Stadium eagerly awaited
On track to open end of year } Sidwell Guduka THE Seisa Ramabodu Stadium is on track for completion by the end of the year. This is according to Premier Ace Magashule in his State of the Province Address (Sopa) at the University of the Free State’s Vista Campus on Tuesday, 24 February. The stadium, which is situated in Rocklands, Bloemfontein, was closed in early 2012 to allow for renovations to take place. The original structure was demolished to make way for a bigger, more aestheticallyappealing facility. “Once construction has been completed, the Seisa Ramabodu Stadium is going to become the second biggest stadium to be built in a township in South Africa after the Orlando Stadium in Soweto,” said Magashule. Seisa Ramabodu has been home to the local Premier Soccer League (PSL) side Bloemfontein Celtic, who have moved their home matches to the Free State Stadium and Kaizer Sebothelo Stadium, which is situated about 55 km away from the City of

Roses. Phunya Sele Sele used to attract big crowds when they played at Seisa Ramabodu, but attendance figures have somewhat dwindled for the Mangaung-based team partly due to the fact that fans have to travel a long distance to watch their beloved club in action. Therefore, fans are eagerly awaiting their club’s return to its “slaughter house” sooner rather than later. “As supporters of the club we are happy that construction at Seisa Ramabodu is nearing completion. “We can’t wait for the official re-opening of the venue. We really miss the atmosphere we used to create there,” said Botha Msila, the most recognisable Celtic fan. “We are hoping that all our supporters will return to the stadium in their numbers when our stadium has been completed. “Most of our supporters are unemployed and they cannot afford to travel to town or Botshabelo to watch the team. “The Seisa Ramabodu Stadium is walking

Ace’s address found lacking } Selloane Khalane ABOUT 80 Cuban medical doctors and engineers are set to work in the various Free State municipalities. The Free State Premier Elias “Ace” Magashule made this announcement during his State of the Province Address on Tuesday, 24 February. This speech mostly highlighted his extravagant trips to Cuba and China. He said the provincial government had recruited 40 medical doctors and 40 engineers from Cuba to work in various municipalities throughout the province. Magashule sealed the partnership with Cuba by announcing that he would be renaming the CR Swart Building the Fidel Castro Building. The Lebohang Building, which houses his offices, will now be called OR Tambo House. While Magashule explained that Cuban nationals recruited to the province would also transfer skills, he failed to divulge to the media on how much the treaty would cost the Free State tax payers. Currently, the provincial government has about 526 students studying medicine in China (277), Cuba (212) and Turkey (37) – all of whom are said to be funded by the Free State Government. Magashule did not give more details on other investments in the pipeline from partnerships with the three countries, China, Cuba and Turkey. While Magashule in his speech did not delve much into the provincial Department of Health’s predicament, he said the province’s water crisis would be tackled through the installation of a water pipeline from the Gariep Dam (Xhariep District) to supply water to various towns in the Naledi Local Municipality. The Xhariep District Municipality is faced with a water crisis. Magashule added that the Free State Government planned to implement Municipal Infrastructure Grant (MIG) projects amounting to R724 million in the 2015-’16 financial year. He said these projects would focus on water, sanitation, roads, storm water systems and pedestrian bridges. Magashule acknowledged the unpleasant crisis in the increase in Eskom bills of the municipality, particularly the Dihlabeng and Maluti-a-Phofung Local Municipalities as well as the Thabo Mofutsanyana District Municipality, and said the government was trying to find sustainable solutions to curb the challenge. Magashule said while the Free State government continued to fight corruption by enforcing the Public Administration Management Act, which prohibits public servants from conducting business with the state, cadre deployment would continue in his administration. A heroes’ park at the regional park in Thaba Nchu earmarked to host statues such as the likes of Nelson Mandela, Bram Fischer and Fidel Castro, is also in the pipeline.

The premier made it clear that the provincial government would invest more money into the production of soya beans and deciduous fruits like apples. Roy Jankielsohn, DA leader in the Free State Legislature, rejected Magashule’s address, and said: “Magashule has failed to address the problems of the Free State; he has failed to table solutions. He has failed to inspire, nor did he deal with the challenges faced by the province, such as the Health Department. The province needs a clear strategy with marked deliverables to turn the financial situation of the provincial government around, especially within the Department of Health and Education. “Magashule repeatedly mentioned Cuba and China in his speech in a desperate attempt to justify his luxury holidays to these two countries. The Free State is almost R8 billion in the red,” said Jankielsohn. “Magashule chose to blame apartheid exclusively for the inability of municipalities to deliver services, rather than accepting responsibility for appointing inexperienced and unqualified cadres into senior management positions. “The people of the Free State want jobs, they do not want hand-outs, but hand-outs is all they will get from this premier.” Wouter Wessels, Freedom Front Plus (FF+) leader in the Free State Legislature, also accused Magashule of failing to implement promises made in previous years. “We should rename the Free State province ‘Chuba’ since its entire survival depends on the China and Cuba partnerships,” Wessels said. Opposition parties have criticised the premier for failing to give direction on sustainable jobs by creating a conducive environment for the private sector

