} Tladi Moloi BERGVILLE. – A calf, born with what looks like a human head and tongue, has caused a stir in the rural area of Bergville, Emazizini, in the south of Qwaqwa. Besides the features that locals say resemble those of a human being, upon closer inspection, the calf also had both male and female reproductive organs. Sebenzile Mlangeni, who owns the cow that produced the deformed calf, says after the cow struggled to calve for a long time on Sunday, she decided to help it along and was shocked by what she saw. The 60-year-old says after helping the cow to calve, she noticed there was something seriously amiss when the children who were helping her ran away screaming. “I could not immediately identify this ‘creature’ and I called some men who were around in the neighbourhood to come and see the calf,” she says. Locals started rumours that maybe a human being had “fathered” the calf given its human-like features, but Mlangeni immediately dismisses this as nonsense. “Who could have slept with the cow, I don’t even believe in witchcraft,” she says matter-of-factly. She says although she cannot explain the mystery, she

A calf born with what looks like a human head. believes it is just one of those things that happen in nature. “God just gave this ‘thing’ which I don’t know what to call. It shocked me very much that is why I called people to come and witness it,” she says. Tau Madonsele, the herdsman Mlangeni hired to look after her cows, says he is just as shocked and adds that he did not even let the cows stay in the veld and graze for too long before bringing them back to the kraal. “He always lets them graze for a few hours before bringing them back to the kraal,” Mlangeni confirms.

Sadly the calf lived for a short time and after initially keeping the carcass in her house, Mlangeni has now buried it. Mlangeni owns nine cows and she says two of them are currently in calf. She says she is not afraid that those cows will give birth to deformed calves like the one they have witnessed. “We’ll wait and see. As for now we can’t predict what will happen,” she says. Mlangeni lives in the village with five of her eight children. Dr Angus Campbell, a veterinary surgeon at the
Maluti Veterinary Clinic in Bethlehem, says it sometimes happens that deformed calves are born, but it is very rare. “This is a genetic abnormality. It is a condition called hydrocephalus. Hydrocephalus is seen sporadically in large animals. It is relatively common
in calves, where inheritance and vitamin A deficiency have been implicated. Such calves are sometimes stillborn,” he explains. He says there is no possibility that this could be the result of bestiality (sexual activity between humans and animals).

Ingula to boost grid
} Tladi Moloi HARRISMITH. – The Eskom Ingula Pump Storage Scheme Project in the Eastern Free State will soon be finished as 85% of the work has been completed. The project is situated on the border of the Free State and KwaZulu-Natal (KZN). The upper dam, called Bedford, is in the Free State, while the lower one, Bramhoek, is in KZN. The Ingula Pump Storage Scheme will help in supplying power during peak hours.
Currently there are only two stations of this nature – in Cape Town and KZN – and Ingula will be the third. The project started in 2007 and was expected to be completed in seven years. But, according to Mlungisi Shongwe, the communications manager at Ingula, they are entering their eighth year and about R25 billion has been spent. “We are happy with the progress that has been made thus far. The project should have been finished by now.
However, one of the key challenges has always been the complex geographical specifications of the project. “While you are building, you discover new information that needs to be taken into account, and we had to make adjustments. “We also had to deal with labour issues which is a national issue,” he says. Shogwe says Ingula is crucial because Eskom is increasing its electricity capacity throughout South Africa.
“The pump scheme is critical especially during peak times, like in the mornings and afternoons. A project of this nature is important to the South African economy and to increase electricity capacity.” According to him, Ingula will add capacity to the national grid. “I think the shortage of electricity in municipalities like Maluti-a-Phofung is a question that needs joint effort from all stakeholders, municipalities and local and national government. “The electricity challenge MaP
is faced with can be addressed. “We have poured money into emerging contractors and SMMEs in terms of contractor academies. “We have been running this for more than two years and the classes are currently running. “We also looked at providing bursaries, specifically for gr. 12 learners of the MAP and the Phumelela Local Municipality. “We are also looking at schools that we can help. These are the schools surrounding the project,” he concluded.
Free State ready to celebrate heritage FICKSBURG. – Scores of people from the Free State are hoping to be entertained today at the provincial Heritage Day celebrations at the Ficksburg Show Grounds. The annual event, which has in the past featured local artists and those from neighbouring Lesotho, will start at 09:00. Severed head found in pit toilet } Tladi Moloi QWAQWA. – The Phuthaditjhaba police request members of the community to help them with information that may lead to the arrest and conviction of suspects who brutally killed Litabe Ntiti (21) from Taung, Lesotho. The victim’s head, covered in a jersey, was recently found in a pit toilet in Mabolela Village, Qwaqwa. The rest of the body was later recovered
by a police dog near a kraal close to an electric sub-station in Makabelane. Sgt. Mmako Mophiring, the police spokesperson, confirmed the incident. “On 14 September a community member from Mabolela Village went to the toilet in the early hours. “She saw a trail of blood going into a pit toilet. She summoned her elderly neighbours. “They inspected the toilet, found clothes inside and thought someone had thrown a
Education MEC fires sexual predators } Selloane Khalane THE Free State Department of Education has sacked numerous teachers found to have turned into sexual predators and started having relationships with the learners. This was revealed by the MEC of Education, Herbert “Tate” Makgoe, during the social cluster media briefing at the Lebohang Building in Bloemfontein last Thursday. Although Makgoe did not reveal the exact number of teachers that had been dismissed from the department following allegations of sexual harassment or consensual relationship with pupils, he said there was a significant number. According to Makgoe, some of the culprits dismissed were caught sleeping with girls as young as 12 and 13 years old in primary schools. “There are many teachers who have been fired for sleeping with the learners. What worries me even more is that some sleep with children aged 12 and 13 years old,” Makgoe said. He said his department did not hesitate to suspend a teacher who was accused of sexual harassing a pupil. “In some cases I felt like the pupil had lied about the incident but I suspended the teacher anyway because the teacher could also have lied,” he added further. The social cluster includes departments responsible for the well-being of the public like the Departments of Social Development, Education, Health, as well Sports, Arts and Culture. Makgoe, who serves as the chairperson of the cluster, said the cluster was established with the main objective of improving the quality of education of all citizens of the Free State. The MEC for Social Development, Sisi Ntombela, has heaped praise on Makgoe, taking a hard stance against

