sk Edward Sanford how to assess the state of Nantucket’s real estate market, and the Great Point Properties broker and principal will point to a single indicator: sales volume. “What’s really important is the transaction number,” he said. “I don’t care where the price point is. The fact that we’re selling is a good thing.” That transaction number, through August, stood at more than 12 percent above data through the same period in 2010. Figures from LINK Nantucket, an online clearinghouse of island real estate information, show 205 home, land and commercial sales through Aug. 31, up from 182 in 2010. That’s the good news. The not-so-good news: Prices are down. The average price of home, land and commercial sales slipped about 13 percent, from about $1.6 million in 2010 to about $1.4 million this year. The median sales declined, as well, from about $1 million in 2010 to about $940,000 this year. The Market, continued on page 11

s a native Texan, I was baptized at an early age into the religion that is high school football. We take it seriously down there. And I’m not talking about the same level of seriousness you might apply to a marriage or the birth of the child. No, in Texas, high school football is really important. So when I got the chance to interview Bill Manchester, coach of the Nantucket High School Whalers football team, I got pretty excited. I am happy to report, I was not disappointed. A graduate of Nantucket High School — class of 1989, in case you’re keeping score at home — Bill played football for the Whalers as a quarterback and defensive back, and went on to play quarterback at Springfield College. After college, he and his wife moved to Maine, but his longing to return to Nantucket would not quit. In 2008, a pair of teaching positions opened — his wife is also an educator — on the island, and Team Manchester moved back to Nantucket, together with their three sons. “We’re happy as clams to be living here,” Bill said of his relocation. “Having grown up here, I knew what I was missing when I was gone, so Manchester, continued on page 10

Great Point Fish & Wildlife plan worries islanders By Peter B. Brace Property News Writer

ody Paterson and her family visit Great Point almost every weekend, year round. It’s a family tradition Paterson learned growing up on the island, and one she defended at a public hearing held by the U.S. Fish & Wildlife Service on Sept. 15. “We’re up there (in) January,” Paterson said. “When my daughter was two weeks old in March, we went up there and put her feet in the sand for the first time. It’s a very important place to us as a family, and it used to be quite a gathering spot. But not anymore, because people don’t want to pay the fee and there’s not enough access.” USFWS used the hearing to gather comments from residents on its draft Comprehensive Conservation Plan for the

Coskata-Coatue Wildlife Refuge, which is jointly managed by the Trustees of the Reservations and the Nantucket Conservation Foundation. The USFWS hopes to implement the plan by the spring.

Assessing the options The USFWS plan is mandated by the National Wildlife Refuge Improvement Act of 1997, which says that all federal wildlife refuges must create a comprehensive conservation plan by 2012 with management goals and objectives good for 15 years. Plans aim to protect plants, wildlife and habitat. For Great Point, piping plovers, least terns and other shorebirds, seals, beach vegetation and the barrier beach ecosystem are targeted – while allowing continued public use. now I really appreciate it that much more.” And as a teacher with summers off, Bill is quick to point out that he takes full advantage of the island’s more temperate months to enjoy himself before the rigors of life as a teacher and coach resume in the fall. A football coach for 20 years, this is Bill’s third year as a member of the Nantucket coaching staff, and his first as head coach. “I’m coaching kids of guys I played with,” he mentioned with a laugh. “I grew up playing in the Boys and Girls Club program, and we all went on to high school together. Now they’re the ones in the stands cheering for us.” Coaching football anywhere at any level is a difficult job, due in large part to the “Monday morning quarterbacks” that offer their opinions about what the coach should have done differently. “I accept it,” Bill said. “It’s part of the job. But, I’m my biggest critic, and when I mess up, I’m harder on myself than anybody else. I always strive for perfection.” The comment reminded me of something I’d heard legendary University of Texas coach Darryl Royal say once: “Everybody that graduates from the University of Texas apparently gets a degree in coaching.” Color me guilty as charged, and hook ’em Horns.

