‘Best in province’ Tate MEC has no excuse for province losing number 1 position
} Sidwell Guduka TATE MAKGOE, MEC for Education in the Free State, hosted a well-done function for the top 100 matric learners in the province. Speaking during the press conference at the Central University of Technology, Free State, in
Bloemfontein last Tuesday, Makgoe said that the top 100 class of 2014 deserved their achievement because they had worked hard for it. “These are the best brains in our province. You’ve been working very hard and that’s why you are smiling today. You did extremely well. And you deserve
your achievement,” Makgoe told the top ten performers who attended the media briefing. The MEC said he had no excuses after the Free State had lost its title as the number-one province in terms of the matric results. “We’ve got no excuses. As a province we performed well in
the past three years. When we came in 2009, our percentage was at 69,4. But from 2012 until 2014 we have always been above 80%. From that period we have been counted as one of the best provinces that delivers education,” explained Makgoe. The Free State, which achieved an 82,8% pass rate, dropped to
third position after North-West (second position with 84,6%) and Gauteng (first position with 84,7%). In 2013, the Free State was the best province after having achieved an 87,4% pass rate. Rolene welcomed home ROLENE STRAUSS, a medical student at the University of the Free State (UFS), was crowned Miss World in London on 14 December 2014. She returned home from the UK six days later. Minister of Sport and Recreation, Fikile Mbalula, joined thousands of South Africans in giving Strauss a heroine’s welcome at OR Tambo International Airport. Express was there to capture the moment.

Finances troubled tycoon } Teboho Setena
THE suicide of tycoon Masopha Jonas Lekitlane may have had more to do with his guilt regarding fluctuating finances and tax evasion than family duty. The well-known businessman allegedly shot himself on 31 December – mere hours before the dawn of the new year. Lekitlane’s body and the gun were found in his vehicle. It was parked at the Masiza scrapyard, just a stone’s throw away from the Bongani Regional Hospital in Welkom. The 57-year-old Lekitlane was buried last Wednesday at the Thuhloane Cemetery in Thabong, Welkom. It is alleged that he left a suicide note for his surviving family, stipulating his funeral proceedings and where he wished to be buried. Lekitlane was ranked as one of the richest pioneering businessmen in the Free State, generating millions through business and consortiums with other associates. Yet, according to informed sources, he saw his wealth ebbing away, leaving him a “broken” man. To casual observers, it appeared that the well-known businessman had committed suicide because he was unable to cope with losing the sort of riches most can only dream of. Amidst his financial troubles, Lekitlane, affectionately known as Charlie, found himself on the wrong end of the law, contravening tax. According to a charge sheet which Express is in possession of, he pleaded guilty to failure to submit Income Tax Returns from 2008 to 2012 at or near Welkom and in the district of Welkom. The charges of tax evasion originate from his failure to submit individual Income Tax Returns and that of the Lekitlane Family
Trust registered at the South African Revenue Service (Sars) for income purposes. Lekitlane was the trustee and representative of the Lekitlane Family Trust, which owned property in respect of which rental income was received. He pleaded guilty during his appearance in the Welkom District Court in July last year. He faced eight counts of tax evasion, contravention of Section 66 of the Income Tax Act, Act 58 of 1962 read with sections 25 and 234 (d) of the Tax Administration Act No. 28 of 2011, failure to submit the Lekitlane Family Trust and his individual Income Tax Returns. With counts 1 to 4, taken together for sentencing, the deceased was fined with R20 000 or 12 months’ imprisonment, wholly suspended for three years. For counts 5 to 8, taken together for sentencing,
he was also fined with R20 000 or 12 months’ imprisonment, wholly suspended for three years. Lekitlane was further ordered to submit the outstanding returns for both the trust and individual Income Tax Returns on or before 30 September 2014. According to the charge sheet, Lekitlane was in control of the trust and responsible for performing the duties of the trust as required by the relevant tax acts. Even after receiving final demands for submission of Income Tax Returns, Lekitlane failed to adhere to it beyond the submission due date of the tax years from 2008 to 2012. The court found that the deceased had committed various offences over a period of time which caused the treasury to suffer economic losses, adding that his conduct adversely affected broader taxpayer compli-
ance. Regarding findings in mitigating factors, the Lekitlane Family Trust appeared to operate at a loss. During the tax years in question, the deceased was allegedly unable to request audited financial statements from the auditing firm PwC. ) Attempts by Express to get comment from the Lekitlane family proved fruitless as the family refused to speak to the media. Express understands the deceased left strict instructions in his suicide note that no-one must speak to the media.

