Gangsters rounded up
Community takes a stand against gang activities } Boipelo Mere ELSIE MOTLHWAI (45) is one of the parents who was called by spectators to witness her 20-year-old son being paraded with six other boys and a girl, who were reported to be gangsters, while being taken to the Galeshewe Police Station on Saturday (28/03). These youngsters were reportedly collected by a Galeshewe community-based anti-crime organisation, Wanya Tsotsi, at the funeral of a fellow gang member who had been killed by a rival gang. On arrival at the funeral, the organisation reportedly searched the boys for dangerous weapons before parading them through the streets in their underwear to hand them over at the Galeshewe Police Station. Motlhwai, who admitted that her son was a gang member, applauded the community for taking a stand against gangsterism and was willing to work with them in rehabilitating her son, even if it meant disciplining him or an arrest. Her only concern was what he would do to them upon his return home. She has reportedly lost faith in the police, who did not respond when they had called them for help. “We are living in fear in our own house because of this son of mine. On Tuesday he wanted to kill his father, James (55), with a knife and we called the police, but they never showed up,” she said. “That was not his first attempt. Maybe the police would have come after a murder had been reported. “Everyone in my area knows that he is a gangster and I was once chased by members of their rival gang. “We cannot buy anything for the house, as he steals and sells anything, including his own clothes, to buy drugs.” According to Vusi Vanto, one of the Wanya Tsotsi members, the movement was formed in

ELSIE AND JAMES MOTLHWAI. partnership with the police to address the lack of manpower that was reported by the police and to reclaim the streets from the gangsters. “Since the formation of the organisation, families and community members have developed the confidence of pointing out the gangsters and speaking up,” said Vanto. “Communities do not want to terrorise them, but hope for
them to repent, as most of them are still young.” He is confident that they will win the battle against gangsterism in communities, due to growing support on social media. The Kimberley police stated that the group of gangsters were released after they had been questioned and could not be linked to any criminal activities. “They were questioned by the
police, but could not be linked to any of the reported crimes and, therefore, they were subsequently released,” stated Lt. Donald Mdhluli of the provincial corporate communication. Mdluli urged the community not to take the law into their own hands, but to consult with police in finding a way forward in relation to crime. “We appreciate the fact that
the community is playing a role in eradicating crime.” He encouraged them to work with structures such as the Community Policing Forum (CPF) whenever they suspected that certain people were involved in crime. The concerned Motlhwai parents reported that their son had been brought back home on the same day and they hoped that he had learnt his lesson.

Driver of car in cemetery still missing } Boipelo Mere IT still remains a mystery why the VW Polo Vivo, that crashed through the devil’s fork fence of the Galeshewe cemetery and landed on a grave, was being chased by the police. On Tuesday (24/03) the vehicle that destroyed several graves and tombstones between 09:00 and 10:00 was left abandoned at the collision site as the driver was reported to have fled the scene. No one was reported injured in the process and no one has been arrested yet. An eye witness, who said he was a taxi jumpboy, said he saw the speeding car emerge from around the corner in Dingaan Street and crash through the fence. “I know him (the driver) very well, because we had a confrontation with him this morning about his negligent driving. He almost crashed into us and we warned him to take it slow. “This time he was being chased by a police car when he crashed,” said the witness. The nervous owner of the vehicle, who refused to comment on whether or not he had rented out the car, refused to give his name as he was pacing around the damaged vehicle. He said a friend had borrowed the car from him the night before the incident. “I trusted him as I know his girlfriend very well. That is why I lent him the car to run

