BETHLEHEM. – A total of 512 people who recently bought land tender documents from the Dihlabeng Local Municipality are holding their breath and hoping for luck. The municipality will announce the names of people who will occupy 204 sites at the Old Hostel in Bohlokong near Bethlehem soon. These desperate people, who are in dire need of land to build their own homes, were called to the town hall for a meeting with the mayor. The meeting was called after a certain number of people from the location had allegedly threatened to illegally occupy municipal land. Express Eastern Free State learnt that those people led by the leader of Leihlo la Sechaba had allegedly planned to occupy the land on Sunday morning, the day on which the meeting was held. According to Tjhetane Mofokeng, executive mayor of the Dihlabeng Local Municipality, the names of people who qualified to receive the sites would be announced within two weeks to a month. “We are done with the tendering process and we will announce the names of people who have qualified for the sites. We will send letters or use other means of communication to inform those who have qualified,” Mofokeng said. He told people at the meeting that they should not listen to those who spread false information about the sites. “We are aware of the illegal meetings that have been conducted in the location. We are also aware that certain individuals wanted to give those sites to the people. “Please don’t fall for that. That is the municipality’s

Mofokeng put the record straight that those who illegally occupied the land would be evicted. “Those who illegally occupy the sites will leave the site just like that.” He said people who qualified for the sites would be expected to build within 24 months after the appointment letter had been issued. “You will be called to the office to sign a contract that has terms and conditions.” He said the reason they had requested people to fill out a tender document was to make sure that they did not give sites to people who had houses. “We were aware that some people sent a few people with different names to get the documents. Unfortunately, they will never win. “We want to give land to people who have never owned a house before. “Some will secure the land, keep it and sell it with an aim of making profit. That will never happen. Local student wins award PHUTHADITJHABA. – The University of the Free State (UFS) continues to produce leaders and it is proud to have three Mandela Rhodes scholars next year and one of them is Lehlohonolo Mofokeng. Lehlohonolo, who comes from an impoverished village, Turffontein, in Qwaqwa, has just finished his BEd Hons in Philosophy and Policy of Education at the UFS. He hopes to enrol for a master’s degree in Education Policy, Planning and Management at the University of Witwatersrand with his Mandela Rhodes Scholarship. “Going to Wits will afford me an opportunity of a change in environment as I hope to explore new options,” Lehlohonolo, who matriculated from the Mookodi Secondary School in 2009, says. He says his matric year was a tough one as they were moved from the Shakhane Secondary School in March of that year. However, that did not stop him from doing his best. Lehlohonolo believes strongly in his capabilities. “Everybody was born to succeed. All you have to do, is to believe in yourself.” He advises all the matriculants and all who are currently writing their examinations to believe in their dreams. “Be convinced of your dreams. Yes, it will not be easy, but focus your eyes and mind on opportunities that will always present themselves to you. Learn to associate with people who will help you to achieve your goals,” he says. In describing Lehlohonolo after receiving one of his many awards at the UFS, Prof. Driekie Hay, vice-rector: Open and Lifelong Learning and Innovation in Higher Education, said: “You are such a smart human being, a wonderful mentee. I know your life journey will be blessed and you will leave the world a better place.” The award is named after Nelson Mandela and Cecil Rhodes and is administered by the Mandela Rhodes Foundation, which is a partnership between the Nelson Mandela and the Rhodes Trusts.

MARQUARD. – The Marquard police are searching for a man who allegedly raped a 64-year-old woman who hails from Moemaneng near Marquard. Allegedly, on Saturday an unknown man gained entrance through the door of the woman’s home in the early hours of the morning before raping her. “It is alleged that on 15 November at about 04:00 the victim was asleep in her home when the suspect broke down the backdoor of the house to gain entrance,” said Capt. Phumelelo Dhlamini of corporate communication in the Ficksburg Cluster. “It is alleged that the suspect raped her while she was still asleep in her bed. The suspect also robbed her of R1 000 and fled the scene.” Dlamini said the victim could not recognize the suspect, because it was dark in her room while the crime was being committed against her. LADYSMITH. – Malefu Vilakazi, the executive mayor of the Thabo Mofutsanyana District Municipality, recently set out on her annual site visit to the Ingula Project. The tour was preceded by a presentation and deliberations on socio-economic development initiatives partaining to the new building site. The proceedings started with a welcoming address by the project executive and a project overview presentation. The delegation then attended a safety induction before being driven to the main-underground works inside the majestic Rhino Horn Mountain. Once underground, the delegation was escorted to the following key construction areas: Machine Hall-East, Bottom Incline, Machine Hall, Tailrace Outlet and Generator Transformer Unit 3. The last mentioned was the main focus of the visit, as it is the first unit that will be commissioned onsite. The delegation proceeded to the emergency power building to view the diesel generators. The importance of the hot commissioned

