IT could not be established at the time of going to print whether the so-called spy tapes have been handed over to the DA. This comes after the party won their five-year Supreme Court of Appeal (SCA) battle against the National Prosecuting Authority (NPA) and President Jacob Zuma to have the tapes handed over to them. Addressing a small crowd of DA supporters on the steps of the SCA last week, party leader Helen Zille said the SCA judgment which dismissed President Jacob Zuma’s appeal against the release of the spy tapes, was proof that no one is above the law. “This is a huge mile stone in the judicial system, this judgement means we are all equal in the eyes of the law, even the president,” Zille said. The tapes led to the NPA’s decision to drop over 700 counts of corruption against Zuma in 2009 and paved the way for him to ascend to the highest office. Zille told Express the records would reveal whether the decision to drop the charges

New hall for school INTERSTATE BUS LINES (IBL) has opened a new, fullyfitted multipurpose school hall at the Emang Primary School in Thaba Nchu. Built at a cost of about R1,5 million, the hall will accommodate the school's 1 578 learn ers during morning as sembly. The 70 educa tors, as well as 15 mem bers of the school's governing body, will also utilise it for meetings and other gatherings. against Zuma was for legal reasons or whether it was politically motivated. “The tragedy is that Zuma, who says he is innocent, has been using your money to avoid his day in court.” The NPA’s five-day deadline to hand over the tapes and relevant related documents to retired appeal court judge Noel Hurt expires tomorrow. “Hurt will go through the record of the decision to determine if any parts of the tapes are genuinely confidential.” In terms of the court judgement, the DA has won access to the full tapes, without editing or omissions. Zille said the party would assess the tapes and determine if the charges against Zuma should be reinstated. With Zuma still left with the option of taking the matter to the Constitutional Court, Zille said the party would fight the battle to the end. “The wheels of justice grind slowly, but there is enough independence in judiciary for them to still grind exceedingly fine,” Zille said. ) Watch the video at express-news.co.za.

South Africa is tour-rific! Tourism Month kickstarted

WHAT part of the province are you visiting this September? This is Tourism Month and South Africans are encouraged to tour their own country. World Tourism Day is celebrated annually on 27 September. This day is used to also encourage South Africans to travel the country and get a better understanding of the fun, affordable and exciting attractions available to them on their own doorstep. The South African theme for Tourism Month this year is Tourism, Transforming Lives. The theme highlights the positive impact of tourism on ordinary citizens through providing an economic contribution, job creation in

The plan is to boost domestic tourism by attracting more people to visit these facilities and enjoy what the Free State has to offer. tourism and poverty alleviation and its relation to the National Development Plan and growth of the destination, investment in infrastructure and the implications of this on domestic tourism and ultimately the economy. On Thursday, Barbara Thomson, deputy minister of Environmental Affairs, handed over five holiday resorts to the Free State Department of Economic Development, Tourism and Environmental Affairs (Detea). The resorts are Sandveld (Hoopstad), Maria Moroka

(Thaba Nchu), Sterkfontein (Harrismith), Tussen-dieRiviere (Bethulie), Seekoeivlei (Memel) and Willem Pretorius (Ventersburg). It gave the department an opportunity to showcase what the Free State has to offer in the tourism industry. This hand-over contributes significantly to the endeavours of the province to improve tourism offerings in the Free State. Despite the fact that all five facilities were closed during the refurbishment and renovations last year, the department managed to

Popular club has no liquor licence ROY JANKIELSOHN, DA leader in the Free State legislature: THE Liquor and Gambling Authority has confirmed that a well-frequented nightclub that does not have a liquor licence is continuing with its illegal activities. This popular spot is in fact a front for an illegal nightclub and a drinking spot. The business illegally squats on municipal property using water and electricity from the metro. It fronts as a car wash by day and is a nightclub at night. The Mangaung Metro is abusing tax payers by sponsoring these illegal activities.

It has become a haven for alcohol abuse and criminal activities, including rape. Complaints by the community regarding the business have fallen on deaf ears. Two years ago a child died outside the business because cars of patrons frequenting the club blocked the road and prevented an ambulance from passing through on New Year’s Eve.

