Mguza’s fate sealed
Members shed tears for their fallen leader } Boipelo Mere THE minute Phutuma Mguza and members of the Frances Baard Regional Executive Committee emerged with a different viewpoint to the one held by the provincial executive committee about the ANC leadership battle in Mangaung, his fate was sealed. His day and probably that of other REC members came last Saturday when he was convincingly trounced by Dr Thapelo Dithebe for the position of regional chairperson. Zamani Saul, the provincial secretary of the ANC in the Northern Cape, had earlier referred to the Frances Baard conference as a memorable and watershed 6th regional conference that had 90% of its 44 branches passing the audit. Prior to the conference, Saul told the media that the provincial office had received more than 20 complaints which were mainly about the lack of a quorum during the branch general meetings, the disruption of meetings, manipulation of membership and manipulation of processes towards the BGMs. The conference held in the Rekaofela Resort in Barkly-West, seemed peaceful on the surface, however, underneath laid a myriad of deep-rooted feelings of vengeance visible only when those who were defeated, meekly rose to decline their nomination as additional members of the REC. This memorable conference, where tears were shed by losing
delegates who had supported Mguza, was a reminder of the words spoken by Saul prior to the election announcement on the danger of factionalism and its ability to eat away at the core and existence of the organisation. “Everything here is a sham, the results are not a true reflection of the wishes and voting of delegates,” said a teary man who had refused to identify himself for fear of reprisal. Asked if it had been rigged he quickly rushed inside where the announcement was still being made. Media reports last week had been awash with theories of the outcome of the conference with some blaming Phutuma Mguza and the erstwhile REC for the dwindling membership in Frances Baard. Mguza is head of the ministry in the Department of Transport, Safety and Liaison which looks exactly like Saul had described – the ANC brand being dragged through the mud by its members. In that department accusations and counter-accusations by deployees of the ANC had led to a dysfunctional state of the department, so much so that last week Steven Jonkers, head of the department, had been arrested and charged for fraud. He is out on bail of R10 000. Dithebe will serve with Mpapi Ndyebo as his deputy, Webster Dichabe as secretary, Marekwa Yende as deputy secretary and Elisabeth Monnapule as a treasurer. All eyes are now on the list conference in September.

Ria awarded for excellent work } Boipelo Mere RIA BESTER, a nursing practitioner at the Mediclinic Kimberley for the past seven years, was awarded the 2013 Nursing Excellence Award. This was during Mediclinic’s International Nurses Day where they acknowledged remarkable nurses like her. She was further congragulated by the hospital for being the life blood of the hospital for all the years. “International Nurses Day is an opportunity to acknowledge the lengths our nursing practitioners go to every day in ensuring the levels of expertise they display in all aspects of patient care. “They are the ones who help bring new life into the world, and see death steal it away. “They are scientists who wipe away tears and offer comfort, and in doing so they walk the extra mile for their patients and their profession,” stated Denise Coetzee, the client services manag-
er of Mediclinic. She revealed that the individuals were chosen by their peers, patients and their families. Bester was described as a virtuous woman who gave her best attention to each and every patient regardless of their situation. She works hard and therefore earned her colleagues’ respect as they also looked up to her for advice. She gives 110% support on her work performance every month. She was further described to be dependable as she always got the most compliments from patients during feedback ratings. According to Patrys van Blerk, who nominated Bester, families give good comments about her and express how safe they feel in her capable hands. “She is a good ambassador for the nursing profession as she never steps back when she is faced with a duty to perform,” stated Van Blerk.

SPCA fights distemper outbreak } Boipelo Mere THE SPCA in Kimberley is hard at work trying to fight the outbreak of fatal distemper disease on dogs around the Blumanda, Homelite and Roodepan areas. On Thursday they parked their vans in front of the Roodepan Clinic where they performed the vaccination and dipping. According to Alicia Abbett, a vetenarian nurse at the SPCA, they have witnessed the outbreak after admitting about eight dogs, which they tried to treat at their centre. “We are trying to prevent the outbreak by assisting those communities that cannot afford a vetenarian. “We will come back to the same area in months’ time to continue the campaign,” she said. Abbett confirmed that the illness is serious as it can be transferred by saliva from the one dog to another. “Although distemper poses no danger to human beings, it is unfortunate that there is no treatment for it, thus we end up with no alternative but to put the dog down,” she explained further. Although members of the Roodepan community heeded the call to bring their dogs to be vaccinated and dipped on Thursday, the SPCA could not treat all the dogs because they ran out of medication. Abbett further stated that they treated more than 160 dogs by 11:00 on the day and it was very unfortunate that they could not assist everyone due to shortage of vaccinations. She said they were surprised by the big turnout because they do not have promotional material. “We created awareness by driving around Roodepan and informing people to bring their dogs, and they came. “Puppies under four months of age and unvaccinated dogs are most at risk,” she continued.

