WHERE IS THE PROOF? GET THE GUARANTEE THAT YOUR NEW HOME IS BUILT TO SAVE™

It is human nature to make assumptions that are often based on our knowledge, perceptions, and past experiences. When it comes to building or buying a new home, for example, most of us assume that there are many people, from manufacturers, to suppliers, to building professionals, to government officials, who will ensure that we are buying a quality, energy efficient home that is guaranteed to last a long time. Unfortunately, that is not always the case. The reality is that as consumers, we should not take anyone’s word that what we are buying is what it is represented to be—especially if it’s a new home. ASK FOR PROOF.

IF CARS WERE BUILT LIKE HOUSES

As we have all heard before, buying a new home is surely the single, largest purchase we will make in our lifetime. Yet, the current building and buying process for a new home can seem ridiculous when, for example, one compares it to building or buying a new car. Check out this short video, “If Cars Were Built Like Houses*,” on YouTube, which illustrates the point beautifully. You may laugh out loud when you see this video because it is funny—but it’s no joke. The bad news is that the video depicts what, unfortunately, is reality for many who are building or buying a house today. The good news is that by the time you finish this article, you will have all you need to know in order to change that reality for you. If you saw the video referenced above, you know that the only way to make sure you are getting a quality built and energy efficient home is to ask for proof. Look for homes that have been performance tested, inspected, and have been verified by thirdparty inspectors who guarantee that the home complies with the required qualitycontrolled checklists of a high-performance home certification.

BUILT TO SAVE™ PROGRAM CERTIFICATION

The BUILT TO SAVE™ program is one of several high-performance home programs available to builders that provides homebuyers the proof they need to know that their home was quality-built and is guaranteed to be more energy efficient than a similar home built only to current national code. The attractiveness of the BUILT TO SAVE™ program is that unlike other programs, it doesn’t require the builder to jump through hoops to meet extensive construction requirements or focus on non-energy saving items that would be more appropriate for building “green.” The program also provides generous incentives from Magic Valley Electric Coop (MVEC) to the builders for homes in MVEC territory that can be used to offset the cost of inspections. The BUILT TO SAVE™ program is really designed to compete with homes built only to code—the bare minimum standards in quality and efficiency that a home must legally meet. The program fills the gap between the more comprehensive ENERGY STAR® certification, which is more expensive and difficult to obtain, and building homes to minimum code. BUILT TO SAVE™ offers homebuyers (and builders) a more accessible method to obtain “proof” that the home has been built “above code” and certified as a high-performance home. A home that has earned the BUILT TO SAVE™ certification means the home has met construction requirements designed to save homeowners money on utilities with tighter construction and better efficiency than a home built to simply comply with minimum building codes. Every contractor will say that they build an energy efficient home. Not one of them will say otherwise. And you the homebuyer won’t really know just how


energy efficient the home is until you move in and get your first electric bill. With a BUILT TO SAVE™ certified home, it’s not the builder but rather an independent third-party home energy rater who gives you a guarantee that the home is more energy efficient than a similar home built to code. The home energy rater also performs inspections before the walls are put in and uses specialized equipment and software to test the leakiness of the home’s envelope (roof, walls, windows, doors) and ductwork after the home is completed. These final tests predict the home’s energy consumption and ensure that its uility bills will be less than a similar home built only to code--saving homeowners money on utilities every month for the life of the home.

IT’ NOT JUST ABOUT THE MONEY SAVED

While saving money is great, the other more important benefits of a BUILT TO SAVE™ certified home have a more appreciated impact on daily life. Because a BUILT TO SAVE™ home is built to meet higher standards, the homes will provide tighter construction, air tight and efficiently-designed ductwork, with a heating, ventilation, and cooling system (HVAC) that is sized right to the living areas and needs of the home. What this means is that homeowners will enjoy even temperatures across every room in the home, better indoor air quality, protection from pests, less maintenance, and less air infiltration. In short, homebuyers of BUILT TO SAVE™ homes will save money and enjoy more comfort in their homes!