TAC demands Health MEC’s head } Tladi Moloi PHUTHADITJHABA. – The Treatment Action Campaign (TAC) in the Free State is adamant that the MEC for Health, Benny Malakoane, must resign. The organisation gave reasons for the call for Malakoane’s resignation, among them the apparent deterioration of the health system under his leadership. “One of the challenges that we continuously face, is the closure of, among others, the Nketoane Regional Hospital in Reitz,” said Patrick Mdletshe, TAC national convener, adding that resigning was the best thing Malakoane could do. Mdletshe spoke to Express Eastern Free State during their protest at the Phuthaditjhaba Hall, which culminated in them marching to the offices of the Department of Health near the Setsing Shopping Complex in Qwaqwa on Wednesday (25/2). “We’ve got no personal vendetta against Malakoane. We have a problem with him as the MEC for Health. “He is a South African official, not just an official, but MEC for that matter and that means he holds a very important position in the country,” he said. “We cannot allow it to happen that we are led by people who are accused of
corruption. The corruption charges that he is facing are hampering the delivery in one way or another,” Mdletshe pointed out. Malakoane is amongst seven people facing over 100 charges of fraud and corruption. The charges stem from his tenure as municipal manager at the Matjhabeng Local Municipality in 2008. Accused on similar charges are the MEC for Sport, Arts and Culture, Mathabo Leeto, former mayor of the Matjhabeng and Lejweleputswa District Municipality, including other municipal employees, former Matjhabeng chief financial officer, Louis de Bruin, his personal assistant, Leona Nel, Oupa Molete, Hendrik Burger and two companies. The charges stem from alleged irregular procedures in the awarding of tenders and the accused persons allegedly having received substantial kickbacks. They were arrested by the Hawks in July 2013, after a yearlong investigation. Mdletshe said the ANC in its manifesto stated they were going to decisively deal with corrupt officials that were defrauding the government. “So we want that in action. The ANC should be doing serious work here to implement one of these resolutions,” he said.

Mdletshe said they would not budge from demanding the resignation of the embattled Malakoane. “We want better service for our people on a daily basis. We know that inland provinces have got problems recruiting nurses, but that is no longer a problem, specifically in the Free State. “We have a lot of institutions that are training nurses. Last year in Welkom there were student nurses that were enrolled, but the programme was cut short. This year they enrolled new ones. “Where is the logic in that? We are facing a serious challenge. If we are not investing correctly in health-care systems, specifically in human resources, we are going nowhere,” Mdletshe stressed. ) Mondli Mvambi, the acting spokesperson of the Department of Health and also the Free State government spokesperson, confirmed that the MEC was facing charges of fraud and corruption. “He is facing those charges in his personal capacity. However, he remains innocent until he is proven guilty,” Mvambi said. He also rubbished allegations that the charges against the MEC were affecting services. “The MEC is always at work and he has never missed a day in parliament,” Mvambi said.
ABC takes lead in Lesotho elections LESOTHO’S prime minister Thomas Thabane’s All Basotho Convention (ABC), continued its lead in the country’s snap elections, according to early results released. Of 80 constituencies, the ABC won 35, far ahead of all other parties, the Independent Electoral Commission (IEC) said. Thabane’s political rival, Deputy Prime Minister Mothetjoa Metsing’s Lesotho Congress for Democracy (LCD) has two constituencies so far. The major opposition, the Democratic Congress (DC), led by former Prime Minister Pakalitha Mosisili, won ten constituencies. A total of 47 of the 80 constituencies had finished their vote counts by Monday (02/03). Final results are expected by Thursday (05/03). Voters in Lesotho went to the polls on Saturday (28/02) for an early election designed to end a political impasse in the kingdom.

Lehlwenya has big dreams, but they are currently at a standstill as he does not have enough material to design more cars. “I need to start a company that designs toy cars. The problem is I don’t have the required material to do all the work. I am hoping that our government can see what I am capable of and offer a helping hand,” he says. Lehlwenya, who is also a gospel singer and plays the keyboard at his church, says he once partnered with a friend to manufacture and sell cars, but the business relationship did not last long. “We were selling them in bulk to a man, but after he stopped ordering, our income dried up,” he says. Eager to show off their father’s work, his two young sons volunteered to assist with a demonstration to Mangaung Express. “We normally play with the cars here in the yard, but now that it has rained and the ground is soft, the wheels are digging into the ground,” eight-year-old Tiisetso says.
PAUL ROUX. – Any truck or car manufacturing company looking for innovative designers to take their companies into the future will do themselves a big favour by looking no further than Sonnyboy Lehlwenya (38) from Fateng tse Ntsho, Paul Roux. Lehlwenya is an unemployed artist with big dreams. An expert in designing hand-made wire toy cars, he has designed and made a Scania-replica wire truck complete with indicators and headlights. Not only is the electric-powered truck visible in the dark, but also has power enough to move while weighted down by his his two-year-old son, Tshepang, standing on the wheel axles. Lehlwenya says he has been designing cars since 1998 after realising he could make money and a living from it. “Every young boy in my neighbourhood grows up driving wire cars and obviously not all of their older brothers could make the cars for them. I saw an opportunity and now charge between R150 and R300 per car.” This father of three says he was inspired by the late Abraham Matli, a local resi-

Rise in fuel price for March THE petrol and diesel price, as well as the price of illuminating paraffin and liquefied petroleum gas (LPG), have increased from midnight on Tuesday (03/03), the Department of Energy announced. South Africa’s fuel prices are adjusted on a monthly basis, informed by international and local factors. The pump price of both grades of petrol and the wholesale prices of diesel, illuminating paraffin and the maximum retail prices of both illuminating paraffin and LPG have increased from midnight. The main reason for the fuel price increases is the average increase in the price of crude oil (by about 20%) during the period under review, compared to the previous period. The other reason is the depreciation of the rand against the US Dollar.
LIke Express on Facebook and give your opinion on stories
However, the state levy on petrol and diesel remains unchanged at zero cents per litre, due to positive cumulative over-recoveries on these products. Based on current local and international factors, the fuel prices for March in the South African market will be adjusted as follows: Petrol will increase by 96 c/litre, diesel by 74 c/litre, illuminating paraffin (SMNRP) by 73 c/litre and liquefied petroleum gas (LPG) by 154 c/kilogram. In a statement, the Department of Energy says it believes the price of crude oil will stabilise around the current level and as such no major price shocks are expected in the future. The fuel and Road Accident Fund Levies that were announced by the minister of Finance during his budget vote speech will be implemented from 1 April.

