National award for star teacher

Helps children with special needs } Teboho Setena THE hard work and dedication of the young teacher Jennifer Harrison to help children who experience difficulty in breaking down barriers to learning has borne fruit. Harrison, a teacher for children with special needs and inclusive education at the Bedelia Primary School in Welkom, received first prize nationally at the prestigious National Teaching Awards (NTA) in the category for Excellence in Special Needs and Inclusive Teaching. The awards ceremony was held on Saturday, 7 March, in Johannesburg. The awards acknowledged teachers for their invaluable work done in 2014. Held annually on provincial and national level, the awards recognise teachers’ hard work and dedication in their profession. Harrison was one of the national finalists who vied for the top award. She qualified by virtue of being the Free State winner in the category for Excellence in Special Needs and Inclusive Teaching. The prestigious accolade acknowledges Harrison’s inspiring contribution and dedication to her work that led to the improvement in the teaching and learning environment of learners with special needs. She works with learners from gr. 1 to gr. 7, with special focus on the younger learners. Harrison helps her learners to break down barriers and realise their dreams. “Working with learners who experience barriers to learning is my job and I really enjoy it,” said Harrison. “I’m overwhelmed at receiving such an award. I have been working so hard, showing dedication all these years – it is definitely fantastic to get some recognition for the work. I did not expect to win. I never underestimate my competition and their level of competence. I try to be the best I can be. If you do your best, there’s nothing you cannot do.” Harrison said the award inspired her to continue doing the work she has been doing.

But there is no doubt now – I feel a lot more confident in my work.” Harrison has been teaching at Bedelia Primary since 2007. “I really think I am a born teacher and it is something that I have always wanted to be.” Harrison is one of the five first-prize winners from the Free State. The others are Wilhelmina Venter of the Witteberg High School in the Thabo Mofutsanyana District, Michelle van Wyk of Onze Rust Primary School in the Motheo Region, as well as Obakeng Sebolao and Othusitse Gama, who received prizes in the categories of Kha Ri Gude Inclusive Education: Volunteer Educator and Kha Ri Gude Inclusive Education: Volunteer Co-ordinator. Venter was chosen as the overall winner in the category for Excellence in Secondary School Teaching and Van Wyk was the overall winner in the category for Excellence in Technology, Enhanced Teaching and Learning. Each category winner received prizes which included cash, Samsung tablets and BlackBerry mobile phones, as well as return airline tickets to any domestic destination. Pule “Tate” Makgoe, the MEC for Education in the Free State, congratulated the winners from the Free State, encouraging them to be ambassadors of the best teaching practices and to share their skills.

Forum helps youth get jobs } Teboho Setena THEIR past has come back to haunt scores of job-seeking youths with criminal records. This has become evident after rejection of applicants by mining companies within the Goldfields region. The rejection follows the screening of applicants recruited for labour in the mining companies. Rejection due to criminal records is a low blow to the recruitment drive by the Matjhabeng and Masilonyana Unemployment Community Forum (MMUCF) and those with criminal records, decreasing their prospects to be absorbed in the workforce. Sono Mokoena, spokesperson of the organisation, says numerous applicants who have criminal records were rejected by one of the mining companies. The MMUCF was established early in 2014, purposely to champion the cause for employment of youth by mining companies within the local municipalities of Matjhabeng and Masilonyana. The organisation has been campaigning for mining companies within the Goldfields to prioritise employment of youth and recruitment for skills development. Although Mokoena could not give the figure of rejected applicants due to criminal records, he says the matter has presented the organisation with another challenge in the recruitment of youth for employment. “The challenge facing the organisation is the task of recruiting youth to be employed in the mines.” Mokoena says young males in particular were the victims of the screening for criminal records. “Our concern is that some applicants were rejected, irrespec-

tive of whether they were found guilty or convicted for such crimes,” says Mokoena. MMUCF is planning to tackle the problem of criminal records as part of efforts to rehabilitate offenders. “We will continue to engage the public and private sector to rehabilitate affected youth. We have made great strides in recruiting youth for employment in the mines since late last year with about 1 200 young people from the Goldfields recruited for labour and skills development programmes,” says Mokoena.

