The Park District Board of Commissioners is the legal governing authority for Park District business. Park District residents elect Commissioners to serve a four-year term.

Letter from the Executive Director

Dear Northbrook Park District residents –

I am excited to experience my first summer as Executive Director of this amazing organization

While I appreciate all that each season brings, there is nothing like the warmer months to truly experience our beautiful parks and the myriad outdoor activities we have in store for the community I am especially looking forward to enjoying being outside with walks at Techny Prairie Park and Fields and rounds of golf at Heritage Oaks Golf Club and Anetsberger Golf Course .

We truly offer something for everyone — young and older, and everything in between!

We have summer camps for ages 3 to 15 in STEM, arts, theatre, figure skating and more, along with a wide variety of youth and adult sports and leagues, senior programs and fitness classes for everyone

As we do every summer, we have a terrific lineup of events, including our Kids’ Fishing Derby in May at Wood Oaks Green Park; Grapes on the Green in June at Village Green Park presented with the Village of Northbrook; Family Nature Night at Techny Prairie Park and Fields and Picnic Party in the Park at Stonegate Park, both in July; and Party on the Green at Village Green Park in August

The Fourth of July celebrations begin with the traditional Liberty Loop and Lap, followed by the annual parade and fireworks offered in conjunction with the Village of Northbrook . The Tuesdays in the Park concert series, always a community favorite, runs from June 25 to August 6 and is sure to entertain fans of all music genres .

Meadowhill Aquatic Center will open its doors on May 25, followed by the Sports Center Pool on June 8 Come enjoy open swim or lap swim, or have the little ones frolic in our zero-depth children’s play areas

I am tremendously proud of the accomplishments of our dedicated staff who have earned prestigious awards in the areas of marketing, golf and finance, as you will read in our Newsworthy Notes pages

I am also thrilled to share that, thanks to the work of our amazing local legislators, Board of Commissioners, staff and community, the Park District was awarded two significant grants for renovations and upgrades at the Leisure Center and Meadowhill Aquatic Center . We can’t wait to start tackling these projects so we can offer even better and more inclusive amenities catering to the entire community .

In looking ahead, I hope that you will continue to choose the Northbrook Park District as your destination this summer… and please say “Hi” when you are out and about And of course, it wouldn’t be summer without a splash in the pool!

COMPREHENSIVE MASTER PLAN UPDATE

The Mission of the Northbrook Park District is to enhance our community by providing outstanding services, parks and facilities through environmental, social and financial stewardship .

In 2016, Northbrook Park District developed an original Comprehensive Master Plan (CMP), shaped by the community, to guide facility and program development decisions for ten years . In 2021, the District developed a five-year Update to the Plan

This summary provides information regarding the goals, progress and future planning of the District as determined through the 2021 CMP Update process .

Process

The planning process covered five key phases: Analyze, Connect, Envision, Prioritize and Implement

The process for the updated plan began in spring 2021 with revisions to the inventory and analysis of Northbrook Park District’s park and open space assets, indoor facilities and community demographic makeup An analysis of the recreation programs gave insight into current services provided by the District . The Comprehensive Master Plan Update was adopted by the Board of Commissioners on March 30, 2022

Community input is an important component of the District’s planning process . To that end, Northbrook Park District utilized a variety of methods to inform the plan including:

Major Goals of the Plan

From this extensive input process, six goals were identified to help drive the District’s future . The goals are listed below along with highlights of current progress and future plans for achievement The strategies to support each goal are included in a comprehensive five-year Action Plan that is reviewed annually

Goal 1: Indoor Assets

Address existing indoor space and recreation facility needs

Goal 1 focuses on assessing the District’s existing indoor spaces and amenities .

Progress:

• In 2023 staff conducted a study of the Leisure Center facility, an aging former school building, to identify how the facility could be renovated to better meet the community’s needs

• Techny Prairie Activity Center has continued to meet the health and wellness needs of over 1,500 members

Future Plans:

• A $2,800,000 grant was awarded by the Illinois Department of Natural Resources for the renovation of the Leisure Center, a multi-generational recreation facility Planning is taking place in 2024, with construction in 2025 .