Eskom’s current woes more political SOUTH AFRICA’s power utility company, Eskom, was established in 1923 to provide power to the country. Eskom is the world’s seventh-largest power-generating company. As early as 1999, Eskom advanced a requisition to government for building additional power generation plants. Back then, government was toying around with an idea of privatising Eskom and, therefore did not avail money, so the move to build additional plants was deferred. For a new government to prioritise the building of new houses, health-care centres and roads was understandable. Minister Jeff Radebe said: “In 1994, five million households were added to the national power grid and by 2004, this number had escalated to 12 million. Additions to the national grid were made despite new plants not being built.” In 2007 Eskom started showing signs of power-generating problems. In the same year former president Thabo Mbeki admitted that it was an error of judgement on government’s side not to heed the call to build more power-generating plants. Given Mbeki’s admission, one can deduce that Eskom’s current woes are more political than capacity-related.
My view
Lehlohonolo Nyetanyane Social observer Eskom started serious load shedding in 2008 with rolling blackouts throughout South Africa. The reason given for the blackouts was that there was an unprecedented load on the national grid and load shedding was necessary to prevent the system from total collapse. The situation ameliorated when major mines shut down towards the end of 2008 and early 2009. In 2014 the same painful reality resurfaced more intense than ever before. Eskom re-introduced rolling blackouts with stages 1, 2 and 3 throughout the country leaving millions of South African households in the dark and causing major business entities to register low profit margins. This time around, load shedding was activated despite billions being spent to build ther Medupi and Kusile power generation plants in Limpopo and Mpumalanga respectively. The building of Medupi
The current management team at Eskom cannot be blamed for current load shedding as it inherited an ailing infrastructure that was poorly maintained. In addition, municipalities (political entities) owe Eskom billions in unsettled bills. Government must soon realise that ordi nary electricity consumers like me buy electricity on a prepaid basis and, therefore, deserve to obtain the servi ces they pay for. is already behind schedule by three years due to labour unrest coupled with poor decision-making. Again, this proves that the problem at Megawatt Park is more political than anything else. The current management team at Eskom cannot be blamed for current load shedding as it inherited an ailing infrastructure that was poorly maintained. In addition, municipalities (political entities) owe Eskom billions in unsettled bills. Government must soon realise that ordinary electricity consumers like me buy electricity on a pre-paid basis and, therefore, deserve to obtain the services they pay for. Government must be brutally honest with what led to this electricity crisis and stop making excuses about coal and diesel
shortages. Eskom is the only company that is encouraging its loyal consumers not to use its product. The “War room” established in December 2014 by cabinet to provide technical and political intervention must come forward and let us know what their contingency plan is, for the next three years the grid will be overwhelmed with demand. My clarion call to government is to sell Eskom’s 49% stake to private companies and break the power-generation monopoly. ) To contribute to this column send your piece, of no more then 500 words, to Jabulani.Dlamini@volksblad.com

Hearing loss requires a team approach WITH the new educational year well underway, many a parent or guardian will have had contact with their child’s teacher(s) during parent evenings and the like. Every parent, however, dreads being told that their child is not performing as he or she should be. TALLY SHERBAN, a “Before labelling client relations ex your child incorrectecutive at Oticon ly, it is important to South Africa. be aware of the fact that children who experience hearing loss, often present with many of the same signs as children with learning difficulties,” says Tally Sherban, a client relations executive at Oticon South Africa, a leading hearing aid manufacturer. “These can range from a lower academic achievement than their age, background or IQ scores would predict, or even inattention that is frequently related to frustration and fatigue,” she adds. Tell-tale signs to look out for in a learner with a hearing loss: ) Inappropriate responses to questions; ) Watching other pupils to see what they are doing; ) Articulation problems – speech difficulties; ) Fatigue, especially at the end of the day; ) Academic failure; ) Poor self-image; ) Day-dreaming; and ) Apparent laziness. If your child exhibits any of these signs, it would be wise not to assume that your child has learning or behavioural problems. “The first step to helping your child is to rule out hearing loss by taking your child to an audiologist who will look at any history of hearing loss or ear infections, and perform a hearing test to establish what your child’s hearing ability is,” explains Tally. “If your child has hearing loss, it is vital to inform your child’s teacher(s) of the situation as they have a tremendous impact on the learners’ learning, self-image and social adjustment,” Tally explains. “Working with learners who have hearing loss requires a team approach from the parents, classroom teacher, speech and language therapist and audiologist to determine the individual needs of each learner and to develop an appropriate educational plan,” she adds. Self-image and social adjustment Focusing on the child’s self-image is crucial throughout the process, as he or she will most likely perceive themselves as being different, especially if they are wearing hearing aids and/or using an FM system (wireless communication) in the classroom. “Help your child to accept how their hearing impairment makes them different, while emphasising that hearing loss is not the only thing that defines them. Focus on positive aspects and facilitate an understanding of what your child’s hearing loss is and how it affects their everyday lives. Classmates will also benefit greatly from this knowledge,” suggests Tally. Hearing instruments and FM in the classroom The primary function of amplification in the classroom is to provide access to speech information and facilitate learning. In most

HEARING problems can be managed. cases, hearing aids will benefit the child with a hearing loss, but in specific listening situations, such as in very noisy classrooms, hearing aids alone may not be enough. “FM systems work with a child’s hearing aids to enhance the speaker’s voice for better speech understanding and immediate relief in the classroom. It typically consists of a microphone or transmitter worn by the teacher and a receiver that hooks on to the hearing aid worn by the child. If this is an option that you are considering, it would be advisable to discuss the matter with your child’s teacher(s) in order to enlist their support,” says Tally. “An FM system will allow your child to sit anywhere in the classroom and hear the teacher’s voice as if it were only a few centimetres away. By reducing the distance the teacher’s voice has to travel, the effects of background noise and echo are dramatically reduced. “Many children and teachers who use FM systems report less fatigue at the end of the day, as the teacher does not have to raise his or her voice to be heard and the child hears better with less strain,” explains Tally. FM systems are not only for children with hearing loss. They can also be used by children with normal hearing who present with Attention Deficit Hyperactivity Disorder (ADHD), Auditory Processing Disorders, language-learning difficulties, and so forth. Research has shown that children with these difficulties present with improved academic performance through the use of these FM systems. Classroom tips for teachers ) When addressing the learner say his/her name first and identify the topic you are covering ) Seat the learner for optimal listening and visual cues within the classroom. Ideally, this should be with the learner’s back to the window, seated a third of the distance of the room from the teacher, not in the front row directly beneath the teacher. ) Be aware of possible misunderstanding – avoid idioms, sarcasm, slang (if you use them, explain).