LET’S TALK ABOUT CODE REQUIREMENTS You will be glad to know that the State of Texas adopted the 2015 International Energy Conservation Code, and its mandates went into effect on September 1, 2016. The new energy code introduced stricter energy efficiency requirements for all new homes built after September 1, 2016, and means improved energy efficiency construction and savings for homebuyers in the State of Texas. The downside is that not all municipalities are enforcing the new code, and many builders mistakenly believe their homes are complying with the new law since their homes are passing their city’s requirements. What these builders fail to understand is that THEY--not the city code officials--are ultimately responsible for following Texas building code laws. Perhaps the biggest legal advantage of the BUILT TO SAVE™ program for builders (and homebuyers) is that homes certified in the program comply 100% with the State’s 2015 IECC requirements, making the home compliant with Texas law regardless of whether the municipality is enforcing the new law or not.

WHY AREN’T ALL HOMES BUILT TO SAVE™?

You would think that all builders would have their houses certified by the BUILT TO SAVE™ program for the benefit and peace of mind of the consumer, yet they don’t all do. And the reason they don’t may surprise you, but it makes a lot of sense— to them and their business model anyway. The most common reason we hear builders say they don’t certify their homes as a BUILT TO SAVE™ home is, “Homebuyers don’t ask for them, so I’m not going spend more on something no one is asking for.” Sadly, they are correct. The only people that can change the attitude of these builders and others who say, “I’m already building a quality and energy efficient home; I don’t need a piece of paper telling me what I already know,” are you, the homebuyers. What these builders fail to see is that the piece of paper or “proof” represents a) the confidence they have in their work to agree to a third party professional inspecting the home for quality assurance; and b) a commitment to improve their product, even if it means spending more time and money, to give their homebuyer a better, more energy efficient home. Remember: ask for proof, and not just a certificate of occupancy that the home passed the city’s code inspection to comply with minimum code laws. Don’t Buy A Home Before Checking Out These 7 Important Points It’s well known that buying a home is most likely the largest single investment we will make in our lifetime. That said, it makes sense that we should have a well thought-out plan to make sure we make the best decision that’s right for us. Here are some important points to remember.

GET PRE-APPROVED FOR A LOAN FIRST

You wouldn’t go shopping for a car without knowing if you could afford the car payments. So why would you go shopping for a home without an idea of how much home you can afford. Sure, it’s fun to dream, but if you’re serious about buying a home, it makes sense to make the most of your time spent shopping and avoid being disappointed by falling in love with a home you cannot afford. There are plenty of lenders who offer a free prequalification service. A word of caution: do not use the amount

you qualify for as your purchase price guide. The purchase price is not the true cost of owning a home. Remember to add in all of the other hidden costs and expenses of home ownership.

Take advantage of all the “Do and Don’t Do” advice available online for homebuyers—especially if you are a first-time buyer. One valuable source for homebuyers is a home loan toolkit available from the Consumer Financial Protection


Bureau which offers a comprehensive list of things you should consider before you start shopping for your home loan.

CHOOSING EITHER A NEW HOME OR AN EXISTING HOME

It’s important to know that buying a newly constructed home is different from buying an existing home. While each follows a similar lending process, you should consider the advantages and disadvantages of each. New homes will offer homebuyers the newest in construction materials and are generally more energy efficient than older homes. There are also more opportunities to customize a new construction home to your individual needs. The downside to new homes when compared to existing homes is that the cost will be a little higher because you are getting a newer product.

CHOOSING A BUILDER

If you’ve decided that a newly constructed home or building a custom home is best for you, the most important advice is to find out as much as you can about the builder. Ask previous customers and research the company’s reputation. Check with your local Better Business Bureau to see if the company has any outstanding complaints. Here are a few tips: (1) you can tell a lot about a company by the way it treats its vendors. If the company has a great reputation with its vendors—the ones the company pays—you can probably guess that it will treat its customers equally as well. (2) If the company does not return your calls in a timely manner or not at all before you do business with them, you can expect more of the same after you start doing business with them. Lastly, (3) if the builder does not visit the job site on a regular basis during construction, chances are contractors are not being supervised properly. This could pose problems later.

CODE COMPLIANCE

Is the new home you are having built compliant with the State or Texas’ new IECC regulations? The State of Texas adopted the International Energy Conservation Code as of September 1, 2016. What this means is that every new home sold after that date must meet the new code’s strict requirements for energy efficiency. While the 2015 code is not being enforced by all municipalities, it is important to know

that the responsibility for compliance is with the builder—not the city building code officials. But there are safety nets for you: initiatives like the BUILT TO SAVE™ program here in South Texas offer high-performance home certifications for new homes that comply with the 2015 IECC. See if the builder you choose is in the BUILT TO SAVE™ program.

