The Blower Door Test and the Duct Blaster Test are used to calculate a home’s Energy Rating Index (ERI—also referred to as the HERS score). Like miles per gallon (MPG) which measure the fuel efficiency of a car, an ERI (or HERS) score is an excellent predictor of a home’s energy efficiency—the lower the score, the higher the efficiency.

A Builders’ Guide to Building Superior Energy-Efficient Homes

PRE-CONSTRUCTION

Projected Energy Efficiency Analysis

As the first step in the BUILT TO SAVE® process, a licensed home energy Rater reviews the home’s plans, including elevation and floorplan blueprints, Manual J, energy-saving items like ENERGY STAR® appliances, and heating and cooling information.

The Rater enters the data from these documents into specialized software that produces a projected Home Energy Rating System (HERS) score. The HERS score is recognized nationally as a good predictor of a home’s energy usage once it’s built.

NOTE: Doing a projected analysis before the home is built helps the builder make any necessary adjustments to achieve the targeted energy score easier and at a lower cost, compared to doing them once construction is underway.

BUILT TO SAVE®

is a regional energy efficiency program that awards highperformance certifications to new homes built to standards that surpass minimum building code requirements. The homes are inspected during construction and tested after completion by a licensed, independent third-party home energy Rater hired by the builder. Builders participating in this voluntary program represent an elite group of professionals who take pride in their work and value the superior benefits the BUILT TO SAVE® program provides to their homebuyers. Here is a step-by-step guide on how a BUILT TO SAVE® certification is earned.

Review of the Manual J Calculation

Heating, Ventilation, and Air Conditioning (HVAC) contractors prepare a Manual J by entering the home’s blueprint information into a specialized program. This program calculates the heating and cooling loads of a home and recommends the proper size air conditioning unit based on the home’s specifications. The software is adapted to the particular climate the home is located in. Manual J also accounts for other factors, such as the amount of heat and humidity that each occupant of the home will add to the interior.

NOTE: A properly sized heating and cooling system is critical to energy savings and—more importantly—to the home’s comfort. An oversized system will waste more energy, have more maintenance issues, reduce comfort by cycling on and off before it has a chance to remove humidity from the home, and cause moisture and mold issues over time.

THERMAL INSPECTION Moisture Control

Thermal Inspection (After Insulation but Before Drywall)

A home energy Rater performs a thermal inspection after the insulation is installed and before the walls are put in place. The Rater visually inspects all areas of the home to check that the insulation is installed correctly and has the proper R-values. Insulation that has been compressed by force between the studs or into crevices loses its R-value and will not insulate the home adequately. Even spray foam insulation can be poorly installed.

Bubbles formed during application can create voids inside the foam that reduce its efficiency. The Rater gives special attention to areas that could allow cold air to escape into the attic or to the outside.

NOTE: According to the Department of Energy, a typical home has about a half-mile of cracks and gaps throughout. This can increase annual heating and cooling costs by 20-40% due to air leakage. A thermal inspection performed by a third-party Rater can help assure the homebuyer that the home was sealed properly and give them peace of mind.

The Rater inspects the home’s envelope—including the outer walls, ceiling, and windows— and looks for areas that could create moisture problems in the future. Since the window manufacturer’s labels are still in place at this point as required by law, the Rater makes notes to ensure that their values are as required by code and that they relate to what was specified in Manual J. The Rater also checks areas behind bathtubs located near an exterior wall to ensure that a waterproof backing will be used to avoid moisture issues caused by condensation from changes in temperature.

NOTE: Although moisture management is not a factor in energy efficiency, protecting the home against moisture problems is included in BUILT TO SAVE® inspections as part of the program’s whole-house approach to providing a healthy home environment.

Ventilation

Tight construction is required for superior energy efficiency. But as the home becomes tighter, it is critical that a proper fresh air system is installed to allow the home to breathe. The Rater’s visual inspection ensures ventilation systems are placed properly. Having properly installed ventilation is especially important if the home has spray foam insulation, which has extremely high sealing characteristics.

A variety of humidity-controlling devices are available on the market today that can greatly enhance the comfort level of a home.

NOTE: Proper mechanical ventilation is key to ensuring the quality of indoor air. Ventilation is nothing more than replacing stale air with fresh air. It is crucial for tightly constructed homes that can trap dust, pollen, and unhealthy air resulting from day-to-day activities, such as cooking, bathing, and even the occupants’ breathing.

