Initiating the discussions, Cdr. D.D. Naik, President & CEO NERIL, welcomed Sh S.S. Negi, IFS, CCF (CAT Plans) and all the participants of the meeting on behalf of NERIL and expressed the firm commitment of NERIL to accomplish the task of preparation of Comprehensive CAT Plan for Satluj Basin. Thereafter, Sh S.K. Kapur, IFS (Retd), Senior Consultant of NERIL briefed the participants about the objective of preparation of comprehensive CAT Plan and methodology. He further explained that the accomplishment of this task would only be possible with coordinated efforts and cooperation of all the officers/staff of Forest Department in the Satluj Basin upto grass route level and other Line Departments. Some of the information which requires to be obtained from various offices of Forest Department and other Line Departments were listed as under: 1. There are 329 micro catchments, topographic sheets for which should provided by the Forest department. 2. 10 Years Plantation Data is required to suggest further course of action. Whether any steps for their maintenance have been taken up. 3. Data of ‘ghasnis’ is required. Latest information is required about the work done in a particular area and the work which remains to be done. 4. There may be some areas which have not received any attention so far. A List of such areas is required. 5. A list of Soil Conservation works executed during the last 10 years need to be obtained alongwith suggestions as to what more is required to be done. 6. List of Nurseries in the form where the Forest Plants are being obtained. 7. Emphasis to be laid on Agro Forestry to reduce burden on Forest.

8. List of areas which should not be opened for agriculture needs to be prepared. Some incentive schemes need to be formulated to encourage the farmers to diversity their agricultural farming practices/activities. 9. List of slips/landslides, cloud bursts etc, which took place during the last 5-10 years need to be prepared. 10. Maps of Micro Water Sheds to be provided by the Forest department. These maps should contain the Forest Range Boundaries.

The following suggestions were given by the Officers of Forest department as well as other participants: 1. It was decided that data collection should be for 5 years instead of 10 years. It was decided that a reference in this behalf will be made by President & CEO NERIL to Pr.CCF HPFD. 2. The column ‘Reason for Failure’ should be replaced by ‘Survival Percentage’. It was also suggested that the column of Encroachments on Forest land should be deleted from the field level data collection proformae as this information is already at Circle/ State level. 3. Forest Officers suggested that, at times it may not be possible to supply all the data in one go. It was, therefore, agreed that in exceptional cases the partial data could also be supplied to be folloed by providing the remaining datya in the shortest period. Sh. S.K.Kapur stated in any case data in respect of snow bound areas which are closed by October, The data has to be obtained/supplied before close of the areas. 4. CCF CAT Plan assured of full cooperation from Forest department for supply of data. It was decided that a letter from CCF CAT Plan to all the Officers of Forest department as well as other Line Departments will be issued to out line the details of the objectives of Forest as well as other Line Departments. CCF CAT Plan further desired that although full cooperation and assistance will be rendered yet the initiative for the same has to be taken by NERIL Team. He also suggested that NERIL Experts must visit and halt in the difficult areas of Satluj Basin to have an in depth study and knowledge of the topography and terrain of the area. 5. Cdr. Naik further informed that NERIL is already extending its full cooperation in the matter. NERIL will also impart training to the Officers/officials of Forest department in the GIS Lab being set up in the office of Principal CCF, Shimla where 2-3 officials from each Forest Division/could be imparted suitable training.