HAVE YOUR HOME INSPECTED BY A PROFESSIONAL

When you buy or build a new home that has or will be constructed to minimum code, you are getting a home built to the basic minimums required by law. Homes built to these minimum standards are generally less efficient and more costly to maintain. You also run the risk, for example, of not having an air unit that is properly sized to the home, which can present a whole host of problems for you down the road. If instead you make sure to buy or build your new home with a builder who utilizes a program like BUILT TO SAVE™, then your new home will be certified to above-code standards and inspected and tested by a licensed, independent energy rater who ensures that your home will be more energy efficient and offer more comfort, better indoor air quality, and less maintenance. Builders in the BUILT TO SAVE™ program invest more of their money to make sure their homes are built to standards superior to minimum code requirements.

Hiring an independent, professional home inspector has saved many people from moving into a home with substandard workmanship or with serious issues not readily visible to the untrained eye. Find an experienced inspector who has your best interests at heart to evaluate the home you are looking at buying before you sign the contract. Once you sign, any existing issues will be your responsibility to fix. A home certified as BUILT TO SAVE™, for example, has the advantageof being inspected during construction before the walls are put in place, giving homeowners the peace of mind of knowing that what’s behind the walls complies with high-performance standards.

The exterior of this two-story award winning home, with turrets, stucco walls, and Cantera and filigreed wrought iron accents, is strikingly Mediterranean. A massive custom-created wrought iron and glass double front door welcomes guests and opens to an interior that follows through on the appealing Mediterranean theme. Directly inside the front door, the eye is first drawn upward to a majestic two-story interior cupola with a stunning crystal chandelier and clerestory windows that bring natural light in. The light is reflected downward onto sparkling cream colored porcelain tile flooring that extends throughout the home. Past the open foyer and straight ahead into the main area of the home, a magnificent curved marble stairway is front and center. It ascends gracefully to an upper level wrought iron open balconied walkway. The stairway itself has an intricate custom-designed wrought iron balustrade topped with handcrafted engineered wood. Beyond the stairway is a soaring two-story living area. A fireplace surrounded by Cantera stone takes center stage as it rises up to the ceiling, and the ceiling is a unique octagonal coffered and tray design with an immense chandelier as a showpiece. The entire living area is awash in light from clerestory windows above, as well as generous eight foot sliding doors on the main floor that lead out to a private covered patio. An overall feeling of openness and airiness encompasses the entire living area. The kitchen in this Waldo home is a chef’s dream. It is spacious, with state-of-the-art appliances to facilitate the cook—and the family. There are double ovens, an immense side-by-side refrigerator, a gourmet gas burner stove with a pot filler on the back wall, a deep farmhouse sink, and a large center island with a separate sink for drinking water, as well as for hand washing and produce cleaning. There is even a large walk-in Butler’s pantry with glass cupboards and open shelves. Any and all conveniences have been thoughtfully considered. REAL ESTATE NEWS Matt’s Building Materials Celebrates 50 Years in Business Story by Nathan Cain Matt’s Building Materials, the oldest lumberyard in the Rio Grande Valley, turned 50 this year. To celebrate, the owners put together a fantastic outdoor festival to thank their customers, vendors, employees, and community. On Saturday, May 4th, the lumberyard at Matt’s Pharr location was transformed into a festival ground in the true DIY spirit—complete with live music, food, and games. Nearly 550 people attended the evening’s Celebration event. Builders from across the Valley were there, and a few of Matt’s Building Materials’ vendors came in from around Texas and neighboring states. Since this was a celebration of a local business beating the odds and surviving for 50 years amidst the rise of big box stores, Matt’s wanted to make sure to include the hard work of other excellent local businesses. Ribs & pulled pork sandwiches were provided by local BBQ competitive teams “Tom’s BBQ” and “A Ver Que Sale Cooking Crew”; tacos were made on site by a local restaurant “On