diesel generators was pointed out. These can be used in the event of powerhouse flooding, fire or when the tailrace tunnel is dewatered. The alternative source of power is the 22 kV network-standby transformer or the distribution system. During the failure of this transformer, the two emergency-standby diesel generators are used to restore the power to the station. They will be utilized in the event of the loss of the primary power supply to the station’s auxiliary electrical power distribution system. “Our partnership with the Eskom-Ingula Project is paramount and is enhanced by such site visits,” said Vilakazi. “I have definitely learnt more about pumped storage scheme technology and how electricity is generated using this method. I’m impressed by the mammoth construction achievements and milestones onsite. Moreover, the surrounding communities have benefited immensely through this project and further socio-economic development initiatives will be implemented in the area.”

A SKETCH of the powerhouse top-structure of the Stortemelk Hydro Project.

Construction starts

THE hydro-power developer NuPlanet Project Development Pty Ltd has started the construction work of the 4,5 MW Stortemelk Hydro Project near Clarens. This project, which was awarded preferred bidder status under bid window 2 of the South African government’s Renewable Energy Independent Power Producer (REIPP) Programme, will be constructed over a two-year period with commissioning scheduled for mid-2016. Similar to the two hydro-power plants previously developed by NuPlanet for Bethlehem Hydro Pty Ltd, the project is situated on the Ash River and utilizes the outflow from the Lesotho Highlands Water Project. The project will be constructed using a “split contract” structure with an EPCM arrangement and not the common EPC structure, which is commonly used in the REIPP Programme. Anton-Louis Olivier, NuPlanet managing director, explains the reasoning behind this. “Based on our past experience with Bethlehem Hydro, we realised that a small hydro project does not lend itself as easily to the EPC contract structure as do solar PV or wind projects. Fortunately, our partners and lender agreed with this approach.” The contractors to the project are split between the water to wire turbine, generator and switchgear contractors, Andritz

ANTON-LOUIS OLIVIER Hydro GmbH of Germany and Indar Electrical SL of Spain. Aurecon South Africa Pty Ltd acts as the EPCM contractor, whilst the civil works contract was awarded to Eigenbau Pty Ltd. The capital cost of R186 million was financed with project finance debt from Rand Merchant Bank, while equity financing was provided by Renewable Energy Holdings, the Mertech Group and an independent broad-based black economic empowerment (BBBEE) entity. According to Olivier, this ownership structure is also a unique aspect of the project: “Not only is Stortemelk one of the few REIPP projects that is wholly South African owned, but our partners, the Mertech Group, is

Combining that with the BBBEE ownership and an additional shareholding by a local Clarens-based charity, results in a business which is ploughing back the majority of its returns into poor communities across South Africa.” The project will employ some 50 people during its construction. The appointed operations and maintenance contractor, TMC Operations and Maintenance Pty Ltd, is also currently operating the Bethlehem Hydro power projects and has the expertise to operate the plant within a project

finance context. Olivier adds that through the ongoing co-operation with Aurecon, NuPlanet was able to implement a number of innovative measures in designing the project to take into consideration environmental considerations, ensure maximum availability as well as optimising maintenance. This resulted into a vertical CAT turbine directly coupled to an air-water-cooled generator hence eliminating the forced ventilation and reducing the number of failure mechanisms. “We’re building the power plant in one of the most beautiful parts

of South Africa,” he says. “The brief to the architects was to design a powerhouse top-structure that minimises visual impact and blends into the surrounding environment.” ) Kallie Zwahlen, owner of Outrageous Adventures who does white-river rafting, says he will be going on with his business while he can, because once the power station is finished they won’t have any fast-flowing water to do rafting. It will definitely have a negative impact on tourism in Clarens as lots of people enjoy canoeing, kayacking and white-river rafting on the Ash River.

