Recycled Art Centre The Project The client’s aim for the design of this project is to promote the environmental awareness through the way of reuse and recycled material, transforming the day-by-day trashes into environmental friendly art form while release the pressure of community in this formal and rapid urban development city. By creating a beautiful environment and innovative spaces to provide the recreational activities will help to form a dynamic modern and vibrant area. The proposed site is located at the existing carpark that is next to the Dewan Bandaraya Kuala Lumpur (DPKL) official building. Here, the site is congested with the high rise official buildings and do not have enough space is used to beautify the landscaped to act as a breathing zone. Art is one of the most stress relieving and therapeutic ways of healing human body and mind. People who are robbed of the ability to create art because of economic hardship live a life of the lowest quality. Therefore, the proposed project of recycled art centre is aimed to promote creativity, environmental awareness, art and craft and also community through reuse and recycled. Please take consideration of the ideas from the client: 1. Consider 3 main recycled material and provide the sufficient space for public workshop and recycling process area. 2. Interior spaces need to consider team collaboration, connection between work space and exhibition space to achieve the effect of community engagement. 3. Provide plenty space for art work and at least 2 exhibition areas. 4. Determine the flexibility of the building to provide user to experience the space applications, natural sunlight and ventilation. 5. Ensure the pedestrian is excess easily from different direction to engage with the exhibited art works in the building, well connected with indoor and outdoor space. 6. Consider the public accessibility and vehicle circulation in the building. 7. Consider the river frontage facilities for the public to integrate with River of Life (ROL) project.
Proposed Programme
Recycled art centre is proposed in this project to promote the value of recycled material to awake the public environment awareness. And also it will help to promote creativity and social development issues through personal production of creative art works to beautify the space. There are three major recycled materials that are proposed in this project, they are fabric, paper and plastic waste material. According to the site context, the adjacent Jalan TAR is a hotspot business street that selling the textile and fabric products. Centre will collect the unwanted fabrics from the storefront and claim the old clothes from the customers who want to buy their new clothes over there. Many of high riser offices building is around the site. Centre will get the source of paper waste from the offices. However, the most wasted trash in society is plastic and in fact it can be reused very well. We will set up several stations among the site to collect the plastic waste material from public. Centre will provided 2 car truck to collect the materials 2times a week. After collecting the materials from public, they will be converted into art work and some useful items. Besides, not only the recycled art and craft product, centre has some simple recycling process to enhance the recycling knowledge of the public, while its products will make into
some simple new items for selling or directly used for making recycled art applications. The artwork produced by public will be sold at the retail to let the centre earn some profit from the society. In addition, there are some spaces that is provided for educational knowledge programmes, such as artist’s workspace, classroom, amphitheatre, discussion room. Centre will invite domestic and foreign artists to participate in this educational program so that adults, children and tourists can get a more creative training knowledge and technic at this rapid urban development area. Besides, there has a cafÊ, plaza and outdoor activity area are provided for some event such as flea market, party, performance, competition to enhance the communal engagement and participation in the building. Lastly, the operation hours of the building is starting from 9:00a.m. to 10p.m.
Programme Objectives Recycled art center: 1. to stimulate creativity and beautify city by creative art work, to vitality the atmosphere in the site 2. to provide opportunities to create recycled art as recreational activity to engage community especially for the office workers and tourist. 3. to promote recycled art by sharing this knowledge with the public, to increase the recycling activities in Malaysia and so to reduce the amount of reusable material in landfill. 4. to teach people how to create’’ art with purpose’’ reusing discarded, unwanted item, creating generations of artist in recycled art. 5. To make the site become one of the node along the Gombak River in the undergoing ROL project, to promote environmental awareness and a place to visit for tourist. 6. a friendly environment in which artists can meet other likeminded people where they can socialize and craft in a comfortable and inspiring environment.
Client Dewan Bandaraya Kuala Lumpur (DBKL) DBKL is the local authority charged with the administration of Kuala Lumpur city. Its focus is directed towards introducing and promoting potential buyers to Malaysian products and services and securing future Business Events businesses through the presentation of formal bids prepared by Malaysia Convention & Exhibition Bureau (MYCEB) and its partners (TEAM MALAYSIA). Besides, DBKL is responsible for public health and sanitation, waste removal and management, town planning, environmental protection and building control, social and economic development and general maintenance functions of urban infrastructure. It is controlling and planning the city in an organised and controlled way to make the city grow.
