2023 Summer Guide

Message from Executive Director Molly Hamer

Living in the Midwest affords the opportunity to experience the miracle of seasonal change in many ways. As the earth orbits the sun, the tilt of the axis determines whether our hemisphere is pointed toward or away from the sun. We will soon be pointing toward the sun which means summer is coming soon! Many things change with the seasons. The weather turns to hot and humid days with occasional thunderstorms. Plants bloom and grow, requiring water to thrive. Our wardrobes change from coats, sweaters and boots to T-shirts, swimsuits and sandals. Another significant change with the seasons is our leisure time activities.

While some brave the cold throughout the winter months, we see an increased number of walkers and runners on park pathways during the summer months. Athletic fields become busy with ball games for kids and adults. Picnic shelters are bustling with family parties and neighborhood get-togethers. Friends meet at our aquatic centers to splash and play and people of all ages gather in Village Green for Tuesdays in the Park to socialize and listen to music. Golfers will play our three courses and practice at the range from dawn to dusk. Beautiful summer evenings can be spent dining at the Acorn Grill + Terrace overlooking the 18th fairway. Summer camps options abound for children and pickleball will be back outside for kids and adults alike.

And despite the sunny skies of summer that draw us outdoors, the fun continues indoors as well. Skaters will hit the ice at the Sports Center, athletes will play in the gym and fitness warriors will work out at Techny Prairie Activity Center. Performers will grace the stage at Northbrook Theatre and active adults will enjoy a variety of programs and events at the Senior Center.

In the pages of this Summer Guide you will find countless recreation options for all ages. Continue reading to discover details about your favorite summer event or an offering that piques your interest to try something new.

Remember to play every day!

NEWSWORTHY NOTES

Northbrook Park District received recognition from state-wide and national organizations in the past several months.

Molly Hamer Named IPRA Professional of the Year

On January 27, 2023, the Illinois Park & Recreation Association (IPRA) honored Molly Hamer, Executive Director at the Northbrook Park District, with the IPRA Professional of the Year Award for her commitment and excellent service to parks and recreation in Illinois. Molly was recognized during the IAPD/IPRA Awards Program at the IAPD/IPRA Soaring to New Heights Conference in Chicago.

Molly began her journey in parks and recreation with 11 years at Schaumburg Park District, finishing as Superintendent of Recreation, and was Executive Director of Geneseo Park District from 2007–2016. Under her leadership, Geneseo Park District approved its first Master Plan, became an Illinois Distinguished Accredited Agency, and won awards for excellence in financial reporting.

Molly served on the IPRA Board of Directors from 2014–2016, serving as Board Secretary in 2016, and received the Joseph Bannon Practitioner Award from the University of Illinois. In September of that year, Molly was named Executive Director of Northbrook Park District.

In Northbrook, Molly has been a true visionary demonstrating strong leadership guiding the Board and staff through a 5-year update to the 10-year Master Plan. She led two project teams through two construction ventures including the Techny Prairie Activity Center and the construction of a new clubhouse and renovation of the golf courses and practice areas at Heritage Oaks Golf Club. Molly is an involved professional with the best interest of the staff, the District and the community of Northbrook at heart. Her strong decision making, forward thinking, fiscal responsibility and service to the field of Parks and Recreation are the attributes that make Molly the 2023 IPRA Professional of the Year.

Agency Showcase Awards

The Northbrook Park District Marketing & Communications Team submitted a variety of marketing materials to this year’s Agency Showcase at the Soaring to New Heights Conference. Agency Showcase is a spirited marketing competition for park districts that is judged by professionals and educators from outside the field of parks and recreation. For the first time in several years, the District submitted the full showcase option which includes eight individual marketing items along with a display table that ties the entries together. Results were incredibly positive with seven of the eight individual entries placing top three which led to a second-place finish for Overall Agency Showcase – an award representing the sum of scores for all eight projects plus the table display. In addition, conference attendees voted the table display as the People’s Choice Award winner.

Golf Awards Earned by Staff and Facility

The Golf Team recently received two national awards from the Golf Range Association of America (GRAA) to add to their 2022 portfolio. The Practice Range at Heritage Oaks Golf Club was named a Top 50 Range Public Facility and Michael Wenzel, Director of Golf Instruction, was recognized as a Top 100 Growth of the Game Professional.

Summer Sponsorship Opportunities

As part of the annual budgeting and planning process, Northbrook Park District incorporates alternative revenue sources through strategic sponsorship and advertising opportunities.