Awards motivate learners to excel } Tladi Moloi BETHLEHEM. – Karabo Mokoena (12), one of the gr. 6 star learners of the Motshepuwa Public School in Bohlokong, Bethlehem, has big dreams ahead of the final examination. The outgoing Karabo says he is ready for the examination and adds that he wants to leave a mark at the school by obtaining a level 7 grade in all the subjects. Karabo was among the top ten gr. 6 learners who received academic awards at Motshepuwa’s recent annual awards ceremony. “I want to register my name as the number-one learner in this school,” says Karabo. “It is my last year here and I want to show my teacher that I am not going to play around in the next level. “I have to work hard to make sure that I don’t disappoint them. They have taught me well enough to challenge the world. “Our teachers told us to that we should hold the Motshepuwa flag high, wherever we go from here.” Nthabiseng Mokoena (12), a gr. 6 learner who is the dux winner, says she will make sure that she plays far from the boys because they might destroy her future. “I want to leave my teachers with these words: You should keep on working hard so that you can give others what you have taught us,” Nthabiseng says. The school awards learners who have performed well academically, as well as in sport, arts and culture. In total ten learners from each grade were awarded certificates, while the winners in each grade received trophies. Motebele Ramokhothoane, the school’s principal, says the awards are aimed at rewarding those who have done well throughout the year. “We know that not all learners will be

next class next year. “Our leaners have been doing well in the final examination since the awards ceremony and we believe that the awards are the main reason for this. They all want to be winners and that makes them work harder.” Ramokhothoane has praised Abie Lethoba, a teacher of the school, who has secured sponsors for the school.

The achievement would not necessarily be on the same scale as the exploits of the Bafana Bafana class of 1996, which won the continental championship or the qualifying for the World Cup, but Ephraim “Shakes” Mashaba’s troops have surely restored the nation’s pride and unquestionable belief in the national team. For the first time in as many years, Bafana Bafana have qualified for the 2015 Africa Cup of Nations Tournament that will be staged in Equatorial Guinea. In the past South Africa could only qualify for the popular African football showpiece by virtue of being the hosts, but that is a thing of the past now thanks to Mashaba who has turned Bafana Bafana

Under the mentorship of Mashaba, the Mighty Bafana Bafana have played five matches and they are yet to lose. Mashaba, who was unceremoniously dropped from the team in 2004 is the only coach to have led a South African team to the Olympics in 2000. Remember the exploits of the national u.23 side at the Sydney Olympics where we lowered the Brazilian flag? That was the best South Africa u.23 side we have ever had. It comprised talented youngsters such as Quinton Fortune, Delron Buckley, Benni McCarthy, Siyabonga Nomvete and Steve Lekoelea. Back to Mashaba: He has proven without a shadow of a doubt that he is the right man to take Bafana Bafana to dizzying heights. The former Swaziland senior men’s national team coach had a successful stint with Bafana Bafana in the past whereby he won the Cosafa tournament in 2003. He also qualified the team for the 2004 Africa Cup of Nations Tournament in Tunisia. His record with Bafana is glowing. Mashaba’s success with the national team can be attributed to the fact that he respects his players, and his players respect him in return. He is also able to bring out the best in players. I hope the powers-that-be at Safa show their faith in the man and keep him at the helm much longer. I believe he has what it takes to qualify Bafana for the next World Cup Tournament. Meanwhile, South Africa face Nigeria in the 2015 Afcon Qualifier at the Akwa Ibom Stadium today at 19:00. We wish Bra Shakes and his boys the best of luck.