“We have signed a memorandum with Teba Limited, acting on behalf Beatrix Gold Mine in respect of the sourcing of labour.” The key requirements that applicants will need to comply with in order to be recruited is that applicants must have gr. 10 and must have been a resident of Matjhabeng and Masilonyana for at least the last two years. They also have to undergo medical assessments and be in possession of an original municipality account not older

than three months. The parties have agreed to the placement of boxes at strategic areas within the two municipalities to enable applicants to submit applications. The organisation officially opened its office, situated adjacent to the Majakathata Taxi Rank in Thabong, Welkom. Mokoena says the office will service all sub-branch offices in Allanridge, Hennenman, Virginia, Odendaalsrus and Theunissen, conducting workshops for members and applicants.

Eskom funds skills training

} Tladi Moloi HARRISMITH. – Eskom has injected a whopping R2,9 million in the skills development of 14 emerging business owners from the Thabo Mofutsanyana District Municipality. These emerging business owners who recently graduated, underwent an extensive eight-month business skills training that was offered by Eskom through its Development Foundation. They received their certificates at a graduation ceremony held at Eskom’s Ingula Contractor Academy at the Sir Harry’s Lodge, Harrismith. Avin Maharaj, senior project manager at Ingula, said training focused on socio-economic development of communities (Extended Public Works Programme), how to conform to the SHEQ – OHS and Environmental Acts, and on mentoring and coaching. “In addition, students will be exposed to practicals and formal assessments will be done to ensure that the required competencies have been acquired,” he said.

Malefu Vilakazi, the executive mayor of the Thabo Mofutsanyana District Municipality, said the initiative had contributed to a radical and sustainable economic transformation of the district economy. “We have seen vast improvements in how our local emerging business owners conduct their business with our district and local municipalities,” she said. Maharaj said for the past three years, Eskom had embarked on the contractor academy as part of its support and commitment to national government’s drive to accelerate job creation, poverty alleviation, skills development and infrastructure development. “The certificates were endorsed by the University of Limpopo and the relevant Sector Education and Training Authority (SETA),” he said. The students who graduated were Emily Motaung, Helen Mochela, Palesa Mochela, Tabi Moloi, Annah Moloi, Isaac Msimanga, Bongani Ngwenya, Moeketsi Lerata, Thabo Ronnie Miya, Malitaba Tshabalala, Mokete Sibeko, Dimpho Letsela, Thakabanna Nonyana and Mpande Makhoba.

THE Free State Government has set aside R7 million of its R29,374 billion 2015-’16 budget on hosting a China Week in April. An estimated R5 million of the R7 million will be bankrolled by the Department of Economic Development and Environmental Affairs, which was allocated R472,2 million by the provincial MEC for Finance, Elzabe Rockman. The budget for the various departments of the Free State government was tabled by Rockman last Wednesday (11/03) at the Mangaung City Hall in Bloemfontein. The remaining R2 million apportioned for China Week will be accounted for by Premier Elias “Ace” Magashule’s office which has been allocated R283,9 million for the current financial year. The Premier’s Office also apportioned R5 million for billboards. Rockman said the provincial budget increased by 4,28% from the 2014’15 budget, which was R27,942 billion. Although the Free State has been given R29,374 billion, about R465,9 million is going to be shifted away from the province, according to Rockman. She said approximately 71% of the reduction was as a result of the shifting of Adult Basic Education and Training (ABET) programmes to the National Department of Higher Education. Rockman said the shifting

of the function of Port Health Services to the National Department of Health had also contributed to the decrease of equitable share in the province. A large chunk of the budget, worth R11,538 billion has been allocated to the Department of Education, and this has increased from R11,259 billion in the 2014-’15 financial year, as well as the Department of Health, R8,675 billion which increased from R8,155 billion in the 2014-’15 financial year. Both the departments of Health and Education were faced with difficulties this last financial term, apparently arising from financial problems. The Department of Sport, Arts, Culture and Recreation received R679,6 million whilst the Department of Roads, Police and Transport got R2,391 billion. The Department of Agriculture and Rural Development has been allocated R744,5 million with R1,224 billion allocated to the Department of Co-operative Governance, Traditional Affairs & Human Settlements (Department of Human Settlement and Housing). The Department of Public Works and Infrastructure has received R1,492 billion. Wouter Wessels, Freedom Front Plus leader in the Free State Legislature, has criticised Rockman for spending millions on the China Week project while the Departments of Health and Education are battling with accruals.

