NEAR is... a representative regional diplomacy cooperation and international organization by 80 regional governments (73 member regions and 7 observers) in 6 Northeast Asian countries, including South Korea, China, Japan, Russia, North Korea, and Mongolia. Since the adoption of the NEAR Charter based on mutual prosperity, NEAR has carried out extensive exchange and cooperation projects in various fields ranging from economy and humanities exchange, education & cultural exchange, environment, disaster prevention, cross-border cooperation, science & technology, ocean & fisheries, tourism, mineral resources development & coordination, energy & climate change, women & children, bio-medical industry to agriculture. Partnering with and promoting joint projects by strengthening the exchange with international organizations such as AER (The Assembly of European Regions), the largest independent network of regional authorities in Europe, and R-20 (Regions of Climate Action), NEAR takes the lead in building an international cooperative network communicating with the world beyond Northeast Asia.

NEAR is open to all. Any local government located in the Northeast Asian region sharing the founding purpose of NEAR can join us through the NEAR General Assembly.

NEAR Activities The Sub-Committee on Mineral Resources Development and Coordination (Magadan Region, Russia)

promotion policies and the provision of various programs such as homestay and traditional cultural experience.

The Sub-Committee on Mineral Resources Development and Coordination was held in Magadan Region, Russia on July 15 (Fri.). At the Sub-Committee meeting which was attended by 30 participants including the Governor Vladimir Pecheny, a presentation on the state of natural resources in Magadan region was given by the Russian Minister of Environment. Presentations on geological prospecting and investment in the gold mining area were followed. Secretary-General Jun Jae-won emphasized the importance of mutual cooperation over the use of the natural resources in the region and the expressed a need in holding sub-committee meetings more efficiently in order to bring about practical outcomes.

NEAR Youth Leaders Forum (Aug. 7-12) The Northeast Asia Youth Leaders Forum was held from August 8 to 12, in Dongguk University. Approximately 80 participants from 44 member organizations from 5 countries, China, Japan, South Korea, Mongolia and Russia, were assigned to 7 different teams, and held discussions on the major issues for better understanding of Northeast Asia. Secretariat News Visit to Members in Russia (June 14-19) NEAR Secretariat sent a delegation headed by Under-Secretary-General Lee Sang-gi from June 14 to 19 to visit Krasnoyarsk Territory, Republic of Tyva, and Novosibirsk Region in Russia to introduce major meetings of NEAR such as the General Assembly in September. The delegation also asked for the active participation of members in up-coming events and encouraged those yet to join NEAR to become members. The Vice-Minister of Krasnoyarsk Region showed interest in economic cooperation with South Korea and exchange between universities, using NEAR as the connecting bridge to other members in Northeast Asia. The delegation met the advisor to the Governor of the Republic of Tyva, and presented this year’s upcoming events and activation of sub-committees. The advisor to the Governor stated that he is willing to support the plans and suggestions made by NEAR. Lastly, the delegation visited a non-member state, Novosibirsk Region, and introduced NEAR and the affiliation procedure.

Meeting with High-level Officials of Hunan and Xianxi Province, China (Jul. 4-8) NEAR Secretary-General visited Hunan and Xianxi Province in China to meet high-level officials between July 4 to 8. At the meeting the Secretary-General introduced NEAR and listened to various opinions of members regarding major NEAR events such as the General Assembly. At the meeting with Vice-Governor Zhao Jian Cai of Hunan Province, one of the founding members of NEAR, the Vice-Governor stated that he is very well aware of the role of NEAR and is looking forward to extending long term relationships for cooperation and exchange with other countries in Northeast Asia, especially South Korea. Additionally, Hunan Province will actively participate in various NEAR events, said the Vice Governor. NEAR Secretary-General JUN also met the Governor of Xianxi Province, Li Xiaopeng, and made a request to join NEAR. The Governor Li responded to that through NEAR, the Xianxi provincial government is looking forward to

introducing its rich history and abundant natural resources of the area.

NEAR Secretariat sent a delegation to meet Mongolian Members from July 3 to 8 to introduce major events of NEAR such as the General Assembly and asked for their active participation. The delegation headed by Kwon Nam-won, director of department of planning and public relations of NEAR met Mr. Badraa, Governor of Umnugovi Aimag and introduced the main agendas for the General Assembly in September, and requested for the participation and cooperation. The delegation also met the Vice Governor and the Head of the state administration of Dundgovi Aimag, introducing major events of NEAR and asked for the active participation. In Tuv Aimag, the delegation visited the construction site of Chinggis Khaan International Airport which is to be finished by January, 2017.

The NEAR Secretary-General Jun Jae-won visited Primorsky and Magadan Region from July 14 to 15, and asked for active participation in the General Assembly in this September and other various NEAR events.