) Sometimes ask other learners if they have heard or understood rather than always focusing on the child with hearing loss. ) Speak in an ordinary tone of voice, without exaggerated lip movements, and at a normal rate of speaking. ) Make sure your lips are clearly visible. Face the class, not the blackboard, when speaking. Make sure that the room does not have bright lights shining directly in the child’s face. Back-lighting is ideal. ) Be aware that the learner is unlikely to be able to lip read or fully hear during a film or slide presentation. Either use a captioned film or provide information (transcript) in advance. ) Institute a buddy system – such as a classroom helper or official note taker. ) Provide an opportunity for the pupil to share information with the class about the hearing aid and/or FM system and how it works. ) Keep extra batteries on hand for your FM system. ) It is important not to have a preconceived notion of function based on the degree of the child’s hearing loss.Remember always to speak naturally and clearly. Electricity supply upped ESKOM announced on Monday (02/03) that the first power had been produced out of Medupi’s Unit 6 at 11:03 on the day, making it the first of the Medupi Power Station’s six units to be synchronised. Synchronisation, or first power, is the process whereby the generator in the unit is electrically connected to the national power grid, in such a way that its power is perfectly aligned with all the other generators to generate and deliver electricity into the national power grid. According to Tshediso Matona, Eskom’s chief executive, this is the final stage marking an exciting milestone towards full commercial power. “Today (Monday, 02/03), we celebrate the achievement with Team Medupi. The electricity flowing into the grid marks a new beginning,” Matona stated in a media release. “Within the next three months, South Africa will see Medupi Unit 6’s full potential of 794 MW being fed into the national grid. “I congratulate Team Medupi for their efforts in achieving this important milestone for South Africa.” In anticipation of commercial operation, a power station manager has been appointed. The past six years was spent training and developing a core
set of people who would operate the cutting-edge technology that makes this power station unique in the world. “Approximately 350 men and women are waiting to join the force of South Africans making history when the unit gets operational. “While Unit 6 is the first of Medupi’s six units, it should be noted that all required auxiliary services for the entire power station are ready to ensure that Medupi’s total output of 4 764 MW is fully synchronised to the South African power grid,” Matona added. “The synchronisation of Unit 6 at the Medupi Power Station is a step towards full power generation (794 MW) and, therefore, a step closer to alleviating some of the energy challenges currently faced by South Africa,” said Lynne Brown, the minister of Public Enterprises. “This will contribute significantly to South Africa’s and the region’s economy in the long run. “We recognise that this is only the beginning, but I am confident that achieving this significant milestone will sustain the dedication and commitment of the Eskom team as they work towards the completion of the project,” Brown concluded.

Shavathon a success OUR hair is a mask, our dignity, our persona. To lose one’s hair is one of the worst things that can happen. But losing your hair does not make you unattractive. You will always be beautiful. Many people have lost somebody to cancer, or know someone who is a survivor of cancer. “If I can make one person aware of the benefits of having a regular check-up, then shaving my head will make a difference,” Masabata Mathobisa, a community member who volunteered to
have her hair “done”, says. On Saturday (28/02) the 12th Shavathon project was held by the Motheo Technical and Vocational Education and Training (TVET) College with the main aim of celebrating with family members, friends or colleagues by either shaving or spraying one’s hair in solidarity with cancer survivors. Motheo held events at several shopping centres, including the Kenworth Spar, Northridge Mall, Mimosa Mall, Southern Centre and the Loch Logan Waterfront
Mall. The public could show their support by purchasing a Cansa wrap or making a hair donation which will be used to make wigs for cancer survivors. Adults shaved or sprayed their head for a donation of R50 (or more) and children, under 12 years old, for R25. The Motheo TVET College Hair Care and Beauty Technology students volunteered with spraying, shaving, running errands and public registrations.
Chess tournament to be held THE Mangaung Schools Chess Organisation’s main aim and mission is to develop the game of chess at grassroots level. In order to achieve this, the organisation holds tournaments in the townships from time to time to try and identify talented learners for specialised programmes and accelerated development.
On Saturday (07/02), the organisation will hold one such tournament at the Kagisanong Hall in Rocklands from 08:00. Entries for participating in the tournament will close on Thursday (05/02) at 17:00. For more on who can participate and the rules call Diseko on 082-462-1157.

HASHIM AMLA and Faf du Plessis cracked centuries to lift South Africa to a massive 411/4 in the Cricket World Cup against Ireland on Tuesday (03/03), the second highest total in tournament history. Amla hit 159 off 128 balls, the fastest to reach 20 one-day centuries off 108 innings, and Du Plessis made 109 during a second wicket stand of 247 off 217 balls. Amla smashed 16 boundaries and four sixes, while his partner contributed ten fours and a six in a scintillating display of attacking batting. The Proteas surpassed their total of 408/5 in the previous match against the West Indies in Sydney last week, but fell short of the World Cup record of 413 for five by India against Bermuda in 2007. Both batsmen were dismissed in the space of three overs. Ireland could only manage 210 runs. – Sport24

