G Hostel to be upgraded
Persons with disabilities will also be accommodated } Teboho Setena THE infamous G Hostel in Welkom’s township of Thabong is set to be turned around completely. The Free State Government is set to change the face of the hostel, to accommodate mixed families, including persons with disabilities, at a cost of R220 million in a project expected to run over a period of 12 months. Sarah Olly Mlamleli, the MEC for Cooperative Governance and Human Settlement, announced that the provincial government was going ahead with plans to upgrade G Hostel, and added that it would make provision for persons with disabilities. She spoke at the Govan Mbeki Awards
held last week Thursday in Welkom. Mlamleli said the upgrading of the hostel dwelling would be done in phases. “We are going to demolish the hostel in phases to avoid inconveniencing the inhabitants. A site will be handed over soon where the company appointed for the construction of the hostel will be based. The unit will be built in such a way as to accommodate even people with disabilities. “Preferably, the units at ground level should be made available for persons with disabilities. The new phase of the hostel will have units for families and bachelors. We are trying to cater for all people who can afford to rent and who are unable to obtain a loan to buy a house. We are going to meet with

the inhabitants to explain to them the developments and what is going to happen,” said Mlamleli. She said no people would be removed during the construction phase of the hostel. Mlamleli said rebuilding G Hostel was in line with the Free State Government’s housing plan – the Community Residential Units Programme (CRU) – which was established to upgrade hostels into residential units. “The G Hostel environment is going to change and become a home for all families. There will be units with three and two bedrooms including bathrooms,” said Mlamleli. She said the outcry by the community

regarding crime-related incidents would become a thing of the past and added that the provincial government was forging ahead with its plan to house people in decent dwellings. Mlamleli said G Hostel remained a cause for concern. G Hostel, previously for male mine workers, is situated along Constantia Road and just about 3 km from the Thabong police. Adjacent to the hostel is the Teto Secondary School and another hostel block previously for women. G Hostel has become notorious over the years because of a string of illegal gold dealing activities among illegal miners. Despite raids by the police, changing the environment of the hostel remains a constant challenge.

Centre needs equipment for kids } Motlalepule Mokgosi THE Kgotso Eate Day-care Centre, an early child development centre, is in dire need of support to render comprehensive early childhood programmes. Built from corrugated iron, it accommodates 98 children from ages two to six. The centre is situated in the residential area commonly known as Ditsheng, adjacent to Orange Grove and the new residential settlement of Thubelisha, east of Thabong. Emily Khampepe, founder and matron of the day-care centre, says since its establishment in 1992 they have been faced with desperate challenges due to the lack of funding. They need basic equipment to render comprehensive early childhood programmes. Besides funding they also need educational items, toys, mattresses and blankets. Khampepe says they also need a site to build a fully-fledged centre. They rent the site where they are currently situated. For assistance they have been depending on funding from the National Lottery. Their contract has ended, leaving them with a huge task to cover all the expenses that include monthly payment of four staff members and rent for the last six months. However, Khampepe says funding from the National Lottery was not enough to fulfil their needs. They have also fallen victim to crime. “Criminals have been tampering with the premises and have also broken in, stealing valuable goods. This has set us back,” Khampepe says. They sustain the centre through proceeds from fund-raising events held quarterly. “We are very honoured to have

worked with Saduma Miya who helps us to organise fund-raising events,” Khampepe says. The centre was established in 1992 with the purpose to render early child development programmes. “It started with eight to ten children in my backyard and it later accommodated more than 50 children. The centre has stood tall over the years,” Khampepe says. She shut down her tuck shop to focus on running the day-care centre. “It is something that I really love and I believe it is a gift from God.” Khampepe says she will be very happy to receive donations of toys and educational toys for a start. ) Those who are interested in assisting the day-care centre can contact Emily Khampepe on 083-745-1545.

His forgiveness paved the way for a commitment to a process of a non-violent change. When released from jail, Nelson Mandela was prepared to settle for a negotiated settlement to help reach a smooth transition from repression to democracy. Because of this transition, we are economically and sportingly part of the globe. All boycotts were done away with. Historians should rewrite our history and it must be taught at schools. But it should not be compulsory; it should be a subject to one’s choice.

THE police in Wesselsbron and the Goldfields region are appealing to the public for their help in the SAPS’s search for Baledi Hlakoane (photo) who has been reported as missing. The woman apparently has a psychiatric disorder (mental health condition) and was last seen on 7 April by neighbours on the R719 road linking Wesselsbron and Bothaville. Hlakoane (45) has a dark complexion and was wearing black jeans, a blue jacket and brown boots. Anyone with information about her whereabouts or who might have seen her, can call the investigating officer Khothatso Taole of the Wesselsbron police on 057-899-1811 during office hours.

