Cannabis Cannabis is the most widely cultivated, trafficked and used illicit drug in the United Kingdom, and there is an ongoing debate about its legal status. It is currently illegal to use cannabis either for recreational or for medicinal purposes. In 1998 the Science and Technology Committee of the House of Lords took evidence on the medicinal effects of cannabis, and recommended that it should be made legally available for therapeutic purposes. The Government rejected any immediate changes to legislation, and has indicated that, before this could be considered, safety and efficacy of a medicinal form of cannabis should be demonstrated. Clinical trials are about to start. An independent inquiry into the Misuse of Drugs Act 1971 has recommended that penalties for minor cannabis offences should be reduced, but the Government is opposed to any relaxation of controls. This paper provides statistical information on the use of cannabis. It discusses the health effects of cannabis and provides background to both these issues.
