MEC announces that province may soon be renamed } Selloane Khalane A WASTE of money. This was how some Free State residents described the proposed name change of the province to a Sotho or other name. This followed a huge debate that ensued after MEC Mathabo Leeto of the Department of Sport, Arts, Culture and Recreation had said the name of the Free State was one of the 37 names that would soon undergo a renaming process. Leeto said this last Wednesday (18/03)
during her department’s budget speech. Leeto told the Free State Legislature that her department intended to rename the Free State to a Sotho name, because it was not representative of the people who lived in the province. Leeto, during her speech, said the majority of people who resided in the province were Sotho-speaking yet the name of their province could not be translated into their language. Express Mangaung interviewed several people on the streets of Bloemfontein on
whether the name of the province should be changed. All of them said changing the name would not only be a waste of money, but would also set a precedent for other political parties who would also want to change the name of the province should the ANC be toppled in the province. One of the interviewees, Patrick Lempe, said: “Changing the name of the province will not make any difference in eradicating poverty in the province.” Amanda Vorster said she did not really
care whether the name changed, but was concerned with the costs of the whole process. “The money should be directed to more important services,” she said. Tshediso Montsho also said changing the name of the province was unnecessary and a waste of muchneeded state resources. Montsho raised concerns on the ripple effect of changing the province’s name and said the current name was not a discriminatory term.

Apply for licences, says FSGLA } Tladi Moloi BETHLEHEM. – The Free State Gambling and Liquor Authority (FSGLA) would like to see more people from previously disadvantaged communities coming in numbers to apply for gambling licences. This is according to Johan de Bruyn, manager: business regulation of the FSGLA. De Bruyn spoke at a FSGLA roadshow aimed at education and awareness in the Bethlehem Town Hall on Thursday (19/03). “We are here to explain to the communities the gambling modes, the licensing of gambling entities, in particular Limited Pay-out Machines (LPM), and book-making. “We indicated to them that we were rolling out these licencing modes especially to the previously disadvantaged communities,” he said. The Limited Pay-out Machines have a minimum jackpot of R500. According to De Bruyn this would help business owners to become part of the industry. “LPM would help them in rolling out gambling in their businesses and generate more income. We are trying to facilitate new entrants into the market from the previously disadvantaged communities. Our people can generate more income if they can take part,” he said. The entities that joined the authority’s awareness campaign were the Free State Development Corporation (FDC) and the Small Enterprise Development Agency (Seda). The objective of the roadshow

challenges they had encountered during the roadshow were that some of the businesses did not have the required financial statements, they were not paying tax or did not have business
plans. He, however, reassured those who were interested in becoming involved that they would be assisted and guided by route operators.

Under normal conditions this is a two-year qualification. But Stanley calculated the cost of being unemployed knowing that the sooner he got back to employment, the better - and completed his course within a year. Besides doing it in less time, he also achieved great results in his studies, averaging 88% overall. Cooking his way of life } Sidwell Guduka TEBOGO MASOPYE is an inspirational man who has never let his disability stand in his way to success. This 28-year-old chef is paralysed in one limb, but he does not allow his situation to prevent him from achieving great things in life. Born in Pretoria, but raised in Bloemfontein, Masopye used to hate cooking when he was still a teenager. However, today he is one of the great chefs in the country, cooking up a storm for the guests of the Protea Hotel Central in Bloemfontein. “My mom loved cooking different kinds of food and baking. She would ask me to assist her in the kitchen with mixing and spicing. This is how my love for cooking developed,” Masopye said. “Honestly, cooking was not my cup of tea. I didn’t know how to cook at all. All I could do was make sandwiches, fry eggs, make potato chips, cook pap and so on,” he explained. The down-to-earth chef, who completed his diploma in Graphic Design in 2010, said that after he had developed a love for cooking, he realised that he needed to have a qualification to back his talent. He was fortunate to get the opportunity to be part of a hospitality programme in Grahamstown in 2011, organised by the Hospitality Youth Initiative (HYI), an initiative by the Department of Sport, Arts, Culture and Recreation in partnership with the Department of Tourism. “After completing this programme, I received a hospitality management certificate. I also received a one-year internship with a hospitality management firm where I gained valuable experience,” he said. “During my internship, I did all the hotel duties. But, in the end, my love for cooking won,” he said. “Immediately after I had completed my internship, I was offered a job here as an assistant chef. I was later promoted to being chef. The promotion was a very big step in my career because it opened many doors.”

