The Gasser Foundation is beginning to put in streets and drainage to serve new residential and commercial development planned between Soscol Avenue and the Napa River. These new projects would largely complete foundation-sponsored development of a major swath of land north of Imola Avenue that already contains South Napa Marketplace, South Napa Century Center and a strip of car dealerships and other businesses along Soscol. Workers are clearing a space for a future 4-acre commercial development facing Soscol, one of the city’s busiest corridors. Owned and developed by Napa’s Gasser Foundation, the development will also include creating road access for Vista Tulocay, a large apartment complex to be located behind the commercial parcels and scheduled to start construction in late 2017. The grading and roadwork is being done on the west side of the 400 block of Soscol Avenue, both immediately north and south of the Hanlees Subaru and VW dealership. The future commercial space south of the Hanlees dealership will be divided into two large sections bisected by one access road, now referred to as Entry Drive. “We think these are compelling sites given their location on Soscol,” said Joe Fischer, Gasser spokesman. “The foundation is in discussions now with interested users of the two parcels and plans to decide within the next three months on the ultimate new stores that will be on those parcels.” Don Lee, president of Hanlees Auto Group, said while nothing has been decided, he would like to build a new dealership for his new Chrysler franchise in the space immediately south of his current location. Meanwhile, his Hanlees dealership is in the

One example: “The cars get dusty and dirty.” “But we and the Gasser Foundation are good partners and in the long run I think we will benefit from all the construction.” Fischer acknowledged that Hanlees is “likely having to deal with the temporary inconvenience of construction dust. In the end, they will be tenants on a revitalized portion of Soscol that has long been envisioned by the city leadership with improved road access.” “We have been working closely with Don Lee on our plans. He understands the trade-off between a construction interruption and the payoff of completed improvements that are more functional (and) more appealing.” In addition to the clearing on the south side of Hanlees, the Gasser Foundation is widening Oil Company Road, now renamed Sousa Lane, to the north. Workers are also installing a large pipe at the site to convey stormwater

and connect to other stormwater systems, said Fischer. This replaces what was formally an open ditch, he said. Part of the widening required the demolition of a building at 931 Oil Company Road that was previously occupied by Vine Towing. “It sounds like a good project,” said Jeanne Beutecale, staff member at Valley Estates, a manufactured and RV home park located at 533 Soscol Ave., adjacent to some of the work being done on the renamed section of Oil Company Road. Beutecale said there has been minimal disruption to the park. “They are trying to be respectful” to her tenants, she said. “They are keeping the dust down.” “It’s going to be a nice area when they are done with it,” she said. South of Hanlees, the Gasser Foundation is installing a new road that will go from Soscol to the new apartments to the west. That road will eventually connect with an extension of Gasser Drive, which currently runs from Imola Avenue to Tulocay Creek, stopping behind Home Depot. Gasser Drive will be extended north, across Tulocay Creek, intersecting Soscol at the Gasser Building. The Gasser Foundation is also

in the process of installing other stormwater features designed to take “residual overland flow” in an extraordinary rain event and convey it to a detention basin on foundation land, said Fischer. Until all the grading and drainage features are installed, nothing further can be built along Soscol, noted Fischer. An RV dealer, a motorcycle shop and Big Kids Toys were located on the Soscol frontage as temporary tenants until the recent work started, said Fischer. The RV dealer moved to another site in Napa last year. The motorcycle dealer seems to have gone out of business and Big Kids Toys decided to relocate to another city, said Fischer. The site work will be completed in stages beginning this fall and continuing through fall 2017 when the Gasser Foundation anticipates that the Tulocay Creek Bridge will go in. On July 21, the city Planning Commission endorsed the residential complex, Vista Tulocay, that would start with 282 housing units and eventually may include nearly 500. That land is now owned by Quattro Development.

