan Parks, senior product manager of vinyl products at Ply Gem, Cary, North Carolina. “Metal siding is a niche product that’s largely sold in the west.” Vinyl siding does not require painting or caulking, and only requires periodic cleaning with mild soap and water. And with vinyl siding there are no maintenance worries associated with rotting, cracking or insect damage. However, Parks says the most common reason that homeowners repair or replace siding is damage from major hailstorms. In severe storms, hail can break holes or cracks into the siding. “You can run a lawnmower into the siding and it doesn’t damage it,” Parks says. “That’s the beauty of vinyl siding. If it’s nailed properly for your locale and wind resistance, it’s one of the few products that will never loosen or go bad. If it does,

it’s pretty easy to repair.” If your vinyl siding has been damaged, all it takes is a $5 unlocking tool to replace a panel. “You unlock the bottom of the panel above the one you want to replace,” Parks says. “Pull the nails out, unlock it and put a new one in and reengage the locks. If you’re reasonably handy and have roofing nails, a hammer and an unlocking tool, you can fix it.” The cost of a complete replacement of vinyl siding depends on a variety of factors, including location, but Parks says that most homeowners won’t do a complete vinyl siding replacement job. “It’s more of an aesthetic decision,” he says. “If you have enough damage and the siding is 25 years old, you might do an entire replacement, but most homeowners replace the side that the color is wearing down.” A complete residing will cost more in Chicago than it will in

Alabama. “It will also depend on whether or not your siding is even available,” said Stephanie Dahlberg of Boss Roofing Siding Experts in Rock Falls, Illinois. “The siding market is continually changing and color options are changing as well. Even if you have a different material, say aluminum, it can oxidize over time and change the color, so you need to know if it’s available [for replacement].” On the contrary, fiber cement siding isn’t so easy to repair or replace. Anthony Ferrara, president of the North East Remodeling Group Inc. in Poughkeepsie, New York, explained that wood siding can blister, shrink and mold. “For some of the problems, you can remove that piece and put a new piece in,” he said. “But you can’t see the exposed nail. It’s not easy to knock out the panel or put it back in. But when it’s all split and there’s nothing you can do or the product is past its life span, it’s

time to replace it.” Ferrara also says fiber cement is also very durable and impervious to termites, woodpeckers and other pests. “It resists rotting, warping, and cracking and will withstand extreme weather including rain, snow, hail, hot sun and even hurricane-force winds,” he said. “That’s why hurricane and tornado prone areas in the U.S. specify the use of fiber cement siding in their building codes. However, most fiber cement problems are due to the homeowner’s lack of maintenance. There’s a laundry list of requirements to be followed for the product to live up to its capabilities. With cedar siding, the maintenance required adds thousands to the overall cost. You will need to paint or stain cedar siding every 3-5 years, and periodically repair or replace the shingles or panels.” Cedar siding can run $5 to $7 per square foot. “If you have to repair or replace fiber cement siding, the cost can run you from $200 to $35,000,” he said. Before you begin any vinyl siding repair or replacement project, Ferrara urges homeowners to check their siding warranties. “Most vinyl siding today has, by far, the best warranties,” he said. “All have a lifetime warranty, which covers any manufacturing defect and can come with a hail damage warranty. Apartment Therapy’s Maxwell Ryan T I M OT H Y R . S C H U LT E C T W Fe ature s If you care about your home, how it looks and what you put in it, there’s a high likelihood that you’re familiar with Maxwell Ryan. Ryan is the founder of the wildly popular home design and décor site ApartmentTherapy.com and four books under the Apartment Therapy name. The newest book, “Apartment Therapy: Complete + Happy Home” (Potter Style, 2015), explores everything from an old carriage house in Los Angeles to an old power plant in Chicago to a ranch in Texas, while teaching readers how to set up, live in and maintain their homes. Here, Ryan shares more about how to create and maintain a home you’ll love. Q: Your first Apartment Therapy book was an eight-step guide to curing the common problems of living in a small space Do those principles and steps still apply? 36 — Distinctive Properties

