ooking for a new home? How about an authentic French chateau with stunning valley views, gourmet kitchen, 4,500-bottle wine cellar, two-story library, expansive outdoor entertaining pavilion, ancient marble fountain and French oak doors and windows? All this can be yours for a mere $13.2 million. The luxury estate, known as Chateau Galatea, is located at 256 N. Fork Crystal Springs Rd. in St. Helena. “The house is amazing,” said listing agent Cheri Stanley of Sotheby’s International Realty. With its panoramic views, “you feel like you’re on top of the world.” Chateau Galatea was recently put back on the market after a 2014 listing for $16.9 million failed to generate a buyer. For those lucky enough to be able to afford such an estate, it wouldn’t take long to review the number of luxury homes available for sale in Napa County. As of last week an estimated eight luxury homes priced above $10 million were offered on the Multiple Listing Service,

said Stanley. Chris Wunderlich, chairman of the the North Bay Association of Realtors Napa chapter, noted that in the past six months only one Napa County residential estate sold for more than $10 million. That estate, located at 1095 State Lane in Yountville, sold for $10.2 million, he said. “That’s normal for Napa County,” he said. According to recently recorded sale data, such luxury homes can take anywhere from four months to more than 14 months to sell. “I don’t see that pattern changing drastically” in the near future, he said. Chateau Galatea is owned by Tom and Eileen Pollock, who live there fulltime. Tom Pollock, who works as an attorney, said the hillside location was a key factor in the design of the home. “We were inspired to build a structure that is as visually stunning as the views it overlooks,” he said. Chateaux architecture is classic and beautiful, he said. “They never go out of style. And they are a perfect fit for wine country landscape and living.”


The estate was inspired after chateaux of the Loire Valley region of France, he noted. All of the doors, windows, library cabinetry, stone fireplaces and staircases of the Louis XII-style castle were imported from France. The main home, finished in 2003, is 8,261 square feet and features four bedrooms and six bathrooms. The chateau’s name comes from the ancient Greek myth of Pygmalion and Galatea. “Galatea was the statue so beautiful that its sculptor Pygmalion fell in love with her and asked the gods to turn her from stone to human,” said Pollock. The chateau also includes floor-to-ceiling bookshelves in a two-story library, elevator, an original Loire Valley chateau stone fireplace, marble surfaces and bathrooms, and soaring floor to ceiling windows. A marble fountain dates to 530 B.C. A slate roof tops the grandeur. When asked about the library, Pollock admitted he and his wife are voracious readers. “Eileen had never forgotten the two-story library in the movie ‘My Fair Lady’ and given a chance to custom-build a home, she asked that we incorporate that type of library. Also, some studies show that households with books are a leading factor in boosting a child’s education,” he said. The library holds 5,000 to 6,000 books, the couple estimated. “Maybe we went overboard with the number of books but we did adopt a teenager from Colombia with little education and no English, and six years later he entered college in the U.S.,” said Pollock. A glass-domed conservatory features four indoor Majesty palm trees. The conservatory was inspired by the winter garden atrium in the Brookfield Place office complex in Manhattan, said Pollock. “As former New Yorkers, we once worked in the area when the complex was still called Winter Garden and it was one of the