Downtown facelift

Thanks to Napa’s August 2014 earthquake, downtown’s former McCaulou’s department store is now a shell of its former “self.” After quake damage caused the retailer to close its longtime Napa location, the property has sat vacant, stripped down to the studs on the inside. This past week, the owners of the former Town Center mall, renamed First Street Napa, filed a design review application with the city, requesting a remodel of the building, along with two adjacent retail spaces. “We’re cleaning it up and modernizing it,” said developer Todd Zapolski of Zapolski Real Estate. He’s eager to make room for new occupants. “We have tenants committed to us,” he said. “There is plenty of interest.” The building will be converted from a department store layout to multi-tenant use, said Zapolski. “We had to retool the whole thing,” to make way for multiple tenants, he said. The work will include exterior renovations, conversion of second-story storage areas into office space and removal of the rotunda on the east side of the building. Windows will be added on the second floor. A new entrance and lobby area will be established for access to office space on the second floor. Second-floor tenants would also access the top story via the walkway attached to the parking garage next to the property. An escalator inside McCaulou’s – the only one in the city – has already been removed. The building’s exterior will be updated “to create a stronger visual and physical connection to the Napa downtown core,” according to plans. Colors include off white, taupe and those named “Cromwell Gray,” “Steel Wool,” and “Twilight Zone.” Before the quake, there were three tenants in that section of the mall: McCaulou’s, a toy store and an art gallery. This entire section,

known as Building A, is part of the design review application. The second floor will most likely be used as office space with retail downstairs. No restaurants are planned for Building A, said Zapolski. Depending on the tenants, doors and entrances to the buildings may be shifted or relocated, Zapolski said. The developer declined to say how many tenants he’s in talks with, who they are or how much

square footage they want to lease. However, he did say, “We have serious interest with a couple (of tenants) that could be in the 7,000to 10,000- square-foot size or larger.” The building totals 53,000 square feet. “We’re trying to find the right combination,” said Zapolski. “We’ve turned down more potential tenants than we’ve accepted. We’re being picky.” “We’re making the progress we want and getting the tenants that are really exciting. It’s a good variety.” Zapolski said he hopes to move along on the project quickly. “We will be doing tenant improvements as fast as we can. We’re looking to open the project in the spring 2017.” The lodging part of the redevelopment, the Archer hotel, is scheduled to open in spring 2017, according to the hotel website. Scott Klingbeil, the city of Napa planner assigned to the design review application, declined to comment this past week on the renovation plans because he said he had not had time to review it.


“Main Street” makeover American Canyon looks at ways to improve frontage NOEL BRINKERHOFF n brin k e rh o f f@ a m e r ican can yo n e a gl e.c om AMERICAN CANYON — American Canyon wants to redevelop, and in some cases simply develop, its Broadway corridor, the stretch of Highway 29 that cuts through the heart of town. It has spent the past two years crafting a plan for this effort, a partial draft of which was reviewed recently by the City Council. The workshop revealed many issues still to be addressed to make the Broadway District a thriving place to visit, if not live in. Once the city has a fully fleshed-out plan that envisions how the east and west sides of 29 should look, a big challenge will be getting developers to take it seriously. After all, the present state of the Broadway corridor demonstrates what can happen when a city doesn’t persuade developers to invest in new commercial or residential space. There are nearly 40 vacant lots along the highway today, and almost a dozen underdeveloped ones, according to the city. These parcels make up almost 30 percent of the district’s 300 acres. Community Development Director Brent Cooper said most of the vacant properties had a structure on them in the past. “These would have been large properties with a single-family home on a small part of the lot,” said Cooper. On July 26, councilmembers and developers expressed concern about the long-standing vacancies along 29. Leary’s worry that if the city doesn’t implement its Broadway plan properly, the city will still be staring at these vacant lots another “40 to 50 years.” So how does American Canyon finally persuade people like Butler and others to put up shops or apartments in places that have been sprouting weeds? One idea being bandied about at City Hall would add the necessary infrastructure (water, electrical, etc.) to these lots now to make them more attractive to companies shopping for a place to build. This step would make the lots more enticing. But it could also be very expensive for the city. “Where does the money come from for this,” asked Councilwoman Joan Bennett about financing the Broadway Specific Plan. “If you don’t have the money, you don’t have the deed.” Councilman Mark Joseph, never one to shy away from controversial ideas, said the council should consider general obligation bonds, which could mean putting a measure on the ballot down the road. “I support going to the public for a bond” to help “get this ball rolling,” said Joseph. “That’s the way you get the money up front