An exciting partnership was the result of a brainstorm between Northbrook Bank & Trust Company Vice Chairman Rich Rushkewicz and former Northbrook Park District Board President Penelope Randel for a total of $150,000 in support over the course of five years. In 2023, the third year of this agreement, the District continues to work closely with Northbrook Bank & Trust Company to expand upon the deliverables for this partnership.

The Northbrook Park District believes every resident should have the opportunity to participate in recreation programs. To accomplish this, the District offers a financial scholarship program which is now funded by Northbrook Bank & Trust Company. Their support has also extended to several large community events including races, free summer concerts and community festivals allowing thousands of people to enjoy a sense of community which is needed now more than ever.

With similar service missions, Northbrook Bank & Trust Company is truly a friend of Northbrook Park District. We are grateful for the support provided to us this year and we look forward to the continuation of our partnership in the years to come.

For more information on our scholarship program, see page 120.

Now Available! Share your marketing message through event support or advertising. Contact Joan Scovic at jscovic@nbparks.org or 847-897-6129 to partner with Northbrook Park District today.

IMPROVING COMMUNITY SPACES

As the weather continues to improve, Northbrook Park District continues to work hard to improve community spaces for our users!

Park District staff create an annual Capital Improvement Plan (CIP) for presentation to the Board of Commissioners. Upon approval by the Board, the Plan is incorporated into the District’s annual Budget for implementation. This Plan is the forecast of administrative, park, facility and golf projects along with large purchases for the entire fiscal year. The CIP also incorporates the goals from the 2021 Comprehensive Master Plan Update adopted by the Board of Commissioners in March 2022. As outlined in this five-year Update, the District continues to focus on maintaining current assets.

Upcoming projects include:

• The renovation of Oaklane Park is scheduled for Summer 2023 and includes new playground equipment, a new picnic shelter, the addition of a .2 mile trail loop around the park, conversion of two tennis courts to one tennis court and two pickleball courts, and the addition of new benches, bike rack, native plantings and signage. The District was awarded an Open Space Lands Acquisition and Development (OSLAD) Grant from the Illinois Department of Natural Resources (IDNR) in the amount of $400,000 for this project.

• A $600,000 OSLAD Grant was also received for Williamsburg Square Park in 2023. Planning will take place this year, with construction currently slated for 2024. The project includes new playground equipment, new picnic and shade shelter, replacement of asphalt surfacing of the basketball court, pickleball/tennis courts and pathways, and the addition of native plantings.

• Playground replacements are scheduled for Summer 2023 at Stonegate Park and Countryside Park. The Stonegate Park project also includes enhancements to the paving, lighting and site amenities and installation of a new shade structure.

• The wood floors in the Dance Studio and the Wood Oaks Room at the Leisure Center are scheduled for Spring. The aging floors will be replaced with a floating, or sprung wood, floor similar to the new floors in the group fitness studios at Techny Prairie Activity Center.

• Community input and planning are currently underway for the playground replacement projects at Wescott Park and Greenfield Park, with construction to follow in 2024.

• Significant investment has also been made to the District’s irrigation systems including wells, pumps and controls.

• Other projects include fleet, IT hardware and golf course equipment replacements along with repairs to the poured-in-place playground surface at several playgrounds.

Camp Details

Camper Groups

Camp groups are formed by age/grade and school. Friendship requests are not available.

Lunch Program

Families have the option of ordering lunches for campers through Kiddos Catering. In May, parents and guardians will receive details about the program including menu choices and ordering instructions. Some camps may not participate in the Kiddos Catering program.

NSSRA – Inclusion Services

The Park District partners with the Northern Suburban Special Recreation Association (NSSRA) to offer recreation programs and services to residents of all abilities. NSSRA support staff is available to work alongside program participants, assisting with special needs and behavior. Participants requesting support should check the ADA box on the Registration Form. If you are registering online, call Nancy Eschker at 847-291-2995 to discuss your camper’s needs and request additional support. Call at least one month prior to camp start dates to review your NSSRA support plan.

Residency

Some Village of Northbrook residents are not residents of the Northbrook Park District. Non-residents are charged a slightly higher fee. If you have questions about residency, call 847-291-2993.

Wait Lists

If the camp you want is full, we encourage you to place your child on a waiting list (one per child per week/session). If space becomes available, wait list participants will be contacted. Payment is required within 24 hours of this notification to confirm enrollment.

Transfers

We recognize that some campers may need to change their enrollment due to scheduling conflicts. Transfer requests will be granted only if the desired program has openings.