Earlier last month, the department suspended two principals and a teacher following allegations of racism levelled against them. The principals were Francois Schoon of the Dr Viljoen Combined School in Bloemfontein and Charles Liversage of Christian de Wet in Dewetsdorp as well Trudy Erasmus, a Life Orientation teacher at the St Helena Primary School in Welkom. Their suspension followed the findings by the Human Rights Commission. In an effort to root out racial incidents in schools, the department was recommended to develop systemwide procedures for monitoring and reporting on initiatives. The department was given a period of six months to develop such a strategy.

Good news about road TSHESENG. – During his State of the Province Address Ace Magashule, the premier of the Free State, said the road from Tsheseng to Rietpan would be paved and that that should be good news for the community of Rietpan. He, however, did not say when the work on the road would start. Vusi Tshabalala, the executive mayor of the Maluti-a-Phofung Local Municipality, visited the community in Tsheseng and gave them the good news. A meeting with the community was held in the Phomolong Hall in Tsheseng. The visit was aimed at updating the community on the upgrading of the
Qwaqwa Route 4 project that will be linking the rural areas to the CBD and will also provide access to local clinics, schools and easy access for services to the community. Tshabalala was not only there to give feedback regarding the progress of the road, but also to mingle with the community and to find out about the challenges they were faced with. During his address, the mayor encouraged young girls to go to school and said that education was the key to success. Other issues discussed at the meeting were electricity, power failures, uncovered water pipes, and open holes which posed a
threat to the safety of children. In closing, the executive mayor showed his heartfelt gratitude to the elderly women of the Luncheon Club and surprised them with blankets. He also gave the youngsters a soccer kit. He encouraged the youth to stay away from drugs and criminal activities. King Molefe Pinare took a moment to express his appreciation towards government, the Maluti-a-Phofung Local Municipality and councillor Tebello Hlatshwayo for their efforts and involvement in bettering the community through various community projects.