6. It was suggested that Seminars at Range Level should be held so that officials of forest department as well as other Line Departments could participate in such seminars. 7. It was informed that 5 Teams of Field Investigators have already been formed which will be visiting the micro-watersheds and other areas very shortly. Required Training has already been imparted to them for collecting the photographs, use of GPS and the process of collecting the information on the required proformae. It was decided that the officers of Forest Department and Revenue Department should be associated with NERIL Field Investigators Teams during their field visits, so that all the information is filled in the proformae. 8. Sh. Mishra stated that there is a capacity of 11000 MW Hydro Electric Generation out of which so far only 6000 MW has been utilized. The setting up of HE Projects has caused devastation in the area by way of m7uck dumping and blasting. He therefore, suggested that some suggestions/prescriptions in this behalf are needed to be incorporated in the CAT Plan. It was decided that a reference in this behalf will be made to the concerned Authorities to seek copies of EIA approvals accorded during the last few years for such projects to assess as to what has already been done in this respect and what more is required to be done. CCF CAT Plan stated that there is a need for suggesting/prescription of steps for reclamation of muck dumping sites. 9. It was suggested that Kinnaur and Kaza Divisions require special attention. NERIL Experts should suggest some vegetative pattern to be followed in these divisions. 10. Natural ecology is being disturbed due to tunnel making and road construction for which prescription should be given in the CAT Plan. 11. CCF CAT Plan also suggested that a meeting with other officers of Forest Department as well as Line Departments should be held in respect of Kol-Dam Project on similar lines. PRESIDENT & CEO NERI assured that the meeting will be organized soon.After closing the discussions of the meeting, the NERIL Team alongwith Experts visited Village Shingla to give field training to the Field Investigators for filling up the proformae. The following four residents expressed their views: 1. Sh Padam Dev Gautam. 2. Sh Mehar Chand Gautam. 3. Sh Mohan Lal Gautam. 4. Sh Chetan Gautam. All the four residents informed that although the plantation is done by the Forest Department and other Departments, there is no maintenance support which results in mortality of the plants. Water sources have dried up, cracks are developing and agricultural land is also being getting reduced. Acute shortage of Irrigation water, frequent drought conditions, excessive rains were some of the main reasons for which remedial measures need to be suggested.

Following decisions were taken: 1. GIS Laboratory: Cdr. D. D. Naik, President & CEO NERIL informed that GIS Expert from NERIL will reach Shimla by 25th May, 2009 for setting up the GIS Lab. Pr. CCF desired that the GIS Lab should be made operational by 15th June, 2009. It was informed that Company Engineers from Hewlett Packard have already been got deputed to GIS Lab site of HPFD on 23rd May 2009 for installation of hardware/ software. However, some writing is required to be done in the Lab for which action should be taken by HPFD 2. Loading of ArcGIS and Path Finder Software: Cdr. D. D. Naik, President & CEO NERIL informed that it has to be loaded by the Authorised Representative of the Supplier Company from whom the hardware/ software has been procured by the HPFD to avail the warranty of supplier. To speed up this process Mr. Trehan of Trimble has been contacted telephonically by President & CEO NERIL and he has promised to visit Shimla in the first week of June (around 5th June, 2009). 3. Training to Forest Officers/ Officials on GIS: NERIL’s GIS Expert will start training from 26th May, 2009 onwards. Forest Department will depute the officers/ officials to report to GIS Expert of NERIL by 26th May, 2009.