The reaction of the MEC responsible for Police in the Free State was that the premier had given instructions that cars should not block the road again. Nothing, however, has been done to close the illegal business by the SAPS, the provincial government or the municipality. What benefits are senior individuals in both the provincial and Mangaung government receiving to protect and support the illegal activities taking place here? This den of iniquity must be closed and those responsible for allowing it to flourish should be held accountable for their complicity.

receive 52 000 tourists at the resorts in the Free State. The refurbishment and renovations were aimed at ensuring that these resorts were on the same standard as those in the private sector. Available statistics from Statistics South Africa further indicated that the Free State was the fifth most visited province. The department is now confident that with this addition it will expand its reach in tourism. The plan is to boost domestic tourism by attracting more people to visit

these facilities and enjoy what the Free State has to offer. The Free State is endowed with natural resources like dams, rivers, mountains, scenic views and open skies. The department believes it is its duty to expose people to hunting, camping, skiing, fishing and rock climbing. Also, government officials must not only visit these places as part of their work. They must be encouraged to bring families and loved ones to enjoy the outdoor life of the Free State. The question remains: What part of the province are you visiting in September? ) Mfazwe is an assistant director at the Detea and Mokeyane is the manager of Government Communication in the Free State.

Free trade a democratic right REV. THEUNIS BOTHA, leader of the Christian Democratic Party (CDP): THE CDP has long been aware of the Islamic attack on Western values such as democracy and human rights. We are, however, also aware that they will use these democratic liberties to claim for themselves rights that they do not afford others. Recent events in the border area between Syria and Iraq clearly spell out the Islamic agenda of world domination. In England, Europe and America there has been a number of serious terrorist attacks; with Africa not escaping the onslaught, taking into account

Nigeria, Kenya, the Sudan and Somalia. In South Africa they have been at work for years, influencing almost all economic activity and raking in billions of rand through their Halaal signs. Their present campaign against a well-known chain store for imports from Israel is just the beginning and will inevitably, should it be allowed to do so, extend to any company that has links with Israel. What about the democratic principle of free trade? The South African government has never banned South Africans from trading with Israel and let’s hope it never does. Where will this end?

MMC programmes to be rolled out A NATIONWIDE medical male circumcision (MMC) programme that aims to medically circumcise 4,3 million South African men by 2016 could be instrumental in achieving an Aids-free generation by 2030. Several NGOs aim to roll out MMC programmes in the province this month, starting with the Thabo Mofutsanyana district, then Xhariep, Mangaung, Fezile Dabi and the Lejweleputswa areas. The rollout will take place under the auspices of the National Department of Health and include NGOs, Centre for HIV and Aids Prevention Studies (Chaps), the South African Clothing and Textile Workers Union (SACTWU) Workers Health Unit and the New Start initiative of the Society for Family Health (SFH). In a presentation in Bloemfontein recently an update on national progress was provided to media and members of the mining, construction and transport sectors. CareWorks, a social-purpose enterprise specialising in HIV prevention and treatment, also unveiled its new web portal, www.MMCinfo.co.za, aimed at keeping stakeholders abreast of current developments and progress. Dr Gareth Lowndes, prevention programmes director, CareWorks, said there were 6,4 million HIV positive people in South Africa. “We have 0,7% of the world’s population, but 16% of the global HIV burden.” Studies backed by the World Health Organisation (WHO) in South Africa, Kenya and Uganda have shown that MMC reduces the risk of heterosexual infection by 60% in men with an allied reduction in female infection of 20%. In 2007 the WHO recognised MMC as an effective HIV prevention approach and an integral part of the combination prevention strategy.

AT the event are, front: Zama Bosch, programme manager at the Hola MMC Clinic at the Pelonomi Hospital; from the left are, back: Dr Gareth Lowndes, prevention programmes manager at CareWorks, Thamsanqa Piliso who underwent the male medical circumcision procedure, Dr Don Pupuma, a general practitioner from Soweto, Dr Lisa Mulenga, clinical manager for MMC at the Society for Family Health, Harry Lake, CareWorks CEO, and Dr Dirk Taljaard, CEO at the Centre for HIV and Aids Prevention Studies (Chaps). Photo: Jabulani Dlamini

“The Department of Health and its partners have a high-volume strategy to meet our target of about three million more medical circumcisions before the end of 2016. More than 1,5 million men (or 35%) of the target have undergone voluntary medical circumcisions,” added Lowndes. If these targets can be met MMC modelling studies suggest 860 000 new HIV cases will be averted by 2050. Dr Dirk Taljaard, chief executive of Chaps, told the meeting that the randomised study conducted on MMC in South

Africa had shown that the procedure reduced the incidence of new HIV infections by between 57% and 72%. Harry Lake, chief executive of CareWorks, said HIV was “literally killing” South Africa. “Apart from its human impact it is strangling the economy,” he said. “The 2,4 million people on ARTs cost the economy R17 billion a year. If we can reduce the number of infections by a million, we will save R7 billion a year, every year,” he added. Scaling up MMC for HIV prevention is

cost-saving and creates fiscal space in the future that otherwise would have been encumbered by ARV treatment costs. He noted that the minister of Health, Dr Aaron Motsoaledi, had set a goal for South Africa to be Aids free by 2030, with 90% of the overall population testing to know their HIV status, as well as 90% of people living with HIV on ART and adhering to their treatment. “MMC can help to reach and celebrate the milestone of zero new infections,” he said. ) See video at www.express-news.co.za.