He added that besides the basics, such as salt, pepper, onion and garlic, he always had basil, truffle oil, saffron, olive oil and Canadian maple syrup in his kitchen. He said he would like to see himself working for one of the best hotels in the United Arab Emirates (UAE). “I like Dubai. It is a great place and has one of the best hotels in the world. I like the JW Marriott Hotel and I would like to see myself working there one day,” he said with a big smile. So what is a typical day for Masopye in the kitchen? “My day includes preparing the menu and staff for service, liaising with guests X which is my favourite part of the day X and planning the day with the other chefs,” he said. “To keep up with current trends, I read a lot of recipe books and do research on the internet. Municipality hands over projects } Teboho Setena THE Matjhabeng Local Municipality has handed over two complete development projects, fast-tracking the development of new residences in Extension 15 in Bronville. Much to the delight of residents, Sebenzile Ngangelizwe, mayor of the Matjhabeng Local Municipality, officially handed over the two projects last Thursday (19/03). The projects include a cemetery and a paved road stretching 2,55km. The municipality reportedly forked out R2 999 299,77 and R10 536 684,84 respectively for these projects. The development projects in Bronville, Ward 11 of the Matjhabeng Municipality, are part of other projects the municipality had budgeted for in the previous financial year. Other completed projects X two cemeteries X are yet to be handed over in Meloding, Virginia. These projects were all launched last year and are in line with the Matjhabeng council’s mandate to improve the lives of its residents. Ngangelizwe said the projects were significant in that they have had some economic spinoffs for the locals, by creating temporary employment for both men and women during the duration of the construction as well as opportunities for skills development. He emphasized that more significant development projects would be unveiled to further advance the development of the area and improve the lives of the people in and around Extension 15. Although appreciative of the progress made, residents want the council to speed up delivery. Due to the non-existence of a sewerage system, residents in the new settlement still have to use unhygienic pit toilets to relieve themselves. The Matjhabeng council has yet to lay out a sewerage system. The residents have improvised by creating pit toilets them-

than ten years since the establishment of the residential settlement. Those that can afford it, use chemicals to control the bad-smelling odours and minimise the health risk.

CCMA has new strategy FROM 1 April the Commission for Conciliation, Mediation and Arbitration (CCMA) will enter a new phase in the labour market that is set to improve its efficacy with moves that will transform its vision, mission and values, the portfolio committee on labour heard last Wednesday (18/03). Nerine Kahn, director of the CCMA, was briefing the committee on the organisation’s Senz’umehluko (Making a difference) 2015-’16 to 2019’20 strategy and annual performance plan for 2015-’16. “As our current strategy comes to an end this year, we have consulted our stakeholders for input and the new strategy, Senz’umehluko, has been developed. “This brings in a new vision, mission and values that are in line with the current labour market,” she said. The CCMA’s two goals are to enhance and extend service delivery to transform workplace relations and to advance development and strive for organisational effectiveness. She said preparations were at an advanced stage in making sure that the organisation was ready to give effect to the strategy. This includes training of commissioners and public engagement activities such as roadshows and campaigns. As part of the rollout strategy to reach the public, a broadbased multi-platformed CCMA national communication campaign will start on 1 April. Kahn said this was part of her organisation’s efforts to make an impact in the labour relations environment. She said the CCMA had put in place innovative methods regarding workplace conflict and industrial action. The Department of Labour was represented by Phelel Thengeni, deputy director general for Cor-
porate Services, on behalf of Thobile Lamati who is abroad. “In the last financial year, the CCMA
dealt with 170 673 cases and conducted 43 033 arbitrations with only 45 awards sent to parties late. We inter-
vened in 236 incidents of public interest industrial action and resolved 85,3%,” Kahn said.