4. Procurement of Toposheets: President & CEO NERIL informed that representative of NERIL was deputed to collect 38 nos. of toposheets (i.e. 23 for unrestricted and 15 for restricted areas) from SOI, Dehradun. Out of these, 23 unrestricted toposheets have been procured from on 20th May 2009 while for obtaining restricted area toposheets the indent has to be placed by HPFD on Form 0-57(a) (a copy of this format has been collected from SOI, Dehradun). Remaining toposheets in respect of unrestricted areas, the same can also be obtained from SOI after identifying their code nos. 5. Digital Vectorised Toposheets: Digital vectorised toposheets are available with SOI. Following documents are required to be furnished in respect of restricted area toposheets from HPFD: (a) Digital Licence (in duplicate). (b) Digital Products Indent Form. Copies of these forms have also been procured from SOI, Dehradun. Pr.CCF. assured that whatever letter etc. is required to be issued from HPFD or form is required to be filled up from HPFD, the same should be got signed/ issued personally by NERIL functionaries to eliminate delays on this account. Pr.CCF stated these toposheets could be made available from the offices of DFOs at Rampur/ Kinnaur where they are available. 6. Providing Base Map to NERIL: It was informed by Mrs. Archana Sharma, CF CAT Plans that the requisite C.D. will be made available by HPFD to NERIL by 25th May, 2009 after procuring the same from SJVNL. President & CEO NERIL stated that he will personally visit the office of CF CAT Plans on 25th May, 2009 to collect and open the C.D. on the computer. It was informed by President & CEO NERIL that though a letter was issued by HPFD to Member Secretary, State Council for Science, Technology & Environment for providing GIS Map, no response has been received from the Council in spite of personal visits to the Council by representatives of NERIL. Pr.CCF assured that he will personally speak to Member Secretary, State Council for ST&E in this regards. 7. Baseline Data: The Pr.CCF briefed all the present on the importance of accurate and reliable baseline data collection. He instated that the data merely in the records are not to be relied upon. He also directed that 25% to 30% plantation must be verified by NERIL team and classified as Poor/ Medium/ Good. In order to accomplish this task he issued following directions: (a) Beat wise list of plantation in three categories (i.e. poor, medium and good) will be supplied to NERIL by the DFOs/ CFs for logging them on the base map. Random sampling atleast 25% to 30% should be ensured by NERIL. (b) 10 G.P.S. will immediately be got issued from Rampur Forest Circle by C.C.F. CAT Plan, Rampur to NERIL on returnable basis. It was further desired that existing no. of Field Teams should be doubled by NERIL so that the work is completed Comprehensive CAT Plan of Satluj River Basin

within the stipulated period. President & CEO NERIL stated that he will revert after detailed study of use of imagery to obtain desired accuracy within time frame stipulated.

8. Data Formats : The Pr.CCF stressed the importance of well made design for the collection of socioeconomic data. He further informed that some formats/data in respect of socioeconomic position of the State is available in his office. It was, therefore, decided that socio-economic expert of NERIL or President & CEO NERIL should personally visit the office of Pr. CCF on 25th May, 2009 to consult and collect the said data. 9. Work Schedule : The work schedule prepared by NERIL with the Inception Report was discussed. After discussions it was decided that the Work Schedule prepared by NERIL should specifically contain as milestones the starting and finishing dates of various tasks as per TOR. 10. Amendments in the Inception Report : All the corrections to the Inception Report and the questionnaire/checklist thereunder were approved by all present. The major amendment was to include the data on availability of firewood, fodder and non timber forest products (NTFP). Pr. CCF also pointed out the need to include the data from the IRDP list of poor households in the study area. The meeting ended with a vote of thanks to the Chair.

The record of discussion on each item was as under: President & CEO NERIL gave a brief account of the progress so far achieved as under: 1. Basemap data collection for 35 MWs completed. 2. Secondary data for 35 MWs is collected as per the checklists. 3. 23 Nos. of unrestricted area toposheets of 1:50000 scale are obtained from SOI, Dehradun by NERIL. Digitization of 5 toposheets has been completed and the rest are under progress. 4. The progress of GIS Lab was informed by President & CEO NERIL. He underlined the need for posting of a Map Officer of HPFD in GIS Lab so as to maintain the confidentiality of the documents being maintained/ processed in the lab. 5. A demonstration of deliverables in respect of 3 MWs was given in the meeting by NERIL’s GIS Experts to the officers of HPFD/ World Bank which was highly