Sandveld Nature Reserve on the up } Teboho Setena TOURISM looks set to surge at the Sandveld Nature Reserve following an increase in available accommodation. Situated on the banks of the Bloemhof Dam on the Vaal River, 30 km from Hoopstad and 10 km from Bloemhof, the resort saw the addition of eight chalets, increasing accommodation for adventurous tourists. A much-needed economic boost for tourism, the chalets were officially handed over on Thursday by Barbara Thomson, deputy minister of Environmental Affairs. This increases the number of chalets available for use at this reserve to 18. A total of R125 million was invested to build the eight top-class chalets and fund the renovation of the existing facility on the state-owned resort. The increase in accommodation addresses the challenges experienced previously on the reserve covering 37 000 ha. The reserve is home to a variety of wildlife such as springbok, kudu, gemsbok, buffalo, wildebeest and eland.

The reserve will be able to accommodate water sports enthusiasts who either watch or participate in the F1-powerboat racing on the 25 000 ha Bloemhof Dam, which is also a source of water to towns within the Free State’s Tswelopele Local Municipality. Thomson said the investment in the project had been motivated by the strong link between biodiversity preservation and tourism, coupled with the opportunity for job creation. She added that an amount of R248 500 000 would be allocated in the new financial term. According to Thomson, the projects have created a total of 930 work opportunities in line with the Department of Environmental Affairs’s Environmental Protection and Infrastructure Programme (EPIP). “This means there will be revenue in the coffers of the Tswelopele Municipality and as for government they will be reaping the fruits of what we have sowed. The implementing agents have tried their best to meet the requirements in line with the plan to make the reserve world class and following correct procedures without taking shortcuts,” said Thomson.

GOVERNMENT dignitaries contributing to the provincial resorts and reserves project at the Sandveld Nature Reserve on Thursday are from the left Thanduxolo Khalipha, executive member of the mayoral committee of the Matjhabeng Local Municipality, Barbara Thom son, deputy minister of Environmental Affairs, and Matshediso Mathibe, mayor of the Tswelopele Local Municipality. Photo: Teboho Setena Coinciding with Tourism Month in South Africa, Thomson announced the handing over was also in line with the following tourism initiatives: Sterkfontein in Gauteng, Seekoevlei in Cape Town in the Western Cape, the Willem Pretorius Game

Reserve near Ventersburg, the Maria Moroka Resort in Thaba Nchu and Tussendie-Riviere situated between the Orange River and the Caledon River in the Southern Free State with Bethulie as the nearest town.

Soccer’s ‘silly season’ has begun

For more news and photos go to www.express-news.co.za

THE first coach to be shown the door in the Premier Soccer League (PSL) this season has been none other than Gavin Johnson who joined Supersport United from Platinum Stars at the beginning of the last term. Johnson was only in charge of the Tshwane-based outfit for just four matches in the 2014-’15 campaign. He got sacked for poor results as he had only managed to win one game out of four matches. He had lost the other three fixtures. The writing was on the wall as criticism continued to mount against Johnson, who struggled to turn around failing Amatsatsantsa’s fortunes. It was only a matter of time, if what the club’s insiders have been saying was anything to go by. The pressure had been building for Johnson after every loss and there was always discontentment. United’s 1-0 defeat at home against Mpumalanga Black Aces last Wednesday was the last straw for him as he got fired a day later. Now the former Bafana Bafana coach Gordon Igesund, whose contract with Safa expired on Sunday, is being linked to Johnson’s job. The firing, or “amicable separation” –

My view

Sidwell Guduka Express Sport Editor the new term used in football for firing coaches these days – of Johnson from United was obviously going to set the cat among the pigeons. The ink from Johnson’s story had hardly dried on the pages when speculation arose as who was next to bite the dust. A number of names are being bandied about, but none as much as the embattled Amazulu coach, Craig Rosslee. His name keeps cropping up whenever this subject is raised. After five rounds of fixtures, Rosslee’s side are sitting at the basement of the log and they remain the only team without a league win. The Cape Town-born mentor saw speculation about his future double after a 2-0 defeat at the hands of the starstudded Mamelodi Sundowns this past