Suspects remain in custody THREE burglary suspects, Ntsokolo Puleng, Samadula Montoeli and Lehlohonolo Makhalema, will reappear in the Wesselsbron Magistrate’s Court on 4 August regarding a burglary at a Jacobsdal farm in the Wesselsbron District. They first appeared on 16 July facing a charge of burglary at a business premises. Puleng, Montoeli and Makhalema are still in
custody while the police continue with their investigation of the burglary reported to have occurred on 12 July. The suspected burglars were caught in the Tikwana township in Hoopstad after the police had received a tip-off. Molebogeng Lechesa, spokesperson of the Welkom police, said, a welding machine and electric generator had been recovered.

Skeleton investigated } Teboho Setena THE forensic investigation to determine the circumstances surrounding the death of an unknown person whose skeleton was found in an open veld in June is expected to take six months. The investigation is aimed at uncovering the person’s identity, age and gender. The skeleton was found several metres from the mini-supermarket known as Unity, situated at the developing residential settlement Freedom Square in the southeast of Thabong. Malebo Khosana, spokesperson of the Thabong police, said the investigation could take six months due to the nature of the case. He said as far as their records showed, this was the first case of its kind in which a skeleton of a person had been found who was suspected to have been killed and then burned. Khosana said they were still awaiting the postmortem results to determine if the person had been murdered or not. Despite the complexity of the case, Khosana said the forensic investigation would be able to determine the identity of the deceased and if he or she was a South African or a foreign national. He said the police did not suspect that the

At the scene the police found a decomposed arm a few metres from an area where there were ashes from burnt tyres.
Worker dies at MEC’s house THE MEC for Sport, Arts and Culture, Mathabo Leeto, has appealed to small, medium and micro-sized enterprise (SMMEs) companies to ensure the safety of their workers when they’re on duty. This followed the death of a worker, Franklin Davis, who incidentally died while working at the house of Leeto. The deceased worked for the company that was appointed by Leeto to cut a tree at her private house in Welkom. In a statement issued, Tankiso Zola, the department’s spokesperson, said: “The full facts around the incident are not known, they are still part of the police investigation. Neither Leeto nor any member of
the family was present when the incident occurred.” He said information received from both the contractor and the family of the deceased indicated that Davis was rushed to hospital by the contractor and his fellow workers. “On arrival at the hospital Davis was declared dead. The contractor should have called the ambulance services to take the worker to hospital. The police were called by the hospital and now the matter is under police investigation,” said Zola. He said Leeto regrets the incident and has interacted with Davis’s family to send her heartfelt condolences.
Unemployment concerns party ROY JANKIELSOHN, leader of the DA in the Free State, laments the rising unemployment in the province. His grave concern stems from a survey by Statistics South Africa revealing a negative picture of the general household in the Free State. Jankielsohn raised his concerns on 9 July during the Free State Government Departments’ budget vote debate in the Free State Provincial Legislature in Bloemfontein. The survey revealed that youth unemployment in the Free State was currently at 48,2%, the highest in the country. “The survey revealed that out of a population of 2,7 million people, only 514 000 cited salaries as a main source of income, while 477 000 cited social grants as the only source of income. “This means that roughly only 59,6% of Free State households are salaried, while 55,2% are either completely dependent on social assistance or depend on grants to supplement income,” he said. The current unemployment rate is at 40% (expanded definition). “This means that out of a total possible workforce population of 1,25 million, 496 000 people are unable to find jobs. The DA has a vision for a prosperous Free State. A Free State in which every person has an opportunity to reach his or her potential, depending on their own personal efforts to do so. This administration must adopt a ‘Free State First’ policy within the procurement process. “Local small businesses will benefit from this and it will create employment. We need to embrace entrepreneurs, assist where we can and allow small businesses to flourish,” said Jankielsohn. He challenged local municipalities to play their role in turning around the province’s socio-economic situation. “Municipalities have a role to play in contributing to economic development.
“The Free State requires municipalities that provide basic services and understand local economic development, we need to improve our roads infrastructure, we need to provide a safe and secure environment and we need to provide skills for our labour force. An economic environment that levels the playing field of opportunities and encourages and sustains investment. This is not beyond the potential of the province. The DA’s vision of an open opportunity society for all encapsulates this.” Jankielsohn emphasised the province had the potential to improve its sorry state of affairs, further challenging the ruling party to practise what it preached regarding job creation. “We simply need to implement the National Development Plan. The DA will support any positive initiatives to improve the economy of our province. The Free State has the potential to turn around our ailing economy and prove to the rest of the country that we are a winning province,” said Jankielsohn. Leona Kleynhans, DA member of the provincial legislature, pointed out that the agricultural sector in the Free State was in drastic decline. “This sector has shed more than 39 000 jobs over the last ten years. The agricultural sector contributes 3,9% towards the provincial economy and it provides 19,2% of formal and 58,9% of informal employment opportunities in the Free State. “This important industry faces serious challenges, with little or no support from government. “A lack of support to emerging farmers, a failure to ensure the safety and security of our rural communities and a total disregard for the crucial economic importance of agriculture create an environment of instability, a hotbed for criminal activity, continuous economic decline and also threaten food security.”
Health officials put on special leave } Selloane Khalane FIVE officials of the Pelonomi Regional Hospital in Bloemfontein have been put on special leave after Premier Ace Magashule found medical equipment and consumables locked in a transit store at the hospital. Estimated to be worth millions the consumables and equipment were discovered by Magashule last Friday during a clean-up operation which coincided with International Nelson Mandela Day. Some of the consumables included new heart monitors, uniforms, syringes and toilet paper. David Motau, the head of the Free State Department of Health, announced the suspension of the five officials last Thursday during a media briefing held at Bophelo House in Bloemfontein.