appreciated by one and all. The representatives of World Bank remarked that such as approach has never been adopted in the earlier projects. 6. The un-scientific technologies being adopted for widening of roads in some of the project in upper areas was demonstrated in the meeting through display of photographs of work in progress. 7. It was decided that a workshop for technology demonstration work of the prototype deliverables by NERIL should be organized around 5th Sep., 09 for all the officers of stake-holder Departments to suggest further improvements. The exact date will be decided by HPFD/ World Bank Officers. 8. It was desired that NERIL should render an Interim Report enclosing the raw data of the work done so far inclusive of Socio Economic Surveys and Field Surveys (Table No. 1 to 14) alongwith evidence of recording of public consultations/ group discussions. 9. Efforts made by NERIL as well as by HPFD in getting the restricted area toposheets from the concerned offices, procuring GIS basemap from SJVNL, available layers data from State Council for Science, Technology & Environment for creation of a GIS basemap for Forest Department were noted. President & CEO NERIL stated that in spite of repeated efforts, the restricted area toposheets on 1:50000 scale as well as data from SJVNL and State Council for ST&E is still awaited even after a lapse of a period of 3.5 months from the date of commencement. This has adversely affected the progress of the project. Delay in preparation of the basemap is bound to result in delay of completion of the project in time as working summer season for snow-bound areas is almost already over. 10. In the circumstances explained above, it was felt that it will not be in the fitness of things to loose further time in waiting further for the above documents/ data. It was, therefore agreed that NERIL should prepare its own GIS basemap for Forest Department. 11. President & CEO NERIL informed that creation of this basemap will take a minimum of 2.5 to 3 months period while we have already lost 3.5 months time from the commencement of the project. He further stated that an extension of six months in the duration of the completion of the project will be required. The project would thus get completed by end of March, 2011. He also mentioned that the project cost will get escalated on account of additional man month requirement, administrative cost and expenditure on consumable etc. Representative of World Bank as well as HPFD were agreeable in principal on the point brought out by President & CEO NERIL. 12. President & CEO NERIL informed that arrangements for Silt Load Sample Collection and Analysis have been made. Practical trial of sample collection and analysis are also complete. Samples of water collected from 23 tributaries are being analysed in the laboratory of an NGO Himalayan Organisation Organic Agriculture Product Research & Development at Rampur Bushahar.

IV. SUMMARY RECORD OF POINTS WHICH EMERGED DURING THE STAKEHOLDER’S CONFERENCE HELD AT SHIMLA ON 3RD SEPTEMBER, 2009. The Stakeholders Conference in connection with preparation of Comprehensive Catchment Area Treatment Plan for Satluj River Basin by Naik Environment Research Institute Ltd. (NERIL) was held Conference Hall of Armsdale Building, H.P. Secretariat, Shimla on 3.09.2009 from 2.00 P.M. onwards under the Chairmanship of Sh. Avay Shukla, Additional Chief Secretary-cum-Secretary (Forests), H.P. Besides the Officers of H.P. Forest Department and other Departments, Representatives from World Bank were also present in this meeting. The gist of points/ suggestions which emerged during the presentation is as under: 1. The Presentation was given by NERIL in respect of 21 MWs of Satluj River Basin in respect of Ramur and Ani Forest Circles. 2. A.C.S. –cum-Secretary Forests suggested that as far as possible, maximum use of data available with respective departments such as Agriculture, Horticulture, Animal Husbandry, and Revenue Departments etc. should be ensured while preparing the CAT Plan. 3. The photographs of the areas taken during the field survey by the Survey team to be displayed in the CAT Plan Report should necessarily contain the lat-long etc. 4. Plantation data for the last fifteen years should be obtained and year of plantation, type of plantation, location of plantation, etc. should be indicated against each such plantation. 5. In reply to a question from one of the participants, PRESIDENT & CEO NERIL clarified that the data collected by our Field Survey Teams during the Field Surveys is further verified by NERIL Consultants. 6. It was suggested in the Conference that sites for taking silt load samples, waterflow, rainfall etc. should be selected at such places where presence of HPFD or some Institutional Organizations already exists. Setting up of Automatic Silt Observatory Posts should be thought of. 7. PRESIDENT & CEO NERIL stated that in the process of ongoing projects of road constructions, HEP etc. in the study area, the parameters for determining water flow of the river and its tributary get changed from time to time and, therefore, NERIL will have to restrict its study to the terms of TOR only. 8. It was suggested that EIA/ EMP Reports of various Hydel Projects in the Basin should be given appropriate consideration while preparing the CAT Plan. clarified that the Cat Plan to be prepared will be a vital document to present the scenario of greater area of the River Basin while the EIA/ EMP Reports represent only the area restricted to the catchment of the respective HEP. 9. It was suggested in the meeting that a Supervision/ Monitoring System for the Stakeholders should be devised in the CAT Plan for monitoring of works including plantations to be taken up under Comprehensive CAT Plans.