most beautiful spots in the city,” he wrote. When asked why the family wanted to sell the home, Pollock said, “We always like to challenge ourselves. Transferring the chateau’s ownership to another family will enable us to explore another opportunity for creating a new home.” The family plans to remain in Napa Valley, he said. The property also includes four utility buildings modeled in the 16th century style and a guest house. The French chateau design “is definitely a different architectural style than you typically see” in the area, Stanley noted. More common styles for Napa Valley luxury homes include farm house architecture, perhaps with a rustic flair, a Spanish Mediterranean villa style or contemporary and modern estates. “This is one of a kind for sure,” she said. Stanley said that she and co-listing agent Barry Berkowitz have already had some interest in Chateau Galatea, including potential buyers from Silicon Valley and Beverly Hills. One inquirer was Russian, she said. Because the home’s design is so specific, the next owner “has to be somebody who really has an appreciation for that French chateau” style. That buyer “is most likely going to come from outside the Valley or even outside the country,” she predicted. Stanley said because the stock market has been performing well, that means good things for the Napa Valley luxury home market. “I have a feeling that people are looking to park some money in real estate. I think it will be a decent year.” Cyd Greer of Coldwell Banker Brokers of the Valley is another local realtor who specializes in selling luxury properties, wineries and vineyards. more interest in showing Napa County estates priced at $10 million and above, along with some offers as well. The one thing such buyers usually have in common is varying levels of interest in participating in the wine business at some level. “Some of them would just like to have a vineyard and grow their own grapes and do a very small wine program. Others are interested in something more significant. That’s why some are coming here instead of say Aspen or other vacation destinations,” said Greer. “They can get something here they can’t in Palm Beach or Aspen or even Beverly Hills. You can’t grow grapes in Beverly Hills.” For the most part, for these very high end buyers such a home is a discretionary purchase. “These are not buyers that have to buy. They want to find exactly the home and location they are looking for,” said Greer. It can take up to two years to sell such homes, Greer said. “It’s not unusual,” she said. “The buyer is looking for that very specific fit.” “A lot of these people are incredibly wealthy,” said Wunderlich. “Someone willing to spend over $10 million, they might not buy something on the market.” Such a buyer might prefer land or a home to tear down and start from scratch.

“A lot of people might want to build it themselves,” said Wunderlich. For the curious, the estimated mortgage payment for a $13 million home, with a 20 percent down payment, would be approximately $58,509 per month. Property taxes would be approximately $12,000 per month, according to the Napa County Recorder Office.

Americans love their roses—and so do a host of harmful pests, including Japanese beetles, aphids, mites among other insects, and let’s not forget about deer. Pests can cause a great deal of damage to roses, especially considering many varieties have a reputation for being tenderly delicate. While some types of roses are hardier against disease, no rose alive can fight off an aphid infestation or fight foraging deer without some help from the gardener. However, growing awareness of the environmental impact of some common pesticides may have many rose gardeners looking for more natural ways to protect 24 — Distinctive Properties

their blooms this season. Brand-name neonicotinoid pesticides, commonly used to keep pests off plants, are being banned in states across the country, including Maryland, Connecticut and Minnesota. Watch for evidence of deer damage too; such as ragged bites a foot or more above the ground. Luxury townhomes project back on track after decade of delay ‌A MERICAN CANYON — The American Canyon Planning Commission approved a series of “minor” modifications to a long stalled luxury apartment complex, clearing the way for the project to finally move forward. The Village at Vintage Ranch, slated for an 11.6-acre lot just off American Canyon Road, was approved by the planning commission in 2006. But the project got derailed by the housing crisis and Great Recession. After Advanced Building Solutions (ABS) of Petaluma took over a few years ago, the developer switched the plan from condos to luxury 2- and 3-bedroom townhomes for rent. ABS made other changes as well, including: — Changing the number of units from 164 to 159 in order to make space for a clubhouse. — Adding a right-hand turn lane on Silver Oak Trail to accommodate traffic generated by the project. — Adding a second driveway and emergency access lane that will connect to Silver Oak Trail. — Making the development compliant with the city’s zerowater footprint policy, which was adopted after The Village’s 2006 approval. The policy requires new residential projects to not result in a net increase in the city’s demand for water. ABS and the planning commission staff characterized the changes as “minor modifications,” which ordinarily could have been handled by Community Development Director Brent Cooper. But given the length of time since the project was approved, Cooper decided to bring them to the commission 30 — Distinctive Properties

for consideration. Cooper told the commissioners last week they didn’t need to reapprove the entire project, just the minor modifications. Most of the commission agreed with this characterization, approving the changes 4-0. Chairman Eric Altman abstained from voting, saying “I’m torn” and nothing more at the meeting. Contacted by the American Canyon Eagle about his abstention, Altman wrote: “When all added up, I’m not convinced we are dealing with ‘minor modifications.’ As such, I couldn’t support the motion [to approve the modifications], but did not feel my