PROFESSOR ZAKES MDA was recently honoured with an honorary Technology doctorate in Language Practice by the Faculty of Humanities of the Central University of Technology (CUT) for his contribution to contemporary literature and creative writing. Born in 1948 in Herschel in the Eastern Cape, Mda completed his PhD at the University of Cape Town (UCT). An internationally acclaimed novelist, poet and playwright, Mda is also full professor in creative writing at the Ohio University in America. His books have been translated into 21 languages. Most notable of these are: We Shall Sing for the Fatherland (1979), The Hill (1980), Ways of Dying (1995), Melville 67 (1998), The Heart of Redness (2000), The Madonna of Excelsior (2002) and Black Diamond (2009). His anthology of four plays titled
The plays of Zakes Mda has been translated into nine official languages of South Africa, which demonstrates the relevance and popularity of his works. Speaking at the graduation ceremony last Wednesday (18/03), Mda said: “I must express my gratitude for this honour you have bestowed on me today. “I pass my congratulations to all graduates who are reaping the rewards of dedication, devotion and hard work. “You are graduates of an institution that boasts of unique achievements in our democratic South Africa. “This university prides itself on being a ‘CUT’ above the rest with 44% enrolment in Science, Technology, Engineering and Mathematics (STEM). “The crowning glory of this university is that women have come to excel in fields that have previously been dominated by men,” he said.
College hosts race THE 2015 Goldfields Technical and Vocational Education and Training (TVET) College’s Campus-to-Campus Road Race will be held on Saturday, April 18. In a media statement, the college said that the event was held to promote sport at the college as well as in the broader community, as they also gave prizes for primary and secondary schools that had the most participants in the different race distances. Sakkie Peters, the marketing officer responsible for partnerships, linkages and student placement, said they also brought communities together through the unique concept of this event. The start of the 21 km race is at the Tosa Campus in Thabong, with the first 6 to 8 kilometers of the route through the streets of Thabong. This concept had been widely embraced by both the athletes and the community of Thabong. The Campus-to-Campus event is an annual event of the Goldfields TVET College which has become one of the prime road race events on the calendar of Free State Athletics. It has built the reputation of a well-organised and quality event, highly rated by officials and athletes. The event comprises three races Athletes can choose from the Campus-to-Campus 21 km road race, the 10 km run/walk and the 5 km fun run. Arrive Alive not a success SOUTH AFRICA’s Arrive Alive Campaign was introduced in 1997 after a delegation had visited the state of Victoria in Australia to learn about road-safety measures. This campaign usually enjoys the spotlight during Christmas and the Easter holiday season in South Africa when motorists travel across the country. In 2013 nearly 12 200 people died on South African roads while 1 193 people died on Australian roads in the same year. “South Africa loses an estimated R306 billion annually due to road accidents when one considers emergency services, loss of skill and compensation paid out by the Road Accident Fund (RAF),” said Transport minister, Dipuo Peters. An increased budget for the RAF is a contributing factor to the country’s inability to reduce its fiscal deficit which stands at 4,1%. It is reported that there are 18 000 traffic officers who police approximately 10 million vehicles on South African roads. Since its inception in 1997, the Arrive Alive Campaign’s central theme has been Speed kills and Don’t drink and drive used interchangeably. These two themes have fallen on deaf ears of motorists and pedestrians alike, as road carnage remains alarmingly high. It is, therefore, my assertion that the Speed Kills theme has become a redundant rhetoric and a more revolutionary approach is required if we are to keep South Africans alive on our national, provincial and municipal roads. The Department of Transport emphasised as early as 2009 that those vehicles had been illegally converted but, would not be taken off the roads nonetheless. These vans split open like a tin can upon collision with another vehicle as they were made to carry goods, not passengers. Some taxi operators admitted that they preferred the converted taxis because they were cheaper to purchase and could be fitted with three extra seats. There is a myriad of factors that cause road carnage in South Africa which include pedestrians who walk on highways, vehicles that haul trailers with a load heavier than the vehicle itself, un-roadworthy vehicles, drunken driving, corrupt traffic officials and driver fatigue. To curb all these as we are heading towards the Easter holidays, I think the Department of Transport should provide visible traffic policing within a 100 km radius along national and provincial roads; set up refreshment stations every 200 km along national roads where road users would be provided with free coffee, energy boosters and test kits
for blood-sugar levels and also organise mobile testing centres where vehicles are randomly tested for roadworthiness. Councillors frustrated

