real estate trends for January 2021 F

or all of the areas covered by our Multiple Listing Service (BAREIS), which includes Lake, Marin, Mendocino, Napa, Solano and Sonoma Counties, there is an inventory of 1,454 homes and condominiums for sale at the end of January. This is the lowest inventory that we have had in any month in the reporting of MLS data going back to 2005. Inventory is 37.5% below that of a year ago (2,326) and 10% below last month GERRETT SNEDAKER (1,612). At times, the inventory has exceeded 10,000 homes in the BAREIS region. There were 807 sales for the month of January. This is the lowest number of sales for any month since November of 2007. This number is 23% below a year ago (1,048) and 28.5% below last month (1,129). The real estate market often rebounds after Super Bowl Sunday, (2/7/21), so we will look for improvement in both inventory and sales in the coming month. I have been following a data point I call the “Price Reduction Ratio”. Across the country, one might expect that 30 to 35% of the homes put into the MLS to sell will have a price reduction before they eventually sell. For January 2021, of all closed homes in Napa County, 24% had price reductions before selling. Conversely, the ratio of homes selling in excess of Original List Price in Napa County was 40%. Napa County: The inventory of homes and condominiums available for sale in Napa County at the end of January (218) is 13.5% below the

GERRETT SNEDAKER, CRB inventory in January 2020 (252) and it is 3% ahead of the inventory last month (211). Fifty-nine percent of the inventory in Napa County (129 properties) is priced at $1,000,000 or above. New sales (58) are 11% below the pace of last year (65) and are 35% below the 89 sales last month. This is the lowest number of sales for any month in Napa County since January 2008. There is a 3.8 month supply of inventory based on the current sales pace compared to a 2.2 months supply last month. The Days on Market for homes closing in Napa County is currently 63 days. For the purpose of our MLS (BAREIS) “Days on Market” represents the time from when the property is first listed in the MLS to the date the property goes into “pending” (all conditions removed) status. On average, it can take anywhere from 0 to 30 additional days for properties to close after going pending. The median price of the 81 homes closed in January in Napa County ($716,000) is 5% ahead of the median price of a year ago ($680,000). Over the past four months, Napa County homes are selling at roughly 94% of original list price. Napa County Luxury Homes: If one takes the highest quartile (25%) of available inventory as the “Luxury Market”, the Luxury Market begins at $2,900,000 in Napa County at this time, down from $3,250,000 last month. There has been an increase of 89% for the number of closings (83) of Luxury Homes (sales price in excess of $2,900,000) in Napa County for the period 2/1/20 to 1/31/21 compared to 44 closings in the period 2/1/19 to 1/31/20. There are 55 luxury homes in inventory at the end of January 2021 compared to 50 at

the end of January 2020. There were 2 new Luxury Home sales in January compared to 3 last year and 5 last month. This results in a 27.5 months supply of available Luxury Homes based on the current sales pace compared to a 3.8 months supply for the County as a whole. Days on market for the 4 luxury home closings in January was 92 days. Over the past four months, Napa County Luxury Homes are selling at roughly 87% of original list price. American Canyon: There are 4 available homes and condominiums in inventory at the end of January in American Canyon. This is just below the inventory a year ago (5) and it is just above the supply last month (3). There were just two new sales in the month. This is 78% below the pace of last year (9) and 80% below the 10 sales last month. There is a 2.0 month supply of inventory based on the current sales pace. The Days on Market for 9 homes that closed in American Canyon last month was 59 days. The median price of the homes that closed in American Canyon in January ($480,000) was 28% below the median price of a year ago ($670,000). The average price per square foot of the homes sold in American Canyon remains in the $250 to $300 range. Napa: Fifty-six percent of the inventory in Napa County is in the City of Napa. There are 123 available homes and condominiums in inventory at the end of January in the City of Napa. This is 11.5% below the supply at the end of January 2020 (139) and it is 11% above the inventory at the end of last month (111). New Please see Trends, Page 10

sales (45) were equal to the pace of January 2020 (45) and they were 24% below the pace of last month (59). There is a 2.7 month supply of inventory based on the current sales pace. The Days on Market for the 50 closings last month was 60 days. The median price of the homes that closed in the City of Napa in January was 10 | DISTINCTIVE PROPERTIES