concerns warranted a ‘nay.’” Altman previously voiced concerns regarding The Village, which was discussed at planning commission hearings in December, January and most recently March 23. At the Dec. 15 hearing, Altman said the changes were minor “on their own.” But “when you toll it all up, I think that’s where the concern is. It’s not so much a minor modification but a significant modification” altogether. He also raised concerns in December with the placement of all vehicle exits on the east side of the property bordering Silver Oak Trail. Half of the complex would border American Canyon Road,

but no egress points are planned for that street — and running smack through the middle of the development is the West Napa Fault. If a disaster made it impossible for residents to drive across the complex and exit onto Silver Oak Trail, they would have no other way to flee by car, Altman noted in December. Some residents of Vintage Ranch, which is situated near the project, complained in December that The Village and its approximately 500 residents would add to the traffic problems on Silver Oak Trail and American Canyon Road. Staff responded by saying they would work with the Public Works Department on traffic calming measures to manage the flow of additional vehicles in the area. The residents also criticized the commission for not conducting broader outreach to inform more homeowners of Vintage Ranch about the project. City planners sent notices about the December meeting to residents living within 300 feet of The Village’s parcel, per city policy. In response to the criticism, commission staff conducted a January meeting with community members, at which only 10 residents attended. No residents appeared at the March 23 hearing to voice concerns about The Village. Commissioner Bernie Zipay remarked at that meeting: “If there was a huge adversity to these modifications, the room would be packed.” The hearing was mostly empty. “My opinion is the minor modifications are just that: minor,” said Zipay, before voting in support of the changes along with Commissioners Andrew Goff, Tyrone Navarro, and Crystal Dispo Mallare.

$20m asking price will help foundation boost philanthropy A national developer has made an offer to buy a 10-acre parcel on Soscol Avenue listed for sale by Napa’s Gasser Foundation for $20 million. The 10-acre parcel, located at 333 Soscol Ave., includes the Hanlees Chrysler building, the former Napa Valley Tours and Transportation site and approximately three acres behind it, said Joe Fischer, Gasser Foundation representative. The sale will be a milestone for the Gasser Foundation, which once had a swath of undeveloped land stretching between Soscol Avenue and the Napa River, from Imola Avenue almost to Third Street. “This 10-acre site is the last major piece of Gasser legacy land that is undeveloped,” Fischer said. He could not name the potential buyer, only saying that it is a national developer. “We have been discussing different options with them for some time.” That developer is still in the process of determining its plans for the property, Fischer said. Last May the foundation made the decision to sell the property if it could go into contract at its target price. The foundation has been in negotiation with various buyers since last summer and hopes to close on the sale later this year, he said. Fischer said the $20 million price was warranted, “given other land transactions in the area.” The decision to sell the property, which was originally purchased by Napa businessman Peter Gasser in the 1940s, was motivated by a number of factors, said Fischer. development along Soscol is capital intensive, he said. Selling the 10 acres around the Chrysler dealership will enable the foundation to finance these projects with lower debt, increasing the cash flow from these properties and “ultimately enabling the Foundation to have more income to fund the many charitable causes that it supports,” said Fischer. Since its founding a quarter century ago, the foundation has grown from giving away around $600,000 per year to around $2 million per year today, Fischer said. Annual giving will be somewhere around $4 million annually after all the remaining Gasser property is built out by about the year 2020, he estimated. The sale doesn’t mean that Hanlees Chrysler is out of luck. Business owner Don Lee will build not one but two new auto dealership buildings on the land north of the Gasser Building, next to his current Subaru and Volkswagen dealership.