SITE INTRODUCTION Kuala Lumpur The proposed site for this project is located at an open carpark with the trapezium shaped. The buildable area for the proposed building is 2933 square meter in the site. The longer side of site is attached to the Gombak River and the other side is face to Jalan Raja Laut. However, the Bandaraya LRT station and DBKL building are located at North and South side of site. The site is surrounded by many high rise offices such as the Menara UOB and CIMB Bank and any other important institution. So the amount of officer workers community group is highest. The site is actually located at a good strategic location because here is full of the human traffic, vehicle circulation and the connection with the Gombak River, so the human movement pattern around the site should be well organize to create a comprehensive circulation network around the building. Gombak river is under the River of Life project which is driven by the Joint Development Council and it is sponsored by the Minister for Federal Territories and Urban Wellbeing. ROL is actually coordinated by DBKL with an objective to revitalise the two iconic rivers which are the Gombak River and Klang River. Therefore, the site is actually a potential site to integrate with the ROL project to achieve the goal to caring about out city environmental.
Swot Analysis 1. Strength: - Site is located in the heart of city and connecting with the LRT/KTM station, Gombak River, and the main road of Jalan Raja Laut that cause the human flow within the area. - Many important organization and institution are around the site such as the Menara UOB and CIMB Bank Kuala Lumpur, KWSP and so on. Therefore, in majority of the passers-by are the office workers who will be the main user group for centre. - The site can be one of the node and potential landmark in the area as it is located beside the LRT station and the Gombak river which is under ROL project. 2. Weakness: -
Site is face to one way road, it has traffic jam at the morning and afternoon time and has limited parking area.

4. Opportunity: -
LRT is next to the site, it provides a linkage to the further area and bringing crowded.

Pestle Analysis Political: The site is at the heart of city and is surrounded with many office high riser buildings and also the administrative buildings such as the DBKL, KWSP. There is lacking of recreational and entertainment activities in the city. But it is attached to the Gombak River which is under the ROL project. Therefore, the site has the potential to have a lot more activities happening in the future. Technological: Kuala Lumpur is one of the most developed area in the country. It has been monitor to improve the liveability conditions and attractiveness. So, it is important to developed technology in the one of the major tourist destination as it contributes to enhance and improve city. For the technology in recycling, Malaysia has a completed system and technic to having the fabric, paper and plastic recycling process. But there is lack of the recycled art talent in Malaysia. Economical: The site is a strategic location as it is consisting of iconic and historical buildings around here. Therefore, the proposed programme to create the opportunity for user to have a recreational activities, it can help enhancing the vibrancy of the city, and also become one of the contact points within the area to attract locals and tourist come and visit. The source of the programme material getting from the public. Social trashes, fabric, paper, plastic are those material that can get easily and free from the site. And the recycling product will be refund back to the society to help the cycled of economic. Environmental:
The population of environmental in Kuala Lumpur if become serious day by day in this urban rapid development city. The site is surrounded by all high rise building to result the lacking of greenery space and breathing zone. The proposed ROL project is expected to turn the areas surrounding the two iconic rivers (Gombak River and Klang River) vibrant and beautiful by implementing river park and river revitalisation. The government had allocated RM 4 billion for the whole project, while of the total, RM 1 billion was for beautification purposes, and the rest was to improve the quality of the river water from current Class III (unsafe for body contact), to Class (safe for recreational use with body contact). By using the day by day trash within the site to make the beautiful art work, it will help to awake the public environmental awareness, and decrease the amount of landfill recycled trash as well. Sociological: The population of the site is majority of workers, secondly is tourists and locals who are nearby the area. Based on the results from the site analysis, these community has not being provide a gather point to let them integrate with each other. Therefore, it is important to propose programs with the recreational activities to promote communal participation and also stimulate their creativity. There is lacking of the youth generation as well, such as recycled art centre is not only provide to the adult and also can attract the youth and children come over here, they are the potential future user group in the project. Legal: By laws, 6m setback from the river’s edge that is required by DBKL and also some other requirements from UBBL that have to be followed while designing the buildings.

Success Criteria Project success criteria measure what is important to the stakeholders and it is the standard to evaluate and judge the project at the end to decide whether the project is success or failure in the eyes of the stakeholders. Cost, scope and time are the triple constraints of the measurable success criteria used to indicate the key performance of the project. The aim of the project is to come up with a design and planning to meet the client’s expectation. However, a project that is completed in the timeframe and agreed budget with high quality is considered as a success project. The most important criteria to meet the client’s satisfaction and the outcome of the project is the quality.