} Nkareng Moloi MANDELA PARK. – More than 100 pastors from different churches in the country and neighbouring countries such as Lesotho and Botswana attended a three-day seminar which was held at the Robala Lodge in Qwaqwa recently. The seminar, which was aimed at teaching the pastors on how to lead in God’s way and also to teach them to praise God, was organised and facilitated by South Korean pastor Enoch Yu. Yu told Express Eastern Free State that it was important for pastors to go back to the basics. He said the way pastors conducted themselves was being taken into question. “The only way of rectifying their behaviour is to unite and come up with a solution. I am here to try to help Southern African pastors with the problems they encounter. We want to pray and praise God in one way. We have to behave Godly as spiritual leaders. Then our Lord will trust us as leaders. “It’s God’s will for those who have little knowledge to empower those who do not. We came all the way just to show the love of God. We want to make a

Unpaid rates and taxes must be paid in full BEN VENTER, DA Caucus whip: THE DA Caucus supports the initiative taken by the executive mayor with Operation Payment. To make this operation credible to the public, his first action should be to recover the debts owed by ANC councillors for the past 40 months. Cllr David Lengoabala, the speaker, owes the Dihlabeng Municipality approximately half a million.

The total sum outstanding from the ANC councillors is R369 126. The Municipal Structures Act and the Standing Rules and Orders of the Dihlabeng Council state quite clearly that no councillor may be in arrears for a period exceeding 90 days. The DA Caucus has on countless occasions raised this point in council to no avail. Their answer is that the councillors have made arrangements with the municipality. At no stage has the residents of

MPHO LEKGETHO, an HIVpositive mother of two, wants to share her story with Express Eastern Free State readers, especially with World Aids Day approaching. The article is also aimed at motivating those who have just realised that finding out you are HIV positive is not a death sentence. “MY life became very interesting after I had tested positive for HIV. I must admit living with HIV in 2013 is not the same as 15 years ago,” says Lekgetho. “I am not perfect, but I try my level best to be as good as I can. The true strength is keeping everything together when everyone expects you to fall apart. “I refused to believe that I had contracted HIV to die from it – I did not see it as a barrier, but as a catalyst propelling me towards my destiny.” Learning to cope “People are always asking me how I cope, and the simple answer is: Self-acceptance and willingness to change. When you embark on a journey of change, you need energy, and that can only happen when you have accepted the situation you are facing, good or bad.” Disclosing one’s status “I still remember how hard it was, how I nearly got stuck in a blame-shifting zone, through denial. I could not really believe the news and was scared to share it with my parents. I felt lost and confused, but at the end of the day I was left with no choice but to help to bring an HIV-negative child into the world through the pregnancy I had, and that was to be done through disclosure, which my parents supported.” Coming to terms with stigma “Years of living with HIV has helped me to develop a thick skin

and an understanding that everybody is entitled to their opinion. “I cannot control what people think or say, but I can choose how to respond to it.” Making a living, and a difference “I go out and motivate young women in my community a lot, as well as encourage positive prevention programmes. “One day someone asked me why I chose to work in this field. My answer was that I was not working, but that the passion and personal experience was driving me to successfully run the programme. “I would like to tell everyone that there is life after a positive diagnosis. “I am not perfect, but I have managed to survive because I wanted to. “Currently I have successfully registered my own training company, Tshwanelo’s Training Institute, and am responsible for facilitating support groups of people living with HIV, victims of rape and domestic violence, as well as orphaned and vulnerable children. They have a special place in my heart. “Apart from the training company, I have become the voice of the voiceless. I know I can knock on any door to get resources to uplift the spirit of those in need. “I am involved in so many structures and I am able to maintain balance, because I also have time for myself. I meditate often. “I love my own space and respect others’ space too. Those are the things that keep me going.” Giving journalism a go “At one stage I was offered the opportu- nity to be a local radio presenter. That was the moment I would say truly boosted my

I also make time for them and like any other parent I am excited to have them around me – they are the reason for living. “I just turned 39, and like they say: Life begins at 40. I am excited to take on this new stage in life and I know I will get there.” Enjoying an active social life “I do have friends. I prefer male friends. I feel comfortable enough sharing my challenges with them and also learning from them. Anyway, life would be boring without friends.” Working on a relationship “Life goes on. There is someone in my life. I am someone who runs relationships very professionally – some of my family friends say I am boring. “As a single parent one needs to respect children when in a relationship to avoid confusion. “Psychology taught me that a boy child bonds with his mother more than a girl, therefore I play

