Napa 4th on million-dollar homes list FOR THE REGISTER Napa has the fourth highest concentration in the nation of million-dollar homes, according to a new study from Realtor.com. Realtor.com recently analyzed where the highest density of $1 million-plus homes can be found in the U.S. The website identified the top 10 spots with the highest percentage (not the total number of listings) of million-dollar-plus homes. In Napa, around 200 prime estates with multimillion-dollar tags were up for grabs last month, Realtor.com reported The median home price in the city of Napa was $724,000. “Even if you are not looking for a home with the potential of growing into a winery, you will probably enjoy one prototypical perk of Napa homes: a built-in wine cellar,” said the release.

October brought new loan disclosure CHARLES BOGUE October is scary every year but this year proved to be feared more than most for real estate professionals and borrowers with the implementation of new disclosure laws which became effective this past month. The reality is that there is little to fear by the change new regulations which are intended to simplify and make more transparent the process to Realtor Charles the home borrower. Bogue The Background: Part of the home loan crisis that led to the great recession was attributed to the fact that many borrowers, caught up in excitement of buying their home, did not clearly understand the terms of their loan. Additionally, many lenders failed to disclose and even altered the rates, fees and charges at closing. The Response: To correct this failing of clear disclosure the Consumer Financial Protection Bureau, under the direction of Dodd-Frank Act, began in 2011 to make the loan process less confusing, to provide easy to understand documents and to make sure consumers know the terms of their loan and the fees they will be paying at close of their escrow. After several delays, these changes now affect every new loan “applied” for after Oct. 3. The New Documents: “The Loan Estimate” is the new disclosure replacing the current “Good Faith Estimate” and the initial “Truth-in-Lending” statement that was required in the past when you applied for a loan. “The Closing Disclosure” is replacing the “HUD-1 Settlement Statement” and the “Truth-In-Lending” form that had been issued just prior to closing the escrow. Contents of The Loan Estimate: within three days of your loan application, The Loan Estimate will be issued by the lender and include the interest rate, 10 — Distinctive Properties

all fees for third party providers such as lenders, title insurance, appraisal, all estimated closing costs, prepayment penalties and any future expected changes in interest rates. It will also include a new Total Interest Percentage (TIP) calculation. What Constitutes a Loan Application: A loan application is deemed complete when you provide your lender with six items: Name of borrower (s), Income, Social Security, Property Address, Estimated Value of Property and the Loan Amount. Upon receipt of the items the lender must produce The Loan Estimate within three days. Contents of The Closing Disclosure: Your closing disclosure will be created by the lender and include final figures for closing costs, prepaid taxes, insurance, fees and mortgage terms and for the first time the costs being paid by both buyer and seller and the amount of fees paid to each real estate company involved in the
transaction. Borrowers will receive this document three days prior to recording for their review and approval rather than waiting to the last day. Changes in the Closing Disclosure: Unlike in the past where the escrow company can make last minute changes in charges and terms at closing, it is the lender who now issues the Closing Document and it is the lender who must reissue a revised Closing Document with any changes. The time this will take will vary from lender to lender and also in their method of delivery of documents. What do I do need to know in order to adapt to the new regulations? 1. Ask your REALTOR prior to signing a purchase contract to explain how the changes might affect the terms of your offer. 2. Have complete documentation available for your loan application. 3. Consider extending your closing date two weeks to allow for
the lender to provide documents and to provide revised documents if needed. 4. Review all documents with your agent as soon as received. 5. Compare your Closing Document to your initial Loan Estimate. 6. Keep communication open with all parties as changes will mean delays. As with any business transaction, open, timely and complete communication with all parties will ease the purchase process and related stress from contract agreement to a recorded sale. These changes are intended to make your ability to obtain a home loan easier and more transparent. Change is not to be feared, only to be understood. Creekside parcel for sale for $3.8 million Flood risk would limit development JENNIFER HUFFMAN jhuffman@napanews.com A vacant 12-acre parcel located along flood-prone Milliken Creek and within the city limits has been listed for sale for $3.8 million. The sellers — two members of Napa’s well-known Mead family — said the site could be developed into as many as 12 large home sites. Meanwhile, a neighbor would like to find a way to buy the property and turn it into an ecological preserve. Located on the west side of Silverado Trail, north of the Milliken Creek Inn and Spa and south of Hagen Road, the parcel “has been around for a long time in the family and nothing has been done with it,” said property co-owner Shane Mead, age 36. Lately, there have been some problems with homeless people trespassing on the property and it has become overgrown, he said. “We might as well get it into someone’s hands that can do something with it.” He’s currently clearing some of the property to make it easier for

prospective buyers to view. With close access to Silverado Trail and being located within the city limits, “the location is absolutely prime,” Mead said. He acknowledged that “there have been problems with certain projects” because of the property’s proximity to the river and flooding. “With the new flood project going on below the property, the property will have good flow,” Mead said. “I don’t think it will flood that easily.” In the short term, Mead said he would consider leasing the space for event parking. “Future development will be challenging,” said Napa city Community Development Department Director Rick Tooker. “Water elevation in the event of severe flood conditions could be high in this property,” he said. The Dec. 31, 2005 flood caused havoc in the area. The nearby Milliken Creek Inn and Spa, a luxury resort on the riverbank, was ravaged. The resort was closed for 75 days and lost a total of three rooms,