The Grill”; beer was supplied by the local craft brewery “Big River”; and crawfish was provided by local crawfish enthusiast (and Matt’s co-owner) Jeremy Smith. The guest of honor was none other than Matt’s CEO Danny Smith. Danny started working under Ira Matt straight after college in 1972. Danny had some experience working in lumberyards, but helping to start a new business was a challenge. As store manager, Danny learned everything he could about the industry, and by 1975 he was responsible for almost every aspect of the company. When Ira Matt retired in 2001, he sold the business to Danny & his wife Diana. Upon taking ownership, Danny changed the corporate structure and gave two of his longtime managers & friends, Oscar Sandoval and Luis Mancillas, a stake in the business. He also gave some of his own share of the business to his 3 sons: Jeremy, Isaac, and Ben. When asked about how Matt’s Building Materials

has survived and prospered all these years, Danny smiled and said, “I tell my boys that it’s about responsibility: responsibility to your employees, to your customers, and to your creditors. If you are responsible, do things right, and make sure that your customers know you value their business and that they are the reason you are successful, only then can the business give back to you.” With 50 years in business, Matt’s Building Materials looks to the future optimistically. Isaac Smith stated, “We want to continue to grow, to do better every single day. And, as always, we want to work on even more improvements that will result in a better experience for our customers.” In the past 50 years, Matt’s has adapted to many changes, and the company is confident that if they continue to work hard for their customers, their customers will keep coming back for another 50 years.

Building Professionals Judge the RGVBA 2019 Parade of Homes The Rio Grande Valley Builders Association invited building professionals in the construction industry from surrounding markets to serve as judges for its annual Parade of Homes competition. The event, which took place during the last week of April and first weekend of May in communities throughout the upper Rio Grande Valley, included 31 homes by Valley builders. The Judges, who traveled from Corpus Christi, Houston, and Laredo, Texas, were escorted from home to home during the first weekend of the Parade with transportation provided by Boggus Ford of McAllen. The homes were judged on a variety of levels and competed for awards of excellence that were later given to the winning builders based on the compilation of the Judges’ individual scores. Completing the Judging staff for the 2019 RGVBA Parade of Homes was Scott Martin, manager of Energy Rating Solutions, an Energy Consulting firm in Corpus Christi that provides rating and inspection services. Scott Martin reviewed the documents submitted by those builders who were competing for the “Most Energy Efficient Home” award. See all the Parade winners on pages 16 & 17.

Congratulations to the 2019 RGVBA Parade TV Winner! The lucky winner of the Rio Grande Valley Builders Association’s TV Giveaway during the 2019 Parade of Homes was Jorge Sierra who had registered to win at the Parade home of Classic Homes. Visitors to the Parade could gain an entry by registering at each participating builder’s home and giving feedback on the RGVBA’s Parade app. The winning ticket with Jorge Sierra’s name was drawn during the Association’s monthly meeting at the McAllen Country Club. The TV, which was sponsored by Sierra Title Company, is a 50” flat screen TV—a pretty good reward for taking a few minutes to give feedback on a Parade home!

Operation FINALLY HOME “Notes of Love” Event Held for Local Veteran

Operation FINALLY HOME, in partnership with H-E-B, Verturo Interests, and the City of McAllen, hosted an event called “Notes of Love” for U.S. Marine Corps Corporal Miguel Simental and his family on Thursday, May 30th at the job site of the mortgage-free home being built for them. Operation Finally Home is a nationally recognized non-profit organization with a mission of providing mortgage-free homes to wounded veterans and their families. The “Notes of Love” event is a tradition when the framing stage of the home for its veterans is reached. Guests at the Notes of Love event were given colored permanent markers that they used to write their best wishes and share their thoughts and expressions of gratitude and love for Miguel and his family. The concept is to cover the walls and studs in the home with notes of love before the walls are sealed—a comforting thought for the veteran and his family, knowing these “notes of love” will forever surround them. The Simental family was surprised with the news that they were receiving a custom-built, mortgage-free home during a special groundbreaking ceremony on April 25th. The family was led to believe they were going to an interview with Operation FINALLY HOME and a builder, but instead were greeted by a crowd of cheering supporters at the site of their future home at Las Villas Del Rio at The Groves on Shary in McAllen, Texas. The home, which is generously being built by Verturo Construction, is made possible by many organizations. H-E-B, as part of Operation Appreciation, is contributing time, talent, and financial support for the build. Since 2013, H-E-B and the H-E-B Tournament of Champions have helped provide 26 mortgage-free homes to those in need. The City of McAllen waived several building-related fees.
