The Blower Door Test and the Duct Blaster Test are used to calculate a home’s Energy Rating Index (ERI—also referred to as the HERS score). Like miles per gallon (MPG) which measure the fuel efficiency of a car, an ERI (or HERS) score is an excellent predictor of a home’s energy efficiency—the lower the score, the higher the efficiency.
BLOWER DOOR TESTS measure the leakiness of the home’s envelope— how much air comes in and goes out through the roof, windows, doors, and other openings in the home. Required by code after Sept. 1, 2016.

E LOOK AROUND: do we feel comfortable here? Do we like the style? Do we like the layout? Do we like the décor? Every time we walk into another new home for sale, we emotionally decide if it works for us or not. But are we judging logically as well? What looks and feels perfect at the time that we walk through that new home is only scratching the surface of finding our dream home in which we will be living for 10, 20, 30 years or more. It is like going on a first date. Sure, the person looks good on the outside, but what about inside? Are we too quick to judge what is truly right for us just by a first glance at a seemingly attractive new home? If you are shopping for your dream home—maybe your “forever” home,” here are some key tips to consider before getting emotionally serious about building or buying.

BEFORE YOU EVEN BEGIN TO SERIOUSLY LOOK, DECIDE ON A BUDGET. WHAT CAN YOU AFFORD TO BUY? Nothing is more depressing than looking at a $500,000 home when you know you can only afford a $100,000 home. That just eats at the soul. Visit your mortgage lender. Find out from him or her what you qualify for, and, if you can, get prequalified. That solves a lot of problems, but remember, just because you qualify for a certain loan amount, that doesn’t mean that amount should be the price of a home you can afford.

Work out a budget and include all the other hidden costs of buying and owning a home. Only then will you have a more realistic idea of the price of the home you can truly afford.

PICK A CITY AND A NEIGHBORHOOD. REMEMBER, YOU WILL BE LIVING THERE FOR A LONG TIME. This is where you will need to balance common sense and what you can afford. If your job is in Edinburg but you begin looking
FIND A REPUTABLE BUILDER. ANY “JOE SCHMO” CAN BUILD A HOME. And there have been “builders” out there who were here one day and gone another. You want to find a builder who has been around a while and who has a great reputation, both with customers and with suppliers (lumber companies, building supply stores, etc.)—suppliers being just as important because you can tell a lot about a company by the way it treats its vendors. This is the perfect opportunity for driving around and looking at some of the finest model homes in the Rio Grande Valley. Ask about what’s behind the walls and what you should expect in terms of energy efficiency and home comfort. The only way to know for sure that you are getting a superior quality and energy efficient home is to ask if the home is certified as a BUILT TO SAVE® or ENERGY STAR® home. Don’t settle for a home built to minimum code standards.

WHEN YOU LOOK AT A BUILDER’S NEW HOME FOR SALE, REMEMBER THAT IT MAY BE ONLY A MODEL FOR YOU. For example, that builder’s new home you see in McAllen can possibly be custom built for you in the area of your choice anywhere in the Valley. All the builders listed in our magazine would be happy to work with you in choosing a neighborhood and lot, and assisting with architectural design options, or finding a home within your budget and desires. You are not limited to what you see in a model home. You CAN design your home and have it custom built to your needs!

ASK IF THE BUILDER BUILDS HIGH-PERFORMANCE HOMES AND IS A MEMBER OF THE BUILT TO SAVE® OR ENERGY STAR® HIGH-PERFORMANCE HOME PROGRAMS. Be prepared. No builder will say that his or her home is NOT high performance. The question should be “Is the home CERTIFIED as a high-performance home?” Homes certified by BUILT TO SAVE® or ENERGY STAR® receive an official certificate which will be invaluable if you decide to sell your home in the future. It will be difficult to convince your potential buyers that you have your builder’s word