and make the improvements up front.” A bond may be the only way for the city to finance the infrastructure work, he said. The cost of under-grounding the utilities alone “will be in the millions, not the hundreds of thousands” of dollars, according to Joseph, who was American Canyon’s city manager and Suisun City’s finance manager before joining the council. The price tag for fully revitalizing the Broadway district could be more than $50 million, according to the city. Other members of the council (minus Belia Ramos, who was absent) did not rush to endorse Joseph’s suggestion. “There are grants, too,” that the city could explore, said Mayor Leon Garcia, who almost immediately admitted this option has its limits in terms of what’s available to apply for and how much grants could cover. Leary said floating a bond “may work, and it may not.” He said the city would need a backup plan if the bond idea doesn’t fly with voters. “This plan is too important,” Leary said. Money aside, Leary brought up other concerns with revitalizing

the Broadway corridor. Executing the plan might demand a piecemeal approach, he said, to make sure new development actually occurs and in a way that’s beneficial for the city. After Cooper mentioned that zoning allows areas designated as commercial to also be used for housing, Leary warned that the city should not be too flexible with developers. Allowing companies too much wiggle room along 29 might make things “willy-nilly.” “Things can be squishy,” said Leary, and even if a developer has “the bucks,” the city shouldn’t just let them go wherever they want. Cooper said the Broadway Specific Plan, once completed, “is intended to provide zoning that prevents incompatible uses locating next to each other. The plan will also require higher-quality architecture, trails, parks, interesting gathering places for residents and visitors and a blend of housing, retail, employment that responds to market demand and supports each other.” Although Leary wants American Canyon to fill up its many empty parcels, he doesn’t want all the land to become occupied by businesses or housing. He c o m p l a i n e d t h e p l a n lacked designated “public areas,” or recreational open space. “It needs grassy areas where people can go and relax if they want to, grab a sandwich and sit down on a bench,” said Leary. “It’s all private space, no public space. That’s a concern of mine.” Cooper assured Leary and the council, saying: “We still have a lot of work to do” on the Specific Plan. Still to come in the next draft will be an executive summary, a chapter on open space and recreation, and specificity on how to implement the plan. “That’s going to be a great conversation,” said Cooper, adding that the next draft will likely be ready in October. Shifting treescape Neighborhood to get streets makeover H OWA R D Y U N E h y u n e @n ap an e w s.c om Major changes are in the works for a north Napa neighborhood where 40-year-old street trees from China have turned the sidewalks into broken shards of concrete. Since late July, city workers have been uprooting dozens of trees fringing Moffitt Drive, Mosswood Drive and Sandalwood Street. A-frame barricades and yellow tape have kept pedestrians away from curb strips where yellow placards mark the trunks of Chinese zelkovas for removal by the city Parks and Recreation Services department. The repairs and replanting are the opening stage of a city project that will smooth out 600 cubic yards of walking paths, then will repave 2½ miles of streets, according to Dave Perazzo, Napa’s parks, trees and facilities manager. Construction is expected to be complete by the end of fall. The work is taking place as a result of two city maintenance programs, through which Napa aims to resurface 10 miles of streets and repair 1,200 cubic yards of sidewalks each year. Repairs in the neighborhood, where Jefferson Street ends in a cluster of single-family homes, centers on the removal of about 70 zelkovas, a species related to elms and commonly planted by cities for their shade. Most of the trees were planted about 40 years ago as streets and home construction entered the once-rural area, according to Napa arborist Bill Pramuk. But their placement in narrow curb strips has left the growing trees with no room to sink roots downward, instead sending roots upward and cracking the nearby walkways. “It’s absolutely unwalkable 34 — Distinctive Properties