Asstt. Project Director NERIL briefed about the progress so far achieved by NERIL with regard to Field Progress and Data Collection and its feeding in the Software, informed that out of 179 MWs from Kol dam to Wangtu, Field Survey and Data collection in respect of 158 MWs upto Rampur has already been completed by NERIL upto 31.3.2010 as per the time schedule finalized for the same. Regarding remaining 21 MWs upto Wangtoo, the process of Field Survey and Data Collection will be completed upto 30th April, 2010 after which the work in remaining 31 Catchments from Wangtoo to Spiti will also start. All the queries raised by the Forest Department Officers were answered in the meeting. The following suggestions were made by Forest Department Officers:

Issued Emerged Addl. Pr.C.C.F. desired that each and every Nalla in every MW has to be traversed by the Field Investigators of NERIL. GPS indicating latitude and longitude of erosions, plantations and slips noticed in the Nalla should be recorded. Similarly, he suggested prescriptions should also be given nallawise after recording latitude and longitude and costs/ expenditure involved in respect of every proposed structure. C.F. CAT Plan suggested that the possibility of leaving the recording of longitude and latitude of each proposed structure needed to be examined as it will depend upon the actual ground position prevailing at a particular site at the time of actual implementation over a period of time. Addl. Pr. CCF emphasized that a Field Book for every F.I. should be maintained. Asstt. Project Director clarified that the Checklist being prepared by NERIL F.Is. could serve the purpose of Field Book as the same contains detailed information. However, Addl. Pr. C.C.F. still insisted for maintenance of the said Field Book. Addl. Pr. C.C.F. also emphasized that a lot of emphasis is required on Forestry and Land Erosions/ Soil Conservation studies and prescription thereof. A presentation regarding prototype of one MWS was also given in the meeting. Sh. S.K.Sharma, C.F. suggested that NERIL should provide to H.P. Forest Department a Print Out of such Prototype in respect of one Micro watershed preferably where CAT Plan works are in progress, for their study and suggestions thereon. Regarding digitization of toposheets it was informed by NERIL team that digitization of all the 13 unrestricted toposheets had been completed. So far as digitization of Restricted Toposheets is concerned, it is to be done in GIS Lab of H.P. Forest Department for which permission is still awaited. Addl. Pr. C.C.F. suggested that although Forest Department is making efforts to get permission from Ministry of Defense / MOEF, yet NERIL should also pursue the matter in the above Ministries.

1. Asstt. Project Director, also narrated the difficulties being experienced by NERIL in procurement of data from various Agencies, deficiencies being noticed in the available data and requested for supply of requisite data thereof as under: i.)

Forest Management Maps being supplied by various Forest Divisions are not in uniformity. Only the Management Maps supplied by Suket and Bilaspur Forest Divisions contain the requisite information while in respect of other Divisions/ Circles, these maps are deficient in information regarding Beat boundaries, Compartment Boundaries, Block Boundaries, and Forest Boundaries etc. He, therefore, requested that it would be better if these Maps could be updated by deputing some Officials from H.P. Forest Department to the G.I.S.Lab where this process could be completed expeditiously.

Data in respect of proposed roads during the next 10 years alongwith details of Muck Disposal Sites as well as existing roads of Satluj Basin in the Basin had not been received inspite of repeated visits by NERIL Officials to H.P.P.W.D. Office. Similar data in respect of Hydel Projects coming up in the Basin is also required.