a laundry area, kitchen and all the offices. “It was intense ... I had six feet of water in the ground level building,” Connie Gore, Milliken Creek’s general manager, in an earlier interview. Development would be required to elevate the lowest floor at least one foot above the base flood elevation and foundations, electrical, heating, plumbing and similar systems will have to be flood-proofed, Tooker said. “Any project proposing more than four dwellings will be required to provide a flood evacuation plan in the event of an emergency,” he added. This isn’t the first time development has been proposed at the site. In the 1990s, plans to build an Exertec health club were discussed, but neighbors criticized the traffic impact on this twisty section of Silverado Trail. The fitness center opened in downtown instead. Another longtime Napan, graduate student Paul Dunn, said the property shouldn’t be developed at all. He has an idea to buy the property and turn it into an ecological preserve. Milliken Creek is “a treasure,” said Dunn, 45. “It’s a very special creek, from a Napa watershed
perspective,” he said. An ecological preserve would represent “a great opportunity for local access and wildlife preservation.” Dunn is contacting watershed restoration groups, looking into grants and gathering other support for his plan. He realizes a wealthy developer could buy the property at any time, but “I don’t want to see it developed and say I didn’t even try,” said Dunn, who lives nearby and grew up playing and fishing on the land. If he can line up the buyers and purchase the land, the city might be able to chip in, he said. But, “I don’t know if that is realistic.” Humans as well as plants and wildlife would benefit from the eco preserve, he said. “There would be access to a pristine park-like setting within the city of Napa.” Mead said he had not been approached yet by Dunn about a possible eco preserve. “But if somebody wants to do that, I think that’s great. It’s just a matter of what someone envisions.” Mead said his family has already created a preserve elsewhere in Napa Valley. In 1989, the family put more than 1,300 acres of land at Mead Ranch on Atlas Peak into conservation the Land Trust of Napa Valley.

Skaters of all skill levels test out new park At Kennedy Park, boarders let loose in activity that’s ‘almost like therapy’ SAMIE HARTLEY shartley@napanews.com Before the freshly-cut ribbon signifying the grand opening of the Napa Skate Park hit the ground on a warm October Saturday afternoon, dozens of skaters flooded into the new park — eager to be among the first to try out the long-awaited facility at Kennedy Park.
“This place is so much better compared to the old park,” said Alberto Cuevas of Napa, referring to the 14,000-square-foot park located on Clinton Street in downtown Napa. “There’s just more. More ledges, more rails, more everything. My brother and I were going to the old park about once a week. But now that this place is open, we’ll try to get here as often as we can.” The new park, located south of the synthetic multi-use soccer field at Kennedy Park, is 30,000 square feet, making it one of the largest in the Bay Area, according to designer Zach Wormhoudt. The park, which cost $1.4
million to construct, includes ramps, bowls, benches as well urban elements such as rails and stairs. The park is open to bicycles and scooters in addition to skateboards, creating an inviting place for novice and advanced skaters. “This place is awesome,” said Melissa McGoldrick, after emerging from one of the skating bowls. “I have a lot of good memories at the old park, but this place is giant. I want to come here every day. This is what we’ve been waiting for.” The city of Napa consulted with local skaters to create a concept for the park that would please skaters of every skill level. plan was approved by the city council in January, McGoldrick and her friends have been eagerly waiting for the park to finally open. McGoldrick, who has been skating for three years, was just one of the few females skaters who came to the park’s grand opening. She said she hopes more girls will take an interest in skating now that the park is open. The park was designed to offer challenging elements such as bowls for skilled skaters as well as basic elements such as ramps for skaters who are just finding their footing. But on Saturday, the park was a free-for-all as people of all ages took laps around the new park on skateboards, BMX bikes and scooters. Some skaters didn’t hesitate slipping into the flow of activity following the ribbon-cutting ceremony, but others waited for the right moment, like a surfer stalking a wave, before joining the flurry of excitement. Under a cloudless sky, skaters tested the park, trying tricks and flips. There were a few wipe-outs and a few runaway boards, but there appeared to be a mutual respect between the skaters, bikers and scooter riders as they explored the park. “It’s cool to see so many people here,” said skater Bayley Lorenzen. “This place is awesome. I can’t think of anything else that I’d want to add to it. This will be a good place for skaters to practice.” Lorenzen and his friend, Nicholas Medina, have been skating for four years. They said they are aware of the stigma that sometimes follows skaters, but to them, skating is more of an art form. “Skating is a sport that offers true freedom,” Medina said. “You don’t’ have a coach. You go out there and you try things. You fail, a lot, but you get up and keep going. You find your own style. Skating becomes an extension of yourself. The movements, it’s like your painting a picture.” Lorenzen agreed. “ We board because it’s fun. It’s a chance to get away from everything and just let loose. You lose yourself in it, and it’s almost like therapy. There’s nothing like it. It’s hard to describe. Skating is more of a feeling than just something that kids do.” Kennedy Park is at 2295 Streblow Drive in Napa. Napa Skate Park is open daily from 7 a.m. to 10 p.m.

A qualified technician will check the coils and clean and lubricate important mechanical parts. Some utility companies offer free checkups to customers, so be sure to ask about your options. In addition to a tune-up, remember to change your furnace filter once a month during the heating season to maintain proper air flow.