Abuse of sick leave affects many ABUSE of sick leave by employees is a pandemic that affects many employers. Most employers have experience of employees staying away at the drop of a hat and then submitting a very dubious medical certificate as evidence of their indisposition. Often employees feel that a medical certificate is irrefutable and an employer has no choice but to accept the illness of the employee. Is this really the case though? It is common knowledge that employees are entitled to sick leave from the day they commence employment. The Basic Conditions of Employment Act recognises this right and allows an employee to prove his/her incapacity to work by producing a medical certificate signed by a medical practitioner. But what happens when an employee develops a pattern of sick leave or applies for annual leave which is declined and then disappears for the same number of days on sick leave and produces a medical certificate upon his/her return? Is the employer compelled to accept this medical certificate? Fortunately for employers, our courts have taken cognisance of the abuse by employees of sick leave and recognise that it would be unfair for an employer to be held hostage by an employee’s submission of a medical certificate, particularly given the ease with which the use of a medical certificate is abused. In a recent labour case the importance of proceeding with caution in respect of medical certificates was expressed. It was held that the certificate was not conclusive proof of the inability to report for duty and that medical certificates need not be accepted at face value as they constitute hearsay evidence – evidence submitted by a person (the employee) who is not the person who made the statement (ie. the medical practitioner) – and thus do not stand as irrefutable proof of the employee’s condition. This means that an employer is entitled to query the validity of a medical certificate by requiring further supporting documentation from the medical practitioner in question or may, in certain circumstances, reject the certificate and treat the period of absence as unpaid leave and even institute disciplinary action against the employee. The withholding of payment from the employee is not in itself punishment as it relates to the principle of “no work no pay”. To institute disciplinary action, the employer must show that the submission

JEANETTE MONAHADI of the medical certificate warrants disciplinary measures. For example, where an employee has developed a pattern of absence for which he submits certificates, this can be seen as a motivating factor for rejecting the certificate and taking disciplinary steps. Or, where the certificate lacks the following aspects, it could represent grounds for showing a false certificate: ) If it fails to cover the period of absenteeism; ) If it appears to be an amended medical certificate; ) If a blank medical certificate was filled in by the employee in an attempt to misrepresent his/her actual health; or ) If the medical certificate was obtained from a person who is not a medical practitioner. In order to prove guilt in a disciplinary hearing, the employer must be able to show that the certificate was submitted in an attempt to mislead the employer. Where an employee is found guilty of knowingly submitting false medical certificates, this could constitute grounds for dismissal. An employer should accordingly monitor and record periods of absence by employees to determine patterns in leave taking which may point to abuse of sick leave. It may be prudent where sick leave abuse appears to be a regular occurrence in an organisation, to obtain the advice and assistance of a labour expert to assist where necessary with the institution of appropriate disciplinary action. ) Jeannette Monahadi is an associate at Phatshoane Henney attorneys in Bloemfontein.
A RESEARCHER of the Central University of Technology (CUT), Free State, has done research on a more cost-effective method to generate electricity for remote rural communities by using water. Sandile Phillip Koko, a technical assistant within the Department of Electrical, Electronic and Computer Engineering in the Faculty of Engineering and Information Technology, took part in the 25th Southern African Universities Power Engineering Conference (SAUPEC 2015) that was held in Johannesburg recently. He presented a peer-reviewed conference paper called Modelling and Performance Analysis of a Micro-Hydrokinetic River System as compared to Wind System. The aim of his paper revealed the economic viability of a micro-hydrokinetic river (MHR) system for remote rural electrification. Koto presented a mathematical model and performance analysis of the MHR system
which looked at ways rural communities could make use of the system to deal effectively with the depletion of electricity supply in the country. Based on the results, the MHR system proved to be the most cost-effective rural electrification technique to consider as compared to a wind generation system. He won an award at the conference for being able to source electricity from water. “I look forward to seeing more young electrical engineering researchers involved in energy research. I hope my award will inspire them to find solutions to escalating electricity cost and the advancement of renewable energy technology for the current energy crisis in our country,” he said Koko is an active member of the Research Group in Energy and Manufacturing Systems (RGEMS) that has delivered numerous superb research projects over the years.
RAHMAN’S 1-DAY SPECIAL PRAYER “CHANGED OUR LIVES”
After 4 years searching for a right man, N. Marelette is so happy that she recently married a caring husband just 2 months after Rahman had prayed for her.
2 Weeks after attending Rahman's special prayer meeting in Sasolburg, I Mrs. W.S. Jantjies successfully got my first job promotion at work. I had spent 5 years apllying for a job promotion at work.
Mr. S. Hendrik and his wife bought this lovely Vereeniging house, 3 months after attending Rahman's 1 day special prayer.
Mrs. J.F. Langeveldt (Vanderbijlpark):
I meet this powerful man Rahman on a TV program.
Before I had suffered for years and I tried many people for help but all failed. I cound not believe it when he showed me my enemies in form of a dream and whatever they were doing to pull me down. Every single detail he showed me about my enemies was so true.
Rahman accurately read my fortune and told me all my problems without me speaking a single word to him. Within 6 days after his prayers, my husband left his girlfriend and came back to me plus my enemies approached me and confessed the bad things they did to me. Rahman also gave me a special ring to fix my financial problems, and a love crystal that made people at home and at work like me, listen to me and do for me whatever I wanted from them without asking me any questions. ADVERTORIAL
THE Delano View complex
Photo: Supplied
Secure complexes more popular THE popular lock-up-and-go lifestyle is fast becoming the trendiest style of living in South Africa. A survey done in 2013 showed that over 2 million South Africans at the time were living in sectional title units. Buyers are focusing on buying in secure complexes for several reasons, like location, proximity of shops and schools, security issues, architecture, landscaping and interior design. Residents of Bloemfontein are always abreast of new and innovative trends in South Africa. Delano View forms part of the vision and is the right choice to buy in a secure complex. It is located near major retail stores and malls like Northridge Mall, Preller Square and Bayswater Village. If you are a big shopper you will find clothing stores like Truworths, Mr Price, Ackermans and Pep Stores a stone’s throw away. The area is also home to some of the best restaurants in Bloemfontein. In Northridge Mall you will find Cape Town Fish Market, Wimpy and the best little pizza restaurant you can think of. The Mall also has a big Dischem, Reggies and several other elite shops. Preller Square has popular family restaurants like Spur and Wimpy, and you will also find major take-away restaurants, like Steers and Fish-Aways. In addition there is a big Woolworths Food Market, Preller Square Pharmacy,
Bargain Books and many other exclusive clothing and deli shops. Lilyvale, where Delano View is situated, is close to popular pre-primary, primary and high schools. It is also not far from the University of the Free State (UFS). The Brebner Pre Primary and High School are close to Lilyvale and you will find good day-care centres in the area for your little one. Another popular school close to Lilyvale is Sentraal High School which is only a few minutes away. At Delano View we make use of a range of security measures, for example closed-circuit surveillance (CCTV) cameras, security gates, high fences and an electrified fence around the whole development, access-control entrance and cell-to-gate security. We have also arranged a competitive fee with a popular security company in Bloemfontein that provides a sophisticated alarm system that is linked to an armed reaction vehicle. There is a security guard on 24-hour security-watch who will monitor the area surrounding your premises as well as the outside area of the development. The architectural design at Delano View is modern, sophisticated and streamlined. With each new development we have carefully noted each comment and suggestion made by our previous customers in order to improve on our developments. Lenova Construction and Development is proud to say that at Delano View we have so