$710,000. This is 12% ahead of the median price of the homes closed in January 2020 ($633,000). Up Valley Napa County: The inventory of homes and condominiums for sale in the Up Valley Napa County market (Angwin, Calistoga, Deer Park, Oakville, Rutherford, St. Helena and Yountville) at the end of January (78) is equal to the level of 78 in January 2020 and it is 6% below the inventory last month (83). There were 9 new sales this

month compared to 9 a year ago and 14 last month. There is now an 8.7 months supply of inventory based on the current sales pace. This is up from a 3 months supply in September. The Days on Market for the 14 closings last month was 73 days. Approximately 45% of the Luxury Market inventory (price in excess of $2,900,000) in Napa County is in the Up Valley Market (25 homes). This is down from 66% in September. There were 3

luxury home (price in excess of $2,900,000) closings in the Up Valley Market last month and there was one new luxury home sale. In Angwin in January, inventory went up 67% to 15 homes compared to 9 a year ago and 10 last month. There was one new sale for the month. NEW 2021 LAWS you should know about

S

everal commented on my previous column regarding Proposition 19. Californians can keep their property tax base, with the effects it has on estate planning. I have clients looking to preempt the law by gifting their real estate to their children with the fast-approaching February 16 deadline. Your heirs could save thousands of dollars in property tax through strategic planning, but you are almost out of time. Each new year brings us new laws; below are highlights of several laws affecting the property owner and investor for 2021. BURT POLSON

leases, controls, operates, or maintains an occupied dwelling or structure to maintain a defensible space of 100 feet from each side of the structure. This law will require a more intense fuel reduction to create an ember-resistant zone within five to 30 feet around a structure. TENANT’S AND OTHERS, RIGHT OF FIRST REFUSAL TO PURCHASE A FORECLOSURE Establishes the right for a tenant, a prospective owner-occupant, non-profit, and other entities the right of first refusal to purchase a property through foreclosure within 45 days of the auction. The offer must exceed the highest bid.

COMMON INTEREST DEVELOPMENTS TO ALLOW RENTALS An owner of a home within a common interest development governed by a Homeowners’ Association (HOA) are now allowed to lease or rent out their units. Regardless of whether the HOA has formally amended its governing documents, 25% of homeowners may now have tenants.

EXTENSION OF THE HOMEOWNERS’ BILL OF RIGHTS (HBOR) TO SMALL LANDLORDS HBOR provides protections and rights to homeowners facing foreclosure requiring mortgage servicers to work with borrowers for foreclosure prevention alternatives. This law offers HBOR protections to landlords who own three or fewer residential properties of one to four units.

RIGHT OF SENIOR CITIZENS TO CANCEL CONTRACTS The law extends from three to five days for a person 65 years of age or older to cancel a contract. The right extends for a home improvement contract, service repair contract, home solicitation contract, seminar sales contract, and a Property Assessed Clean Energy (PACE) contract.

INCREASE IN THE HOMESTEAD EXEMPTION The new law provides a homeowner the greater of $300,000 or the countywide median sales price of a single-family home not-to-exceed $600,000 from judgment debtor claims.

POINT-OF-SALE DISCLOSURE FOR DEFENSIBLE WILDFIRE SPACE This law requires a statutory disclosure for homes built before 2010 in designated high fire areas by the seller stating the property complies with local or state laws about defensible spaces or local vegetation management laws.

True to Southside’s style, Southside chef and co-owner Morgan Robinson incorporates fresh ingredients into the decadent dish. “We do it right,” said co-owner Irma Robinson. “It’s a three-day process. We source quality chicken from our purveyor in Sonoma County. We butcher the chicken in house and brine it with fresh lemon and thyme for 48 hours. thyme, and lemon slices in rice bran oil for a crisp, delicious herbaceous crust.” Southside’s Fried Chicken Fridays consist of a 10-piece bucket of Fulton Valley buttermilk chicken ($29) with the option to add traditional sides, biscuits, and wine. THE Q RESTAURANT & BAR A Napa Valley fried chicken OG, The Q has been serving up crunchy drumsticks, breasts, and wings for 14 years. Owner Gene Tartaglia actually took a trip to Kansas to get inspiration for his recipe, which he says is very southern and traditional, and unlike most, he doesn’t use buttermilk or brine his chicken. “The places we respected the most in the Midwest had no interest in brining at all,” he said, adding that the brine can result in chicken that’s overly salty. “They didn’t feel it gave any advantage and frankly we feel the same.” The Q offers its fried chicken dinner seven nights a week for takeout or dine-in. For $19.50, diners get four pieces of fried chicken with collard greens and mashed potatoes and gravy as sides, or for $29, they can get a 10-piece box with their choice of coleslaw. His personal favorite pizza is Calabrian sausage with rapini (also known as broccoli rabe)—a classic combination in Italian cuisine. One of his favorite pizzerias is Del Popolo in San Francisco, which he discovered with his colleague, Aaron Brown. Together, the two chef friends are always on the lookout for great pizzas. “The Del Popolo dough is light, with a great flavor of slightly sour and great chew,” Difilippo said. “Plus, I always sit at the counter to watch the pizzaiolo work.” Difilippo is one of 10 children. His father, who worked as a baker in the Navy, always cooked Sunday dinners for the family. Pasta dishes were his specialty, and his spaghetti and meatballs were Difilippo’s favorite. “Sunday dinners were crazy at the time, memorable now that we look back. Everyone helped,” he said. The tradition created a strong bond between Difilippo and his siblings, and all of them have tried to continue Sunday dinners for their own families. Difilippo began his mobile pizza