Goal 2: Outdoor Assets

Maintain and update existing outdoor recreation assets to provide quality parks, trails and outdoor facilities

The need to maintain and update aging assets is an ongoing responsibility for all public recreation providers Staff continue to identify and prioritize the locations and amenities most in need of improvements and evaluation, taking into account age, condition, community interest and current trends

Progress:

• Phases II and III of a large Shoreline Stabilization Project at Wood Oaks Green Park were completed simultaneously in 2022, when originally slated for 2022 and 2023

• Playground renovations included Cedar Lane Tot Lot and Meadowhill Park in 2022 and Countryside Park and Oaklane Park ($400,000 OSLAD Grant) in 2023

• An accessible playground was renovated at Stonegate Park in 2023 allowing for greater inclusion in outdoor spaces

• Planning concluded in 2023 for a Renovation Project at Williamsburg Square Park

• Trails and naturalized areas have been embedded in the planning process with installations at West Park and Oaklane Park in 2023

Future Plans:

• Playgrounds are scheduled for renovation at Greenfield Park and Wescott Tot Lot with a park renovation slated for Williamsburg Square Park ($600,000 OSLAD Grant) in 2024

• A grant application for renovation of West Park will be prepared in 2024 to help fund improvements at this community park .

• An Athletic Field and Hard-Court Assessment completed in 2024 has identified numerous improvement projects that will be evaluated and scheduled over the next several years .

Goal 3: Acquisition & Development

Address park and open space level of service gaps and distribution deficiencies

This goal includes an increased emphasis on access in addition to acquisition as strategies to improve recreation level of service to residents in a landlocked community .

Progress:

• In 2023, staff investigated the opportunity to expand service acreage in a process that included a developer and the Village of Northbrook . While the plan did not progress to a construction phase, the District continues to pursue open space as it becomes available, especially in areas which have been identified as under-resourced .

Future Plans:

• While Northbrook remains relatively landlocked, there are several developments going through Village zoning that the District continues to monitor for land acquisition opportunities

Goal 4: Program Strategies

Evaluate and adjust programs and marketing methods to provide high-quality offerings that meet community needs

The focus here is on the continued need for adjustments and updates to keep programs and events current . This goal also includes marketing as a strategy to retain and build interest and participation

Progress:

• The Park District embarked on several cooperative ventures to bring adult recreational events to Village Green Park, our premier downtown location New adult programming in the past three years has included Northbrook Brewfest and Grapes on the Green with the Village of Northbrook as well as Party on the Green and a Cup In Hand Kickball Tournament

• Following the pandemic, staff analyzed Senior Center offerings in 2022, with expanded options returning in both 2022 and 2023 to best serve this population With a median age in Northbrook of 50 .9 in 2020, this is an important demographic for service considerations .

• Continual monitoring of program needs to determine areas for growth

Future Plans:

• An analysis will take place in 2024 to help inform the renovation of the Leisure Center facility to provide program areas that will best serve the community

Goal 5: Community Outreach

Build support, trust, communication and awareness within the community

As a recreation provider, the Park District is committed to providing resident experiences that align with the community’s interests and needs Communication and resident support are critical for success, and the District will continue to engage the community to gather input while providing the necessary information for a positive resident experience

Progress:

• Community outreach has been expanded with 52 surveys in 2022 and 63 surveys in 2023 sent to participants following events and programs throughout the year .

• Additional community input has been gathered for the Diversity, Equity and Inclusion Strategic Review (2022), playground designs (2022, 2023), Leisure Center (2023), Meadowhill Aquatic Center Project (2023), and the Athletic Field and Hard-Court Assessment (2023)

Future Plans:

• A Public Relations Strategy is planned for 2024 to determine how best to tell the District’s story .