WHEN the judge of a court applies the law, he/she aims to be neutral and unbiased to all parties concerned, for his/her ultimate objective is to maintain justness and the rule of law. Over time we have had to reference our being as a society to what the scribers of law believed was right for them. Our law in South Africa is taken from foreign laws informed by foreign cultures with the objective to address moral and ethical issues pertinent in those cultures that originated the law. Ourselves as a South African nation, are peculiar and unique to what a normal society should look like and behave in its orientation. The Dutch and Romans who are seen as the custodians and creators of the law are completely different to us South Africans in general with regard to our orientation. Many amongst us will be angry and disappointed by the Oscar Pistorius case’s outcomes. If we can remove our own perceived judgement we believe should be served on Pistorius, we are likely to find discomfort with the law that is presiding and has a direct bearing too over this case. We have heard terms such as reasonable man, involuntary murder, culpable homicide and to many of us these terms are very foreign to our thinking. The honourable Judge Masipa is finding herself between a tombstone and a concrete wall in that so many among us have used our moral and ethical beliefs to look at this specific case, thus rendering ourselves the proper judges of decent expected behaviours and an untoward behaviour. If many amongst us who have been following this case can be honest, we can deduce that Pistorius believed that he did not kill Reeva Steenkamp intentionally.. But the fact is this case is not about Steenkamp, but about the actions that led to her death. Those who studied, will know and admit that the law removes any person whether liked or not, from its application and solely focuses on material facts to ensure fairness, unbiasedness and representativeness. For us as Africans to then attempt to insult Masipa as a person is unfair and we should curse at the laws of foreign men which continue to render our dignity as nothing. This case and other cases which have rendered our humanity as worthless have only made us to accept that the laws of our country do not serve us citizens, but serve and should feed into the perception and demands of outside observers to whom we must appear as decent with no regard to our moral stance and ethical needs. Our South African law needs to be reformed to be able to address our unique and specific moral and ethical challenges to justly render our society as decent and normal as per our circumstances and environment. To continue to obser- ve these foreign laws we shall continue to find our courts as being unfair to some sections and fair to other sections of society. Service needs blood TRADITIONALLY, September is a difficult time at the South African National Blood Service (SANBS) owing to preliminary exams and preparation towards the final quarter of the year, as a result blood drives at schools and universities are generally not possible at this time of year. This, together with poor turnouts at companies and organisational blood drives, has placed immense pressure on the blood stock levels. “The SANBS needs to maintain a blood stock level of five days at all times by collecting 3 000 units of blood per day to meet the demand of the thousands of patients who are reliant on blood transfusions for their survival. “However, at the moment we have only two days of blood stock available, and we are concerned that should this continue we are looking at a major crisis as we head towards the festive season,” says Vanessa Raju, communications manager of the SANBS. “It is only with the help of the selfless blood donors that we are able to help this situation.

‘saving lives’ to not miss out on their next donation date. “This is also a reminder to all donors who selflessly donated blood on Mandela Day to remember that they are due to donate again and continue making every day a Mandela Day. “Members of the public who meet the minimum requirements to give the gift of life by becoming regular donors are urged to visit us as soon as they possibly can,” says Raju. The minimum blood donor requirements are that a donor must be between 16 and 65 years of age, weigh 50 kg or more, be in good health and lead a sexually safe lifestyle. It’s Macufe Cup time ON Sunday, 12 October, Kaizer Chiefs and Bloemfontein Celtic will meet in the Macufe Cup 2014 game at the Free State Stadium where both teams will get the opportunity to sort out their unfinished Macufe business. This promises to be a great soccer match between two elite teams with great traditions, great supporters and great histories. QWAQWA. – Maluti FET College FC remains the only team in the National First Division (NFD) without a point regardless of playing five league games. The Phuthaditjhaba-based outfit is currently rooted at the bottom of the log table without a point. The team have conceded 12 goals in five games scoring only five points. Last season the team had the same problem of failing to protect their goals. They lost 0-1 to Vasco Da Gama at home in their first game of the season, lost 2-3 away to Santos, 1-3 at home against FC Cape Town, 2-3 away to Royal Eagles and 0-2 to Thanda Royal Zulu at home. It was expected that the team would perform better this season after they had registered three players from Free State Stars. Mojalefa Hlahatsi, Lucky Mokoena and Kefuwe Siyoko were on loan from Stars to help the team to gain positive results in the Absa Premier League. It is quite clear that the future of the

Teams face tough challenge } Tladi Moloi BETHLEHEM. – Yo-yo-like Free State Stars will welcome Moroka Swallows when the Absa Premier League returns to action on Saturday afternoon at the Goble Park Stadium in Bethlehem. Kick-off is at 15:00. The two teams come to this contest licking their wounds after they were both beaten in their previous encounters. Ea Lla Koto lost 2-1 away to the league surprise package of Ajax Cape Town while the Dube Birds were beaten 2-0 by the rookies of Chippa United at the Dobsonville Stadium.
However, they both had time to recover as there were no league games this past weekend. It is believed that the coaches of the two teams had ample time to shape their teams going into the weekend clash. Swallows are sitting on position seven with nine points after six games with Stars lying eighth with seven points after the same number of games. The last encounter between Stars and Swallows produced three goals with the Bethlehem-based side winning 3-0 to avoid relegation in their last games of the 2013-’14 season. Swallows, who has just secured a
sponsorship from the Korean car maker Hyundai, will come with their guns blazing for revenge and they are yet to impress the new sponsors. Goals will be key in securing the much-needed three points, but the teams have both conceded more than they have scored. Even though Swallows started the league like a house on fire, they have conceded 11 goals and scored 7. Stars have also scored seven goals and conceded eight. Stars will have to change their defensive approach if they want to collect maximum points in this clash.