The Vice Governor Alexander Rossi has stated that Primorsky Region would participate in the NEAR more actively, and requested for the preparation of the strategies in disaster prevention in Northeast Asia. The NEAR Secretary-General stated at the Sub-Committee meeting on Mineral Resources Development and Coordination that NEAR would support more efficiently in which to exchange more practical cooperation for the development of mineral resources at the meeting with Governor Vladimir Pecheny of Magadan Region. NEAR Secretary-General Jun Jae-won participated in the Economic Cooperation Forum of CEO in Northeast Asia 2016 in Pohang, South Korea, on July 30 (Sat.). At the forum, the former Minister of Unification Ryu Gil-jae delivered the opening speech. Following the speech, the Mayor of Jang Gil-bong of Hunchun, China, the Mayor of Korsakov, Russia Alexander Rudakov, and the Director General of Pohang Regional Office of Oceans and Fisheries Yoon Seok-hong gave presentations on the topic. At the discussion session, governors and mayors of major cities in Northeast Asia, representatives of logistics companies and specialists on economy and tourism shared cooperation plans for mutual prosperity and sustainable development in various fields.

NEAR Member News China - Ningxia Hui Autonomous Region Ningxia World Friendship Forum held in Ningxia Hui Autonomous Region Ningxia Hui Autonomous People’s government held the Ningxia World Friendship Forum from September 8 to 10. Ningxia is the only autonomous province of the Hui tribe, and a very important location geographically, as a hub for the Silk Road Economic Belt and the Ningxia Inland Opening-up Pilot Economic Zone. Representatives from Ningxia Hui’s sister cities who participated in the forum titled ‘Enriching Friendship and Cooperation for Prosperity’, shared the experience of signing sister affiliations internationally. An officer from Ningxia Province has said that this forum acted as a great platform for friendship building among the participants and promoting development of the region.

After the official visit of the Governor of Aomori Prefecture to Jeju Island in 2009, the two governments have pursued an active exchange, signing a sister affiliation agreement for World Natural Heritage in 2010, and a friendship

affiliation in December 2011. 2016 marks the 5th year of the affiliation, and suggestions to deepen the affiliation have been made. The Governor of Aomori Prefecture Mimura Shingo, and the Governor of Jeju Self-Autonomous government signed a sister affiliation agreement to promote exchange in world nature heritage, tourism and culture.

Japan - Toyama Prefecture 2016 Northeast Asia Regional Environmental Forum in Toyama 2016 Environmental Expert Meeting in the Northeast Asia Region which was held on May 23 in Toyama Prefecture attended by approximately 50 environmental experts and scholars from Korea, China, Japan, and Russia and the Secretary-General Jun Jae-won. This meeting was held along with G7 (Japan, Italy, Canada, France, USA, UK, Germany, EU) Toyama Environment Ministers’ Meeting. At the Specialist panel session, discussions on topics of climate change, biodiversity, and marine waste were held for strengthening the networks for environmental protection in Northeast Asia, and finally, Toyama Declaration was chosen aimed for the new global collaboration on environment.

Northeast Asia Youth Leaders Forum 2016

2016 Northeast Asia Youth Leaders Forum

The Northeast Asia Youth Leaders Forum was successfully held from August 8 to 12 in Gyeongju, South Korea. Despite the fact that the forum is in its first year, 77 participants from 5 countries attended the forum. Under the theme of “I, We and Northeast Asia�, the participants, assigned to 7 different teams, held discussions with enthusiasm on the major issues concerning the prosperity of Northeast Asia. Furthermore, during the forum, the participants had opportunities to experience Korean culture, visiting Bulguksa Temple in Gyeongju and Youngildae beach in Pohang.

Opening Remark by Secretary-General Jun Jae-won

Each team was assigned a subject of discussion and gave recommendations based on the information they had prepared, as well as listening to the opinions and recommendations of others. On the last day, representatives from each nation gave presentations, and it was an opportunity for the youth of five different nations to gain Japan

knowledge and understanding of one another. Among the teams, there was one team selected for being outstanding and two teams for their excellence. The outstanding team was team was awarded the prize for their presentation on ‘Future of Northeast Asia and the Role of Youth.’ During the forum, the participants had opportunities to take cultural tours. First, they visited Bulguksa Temple and Andabji in Gyeongju to experience Buddhist culture. This was followed by a cruise at Yeonildae Beach, where they saw and enjoyed the beautiful scenery of Pohang.

The forum was reported to be a success, and participants commented that this youth forum had been beneficial and enjoyable- even more than previous youth programs. In particular, participants from China and Russia expressed a desire for the forum to take place in their countries next year.

Sub-Committee on Mineral Resources Development and Coordination, International Investment Fair, and Gold Festival in Magadan Region, Russia

Special Events in Magadan Region, Russia : Sub-Committee on Mineral Resources Development and Coordination, International Investment Fair, and Gold Festival Magadan Region, located in north-east Russia, is rich in minerals. This region ranks in the top 10 regions in Russia for the amount of gold, silver, tin, cobalt, and coal. It holds the most amount of gold (24 ton) in Russia. Therefore, 79% of its economy is generated by mining, and many international events related to the industry are also held. The competition starts when Polevaya, a mining company, places raw gold in an area measuring 2.5㎼. The game runs for 15 minutes and 20 people are allowed to participate. When the participants find gold, they place it in a can to dry it using fire. After removing all the sand, the gold is placed on a special plate and submitted. This year’s winner found 204 gram of gold, earning RUB 1,000,000, the equivalent of USD 15,000.