• A Website Redesign Project is scheduled for 2025 to improve community communications

Goal 6: District Responsibility

Conduct operations with fiscal responsibility to maintain quality parks, facilities and services in a sustainable fashion, including continued development and partnership opportunities

Fiscal responsibility remains an ingrained aspect of the Park District’s operations and a consideration of any action taken Developing partnerships as a strategy for fiscal responsibility and as part of the District’s Guiding Principles is also a highly-valued and long-standing component of the District’s operations

Progress:

• The CMP Action Plan has been reviewed annually to ensure current plans and projects are meeting goals and are still relevant following analysis

• Fiscal responsibility continues as the District maintains a Moody’s Aaa Bond Rating and continues to receive the Government Finance Officers Association (GFOA) Achievement for Excellence in Financial Reporting (received annually since 1993) and the Distinguished Budget Presentation Award (received annually since 2000)

• Cyber security measures are consistently researched, with new safety features such as staff training and education introduced in 2022 A District security evaluation was conducted in 2022 with implementation of security plan steps improving the District’s Cyber Security Risk Score by 25% in 2023

Future Plans:

• The District continues to review and analyze the Action Plan annually as part of the Capital Improvement Plan and Annual Budget process to ensure alignment with communityidentified priorities for investment .

IMPROVING COMMUNITY SPACES

Three of our beautiful parks will undergo exciting renovation projects so we can offer new and upgraded amenities to our community

Williamsburg Square Park, Greenfield Park and Wescott Park will be getting new and colorful playground equipment, along with other improvements, based on input received from neighbors and the community at large

Projects at Williamsburg Square Park and Greenfield Park began this spring, with playground replacement at Wescott Park Tot Lot scheduled to begin in June following the school year .

While these parks are under construction, please visit one (or more!) of the other 21 parks throughout our 543 acres of property

Williamsburg Square Park

The renovation project at Williamsburg Square Park, 200 Lee Road, includes a new playground with structures for children ages 2–5 and 5–12; improvements resulting in two tennis courts, two new pickleball courts and a full basketball court; a new 20′x20′ shelter with tables; new pavement on the existing walking path; drinking fountain with bottle filler and dog bowl; park benches; fencing; and native plantings .

The project will be partially funded by a $600,000 Open Space Lands Acquisition and Development Grant from the Illinois Department of Natural Resources

To gather community input for Williamsburg Square Park, the Park District distributed surveys and conducted community open houses in 2022 .

Greenfield Park

The renovation project at Greenfield Park, 2950 Harbor Lane, includes a new playground with structures for children ages 2–5 and 5–12; renovated half basketball court with playground games; decorative fence between the playground and Harbor Lane; ADA pedestrian path within park; drinking fountain with bottle filler and dog bowl; park benches; and landscape improvements

The project will be partially funded by a $250,000 grant from the Illinois Department of Commerce and Economic Opportunity .

To gather community input for Greenfield Park, two surveys were distributed to neighbors in 2023 to gather general feedback and to vote on playground designs

Wescott Park

The project at Wescott Park, 1820 Western Avenue, includes new tot lot playground equipment for children ages 2–5 on the northeast side of the park .

Input from the community was gathered with a preliminary survey in March 2023, and another one in July 2023 to help select the final playground equipment The winning design garnered 75% of the community’s votes .

The 4 1-acre park near Wescott School also offers softball fields and a walking path .

NORTHBROOK PARK DISTRICT NEWSWORTHY NOTES

Leisure Center Renovation

The Park District was awarded $2 8 million in state grant funding for a renovation project that will help update the multi-generational recreation spaces inside the Leisure Center

The 40,000-square-foot facility, formerly Indian Ridge School, was built in the 1960s . It was acquired by the Park District in the 1980s

The $2 8 million funding awarded to the Park District is part of the Park and Recreational Facility Construction Act, or PARC, grant program administered by the Illinois Department of Natural Resources

The project will include a new lounge, additional art spaces, a technology and training room, and more . Areas that will be renovated or reconfigured include multi-purpose rooms, the demonstration kitchen, the costume shop/ programming space, the early childhood center and the dressing rooms . The work also will upgrade the building to current ADA standards Park District staff has begun meeting with architects to develop an engineering and construction timeline for the project, and looks forward to sharing more information with the community .

MAC Upgrades

The Park District was awarded a $600,000 grant that will help revitalize Meadowhill Aquatic Center, with both visible and behind-thescenes improvements for this popular summer destination

The grant is part of the Open Space Lands Acquisition and Development (OSLAD) program administered by the Illinois Department of Natural Resources

A major goal is to enhance the public’s entry and admissions experience into the bathhouse, with updates to the locker rooms and restrooms such as inclusive individual changing rooms . The plunge pool and leisure/lap pool will get a fresh coat of paint, and the lap pool deck concrete and shade areas will be improved

Upgrades to infrastructure — including the roof, lap pool tank and gutter system, and mechanical filtration and circulation equipment — will lead to more efficient performance and long-term cost savings while extending the life of the facility

The project’s estimated cost is $3 .56 million . Work is anticipated to begin this fall, is not expected to affect the summer pool schedule, and completion is expected by late spring 2025

Congratulations!

