Victoria Harvey works in oil on canvas, painting en plein air (in the landscape) and in the studio with a strong sensitivity to color and a traditional, lively and painterly technique influenced by the American Impressionists. She received formal professional training at a small fine arts conservatory and has received numerous honors for her work, which is represented in many notable collections around the country. She is a member of Oil Painters of America, Landscape Artists International, and The Artists Association of Nantucket. Favoring the subject matter of the Nantucket landscape and harbor, she has painted on Nantucket since 1990. small oases of silence ~ pleasantly serene, and blessedly free

he radio in my car has an unusual problem in that it literally gets one station on the FM dial. And I don’t mean that in the sense that certain stations come in better than others. I mean one station comes in, end of conversation. Everything else is static. It’s not a weather-related thing; this is a year-round, weather independent situation. Driving in the car, you’ve got two choices: interpersonal conversation or the single radio station. When I’m driving by myself — which is actually quite a lot lately — I tend to opt for the latter instead of talking to myself out loud, despite the love I have for the sound of my own voice.

What all that means is that I spend a lot of time listening to the single station that my car radio gets, namely WCAI, better known as the Cape and Islands’ National Public Radio station. On a day in early April, author George Prochnik was the featured guest on a “Fresh Air” segment on NPR and, given that I was in my car, I was listening to it. Prochnik was talking about how people today are so bombarded with noises in their everyday life that they

And yes, the irony of the fact that I was filling the interior of the otherwise silent car with the noise of NPR — noise that happened to be about the quest to get away from noise — wasn’t lost on me. Ironic situations aside, the points that Prochnik made about noise were quite interesting. He pointed out that studies have indi-

cated that elevated noise can lead to hearing loss, as well as higher blood pressure and increased cardiovascular problems. Sounds a little to me like Nantucket in August, actually. He also made the point that animals only intentionally make a lot of noise when they’re searching for a partner during mating season. Again, the similarities to August on Nantucket cannot be ignored. But I digress. In our world of incessant noise, many of us have sought ways to exclude the omnipresent sounds. In extreme cases, people have built specific rooms or entire houses in such a way as to make them sound-proof. Of course, high-tech ways of covering up or otherwise silencing all the noise made by equally hightech gadgets in our collective environment aren’t cheap. In other words, silence is literally golden. Despite the rumors about the high-flying wages of freelance writers, most of us aren’t quite at the point where we can build ourselves quiet rooms where we can work in relative peace. So what’s a poor journalist who

wants a little break from the constant noise to do? Fortunately for us — and those like us — there exist in this hectic, chaotic world small oases of silence called pocket parks that are blessedly serene. And blessedly free. Pocket parks are, by definition, small outdoor spaces that are usually no more than 1/4 acre in size. They’re typically built on vacant lots, oftentimes next to either commercial or residential buildings. They’re usually too small to allow for any kind of major physical activities. Rather, a pocket park is a place in a relatively urban area where you can sit among trees and plants and just sort of zone out amidst the chaos around you. First seen in New York City in late 1960s, pocket parks can, according to George Prochnik, provide “enormous value to a city” because they afford people the chance to get away from the noise that surrounds them. Pocket parks are literally a natural escape for

those who choose to utilize them. Prochnik cited a study that showed people who lived in noisy areas were markedly less annoyed by their surroundings if there was an easily accessible quiet place for them to go. Those of us who have spent any time in New York City know how noisy the city can be, so little pastoral escapes are a welcome respite in Midtown. But we’re on Nantucket, remember? Noise here is the old Nobska horn that so many people find charming (no doubt the same people who listen to NPR, but there I go digressing again). It’s not like we’ve got taxis blaring horns at bike messengers who are getting yelled at by overworked Goldman Sachs portfolio managers. So do we really need pocket parks here? The answer to that one is an overwhelming affirmative. Even here, there are plenty of sources of stress. There are plenty of things here on Nantucket to tickle your aggravation

bone, and the idea of a free escape from all the stress of the daily grind right in the middle of town is a fan-tab-ulous idea. Given that I have enough stress in my own life to be considered at risk of going off the deep end, I figured I was at least qualified to do a little relaxation research. It’s tough to pinpoint the exact number of pocket parks on Nantucket, given the nature of pocket parks themselves. When does a pocket park become a full-fledged park? When is a parking lot or a courtyard just a parking lot or a courtyard and not a pocket park? Let’s don’t even get started on when a rotary isn’t a rotary but rather a monument. It makes the head swim just trying to contemplate it all, further adding to my mental stress. In the interest of ending my mental gymnastics meet, I picked four representative parks in various parts of the island to see what each one had to offer. They all fit the definition of a