business in June 2019. Normally, he receives a steady stream of business by having his pizza truck booked for special events. Due to the pandemic, almost all of his bookings were canceled. Difilippo hopes to have his pizza truck at numerous events in 2021, including BottleRock, Porchfest, and other music and film festivals throughout Napa and Sonoma counties. He

also plans to be at a three-day rock music festival called AfterShock in Sacramento, planned for next October. To help keep the business going during the pandemic, Difilippo began selling “pizza kits” for families to purchase as a fun activity while sheltering at home. Difilippo still offers the family pizza kits, but requests three day’s notice to get everything assembled. Since restrictions started to ease,

Difilippo has been doing a pop-up, where guests can pick up a fresh-baked pizza to take home. The pop-up occurs most every other Friday in the River Terrace Inn parking lot. “We are slowly building a following through Facebook and Instagram,” Difilippo said. “Guests can pre-order on the social media site or just walk up. All pre-orders are baked as soon as the guest shows up.”

A

s Jack Palance said in his Academy Award acceptance speech, “getting old is not for sissies”. It’s a journey, not a final destination. Not only do aging parents have to face changing times, so do their family members. Aging-In-Place means living in ones’ own residence safely, independently and comfortably instead of moving into a retirement community. It takes the entire family to prepare for the process, and it does have its challenges. Most seniors want to stay in their homes as long CHRIS D. as possible, and that can CRAIKER provide both advantages and trials. The intent here is to provide some tips for the adult kids on how to make the journey easier for their parents and everybody else connected with seniors in transition. I deal with the physical issues of aging in place every day as an Architect. Here are some simple tips: 1. Make the existing home as easily navigable and accessible as possible. Doors should be wide enough for walking with a cane, walker or even a wheelchair. Even existing narrow doors can have special hinges installed to maximize their openings. 2. Eliminate as many physical obstacles as possible. Building simple ramps for walking with a cane, walker or perhaps a wheelchair in the future is easy. Adding a ramp next to the front porch for ease of access 3. Move the second-floor master bedroom to the ground floor. How many homes have a “family room” which is no longer that? Converting it into a master suite may not be that complicated, and it could provide easy ground floor access to the rest of the house and the great outdoors all seniors deserve. 4. Consider partitioning part of the house for a caregiver, or for a rental apartment. Having another form of income can be very valuable. State law has made Accessory Dwelling Units, ADUs, easier to achieve and build. 5. Make bathrooms and wet areas safer. Multiple handlebars in the bathroom and tub are essential. faucet handles and raising or lowering toilets doesn’t require a small home loan. Ensuring proper lighting and slipproof floors goes without saying. Make sure the showerhead is either adjustable or has a wand. Provide a stable seat in the shower and slip-resistant mats or flooring. 6. Consider simple mechanisms that are easy to operate. Door levers instead of doorknobs are easy to replace. Light switches with roller panels and night lights are easy. Make sure windows are easy to open and close. Accessible and simple thermostats and easy to access lighting is important to consider. 7. Material choices for flooring need to be resilient. Carpeting, cork, linoleum and rubber tile are great for seniors. Make sure the floors are smooth, even and minimized threshold “bumps”. 8. In the kitchen, increase the available lighting using LEDs and add