Our awesome Marketing and Communications team earned a first-place award at the annual conference of the Illinois Association of Park Districts and the Illinois Park and Recreation Association .

The award in the print communication category was earned by our bilingual “Join our Crew!” marketing campaign aimed at hiring within our maintenance and grounds departments . The postcard in English and Spanish featured photos of a few of our smiling crew members and was mailed to about 17,500 people

The award was presented in January at the IAPD/IPRA Soaring to New Heights Conference held in Chicago It is the largest state park and recreation conference in the nation and brings together thousands of professionals in the parks and recreation field In addition, the team earned a fourth-place finish in the Marketing Campaign and Video-Short Form categories

Ventilation High Marks

Our Techny Prairie Activity Center is the first parks and recreation facility whose air ventilation and filtration system has been verified to help protect the public’s health .

TPAC successfully met the stringent standards set by UL Solutions’ Verified Ventilation and Filtration Mark, the first of its kind to measure the efficacy of ventilation and filtration systems in removing aerosols from enclosed spaces

The achievement is evidence of the Park District’s steadfast commitment to promoting health and wellness

The UL Solutions program consists of onsite verification of ventilation and filtration performance combined with a comprehensive desktop review of the data The onsite verification is done via patented aerosol tracing technology from California-based SafeTraces that uses patented DNA-tagged aerosols to safely simulate respiratory emissions and exposure to airborne pathogens

The threshold to achieve the Verified Ventilation and Filtration Mark is 99% aerosol removal in at least 10% of high-density areas, as well as at least two air change rates per hour for the entire building . TPAC successfully met all those criteria .

Welcome Electric Vehicle

The Park District purchased its first electric vehicle (EV) to join its fleet on a trial basis, another testament to our longstanding dedication to investing in technology that promotes efficiency and sustainability

The new 2024 Ford E Transit T350 cargo van replaced a 2008 gasoline-powered truck

The Park District has installed an electric vehicle charger in the maintenance garage of the Joe Doud Administration Building, and the cargo van is being charged during off-peak hours to utilize lower electric rates

Altogether, the Park District has a fleet of 29 vehicles, including pickup trucks, dump trucks, box trucks and cars . The electric cargo van will primarily be used by Parks Trades Department staff .

The Park District’s overall commitment to efficiency and stewardship of the environment is reflected in the numbers: from 2019 to 2023, the Park District has experienced a 25 5% reduction in energy costs

Among Golf’s Elite

For the second year in a row, the Park District’s Heritage Oaks Golf Course was named a Golf Range Association of America “Top 50 Range” in the public category, and Director of Golf Instruction Michael Wenzel was again named among the “Top 100 Growth of the Game” teaching professionals

The prestigious national recognition highlights the Park District’s commitment to excellence and positions the golf course among the industry’s elite It is a testament to the hard work, dedication and innovation of each member of our team

More Congratulations!

The Government Finance Officers Association of the United States and Canada (GFOA) awarded the Certificate of Achievement for Excellence in Financial Reporting to the Park District for its Annual Comprehensive Financial Report for the fiscal year that ended December 31, 2022

The Park District’s fantastic Finance Department has received this recognition each year since 1993

Our Comprehensive Financial Report was judged by an impartial panel to meet the high standards of the program, which includes demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate people to read the report

IN THE COMMUNITY

Scholarships

Northbrook Park District believes everyone should have the opportunity to participate in recreation programs and therefore administers a Scholarship Program District staff members work with Youth Services of Glenview/Northbrook and other outside agencies to identify the need for financial assistance considering income along with identified special circumstances

Northbrook residents who meet the criteria can receive financial assistance for recreation programs and memberships Scholarships are available for all ages on a rolling basis throughout the calendar year . An annual application form is required .

