Fine Master: Blanca levied Fines on Kerk, Mian, and Ed. Guest Speaker: President Bob introduced John Gabriel who provided an inspiring presentation on his work with Foster Care youth through CASA (Court Appointed Special Advocates). He provided disturbing stats: -Almost 50% of teens in foster care don’t complete high school -Less than 10% attend college -Less than 2% actually graduate;
-50% will be homeless at some time after emancipation -Over 50% will be unemployed within 2-4 years of emancipation -Over 70% of all California penitentiary inmates have spent time in foster care. He also stressed that helping foster kids is an economic issue. Housing emancipated youth costs only $20,000, but it costs up to $115,000 to incarcerate them. There are over 3,500 foster kids in Orange County and only 1,000 volunteers. Boys, in particular need mentors because only 19% of CASAs are men. A CASA mentor’s commitment is 10-15 hours per month of one-on-one interaction for two years.