Subaru will go in one new building and Chrysler in the other new building. Volkswagen will then occupy the current Hanlees Subaru/VW building. Hanlees Chrysler, which also sells Dodge Jeep and Ram vehicles, will move once the new building is permitted, said Fischer. In addition to all the auto dealership relocations, another vehicle brand could join the Hanlee’s Volkswagen site at Sousa Lane and Soscol Avenue. Lee said he hasn’t identified which brand that is yet. “It has to be a good marriage,” said Lee. “It has to appeal to Napa residents.” There are a number of potential candidates, said Lee. Those include Volvo, Hyundai, Kia, Mazda, Buick GMC or even Fiat. Hyundai might be a likely candidate. Hanlees already has two such franchises, one in Richmond and the other in Fremont. “The Foundation is thrilled to reach this agreement,” with Lee,

said Fischer. “It will refresh that area of Soscol and rejuvenate our local auto business, solidifying an important tax base for the city of Napa and ensuring that Napa residents have a reliable home for buying and maintaining a number of auto brands here in Napa instead of having to drive out of area to do so,” said Fischer. Peter Gasser was in the car business and it is fitting that the foundation’s property plans would continue that commitment, added Fischer. Local commercial real estate expert Michael Moffett of Coldwell Banker Commercial Brokers of the Valley said the 10-acre sale was “a really good opportunity” to acquire that amount of space in a central and growing part of the city. “The property is very well located,” with open space and wetlands behind it, said Moffett. “I think it will be a good opportunity for a modern mixed-use development of some sort.” In addition to the Gasser’s commercial development along Soscol Avenue, another developer, Fairfield Residential Company of San Diego, plans to build hundreds of apartments behind that area on land formerly owned by the Gasser Foundation. That complex is known as Vista Tulocay. Moffett predicted that all the buildings on the 10 acres will be razed for a master plan development. With a buyer already in contract, it “sounds like this will be moving pretty quickly,” he said. Now that Hanlees has agreed to build the two new dealership structures, Gasser has only one building of 5,000 to 7,000 square feet near an entrance to the Napa Vista Tulocay apartments available for lease, said Fischer. That final building will be constructed and leased up by another developer, he said.

The record breaking wet weather in the Napa Valley has, for the time being, put the drought behind us and is finally showing signs of warming and a return to outdoor living. To assist you in the decision process for exterior improvements, the National Association of Realtors collaborated with the National Association of Landscape Professionals to look at 10 different outdoor projects and the cost recovery of each when you eventually sell your home. Among the report highlights: — A lawn care program was the number one project that appeals to buyers and was estimated by landscape professionals to return 303 percent on investment. — An overall landscape upgrade, new patio, new deck, and softscape upgrade all rendered roughly 100 percent in cost recovery and each received a Joy Score of 9.6 or higher. — A new swimming pool received the high Joy Score but Realtors estimated the owner would only recover 50 percent of the cost. The Outdoor Features Remodeling Impact Report was created from a houselogic.com survey of 4,079 respondents regarding the last exterior remodel project they had undertaken. 1 to 10 Joy Score, depending on their level of use and enjoyment. These findings were combined with a similar 2016 study by the National Association of Landscape Professionals to determine the cost and cost recovery impacts of the projects. Recognizing that the actual cost of any project is “influenced by many factors including project design, quality of materials, age and condition of the home and owner preferences,” the survey used the standard of a median cost project. The assumption was a home of 2,056 square feet built in 1978 or later. Realtors found “curb appeal” was important to 99 percent of buyers when purchasing a home, which resulted in project selection of owners. A standard lawn care program of 5,000 square feet ranked the highest in appeal to buyers of all projects and was fourth in percent recovered at purchase, of 303 percent. The assumptions were $330 in cost on 5,000 square feet of lawn and $1,000 recovered value at time of sale according to Realtors. An overall landscape upgrade priced at $4,750 by Landscape

Professionals was valued at $5,000 in estimated cost recovery. Including a new walkway, planters and flowering shrubs, this upgrade resulted in a 9.68 Joy Score and a 105 percent in cost recovery. A new patio increased the livability of their home for 40 percent of owners and 82 percent said they had a greater desire to spend time at home having completed the project. The Landscape Professionals cost estimate was $6,400 with cost recovery estimated at 102 percent of cost of the project. A new masonry veneer fireplace ranked ninth on appeal to home buyers and eighth for cost recovery at 60 percent among the 10 projects evaluated. The cost estimate by Landscape Professionals was $13,300 with $8,000 recovered at time of sale. A new pool scored the lowest on cost recovery at 50 percent but highest Joy Score of 10, with 95 percent of owners saying they had a greater desire to stay at home to enjoy their accomplishment.
