Foundation planning more earthquake aid Hundreds of residents have exhausted other sources JENNIFER HUFFMAN j h u ff man @n ap an ews.c om Nearly 12 months after the Aug. 24 earthquake, an estimated 356 families in Napa County are still facing $3.3 million in unmet disaster-related repair costs, according to the South Napa Earthquake Recovery Group. But help is on the way. The Napa Valley Community Disaster Relief Fund plans to announce a third round of assistance of up to $2.5 million for those who have yet to fully recover. “We understand there are families in our community that continue to have issues with the safety of their home,” said Terence P. Mulligan, CEO of Napa Valley Community Foundation, which

oversees the Disaster Relief Fund. “We don’t want to turn our back on those people.” Mulligan said details are still being worked out and the organization has yet to decide on the precise dollar amounts involved. The Napa Valley Community Foundation could partner with South Napa Earthquake Recovery Group to distribute the new aid. The group is a collection of agencies including area churches, the American Red Cross, the city and county of Napa, Fair Housing Napa Valley, the Salvation Army and other nonprofits. It aims to match disaster recovery resources with earthquake survivors who have long-term unmet needs after other agencies and groups have completed their funding and services. The Napa Valley Community Disaster Relief Fund was launched with a $10 million donation from Napa Valley Vintners. To date, the

disaster fund has helped more than 1,300 households, small businesses and nonprofits, Mulligan said. In the first two phases of giving, an estimated $6.4 million will be delivered to quake victims in the form of emergency cash aid, meals and assistance to rebuild houses, businesses and churches. For the new round of assistance, “We’re looking forward to a partnership with the Community Foundation to assist as many residents in Napa as we

can,” Craig Paterson, a member of the coordinating team of the South Napa Earthquake Recovery Group. The goal is to help people with “ongoing safety and structural issues with their houses. Any dollars we would offer to that process would be leveraged by lots of volunteer labor,” Mulligan said. “It’s a way to try and help people who couldn’t find their way to their own recovery.” He hopes to allocate $2 million to $2.5 million that would also prepare the city for the next disaster by offering incentives for bracing mobile homes, capping unreinforced chimneys or bolting houses to foundations. The final amount of aid has not been determined, said Mulligan. The plan for that third phase and how to apply was expected to be announced at the end of August, after Distinctive Properties’ print deadline.

Festival del Sole wraps up its 10th and biggest season S A S H A PAU L S E N Rick Walker, who co-founded the Festival del Sole in Napa Valley 10 years ago, said they wrapped up the best season ever with the final concert at the end of July. It was the best attendance yet for the 10-day festival dedicated to the “art of life,” Walker said. “A lot of events were at capacity, and more than 2,000 attended our free concerts and film series.” The festival comprises classical music concerts, ballet performances with lunches and dinners at wineries, yoga classes, and this year, a Fun Run that attracted 250 people 10 — Distinctive Properties

of all ages in a benefit for the Napa County Alliance for Arts Education. “A lot of people gave me grief because I won in my category,” Walker said. “They said, ‘So you organize a race and then you win it. But it was the old guys category.” Other new events this year included a surprise “vertical dancing” performance at Quintessa winery, a fireworks display at Opus One, and an equestrian performance at Tamber Bey winery. “We want to keep growing and adding more surprises,” Walker said. “Who gets surprises, after all

— good surprises, that is.” Music, however, remains at the center of the festival. This year’s lineup ranged from renowned violinist Midori to the Young People’s Chorus of New York City, who performed in the chapel at Mont La Salle on Mount Veeder. Walker said that while he’s grateful that the festival reached its 10-year landmark, “We’re still like a 10-year-old; we want to keep growing — to be a grown-up.” Still, he noted that they’ve finished every season in the black. “We’re grateful for the support of

the community,” he said, adding that the biggest audience for the festival is local, followed by people from the Bay Area, and then Los Angeles. Increasingly, he added, the festival is attracting national and international visitors. “The hotels are all fully booked during the festival,” he said. Looking ahead, he said that as the festival grows, the organizer hope to increase the money they can give to local arts programs in Napa County schools. “We want Napa to be a role model for arts education,” he said.

Planners grapple with vacation rental rules Short-term stays ubiquitous on the Internet H OWA R D Y U N E hyune @nap ane w s . com A s Na p a p l a n n e r s a g a i n worked on ordinance changes to regulate and license the in-home hosting of tourists, they wrestled with a basic question: how to enforce the rules as household innkeepers proliferate online? The city Planning Commission – taking up the debate on allowing homeowners to openly charge guests for short-term stays – is working to craft rules for the City Council to consider. But after spirited give-and-take in August by homeowner hosti n g f a n s , b e d -a n d - b re a k f a s t owners and neighbors of both, officials ended the evening no closer to a deal than before. Planning commissioners put off any recommendation, delaying their vote to Sept. 3, after Distinctive Properties’ print deadline, to let city staff refine the short-term housing ordinance, which covers stays of fewer than 30 days. O n o n e p o i n t , h o w e v e r, commissioners could agree. No matter how many permits Napa grants to homeowners to accept visitors, the task of finding and stopping scofflaws would be daunting. “I just don’t know how the city can enforce this,” Commissioner Arthur Roosa said, describing a search that evening of the Airbnb home-sharing website that turned up 55 Napa entries – including at least one Airstream trailer – but none with a city permit. “We can do our best, we can knock on doors, we can look at websites,” he said. “But I don’t have any answers. pursued a change to require permits of those hosting overnight guests. A proposal staff released in June would allow up to 60 permits for so-called hosted accommodations – generally spare bedrooms of homeowners who also live on the premises. City staff would accept or deny applications to offer hosted lodging, and review participating homes annually for safety and neighbor relations. To renew their permits, homeowners would have to provide proof they rented rooms – no more than two per residence – on at least 10 nights the previous year. Such safeguards, however, l e f t C o m m i s s i o n e r Mi c h a e l Murray unsure that such private lodgings would have to meet the same health and safety standards as hotels and bed-and-breakfast inns. “I need a clear understanding on health and safety: fire alarms, smoke alarms, carbon monoxide alarms,” he said. “How is that addressed in the ordinance? The Americans with Disabilities Act, how is that addressed when you have a situation with a wheelchair? How do you accommodate that person?” Despite such reservations, pro-hosting residents – who spoke out in large numbers