I was only called this morning to find this,” he said, pointing to the wreckage. “Now I am told he ran away.” On arrival of the Express Northern Cape reporter at the scene, bystanders had already congregated there and police had their hands full in getting them
away from the scene. According to Lt. Donald Mdhluli of the SAPS a case of reckless and negligent driving had been opened. The police, however, did not comment on the enquiry as to why the driver of the car was being pursued by the police at

the time of the collision. “It is alleged that a VW Polo Vivo was involved in a collision in the Kagisho area. “It is further alleged that police were pursuing the vehicle when the collision occurred. The driver abandoned the vehicle and ran away.
“The vehicle collided with the fence and tombstones in the cemetery. No one has been arrested. Police are investigating a case of negligent driving,” stated Mdhluli. “We cannot link the driver to anything, because no arrest has been made yet,” he added.
Public warned against robbers MEMBERS of the public are warned by the police in the Northern Cape against answering or using their cell phones in public places. People are instead urged to walk into a shop if they have to answer their cell phones and wait inside a building while waiting for a lift, instead of waiting outside. The warning was issued by Col. Priscilla Naidu after various incidents related to cell phone snatching, while complainants were speaking on them, had been reported. Three learners were also reportedly robbed of their cell phones on different occasions in the last week. “In one instance a learner was threatened with a firearm and ordered not to scream while her cell phone was stolen,” stated Naidoo.
Thus school children are also advised to wait inside the school premises when waiting for their parents to pick them up instead of sitting alone in the street or outside the school gate. The corners of Lennox and Chapel Street, as well as the robots in the CBD, were identified as the hotspots and are reported to be more dangerous. “The suspects casually walk away leaving the complainants in utter shock after robbing them. They are brazen and are usually neatly clad and do not look suspicious. When they spot their target, they approach the victim and demand their cell phones and personal belongings,” she warned. When stationary at robots or stop streets, drivers are advised to ensure that their cars are locked.

Local businesses to cash in } Boipelo Mere LOCAL businesses are expected to make a killing over the coming weekend as all roads lead to Kimberley for the fun-filled upcoming Diamonds and Dorings Easter Festival. Mahambehlala Communications, part of the marketing team for the festival, advised leisure and retail establishments to keep their shelves fully stocked as there will be a huge influx of shoppers over the Easter Weekend. As one of the nation’s major cultural
attractions, Diamonds and Dorings strives to promote social cohesion through its events that are representative of all South Africans. The festival is also expected to reflect the spirit of unity in diversity through this year’s line-up. Retired principal’s legacy profound } Boipelo Mere MATHABO VIOLET SEBATI (Prinza, 63), the former principal of the Isago Primary School, has retired. She served 40 years of her teaching career with the Department of Education as a teacher and a principal at various schools in the province. Although she officially went on retirement in 2012, her colleagues at the Isago Primary School in Vergenoeg, Kimberley, did not let the opportunity of hosting a farewell function pass them by. In a beautifully decorated and packed RC Elliot Hall, the farewell function was attended by various structures of the school that were formed during her term as the acting and as a full-time principal, and other retired teachers. She said she had taught at various schools as a teacher and ended up being transferred to the Isago Primary School. “I joined Isago in 1992 as a Sotho educator and was promoted to school principal in 1995,” she said. Sebati boasts with a long list of achievements. Under her leadership, the school became highly recommended. This got the attention of government and the private sector and resulted in the school receiving donations, awards and learners receiving exposure in the process. According to Mantele Mokgoro, one of the educators at Isago, Sebati was an
amazing person. She added that the former principal had been like a real parent who had continued to strive hard to put her school at the top. “We will miss her green fingers as she took it upon herself to make the school’s food garden a success when we were too slow to do it. The school’s vegetable garden won the district and national food garden competitions, and many stakeholders came on board to support it,” said Mokgoro. “We would sometimes ask ourselves why we were always hosting visitors, even from the Department of Education. But we later realised that it was due to her continued warmth and hospitality. “No one would leave the school without having had a cup of tea, coffee, something cold to drink or a glass of water if there was nothing else.” According to Mokgoro, the rewards were not only that of many disadvantaged learners getting fresh vegetables from the garden, the Department of Water Affairs came on board and erected a bore-hole and a water tank at the school to capture rain water in a bid to reduce water bills and to assist in watering the gardens. Brigalia Bam of the Independent Electoral Commission (IEC) was also reported to have assisted the school’s Go Green Environment Project by planting trees. Sebati was awarded the Kimberlite of the Year Award in 2009 and she was nominated for her proactive efforts to