Love for the Trail at Techny Prairie Park and Fields

As part of the application process for a Recreational Trails Program grant opportunity through the Illinois Department of Natural Resources for a section of the trail at Techny Prairie Park and Fields, the District asked for your input You did not disappoint! Here is just one example of the amazing responses we received . Thanks for your input – we love the trails too!

The open space with trail is a rare amenity which provides recreational opportunities at every age group . When my kids were little, they could walk or ride from our house by Meadowbrook School to the creek for fishing, to the playground at TPPF and to the pond . When they were in high school, they could use the trail to ride to school or attend practice at TPPF Now we use the trail for walking – love to see the hawks near the river, the deer or coyote running across the basin, and all the friendly people taking walks It’s a great asset that brings you outside to enjoy a quiet experience

The Northbrook and Glencoe Park Districts offer residents an exciting opportunity to share pool and beach access services in 2024 . Northbrook Park District residents providing proof of residency can access the following services:

Beach Passes to Glencoe Beach: Northbrook residents can purchase beach passes at the Glencoe resident rate Passes are available for purchase at the Takiff Center, Monday–Friday from 8:30am–5pm, and at Glencoe Beach during regular season hours . Trellis Rentals: The Glencoe Beach Trellis is a scenic and functional spot to host your next party . Sun shelter and lake rentals are also available . Northbrook residents who purchase a beach pass can reserve rentals at a discounted rate during the beach season, excluding Memorial Day, the Fourth of July and Labor Day . Rental times range from 5pm–10pm .

NSSRA – Inclusion Services

The Park District partners with the Northern Suburban Special Recreation Association (NSSRA) to offer recreation programs and services to residents of all abilities NSSRA support staff is available to work alongside program participants, assisting with special needs and behavior Participants requesting support should check the ADA box on the registration form If you are registering online, call Nancy Eschker at 847291-2995 to discuss your camper’s needs and request additional support

Camp groups are formed by age/grade and school . Friendship requests are not available .

Lunch Program

Families have the option of ordering lunches for campers through Kiddos Catering . In May, camp families will receive details about the program including menu choices and ordering instructions Some camps may not participate in the Kiddos Catering program .

ePACT

Summer camps use ePACT as a secure emergency network used to collect medical and emergency contact information electronically ePACT replaces paper forms and ensures we have a way to communicate with you in the event of any changes to the program, an illness, injury or larger scale emergency Families will receive an invitation to complete their member record using the email address on file

Residency

Some Village of Northbrook residents are not residents of the Northbrook Park District Non-residents are charged a slightly higher fee Campers who attend Northbrook/Glenview School District 30 or West Northfield School District 31 and are considered non-residents by Northbrook Park District are eligible for resident rates for 2024 summer camp at respective school sites .

Waitlists

If the camp you want is full, we encourage you to place your child on a waitlist (one per child per week/session) . If space becomes available, waitlist participants will be contacted Payment is required within 24 hours of this notification to confirm enrollment

Transfers

We recognize that some campers may need to change their enrollment due to scheduling conflicts or desire to try another camp Transfer requests will be granted only if the desired program has openings

Payment Plan

Payment plans are available for all camps . Register at nbparks.org/summercamps to utilize the payment plan . If the available payment plan does not meet your needs, call 847-291-2993 . All balances must be paid in full before the start of the program

Scholarship Requests

Northbrook Park District residents who meet the criteria can receive financial assistance towards recreation programs and memberships Applicants only need to qualify once per calendar year Contact Melanie Alexander at malexander@nbparks .org or 847-2912995 for an application form or to discuss the scholarship process .

Refunds/Withdrawal Fees

All refunds are subject to an administrative fee of 10% of the program cost .

Are You Covered?

The Northbrook Park District does not carry medical or accident insurance for program participants as the cost would make program fees prohibitive . Participants should review their personal health insurance plan to be sure you and your family have proper coverage . The absence of coverage does not make the Park District automatically responsible for payment of medical expenses In addition, certain higher-risk activities require a separate waiver which must be signed before the first session

Extended Camp Care

Extend the fun before or after camp with Extended Care! Children will enjoy a nut-free snack each day and take part in planned activities including arts and crafts projects, outdoor field games, board games, and gym games based on a weekly theme

Northern Suburban Special Recreation Association (NSSRA) facilitates year-round recreation programs and services for children, teens, and adults with disabilities who live in 13 northern suburban communities, including Northbrook. With nearly 500 recreation, sport, cultural, and social offerings available throughout the year, NSSRA specializes in introducing participants to new experiences, providing opportunities for skill development and leisure time, and, most importantly, creating space for friendships to thrive.