mend its regional director on the best way to manage the property. Option A is to take no action. Management of their property would continue as is in cooperation with the Trustees and the Foundation. Option B would take a more active management approach, employing a visitor services specialist and a full-time biologist, both year-round, to work in with Trustees’ staff. In the visitor services vein, fishing and wildlife interpretation would become priorities for enhanced visitor experiences guided by the USFWS, the Trustees and the Foundation including fishing events. The USFWS prefers this option. Option C would be far more restrictive and likely include more closures during the season and or for years at a time. “What we’re trying to do is, all three groups are trying to manage the Great Point peninsula as one because it’s such similar habitat all the way down and what one groups does impacts the other,” said Carl Melberg, refuge planner for the Eastern Massachusetts National Refuge Complex in Sudbury, Mass. “Our goal is to try to keep as much of that point open as much as we can. If the birds aren’t there or the seals, our goal is to keep the point open.” Melberg said that once shorebirds leave the point in late September, protective fencing would come down. Fencing for seals would come down as well if there were fewer than 25 of them at the tip of Great Point, he said. In such scenarios, vehicles and pedestrians would have full access.

Public reaction Clark Whitcomb of Madaket said fishermen worry the CCP would further limit access to favorite fishing spots. That will hurt the island’s economy, he said. “I’m wondering if you’ve given consideration to the economic impact on the island tourism for your favorite, Plan B,” Whitcomb said. “I mean, obviously Plan C would have a major impact. I’ve already heard anecdotally, comments from people from far away who say, ‘You know, it’s too restrictive. I don’t want to go there because I can’t go to the point and fish like I used to go, etc.” Yet, with its primary mission being management and protection of wildlife resources, the plan to expand the

Speaking of legends, Bill is very cognizant of the fact that he is coaching in the shadow of a legend himself, one Vito Capizzo, former head coach of the Whalers and the namesake of the Whalers’ field, not to mention a former Alabama player who was coached by Bear Bryant himself. Bill doesn’t flinch in that shadow, and he is more than quick to sing Vito’s praises: “Vito did an unbelievable job of building the program. He instilled a lot of pride in the program, in the players and in the community.” As for the team this year, Bill said they look superb. “We’ve got a great senior class this year, and they’ve really been leaders going all the way back to last summer. We’ve set some pretty high goals for ourselves. But, if we play the way we’re capable of playing, there’s nobody we can’t beat on our schedule.” Included in that list of lofty goals is returning the Island Cup to Nantucket, as well as winning the league title. “The fact that we’re playing as well as we are is testament to how hard these kids work,” Bill said. And hard work is something he knows about. In addition to his coaching duties — which include practices, games, plus all the studying of upcoming opponents and analysis of his own team’s past performances — he teaches match and physics.

“My wife is a saint,.” he said of her willingness to put up with the long hours. “I’ll come home from practice, have a few bites of dinner, then take the kids to the skate park, just so I can spend some time with them. Then I come home and try to find time to have an adult conversation with my wife.” It’s definitely not an easy workload to maintain, but Bill Manchester is not a man who is about to expend an iota of energy complaining. “It’s absolutely worth it,” he assured me. “This community has given me so much over the years. This is the least I can do to give back.” That spirit and attitude of doing what you have to do with your best effort carries over to his team. Nantucket is truly lucky to have this man at the helm, both in and out of the classroom. I looked at my watch and it was closing in on six o’clock. Plus the air was getting a little chilly for my taste, so I bid Bill goodbye. He seemed, I have to admit, a little relieved. “I’ve got some physics labs to go grade,” he said with a smile. But first he had to make sure the players were taking care of their own post-practice responsibilities. I’m glad to see we Texans aren’t the only ones who take our high school football seriously.