QWAQWA. – Olly Mlamleli, the Free State MEC for Cooperative Governance, Traditional Affairs and Human Settlements, has appealed to the newly-elected 40 Percent Traditional Council members to be patient and give her time to get things right. This is after the council members expressed concern about their immediate future and demanded clarity following the delay to take up office to carry out responsibilities assigned to them. Apparently the council members were elected in August 2014. According to them they should already be working. However, they are still in the dark about their future and when they will begin with their duties. Lazarus Lekgetho, the spokesperson of the 40 Percent Traditional Council, said they had been in the dark for a long time, adding that the community members had been asking what their job description was because they had done nothing for them. “The community has elected us and now they want to see us working for them. “However, we are unable to work because we have not been placed in an office officially. We have written numerous letters to the office of MEC Mlamleli, asking about our future, but until today we have not received any explanation,” said Lekhetho. Mlamleli has confirmed that the elected councillors had not started with their work as yet. She said her office had been waiting for the minister of Cooperative Governance and Traditional Affairs, Pravin Gordhan, to complete some documents before giving elected council members the go-ahead. “I understand their frustration, but I would appreciate it if they could be patient for a while. “There is basically nothing that we can

have not started working. They are going to work. We are going to call all of them together with Moloi so that we can explain the current situation. “If we do not do that, they will continue getting the wrong information from the wrong people. We want to talk to them before the minister completes the paper work,” said Mlamleli.

