‘Koning’ of the Kalahari
Lucas premier of note } Boipelo Mere YOU will think of no other than George Orwell’s masterpiece 1984 when you hear Sylvia Lucas crowning herself die koning van die Kalahari. It is Orwell’s discouragement of double-speak that probably made Lucas call herself koning rather than koningin. She is, after all, the premier of the Northern Cape. She is responsible for more than one million inhabitants of this sparsely populated province. Throughout her inaugural speech and her budget speech earlier, one could not miss her well-known antics as she dealt with opposition parties, throwing her sarcasm and sense of humour around. She sent the whole gallery and legislature into raptures when she said in Afrikaans: “Ek praat Afrikaans, want ek het mos met die skip gekom”. She was referring to her as being the offspring of both whites and Bushmen. Lucas was formerly an MEC
for Environment and Nature Conservation and she is a deputy chairperson of the ANC Women’s League in the province. She is better known as the worst howler and noise maker in the legislature, so much so that one could have mistaken her for an empty tin, only to learn when in serious talk and on a one-onone basis that she is indeed a tigress of note. To illustrate the above, in contrast to the rapture that filled the gallery and the chamber, there was an eerie silence when she gave the opposition parties, particularly Cope, a dressing down pointing to the gallery where Karel Boshoff, president of the Orania-beweging, sat, saying she missed him and his party’s Freedom Front Plus constructive criticism and opposition. However, in the face of it all, this koning van die Kalahari looks like a workaholic and somebody who can take the province somewhere.

Boeboe bids NC legislature farewell } Boipelo Mere SINCE the new administration came to power after the previous national and provincial elections, the Northern Cape has become a province of suspense and speculations. Rumour mongering has enveloped the province ever since that unfortunate incident where Premier Hazel Jenkins suffered a stroke while delivering the State of the Province Address last year. While Boeboe van Wyk was delivering his budget speech as speaker of the Northern Cape Provincial Legislature, his lips gave nothing away of his impending resignation the following day. Even when he concluded by saying that the legislature remained committed to the constitutional mandate of law-
making, oversight and public participation, the speaker dropped not a single hint that he was headed to Namaqua to serve as mayor in the Namakhoi Municipality. It was a shock to everyone when the ANC announced during an emergency press briefing that Van Wyk had been released to be closer to his family and would therefore be replaced by Gail Parker, the spokesperson for the ruling party. Van Wyk said that he was honoured to have fulfilled his dream of serving the party at all levels and that he would continue to assist the ANC to stabilise it by serving the people. “I’ll definitely miss the Northern Cape Legislature as there was never a dull moment while I was here,” he added.
“Wherever Comrade Boeboe was deployed he left indelible footprints of honesty, integrity, visionary leadership, forthrightness and hard work. He possesses a wealth of governance experience which we think will add value in our efforts to strengthen the Namakhoi Municipality. The Provincial Executive Committee has faith in his capabilities and we wish him all the best,” said Zamani Saul, the provincial secretary of the ANC. Parker, the new speaker of the Northern Cape Legislature, shyly said that it had been unbelievable when she had heard the news. “It is an honour for me as I don’t thinks everyone gets an opportunity like this. It clearly shows that the ANC trusts me more than I imagined,” she concluded.