weekend. So, it looks increasingly like a matter of “when” rather than “if” Rosslee will walk the plank. Another coach whose job is not safe, is none other than Kosta Papic of PSL returnees Chippa United. People know that Siviwe “Chippa” Mpengesi is trigger happy and he fires coaches faster than he changes his underwear. Since the Port Elizabeth outfit were promoted to the elite league for the first time two seasons ago, no less than eight coaches had been fired by Mpengesi. They were Roger Sikhakhane, Julius Dube, Ian Palmer, Wilfred Mugeyi, Manqoba Mngqithi, Farouk Abrahams, Mark Harrison and Vladislav Heric. So, judging by Mpengesi’s insatiable love for the trigger, Papic should be well advised to keep his suitcase packed. The Yugoslavian was brought on board to replace Heric during the off season. It remains to be seen how long he will occupy the hot seat before he gets fired as well. Boebie Solomons is also walking a tightrope up in Limpopo. Polokwane City is placed 15th on the table, just one spot above Amazulu who are propping up the

The firing, or ’amicable separation’ – the new term used in football for f i r i n g c o a ch e s t h e s e days – of Johnson from United was obviously going to set the cat among the pigeons log. Only one point separates the two sides. Yes, it is still early in the season, but club bosses in South Africa are very impatient. They want positive results always. The question remains, who will be next to be shown the door? Your guess is as good as mine. ) Send your MyView contribution, of no more than 500 words, to Jabulani.Dlamini@volksblad.com or call 051-404-7910.

FS Stars coach disappointed } Tladi Moloi BETHLEHEM. – Tom Saintfiet, the Free State Stars head coach, says he is disappointed with the 1-1 draw against Maritzburg United in the two teams’ Absa Premier League encounter that took place at the Goble Park Stadium on Saturday afternoon. He believes they should have won the game. “We were much better than our opponents. We created more scoring opportunities than them,” Saintfiet said. “They also scored a doubtful goal, but I’ll have to look at it again.” He said in the second half Stars had dominated the game and should have scored a goal or two. “We have secured a point, but I feel we have lost two points.” This was the fifth league game for the new Ea Lla Koto mentor and thus far he has managed to collect seven points of a possible 12. His team lost their first game by 0-1 to Kaizer Chiefs, lost again 1-2 to Platinum Stars, won 3-2 against SuperSport United (who has just fired their coach, Grant Johnson) and won 1-0 away to the University of Pretoria (UP). Stars will fly to Cape Town to face Ajax Cape Town in their next league game next Saturday. There will be no games this week due to an international break. Saintfiet said they would train hard during their break. “We have some of our players who will be going away for international duty. We’ll keep working and see if we can’t get some friendly games to keep the team in good shape.”

ON THE BALL: Terrance Mandaza of Maritzburg United on the ball with the Free State Stars defender Themba Shabalala keeping an eye on the move during the Absa Premier League clash at the Goble Park Stadium on Saturday.

Steve Komphela, the Maritzburg United head coach, said his team had scored early and hoped that that would give them energy. Unfortunately, things did not go

their way. “In a match of that nature one can only score through set-pieces. We missed two clear chances with a goalkeeper or a net to

beat. Instead of scoring, we missed. But I’ll take a point and go. I am sitting on eight points. We’ll march on and see what happens,” Komphela said.

Avalon remain in third division } Teboho Setena

THE success to reach the third division promotional play-offs this just-ended season will serve as an inspiration for the Kroon-stad-based amateur side Avalon FC. The team fell by the wayside in their bid to gain promotion to the second division at the third division of the Free State’s South African Football Association (Safa) tournament staged recently at the Beatrix Mine. Avalon finished second from the bottom on four points of the five amateur clubs which were vying for two available spots in the Free State Safa Second Division stream. They failed to emulate the impressive form that saw them win the third division stream of the Fezile Dabi region and achieve glory and maintain their dominance in the three previous seasons – from 2011 to 2014. This they achieved under the current coach, Ishmael Nala, who is experienced having also coach the Free State team at different tournaments of Safa. Avalon only managed to win one out of four games played during the event and thus lost the battle for promotion to second division rivals Days FC

of Odendaalsrus and Free State Development Academy from Bethlehem. Now the Kroonstad side looks to start all over again and rebuild for the new season to gain promotion to the Safa Second Division which is expected to commence early in October. Avalon, under Nala, will have to employ a more direct approach with pacey counterattacks and a patient approach in rebuilding a team to challenge for promotion in the Fezile Dabi region if they ultimately aim to go all the way to gain promotion to the second division. Trying to rebuild a formidable team from scratch utilizing experience players will be key for Avalon’s coach. The players most likely to be considered, include William Ramokhoase, Boda Lekekela and Jeremia Maleke who led the team to play offensively during the recent promotional play-offs. Their defence was however another factor to consider. The club’s defence was too sluggish and let them down under pressure of the opposition at the play-offs. Their strength, playing an offensive game, often left them exposed at the tournament.
