The Blower Door Test and the Duct Blaster Test are used to calculate a home’s Energy Rating Index (ERI—also referred to as the HERS score). Like miles per gallon (MPG) which measure the fuel efficiency of a car, an ERI (or HERS) score is an excellent predictor of a home’s energy efficiency—the lower the score, the higher the efficiency.

BLOWER DOOR TESTS measure the leakiness of the home’s envelope— how much air comes in and goes out through the roof, windows, doors, and other openings in the home. Required by code after Sept. 1, 2016.

DUCT BLASTER TESTS measure leaks in the joints and seams of the ductwork in the heating, ventilation, and air-conditioning (HVAC) system. Required by code after Sept. 1, 2016 unless in conditioned space.

Homebuyer’s Glossary Some Important Terms Homebuyers Need to Know

When you are building or buying a new home, there will be plenty of words used that might not mean anything to you right away. However, it’s important to know these terms, as they play a large role in the process you will go through to apply for a mortgage. Here are few that are often used in the homebuying journey. Annual Percentage Rate (APR): The APR is the yearly interest rate. It is reflected in the cost of the mortgage on an annual basis. Lenders will post advertised rates for different types of mortgages and APRs, such as for 30-year or 15-year. This way you can compare them and what each lender offers. Be prepared that the actual rate you might pay will likely be higher because it includes credit costs and points. Appraisal: This is an estimate of the house’s value. A professional known as an “appraiser” will come to the house before you finalize the sale. This person will look at the house and tell you how much it is worth. Certificate of Occupancy: Before you can move into your new how home, you need proof that the house is properly built and safe to live in. This certificate is that proof. It is provided to your builder by the local government. Closing: When it’s time for you to move into your new home, you will attend a meeting called “the closing.” You, the lender, and others will be present. At this time, you will sign the official documents that make you the owner of your home. In some places, this meeting is called a settlement.

Closing Costs: There are many fees involved in finalizing a home sale. These might include an origination fee, discount points, appraisal fee, insurance costs, taxes, deed recording fees, survey fees, and possibly a title search fee for the land. Figure these costs to be between 3 to 6 percent of your total mortgage amount. Discount Points: This is interest you might pre-pay at closing. For example, since each discount point equals 1 percent of the loan amount, if you had 3 points on a $100,000 mortgage, the total cost for discount points would be $3,000. Down Payment: This is the amount of money you are generally required to put into your home up front to qualify for a mortgage. For example, if you bought your home for $100,000, and you put 10 percent down (or $10,000), your mortgage would be for $90,000. The percent of down payment required varies depending on the type of loan you get. Conventional loans generally require a 10 percent to 20 percent down payment while FHA and VA loans may require much less (up to 5 percent). Earnest Money: This is money that you put up front as part of the purchase price to show that you are committed to buying this home. This binds the transaction between you and the seller.


Escrow: While you are in the process of buying your home, the escrow holder is a neutral third party who handles the paperwork for the closing. After you buy your home, the lender might also have an escrow account for you that holds money from which your property tax and insurance is paid. Free and Clear: When a property is completely paid for (no liens against it for money owed), it is considered free and clear. Hazard Insurance: This is insurance you buy from an insurance company to protect your investment in your home should your house catch fire, be damaged by a windstorm, as well as other situations. Hazard insurances do not cover damage from earthquakes, riots, or flood damage. Depending on where you live, you may be required to buy extra insurance if flooding or earthquakes are a concern. Market Value: Your home’s market value is the highest price that someone would pay or the lowest price someone would sell the property. It is often different from how much the home would actually sell for at any given time. Origination Fee: This is the fee your lender charges for the background work done to get your mortgage approved and your home ready for closing. This work often includes preparing loan documents, doing credit checks, property inspections, and any other work required. This fee is usually a percentage of the face value of the loan (the amount of the loan after the down payment is subtracted, and before interest). Principal and Interest: This is also known as P&I. It refers to how much of your monthly mortgage payment goes to pay down the actual loan value (principal) and how much is for the interest payment (interest). Principal, Interest, Taxes, and Insurance: This is also known as P.I.T.I. This refers to the breakdown of your monthly mortgage payment based on the principal and interest, plus money that is collected and held in escrow to pay for your taxes and insurance bills when they come due. Points: Each point equals 1 percent of the principal amount of your mortgage. Pre-Approval: When you are ready to buy your home, as part of the application process, an underwriter will go through your income, credit, available funds, etc. to ensure you are a good credit risk. If the underwriter feels everything is in order, he or she will approve it, which