– sidewalks are hoisted into the air and the curbs are broken,” Pramuk said Monday. “I’m surprised they let it go for this long; I’m surprised the city never provided the space for them to become what they are.” “They are healthy, beautiful trees that could have many more years to contribute to the neighborhood – if there were some way for them to also have sidewalks in the

street,” he said of the foliage. City parks and public works staff identified 360 curbside trees in the neighborhood and will keep 289 in place, according to Perazzo. The remainder will be replaced, and 79 new trees added, using different species including ginkgoes, red maples, European hornbeams and Chinese pistache. The official deadline for protesting tree removals passed July 29

– one week after the start of repairs – but those wanting to preserve specific trees near their property can contact Perazzo at 707-2579234 or dperazzo@cityofnapa.org. “If there is a tree they want to save we try to do so, but because of the condition of those sidewalks, the trees that are coming out really have to come out,” he said. While the project promises safer walking and smoother driving, at least one longtime resident is mourning the impending loss of the foliage that has provided midday shade and lent a placid atmosphere to one of Napa’s northernmost neighborhoods. “These are really beautiful mature trees, healthy, and they’re all going,” said Alline Singrey, a resident of nearby Jefferson Street for 20 years who recalled that the block’s leafy surroundings were a prime draw when she moved there. “To me it was everything,” she said. “I almost didn’t care all that much about the house; (the area) was just so pretty. We drove down Moffitt and it was beautiful.”

Did you know that you can buy a home of your choice before having sold your current home? Did you know you can sell your home and have that sale contingent upon finding a replacement home of your choice? If these two facts surprise you, you are likely in a majority of the population that did not know that these options exist. In fact, the practice of buying before selling or selling before buying is so common in today’s real estate world that the California Association of Realtors have developed contractual forms detailing how the process works in both situations. The “Contingency for Sale of Buyer’s Property” is the CAR document used when you find the home you want to buy but have yet to sell your current home. It is an addendum to a typical purchase contract that states the address of the property to be sold and how long you have as the seller of that property to obtain an accepted offer on your current home. The number of days is negotiable between buyer and seller of the replacement home and usually depends on the strength of the purchase price and terms of the purchase contract and the urgency of the sellers of that property. These two factors, along with how long the purchase home has been on the market play in to the willingness of the seller to participate in a contingent sale. The document also gives the seller the right to continue to offer or to not offer the property for sale. If allowed to continue to offer the property for sale the seller is given the right to find a potential second buyer and if successful give notice to the first buyer to remove the contingent sale provision. If they are not able to do so, and give proof of ability to purchase, that first contract is cancelled. The contingent sale document also spells out when the buyer’s deposit is to be made and when inspections and contingency

removal will occur. Your Realtor will be able to provide you with a copy of the “Contingency for the Sale of Buyers Property” so you can be familiar with how the process works and create a calendar of events that will occur. The second circumstance is where you are willing to sell your current home but only if you are able to find a replacement home acceptable to you. In this case, your agent will use the California Association of Realtors form “Seller’s Purchase of Replacement Property” establishing that any sale is contingent upon you finding and purchasing the home of your choice. This contingency can reduce the number of prospects willing to look your home because if you are not able to find a home that meets your needs they won’t get the house they

want. The document will include the amount of time you are given to locate your replacement home as well as time frames for when inspections, deposits and other obligations shall commence. Buyers of your home are reluctant to proceed to spend money on property inspections, loan appraisal and other expenses not knowing if they will ultimately be able to buy your home. Typically, the Replacement Property Contingency is specific to the close of escrow of the replacement property and not simply entering into contract for purchase. Your Realtor will be able to provide you with a copy of the “Seller’s Purchase of Replacement Property” so you can be familiar with the form, how the process will work and enable you to create a calendar of events that will state