pocket park — they’re all small (basically a single lot), they’re all accessible and open to the public and they’re all sort of in the middle of more built-up areas on the island. What I discovered is that each has its own distinct vibe and feel, as each has its own particular set of qualities that add to one’s ability to relax therein. So now, sit back and relax. Maybe sit down on a bench or, in the event you’re feeling a little ironic after reading this far, in a pocket park (thereby achieving the much sought after meta-pocket-park experience). We’ll start our condensed Nantucket pocket park tour on India Street, just about halfway between Federal and Centre Streets. It’s a convenient place to park yourself and read something, perhaps while the rest of your party is out shopping. It’s a secluded little nook, almost hidden from view. A stone plaque in the back tells you that it was built in 1999 through the Nantucket Green Fund. Another stone memorializes the “twinning” of Nantucket with our sister city, Beaune, France. The park is conve-

niently located next to the Nantucket Gourmet, should the need for caffeine, a muffin or a sandwich arise. And because you’re sitting across from Craftmasters, there’s always the chance that Crafty the Labrador Retriever will saunter over to pay you a visit. Once you’ve had your fill of the India Street park, head up to Centre Street, and if you find yourself needing a recharge, make a quick pit-stop at the Bean for a hot cup o’ Joe. Head south on Centre Street, and walk all the way to Main Street. Go across the cobblestones and slightly to the right, and you’ll end up in our next stop, Nantucket’s newest pocket park. Located at the corner of Main and Fair Streets, this Land Bank park really is a cool little park. While the design of the park seems very urban compared to what one might expect to find on Nantucket, the architectural features blend in seamlessly with the surrounding area and afford visitors a great place to sit and relax. thing in the Asian art of feng shui) and coins tossed in by hopeful wishers (which might come in handy if the economy gets any worse). The view from this park is tremendous – you can see the tower of the Unitarian Church on Orange Street as well as the brick façade of the Pacific National Bank. To get to our next stop, head down Main Street – maybe pick up some refreshments at Even Keel on your way – and take a right on Washington Street. Keep walking down Washington Street to the open space next to the Marine Department, across from the town parking lot that will be on your left. This is, at least to my mind, what a Nantucket pocket park should be. It’s nothing fancy – you’ve got a couple of benches and some grass — and that’s exactly how I think it should be. This entirely unadorned space harkens back to a simpler time, when people wore cutoffs and drove CJ-5s around the island. And what’s more, it looks out on the working part of Nantucket Harbor. On a nice day, you can see all the way up the harbor to Pocomo, with the Creeks off to your right and the Town Pier directly in front of you. It’s a great place to have lunch and watch the boats come and go from the harbor, be they sail or motor. It really is amazing to look out at the expanse of waterfront and think about the history that has sailed in and out of this harbor. Not to mention the fact that just the sounds of the sea — the waves, the gulls, the sails flapping in the breeze — have the most amazing restorative powers known to man. At least to this man. Once you’ve soaked up enough of the harbor view, continue on Washington Street and turn right at the stop sign at Francis Street, then go up to Union Street and turn left. Union will take you to Orange Street, which is where we’re going to end our tour, right at the intersection of Union and Orange Streets. Actually at the left of the intersection, if we’re being literal. Directly across the street from Cumberland Farms is another Land Bank pocket park, and this is, at least at this point, the most unadorned of all the parks. Currently, the park is just an open plot of land, but the 1918 Chase Barn is currently being reconstructed on the property. My favorite thing about this particular pocket park is that it’s right across from both Cumberland Farms and Fast Forward, so you can get yourself a large coffee and a pastry or candy bar, then cross the street and indulge in a little caffeinated relaxation. Good times indeed. I hope you’ve enjoyed our little jaunt through a few of Nantucket’s pocket parks. There’s no doubt that Nantucket is a great place to plop down in the sand and relax at the beach, but what about those times when you’re in town and nowhere near the beach? Good thing we’ve got so many pocket parks to choose from where you can get a quick recharge and be good to go in no time flat. So get out there and start relaxing. As you know, this market is seasonal, with a majority of sales and listing activity occurring before, during and after the summer season. Marketing time varies seasonally, with less activity in the winter months. Necessary marketing time averaged 11 months for 2008 and remained consistent during 2009. To date, in 2010, there has been a total of 75 transfers (including all properties) with an average marketing time of 305 days. There is an oversupply of inventory in