Besides above, a request had been made to H.P. Forest Department for providing the data regarding Forest Land Diversion Reports from 1991 for each Forest Division containing area of Forest land diverted, amounts levied on the different project implementing agencies on account of compensatory afforestation, lease value of forest land, net present value of forests and any other amount levied in connection of diversion of forest land, amount deposited with Forest Department by the Project Implementing Agencies and its further allocation to respective D.F.Os. by Forest Department etc. C.F. CAT Plan assured to look into the matter and get the available data supplied to NERIL. She stated that NERIL officials should discuss this matter with her on priority. C.F. CAT Plan desired for submission of a note giving consolidated progress report on preparation of Comprehensive CAT Plan by NERIL as per terms of references of the Contract. This note is being submitted to C.F.CAT Plan from Regional Office.

Creation of stone walls to protect the areas should be encouraged to protect fertile land as well as land erosion as suggested by the consultants. Creation of crate wire structures by using locally available material (such as stones etc. which are already available in such Nallas/Khads) where possible should be done. 2. Execution of Gravity Irrigation Scheme/ Lift Irrigation schemes from Nallas/ Khads should be encouraged. 3. Creation of Village Ponds/ Tanks should be encouraged. 4. Silt should not be seen as only a problem. Planning should be done to create silt beds by creating suitable structure along the riverside wherever possible to encourage cultivation in such areas. 5. Plantations on Government lands should be done on community basis. For example if 20 Hectare plantation is developed on government land, the area could be subsequently divided in a number of families of a village to be taken care of after a certain period by them for their proper look after. 6. Cluster approach for horticultural and other crops should be adopted. 7. Long Term Maintenance support should be provided. 8. Possibility of creating fish ponds should be examined. 9. AE IPH Kaza suggested that Spiti River should be channelized which could help in reclamation of 1000 bighas of land. 10. Maximum Pasture Land development should be done. 11. Check dams should be constructed on the top edge first to divert the flow of water. 12. Water Harvesting created.

Introduction The Presentation was chaired by Sh. Avay Shukla IAS, Additional Chief Secretary & Secretary (Forests) to the Government of Himachal Pradesh. Sh. Vinay Tandon, IFS, Pr.C.C.F. HP was also present alongwith other Senior Officers of H.P. Forest Department. At the onset, Sh. J.S. Walia, Addl. Pr. C.C.F. (CAT Plans & Ecoservices) gave a brief Introduction about the Presentation being given by NERIL regarding INTERIM Plan of 5 MWs. A passing reference about NERIL being L1 Beas for River Basin Project was also made by Addl. Pr. C.C.F. During his short introduction, Addl. Pr. C.C.F. highlighted the objectives of Interim Plan of Satluj River Basin. Thereafter, a copy of the Draft Interim Plan prepared by NERIL was presented by PRESIDENT & CEO NERIL to Addl. Principal Chief Conservator of Forests (CAT Plan & Ecoservices) and further Presentation about the Interim Plan was started. At the very onset PRESIDENT & CEO NERIL expressed his thanks for extending the cooperation to NERIL from time to time. He stated that though Interim Report has been submitted by NERIL on 21.8.10, it was still open to amendments based on the suggestions and points of HPFD/ participants. It was explained that inspite of the difficulties faced with regard to procurement of basemap and other related information from various Agencies/ Departments and belated decision (15th July, 2010) regarding preparation of basemap by the Consultant, NERIL has been able to create a Basemap at its own and complete the Field Survey Work in all 179 MWs from Koldam to Wangtu and 10 sub-catchments in Kinnaur.

One of the main constraints faced by NERIL was that the data from various Departments/ organizations such as SJVNL/BBMB etc. are insisting for supply of requisite data by them only through the Forest Department and not directly to NERIL. The data from H.P.P.W.D. /IPH regarding existing/ proposed roads / IPH Projects along with details of dumping sites/ debris disposal sites and metrological data, rainfall data, silt load data etc. in the Satluj Basin from other Departments has not been received till date inspite of correspondence from NERIL as well as from H.P. Forest Department . Similar data in respect of existing/ proposed Hydel Projects in Satluj Basin is also required. Additional Chief Secretary desired that the matter should be taken up with the concerned Departments through his office. It was suggested that once this data is available from the concerned Agencies, the same should be maintained in GIS lab for its updation from time to time.