A: Yes. My first book was a lot about my clients’ homes as much as my own. And that’s still true. Now I don’t work with clients anymore, this is all based on our experience with readers. While I wrote the [new] book, I really wrote it with Janel Laban, who’s our executive editor, and the editorial team. And … to be honest, the team is younger than I am. Some of the tips and service pieces on style are more on-trend with, say, a more younger demographic than I might have written for myself now. The basic stuff, though, like furniture placement and window arrangements [is] still very true to the first book in a way. Q:When looking at a home, are there different ambitions now? Or does that 8-week plan still apply when you’re trying to refresh a space? A:Well a bunch of stuff has

changed. One of them is that people typically don’t want to take eight weeks to do anything. It’s too long. And the second thing is that the site is reflective of a much broader audience that lives across the country in different types of houses. So this book is really a guide for how to put your home together and maintain it. Sort of, put it together, be inspired and maintain it. And you should be able to dip into the book and use pieces of it at any time. It’s not so driven or directed like a lesson or a school plan, like the first one. It’s meant to be more referred to as a handbook and not followed like a curriculum. Q:What are the most daunting things about moving into a new home or a first home, for someone who is taking the responsibility of a home versus an apartment? A: I think the problems are the

same. The difference is that homes are bigger. Apartment people are fortunate in that they don’t have a lot of choices to make. They’re lucky if they can get one sofa into their living room, let alone two. They’re lucky if they have to buy shades or curtains for four windows, let alone eight or 12. And so what I see with homeowners is that it’s just so much more expensive. And most people have a harder time finishing their home than they would, say, an apartment because there’s so many places to touch. That’s the challenge. Q: Jumping on what you said about homes being more expensive – you say it’s good to stretch a bit, maybe spend that extra 10 or 20 percent more than you anticipated, to get that extra bit of space to grow and work with. Why do you say that’s important? A: When you’re buying a home, it’s a long-term investment, first of


all. However you structure your mortgage, you have to be thinking long-term. And I think it’s very hard to know how big your life is going to get; obviously, it’s going to get bigger if you have children. You don’t want to put yourself into a house that you’re going to grow out of in two years, and you’re like “Oh, man. I have to do this all over again. And it’s going to cost more money to do that.” It’s very hard to estimate what it will feel like once your life has grown. You’re better off just giving yourself extra room to play with, knowing that it will come in handy and that you will probably fill it. And you’ll appreciate it down the line, even if it costs you more in the present. Q:The book’s Good Flow Guide shows readers how to arrange rooms in the best possible way, depending on the room. Is there a kind of general “do no harm” rule for good flow that works for every room? A: There’s usually good flow in a room if it means you can vacuum the whole room and get to the walls without moving your furniture. If the furniture is in such a way that it creates blockages in the room, that you literally can’t clean it – you can’t get the vacuum in very easily – you’ve got a problem. Q: Is there a good timeline for someone to say: I moved into a home, I have “this long” to get everything accomplished? Painting, decorating, etc? A: Yes. It is really good to set the clock ticking once you move in

to get your boxes empty and stuff like that. And I’d say, ballpark, two months to get most of it done is super, super healthy and successful. Q: You say a home without art is not finished, and that a stylish home has plants. Must you have all these elements to really call it a home? A: Those things are finishing touches. I think you could feel very good about yourself if you’ve got a really well put-together, clean, organized home. What I’ve found over the years is that these are the extra touches that add the extra layers, that add that extra bit of sophistication and depth … to your spaces. As we grow older, we have a deeper appreciation for our home, and we want more out of it. We want to see ourselves reflected in it in different ways. Q: What’s a great way for someone to put a personal touch in their homes? A: Personal touches come from anything that is handmade or vintage – even if it’s not your vintage. People who furnish their homes with new furniture generally have a dead space. If you mix in some antique or vintage … that makes a great impact. Artwork, too. Not posters but original artwork of any kind. Whether it’s a painting or a print … that has that touch of human in it will give also to the home the feeling of the human that lives there. It’s the opposite of sterile. Q: What are some easy ways for folks to change things up seasonally in a room? A: One thing I do at home is I move around my living room. I have a winter position and a summer position. The winter position faces the fireplace. It’s much cozier and it’s more brought-in. And the summer position opens out to the room and it’s more open and airy. In addition, I like to change my sheets in the bedroom. In the winter I use warmer sheets. Flannels in darks colors. In the summer I go bright. Sheets are an easy thing to