I like statistics and academics when it comes to market analysis, but generally speaking, I think we've had a lot of healthy correction on Nantucket. The first quarter sales stats show momentum. The April sales kept pace, and there are some good properties under contract now. Sales volume in the first quarter of 2010 was literally 100 percent better than Q1 of 2009. All things being relative that may not speak volumes since 2009 was a rough year, but among the 70 closings were some high

The market has been showing healthy signs of volume recovery. Property values retreated upwards of 25 percent of their highs, and when combined with a large inventory and low interests, it suggests that volume will continue to be healthy. But, with inventory of 578 properties available and likely growing to a level similar to 2009, it is reasonable to conclude that values will remain discounted compared to the peaks. My prediction is that 2011 will be the year that inventories become notably tighter.

The beginning of 2009 was the slowest in decades, with only roughly 65 market value transfers through August. The fall season, however, brought a surge of activity, with 133 transfers (including all properties) during September, October, November and December. At this point, the market is believed to have stabilized after a period of decline that began in 2005/2006. The regional and national economic picture still remains uncertain, and the market is unlikely to rebound until consumer confidence and job losses stabilize along with decreased inventory levels. Once the summer sales season begins, there should be clearer indicators of where the market is headed. Yet, 2010 is off to a much better start than 2009. fewest single family building permits issued for any year since building permits were first required in 1972, at 64. This was a dramatic decline from the 127 issued in 2007. During 2009 there were a total of 42 single family permits issued, with 27 of those issued between September and December.

There has been talk recently of signs pointing to a national recovery.What's your take on when we will feel the full and lasting effects of any recovery on Nantucket? As noted above, recovery will likely be slow. Many of the brokers I speak to are cautiously optimistic for the summer sales season.

Tell me about some of the challenges involved with appraising properties today as opposed to, say, three or four

years ago? Is it easier, more difficult? The biggest challenge I face is lack of truly comparable sales. Lenders rules and criteria have become much more strict and specific. These guidelines have become much more difficult to adhere to with the decline in the volume of sales. Along with this challenge, comes being the bearer of bad news with declining property values. I was much more popular when values were increasing.

What kind of properties are selling now? The upper segment of the market seems to be the most active — over $2 million. These are the buyers who are less impacted by the economic challenges so many are facing. The bottom of the market — below $700,000 — has also been active, but unfortunately, this is often due to a struggling homeowner. GIBSON, continued on page 56

profile properties. By high profile I mean prime locations, water view or waterfront listings that had been visibly on the market for a while. When these transfer prices are published in the paper a lot of people recognize the property and see the sale as evidence that things are moving again. Moreover, the brokers and the active buyers see the trade price, track back to the asking price(s) — original, reduced and for some reduced again — and a “Eureka” moment occurs. They recognize that a particular sale was a good deal. After a couple of these, the buyer psyche starts to shift from the protracted 'waiting for the bottom' to opportunity shopping. While this is a conceptual answer vs. rote market stats, I think the perception of the market is particularly important right now. Unquestionably, the island values have reset and most of us feel there is a lot of value in Nantucket real estate right now. Prices are down a fair 25 percent. In some

locations it is more, while some properties have elements of enduring value that have supported the prices. There are micro-markets on Nantucket, so it does depend on what location or what type of property you are looking at. Overall, the market is moving again, and the new comps lend confidence and pragmatism to both buyers and sellers.

There has been talk of signs pointing to national recovery. What's your take on when we will feel the full and lasting effects of any recovery on Nantucket? A full and lasting recovery — that is a lot to hope for. The Dow recently closed over 11,000, but the macro-economics and monitory policies are going to be hard to navigate for a while. Keeping it local and island-focused, I think our residential market has stabilized, but we still have a lot of inventory to absorb. There is a lot of vacancy in the commercial sector, but how great is it to see island businesses, like

Nantucket Looms, back on Main Street and The Lion's Paw opening in the old Sports Locker space? There are some new businesses opening, and ReMain Nantucket buying a commercial building on Centre Street preserves another prime commercial building downtown. In 2004, we sold 776 properties and the average home was $1.672 million. Last year there were only 300 sales but the average home was still $2.236 million. Year-to-date 2010, the data compiled shows the average home at $1.628 million. Of course, I want to see properties hold value, but I genuinely think a sustainable and lasting recovery for the island comes when there is room in the market for more buyers to afford homes and more vacationers to afford renting. More people on island means more commerce. More home sales leads to more work in the trades, and the wider value spectrum for properties opens the door of possibility to the next generation of Nantucketers. DURAND, continued on page 56