means you can go through with your mortgage. Some preapprovals come with conditions, so do know what they are and keep them in mind. Pre-Qualified: Before you start to build your home, you should sit down with a loan expert and discuss your financial situation. He or she can then pre-qualify you for an amount for which you should be able to get a loan approved. However, a pre-qualification is not a guarantee that you will get approved, since no one has formally gone through your information and confirmed it. Purchase Agreement: When you are ready to buy the home, you and the seller (or builder) will complete an agreement that lists the purchase price and any other conditions either of you place on the sale. Title: This is a document issued by a title company upon closing on your home that proves that you own the property. Title Insurance: When you buy a home, before you go through with the sale, a title search is done to see if anyone else can claim ownership of the property you wish to buy. It will also involve a search to see if there are any outstanding liens against the property that need to be paid (such as taxes, utilities, mortgages). Title insurance is a policy in which the title company assures you that they did their job to uncover any possible claims to the property before issuing a report. If some other claim comes up that wasn’t disclosed in the report, the title insurance company pays it. Title Search: Before you buy, a title company will search the city or town records to see who has owned the property and to make sure that it doesn’t have any liens (money still owed to banks) or other claims to ownership. Underwriting: The job of the underwriters is to verify your information for the lender and decide if you are a good credit risk to receive a loan in this amount or a particular interest rate. They will check your credit, employment, assets, and any other information, like bank statements. They will look at your history, as well. If you know these terms, you will have a much easier time understanding and going through your homebuying process. There are many other terms, of course, but this will get you started on the road to being a knowledgeable and informed homeowner.

It’s well known that buying a home is most likely the largest single investment we will make in our lifetime. That said, it makes sense that we should have a well thought-out plan to make sure we make the best decision that’s right for us. Here are some important points to remember.

You wouldn’t go shopping for a car without knowing if you could afford the car payments. So why would you go shopping for a home without an idea of how much home you can afford. Sure, it’s fun to dream, but if you’re serious about buying a home,

it makes sense to make the most of your time spent shopping and avoid being disappointed by falling in love with a home you cannot afford. There are plenty of lenders who offer a free prequalification service. A word of caution: do not use the amount you qualify for as your purchase price guide. The purchase price is not the true cost of owning a home. Remember to add in all of the other hidden costs and expenses of home ownership.

CHOOSING EITHER A NEW HOME OR AN EXISTING HOME

Take advantage of all the “Do and Don’t Do” advice available online for homebuyers—especially if you are a first-time buyer. One valuable source for homebuyers is a home loan toolkit available from the Consumer Financial Protection Bureau which offers a comprehensive list of things you should consider before you start shopping for your home loan.

It’s important to know that buying a newly constructed home is different from buying an existing home. While each follows a similar lending process, you should consider the advantages and disadvantages of each. New homes will offer homebuyers the newest in construction materials and are generally more energy efficient than older homes. There are also more opportunities to customize a new construction home to your individual needs. The downside to new homes when compared to existing homes is that the cost will be a little higher because you are getting a newer product.

CHOOSING A BUILDER

If you’ve decided that a newly constructed home or building a custom home is best for you, the most important advice is to find out as much as you can about the builder. Ask previous customers and research the company’s reputation. Check with your local Better Business Bureau to see if the company has any outstanding complaints. Here are a few tips: (1) you can tell a lot about a company by the way it treats its vendors. If the company has a great reputation with its vendors— the ones the company pays—you can probably guess that it will treat its customers equally as well. (2) If the company does not return your calls in a timely manner or not at all before you do business with them, you can expect more of the same after you start doing business with them. Lastly, (3) if the builder does not visit the job site on a regular basis during construction, chances are contractors are not being supervised properly. This could pose problems later.

CODE COMPLIANCE

Is the new home you are having built compliant with the State or Texas’ new IECC regulations? The State of Texas adopted the International Energy Conservation Code as of September 1, 2016. What this means is that every new home sold

after that date must meet the new code’s strict requirements for energy efficiency. While the 2015 code is not being enforced by all municipalities, it is important to know that the responsibility for compliance is with the builder—not the city building code officials. But there are safety nets for you: initiatives like the BUILT TO SAVE® program here in South Texas offer high-performance home certifications for new homes that comply with the 2015 IECC. See if the builder you choose is in the BUILT TO SAVE® program.