under-counter lighting if possible. Simple remote wireless switches simplify the electrical costs. Make sure cabinets are easy to get to and not over dangerous surfaces like a cooktop. Mechanically adjustable shelves that move up and down by a switch are readily available today. It is estimated that almost 90% of all Americans over 50 wish to remain in their own homes indefinitely. The growing senior market in America is second only to the growing millennial population. Seniors over 65 are outpacing the general population by 15.1%. The whole family must participate in this transition. Above all, make Aging-In-Place enjoyable. We’ll all be there someday. Chris D. Air purifiers and filters can help reduce airborne contaminants, including viruses, in a home, office or other confined space. While an air purifier by itself is not enough to protect people from COVID-19, according to the Centers for Disease Control and Prevention (CDC), when used along with the other best practices it recommends, operating an air purifier can be part of a plan to protect you and your family. It’s easy to see how breathing cleaner air could improve overall health and well-being— and some independent studies do show a benefit from air filters and purifiers. In fact, some of the technologies now used in these devices have been scientifically proven to remove or destroy harmful pathogens in the air. TYPES OF AIR CLEANERS Before you buy, learn about the three primary types of air cleaning technologies. * HEPA (high efficiency particulate air) filters use a woven filtration material to trap particles like smoke, dust and pathogens. HEPA filters can collect 99.97% of particles of a certain size (0.3 microns in diameter or larger), which includes many viruses. Filters need to be changed on a regular basis and can be costly, so check the cost before you buy. A UV-C purifier doesn’t just trap smoke and dust like a HEPA filter: instead it inactivates viruses and other pathogens, rendering them harmless. While direct exposure to UV-C light can be harmful, it is safe when the UV-C bulb is completely concealed inside the unit, shielded from sight. For the most effective results, it’s important that the UV-C light is strong enough and the air exposure time is long enough. One UV-C purifier, the Airetrex 365, uses a 5-watt UV-C bulb for powerful exposure, with an air replacement rate of up to four times per hour in a 10’ by 10’ room. Air purifiers can be particularly effective in homes and where there is limited ability to add fresh air. WHAT FILTER WORKS BEST? The answer depends on your needs. But the good news is that we can all breathe a little easier with today’s advances in home air-cleaning technology. People with a condition like asthma will benefit most from HEPA air filters, since they remove irritants like smoke, dust and dander. All these elements can impact health. s a fan of the National Football League, we’ve somehow been able to enjoy watching a full season of action during such extraordinary times. To top it off, this year’s upcoming Super Bowl will feature perhaps the greatest NFL quarterback of all time, also known as the “GOAT,” matching up to who will likely become the new GOAT before the end of his career. If that wasn’t enough, this year’s Super Bowl will be the first ever played during a panCHRIS demic and by the first team SALESE in NFL history to play in a Super Bowl hosted at their home stadium. What a start to the sports year of 2021. The first month of this new year has seen the continuation of the greatest home loan conditions of all time. Obviously, the way these conditions have been created is sad and not good for so many people, but the opportunities for current homeowners and prospective homebuyers have never been better. 38 | DISTINCTIVE PROPERTIES

I hope that those who are fortunate enough to be able to take advantage of these conditions can give back to support their local communities as I wrote about in my last column. One of the reasons why home loan conditions are the greatest of all time is the rate spread. The traditional wheel of amortization terms such as a 30-, 25-, 20-, 15- or 10-year fixed-rate mortgage typically comes with a much larger interest rate spread between each of these terms compared to where rates are at today. Yes, you will still see home loan rates a bit lower on the shorter terms of either a 15- or 10-year fixed. However, the rate differential these days between the 30-year fixed and the 10-year fixed is super compressed. This means borrowers don’t feel the pressure of having to tighten up their budget to track down the slightly lower rate on a shorter amortization term. Don’t get me wrong, there are plenty of benefits of signing up for a lower rate on a shorter repayment term, but that doesn’t have as wide of an appeal as the payment flexibility you can enjoy on a 30-year fixed repayment term while also locking in what could be your

once in a lifetime home loan rate. Another reason today’s market conditions are the most amazing of all time is the recent run-up in home equity that many areas have seen due to the shortage of inventory of homes for sale. Coupled with Fannie and Freddie increasing their maximum loan amount up to $816,500 for Napa County, that’s a ton of money you can borrow as a current homeowner while keeping your monthly payment manageable via today’s ultra-low home loan rates. If you are a buyer, that’s a lot of house you can buy with this higher loan limit, nearly an $860,000 purchase price with only a 5% down-payment, if you want to use conventional financing with Fannie and Freddie. Birding in the Napa Valley takes flight