The secret of Delano View’s success is in the details. You will note a few things which may seem small to you at first but when you view the bigger picture it is likely to have a great impact on your purchase. We have taken little things into consideration, like what would be the best view, what side your braai area should be, providing an extra sliding gate alongside your motor-controlled double garage to safely and conveniently park an extra vehicle, and higher walls, which means more privacy as an owner or tenant. In our current phase we have even started to enclose our braai areas with stacked doors which you can open and still feel the outside air, or close when winter sneaks up on you. Another factor that we took into consideration is the location of Delano View. The fact that it is close to the Botanical Gardens is further evidence of the natural and attractive environment surrounding the development. Apart from that we have hired profession-
al and talented landscape artists to ensure that the gardens around your living space are of the best quality and aesthetically in line with the latest trends. As far as the interior of our units in the current phase is concerned we have also listened to our former buyers and installed bigger, more expensive stoves and eye-level ovens. The cupboards are definitely in line with current trends, but will also be serviceable even as trends of interior design change. Further trendline finishes inside the units include striking granite tops, stunning steel balustrades alongside the staircase, innovative electrical light fittings and plug covers, sophisticated paint choices as well as modern and elegant cornices. When you take all the above into consideration, it would, generally be a very good idea to buy at Delano View. Call our office on 076-391-4068 or send Alice an email at alicez@lenovaconstruction.co.za to make an appointment to view any of our prime developments.

Sprinter first monthly winner
ANGEL KIVIDO

THIS year SuperSport’s Let’s Play celebrates ten years of keeping the children of South Africa active. The first winner for the coveted SuperSport Let’s Play Sports Star of the Month for Express Mangaung in 2015 is Angel Kivido (15), a learner at the Fichardtpark High School. The hasty sprinter competed in the South African Schools Athletics Championship in Polokwane last year and came fifth in the 100 m sprint for u.15 girls. She was also part of the 4 x 100 m relay team that came second. Angel was also afforded the opportunity to represent the Free State at the South African Sub-Youth Championship in Stellenbosch
South Africa, change or lose yourself THAPELO MOSIKILI, Bethlehem: I HEREBY write this letter to speak to your conscience because it is so worrisome. You live in a distorted version of reality X one which is very far from reality. You strive to swop reality by giving everything that is negative a positive meaning, while giving everything positive a negative meaning. If one can, for instance, talk to you about the immoral act of having “Nyatsi” (an extramarital partner or affair) while married, you are able to decorate it with flowers and paint a rosy picture of it. If one can talk to you about marriage, you are able to plant weeds and paint a thorny picture of it. South Africa, you are so sick. You are suffering from an extreme level of moral bankruptcy. You give criminality the benefit of the doubt while justice is given sour grapes. You think you are more enlightened and more wise than other nations when you abandon your values and every little thing you are. You are losing yourself, your own identity. You are hurting nobody but yourself. I can guarantee you that with your attitude you will never become a developed nation and a beacon of hope to other nations of the world. Instead, you will be run over and ruled by other nations and they will lead you to ruin. Your lack of moral stability will have negative implications
for you. You will never endure everlasting economic, political and social stability with the kind of attitude you have. I think you are eating and drinking everything a modern era has to offer, including its poison. You will suffer from its effects and die. I thought of writing to the president, but I found him a victim just as everyone else. I thought of writing to the entire government administration, but I found it to be in the forefront of perpetuating immorality and putting morality at its mercy under the guise of diversity. I wrote this letter to you, South Africa, because I love you. I am hopeful about you. I believe you can change and time is still sufficient for you to get your house in order. If you don’t change, you will continue to drown and go straight to the bottom of the ladder of development. Reality will not be friendly to you. It will be as harsh as the fire which burnt down Soddom and Gomorrah in Biblical times. Beautiful and beloved country of the “Ultra-Amazings of the African Soil”, wake up and not forever sleep. Yours with great respect. Your loving citizen.