Budget comes under fire THE DA in the Free State has expressed dismay with the 2015-’16 Free State Government budget tabled by Elzabe Rockman, MEC for Finance, last week Wednesday (11/03). David van Vuuren, DA chief whip in the Free State Provincial Legislature, said the budget failed to address the province’s financial woes. “It is our view that MEC Rockman failed to use the opportunity to review the allocation of funds in such a manner that the budget would address the provincial government’s self-inflicted financial woes, improve service delivery and spur economic development,” said Van Vuuren. “Both the Departments of Education and Health are under serious financial stress. Health has a shortfall totalling almost R800 million, with R1,2 billion for Education. Both departments are making use of their current budgeted funds to pay off debt incurred in previous financial years instead of applying the budgeted funds in the current financial year to programmes that

deliver services to the people. “It is for this reason that towards the end of each financial year the Department of Education can’t pay school subsidies to schools, and that Health can’t buy medicine. “How can it be that a single coordinating department such as the Office of the Premier receives R100 million more than the Free State Provincial Legislature, which receives a meagre R181 million to conduct oversight and hold 11 departments accountable to the people. “The MEC missed an opportunity to table radical measures that would cut government’s wilful abuse of the people’s money on luxury trips to Cuba and China and gala dinners. She also failed to commit to combat corruption and end wasteful and fruitless expenditure.” He added the budget offered no tangible solutions to bring the provincial government’s finances into order. “Most importantly, it fails to address the needs of the people of the Free State.”

ATM bombings probed } Teboho Setena THE police in the Goldfields are on a manhunt for 19 armed robbers who went on a rampage, bombing two ATMs in Odendaalsrus and Welkom. The men made off with an undisclosed amount of money. Two seperate incidents took place three days apart last week. The first ATM bombing, by four armed men who also robbed a petrol filling station in Kutlwanong, took place last week Tuesday (10/03). The second bombing, in Welkom’s central business district in Bok Street, was done by 15 armed men on Friday (13/03). Capt. Stephen Thakeng, spokesperson of the Welkom police, said the suspects responsible for the ATM bombings in Kutlwanong and Welkom were dangerous, as they had been armed with automatic rifles. He said the police suspected the armed robbers were responsible for both ATM bombings. “We suspect this, because a white Mercedes-Benz was involved in both incidents,” said Thakeng. He said the four armed robbers overpowered petrol attendants in Kutlwanong, took an undisclosed amount of money, and thereafter bombed an ATM close to the filling station at about 01:50. The four armed robbers fled the scene driving in a cream or white Mercedes-Benz. The bombing of the ATM in Welkom reportedly took place at about 03:28. Thakeng said the armed robbers of the ATM in Welkom further went on a rampage, firing shots at the occupants of two vehicles, a silver Toyota Corolla and a black and maroon Toyota Venture. He said the vehicles had been parked about 25 m from the bombed ATM. Thakeng said when the occupants of the Corolla and Venture ran for cover, some of the armed robbers took the two vehicles to

The suspects drove off with those vehicles to flee the crime scene. “Five cartridges of R5 rifles were found.” He said the 15 armed robbers were seen driving in a white Mercedes-Benz and a white Toyota Yaris at the scene of the ATM

bombed in Welkom. Thakeng said investigations into the two incidents were underway. “Residents are requested to assist the police with information that can lead to finding the suspects.” Thakeng said because the 19 armed robbers were dangerous, residents were advised not to attempt arresting them, but to contact the police instead.

Fake prophet gets 10 years A UGANDAN man and fake prophet, Muballak Nsamba, will spend ten years in prison following his sentencing by the Virginia Court for Sexual Offences earlier this month. The court found him guilty of raping a 24-year-old woman, who had gone for consultation seeking help with social problems. The fake prophet raped the woman last year July in an apartment in the Gauche Building in Virginia. Malebo Khosana, spokesperson of the Thabong Police Precinct, said on the day of the rape the victim had gone to the fake prophet for a follow-up consultation after earlier meetings with the 26-year-old Nsamba. He said the woman testified that the lights in the consultation room were dimmed on the day she was raped. The woman told the court the man ordered her to undress so he could “relieve her of” the problems which had been troubling her. Khosana said the victim complied and the fake prophet also undressed. The man then forced himself on the woman. He said the woman testified she was unsuccessful in fighting off the fake prophet who overpowered and raped her in the apartment. Khosana said after the incident the woman reportedly heard voices inside the room, which the fake prophet told the victim were ancestors telling her not to tell anyone about the incident otherwise she would die. Khosana said the rape came to light after the victim’s older sister questioned her about R700 that went missing from her bank account. He said the victim eventually related the story to her sister. The victim used the money to pay Nsamba. In 2009, another fake prophet, Ndoyisiwe Paulus Notito, was convicted and sentenced to 28 years in prison after being found guilty on 18 counts, which included raping a number of women.