NC premier to be affirmed ANC in } Boipelo Mere THE African National Congress (ANC) assured the media last week that the acting premier, Sylvia Lucas, would be affirmed as the premier of the Northern Cape tomorrow. In an article published on 8 May, Express Northern Cape reported on how the ANC was exposed by the opposition when it was thought that the appointment of a new premier in the Northern Cape was just a formality. The opposition referred the sitting house of the provincial legislature to Section 133 of the Constitution, that explains the appointment of a new premier in case of the existing premier being incapacitated or expelled. The act provides that the sitting house votes for the new premier and that the vote should be a two third majority. When the matter was brought to a vote, the house did not reach the said two third majority, due to the fact that in the absence of Hazel Jenkins in the legislature and a failure of the ANC to engage the opposition on this matter, two votes were short. The ANC last week reported to Express NC that it has amended its ways and has
engaged the opposition. “I must report that there is progress on this front. “We managed to find an alternative way to resolve the matter which does not require the two third majority in the legislature,” said Zamani Saul. At the botched appointment of the premier four weeks ago, Ntsikelelo MacCollen “MacJack” Jack was standing on the sideline waiting to have his name called to be sworn in as the replacement for Hazel Jenkins in the legislature. This did not happen due to the unforseen circumstances that unfolded on that day. However, Zamani Saul confirmed that MacJack was to be sworn in this week as resolved by the provincial executive committee. MackJack is the municipal manager for the Pixley ka Seme District Municipality and he was once touted as a possible challenger to John Block’s provincial chairpersonship. The coming in of Sylvia Lucas as a premier will surely lead to the reshuffling of positions in the provincial executive committee and she is expected to announce her new cabinet on the day of her swearing in.

IN-BETWEEN national, provincial level of government and a year later of local government, there has been unending by-elections in municipalities and elections of party political leaders in South Africa. “It is as if the national policy of South Africa is election and more elections,” joked one local journalist on his way to a press conference about the ANC 2014 strategic election workshop. However, elections are known to be a supreme sign of a mature democracy and South Africa is a democracy. As a result, the ANC in the Northern Cape is gearing up for a list conference in September. This is a process where members of the organisation either deploy or recall public representatives in national parliament or provincial legislature after the 2014 election process. The list conference will be the result of a laborious process called the list process. The first step of the list process starts with the appointment of the provincial list committee by the provincial executive committee of the ANC. The work of the provincial list committee will culminate in the nomination process by all branches of the ANC in July and will then be followed by the provincial list conference. “The list conference will also entail a laborious process of reviewing the current serving public office representatives. The process of reviewing the current serving MPLs will be done by the office of the secretary general in conjunction with the office of the provincial secretary and involves various steps,” said Zamani Saul, the provincial secretary of the ANC in the Northern Cape, during a recent press briefing. According to Saul the overall list should meet the following criteria; the geographic spread, at least 50% women, 60% sitting or former MPs and MPLs to ensure continuity and experience, at least 33% must have expertise in the priority areas such as economic, rural and social development, infrastructure development, public finance and law, good mix of youth and age, as well as people with disabilities or who are differentlyabled. “As the ANC in the province we are ready to embark on this challenging, but exciting process of nomination of the public office representatives. We are the only party in the country that has a broad-based and mass-driven consultative process in the identification of public office representatives and our process is unparalleled,” concluded Saul.

SAPS K9 Unit needs dogs AN urgent appeal was send out to the Northern Cape communities by the provincial SAPS Kimberley K9 Unit to donate dogs. The K9 Unit in Kimberley is in dire need of police dogs. They are appealing to the public to assist in donating breeds of dogs which will be trained in canine duties. The breed in need are German shepherds, Belgian shepherds, Rottweilers and border collies. The dogs must be between the ages of 1 and 2 years old. They must have a good ball drive and display some aggression. Suitable candidates will be tested at the K9 Unit and if they meet the criteria, the owner may donate the animal to the police. Donors are requested to contact Lt Col Rossouw at the K9 Unit on 082-333-9399.