FIREFIGHTERS walk towards a fire line during training.
WORKING ON FIRE firefighters during their intensive training.
Firefighting teams declared fit HAVING just completed an intensive three-day training camp in Dewetsdorp, the Eastern Free State Working on Fire (Wof) teams were declared emotionally and physically fit for the upcoming fire season. To mark their readiness, the teams received their yellow cards (licence to fire line) on Friday (27/02). The Harrismith, Memel and Vrede teams are some of the teams that fought the most fires in the province in the past. Manase Mpholoane, Wof ground operations manager in the Free State and Northern Cape, says the teams were now ready to put out more fires after they proved that they are capable. “The aim of the training camp is to get firefighters ready for the fire season and ensure they are fit to attack wild and veld fires,” he says. The training camp is attended annually ahead of the fire season which starts on, June 1, to check their readiness and to verify the capacity on the ground. Firefighters are also checked to see if they are physically and mentally ready to fight fires. “This is to check our readiness and to ensure we have the right equipment as per our standards. We want to know our capacity on the ground and see if we will be able to mobilize firefighters in case of an emergency,” he says. More than 600 firefighters across the provinces will eventually attend the three day training camps. The training camp is held at Wof’s Training Academy at Jimmy Roos School in Dewetsdorp and will continue until, March 13 .Last year saw some of the worst fires in seven years in the Free State. “Working on Fire firefighters in the Free State experienced one of the busiest fire seasons last year. They had attended and suppressed 345 fires from May till end of October when the fire season ended. Our aircraft flew a total of 72 hours assisting the ground team, which were most of the time dealing with deadly flames that went on for a few days. “During the 2012 fire season, 154 fires were suppressed which destroyed 120 889 hectares of fields,” Limakatso Khalianyane, Wof communications officer for the Free State and Northern Cape, said. WOF is a government-funded Expanded Public Works Programme (EPWP) aimed at alleviating poverty, restoring dignity, saving lives and protecting the environment. Under the programme, young people from disadvantaged areas are recruited and trained as veld and forest firefighters. They are then placed.

SPORT REUBEN THEBAKANG and Themba Shabalala of the Free State Stars in red and white are fighting for the ball with Kermit Eras mus of Orlando Pirates.
MOLEFI NTSEKI, head coach of the South African national u.17 team.
Stars hungry for victory } Tladi Moloi BETHLEHEM. – Free State Stars are yet to register a win in 2015. They will be hoping to claim their first victory today (04/03) against the on-form Orlando Pirates at the Charles Mopeli Stadium, Qwaqwa. Kick-off is at 19:30. Ea Lla Koto have played three Absa Premier League and one Nedbank Cup game this year. The boys in red and white have failed to win any of these games. They have drawn all games – this resulted in them being knocked out of the Nedbank Cup by Bidvest Wits on a penalty shootout.
Kinnah Phiri’s outfit come to this battle after playing to a goalless draw against Maritzburg United at the Harry Gwala Stadium on Saturday (28/02). They are sitting 13th on the log, not far from the relegation zone. They have collected 21 points in 20 games and know better than anyone that the sooner they collect maximum points the better, or else they might find themselves fighting to ward off relegation like they did last season. However, a game against Pirates will not be a walk in the park, as the Johannesburgbased outfit are still hoping to catch their

My husband is back after 15 years of divorce. Mama Asiha showed me my enemies in a mirror. But now we are together again and very happy. I almost lost hope when my husband asked for a divorce. Living without my husband for 15 years was not easy. I had to support myself financially and consulted top healers, who didn't help. I heard of mama Asiha on the radio and on television, my workmate he had helped with my financial problems. She told me everything that was happening in my life before I said anything to her. She took out all the witchcraft, showed me the 'mirror in a dish of water'. I saw my husband's girlfriend . She prayed for me with her special powers . My enemies confessed now and I'm also now promoted at work . I don't know how to thank mama Asiha, but to make it public. With her magic ring she can protect homes from bad evils.

arch rival Kaizer Chiefs who occupy top of the table with 74 points. Up-the-Bucs come to the contest with their heads high after beating Polokwane City by 3-1 in the league clash at the Orlando Stadium on Saturday (28/02). They are sitting fourth on the log table with 37 points after 20 games. A win against Stars could see them climbing one step up, but that could be influenced by the results of other games. Stars will be hoping for revenge after they had suffered a 0-1 defeat to the same team at the Orlando Stadium in the first round of the league.

Mr and Mrs Thabo My last resort to bring back my lost lover. Me and my wife Bridget had given up after losing my job and struggling to keep up with my car and house payment. I had to change schools for my children from private schools to government schools because financially we were not stable anymore, but thanks to my in-law who gave me this woman of God's number, she helped me to turn my life around financially by giving me a magic ring which brought back hope into my life. It cost me only R800 and for the first time in my life I went into a casino with my wife and we used our magic to hit a jackpot. Now my house and car are paid off and my children are back in private schools - now life is so wonderful, so in case you are looking for the best healer, please look no more.

After 10 years of struggling, my husband is back at home after mama Linda showed me my enemies in a mirror . We are now a happy, married couple - thank you, mama Linda. My husband stayed with his girlfriend for 10 years. Without him I struggled to support myself and could not even pay our children's school fees. I visited traditional healers, but with no help. Then I heard of Maria Linda on a radio talk show and my neighbour whom he helped and rescued from black magic. I visited mama Linda and paid R200. He told me about my future and my marriage problems. He put a mirror in a dish with water and I saw the faces of my enemies and my husband's girlfriend. He prayed for me and gave me holy water and oil to wash myself. After two days I saw results, my enemies confessed their wrong doings towards me and my husband left his girlfriend and come back home. I'm now happy after visiting mama Linda .

