Artist Elizabeth Congdon has an affinity for French Impressionist and Italian Renaissance techniques. Working with natural tea-toned linen she creates paintings of vibrant color and texture. Drawn to paint outdoors on Nantucket in what she calls “the last hurrah of afternoon light”, she returns often to Gibbs Pond and the moors to capture in paint a message of “ heart, hope, and beauty.” Her studio still life paintings express the same message in a rich mix of flowers, fabrics, family heirlooms, and mystery in a pure and saturated palette. The opening of the artist’s show at South Wharf Gallery, 3 India Street, is Friday, July 10. www.southwharfgallery.com.

About half, or nearly half. That’s the usual estimate for how much of Nantucket is protected through conservation. The figure may vary, but what doesn’t is the fact that a substantial portion of the Grey Lady will remain exactly how it is
for a very, very long time. For such a small place, there’s a surprisingly large number of groups working in cooperation to safeguard the island’s treasured resources – the Nantucket Conservation Foundation, the Nantucket Islands Land Bank, Trustees of Reservations, the Nantucket Land Council, Mass Audubon and the Sconset Trust collectively protect close to 15,000 acres. “There’s almost no greater gift to Nantucket than the conservation movement,” said Bob Felch, executive director of the Sconset Trust. “Conservation is something Nantucketers of all stripes can be proud of.” BALANCING ACT In addition to conservation, Nantucket faces the reality of ensuring its economy develops in such a way that the island remains a place where people can and want to live. Removing swaths of developable land from the real estate market, however, doesn’t preclude that goal. In some ways, it enhances it. “People come here for the quality of life because there is protected land,” said Jim Lentowski, executive director of the

Conservation Foundation, the island’s largest conserved holder. For Andrew Vorce, the director of the Nantucket Planning Office and the Nantucket Planning and Economic Development Commission, striking the balance between conservation and growth has much to do with working with what’s already there. “We’re trying to build with what’s already occurred,” Vorce said. “If, for instance, there’s an area with existing commercial activity, we try to encourage expansion in that area without establishing the activity in new places.” The town’s Master Plan, which was approved by Town Meeting in 2009, encourages smart growth and careful management of resources. “You have to encourage growth in your community, but, wisely, not allow sprawl on every square inch of the island,” Vorce said. “There need to be areas for businesses, young people, music and noise, and all the other things that keep Nantucket going, but there are other areas where no activity should go on. The balance has to be there.”

HOW MUCH IS CONSERVED? About half of Nantucket is conserved, but the figure varies depending on who you ask and how you define “conserved.” Nantucket Planner Andrew Vorce puts the figure at about 60 percent based on the Assessors Department records of exempt properties, which include parcels owned by groups such as the Conservation Foundation and the Land Bank, and publicly owned parcels such as cemeteries and airport runways that are unlikely to be developed. Eric Savetsky, executive director of the Land Bank, said the conservation community believes the number to be 40 percent to 45 percent “that’s truly protected open space.” The Conservation Foundation, in its literature, puts the figure at about 45 percent of the island’s land area. The figure here – about 49 percent – comes from adding the acres held by the Conservation Foundation, the Land Bank, the Land Council, Trustees of Reservations, the Sconset Trust and Mass Audubon and dividing that by 30,600 acres, the island’s approximate land area based on the 2000 Census. Perhaps oversimplified, the figure still sits in that “about half ” estimate.
Put into operation in 1850, Sankaty Head lighthouse was moved away from its eroding bluff in 2007. Now owned by the 'Sconset Trust, the 11-acre park is open to the public and offers broad views of the moors and the Atlantic.
OPEN MARKET Many of the island’s conservation groups contend with another balance: between what properties they wish to protect and what properties they can afford to protect. While donations have fueled much of the conservation movement’s accomplishments, especially in its formative years, rising land values and a troubled economy have recently combined to make obtaining land a more difficult proposition. “We’re less into land acquisition now and more into land management,” said Lentowski of the Conservation Foundation, which has protected nearly 8,900 acres since the organization was founded in 1963. Major purchases remain a reality, but millions of dollars must be raised to compete in the island’s real estate market. When the Conservation Foundation made the decision to buy the University of Massachusetts Field Station six years, it had to set about raising $22 million to pay for it. The Conservation Foundation isn’t alone in making big buys. The Nantucket Land Council paid $14 million in 2007 for conservation restrictions — negotiated easements where a group holds a certain right to a property — on the 270-acre Linda Loring proper-
ty on Eel Point Road. In 2009, the Nantucket Islands Land Bank, which draws revenue from a 2-percent fee on most real property transfers, spent $5 million on a 1.4-acre property on Orange Street and $4 million on a 13acre property on Polpis Road. The Land Bank must contend not only with high land values but also with a slow real estate market. A more active market means greater revenue for the Land Bank. The current market means “it’s now where we really have to carefully pick and choose, and know that we can’t do everything we want to do,” said Land Bank Executive Director Eric Savetsky. No group was immune from the recession, which left land and restriction acquisition “somewhat stalled,” according to Cormac Collier, executive director of the Land Council. Activity has picked up recently, but “the recent downturn has made people re-think about their property assets on Nantucket and potentially have that as a fall-back position,” Collier said. Slowed but not stopped, the Land Council was in June nearing the completion of purchasing Muskeget Island for $100,000, which it was buying in conjunction with the Town of Nantucket. July 2010