A discussion held on studies in respect of agricultural/ horticulture practice. It was observed that per Unit cost norms for prescriptions under Agriculture, Horticulture and Animal Husbandry should be given. Main emphasis should be given on Water Conservation Measures under CAT Plans under these programmes also so that it may not look like merely an Agriculture/ Horticulture Development Plan.

Use of Chemical Fertilizers should not be encouraged as it would result in Water Pollution. Dr. R.C. Thakur clarified that only balanced use of Chemical Fertilizers had been prescribed. The figures stated in NERIL field study relates to deficient use and not excess.

Treatment of Common lands should be given more emphasis instead of prescribing subsidy inputs. As far as possible, concept of subsidy should be avoided. Wherever individual benefits are prescribed, we should take PES route.

ACS suggested that special emphasis has to be given towards landslides and landslips. He desired that Landslides at Barowni, Thikru and Akpa were posing serious threats which need to be given special attention on priority. C.C.F. and PRESIDENT & CEO NERIL should hold a separate meeting on 21st August itself to sort out issues like extension of time, escalation etc. for proceeding further in the matter.

Following were the points discussed during the meeting: 1. C F Rampur laid emphasis on the importance of integrated approach and treatment of the catchment. He also discussed about the disbursement of CAT Plan money which is 25% on vegetative and 75% on masonary further he stated that species for vegetative like agife, dadonia etc. as well as bioengineering barriers should be indentified and encouraged for soil and water conservation. 2. In terms of forestry it was discussed that drainage pattern is very essential and other structures to be suggested only after drainage pattern is studied. 3. Provisions or ways to control stray cattle to be considered, to which Dr. Jitnder greek stated that opening of GO Sadan is in progress and camps are being organized to encourage peoples to keeps cattles. 4. Sh. Vinod kumar Dhiman informed that horticulture dept. is giving training about forestry and mushroom growing so as to reduce dependency upon forests. He also informed that Rs 28,500 per farm tank per hac. is being provided as Subsidy. 5. While discussing about soil and water conservation work done Mr. D. R. Sh. P C Thakur informed about the single crop and single ploughing practice being followed in kinnaur. His suggestions included prevention measures for slopy land irrigation or flood irrigation, scientific maintenance of kuhls, top to bottom treatment and implementation of drip irrigation (though drip irrigation is practically not possible due to the turn wise supply of water moreover it might be possible for agriculture but not for horticulture).

Dr. R S Kaushik suggestions were to increase fodder plants or species and grasses especially in alpine areas.

Sub-Catchment/ Microwatersheds with project specific boundaries in each CAT Plan to be shown as a Layer in the GIS Basemap. Nurseries, Forest Guard Huts, Rest Houses, Roads etc. to be plotted on GIS Basemap alongwith locations. Whether the template (Software) developed by NERIL can be allowed to be used by other Consultants also by HPFDTo be examined. If it is to be provided to other Consultants on what terms and conditions; For Road Density, all roads etc. in the MW/ Sub Catchment should be plotted on GIS Base Map. For this, if require, Google maps could be considered. ACS suggested that a bigger Stakeholder Meeting wherein all the Stakeholders could participate should be organized by HPFD sometimes during January, 2011.

At the outset, Addl. PCCF (CAT & ES) welcomed all present and gave a brief introduction to the task awarded to M/s NERIL, and flagged the major issues concerning the consultancy. Thereafter, Cdr. D.D. Naik of NERIL gave a presentation, covering the Terms of Reference, methodology adopted and the expected outputs and deliverables of the assignment.