change for the season. Rearranging your furniture is a great thing. I do have plants. I love to bring them outside in the summer, and they all crowd in in the winter, which changes things a bit. Q: With more people working from home these days, how has the office changed from a place to read or pay bills to a place you’re actually working 8 hours a day? A: A lot of our people work from home … and one thing I’ve noticed is that now everything’s driven by the computer. So, the room is not a sitting and reading room. It’s a workstation room. And oftentimes now that means they’re on video cameras, they’re video chatting throughout the day. That’s how I see them! They have standing desks, so they’re standing like five feet away from the monitor. That’s a big deal now. It’s that workstation that has taken over the home office, and it’s not just a desk and computer. It’s a desk that may go up and down. It’s a screen. It’s a keyboard. It’s a special chair. It’s a camera. It’s headphones for talking on camera or Skype. The office is now a media center for telecommuting and working with other people remotely. It’s not a study. It is not a retreat. In fact, you’d get out of the office if you wanted to read a book because it’s no longer a quiet retreat. It’s a workplace. Q: Maintaining your home – repairs and projects – are there certain points where it’s OK to put it off? When do you have to address it? A: As soon as possible! I consider anything that’s broken or scuffed or in need of repair a serious problem. You want to just get on it right

away. Especially if it’s a small thing. It’s like a cut on your skin. You want to get a Band-Aid on it right away. This is not a decorating issue. Get it done right away because it has a much deeper emotional impact than anything else, and it will weigh you down. Q: You’ve said everyone has a problem room. What’s your problem room? A: I just moved … my whole house is a problem! I’m finished moving in, but now I have that problem, which is I have more space than I’ve had before, so I’ve actually had to buy some furniture to finish it, which I’ve never had to do before. I have a guest room, which I’ve never ever had before, and it’s a problem! I want it to be lovely … but it’s the guest room, and I never get to it ... it feels sort of sad. It also has become a dumping ground for stuff that we’re clearing out. I don’t know if this is a problem for other people, but it’s a problem! Q: You say you’re an apartment therapist. How have the therapy sessions changed over the years? A: Home is not just furniture and paint color. That’s the mistake. The therapy part comes from … helping them to realize that the home is not a square-foot location. It’s a path. It’s a space that our lives are moving through over time, and it changes. It should be changing as we change. A true home is not a static place. So that’s why it is and has always been therapy, and I think that message resonates with people. It’s helpful because if you understand all that, then it can’t be perfect. It has to always be changing and in flux.

Return on Improvement CHARLES BOGUE

S

pringtime is high season for home improvement projects here in Napa County and across the country. With increased home values and home equity, Americans spent over $325 billion on home remodeling by October of last year according to the National AssoRealtor Charles ciation of Realtors Bogue 2015 Remodeling Impact Report. With their finger on the pulse of what buyers are looking for, “Realtors know that certain home upgrades and remodels can be beneficial to get more buyer eyes on a property, potentially bring in more offers or gain more equity from a home,” according to NAR President Tom Salomone. “Remodeling projects can greatly improve both the value and the satisfaction with one’s home, which are great things no matter the reason for a project,” according to Judy Mozen of the National Association of Remodeling Industry. The 2015 Realtor Impact Report embraced this conclusion by including for the first time the factors of “personal satisfaction” along with increased value and return on investment. Even though 35 percent of homeowners would rather move than remodel, 75 percent had a greater feeling of accomplishment upon completion of their home improvement. The rating used for the first time in the report to measure the increased quality of life and happiness generated from the home improvement has been termed the “Joy Scale.” Your Realtor can provide you with a complete copy of the 49-page NAR 2015 Remodeling Impact Report which includes 12 interior and 12 exterior projects ranked by both the “appeal to buyers” and “likely value added to the home”. At right, a table shows the top 6 interior renovations you can make ranked by