during two City Council meetings earlier this year – urged the city not to interfere with seniors, retirees and others relying on vacationers to keep or maintain their homes. “Napa is an exceptional place to live. However, it’s an expensive place to live,” said Colleen Moore, who told commissioners she uses the proceeds from visiting tourists to restore her Napa home of 17 years. “Hosting is a middle-class issue; it’s an economic necessity for some,” said Grania Lindberg, who spoke on behalf of a group of Napa in-house hosts and suggested raising the number of such permits to 100. Old Town resident David Graves spoke out against any expansion of vacation rental permits, calling their spread a threat to the already scarce supply of rental homes and the character of Napa neighborhoods, especially those rich in historic properties. He also questioned the absence in the ordinance of any mention of impact fee collection from house-based hosts for the increase in visitors and traffic. “Just to say that this enhances neighborhood character doesn’t make it so,” Graves told commissioners. “To say it serves the health, safety and welfare of the

community doesn’t make it so.” Online home sharing has left planners with tough questions about where home ends and commerce – including the city’s hotel room tax – begins. “There’s a point at which you have gone into the business of renting your home, and even if you are living there, you’ve got a business,” said Roosa. “I don’t know where that line is drawn. But I know it’s there. That’s a difficult decision to get into.” Too aggressive a hunt for hosts without permits would waste staff time and effor t, added Commissioner Gordon Huether – especially with an inexhaustible supply of tourist rentals to be found with a mouse click. “Are you going to have a whole bank of computers, checking out all the different websites? I don’t know if we don’t have more important things that we should be spending our human resources on,” he said. In addition to in-house hosts, the revised rental ordinance is meant to govern those renting entire homes out to vacationers. For ty-one homeowners who were guaranteed whole-house rental rights in a 2008 city ordinance would gain the ability to transfer those permits to buyers of their houses, though the number of permits would not increase. The proposal that returns to the City Council may not be one ordinance but two. Several commissioners suggested splitting the rules on vacation rentals into separate groups – one each for hosted and wholehouse accommodations.

B

efore Mark and Valerie Morris bought their one-story farmhouse on Jackson Street in Napa in 2000, they did not even know what a water tower was. Today, after general contractor Mark Morris spent nearly all of his free time refurbishing the tower that came with the property, they are about to move in to one. “When I bought it, I thought ‘this is so cool,’” Morris said. “I knew I wanted to do something with it.” Originally, Mark Morris wanted to turn the tower into “the ultimate man cave,” while Valerie Morris, a schoolteacher in Fairfield, wanted to sell it on eBay. Eventually, they settled on renting the farmhouse out and turning the water tower into their living space. The 42-foot-high tower was probably built around 1907, Mark Morris said. On the outside, the sturdy trapezoidal structure is covered with clapboard siding of the kind found on old schoolhouses and cottages. On the inside, which consists of four stories of one small room each, the Morrises went for a more modern look. Metal, wood, and chrome accents are used in the décor, including some of the beams from the original tower, and a floor made entirely of recycled wood from old wine barrels. A spiral staircase connects all four floors. The entire project took several years, with “about 70 percent” of the labor done by Mark Morris. He estimates that it cost about $200,000.

Mark and Valerie Morris have renovated their 1907 water tower to an accessory dwelling on their property in Napa. The tower features a full kitchen, living room loft, master bathroom, and half-bathroom.


“We haven’t been on vacation for probably five years,” Morris said. “We needed every cent we could get. We still have people we need to pay back.” Working on the tower was not only a physical and financial challenge, but also a bureaucratic one. The last year and a half alone was spent getting permits from the City Heritage Committee. “They had a lot of rules and regulations,” Morris said. “It had to look like it was still from the period.” Except for a few added windows, the outside of the water tower looks exactly as it did in 1907, according to Morris. Refurbishing presented special challenges. Building the roof meant scaling four stories each time new timber was added. Then the earthquake came. According to Morris, the scaffolding he was using moved three feet in the quake, but the tower itself was not damaged. The Morrises plan to move in to the water tower with their two cats by the end of this month, and it will soon be equipped with Wi-Fi, cable, heating and air conditioning. Although the water tower project was “his baby,” Mark Morris is looking forward to the chance to relax. “Construction is all I’ve ever done and I love it,” he said. “But I want to do a single-story ranch next time.”