the commitments of both parties. The key elements to any successful real estate sale are understanding the buyer and seller expectations and converting those expectations to a legal document that states their obligations to one another. Yes, you can buy a home before you have sold yours or sell your home before buying another of your choice. Modern family portraits How tech is driving design in today’s living rooms (BPT)—The evolution of American families and their changing lifestyles is a popular topic these days. As family dynamics and lifestyles morph, they drive a change in home design. Aside from the enduring presence of a TV and seating, today’s living room looks and functions very differently from living rooms of just a few decades ago. “People are changing their vision of a ‘traditional home,’ “ notes Lydia Marks, co-principal of New York City-based design firm Marks & Frantz Design. “That new vision requires different design ideas, and technology is really informing design decisions in modern living rooms.” “The forces behind these changing dynamics include generational shifts in attitudes, behaviors and lifestyles as well as advancements in home technology, each informing the other,” adds Lisa Frantz, co-principal of Marks & Frantz Design. “Millennials are spending more time at home, parents are seeking memorable experiences through home entertainment, and boomers are working later in life, often multitasking across devices within their home. These shifts are helping drive the trend toward living room designs that are more adaptable.” Usable decor at the heart of today’s living room Today’s living rooms feature a multitude of state-of-the-art technology. Stunning televisions, slim speakers, ultra slim laptops and tablets are a must in today’s living room designs, and because there are so many options and colors to choose from, families can seamlessly integrate technology to enhance the function and design—even in traditional homes. “New colors like rose gold laptops and vintage orange portable speakers create new opportunities to add personalized touches, while striking new television design, like LG OLED TVs, make a stunning statement piece,” Marks says. 44 — Distinctive Properties

And, as the first TV to support both available HDR formats—Dolby Vision HDR and HDR10—OLED smart TV users can stream the newest HDR titles from leading content providers like Netflix, Amazon Video and VUDU. Dynamic, multi-purpose living spaces Formal living and dining rooms that are never used are a thing of the past, Marks explains. TV still remains king; Mintel reports 99 percent of American households with children younger than 18 have at least one TV in their home. However, families are using spaces

like living rooms to serve multiple functions, including entertainment and work, researching and making purchasing decisions, and communicating with distant loved ones. According to a recent Mintel study, more than 80 percent of millennials shop for clothing apparel online and more than 67 percent have “binge watched” a TV series, ranking it as their top online TV viewing behavior. Devices such as the feather-weight LG gram 15 laptop, clocking in at a mere 2.2 pounds with a large 15.6-inch screen, make it easier than ever to transition from the office to the living room while also providing enough screen space to multitask between work deadlines, watching your favorite sporting event and latenight online shopping. A smarter home on the rise Homes are becoming as connected as the people who live in them. Today, home automation systems can control thermostat settings, lower and raise mechanized blinds, turn lights off or on, and monitor home security. “With the popularity of wireless devices and smart homes, homebuyers and real estate developers alike now have a stronger interest in creating spaces that seamlessly

integrate advanced technology in ways that will enhance the space, and simplify a buyer’s life,” notes real estate trends specialist Ricardo Rodriguez of Coldwell Banker Residential Brokerage. At the same time, people remain concerned about the high initial set-up costs and perceived complexity of connected homes. Professional installation of consumer electronics products has remained a rare occurrence, even among higher-income households. In fact, in a recent Mintel study, only 10 percent of respondents had ever paid for custom installation of electronics. Instead, consumers prefer DIY (do-it-yourself ) and plug-and-play home monitoring solutions with home automation capability, like the Smart Security from LG and ADT, which represents an easy-toinstall approach that gives families greater control over how they protect and control their homes. “Product design is so streamlined and visually appealing that consumer electronics are no longer the elephant in the room; they’re often the star. Stylish interiors are enhanced by smart technology, and that’s really having a transformational influence on modern living room design,” Marks says.