Ducts & Air Registers

The Rater inspects the HVAC duct system, looking for areas that are poorly sealed and connected. Mastic is an inexpensive sealant that should be used generously over duct taping at all the seams for maximum protection. Simply using foil tape is not acceptable since heat will cause the tape to fall off and allow air to escape into the attic. The Rater also inspects the locations where the ducts connect to vents and registers in the ceiling to ensure proper connections.

NOTE: A properly designed duct system, a function of the HVAC contractor, is key to making sure ventilation delivers an equal amount of air at equal pressure to every room of the home. Failure to equalize airflow will lead to some rooms being colder or hotter than others. Installing jumper ducts is a good way to equalize air pressures and can be a remedy for rooms that are noticeably warmer or colder than other parts of the house.

FINAL INSPECTION

Verification of Final Results

The Rater performs a final review of the home’s specifications to verify that it was built as indicated during the pre-construction stage. They make notes of items that can add or detract from the home’s projected energy score. Additionally, the final inspection includes a blower door test and a duct leakage test to calculate the home’s HERS score.

The Blower Door Test

Once the home is completed, the Rater performs a blower door test to measure the leakiness of the home’s envelope.

In other words, they test how much air goes out or comes in through the roof, windows, doors, vents to the outside, and other openings. To do this, the Rater closes all openings of the home and uses a specialized fan on a doorway to first blow air in, then out. The home’s air leakage to the outside must fall within the acceptable range to qualify for the BUILT TO SAVE® certification.

The duck leakage test identifies leaks in the joints and seams of the HVAC system’s ductwork using diagnostic hardware to measure the ducts’ airtightness. The procedure uses a calibrated fan that measures the airflow rate and a pressuresensing device that records the pressure created by the fan. The amount of leakage must not surpass the acceptable range to meet the requirements of the BUILT TO SAVE® program.

NOTE: The blower door test is usually performed after the home is complete. However, a Rater can perform a roughin blower door test at the thermal inspection stage if all of the home’s openings can be covered—even if with just plywood and tape. Doing a blower door test while the home is in framing allows for an easy fix to any identified problem areas. And, if the home passes at this stage, you can rest assured it will pass at final inspection.

NOTE: An acceptable duct leakage test in Climate Zone 1 (Cameron County) and Climate Zone 2 (Hidalgo County) requires air leakage rates of less than 4% of the conditioned floor area (living space).

Anything more means too much air escapes from the ducts and will cost the homeowner money in utilities.

PROOF OF HIGH PERFORMANCE

The BUILT TO SAVE® Certificate

A BUILT TO SAVE®certificate is critical proof that the home was verified as a high-performance home. The supporting documentation provided by the Rater is kept on file by BUILT TO SAVE® as proof of the home’s compliance. This archive has all of the documents submitted by the builder, the Rater, and their Provider, and includes photos taken during inspections, any issues that were found and corrected, and photos of the readings on the manometers used during final testing.

NOTE: Aside from the peace of mind the BUILT TO SAVE® certificate will give the homebuyer, it will be invaluable if they decide to sell the home.

It trumps telling prospective buyers that the builder said the home is a high-performance home. National surveys show that homes certified as highperformance demand a higher resale value and sell faster.

The BUILT TO SAVE® Whole-house Systems Label

Building codes require every home to have a label that lists the types and ratings of critical components of the home, such as insulation, windows and doors, and heating and cooling equipment.

NOTE: While this label is required by law, regrettably few homes have it. This mandatory label is included with the BUILT TO SAVE® certificate. Compliance with current building codes is another important benefit of the BUILT TO SAVE® program.

Are You Leaving Money on the Table?

Whether you are a builder or homeowner, we guarantee it will be worth your time to read this article—especially if you are not taking advantage of rebates and tax credits for making your home energy efficient.

TAX CREDITS FOR HOMEOWNERS

To encourage energy efficiency, the Internal Revenue Service offers substantial tax credits for homeowners who make qualifying updates to their homes. The scope of these credits has recently been broadened by the Inflation Reduction Act of 2022, offering homeowners and some renters the chance to reduce their tax burden.