a careful relationship game, not trying to be perfect, but aiming to be a good mother as well.” Strengthening spiritual life “I am so glad I learnt to trust Him – this is the song that I sing every day and it uplifts my spirit. If it were not for Him, I would not be alive.” “I have tips that keep me spiritually connected: ) I pray to God daily. ) I read the Bible daily. ) I depend on the Holy Spirit. ) I attend church regularly. ) I am of service to others – the Good Book says: Blessed is the hand that gives. ) I learnt to conquer my doubts. ) I am aware that I have to live one day at a time. ) I have learnt how to deal with temptation. ) I tell others about Jesus Christ. Sharing with others my new life with Jesus through words and actions is one of the most satisfying and exciting experiences I have ever had. ) I have learnt to balance my wheel of life – I work with a pie chart and assign the different pieces of the pie to different areas of my life – this makes me move forward. Tournament a first for school BETHLEHEM. – New Horizon College Bethlehem recently hosted its first soccer tournament at Du Plessis Park. Seven schools participated on the day in four different age group: u.14, u.12, u.9 and two u.13 girls teams Bodikela and Motshepuwa entertained the spectators with good sportsmanship and soccer skills. Schools that participated in the tournament were Bodikela, Motswathaka, Motshepuwa, Bohlokong, Impumelelo, Rehopotswe and the New Horizon College. Danelene Meyer, principal of the college, said they wanted to expand the tournament in 2015

by also inviting neighbouring municipalities to take part. “Good sportsmanship was evident by all teams and spectators. It was a good day for soccer and soccer ended up as the winner. Sport is very important these days for children to de-stress. “Sport also creates an environment to share, to take hands and to make new friends,” she said. She said it was the aim of the college to promote not only football, but all sporting codes to ensure healthy minds for children in order to achieve good results in academics and on the sports fields.

A win, but no medal

} Tladi Moloi PHUTHADITJHABA. – Maureen Dladla (35) and Potso Khomo (31) are the new winners of the 2014 Setsing Super Spar Qwaqwa/ Golden Gate Half-marathon. Dladla and Khomo were crowned champions of the marathon that started in Golden Gate and finished at the Super Spar in Phuthaditjhaba on Saturday. The new champions came in to replace the 2013 champions, Chabeli Nyelimane from Botshabelo near Bloemfontein and Manti Mabizela from Qwaqwa. Nyelimane could not defend his title as he was taking part in the South African Championships while Mabizela was beaten hands down. The winners won a floating trophy, gold medals and R1 000 in cash. Apparently, Mpho Mokoena (30) from Bohlokong near Bethlehem was the winner of the marathon in the men’s division, but he was disqualified since he had taken part without registering. This gave Khomo, who came second, a chance to win the first spot even though he did not hit the ribbon with the chest. Express Eastern Free State was reliably informed that Mokoena had known that he had not been registered for the competition and that he would be disqualified should he win the race. He did not seem worried even when the tournament organisers told him to give the winner’s Coca-Cola towel to Khomo who came second. However, after the race Mokoena denied that he had taken part in the competition knowing that he had not been registered. “My coach told me that he had done everything for me. I was unaware that I was not registered. I was not hurt when they told me that my name was not on the list. I had to give the championship title to Khomo. These things happen in athletics,” he said. The interesting thing is Mokoena and the winner of the women’s division, Dladla, come from the same team, the Maluti Marathon Club from Bethlehem. Dladla was registered for the tournament. Khomo said that Mokoena had told him that he was just running for fun and that he had not regi stered. “I was surprised when he told me that he had not registered for the tournament. After he had told me that, I told myself that I should just close the gap between him and myself. “I knew that it would mean I would be the winner of the tournament,” said the athlete from Radius Park in Welkom. Khomo said he was, however, happy to win the race and added that it had been tough because he had not known the route well. “There are more hills, but I am sure that next year I’ll do better,” he said. Dladla said she regarded the race as the

She said winning was more than what she had expected. “I usually compete in longer distances. I have never run on that road before, but when other athletes started to up their pace I told myself that I should keep calm until they became tired. “I increased my pace when I was 17 km

from the finish. After that I never looked back. I hope to come back next year to defend my title,” she said. Ray Thakhudi, the head of communication: South African National Parks, said he was happy with the turnout and organisation and added that the participation showed that the competition was growing.

“It is the second time that we have presented this competition. “We want to connect with the community and this is one of the ways to bring them closer to us. “We are looking forward to making this one of the big marathons in the country,” he said.
