Community Hub The community hub in the Huhunama Koukou area will involve activities, such as public open space, community gatherings, workshops, infrastructure for group use, information, etc. Its location provides proximity to settlements and accessibility by road and sea. Its design enhances identification and pride through local architecture and climate change provision practices (stilts).

Port Moresby’s dynamic and iconic waterfront, characterised by cultureawareness, ecology-centred and everlearning design, boosting national economy and providing inclusive opportunities for present action and future development.

The creation of social innovation structures steps on the diversity of social groups, the tradition of democratic practices, so as to empower groups and individuals and enhance willingness to change social relations. Tradition-based local development seeks to embed traditional practices and cultural elements in the planning and design of the area to ensure acceptance and ownership by local people, and, therefore sustainability. Land management refers to policies and processes which along with on-the-spot interventions can unlock the potential of land use and sustainable development. Preservation and integration of natural assets aims at the conservation of natural resources and the promotion of renewable energy sources.

STRATEGY Through a strengths-based approach, the proposal re-imagines local assets in a way that could successfully guide local development and address economic and social challenges. With the view to preserve important elements and creatively reconnect diverse aspects of the Harbour, four strategic axes are defined, and transformed into a set of complementary spatial interventions and management processes.

Eco-Route 1: Sustainable Drainage The Eco-Route 1: Sustainable Drainage will further connect Baduni island with Botanical garden and Gerehu district. It features filter strips, gently sloping and vegetated strips of land that provide opportunities for slow conveyance and infiltration, a green path for pedestrians and bikes, large open space and tall trees for comfort during dry periods. In the long run, it may integrate the restored dump area.

PUBLIC SPACE NETWORK

Pilot Market Market lies at the foundations of PNG local culture and economic viability, still local markets are threatened by diverse external factors. The proposal for a pilot market addresses the important challenge of re-making PNG market into a place of encounter, exchange and socialisation, and focuses on the creation of a pilot project, through the development of the idea of market, using elements of ancient Greek agora, an assembly space and shops. A new design that promotes safety and equality, accompanied by the establishment of a management authority and policies, foresees to create awareness and a vibrant attraction-pole. Its management process aims to re-establish selfconfidence and trust to authorities, encouraging the market’s contribution to further touristic development. Land Management Between the new market and Tokarara, the area is proposed to be attributed as community garden lots and a pedestrian-routes network that functions as alternative route between Port Moresby and traditional villages. The lots will be conceded temporarily for cultivation for selling, to community members, prioritising residents of surrounding area, owners and people that are already informal sellers. People authorised to cultivate a garden will have access to infrastructure, market space, training seminars and will be able to participate to councils for its management. As an exchange, people that are conceding their land will have access to the lots and the infrastructure of the market and gardens. People with a recognised permission to pertain a lot will be able to follow training seminars on cultivation and merchandise and participate to Community Garden Council and Market Council for management decision making. This proposal aims to 1. Open up the existing views about customary land use and introduce new types of management and agricultural economy to local people 2. Create income 3. Absorb a part of informal economy. 4. This type of management intends to create the foundations for a potential transfer to other sectors, as SMEs and tourist reception units. Floating public space-Poreponera Traditional stilt houses in Hanuabada village are planned to be enhanced by a new floating public space. The space will be consisted by several small green islands communicating with wooden passageways and will host small scale activities. The intervention contributes to the upgrade of the quality of life in Poreponera Villages.

DESING IDEA COMPETITION FAIRFAX HARBOUR LIGHTHOUSE LANDMARKS - PAGA HILL AND GEMO ISLAND

Two lighthouse structures are going to be created on two hills of the study area that would function as landmarks for the community. The two lighthouses are connected with pedestrian routes that embrace the harbour Gemo Island Gemo island is currently uninhabited and could function as an eco-island, promoting environmental sustainability (e.g. wind energy turbines, energy tree), training programs, workshops& seminars and attract visitors worldwide.Its educational function can be supported by Environmental Institutions and an Urban Coordinators Group. Paga Hill The second lighthouse structure, placed at Paga Hill in Port Moresby old town, would function as an alternative public space on the top of the hill offering great activity space and views towards the harbour. Ambient illumination experiences during the night are recommended, as well as activities during the day that can be transfered also towards Ela Beach.

BRANDING

The new forms of urban relations and interactions in Fairfax Harbour are expressed through its iconic character shown via a totem pole in the form of a lighthouse, which brings forth the innovative spirit of the community and encourages all population groups to live harmoniously. LAND MANAGEMENT PROCESS DESIGN

ECO ROUTE 3: NAPA NAPA NATURAL PARK Eco Route 3: Napa Napa Natural Park A green path will be connecting new residential settlements (proposed by Napa Napa Poreporena Local Development Plan) with Roku village and Gemo island. The path will include small rest areas and the Napa Napa Park, a green space with mild interventions for sitting and relaxing away from daily routine. Land Management - Process Design Short and long term proposals are based on collaborative methods of learning and engagement, and are recommended to consider participatory leadership planning tools (ie. World Cafe, Open Space).