Qualifying updates can include the installation of energy-efficient doors, windows, and skylights, as well as the addition of insulation and air-sealing systems. More substantial installations like central air conditioners, water heaters powered by natural gas, propane, or oil, and even biomass stoves and boilers are also covered. Notably, these improvements must pertain to an existing home or a renovation, not a new construction. Renters, as well as owners of second homes that serve as residences, are also eligible, though landlords are excluded from this benefit.

The IRS urges all potential claimants to visit www.IRS.gov/homeenergy.com to review the full list of requirements and qualifications before making any purchases.

HOW TO CLAIM A TAX CREDIT To claim any of these credits, one must complete Form 5695, Residential Energy Credits, and file it with their tax return for the year in which the qualifying installations were made, not merely

purchased. This form will reflect the Energy Efficient Home Improvement Credit and the Residential Clean Energy Credit as applicable.

It’s crucial to maintain thorough records of all related purchases and expenses. These records will be necessary when claiming your credit and can be vital in the event of an audit. For those using their homes for business, additional information and qualifications can be found on the IRS website.

HOW MUCH MONEY ARE WE TALKING ABOUT? Under the Energy Efficient Home Improvement Credit, after January 1, 2023, taxpayers may receive up to $3,200 for qualified improvements, equating to 30% of certain expenses. Annually, a maximum of $1,200 can be claimed for energy property costs and certain improvements, with specific caps on items like doors and windows. For advanced energy-efficient installations like heat pumps and biomass boilers, the annual cap increases to $2,000.

The Residential Clean Energy Credit offers a 30% credit on the costs of new, qualified clean energy installations, including solar panels, wind turbines, and geothermal heat pumps. These installations must meet certain standards, like certifications for solar water heaters or ENERGY STAR® requirements for geothermal pumps. This credit extends to both existing homes and

new construction and has no dollar limit except for fuel cell properties. Moreover, it’s not an annual credit but can be claimed every tax year until it begins to phase out in 2033. Both credits are nonrefundable, meaning they can reduce your tax liability to zero but not provide a cash refund. However, any unused portion of the Residential Clean Energy Credit can be carried forward to future tax years.

The Energy Efficient Home Improvement Credit can directly reduce your tax liability by a percentage of the cost of the improvements, up to the specified limits. Similarly, the Residential Clean Energy Credit encourages the adoption of renewable energy sources by offering a significant percentage back in tax savings.

The process of claiming these credits is straightforward, but it requires attention to detail and an understanding of the rules. These include which improvements qualify, how they must be installed, and the necessary certifications for clean energy equipment.

Purchasing a verified highperformance home comes with a host of benefits: significant savings on utility bills, enhanced construction quality, superior comfort, and improved indoor air quality, plus the invaluable peace of mind. For builders, there’s more to gain than just professional pride and market

They are also eligible for substantial rebates from organizations such as Magic Valley Electric Cooperative, AEP Texas, Texas Gas Service, and ENERGY STAR®. These rebates are incentives for builders dedicated to creating verified, energy-efficient homes that exceed minimum code standards.

While high-performance building standards aren’t mandatory, builders who voluntarily commit to these standards and have their homes independently verified as “highperformance” are recognized as elite, energy-efficient builders. This recognition is not just a badge of honor; it’s a testament to their dedication to building superior homes. Ultimately, this commitment is a dual victory: it rewards the builder with both financial and reputational advantages and provides the homeowner with a home that promises energy savings and comfort for years to come.

• MAGIC VALLEY COOPERATIVE (MVEC) REBATES The Magic Valley Cooperative (MVEc) is offering cash incentives to builders through the BUILT TO SAVE® program in MVEC communities. Starting at $200 for each verified home, these rebates are awarded on a first-come basis, with the potential for increased incentives for homes that surpass standard energy efficiency levels.

Additionally, homes that achieve ENERGY STAR® certification garner a bonus rebate of $100 in addition to the $2,000 tax credit for the builder—per home—available with a qualified ENERGY STAR® home. For a home to be BUILT TO SAVE® verified, it must exceed minimum code energy requirements by at least 5%. This involves meeting rigorous construction standards, which are verified by independent RESNET home energy raters through detailed inspections, testing, and photographic evidence. Builders who participate in BUILT TO SAVE® not only benefit from rebates but also gain valuable exposure.