Rapists sentenced to 40 years THE Kroonstad Regional Court last week Monday (09/03) sentenced three young men to lengthy prison terms after finding them guilty on the charges of rape, robbery and assault with the intent to do grievous bodily harm. The trio of Mokete Lekitlane, Lebohang Nakedi and Raseleke Motikoe were each convicted and sentenced to 40 years for robbing and gang-raping a 24-year-old woman and for assault causing grievous bodily harm in October 2010. They each received 20 years for rape and ten years for robbery and assault with the intent to do grievous bodily harm, respectively. The charges of assault include the

incident whereby the victim’s brother was viciously attacked by the trio, as well as two accomplices who were acquitted. The rape victim was robbed of her mobile phone, stabbed in the chest with a knife and dragged to an open veld in Gelukwaarts in Maokeng where she was repeatedly raped by five suspects. The victim, her brother and two friends had been confronted and attacked by the five men on their way to a local tavern in the Maokeng township. The five were arrested following investigation that included DNA testing and evidence pointed out by the police’s dog unit.

Arts nourished in the Free State THE Vryfees is expanding and acquires a new name. The festival will henceforth be known as the Vrystaat Arts Festival. In the new logo Arts Festival and Tsa-Botjhaba will be positioned with Kunstefees, but Vrystaat is retained in Afrikaans. Ricardo Peach, director of the festival, says it is important that the festival expands. While it continues to serve Afrikaans speakers in their language, English, Sotho and international productions and exchange will also be included. According to Peach, the festival has now come of age and the public is receptive to further developments. “Because of the festival’s success to date, it has the potential to grow and become even more successful,” Peach says. This change was brought about after discussions with the local public and with international stakeholders. Ideas that emerged in the consultation was the establishment of a fringe festival, a Pan-African Performing Arts Market Mangaung (PAFPAMM), more public art, a continuation of the successful Programme for Innovation and Artform Development (PIAD) that took place last year in conjunction with the University of the Free State (UFS), and also to involve art and artists in arts, health and education programmes. “The larger goal is to develop Bloemfontein into one of the key progressive, cultural hubs of Africa. For that, however, money is required in the long run from the community to invest in itself. In other countries

citizens contribute privately to the arts because they know it is an investment in their community, children and their environment.” With that in mind, Peach is instigating the first-ever private giving initiative in the Free State for the PIAD, combining food and other creative industries, at an event, the Gourmand: Free State Fine Dining Fundraiser. The PIAD, which focuses on the connection between technology, community and experimental art, is a great example of the value of such private giving investments in communities. About half of the artists from across the country who participated in the project last year were selected for a large-scale art project currently in Cape Town, Infecting the City, because of their wider vision for what art can contribute to public space and community. Infecting the City involves various interdisciplinary artists who break down the barriers between art, public space, community and viewers. Private donations for the arts in places like Australia are quite common, says Peach. Gourmand: Free State Fine Dining Fundraiser, the first event of this kind in the Free State, will be held on 27 March at Liedjiesbos, Bloemfontein. Sin taxes mean nothing if you’re rich A SMALL group of men, most of whom had achieved conspicuous success in life, recently sat around a table after a funeral in Las Vegas, Thabong, at an occasion known as an “after-tears”. It has become a tradition for people to have this get-together where they drink booze to drown their sorrows. It has been a way for us wiping off our tears after burying our loved ones. Our small crowd included a prominent lawyer, an ANC politician, a well-known pastor and a freelance journalist. The conversation arrived at that very familiar statement X if it were in your power to choose, would you ever drink liquor again? With one exception, the answer was “yes”. The exception, I may remark, was the divine. Since the dawn of democracy, South African ministers of Finance have been harsh to the alcohol-drinking public year in, year out. The new minister of Finance, Nhlanhla Nene, seems to have won the fight of reducing the sin with his recent budget speech in which he increased the sin tax on both cigarettes and alcohol. He explained that one loose cigarette would cost 50 c more while a 750 ml bottle of whiskey would be upped by R3,50 when the new financial year started in the month of April. We reminded the clergyman that he was the one profiting the most from sin taxes. Churches are exempt from paying tax, and it is the