Amid all the achievements that were highlighted, to Sebati the highlight of her term as a principal was when they had sent their first learner, Lerato Springbok, to the Oprah Winfrey Leadership Academy for Girls in 2012. Springbok was selected as the top learner in the Northern Cape. “My heart was filled with so much pride and joy when I made the announcement at the school. She is now in her final year at the academy.” The following year, a second learner, Sindiswa Ningizwayo, was chosen from the school. “I was so proud to realise that I was part of the team motivating these young achievers to make it this far. “There was this one year that I remember when the school closed in the absence of Sebati due to her being admitted for an operation. “When Christmas came, all 34 staff members received Christmas cards, with individual messages in them. It was so amazing and touching to realise how well

she knew her flock. “We only realised when the schools re-opened that we had received different messages,” said Mokgoro. Amongst all the other people she thanked Sam Sebati, her husband, whom the school called ‘Director’ due to his endless support for the school activities. “He was a wonderful husband who supported his wife throughout her career and in her responsibilities.” The staff said they were already missing Sebati. “Oh, we will miss her nice scones and warm soup, especially on cold days,” said Kele Melaleco. “We would just see her arriving with some scones or a pot of nice soup. It is so unfortunate that none of us managed to force the recipe from her.” Melaleco, who is the school secretary and part of the organising team, said it had been an honour for everyone involved in the school to organise the farewell function. “We pulled out all the stops because we felt it was the appropriate way of saying goodbye to our former principal. “She was an inspiration to everyone at the school, including the learners. She was a shoulder to cry on when we had problems. “One thing about her was that she was a straight and strict person and a parent to everyone. What you see is what you get. “I will never forget how emotional she was on the day of her farewell function.” But the workaholic Sebati said she was not planning on sitting at home doing nothing. She will continue baking and is currently running a small business by selling home-made scones. “People put in orders for the scones and biscuits. I am also making hand-made fancy hats,” she concluded.

Small business flourishing ANOTHER small business in the Northern Cape has become successful, reportedly through the help of Kumba Iron Ore’s Kolomela Small Business Centre. Entrepreneur and businessman Frans Muller is the beneficiary who operates a thriving transport business that shows growth yearly. Muller has come a long way since a tragic accident in 2001, which left him in the intensive care unit for approximately six months, and facing the possibility of never walking again. According to Cindy Ramnarayan, communications practitioner at Anglo American, Muller worked at Spoornet for 25 years where he trained operators while conducting ad hoc transport for an additional income. She stated in a press release that Muller’s business started from humble beginnings with his own vehicle. “After the accident he could no longer work and had to recover from the accident. While recovering, Muller decided that he wanted to do something different and started to transport school children between school and their homes during the day. In the evenings he transported people from local businesses to their homes in Postmasburg,” stated Ramnarayan. “His business gradually grew into a full-time job around 2004-’05 and his clientele and transport needs also escalated thanks to the support of his wife, Annah, who assisted him in securing clients.” Muller’s business expanded since he started transporting people to surrounding towns and assisted in grocery shopping collection and other errands. “Safety and time management were very important to Muller and he knew that he would have to obtain a bigger vehicle to ensure that he could meet the growing demands of his clients.” The potential growth in the business was convincing enough for the Kolomela Small Business Centre to decide to facilitate funding for his growing transport need. “I knew it was going to happen one day, but I have the patience of Job. All good things will come to those who wait,” said Muller about the new vehicle. According to Ramnarayan, Zimele’s unique approach to enterprise development has made a real difference in communities over the past two decades. “From 2008 to the end of 2014 its six funds provided R1,4 billion in funding, supported 1 885 companies and completed 2 765 loan transactions. Funded businesses have employed 38 296 people and achieved a collective annual turnover of R6,1 billion,” stated Ramnarayan. “The Kolomela Small Business Centre in Postmasburg assists local existing and established entrepreneurs financially through the Zimele Community Fund. The fund cap is R2 million, with a 6% interest rate annually paid over 36 months,” George Benjamin, manager: public affairs at the Kolomela Mine, was quoted saying. The centre has two types of loan funding, term loan (long term) and project loan (short term). Entrepreneurs must follow certain processes in order to qualify for these business loans.” “The centre also offers other free services like internet service for clients, business management training and business mentoring. “Anglo American is committed to making a real difference to transform the communities in which we operate, promoting our shared value mission.”