HEALTHY LIVING: Parents should ensure that their children drink low-fat milk, water or sugar-free drinks.
Stay away from drinks containing sugar
} Riëtte van Rooyen and Desiré Brand WHAT you drink makes more difference than you think. If someone gave you a cup full of sugar to drink, would you take it? Or would you allow your child to add 14 teaspoons of sugar to their breakfast cereal or beverages? Well, if your child drinks a 500 ml sugary drink, they will consume between 14 to 19 teaspoons of sugar. According to the American Heart Association, children aged four to eight should not consume more than three teaspoons of added sugar per day and adults should limit their intake to six teaspoons daily. If a child drinks only one 500 ml cooldrink containing sugar per day, it adds up to more than half a kilogram of sugar consumed at the end the week. Even though sugar helps to make our diets more palatable and provides glucose for energy and optimal brain function, the problem lies in consuming too much. Sugary drinks are high in kilojoules, but contain little to no fibre, vitamins or minerals needed to sustain a child’s health. Research suggests that drinking kilojoules does not have the same effect on a person’s satiety level compared to consuming the same amount in the form of food. Sugar hits the bloodstream almost instantly and elevates blood sugar levels. High intakes of sugar can contribute to insulin resistance, which is related to obesity, diabetes, and heart disease. Before allowing your child to consume sugary drinks, consider the following: ) Children who consume a lot of sugary drinks have a higher risk for tooth decay. ) Research studies show that excess sugar supresses immune function which makes children more prone to various diseases.
) Fizzy drinks contain high levels of phosphate. Consuming large amounts of phosphate has a detrimental effect on bone health. ) Fluctuating blood sugar levels are linked with irritability and depression. According to a recent British study, a diet high in sugar is linked to a 58% increase in risk for developing depression. To reduce the amount of sugar in your diet: ) Drink water or milk rather than sugary drinks or sodas. Carrying a water bottle will create a habit of regular water consumption. ) To increase the acceptability, water can be flavoured by adding pieces of fresh fruit (e.g. strawberries, pineapples, cucumber or melons). ) Out of sight out of mind. Children are more likely to drink sugary beverages if it is easily accessible. Rather ensure that low fat milk, water or sugar-free drinks are available. ) Home-made smoothies and drinking yoghurts are a fun way to increase calcium, fibre and vitamin intake. Consuming enough calcium is extremely important during childhood as bones are still being formed. ) Know what you drink by reading labels. The label contains valuable information that can assist you in making healthier choices. Think twice before buying sugary drinks for your children as it may have a much bigger effect on their long-term health than you may realise. Be smart and make every sip count. THE National Emergent Red Meat Producers Organisation (Nerpo) launched two of its flagship projects at the Glen College of Agriculture on Tuesday (24/03). Nerpo stated in a press release that the projects, the Nerpo Livestock Syndicate and the Agricultural Co-operative Bank, are aimed at providing solutions to some of the most critical challenges facing smallholder farmers in South Africa, such as access to markets and finance. The Nerpo Livestock Syndicate is aimed at integrating South African smallholder livestock farmers in the red meat value chain, not only as producers and suppliers, but with shared ownership of key segments of the red meat value chain. Aggrey Mahanjana, Nerpo Group managing director, said smallholder farmers had always been producers and suppliers, but never owners or shareholders of any other segments of the value chains. He believes this has been the major contribution to their unsustainability, as they remained price takers both from the
input and output sides. “Nerpo believes that the participation of smallholder livestock farmers, as owners or shareholders in the entire red meat value chain, will stimulate primary agricultural production, create jobs and improve income along the agro-food value chain. The Livestock Syndicate Project aims at making this integration a reality for our farmers,” said Mahanjana. Over the past 20 years, smallholder farmers have been left out due to the unfavourable agricultural lending criteria used by commercial banks and other financing institutions. This, according to Mahanjana, included the Land Bank. “We still feel that the Land Bank’s lending criteria and requirements were cumbersome and continued to exclude smallholder farmers. “The turnaround time for loan approvals was too long and sometimes contributed to their failure to repay the loans. “Through the co-operative bank, farmers would be able to set their own rules and criteria to lending, probably at lower interest rates.”