the “likely value added” you will anticipate at the time you place your home on the market. To create a standard, the study assumed a home of 2,450 square feet, of post-1978 construction and a given that the home is in good condition. Clearly the costs in the survey are reflective of national averages and should be adjusted to your local costs for materials and labor. Here in Napa County we have a temperate climate that may favor exterior living improvements such as a pool or landscape that may be less valuable to cooler dwellings on the East Coast. Improving your home for your own personal pleasure can well be worth the expense. The Realtor Survey found that increased “function and livability” was worth the dollar investment and owner commitment. Most homeowners were upgrading worn-out finishes and surfaces and some just felt it was time for a change, according to the survey of over 4,000 respondents. The report Realtor responses were compiled from the 1.1 million agent members of The National Association of Realtors, which represents the interests of its membership and home owners across the country. If your goal is to improve your home for the sale it would be a good idea to obtain the opinion of your local Realtor on which improvements and what changes can be made to provide the maximum dollar return. With a project list in hand and knowing the time and dollar resources you have available, you will be able to build a calendar to complete your projects and present your home in the most positive way and obtain the highest price possible in today’s active market. York house downtown for sale Office property listed at $2.9 million JENNIFER HUFFMAN j h u ff man @n ap an ews.c om Like a grand old dame overseeing her domain, Napa’s York House presides over the corner of one of Napa’s busiest intersections, First and Jefferson streets. Built in 1892, the three-story, Queen Anne-style mansion has seen its share of owners and tenants. That list is about to get a little bit longer. Napa attorney Vincent Spohn and his partners have put the historic home, now used for offices, for sale for $2.9 million. “It’s a trophy property,” said listing agent James Keller. The news of the sale “is creating a huge buzz,” he said. “Everyone is asking me about it.” Keller has already showed the 7,360-square-foot house to several groups. “Someone will really want to say it’s theirs and put their office in there,” he predicted. The house has been modernized but remains filled with original features such as paneled pocket doors, hardwood floors, decorative wainscoting, crown molding, stainedglass windows, a dramatic wooden staircase, built-in cabinets and period hardware and lighting. Tenants said they appreciate the history and character of the older home. “I love it,” said Danielle Bortolussi of Vincent Spohn’s law office. “There’s something about the charm that reconnects you to the valley.” “It’s a beautiful office,” said attorney Bruce Ahnfeldt, another tenant. He said it’s easy to explain his location to visitors and many “remark how lovely it is.” From a corner in Ahnfeldt’s office, a doorway leads to a narrow staircase to an expansive attic. Now mostly used for storage, the attic offers a bird’s-eye view of the street below. Old advertisements, posters and photographs from as far back as 1898, water-stained and covered with years of dust, are still pinned to many of the rough-hewn walls. that the space could be converted to an office, said Keller. Gail Orme has worked for a law office in the York House for 10 years. “It’s neat because you get to learn a little bit about old Napa,” said Orme. “I would have liked to see it in its original state. I’d think it’d be a grand house.” She’s been in the attic and seen the old posters and ads. “I’m glad

nobody took them down,” she said. Bortolussi said visitors sometimes wonder if any ghosts might also be in residence at the 124-year old home. “I have not personally experienced” such apparitions, she said. “I can’t say one way or the other.” In a 2015 interview, Spohn said that he and partners bought the York house in 1985 for $263,000. “I had to scrimp and save,” he said at the time. “We put everything we had together to buy it.” Over the years, a new roof was added, plumbing and wiring were replaced, along with other significant improvements. However, “We were very careful not to remove anything that was original to the house,” Spohn said. Besides the house itself, four large palm trees that date from the home’s construction remain. The home is in the process of being added to the National Register of Historic Places. It’s a good time to sell, said Spohn on Friday. “My career objectives are evolving in the real estate market is strong.” “I have enjoyed working in this building during my 35 years of being a trial attorney in Napa, but I am now interested in narrowing my focus on specific lawsuits,

private mediation and other forms of conflict resolution. Hopefully the York House will forever be wonderful piece of public art for everyone to enjoy.” Well-known Napa architect Luther Turton constructed the Queen Anne-style home in 1892. It was built for Joseph Noyes, director of Napa’s first bank and brother of Frank Noyes, who owned the Noyes Mansion across the street at the northeast corner of First and Jefferson. Before that, the property was close to a vineyard owned by John Patchett, who is credited with building the Napa Valley’s first commercial winery further west on the banks of Napa Creek in 1850. In 1920, attorney John T. York bought the house, and the York family lived there for many years. In 1985, Spohn and partners purchased the house for professional office space. The property includes a small outdoor garden area and garage/ workshop built around 1924, located adjacent to the house and on the north side of the property. The history of the site and the home are described on a sign that faces traffic on Jefferson Street.