“THE Department of Rural Development and Reform has vowed to see to NARYSEC grow from strength to strength.’’ These were the words of the minister of the Department of Rural Development and Land Reform, Gugile Nkwinti, when he addressed members of the national rural youth service corps in Kimberley last week. He said this after a magnificent graduation display and military parade by members of NARYSEC at 3 South African Infantry Battalion. The minister explained that NARYSEC was a component of rural development that trained youth in various skills to create employment opportunities and helped them to create conditions for self employment. “A student cannot be successful unless he or she is disciplined. Hence we have brought you to this military facility to learn about discipline and its importance,” said the minister. Nkwinti urged the 1 042 graduates from around the country to become agents of change in their respective societies on their return. “This may seem like an ordinary event, but you must be aware that you have joined a prestigious institution. What you do with these skills is up to you,” said Nkwinti while congratulating the participants. NARYSEC was established in 2010 with the aim and main goal of recruiting and developing rural youth to perform community service in their own
communities. The specific objectives of NARYSEC are to recruit unemployed youth in rural areas through further education and training programmes linked to the identified developmental community projects in rural areas. The youth gets training in multidisciplinary skills through civic education and therefore increases the number of rural communities receiving support in their self-development through the Comprehensive Rural Development Programme (CRDP). NARYSEC is rural wards-focused, as such, it recruits youth from rural wards, including youth with disabilities with assistance from local municipalities. The vision is also to decrease the level of unemployment in rural areas, to increase literacy skills in rural areas, disposable income for youth in rural areas as a result of employment and entrepreneurial opportunities. To be considered for enrolment into NARYSEC, a youth must meet the following criteria: Must be in the 18 to 35 age group, must have completed gr. 10, gr. 11 or gr. 12, must be living in a rural area as well as be committed to staying in the programme for 48 months. “During this intake we had to release five of the students due to a lack of discipline. One of the conditions for the girls is to ensure that they do not fall pregnant during this period. The boys are the ones who mostly cannot accept discipline,” Nkwinti said. One of the graduates, Theophilus
Tshwane from Rustenburg, said that discipline was one of the most important tools that he had been taught. “I also believe that leadership skills are going to benefit us when we get back to our communities. We’ll be able to help our communities to make South Africa better,” he added. “I have learnt a lot. I am going to make a change in my community, more especially the youth. I have learnt a lot here during the fourmonth period,” said another graduate, Kabelo Moepe from the Free State. Nkwinti elaborated that the programme was not a job creation or a politically motivated one. He clarified that the initiative by government was to build up young people for their future. “NARYSEC is here to stay. Although we are currently using the military premises, we are in the process of identifying dedicated facilities and structures where we’ll have our own personnel,” added Nkwinti. The minister proudly said they had in the past lost some of their students to the private sector. He, however, said that they could not rely on the private sector alone as it was too small. Parents, relatives and friends attended the parade and other attendees included the mayor of the Madibeng Municipality and the Dr Kenneth Kaunda District Municipality in North-West. MEC Norman Shushu was also part of the dignitaries. A total of 925 members of the Northern Cape participated in this intake.

SAB calling for entries THE South African Breweries is calling for entries for their annual Project KickStart Competition. KickStart is a youth entrepreneurial programme that was launched in May 1995, with the initial vision of alleviating poverty. It is aimed at youth that want to expand their existing businesses and is therefore mainly focused on instilling a culture of entrepreneurship among young people. Over the years, KickStart has become one of the largest entrepreneurship development projects run by a private sector company. The SAB KickStart programme has subsequently become a platform to stimulate sustainable enterprise development over the past years. The programme promotes business
awareness through training, supplying grants as start-up capital, post-training mentorship and business development support. The competition is open for 18- to 35-year-olds from previously disadvantaged backgrounds who have registered businesses currently operational. This person should have entrepreneurial flair and be committed to being successful. This innovative initiative by South African Breweries awards grants and provides mentorship to winning businesses with prizes ranging from R30 000 to R250 000. Since its inception in 1995, SAB KickStart has invested more than R64 million into developing youth-owned businesses. The programme has benefited more than
22 900 young entrepreneurs and helped start 3 200 businesses. The Holy Spirit who distributes gifts is as active in the church today as when He was among apostles in the early church. He gives gifts and the qualification criteria remain the same as it were with the early apos- DR THAPELO THIPE tles. These come about when leaders in church conscientiously develop a close relationship with the Lord Jesus Christ in his Word and in character. The Lord Jesus Christ revealed the criteria for appointment in the Kingdom of God when He said many are called, but few are chosen. The Lord who knows our hearts, chooses us and when we prove faithful to Him He bestows gifts upon us. Gifts of healing and the working of miracles are alive in the church today. Prophecy and discernment of spirits including knowing things supernaturally is what the Holy Spirit is ministering through apostles, prophets, evangelists, pastors and teachers. The ordinary believer, when trained in the Word of God, can also deal with sickness, disease and demons. There are gifts of tongues and of interpretation of tongues. These come as a result of a higher level of commitment and hunger for the presence of the Lord. All the gifts operate within an orderly discipline in the church. As the end of the dispensation of grace draws to a close the church will experience an increase of miracles to a point of exceeding those which the Lord Jesus Christ performed. As a matter of fact, this is what the Lord Jesus Christ said would happen in the church.