Ntseki a ‘football master’ } Tladi Moloi
PHUTHADITJHABA. – Morena Ramorebudi, the African Warriors’ mentor, has a lot of praise for Molefi Ntseki, the national u.17 team head coach. He refers to him as the football master. Ramorebudi said this while reflecting on the extraordinary achievement by Ntseki to guide the national u.17 team to the final of the 2015 CAF African Youth Championship, despite the South African boys giving away the title when they lost 0-2 to Mali in the final played at Niamey on Sunday (01/03). “Some call him my mentor, but I call him the football master,” Ramorebudi said. The duo worked together at Warriors as head coach and assistant coach from 2007 until 2009. Ramorebudi said he was proud of Ntseki’s achievement. “I am happy that our own Free State product has guided the team to the final and also qualified for the u.17 World Cup.” He said some people had never thought that Ntseki would reach the final with the team, but he did it against all odds. “That coach is very humble and what makes him a good coach, is that he is always open to advice. “We spend time with him talking about football. At times we fight, but in the end we are friends who are aiming for the same goal.” Ramorebudi told Mangaung Express that he had learnt a lot from Ntseki. “Some people believe that one needs to play in the Premier Soccer League (PSL) to be a good coach, but Ntseki has proven to them that is not the case. You just have to dream and work hard to reach your goal. “I have never played in the PSL to be known. I just had it from the word go that I wanted to be a coach.” Ramorebudi has advice for up-andcoming coaches. “To all young up-and-coming coaches: It is important we forget how many times we fail – and start dreaming big. “At one stage, Ntseki was just like you and I. “But he didn’t want to listen to people who were saying he would never make it, because he didn’t play PSL football like many other coaches. “He never doubted himself and today the whole country is proud of him. Dream big, Brothers.”

UFS’s Shimlas remain unbeaten SHIMLAS, the University of the Free State’s (UFS) rugby team, went to the top of the FNB Varsity Cup standings with a gritty 21-16 victory over Maties in Bloemfontein on Monday (02/03). The Free State side are the only team that remains unbeaten after four rounds of action, while Maties of the University of Stellenbosch (US) are still searching for their first win of the season. Shimlas made the ideal start to the game as flyhalf Niel Marais touched down and then converted his own try to give them an early advantage. Maties responded with a try of their own courtesy of prop John-Hubert Meyer, and the conversion from flyhalf Ernest Stapelberg saw the teams go into the first strategy break deadlocked at 8-8. The home side took the lead back just after the break thanks to a try from skipper AJ Coertzen in the corner, and the touchline conversion from Marais put them 16-8 up. However, it was not long before the scores were level again, as Maties scrumhalf Bjorn Bernardo collected his own chip kick to score, and the conversion from Stapelberg made it 16-16 at the half-time break. The second half got off to a somewhat scrappy start, with both teams guilty of basic errors which robbed them of momentum and saw them go into the second strategy break with the scores still tied. The hosts took the lead once again when replacement Daniel Maartens crossed for an unconverted try just after the break to give them a handy five-point lead heading into the final stages. HE MADE MY BUSINESS TO GROW AND MY FINANCE TO BE CONTROLLED: I have my own business for 15 years doing well and making a lot of savings, but things began turning bad and started registering losses. My life began to fall apart, the banks were after my properties for the loans I had failed to pay. My wife and children left as I could no longer take care of them. I visited many healers, but with no positive results. I heard of MR JACOB who had helped so many people, I visited him to read my past and future - he charged me R150. I was shocked to find out that my nephew was doing the black magic on me. JACOB cleansed me and a month later I began to see progress in my business with lots of savings. Am now happy with my family which had left me because I couldn't support them anymore. THANKS TO MR JACOB who saved my life.

Cheetahs want 3 in a row } Sidwell Guduka THE Toyota Cheetahs racked up a second successive Vodacom Super Rugby win by defeating the Auckland Blues by 25-24 in a tightly-contested affair in Bloemfontein last Friday (27/02). One of the only two unbeaten teams after three rounds of the current rugby campaign, the Cheetahs know how significant it is to continue their winning streak when they clash with the Vodacom Bulls at the Free State Stadium this Saturday. The much-anticipated match, which has all the ingredients of a humdinger, kicks off at 17:05. “We are confident going into Saturday’s match, especially after winning our last two matches. “We want to win the next game to consolidate out position on the log. As players we know we should win all our home games, that is non-negotiable,” Francois Uys, the Cheetahs captain, said. “Matches between us and the Bulls are very competitive. But I think we’ll do well.
‘To win this match, we just need to be focused on the game. If we can win this one, it will lift us enough to even win three match es in a row.’ – Francois Uys To win this match, we just need to be focused on the game. If we can win this one, it will lift us enough to even win three matches in a row,” Uys added. The Cheetahs are sitting second on the South African conference log with nine points after two matches. They trail log leaders, the DHL Stormers, who have played three matches, by three points. In a combined log – South African conference, New Zealand conference and Australian conference – the Cheetahs are placed fifth on the table. Saturday’s fixture is going to be an emotional occasion for Adriaan Strauss,
Trevor Nyakane and Lappies Labuschagne. The trio will be going to a place where they played for a couple of years before they joined the Bulls last year. Prior to their move to Pretoria, these gentlemen had worn the Cheetahs jersey with distinction. Strauss was even a captain for the Bloemfontein side. So they will have to control their emotions and concentrate on what they can control. But it is going to be difficult for them to face their former teammates. The home side will rely heavily on Joe Pietersen, Cornal Hendricks, Boom Prinsloo and Sarel Pretorius for tries - while the visitors will pin their hopes on Francois Hougaard, Deon Stegmann, Pierre Spies and Jan Serfontein. In a corresponding fixture between the sides last season, Naka Drotské’s men claimed their first ever victory over the Bulls when they won 15-9 in Bloemfontein on 22 February 2014. But the Pretoria outfit registered a 26-21 victory over the Free Staters in an entertaining return match played at Loftus Versfelt on 2 May last year. X1PU35BD-EX040315

Things in my life went from good to worse in a very short time. My love live, financial problems jealousy, my husband’s family were all against me. Luckily I came across Marria through a friend. She helped me and showed me my enemies through a mirror for only R200. She did miracles in my life. She told me all my problems without mentioning anything to her. She showed me the people who worked hard to see me suffering some of which were my friends and relatives. She performed a special prayer, washed away my bad luck and cleansed my home. Gave me a love potion with a ring for my financial problems in less than five days, my husband was always by my side and my enemies confessed and asked for forgiveness. Come and visit me at Northridge Mall.