Services NSSRA Offers

NSSRA serves approximately 1,800 individuals with disabilities through our traditional and cooperative programs. Participants range in age from preschoolers, youth, and teens to young adults, adults, and seniors. Programs are offered at park district facilities, schools, and other locations throughout the northern suburbs.

INDOOR GOLF SIMULATORS

Join us year-round at Heritage Oaks Golf Club to play golf on the best courses from all around the world on our state-of-the-art Full Swing Pro simulators. Enjoy food and beverages from the Acorn Grill + Terrace while you play.

Simulator rentals are available daily and can be made up to one week in advance. Rates are per simulator, per hour and the cost can be split amongst the golfers in your group.

TaeKwonDo, one of the newest Olympic sports, is a 2,000-year-old martial art, offering a variety of benefits for people of all ages and physical abilities . Students have the opportunity to improve concentration and self-esteem, achieve lifelong physical fitness and learn self-defense skills . Classes are taught under the direction of G . Master Hong Kim (9th Dan Kukkiwon World TaeKwonDo Headquarters)

Youth Summer Cycling Program

The Northbrook Park District offers young athletes interested in competitive cycling an opportunity to focus on training and skills This is not a learn-to-ride program Young athletes will focus on training and skills on Wednesdays and compete in races on Fridays .

Wednesday Night Training and Friday Night Racing

Wednesday trainings cover fitness, bike handling skills and safety related to racing Races are both team and individual competitions, with riders assigned to teams on a weekly basis . The coaching staff determines race assignments, types, distances and handicaps Participation weekly on both Wednesdays and Fridays is highly encouraged .

Who’s Eligible?

Riders must be at least six years old and younger than 13 by December 31, 2024 with riding confidence and the ability to follow coaching direction . Riders falling outside those ages may ask for coaches’ approval based on cycling experience Coaches’ decisions for riders outside the age and experience range may be referred to Thursday Nights: USAC Track Racing or excluded for safety reasons

Requirements and Equipment

Riders must have a safe, well-maintained working bicycle, correctly-fitting helmet, gloves and appropriate athletic clothing Track racing bikes or racing bikes with racing cleats and pedals are not required but suggested

Rider Evaluation

Coaches will evaluate riders based on riding skill and lap times to assign appropriate group levels Evaluation continues throughout the season

YOUTH LEAGUES

Team up with the Northbrook Park District! The emphasis of Northbrook Park District Youth Leagues is on the development of children as individuals and athletes, rather than the competitive aspect of winning The program strives to provide a fun and safe atmosphere in which children learn respect, sportsmanship and skills All players receive equal playing time and are introduced to all positions

Team Formation

Teams are organized by grade, school and gender but may be combined if necessary . Staff will contact you when these changes are needed and they will provide you with an opportunity to decide if the change is right for your child .

Friendship requests are available online at nbparks.org/youthleagues Each participant can only request one friend Requests must be reciprocal and submitted prior to the early fee deadline. Team formation begins soon after the early fee deadline Players registering after team formation begins are placed on a waitlist and added to teams if space is available, in the order of registration, without regard for school or friendship requests

Practices/Games

Outdoor Soccer/Flag Football: Both leagues will begin August 24 as the first practice date with games beginning September 7 Each team will play a seven-game season, weather permitting Practices will be as follows:

Pre-K and kindergarten soccer will have both their practices and games on Saturdays

Grades 1–2 for soccer and flag football will have one practice per week during the season

Grades 3–4 soccer will have two practices per week, one with their team and another with Chicago Fire coaches

Equipment

Outdoor Soccer: The Park District provides uniforms (jersey, shorts and socks) that should be worn to all games, unless cooler temperatures warrant extra layers Each player is responsible for the following: all-purpose athletic rubber cleats, shin guards and a ball (size #3 for prekindergarten–grade 1, size #4 for grades 2–4) Practice equipment is provided to all coaches prior to the season’s start .