urray Berner raised his hand for silence. The sun was just rising and glinted off the pungent saltwater marshes of southern Napa County as a cacophony of different bird calls erupted in the sky overhead. “Those are Greater Yellowlegs shorebirds flying by,” he said as he gazed through his binoculars at a flock swooping above us. “You can tell them by the kee-lee-wee sound they make,” he said, imitating the bird’s call almost under his breath. “Probably scared by a hawk or maybe even a coyote walking by.” For weeks I’d tried to meet up with Berner to learn why he’d dedicated his life to watching and writing about birds, mostly in his native Napa County. He wrote the “Solano County Breeding Bird Atlas,” co-authored “Breeding Birds of Napa County” and helped edit the local birder bible, the late Hermann Heinzel’s “Birds of Napa County,” which was first published in 2006 with support from local farmer and philanthropist George Gamble. savannah, chaparral, lakes, salt marshes and riparian ecosystems in Napa County provide a welcome home to over 310 species of resident migratory and accidental birds,” he wrote. Gamble went on to discuss how one of the earliest records of birds in Napa County came from an ecological survey that included a California Condor egg that was collected in the area in 1845 — during the time when George Yount, the namesake of Yountville, was clearing the area of grizzly bears and there still existed two thriving local Native American communities. At that time, and for thousands of years prior, the peoples of the Native American Wappo had lived from roughly Trancas Avenue at the edge of today’s city of Napa to Mount St. Helena in the north, while the Patwins had lived from roughly Trancas Avenue to the Carquinez Straights in the south, according to local historian Richard Dillon’s book, “Napa Valley Natives.” Both cultures included birds as both food and adornment, using nets, snares and traps to capture the many California Quail that still roam the area today. Napa County remains a prime spot for migratory birdsAlthough one of California’s smaller counties, Napa County’s approximately 780 square miles of land include a stunning array of habitats for wildlife, including hundreds of bird species. They are located at the margin of three biological regions — mudflats, fresh- and saltwater marshes in the south, dry, rocky forested hills and grasslands to the east and the westto-north areas that include everything from sea-level valleys to the higher-elevation rocky crags of Mount St. Helena’s 4,343-foot peak. These diverse environments mean that birds have either found a year-round home or use the area as a stopping-off place to rest and recover during their yearly migrations. The region has become somewhat of a destination for those smitten with a desire to observe and study birds. “In general terms, habitat diversity dictates species richness,” Berner wrote in his “Solano County Breeding Bird Atlas.” During our time together he emphasized 44 | DISTINCTIVE PROPERTIES

this idea. “Many people don’t realize just how special and important Napa County and the surrounding areas are for migratory birds,” he said. “Nearly all species of birds are declining, and nearly all the decline is due to habitat loss.” According to Berner, the Loggerhead Shrike — a gray-, white- and black-striped songbird that dives down from its high perches to hunt large insects, a small bird or a rodent — is making its last stand in the county within a narrow safe haven between the marshes and the railroad tracks that border Huichica Creek. Berner says late summer is best for observing migratory shorebirds. By winter they will be joined by more than 15 species of ducks that have migrated from the prairies of Alaska and Canada as they make their way even farther south. Although the area has lost species — the California Condor and the Yellow-billed Cuckoo, for example — a few species are abundant, including the California Quail, Blackbirds, the House Finch and the Lesser Goldfinch. With the introduction of exotic flowering shrubs and trees, hummingbirds are now common to the area, as are turkey and the Brown-head Cowbirds, both of which are likely non-native species. The Cowbirds are particularly adept at adaption. The males of these species have a green-to-light-blue iridescent coat with a brown head, while the females are tan-brown. Historically this species followed large bison herds in the Midwestern plains where they

developed a nomadic, highly prolific reproductive strategy. A female Cowbird can produce 40 or more eggs a year. Because of her transient lifestyle she deposits them in the nests of other bird species. Many of these eggs are rejected by their hosts, but many are not, and because the Cowbirds incubate in only 10 days (many days earlier than their hosts’), they have an advantage — receiving resources otherwise intended for the unhatched eggs. When the host chicks do hatch they are often forced out of the nest to their demise by the stronger Cowbird fledglings. Like many bird-focused publications, Murray’s books on local birding have been underwritten by local Audubon Society chapters, whose mission is “to conserve and restore natural ecosystems, focusing on birds, other wildlife, and their habitats for the benefit of humanity and the earth’s biological diversity.” In order to preserve ecosystems, one must understand the ecosystem that there is to begin with, and that is the primary role of many of these “atlas” books. “The purpose…is to monitor these populations, looking for trends and therefore using the birds as a barometer to determine the health of the ecosystem,” Gamble wrote in 2006. “Napa County has a conscientious group of ornithologists who annually perform this duty.” Since 2006 there have been many changes to Napa County, with added pressures to bird populations and the health of the ecosystems. Increased pressure from expanded development, continued loss of habitat from fires and ever-more visitors to the area will continue to place pressure on bird populations, making sanctuaries such as the Napa-Sonoma Marshes Wildlife Area even more precious in the coming years. “Not a lot of people even know about this place, and that’s both a good and bad thing,” Berner said, referring to the expansive mudflats and salt marshes surrounding the Huichica Creek area. “Animals and birds like to be left alone; however, having people know how important this place is as a bellwether for the health of the region is probably a good thing, too.” FEBRUARY 2021