PROTECTING ‘CHARACTER’ Regardless of the size of a property, the cost of its purchase or the type of conservation restriction on it, the goal is common: to protect Nantucket as it is. That extends beyond dirt, sand and trees and into a more abstract idea of “character.” The Sconset Trust, which grew out of the Conservation Foundation in 1984, has as its mission to preserve the character of Sconset. That means purchasing 84 acres, but it also means purchasing Sankaty Head Lighthouse in 2007. Were it to have lost the lighthouse, Nantucket would have lost an icon. In a similar way, the Land Bank has developed a niche in protecting open spaces with an emphasis on public use and public access, especially to the waterfront. Trustees of Reservations, likewise, ensures public access on the more than 1,000 acres in the CoskataCoatue Wildlife Refuge, which was established in 1974 through a series of gifts from landowners. Again, a balance is sought between use and protection. “The owners never wanted to restrict public access, but the area was in need of management as use was increasing (in the 1970s),” said Diane Lang, property manager at the refuge.
Just as conserving Sankaty Head Lighthouse protects Nantucket’s character, so does preserving Coskata-Coatue as a place for fishing, beach-going, and recreation in a managed wildlife refuge. PERFECT LAB While conservation encompasses more than the land itself, ecological protection remains at the forefront of the movement. This is especially true on Nantucket where relative isolation from the mainland presents researchers and the non-scientifically-inclined alike with precious — and sometimes unique — habitats, flora and fauna. “Nantucket is the perfect laboratory,” said Sarah Oktay, a chemical oceanographer and managing director of the UMass Field Station, noting that nearly all of the world’s sandplain grasslands habitat is found on Nantucket. Several groups — including the Field Station, the Maria Mitchell Association, and Mass Audubon — have formed the Nantucket Biodiversity Initiative. The initiative serves as an umbrella organization that works with the Land Bank to manage invasive species, according to Ernie Steinauer, a plant ecologist and sanctuary director for Mass

NUMBERS GROWTH POTENTIAL So if nearly or about half the island has been protected, what’s left? The answer, in terms of undeveloped parcels, isn’t much. Citing Assessors Department records, Vorce of the Planning Office and the NP&EDC said vacant parcels account for 7.8 percent of the island’s land area. Based on the size of the island – about 30,600 acres, according to the 2000 Census – that 7.8 percent translates to about 2,400 acres. As a guess, Vorce said he imagines that land will “probably end up split 60/40, with 60 percent open space and 40 percent developed.” Savetsky at the Land Bank sees conservation holdings growing, as well. Pegging the figure of “truly protected open space” at 40 percent to 45 percent, “in reality, it might creep closer to 50 percent” in the future. But, he said, “the cost (of land) is so high that it makes it difficult. It’s going to take a lot more effort” to conserve land. Still, there are large properties available or ones that could become available, including the 190-acre Coast Guard’s LORAN station and 120 acres on Milestone Road in Sconset. Whether such parcels will end up in conservation remains to be seen. “A common comment is, ‘We’ve had enough of conservation. Do we need more?’ And I would say, ‘Yes,’” said Felch of the Sconset Trust. “There are some large parcels out there in undeveloped areas that absolutely should be conserved. We just need to find a way to work with the owners to do that.”

Where is the market right now?
The real estate market has improved and there is more optomism and confidence in buying a second home in a vacation resort such as Nantucket. The buyers do have a supply of choices and therefore feel that they are able to procure a purchase which has value for the future. Buyers are more inclined to put their cash into property they can use, or rent.
The market has stabilized. Now, we, Nantucket brokers, know what properties’ liquid values are because there are buyers in the market. A year ago, no one knew because there were no buyers. Also, volume compared to one year ago is up over 100 percent. These are clear indications to me that the market is creating a bottom.
The first five months of the year the number of sales more than doubled over 2009. The dollars that those sales represent are up 72 percent. This likely portends the beginning of a market turn around. It clearly remains a great market for buyers with prices at their lowest since the last market escalation which began in 2002. The inventory continues to be high, with over 600 properties on