Sixteen arrested ALTOGETHER 16 illegal immigrants from Lesotho were reportedly arrested on farms in the Plooysburg district on Wednesday (25/03). They were charged in terms of the Immigration Act. According to a police spokesperson, the arrest of the eight men and eight women was reportedly made
during a well-planned joint operation between various government departments being the SAPS, the Departments of Home Affairs, Social Development and the Department of Labour. According to Col Priscilla Naidoo the operations started when the officials visited farms from about 06:00.

How to save tax on your rental property MANY private landlords who own one or more rental properties do not realise that they are required by the South African Revenue Service (Sars) to calculate their expenses and profits in relation to all their properties to pay tax on their profits. This was revealed by Andrew Schaefer, managing director of leading national property management company Trafalgar, when he raised concern about the most private landlords who forget to keep records for income tax purposes. “Everyone knows there is more to owning a rental property than finding a tenant and collecting the rent.” He further highlighted that keeping whatever rent they received without any reference to Sars, especially if they were only just breaking even on their rental properties, was a contravention of the Income Tax Act. “Sars says that even money received for the occasional rental of a holiday home or for the rental of a room in your home or a cottage on your property forms part of your income and must be declared to the Receiver, or you could find yourself in very hot water.” On the other hand, Schaefer noted that rental property owners needed to be aware that there are expenses incurred in the letting of property that could be deducted from the gross rental to determine the actual profit and reduce the amount of tax payable. According to him, to Sars these expenses include municipal rates and taxes, the interest paid on the mortgage over the property, the cost of advertising for new tenants, the fees paid to a managing agent, the annual homeowners’ insurance premium, the cost of repairs and
maintenance and the cost of garden and security services. “Landlords who are claiming these expenses will, however, have to submit proof in the form of invoices, receipts and statements from their banks and insurance companies, and they should be sure to start filing these supporting documents now at the start of the financial year. They should also be aware that they cannot charge VAT on the rental they had received, or claim VAT on anything they spend on the property.” Schaefer says expenditure on improvements to the rental property such as the addition of a garage or a bedroom cannot be claimed against the rental income received, but could be included in the base cost of the property to effectively reduce the owner’s capital gains tax liability if the property is sold. “Meanwhile, our advice to owners who haven’t declared their rental income in past tax periods is to approach Sars as soon as possible and ‘come clean’ rather than waiting to see whether, or rather when, they will be found out.” Schaefer advises that taking the direct approach may even result in a reduction of the penalties and interest that Sars can impose on unpaid taxes, and it will certainly be better than waiting until you decide to sell the property and then being faced with a huge tax bill before you can transfer it to the new owner. “We do recommend, though, that you get an accountant or a reputable tax consultant to help you clear things up, or even to approach Sars on your behalf, and to ensure that your net rental income is properly calculated and disclosed in future tax returns.”

His team, the Northern Cape badminton team, hosted an important send-off ceremony for him on Wednesday (01/04) on his departure to the games that will be hosted from 2 to 10 April. The gr. 7 learner of the Eureka Primary School in Kimberley forms part of the best South African team with four other stars from the Free State, Boland, Western Province and Eastern Gauteng. He is confident that he is part of a strong team due to his experience of competing with the other teams. “I am so excited and plan on bringing home gold as I have been preparing for this level of competition for many years,” he said shyly. He plans to use his first experience to make the province proud. “Since I have started badminton at the age of four, this will be the very first time that I will be travelling to a tournament without my parents by my side.