HAVE YOUR HOME INSPECTED BY A PROFESSIONAL

When you buy or build a new home that has or will be constructed to minimum code, you are getting a home built to the basic minimums required by law. Homes built to these minimum standards are generally less efficient and more costly to maintain. You also run the risk, for example, of not having an air unit that is properly sized to the home, which can present a whole host of problems for you down the road. If instead you make sure to buy or build your new home with a builder who utilizes a program like BUILT TO SAVE®, then your new home will be certified to above-code standards and inspected and tested by a licensed, independent energy rater who ensures that your home will be more energy efficient and offer more comfort, better indoor air quality, and less maintenance. Builders in the BUILT TO SAVE® program invest more of their money to make sure their homes are built to standards superior to minimum code requirements.

Hiring an independent, professional home inspector has saved many people from moving into a home with substandard workmanship or with serious issues not readily visible to the untrained eye. Find an experienced inspector who has your best interests at heart to evaluate the home you are looking at buying before you sign the contract. Once you sign, any existing issues will be your responsibility to fix. A home certified as BUILT TO SAVE®, for example, has the advantageof being inspected during construction before the walls are put in place, giving homeowners the peace of mind of knowing that what’s behind the walls complies with high-performance standards.

What is a BUILT TO SAVE® certified home? A BUILT TO SAVE® certified home is a new home that has been inspected and tested by a third-party RESNET home energy Rater during construction and after completion to verify that the highperformance BUILT TO SAVE® program requirements were met. A BUILT TO SAVE® home means homeowners will save more money on utilities compared to a similar home built only to minimum code and will provide more comfort, tighter construction, and better indoor air. Is a BUILT TO SAVE® home the same as an ENERGY STAR® home? No. An ENERGY STAR® certification requires more extensive compliance with energy efficiency requirements than the BUILT TO SAVE® certification. If a home qualifies as an ENERGY STAR® home, it automatically qualifies for the BUILT TO SAVE® certification.

How do I know if the home I am buying is a BUILT TO SAVE® certified home? Ask to see the BUILT TO SAVE® certificate, which is issued to the builder for the homebuyer. You can also go to www.BuiltToSave.org and search for the home’s address under “Explore – Database of Certified Homes.” Email info@BuiltToSave.org if your address does not appear.

Can my builder certify a home as BUILT TO SAVE® at any time? No. A home can only be certified as BUILT TO SAVE® if the walls have not been put in place so that a pre-drywall inspection can be performed. Ideally, a home in the BUILT TO SAVE® certification process should be started at the planning stage before construction begins. A thorough review of the floorplans, elevations, and Manual J in the planning stage is critical to ensure that the home will meet the requirements of the program once it is completed. When is the BUILT TO SAVE® certificate issued? The BUILT TO SAVE® certificate is only issued after the Rater submits the successfully completed checklists and photos of inspections and testing to the BUILT TO SAVE® program. How much does a BUILT TO SAVE® certified home cost the builder? The certificate includes a decal with whole-house systems information for the utility box panel as required by code. The fee for both the certificate and the decal is $205 and this cost is easily paid for by rebates of $200 to over $700 paid to the builder by local utility companies. The pre-drywall inspection and the final inspection fees are typically about $450 and are paid directly to the Rater. Builders must be BUILT TO SAVE® members, which requires a one-time annual fee of $175.

How does a home qualify for BUILT TO SAVE® certification? To qualify for BUILT TO SAVE® certification, a home must have tight construction, energy efficient windows, properly installed insulation, and properly-sized heating, cooling, and ventilation (HVAC) systems, and achieve an Energy Rating Index score of 63 or less, or be at least 5-10% more energy efficient than code. The builder and the home must be registered with BUILT TO SAVE®. What is an Energy Rating Index score? An Energy Rating Index score (ERI) is the nationally recognized standard of measuring the energy efficiency performance of a home. The ERI has become the industry standard used to calculate and predict the home’s energy use. While energy consumption of a home will vary depending upon personal factors associated with the occupants and their habits, an ERI score is still a good indicator of energy consumption. The lower the ERI score, the more energy efficient the home.