Their work is promoted on the program’s website and through the Rio Grande Valley New Homes Guide’s multi-media channels, distinguishing them from those who build to just meet the minimum code.

Builder participation is entirely voluntary,

adding significance to the certification and providing homebuyers with assurance of the home’s superior quality and efficiency.

• AEP TEXAS HIGH-PERFORMANCE HOME PROGRAM Builders in AEP Texas’ service area, take note! The AEP Texas High-Performance Home Program is offering incentives for homes that stand out in energy efficiency.

Builders who equip homes with 15.2 SEER2 or higher AC units can earn incentives ranging from $250 to $550, with additional bonuses for specific requirements than can total up to $1,500. The program’s incentives are designed to reward energy savings that are 5% above the Texas Baseline Reference Home. Not only do these homes need to save kilowatt-hours, but they also must fulfill elective standards. Every home is thoroughly inspected and tested by certified RESNET HERS Raters to ensure they meet the mark for reduced energy costs and enhanced indoor comfort and air quality. Joining the AEP Texas HighPerformance Home Program is a voluntary and cost-free decision for builders. It’s an opportunity to be recognized for quality construction and commitment to energy efficiency. • FEDERAL ENERGY TAX CREDIT

The Federal 45L Tax Credit Program is a boon for builders and homeowners involved in energy-efficient new construction. This initiative offers a tax credit of up to $2,000 per dwelling unit for properties that achieve significant energy savings in heating and cooling. To qualify, a residential unit must demonstrate a 50% reduction in heating and cooling energy usage compared to a standard home. A home qualified as ENERGY STAR® will

meet the requirements for the 45L tax credit. This efficiency is achieved through improved insulation, windows, roofs, and energy-efficient heating and cooling systems. The program is not limited to new construction. Renovations and the conversion of non-residential buildings into homes are also eligible, provided they meet the energy criteria. This aspect of the program encourages the upgrading of older buildings to be more energy efficient.

Obtaining the credit requires certification from a qualified third-party, who inspects and tests the property to ensure it meets the required standards. Five builders in the Rio Grande Valley were acknowledged

by AEP Texas for their excellence in energy-efficient home construction as part of the 2023 AEP Texas HighPerformance Homes Program.

These builders were celebrated for developing energysaving homes that also improve environmental quality and comfort. An independent Home Energy Rating System (HERS®) Rater validated these homes against AEP Texas’ standards.

The program offers financial incentives for builders creating homes surpassing the required kWh savings by at least 5%.

Builders must meet essential criteria like a 15.2 SEER2 AC system, superior insulation, and other requirements across different levels for additional incentives. Bonus incentives are available for features such as heat pump water heaters, EV chargers, ENERGY STAR® smart thermostats, and more.

This initiative not only offers builders recognition and rewards but also the satisfaction of constructing superior homes that exceed basic building standards, leading to healthier, more energy-efficient living.

Affordable Homes of South Texas, Inc., Celebrates Its Roots with the Opening of Its New Construction Services Building.

October 4, 2023, witnessed a significant milestone at South Texas Affordable Homes, Inc. (AHSTI): the Grand Opening of a new building for its Construction Services department located at 514 South 16th Street in McAllen, Texas.

The grand opening event, hosted by Affordable Homes of South Texas, Inc., was a celebration of the organization’s success and a tribute to individuals who played a key role its founding and in guiding it through a mission to improve the quality of life for the area’s low-income and underprivileged residents by providing them assistance and home ownership opportunities.

The event featured speakers who reflected on the organization’s remarkable journey since its inception as McAllen Housing Services in 1976 in response to a City of McAllen Planning Department survey of the housing conditions in the city revealing that many families within the city limits were living in substandard conditions including the lack of the basic amenity of indoor plumbing.

Two exceptional individuals, Arturo “Tito” Torres and Randy McLelland, who were instrumental in AHSTI’s early history, were honored with the dedication of conference rooms in their names. Their leadership and selfless contributions of time and effort helped in shaping the organization’s enduring future. Today, AHSTI, is proud to have evolved into becoming a “one stop” solution for all of a homebuyer’s needs by offering a variety of services including building home, homeowner education, financing, home improvements, emergency repairs, and rental and mortgage assistance, and much more.