FISH & WILDLIFE ON GREAT POINT

In the long-term execution of Option B, the USFWS also wants to acquire other properties around the island that it deems in need of federal conservation protection. “There are currently some parcels of land currently in federal ownership and they are going to come out of federal ownership and if we can acquire them, then we can make sure they stay in conservation,” Elizabeth Herland, Nantucket National Wildlife Refuge CCP project leader, said at the public hearing. Those parcels include surplus federal land containing the decommissioned LORAN station off Low Beach Road containing rare sand plain grassland habitat on it and piping plovers on Low Beach; and the 195-acre Federal Aviation Administration land at the Head of the Plains in Madaket where the town envisions building a sewage treatment plant that could alternately be a future site for the USFWS’ reintroduction program for the New England cottontail rabbit. Option B also includes a one-year initiative to acquire the Great Point Lighthouse from the Coast Guard and the Fish & Wildlife Service hopes to help the Foundation get Coskata-Coatue Peninsula designated a National Natural Landmark.

The USFWS acquired 41 acres in 1973 from the U.S. Coast Guard, creating a refuge that operates congruently with of the Trustees of Reservations’ 1,117-acre Coskata-Coatue Wildlife Refuge. The Trustees’ property includes Great Point, which the group managed and protected on its own until about three years ago when the Fish & Wildlife Service started staffing its tiny refuge. Today, The USFWS manages the 21-acre tip of Great Point, having lost 20 acres to erosion over the past 38 years. While the CCP applies only to Fish & Wildlife Service’s 21 acres on the tip of Great Point, the service is also planning to work more cooperatively with the Trustees and the Foundation in aiding the management of their properties.

Nantucket bird expert Edie Ray was one of them. “I think Jody brought up an interesting point that didn’t we all just get along before and didn’t wildlife and people all coexist?” said Ray, echoing Paterson’s comment. “We had a lot more room to spread out. There’s so many people with accesses to the beaches. There weren’t as many piping plovers and roseate terns and seals back when we all drove anywhere we wanted. We know we can’t go back to those days, so we need to look forward and I think that’s what this plan is trying to do.”

Option B: A closer look In Option B, the USFWS would continue to manage its property on the fly closing and re-opening certain portions of their property to protect piping plovers, roseate terns and grey seals. That could be done on a seasonal basis or longer. If funding and land were available, the service wants to build what Melberg calls a “cooperative visitor education center,” in which the three organizations could inform refuge users about the habitats, wildlife and history of the refuge, and possibly provide guided tours of the area.

Next step Melberg said that the USFWS wants to review all public comments and adjust the draft plan accordingly if necessary, this fall and winter. If no significant changes are warranted, a final plan called the Finding of No Significant Impact will be issued and the regional director will sign it. Were that to happen, Fish & Wildlife Service would then implement the plan. Melberg said he expects the plan would be implemented by the spring. Despite those slides, there’s optimism that the mar- Bargain hunting ket is pointed in the right direction. “I’m encouraged with respect to the positives, although I can’t ignore the negatives,” said Ken Beaugrand, the current president of the Nantucket Association of Real Estate Brokers (NAREB), and broker at Atlantic East Nantucket Real Estate, “but I see a market that’s moving along.”

Market activity More sales but fewer dollars coming in from those sales indicates that the lower end of the market has been more active through August than it was a year ago. According to data published on Great Point Property’s website, 50 percent of all sales in 2011 have been below $1 million. There have also been fewer big-ticket sales than there were through the same period in 2010, a year in which eight sales accounted for about $135 million. “We’re not going to see that this year,” Sanford said. Through August, there was one sale at more than $10 million, said J Pepper Frazier II of J Pepper Frazier Real Estate. What the market has seen is an across-the-board boost in sales. Home sales are up more than 10 percent, land sales have risen 30 percent, and commercial sales have climbed 20 percent. “It’s a combination of prices being adjusted and money being historically cheap,” Sanford said. “Banks are lending (at rates) cheaper than last year, but there’s still the assumption that you can’t borrow money. That’s not true. If you want to buy, and you can buy, you should buy.” On the whole, the market in 2011 looks a lot like it did in 2010, when year-end sales topped $694 million, Sanford said. “Overall, the year has been pretty much in line with last year,” he said. “That could change – August is our prime month and that’s when all the bad economic news came out. It’s not a good emotional time for buyers, so we might see some impact there as the numbers come in.” Figures similar to 2010 lead Beaugrand to call the market “flat, year on year.” That’s not terrible news, given how far the market fell off in 2009, when total dollar figures reached only about $436 million. “After the market bottomed in 2009, we started to see improvement in 2010. There were signs of increases in the number of sales and dollar value.” Beaugrand said. “We’re still seeing a gradual improvement, and that’s the way a good market should be.”