How is the ERI score calculated? To calculate a home’s ERI score, a certified RESNET Energy Rater does an energy rating on your home using specially designed software and equipment to test the home upon completion. The Rater works with the builder before construction to identify problem areas or improvements needed to ensure the house will achieve the lowest ERI score possible and meet the BUILT TO SAVE® requirements. What tests or inspections are performed by the Rater? The Rater does an onsite inspection after the insulation is installed and before the drywall is applied to ensure proper installation and that there are no areas where air can escape between the attic and the interior spaces of the home. Upon completion of the home, the Rater will measure the air tightness of the home using a blower door test and a duct test to test the leakiness of the ducts. Results of these tests, along with data from software analysis, are used to generate a final Energy Rating Index score for the home and ensure that the home is in compliance with the BUILT TO SAVE® requirements. How do I know if my new home is energy efficient? While most builders claim to build energy efficient homes, and while many do, the only way to be sure is to have verification by an independent third-party home energy Rater. If your home is certified as a BUILT TO SAVE® home, there is no question that it is energy efficient, and you will have the Energy Rating Index score to know its projected energy efficiency performance.

THE ONE-TIME CLOSE HOME LOAN

A WORRY-FREE OPTION FOR BUILDING YOUR NEW HOME

B

uying or building a new home can be a wonderfully rewarding and memorable experience. Yet it can be a tedious and stressful experience if you are not prepared and knowledgeable on how the process works—especially when it comes to financing. Financing will indeed be one of the most important stages of buying or building your home. Choosing the right lender and the right type of mortgage can make a big difference, not just on how much your new home will cost when you buy it, but how much it will cost you over the life of the loan. Here are two choices on financing, one of which you will need to make if you are building your home.

THE CONSTRUCTION TO PERMANENT FINANCING OPTION

This is the most commonly chosen form of financing for new home building projects and includes two loans: a short-term loan to finance the construction of the home and then a long- term mortgage loan once the home is completed. This process will include two loan applications, two closings, and may involve two different lenders and two different interest rates.

THE ONE-TIME CLOSE FINANCING OPTION

This type of loan is exactly what it is called. It is a one-time Construction to Permanent loan, which means a homebuyer will only submit one loan application and be required to close on their loan once only.

The advantages are quite obvious. Unlike the typical Construction to Permanent Financing option which requires two loans, with the One-Time Close option, you won’t have to be approved twice for your home loan. If your financial situation changes, or if the appraisal of the home is lower than what was expected once the home is built, you may not be able to receive permanent financing if using the Construction to Permanent Financing option. With the One-Time Close option, once you are approved and your home appraised, you’ll know your permanent financing is secure, regardless of unforeseen changes in your financial status after the fact. Aside from saving money and paperwork from not having two loans and two closings, having the peace of mind that you can move forward on building your new home once you are approved is—above all—the biggest benefit of choosing the One-Time Close financing option. The Rio Grande Valley Builders Association Hosted Its Annual Fishing Tournament on South Padre Island THE RIO GRANDE VALLEY BUILDERS ASSOCIATION (RGVBA) HELD ITS ANNUAL FISHING TOURNAMENT on Saturday, July 10, at Jim’s Pier on South Padre Island, Texas. Over 35 boats participated in the event—the most in the past few years. The enthusiastic participation this year was due, in part, to the fact that the fishing tournament was cancelled last year because of the pandemic. “I think people were excited and ready to enjoy the outdoors again with their friends and family in a relaxing and entertaining event,” said Paco Vielma, Fishing Tournament Chair. The event is open only for members of the RGVBA and features 4-person boats competing for cash prizes and bragging rights. This annual event for the RGVBA is always scheduled immediately after the Parade of Homes event, giving everyone an opportunity to relax and recover from all the hard work required to do a successful Parade of Homes, especially during these pandemic times. Participants used their fishing skills (and luck) to compete for cash prizes in various fishing categories, such as the heaviest redfish up to 25”, the heaviest trout up to 21”, and the heaviest flounder over 15”. Additional cash prizes included a Grand Slam prize, awarded to the team with the highest combined weight of one redfish, one flounder and one trout, and a “fun” cash prize awarded for the redfish with the most spots.