Ruvé the best in FS } Sidwell Guduka
A WELKOM-GIRL has been named the top matric learner for the Free State in 2014. Eight distinctions and a lot of hard work and dedication awarded Gymnasium learner Ruvé van Rooyen with this honour. She spoke to Express at the Central University of Technology (CUT) in Bloemfontein last Tuesday, where she was attending a press conference for the top 100 learners in the province. This event was hosted by the Free State’s MEC for Education Tate Makgoe and Premier Ace Magashule. The 18-year-old got a full house of distinctions in Afrikaans, English, Mathematics, Life Orientation, Accounting, Life Sciences, Physical Sciences and Advanced Programmed Mathematics. “I am very happy to be the top matric learner in the Free State,” Ruvé said. “But the fact that I’m number one in the province hasn’t quite sunk in yet,” Ruvé said. Ruvé had expected to be one of the top matric learners in her own hometown, but the results held a much bigger surprise for her. “I guess my results are a mixture between working really hard and being naturally smart. “I was dedicated to my school work and I sacrificed a lot of things to focus on my books. “Of course, God gave me the wisdom to achieve the best results,” she said. “I want to thank my excel-

degree majoring in Chartered Accountancy at the University of the North-West in Potchefstroom.
Best wishes for a wonderful year to all EVERY TIME a new year begins, people make difficult resolutions. Or, as one of my sidekicks calls them, New Year’s “revolutions”. As we begin the pristine year of Our Father, Lord and Saviour 2015, I would like to take this opportunity to wish every single resident of the wonderful Free State – and all South Africans – a very prosperous new year filled with loads of blessings, happiness, love, success and great health. Instead of making some “revolutions”, I would like to rather take this time to make a wish list for the current year. Top of my wish list for 2015 is that there should be one person employed in every household in the country, particularly the Free State. At the moment the unemployment rate in South Africa is too high, something that should be a cause for concern to our ANC-led government. It is true that more people are in fact being employed than before, but the unemployment rate has risen because the available labour force has grown more rapidly than the rate at which people have found employment. I also wish that the Free State reclaims its number one spot in terms of matric results. My beloved province was the best in 2013, but our title was toppled by Gauteng last year. This year we must reclaim what belongs to us, the number one spot. We have great

They should dedicate most of their time to books and start preparing for their final exams today. The secret to success is the result of thorough preparation and hard work. I wish also that the Toyota Cheetahs should give us such excellent performances in both the Vodacom Super Rugby and Absa Currie Cup competitions this season. In 2013, the Free State franchise made history not only with a Super Rugby Finals Series berth, but perhaps their biggest achievement was their form on the road, winning five of nine, while winning three straight-away contests in Invercargill, Sydney and Perth. However, last season the Cheetahs were a far cry from the team that had an excellent run in the Super Rugby and Currie Cup tournaments the previous campaign.

I also wish the Chevrolet Knights win silverware this year. Sarel Pretorius’s men reached the RAM SLAM T20 Challenge final last year, but they were defeated by the Nashua Cape Cobras by 33 runs. I hope this will be a good year for them. Ah! One of my biggest wishes on my list is that Bloemfontein Celtic should stop mistreating the local media. Please treat us with the same respect that you give to Gauteng-based media houses. I wish that Celtic would show a “bit more respect” to all the journalists in the Free State. The club’s management must stop withholding our PSL media accreditations. Without those badges we are unable
to do our job, which is to give fresh news to our readers and listeners. It is compulsory for every journalist to have accreditation in order to attend a PSL match. If you don’t have it you simply cannot work at the stadium on match day. The sooner Celtic management realises that they are depriving their own fans of information, the better for them. If Celtic fans don’t see anything written about their beloved club in the local newspapers (of course, Express included), or if they don’t hear any reports about Siwelele on the local radio stations – they should blame it on the powers that be at Siwelele Park. I wish common sense will get the better of those guys this year and they will wake up and smell the coffee. And finally, I wish that the Almighty God will provide Premier Ace Magashule and his cabinet with the wisdom of Solomon so that they continue to lead the Free State people with aplomb. ‘Angel’ helps deliver baby } Selloane Khalane “HE saved my daughter’s life,” said the father of tiny baby Olesego who was born in the restrooms of the Loch Logan Waterfront Mall in Bloemfontein on Friday evening. Venter is the head of the maternity ward at the Botshabelo District Hospital. The pair were shopping for baby clothes at the mall when Nketsi went into labour. Kopa said they had waited for an ambulance for more than 30 minutes when his girlfriend had told him she was about to give birth. Despite the panic and fear of losing both mother and child Kopa said God had sent him an angel when Venter arrived at the scene. Venter, who was a staircase away from the couple, was having dinner with his family at a restaurant. Venter said when he had been summoned by a family member to help the couple, he immediately rushed to a pharmacy to get medical supplies to deliver the baby, but had to turn back when he didn’t have the money to pay for the items. “The owner of a fast-food restaurant offered us his first aid kit so that I could deliver the baby,” Venter explained. With all of the shops closed, Venter, assisted by his wife and two female security guards from the mall, ushered Nketsi into the baby-changing room in the toilets and delivered baby Olesego. “The baby came within minutes,” said Venter. Using cable ties to clamp the umbilical cord and safety scissors to cut it, Venter thought both the mother and the baby were out of danger. Although baby Olesego was screaming her lungs out after birth, things took a drastic turn when she suddenly stopped breathing and quickly turned blue. “The baby stopped breathing and I had to resuscitate her,” Venter added. Venter said the paramedics had then arrived and provided the baby with oxygen to help her breath again. “The baby could have died had I not been there to assist in the delivery,” he said. Both the baby and the mother were rushed to the National Hospital and released on Saturday with a clean bill of health. Loch Logan Waterfront Mall spokesperson, Meryl Henning, said baby Olesego was the first baby to be born in the mall and thanked Venter and the team of people who had helped deliver the baby.