The consensus opinion among real estate professionals is that a buyers market persists. “Deals are out there,” Frazier said. “It’s a fantastic time to be a buyer: prices are down, interest rates are phenomenal, and sellers are willing to negotiate.” Bargains aren’t tied to specific areas of the island, nor are they tied to prices. A multi-million home in Pocomo could be a deal for one buyer, while a midisland home for $700,000 could be a deal for another. A deal, Frazier said, “is tied to the buyer and the seller and what the seller is willing to let a property go for.” Inventory figures in the sales equation. Fifty-two new listings were posted in September, “definitely a rarity,” said Stephen Maury of Beacon Real Estate. More listings foster competition among sellers. “Selection is always a good thing,” said Maury, who is exclusively a buyers agent. “When sellers have to compete with more sellers, prices typically go down.” Maury sounded a note of caution: “It’s never a good thing in the long term for the value of real estate to decline, but for right now, for my clients, they’re encouraged that they can come in and scoop up deals.” As for selling in a buyers market, “prime properties hold their value,” Frazier said. “That’s the nature of the beast on Nantucket,” he said.

Renting on The Rock While LINK does not compile data on rentals, the market has performed well this year, based on anecdotal evidence. Frazier said rentals at his company are up 25 percent in 2011; Sanford said his firm saw the continuation of a “bounce back” that began a year ago; Maury called 2011 “as good as last year, and last year was a good year”; and Beaugrand said 2011 was “strong.” “We saw an increase in rental activity, and more importantly,” Beaugrand said. “Most renting was done at the owner’s asking price, which is an improvement from previous years.” The rental market has seen other changes, as in when homeowners decide to rent their properties. “We’ve seen a little shift to people doing things at the last minute,” Sanford said. “That’s something you didn’t see five or 10 years ago.” Maury noticed a similar trend: “We got lots of calls and lots of interest early on in the year – all the way up to the end of July – but we also got a fair number of calls from homeowners who had late August or early September weeks available.”

As for rates, Maury said he didn’t advise any clients to drop their prices, although “some adjusted their prices a little up in August or a little down in September.” Otherwise, prices remained constant, he said. As for why rentals rebounded in 2011, part of the thinking ties in with the idea of pent-up money and buyers waiting for the right time to purchase. “Maybe it’s a function that people are afraid to spend $2-$3 million on a property, but they’re happy to spend $10,000-$15,000 to rent a nice house for a few weeks,” Sanford said. Long-time renters have also turned into buyers this year, Frazier said. “We’ve had renters for the past seven or 10 years decide this is the time to buy,” he said. “It’s hard to say, but a good amount of renters will go and look at property while they’re here. Whether they pull the trigger depends if they find the perfect deal on their perfect house.”

Crystal ball time What happens next in the market depends heavily on what happens elsewhere in the national and global economies: Stock performance and Wall Street bonuses influence purchase decisions in the short term, brokers said. Still, looking ahead to the end of 2011 and further on to 2012, the common take of the future of Nantucket’s real estate market envisions steady progress as the island trends upward out of the recession. “I never make a prediction,” Sanford said, “but I was hopeful this year that 2011 would be similar to 2010. Dollar-wise, I expect us to finish in the $600 million range, unless the late summer meltdown in the financial markets had a bigger impact than we thought.” “I expect it to be about the same (as 2010) – lots of transactions, but not a lot of price appreciation,” Maury said. The jump in rental activity is good news from the market as a whole, and may signal healthier days ahead for the island’s real estate market, Frazier said. “It’s a great sign that things are heading in the right direction,” he said. Beaugrand cited national economic indicators in making a forecast. Rises in the stock market and promising jobs reports would likely spur buying, he said. “I don’t see anything on the horizon causing a huge dip,” he said. “My guess is we’ll move along probably similar to what we have so far this year – relatively stable.”