that the home is high performance. Both BUILT TO SAVE® and ENERGY STAR® provide third party inspections and testing to verify that your home will give you energy efficiency, will be more comfortable, will have better indoor air, and will save you money on utility expenses—far more than a similar home built only to minimum building code standards. A certified high-performance home also means that the home’s construction complies with the 2015 International Energy Conservation Code (IECC), which is a law in the State of Texas. Even homes
built to minimum code standards should comply with the 2015 IECC. That would be another question to ask your builder because not all municipalities enforce this law mandated by the State of Texas. Hopefully, these 6 tips can get you started and on your way to your “Happy Ever After” new home. TART BY GETTING PRE-QUALIFIED. Getting prequalified is an extremely important factor and is where you should begin. It’s important to get pre-qualified so that you can start to talk seriously with a real estate agent or a builder. After all, you cannot sign a purchase agreement for a new home until the bank says they’ll lend you money to finalize the sale. So how does pre-qualification work? When you receive a loan pre-qualification, you will get a letter that says you have been pre-approved for a certain loan amount. This letter will note your interest rate and how much money you have available to pay for a new home. Shop for a home under this amount to be safe. In order to become pre-qualified, the bank you have chosen will require several things:
A) You have to have a good credit history and a good
credit score. B) You have to have a job and proof of steady income. C) You have to have money in the bank to use as a down payment on the house. With a pre-qualification letter in hand, you can spend some serious time shopping for the perfect property. This is where the fun begins!
BASIC LOAN STEPS FOR GETTING A MORTGAGE
Getting pre-qualified is just the first step on the home ownership journey. There are many more steps you have to take in order to get the funding you need to own property, but we’ll walk you through them all so that you know in which direction to go.
A) INITIAL STAGE: This is the stage during which you’ll get
pre-qualified. Being pre-qualified will let you know how big a home you can buy and what features you can afford. Once pre-qualified, you are in a secure position to make an offer. Now you can shop and see what homes are available and within your budget. Factor in all the other homeownership costs to know what you can truly afford. Don’t use the amount you qualifed for as your guide.
B) APPLICATION: Once you’ve selected your dream home,
you will actually fill out a full mortgage application based on the price you’ve agreed on with the builder or seller. You will need to provide many documents to your lender, including things such as your government-issued photo ID; proof of bank account balances, retirement savings, property holdings, and investments; monthly debt payments; income verification (with W-2s, pay stubs, and IRS tax returns); and much more. Your bank will help you with the checklist.
C) FINAL APPROVAL: At this stage, your bank will provide a firm approval for the loan you have requested. They will also offer you a set of terms that outline how many years your mortgage will cover, your monthly payments, your interest rate, and so on. D) MOVE IN: When you have everything done, you can close on your home and move in if your home is ready.
WHAT ABOUT FINANCING A NEW BUILD?
But what if you want to have a builder construct something brand new instead of purchasing a pre-built home? In this case, the process is a little different. When building a new home, often you don’t need to complete a full mortgage approval before construction starts. This is because there’s no way to know the actual cost of a newly-built home before it is complete. Instead, you will likely need to obtain a short-term interim loan. This type of loan lets you borrow money from a lender to give to the home builder to cover costs such as materials and labor. In most cases, you need to pay back your interim loan within 18 months of receiving it. Depending on the type of interim loan you get, (see below), your bank will either roll your interim loan into your permanent mortgage, or require that you go through two separate approval processes. Sound easy enough? Start today by pre-qualifying for your mortgage. Most lenders offer this as a free service. Your dream home could be closer than you think!

Generally, it’s a good idea to involve a lawyer during the homebuying process in order to ensure that you cover all of your bases. These attorney fees will be your responsibility, as well.
STRECHING YOUR CLOSING COST DOLLARS
There are several ways to keep your closing costs to a minimum. Follow these tips to make your money go further during the final stages of buying your new home. • COMPARE OFFERS FROM LENDERS: Before you select a mortgage lender, be sure to do your homework by asking about more than just interest rates. Many lenders provide incentives in the form of lower closing costs, which can save you more than you would with a lower mortgage interest rate. Get several offers and compare them on every closing cost to get an accurate picture of which one is the most favorable. • NEGOTIATE FOR THIRD-PARTY SERVICES: Don’t be afraid to ask for a reduction in fees from third party service providers, such as your attorney, property surveyor, appraiser, inspector, and so on. It doesn’t hurt to ask, and often these providers are willing to lower their rates to get your business. • PROVIDE A LARGER DOWN PAYMENT: Often when you put down less than 20%, you’re required to pay extra mortgage insurance premiums, depending on the size of your down payment. You could save big on insurance fees by putting down more than 20%. • ADJUST POINTS LEVELS: Usually calculated as 1% of the amount that you are borrowing, points are a way of buying down the interest you will pay on your mortgage. If you need to save up-front on closing costs, lower the number of points you plan to purchase. Conversely, if you want to save more on interest for several years, increase the number you buy. • OPT FOR MONTHLY INSURANCE PREMIUMS: In the past, lenders required you to pay a one-year premium for mortgage interest at the time of closing plus two months towards next year’s premiums. However, today you can opt to pay monthly instead, which can significantly lower your up-front costs.

SCHEDULED FOR JUNE 12-13 & 19-20, THE 2021 RGVBA PARADE OF HOMES WILL SHOWCASE SOME OF THE MOST STUNNING HOMES IN THE RIO GRANDE VALLEY. THE HOMES WILL BE OPEN, WITH NO ADMISSION FEES, FROM 10 A.M. TO 6 P.M. DURING THE PARADE DATES. The Parade of Homes will feature 20 or more homes from some of the Valley’s finest builders who are competing for Parade awards in a variety of categories. SPEER Presents Workshop on the New 2021 Energy Code IF YOU ARE A BUILDER, CODE OFFICIAL, ARCHITECT, OR HVAC CONTRACTOR, THE APRIL 29, 2021 WORKSHOP on the new 2021 energy code is an event you don’t want to miss. This workshop will explore the changes to the International Energy Conservation Code (IECC) and what is required for compliance by building industry professionals. Energy codes set the minimum energy efficiency standards for new and remodeled structures. They are designed to reduce energy consumption and provide safe, comfortable, and healthy buildings for their occupants. Energy codes also help consumers with the cost of owning a home by providing cost savings in utilities and by promoting the use of the construction industry’s latest technology and building practices. Since there is no national building code, the IECC is the most widely adopted energy model by states and local jurisdictions in the U.S. The IECC is the most effective way to improve buildings, as well as to protect consumers and the economic future of the community. Jason Vandever, Energy Code Program Manager for South-Central Partnership for Energy Efficiency as a Resource (SPEER), will be presenting the Energy Code Workshop on April 29, 2021. SPEER is a non-profit regional energy efficiency organization with a mission of promoting and developing the understanding and adoption of advanced building systems and energy efficient products and services in Texas and Oklahoma. An integral part of that mission is helping building industry professionals to facilitate the adoption and enforcement of the energy code.