Payment Plan

Payment plans are available for all camps. Register at nbparks.org/summercamps to utilize the payment plan. If the available payment plan does not meet your needs, call 847-291-2993. All balances must be paid in full before the start of the program. Scholarships are also available. See page 120 for details.

Refunds/Withdrawal Fees

All refunds are subject to an administrative fee of 10% of the program cost.

Are You Covered?

The Northbrook Park District does not carry medical or accident insurance for program participants as the cost would make program fees prohibitive. Participants should review their personal health insurance plan to be sure you and your family have proper coverage. The absence of coverage does not make the Park District automatically responsible for payment of medical expenses. In addition, certain higher-risk activities require a separate waiver which must be signed before the first session.

ePACT

The Northbrook Park District uses ePACT Network for better safety. ePACT is a secure emergency network used to collect medical and emergency contact information electronically. ePACT replaces paper forms and ensures we have a way to communicate with you in the event of any changes at program, an illness, injury or larger scale emergency. All families will receive an invitation to complete their member record using the email address on file.

• Download the free Rainout Line App

• Visit Rainoutline.com and search Northbrook

• Click the Field, Facility & Status button on nbparks.org

• Call 847-281-3370 and follow phone prompts

Lightning Warning Systems

The Northbrook Park District has two lightning warning systems. One is located at Heritage Oaks Golf Club with ancillary units at West Park and Wood Oaks Green Park. The other unit is located at Techny Prairie Park and Fields with ancillary units at the Chalet in Meadowhill Park and Village Green Park.

Strike Guard monitors cloud and cloud-to-ground lightning. The lightning warning system will activate when there is an immediate lightning threat in the area. When this occurs you must seek shelter immediately. The unit will deactivate when the immediate threat has passed.

Activation (an immediate lightning threat is present)

One uninterrupted (15-second) siren will sound and a strobe will flash.

Deactivation (the system has determined conditions are safe)

Three 5-second blasts will sound and the strobe will go off.

Testing takes place on Tuesdays at 9:30am for the lightning systems.

Be sure not to confuse testing with an actual alarm! Testing will not take place if there is threatening weather.

Visit nbparks.org/status for more information.

YOUTH LEAGUES

Team up with the Northbrook Park District! The emphasis of Northbrook Park District Youth Leagues is on the development of the child as an individual and an athlete, rather than the competitive aspect of winning. The program strives to provide a fun and safe atmosphere in which children learn respect, sportsmanship and skills. All players receive equal playing time and are introduced to all positions.

Team Formation

Teams are organized by grade, school and gender but may be combined if necessary. Staff contact you when these changes are needed and they will provide you with an opportunity to decide if the change is right for your child. Friendship requests are available online at nbparks.org. Each participant can only request one friend.

Requests must be reciprocal and submitted prior to the early fee deadline. Team formation begins soon after the early fee deadline. Players registering after team formation begins are placed on a waitlist and added to teams if space is available, in the order of registration, without regard for school or friendship requests.

Practices/Games

Outdoor Soccer/Flag Football: Both leagues will begin August 26 as the first practice date with games beginning September 9. Each team will play a seven-game season, weather permitting. Grade Pre-K–2 Soccer and Flag Football will have one practice per week during the season. Grade 3–6 Soccer will have two practices per week, one with their team and another with Chicago Fire FC coaches.

Equipment

Outdoor Soccer: The Park District provides uniforms (jersey, shorts and socks) that should be worn to all games, unless cooler temperatures warrant extra layers. Each player is responsible for the following: all-purpose athletic rubber cleats, shin guards and a ball (size #3 for pre-kindergarten-grade 1, #4 for grades 2–6)

Flag Football: All players receive a team jersey and are responsible for all-purpose athletic shoes with rubber cleats. Weekly practices included.

Adult Tennis Rating System

1.0 Just starting to play tennis.

1.5 Has limited experience and is still working primarily on getting the ball into play.

2.0 Needs on-court experience. Has obvious stroke weaknesses but is familiar with basic positions for singles and doubles play.

2.5 Learning to judge where the ball is going although court coverage is weak. Can sustain a short rally of slow pace with other players of the same ability.

3.0 Fairly consistent when hitting medium-paced shots, but is not comfortable with all strokes and lacks execution when trying for directional control, depth or power. Most common doubles formation is one-up and one-back.

3.5 Has achieved improved stroke dependability with directional control on moderate shots, but still lacks depth and variety. Starting to exhibit more aggressive net play, has improved court coverage and is developing teamwork in doubles.