Contestants now face workshop THE Welkom’s Got Talent competition is heating up as more contestants were eliminated during call-back auditions held at the Goldfields Casino on Saturday (14/03). Eliminations take place as the search continues to identify the best of the best out of the 70 acts that were chosen during a series of auditions in February. The next hurdle for the contestants chosen at Saturday’s call-back auditions will be the workshop session that will be held Friday (20/03) at 15:00. Those who made it through to the workshop have all been contacted telephonically. “What a talented group of people. Less than 30 acts have made it through to the next round and the competition was very tough,” says Tanya Lloyd, Goldfields Mall general manager. “We are so proud to be associated with each and every contestant preparing for the public rounds next month.” The main prize this year is R20 000 in cash, R5 000 in fashion vouchers sponsored by the Just Property Group, Goldfields Mall, as well as the opportunity to perform as an opening act at one of the Goldfields Casino’s scheduled concerts within six months after winning the contest. All sound requirements for the performance will be arranged by the casino, as well as any other costs relevant to the performance. Become sports star SUPERSPORT’S LET’S PLAY and Express Goldfields & NFS are looking for youths, both with disabilities and able-bodied, who excel in sport for the monthly Let’s Play Sports Star of the Month competition. Nominations are invited for the SuperSport Let’s Play Sports Star of the Month for March. The competition recognises athletes who excel in the various sporting codes in the Northern Free State, including the Goldfields. Get your running shoes ready } Teboho Setena SCORES of runners are expected to sweat it out when competing in the Real Lions Athletics Club’s annual 10 km marathon and 5 km fun run set for Saturday (21/03). It will coincide with events also held to mark Human Rights Day. The start and finish point will be at the Welkom Technical High School (THS). The category winners will receive gold, silver and bronze medals. German Ditshoane, the Real Lions Club’s manager and coach, said there had been a huge interest shown by athletes wanting to participate in Saturday’s event. “We have been receiving a lot of enquiries and there

is a possibility that we will attract a large number of athletes. We are encouraged by the feedback,” he said. Besides continuing to promote athletics locally, Saturday’s race is also meant to raise funds for the athletics club. The race’s first edition was held in 2003. Its chief objective is to continue encouraging participation in athletics and promoting the sport. Entry is R40 for the 10 km race and R20 for the 5 km fun run. SA u.20 soccer team disappoints THE South African u.20 men’s soccer team failed to qualify for the 2015 Fifa u.20 World Cup in New Zealand after losing 2-1 to Mali in a crucial fixture of the Confederation of African Football (CAF) u.20 Championship final in Senegal on Thursday (12/03). The defeat against Mali was painful for the South African lads who had great expecta-

tions going into the tournament. A draw and a win against Ghana and Mali would secure the side a ticket to the World Cup. All eyes were on the team following the achievement of winning the Commonwealth Cup Tournament in Russia earlier in January. Nigeria, Ghana and Mali are through to the youth World Cup.

A POINT for both football sides, Sibanye Golden Stars and Days, in Saturday’s (21/03) derby is crucial for the two clubs’ survival. The two teams are desperate for positive results, in order to collect points in all their remaining matches. Three points separate the two clubs on the South African Football Association’s ABC Motsepe League. Stars are positioned 12th with 17 points, while Days are rooted in 14th position with 14 points after 18 matches played thus far. They are among seven clubs involved in the tough battle to survive the looming dreaded relegation. Days and Stars need at least 35 points each to survive the big chop.

Days are hoping they will be victorious against their inconsistent opponents, Stars, who narrowly won 4-3 in the derby played in the first round last December. The newly promoted Odendaalsrus-based team, Days, is looking for revenge in Saturday’s crucial clash against the lacklustre Stars. Of late, the team has continued its gradual upward movement on the log table. In contrast, Stars moved in the opposite direction into the relegation zone. A defeat at the hands of Days on Saturday will plunge Stars deeper into trouble.