NUM wants axing of Eskom board’s chair THE National Union of Mineworkers (NUM) has called on Public Enterprise Minister Lynne Brown to fire Eskom board chairperson Zola Tsotsi. Fin24 reported on Sunday (22/03) that board members had met with Brown to discuss axing Tsotsi. The board allegedly rejected proposals for an inquiry instituted by Tsotsi, according to a report in Business Day. The report said the board was not happy with the way the
inquiry came about and believed Pres. Jacob Zuma had played a role in it. The board tabled a resolution of no confidence in Tsotsi on Friday (20/03). The NUM said it felt vindicated, because it objected to the reappointment of Tsotsi when he was appointed. ROUND SIX of the 2015 Vodacom Super Rugby competition dished up a healthy dollop of drama as the South African franchises came out on top in three of the four matches over the weekend. The Emirates Lions won their second match on tour with a spirited victory over the Rebels, while the Vodacom Bulls claimed a nail-biter over the Force in Pretoria. The Cell C Sharks also put in a gutsy performance for a one-point victory over the Chiefs with a player short, with the Toyota Cheetahs bowing their knee to the Crusaders in Christchurch. The Sharks dominate one of the unwanted statistics as they copped the most red cards, not only in one match, but in the history of the competition so far. In Durban the match between the Sharks and the Chiefs saw three red cards – a record amount – awarded by referee Angus Gardner. The three red cards were awarded within 15 minutes in the first half with Sharks captain, Bismarck du Plessis, centre Frans Steyn and Chiefs hooker Hika Elliot sent to the sin-bin. It is the first time in the history of Vodacom Super Rugby that more than one red card has been awarded. The battle of South Africa’s leading flyhalves dominated braai fire conversations with Bulls flyhalf Handre Pollard and Sharks pivot Pat Lambie dominating statistics on the Vodacom Rugby App. The duo were once again instrumental in their sides’ respective victories with Pollard slotting a last-minute penalty conversion to clinch a victory for his side, while
Lambie had the last say in their match with a goal of his own. Pollard scored the second most points of the weekend behind the Crusaders’ Dan Carter (27 points) with the 20 points he contributed with the boot. Shimlas in semi-finals } Tegan Jurgens THE Varsity Cup, presented by Steinhoff International, has its semi-finalists for 2015. Defending champions Ikeys and the North-West University’s Pukke, the University of Pretoria’s Tuks and the University of the Free State’s Shimlas are all in next week’s semi-finals after winning the quarter-finals matches on Monday (23/03) night. Every single match mattered on the night, and it showed as players from all teams played their hearts out to try and help their teams get over the line. Shimlas retained their unbeaten run, beating a gutsy Pukke 29-26, but it was not enough to ensure a top-o-the-log finish. That honour went to Tuks, who managed an impressive 8-40 victory away from home against NMMU. Pukke went through to the semi-finals due to points difference. In Cape Town, Ikeys had a brutal match against UJ, but managed to hold on for a 8-0 victory at the Green Mile while Maties crushed CUT 53-8 in Bloemfontein. The win for Maties means CUT end their first season in the Varsity Cup without a single point. In the FNB Varsity Shield, Wits continued their dominant run and went top of the table with a crushing 50-5 victory over TUT. UWC also notched up an impressive win, beating Fort Hare 58-8, meaning they still have a chance to make it to the final of this year’s competition.

BLOEMFONTEIN soccer fans should brace themselves for an interesting battle when Roses United cross swords with Mangaung Unite on Friday (27/03) at the Westdene Sports Grounds, if what team managers from both sides say is anything to go by. Teboho Mokoena of Mangaung and Fresh Mokhele of Roses were at their boastful best this week saying their teams will win this derby match. The Sinki Leshabane-owned side defeated Roses 1-0 in their first round ABC Motsepe League meeting and they will be looking to score a brace of wins over their opponent this season. “It’s going to be a win for us. There is no doubt about it. “We are determined to register our second victory over Roses this season,” Mokoena told Express. “It’s not going to be an easy stroll, though. Roses are a good side and so are we. “Unfortunately they will go home empty-handed on Friday as we want to collect the three points and close the gap between ourselves and the log leaders,” he said. “It is always an epic Derby
battle when we face-off with them. We know what we are up against, what they can do and what we need to do. “They are very good when they are in possession, but we have a plan up our sleeves for them,” he added. Mangaung are motivated after coming from behind to register a 4-3 victory over Galaxy FC at the Clive Solomon Stadium in Heidedal on Saturday 14 March. The Clarens side led 2-1 at interval and they extended their lead early in the second half to make the score 3-1. Mangaung, however, responded with three goals and went on to win the match. “Our boys showed great character to come back. We made some defensive mistakes and we got punished. “But the guys responded well; we got three great goals, and we were happy to get the win. That was vitally important for us ahead of the derby. So we are going to show the same character against Roses,” said Mokoena. Roses, on the other hand, come to this game oozing confidence after defeating Harmony Academy 2-1 at the Bronville Stadium in Welkom this past weekend.