4.0 Has dependable strokes, including directional control and depth on both forehand and backhand sides on moderate shots, plus the ability to use lobs, overheads, approach shots and volleys with some success. Occasionally forces errors when serving and teamwork in doubles is evident. Rallies may be lost due to impatience.

4.5 Starting to master the use of power and spins and beginning to handle pace, has sound footwork, can control depth of shots and is beginning to vary game plan according to opponent’s. Can hit first serves with power and accuracy and place the second serve. Tends to overhit on difficult shots. Aggressive net play is common in doubles.

Tennis – Beginner – Adult (1.0–2.0)

Adults can learn tennis at any age and be able to enjoy an active, social workout with friends and family. Beginners will learn the basic strokes: forehand, backhand, serve and volley. Bring a racquet. No class 7/4.

General Registration Information

Commitment to Quality

We want you to be happy with your recreation choices! If you’re not satisfied with a program or instructor, you may ask to repeat the class, transfer to another class or receive a refund. The Park District will try to resolve instructor and/or program issues to your satisfaction. If you are not satisfied, the full or prorated refund will be approved. Requests can be made at any Registration Office or by calling 847-291-2993.

Withdrawal & Transfer Requests

We understand that circumstances arise that may lead to a patron’s inability to participate in a class/program. Unless otherwise noted, a request for a transfer or refund can be made if:

• The request is submitted three business days prior to the start of a program.

• The instructor and participant agree the participant’s skill level is not appropriate.

• The class is canceled or rescheduled and participant cannot attend at the new time.

• The patron cannot participate due to illness or injury (doctor’s note may be required).

Refunds

All refunds are subject to an administrative fee of 10% of the program cost.

Camps, workshops, before/after school care, golf course green fees, adult sports leagues, daily admissions, passes/punch cards, tickets to entertainment, special events and trips may have nonrefundable deposits and/or special restrictions. Refunds do not apply to program supplies/materials purchased, gift certificates, food and contractual programs.

Program Cancellations

When people wait until the last minute to register, classes may be canceled, so register early to avoid disappointment. If a class is canceled due to low enrollment, those who signed up will be issued a full refund.

Residency

All Village of Northbrook residents are not residents of the Northbrook Park District. Non-residents are charged a slightly higher fee for programs. If you have questions about residency, call the main Registration Office at 847-291-2993.

Health Conditions

Participants should notify the Park District at the time of registration about any medical condition that might require special attention by District staff. Information will remain confidential.

Code of Conduct

Participants are expected to exhibit appropriate behavior at all times in programs and facilities. That includes respect for all people, equipment and facilities and cooperative, positive participation. The staff will review rules with participants and may dismiss anyone whose behavior endangers safety or negatively affects a program or facility.

Are You Covered?

The Park District does not carry medical or accident insurance for program participants; the cost would make program fees prohibitive. Review your personal health insurance plan to be sure you and your family have proper coverage. The absence of coverage does not make the Park District automatically responsible for payment of medical expenses. In addition, certain high risk activities require a waiver/release form, which must be signed before the first class.

Scholarship Requests

Because we believe every Park District resident should have the opportunity to participate in our offerings, we will attempt to provide financial assistance to those faced with financial hardship. Youth Services of Glenview/Northbrook assists the District with the administration of our scholarship program. Applicants who meet the criteria can receive financial assistance towards recreation programs and memberships. Applicants only need to qualify once per calendar year and application forms are available by contacting Melanie Alexander at malexander@nbparks.org. If you have questions about the scholarship process, call Melanie Alexander at 847-291-2995.

Inclusion

We encourage participation by everyone and provide reasonable accommodations in accordance with ADA standards. If you require program assistance for special needs, check the box on the Registration Form to be contacted by the District’s NSSRA Inclusion Liaison. Questions? Call 847-291-2995.

ADA Compliance

The Northbrook Park District provides recreation opportunities for all residents and encourages participation by everyone. Programs and services are subject to the Americans with Disabilities Act (ADA), as well as all applicable laws regarding nondiscrimination. We are happy to make reasonable modifications to assist anyone with special needs who wants to participate in a program. Please contact the District in advance of a program to discuss any necessary accommodation or if you need Park District materials in a special format, such as Braille, large print or audio cassette.

The Park District provides a grievance process for resolution of any ADA complaint alleging discrimination on the basis of a disability. If you have any concerns about Park District ADA compliance, contact Eileen Loftus, Director of Recreation, c/o Northbrook Park District, 545 Academy Drive, Northbrook, Illinois, 60062, phone 847-291-2960 or email eloftus@nbparks.org. The Park District is reviewing its programs and practices in regard to ADA requirements and invites comments from the public.