There has been talk recently of signs pointing to a national recovery. What is your take on when we’ll feel the full and lasting effects of any recovery on Nantucket? Although we cannot predict the future, the 2010 Nantucket real estate market is tracking to improve over 2009 by roughly 25 percent by the end of the year, in terms of both the sales volume and dollars. Nantucket typically feels the effects of an economic downturn later than other markets and tends to come out of it more rapidly. Nantucket is primarily a second home market which behaves differently than a primary one.
What is the state of the rental market? The rental market is significantly

stronger than it was during the last few years, indicating that people are willing to spend again on non-essentials.
What kind of properties are selling now? Those properties that are priced correctly are selling now. Most sellers understand that in order to sell, they must price their property to the current market. Sellers are competing now with others who may be more desperate to sell, and therefore, more realistic about pricing.
What area(s) do you think is/are undervalued right now? What area(s) do you think best retain its/their value over time? It is difficult to generalize about particular areas as there are great opportunities right now in all sectors of the market. However, the island as a whole has retained value extremely well over the past decade.

The average Nantucket house is worth 3 times what it was 10 years ago; the Dow Jones Industrial Average is worth less than it was 10 years ago.
Are you seeing any movement in the sale of land, either up or down from previous years? Land sales have been off the past few years, not surprisingly, given the economic conditions. In many cases, a buyer can buy a finished house for about the same price of buying land and building. And they can use the property right away rather than taking a year or more to build. Land sales will remain slow until some of the existing inventory is sold. Penny Dey, Broker, GRI, ABRM, has worked in real estate on Nantucket full-time for nearly 30 years. There has been talk recently of signs pointing to a national recovery. What’s your take on when we'll feel the full and lasting effects of any recovery on Nantucket? I think we are at the beginning of a recovery right now. People are much more gun-shy now than before the trauma of the financial meltdown, so the recovery will take longer than past recoveries. That being said, buyers are seeing their chance to get into the Nantucket real estate market at depressed prices, which is creating demand, which will ultimately push prices higher. My dad, Pepper, has always told me that Nantucket is the first one out of real estate busts, so I am optimistic. Also, my brother, Pepper II, and I own three commercial buildings downtown and our tenants are very happy with the start of the
season, which is a strong indicator that a recovery is in place.
What is the state of the rental market? The rental market is strong. Rates, like everything else, have come off their peaks of a few years ago significantly, but if one prices their rental property to today’s market, it will get rented. JPFCO is up 30 percent-plus in number of leases from last season. August is pretty well booked and July is getting there. Rentals of $5,000/wk and under and $20,000/wk and above are doing the best. There are not nearly as many quality choices as last year for last minute tenants.
What kind of properties are selling now?
most activity. So far this year, 92 properties under $2 million have closed, and 27 properties $2 million and above have closed. There are a lot of value buyers in the market right now, so if a property is priced to today’s market there is a decent chance it will sell. Properties that are not selling are ones that are still priced to previous years’ markets. Sellers have a hard time grasping that the market took a 30 percent-plus hit, but if sellers are willing to accept this reality, they can sell their property this season.

What kind of properties are selling now?
There are still many people without jobs and nationwide, sales are improving. Nantucket has been more recession-proof than many areas and I feel that this shows today.
What is the state of the rental market? In the rental market, the number of houses to rent has increased over the last two years, and owners who never wanted to rent before have added theirs to the pool. The supply is great, and the home owners are disappointed that they have not had the tenants as in the past. Tenants know they have a great supply from which to choose. Rental numbers are good in the real estate offices.
High-end properties are selling, the middle ranges are suffering as job loss has effected these purchases, and Nantucket islanders are unable to sell and therefore purchase another property. Land sales are way down as buyers seem to want to know what they are buying rather than spend the time and money to build.
What area(s) do you think is/are undervalued right now? What area(s) do you think best retain its/their value over time? Second homes near or close to the water maintain their values as buyers will spend the money to have that location. Mid-island is suffering more at this time.
Are you seeing any movement in the sale of land, either up or down, from previous years? Land sales are down as stated before. It’s more the unknown in regard to price in the end. Carol Coffin grew up in Garden City, Long Island, and was educated at Green Mountain College and Boston University. Carol has been married to Bernie since 1968 and they have two children, Abigail and Peter. Abigail is married to Bob Donahoe and they live in D.C. Peter is married to Kelley and they live in Saint Paul, MN. Miacomet is under-appreciated/undiscovered by many, and therefore it does not have the demand of many areas. Therefore, it does not have upward pressure on prices, but it has so much to offer from tons of beautiful South Shore beaches to Bartlett’s Farm to Cisco Brewers to the Fish Market to Miacomet Golf Course. The neighborhoods that I think best retain their value over time are Monomoy, Shimmo, Lincoln Circle, Brant Point, ‘Sconset and Town.

Are you seeing any movement in the sale of land, either up or down from previous years? Land continues to be the slowest part of the market. Building a house 30 miles out to sea coupled with strong values in existing houses are holding this part of the market down. That being said, with contractors hungry for work and land prices down significantly, right now feels like a good time to build.