Flag Football: All players receive a team jersey and are responsible for wearing all-purpose athletic shoes with rubber cleats . Weekly practices included .

Lightning Warning Systems

The Northbrook Park District has two lightning warning systems One is located at Heritage Oaks Golf Club with ancillary units at West Park and Wood Oaks Green Park The other unit is located at Techny Prairie Park and Fields with ancillary units at the Chalet in Meadowhill Park and Village Green Park

Strike Guard monitors cloud and cloud-to-ground lightning The lightning warning system will activate when there is an immediate lightning threat in the area . When this occurs you must seek shelter immediately The unit will deactivate when the immediate threat has passed

Activation (an immediate lightning threat is present)

One uninterrupted (15-second) siren will sound and a strobe will flash .

Deactivation (the system has determined conditions are safe)

Three 5-second blasts will sound and the strobe will go off

Testing takes place on Tuesdays at 9:30am for the lightning systems. Be sure not to confuse testing with an actual alarm! Testing will not take place if there is threatening weather .

The Northbrook Park District tennis program includes neighborhood facilities and classes provided by the Northbrook Racquet Club, 2995 Dundee Road and the Glenbrook Racquet Club, 1801 Janke Drive Classes are available for children and adults

The Park District maintains 24 outdoor courts that are open from April 1 until mid-October . The Park District occasionally reserves courts for private lessons, tournaments, schools and league play . Notifications of court closings are posted at nbparks.org/courts-fields . A patron with an authorized permit from the Park District has priority over walk-on players

To reserve a specific court at the rental fee of $15/hour (resident) or $20/hour (non-resident) call 847-291-2993 League play and instructor-led lessons are allowed only by permit

Court Rules

Help the Park District provide an enjoyable season by following the court rules posted at all facilities Players must wear shirts on the courts and soft, rubber-soled shoes; blacksoled shoes are not allowed . Dog training classes are provided by Coachable Canines with a certified professional dog trainer The class sizes are kept small in order to keep distractions at a minimum and to maximize the instruction that each pet parent receives

Puppy Beginnings

This program focuses on training, exploration, and play, all of which are essential for a puppy’s physical, mental and emotional development Only positive reinforcement training methods are used . Proof of the first round of vaccinations must be provided at least 10 days prior to the first class

Basic Behaviors

If you enjoy in-line skating or skateboarding, you’ll flip for the skate park in Techny Prairie Park and Fields With ramps, bowls, grinding ledges and rails, the 22,000-square-foot skate park welcomes skateboarders and in-line skaters of all ages . The Northbrook Skate Park is all concrete and large enough to accommodate both beginners and experienced skaters

Ed Rudolph Velodrome

Required Permits for Events

The Park District offers its parks and facilities for private rentals If an individual, group or organization is planning an event for a special use, such as a fundraiser or tournament, all Park District, Village and State Ordinances and timelines must be followed Special rates may apply A minimum of 60 days is needed for processing

• Permits are required to reserve the space

• Rental fees are due before a permit is issued

• Groups can grill only in areas with District grills

Tennis/Pickleball Courts

Players or groups can rent the courts at Crestwood, Meadowhill (starting May 27), Oaklane, Stonegate, West and Wood Oaks Green Parks for $15/hour per court for residents and $20/per court for non-residents Wind screens will be up prior to the end of May

Ed Rudolph Velodrome

Take to the track on an official quarter-mile banked cycling track with lights for evening riding . An indoor space is also available

General Registration Information

Commitment to Quality

We want you to be happy with your recreation choices! If you’re not satisfied with a program or instructor, you may ask to repeat the class, transfer to another class or receive a refund The Park District will try to resolve instructor and/or program issues to your satisfaction If you are not satisfied, the full or prorated refund will be approved . Requests can be made at any Registration Office or by calling 847-291-2993 .

Withdrawal & Transfer Requests

We understand that circumstances arise that may lead to a patron’s inability to participate in a class/program Unless otherwise noted, a request for a transfer or refund can be made if:

• The request is submitted three business days prior to the start of a program

• The instructor and participant agree the participant’s skill level is not appropriate

• The class is canceled or rescheduled and participant cannot attend at the new time

• The patron cannot participate due to illness or injury (doctor’s note may be required) .