It was stated that the comprehensive CAT Plan was a mix of traditional catchment treatment prescriptions, some heavy engineering interventions and also some out of the box approaches, with emphasis on cost effective and efficient bio-engineering techniques. There was a linkage provided in the Comprehensive CAT Plan to the prevailing Working Plan prescriptions, applicable to the micro-catchment. A demonstration of the GIS based Satluj Catchment Information System was given by the presenter and thereafter, discussions on various aspects of the deliverables took place. The following issues were flagged and decisions taken for incorporation and further action by M/s NERIL:1. Adequate attention has not been given to the Task C-Plan for prevention of further degradation of the catchment, in the final output. across sectors, to mitigate adverse effects of development interventions in the river basin, need to be incorporated. 2. The necessary policy changes/reforms, in the Policy instruments of land-using sectors, especially roads, power, agriculture/horticulture, that are essential to support long term prescriptions of the Comprehensive CAT Plan have not been suggested, which may be done now. 3. The total outlay to implement all treatment measures proposed under the Comprehensive CAT Plan be mentioned, in a separate Table, enlisting Micro-watershed wise break-up of the physical works along with their financial requirements. It was suggested that the consultants should point out the possible mechanisms of financing these and list out then prospective websites, donor agencies, institutions, for funding various treatments prescribed in the CAT Action Plans. A note on the aptness of the current stipulation of minimum 2.5% of the total project coast as CAT Plan size and possibility of institutionalizing new charges (such as Green cess etc.) to meet future maintenance requirements of the catchments be included. (For this a thorough study to work out the Cost-Benefit analysis of Shut down owing to excess silt and the quantum of silt reduction due to catchment treatment needs to be done to impress upon the Govt./Power developers to part with a percentage of the revenue generated from power generation for maintenance costs of catchments). 4. The Comprehensive CAT plan should also address implementation issues and spell out the manpower requirement, additional arrangements and support required for the purpose. 5. On the issue of including specific wildlife management issues/provisions in the Comprehensive CAT Plan, PCCF HP pointed out that since holistic River basin development works are basically on landscape basis and generalized in nature, a great deal focus cannot be given to issues of Wildlife and biodiversity. However, the subject of WL management in catchments involving Protected Areas is being taken care of while recasting CAT Plans, if the need arises. 6.

Regarding digitalization of topo-sheets, the following two issues were stressed:a.

Meeting the statutory and mandatory requirements as enumerated in the National Map Policy & its guidelines.

b.

The procurement and use of all digital data from Survey of India under a Multiple user licence.

On the issue of digitalization of maps, PCCF HP informed that so far only Forest Survey of India, and a few other Sate Forest departments had the permission to digitize Sol maps in their GIS facilities. He also added that the National Map Policy is likely to be revised in the near future that would help the HPFD to orient itself on the issue of digitalization. Till such time, the current provisions of the National Map Policy will be strictly adhered to. 7. The use of the term proprietary for the Satluj Catchment Information System developed by the consultants as part of the Consultancy was objected to and the specific clause 3.7 a & b of the Contract deed was quoted to press home the fact that all documents, Comprehensive CAT Plan of Satluj River Basin

reports, software, data etc. developed under the study was the sole property of the Client (i.e. HP Forest department) and that the consultant shall not use these for purposes unrelated to this contract without prior approval of the client. 8. The soft version of the Catchment Information System developed under the study, should enable generation of a GIS based Treatment map of a micro watershed/drainage line, depicting full menu of treatments proscribed to get a complete view as well as help in planning & phasing of activities by the field staff. 9. There was much concern on the complexity of the CIS, as far as its operation and updating was involved. It was emphasized that in order to make full use of the software, extensively by the HPFD, sufficient capacity building and hands-on training on its operation, handling, updation and retrieval of information, be imparted to forest staff. The Protocol for handling of the system be worked out and authorizations specified, by the consultant to enable the soft version of the study to be utilized as an effective planning, decision making and monitoring tool, by the HPFD. Imparting this training to HPFD staff, on the GIS package developed, has been included in the agreement signed for the assignment, as per the clause 3.6- Reporting Obligations of the consultant, tabulated as Appendix B –S. No. 7 (b&c). The first of such trainings should be imparted immediately. The meeting ended with a vote of thanks to the chair and all present.