Dr Benny Malakoane, the MEC for Health, neither denied nor confirmed whether the chief executive officer of the hospital, Marcus Molokomme, was one of the officials. Sam Mashinini, the MEC for Public Works, said an investigation had been launched after the items had been found. This comes in the wake of the National Treasury transferring financial management authority of the Free State Department of Health to the Provincial Treasury. MATJHABENG LOCAL MUNICIPALITy members of the community. Councillors are people who carry the constitutional mandate but most of the time they are not given the necessary recognition and respect that they deserve. When I was asked by a fellow citizen at a car wash about what is my plan as the Acting Municipal Manager, I indicated that my plan is to use the Municipal machinery to support the Councillors in their realisation of the constitutional mandate to deliver socio-economic rights. I often feel sad that when services are not delivered in communities, people direct their frustrations at the councillors when in fact it is us, officials who should take the blame. This will change, as they say – the farm is the same but the farm manager is different, it shall not be business as usual. I will not forcefully drive people around or chase them around but we will jointly embark on an endeavour to make our Municipality an honourable institution to work for and to make Matjhabeng a city where visitors will want to spend another night. This place has a lot of potential, we have visionary leadership and a political will, all we need to do is to help each other brotherly to deliver on the socio-economic obligations of this institution called Matjhabeng, “Matsohomohomeng”!!!
Acting Municipal Manager Mr Mothusi Lepheana is adamant that together with the support of employees Matjhabeng will become the best in the country In its 2012-2016 Integrated Development Plan, the Matjhabeng Local Municipality notes that “the constitution of the Republic of South Africa, 1996 stipulates that the local sphere of government consists of municipalities which were established for the whole of the territory of South Africa – the so called well-to-wall municipalities”. This six year Integrated Development Plan further provides that “the constitution commits government to take measures, within its available resources, to ensure that all South Africans have access to adequate housing, health care, education, food water and social security.” Other pieces of legislations, such as the Municipal Systems Act, 2000 takes this constitutional mandate further by
providing, inter alia, that “a municipality must undertake developmentally orientated planning, in the form of integrated developmental planning (IDP), to ensure that it achieves the objectives of local government as set out in the Constitution. Someone may ask himself or herself why I am raising all these. It is of critical importance that both the community and the employees of Matjhabeng Local Municipality should clearly understand the abovementioned constitutional mandate. Communities should understand that the issue of socio-economic rights delivery by municipalities is a constitutional mandate. Having understood that, then it follows that whenever these rights are violated or are not delivered, the
community must use constitutional means to alert the Municipality about that, not by violence or the so called “service delivery protests” The constitutional means of communicating with municipalities is via the constitutionally elected officials that is our councillors. This means that communities and employees should support the offices of Councillors and provide them with all the necessary support that their offices and committees need in order for them to perform their duties. Officials, including municipal managers are simply part of the supportstructure for the constitutionally elected officials i.e. Councillors. We must not be elevated and celebrated above elected

This is a contribution we are making as a club, because his tour to Brazil will be beneficial not only to the club, but also to soccer. We appeal to every person and company to contribute financially to help the player,” says Mosia. The youngster has been with Dinonyana since 2011, playing in the team’s development division and has just been promoted to the senior team. Thilo was chosen for the national team going to Brazil after attending trials last year in May in Bloemfontein. He has been with the national

The squad also played matches against the University of the Free State’s men’s team as part of their preparation for the World Cup championships in Brazil next month. The tournament in Brazil is set to be held from 10 to 25 August. South Africa has been paired in the group with two countries – Germany and Poland. The other participating countries include the host Brazil and Argentina. The global competition coincides with the senior men’s Fifa World Cup that ended two weeks ago on 13 July with Germany crowned the champions. South Africa played host to the 2010 edition of the event for the intellectually impaired that was won by Saudi Arabia after they beat the Netherlands 1-0 in the final. This year is the sixth edition of the event for intellectually impaired soccer players.