Refunds

All refunds are subject to an administrative fee of 10% of the program cost

Camps, workshops, before/after school care, golf course green fees, adult sports leagues, daily admissions, passes/punch cards, tickets to entertainment, special events and trips may have nonrefundable deposits and/or special restrictions

Refunds do not apply to program supplies/materials purchased, gift certificates, food and contractual programs

Program Cancellations

When people wait until the last minute to register, classes may be canceled, so register early to avoid disappointment If a class is canceled due to low enrollment, those who signed up will be issued a full refund

Residency

All Village of Northbrook residents are not residents of the Northbrook Park District Non-residents are charged a slightly higher fee for programs If you have questions about residency, call the main Registration Office at 847-291-2993

Health Conditions

Participants should notify the Park District at the time of registration about any medical condition that might require special attention by District staff Information will remain confidential

Code of Conduct

Participants are expected to exhibit appropriate behavior at all times in programs and facilities

That includes respect for all people, equipment and facilities and cooperative, positive participation

The staff will review rules with participants and may dismiss anyone whose behavior endangers safety or negatively affects a program or facility

Are You Covered?

The Park District does not carry medical or accident insurance for program participants; the cost would make program fees prohibitive

Review your personal health insurance plan to be sure you and your family have proper coverage

The absence of coverage does not make the Park District automatically responsible for payment of medical expenses . In addition, certain high risk activities require a waiver/release form, which must be signed before the first class .

Scholarship Requests

Because we believe every Park District resident should have the opportunity to participate in our offerings, we will attempt to provide financial assistance to those faced with financial hardship . Youth Services of Glenview/Northbrook assists the District with the administration of our scholarship program Applicants who meet the criteria can receive financial assistance towards recreation programs and memberships Applicants only need to qualify once per calendar year and application forms are available by contacting Melanie Alexander at malexander@nbparks org or 847-291-2995

The Northbrook Park District is committed to conducting its recreation programs and activities in a safe manner and holds the safety of participants in high regard The District continually strives to reduce such risks and insists that all participants follow safety rules and instructions that are designed to protect the participants’ safety However, participants and parents/guardians of minors registering for this program/activity must recognize that there is an inherent risk of injury when choosing to participate in recreational activities/programs . You are solely responsible for determining if you or your minor child/ ward are physically fit and/or adequately skilled for the activities contemplated by this agreement It is always advisable, especially if the participant is pregnant, disabled in any way or has recently suffered an illness, injury or impairment, to consult a physician before undertaking any physical activity

Warning of Risk

Recreational activities are intended to challenge and engage the physical, mental and emotional resources of each participant Despite careful and proper preparation, instruction, medical advice, conditioning and equipment, there is still a risk of serious injury when participating in any recreational activity All hazards and dangers cannot be foreseen Depending on the particular activity, certain risks, dangers and injuries may exist due to inclement weather, slips and falls, poor skill level or conditioning, carelessness, horseplay, unsportsmanlike conduct, premises defects, inadequate or defective equipment, inadequate supervision, instruction or officiating and other risks inherent to the particular activity In this regard, it is impossible for the District to guarantee absolute safety

Photo/Video Policy

The District takes photos and video of participants in classes, during special events and in the parks By signing the waiver, you are giving permission to the District to use these photos and video in District publications and on the District website and social media outlets All photos and video are the property of the District

Assumption of Risk and Waiver and Release of All Claims

Please read this form carefully and be aware that in signing up and participating in this program/ activity, you will be expressly assuming the risk and legal liability and waiving and releasing all claims for injuries, damages or loss which you or your minor child/ward might sustain as a result of participating in any and all activities connected with and associated with this program/activity (including transportation services and vehicle operations, when provided) .

I recognize and acknowledge that there are certain risks of physical injury to participants in this program/ activity and I voluntarily agree to assume the full risk of any and all injuries, damages or loss, regardless of severity, that my minor child/ward or I may sustain as a result of said participation I further agree to waive and relinquish all claims I or my minor child/ward may have (or accrue to me or my child/ward) as a result of participating in this program/activity against the District, including its officials, agents, volunteers and employees