I’ve heard the same talk, and I’m cautiously optimistic. As an islander, my main concern is ensuring that the island remains the kind of special community that makes people want to come back for more. For sure, we are on track on this front, and when the economy recovers we will see the kind of spending that our local businesses require to survive. The winter of 2009 was tough for a lot of small local business owners, and the worst is behind us. We may not see the kind of broad based spending anytime soon. But, I think that trades businesses will continue to recuperate, and the restaurants and shops will benefit from growing confidence.

What neighborhood(s) do you think is/are undervalued now? What neighborhood(s) do you think best retain its/their value over time? Tom Nevers always strikes me as the best value because the lot sizes tend to be large and offer privacy, and a number of the properties offer enough of a view to remind one they are on an island. I’m not sure if any one area retains value more than another area. This latest recession blanketed the entire island, but Brant Point, Town and Cliff have demonstrated a liquidity that some other parts of the island have not benefited from.

Are you seeing any movement in the sale of land, either up or down from previous years? Land sales continue to be slow, probably because the best values continue to be existing home purchases. As the number of homes available for sale diminishes, we will then see more land sales.

What is the state of the rental market? Getting better. The horizon for vacation planning is a lot shorter than it used to be. I remember when I first started with Jeff (Lee) in 1996, and it seemed the majority of people were securing their re-rental in August or September, and we were busy through the fall booking for the next summer. Over time the rental rates elevated with the market, but in the last few years there was more vacancy given the economic climate. Last summer, the agents worked really hard to negotiate rates and actively booked leases into August. I think there was a lot of good dialog with owners and renters, and rates going into 2010 were well vetted. It is nearly impossible to find something for the first 2 weeks of August, but there are still good properties available throughout the summer.

What kind of properties are selling right now? The range of what has sold this year is as varied as the different locations on the island. The Polpis Harbor waterfront property on Top Gale Lane sold for $19.2 million. A fantastic in-Town property on Academy Lane sold for $5.1 million. A house by architect Hugh

Newell Jacobson sold on Morey Lane for $3.2 million. A house on Cliff Road across from Tupancy sold for $2.450 million. A Surfside house on Pequot just closed for $1.9 million. A cottage in Madaket with great views of the harbor sold for $1.2 million. The NLS data cites 84 sales so far this year with an average price of $1.628 million. There have been a number of foreclosures, and again these prices range from $5.9 million in Shawkemo to the $400,000s Mid-Island. There is a good list of properties under-contract, and some good new listings recently on market.

What neighborhood(s) do you think is/are undervalued now? Value is quantitative, but it is also subjective. One of the enigmas of the Nantucket market is why this location has a $/sqft so much higher or lower than another. Zoning and groundcover allowances make that a bit of a Rubik’s cube, but the other dimension is experiential. Nantucket is a 2nd or 3rd home for most buyers, so there is a premium value on the newer builds and turn-key homes. But, I think nostalgia can be a powerful emotion in real estate. For that I think the timeless elements and bucolic charm of ’Sconset are exceptional and undervalued. Likewise, the

old cottages in Madaket are vestiges of another time that was, and is, authentic Nantucket summer living.

What neighborhod(s) do you think best retain its/their value over time? I can keep this one short — Brant Point, Cliff/Lincoln Circle, ’Sconset and Town. Waterfront, water views and walk to water, walk to Town, walk to village.

Are you seeing any movement in the sale of land, up or down, from previous years? Still just a few land sales on record, but the ones that traded were good properties, and the confidence index is rising on land. The slowdown in construction has made this a competitive time for builders, and that translates into better economy for new construction costs. A few good lots made very recent price adjustments and deals came together quickly thereafter. The surplus of inventory in housing stock challenges buyers to find the best value. Where there are some great pieces of land for a fair price, there is room to create new value. It will be interesting to see what buyers choose in the months ahead.

Nantucket’s housing stock is not uniform and values can vary widely in one particular neighborhood. In my opinion, the properties that hold their value best are waterfront properties, due to their scarcity in the market and lack of turnover.

Are you seeing any movement in the sale of land, either up or down from previous years? In 2009, there were 30 total land sales. To date in 2010, there have been six. Volume of land sales is stable, but prices of land have declined during recent years along with the sales of improved sites.