Quality: Recycled art centre must have enough flexibility space to allow the production process and to make sure the production art works is safe to place and keep. Therefore, it is important to plan the plan effectively to achieve their respective function. However, the ventilation and humidity, sufficient of natural sunlight and also the natural ventilation is very important for the recycled art centre. Therefore, building shall aim for a silver award in GBI rating within 66 to 75 points. Scope: Scope is about the amount of effort and work of the team within the project’s timeframe with detailed. The project must monitored according to the schedule from the Gantt chart. The project management tools such as the risk management plan, Gantt chart, and Work Breakdown Structure are produced through detailed planning, to manage the project flow and risks. However, the quality performance of the construction on site must be controlled strictly. And also for the meetings must be held on regularly and reviews among the team members or any other consultants are required to ensure project progress is on the track of timeframe. Time: This project is aimed to be completed within 24 months starting from 1st May 2017 to 30th April 2019. Gantt chart is planned and produced to ensure the schedules and timeframe of different phases are on track without delaying the other subsequent of phases. Construction materials or components are recommended to buy from local to save the time and cost for transportation. And also, the materials have to be make sure can be provided and be punctual arrivals during the construction or before the construction. Cost: Cost control, budgeting and controlling the expenses throughout the project is very important. The initial budget estimation for this project is RM12 million and are funded by the client, Dewan Bandaraya Kuala Lumpur (DBKL) and the other investors. This Recycled Art Centre is most of the costing is
estimated to be spent on the structural element of the building as the building has to be stable enough to support all different level of floor. However, the client, DBKL is required to have 20 car parks, half-basement car park in this proposed project. In this such a limited site, there is more budgets are estimated to be spent on the construction of the half-basement car park. In addition, due to fully getting natural light in the building, there has the critical part need to be focus on the layout of roofing during construction, it might take more time and cost to complete.
Stakeholder 1. Officer Employee: As the site is located around with the office towers, there has a lot of workers from these office towers and they will be the most important user group for the project. The programme of the project is mainly considering in the potential way to improve their life. Recycled art centre is providing a place that where they can have their own space to release their stressful through the artwork and also training their creativity skill. By creating an opportunity and platform to let them learn a new skill after working and the engagement with local resident. 2. Local residents: Local resident is the target stuff of the centre. By this project, it is not only let the local resident has the opportunity to learn new skill and also providing job opportunities to the local residents as well. Once the residents involved in the project, recycled art centre will help to increase the environmental awareness of the resident, and providing them the skill to reuse the waste materials to make it into a useful things, the amount of the material landfill waste will be decreasing. 3. Tourist around the site: Tourist around the site is also one of the target user group. The Centre’s recycled artwork is the potential product that can attract the people to come and visit. At the same time. They are the potential user group that can push the centre to the new high level of development (international). 4. Foreign Artist and domestic Artist: Centre will invited some foreign and domestic Artist to participant in the programme. They will involve in helping to operate the centre, teaching educational programme, and the artist studio is provided for them as well.
5. LRT/ KTM users: The proposed site of this project is located nearby a LRT and KTM station, in which the human flow of the LRT and KTM users will be affecting the design of the proposed project. The entrances and exits of the building are designed responding to the intersection of the human flow towards the LRT and KTM stations in order to attract and drive the users into the building and create a comprehensive pedestrian network around the building. 6. Carpark users: Government and authority. The proposed site is an open carpark, the proposed project will be relocating a temporary carpark at nearby open area to replace the existing carpark. 7. ROL Project: Recycled art centre is proposed in this project in response to the environmental issues on site as well as an integration with the ROL project and it is driven by a Joint Development Council (JDC) sponsored by the Minister for Federal Territories and Urban Wellbeing, and coordinated by DBKL. 8. Jalan TAR fabric and clothing shop: Centre will mainly collect the fabric waste materials from Jalan TAR fabric shop. 9. Jalan TAR shopper: Claim the old clothes from the shopper who are looking for new clothes and willing to donate their clothes in the Jalan TAR. 10. Professional management team and volunteers: Recycled art centre has the recycling process, it need some people to handle the progress and handle the operation. 11. Surrounding Office building : By collecting the paper waste material, the adjacent office is a good objective that centre can actually get their daily office waste paper for recycled used. 12. People who participate to donate their plastic waste material by donating the plastic material into the setup station. 13. Recycled art tuition centre in Kuala Lumpur: Centre will invite and associate with the organization to hold some activities and event together.
DESIGN SUITABILITY Key Features (Layout, courtyard, circulation) 1. Layout: The layout of the building is consider about the urban intersection between the human flow from the LRT/KTM station, the facing main road (Jalan Raja Laut), and the Gombak river. The pedestrian network in the site is very strong due to the LRT station and the office building around the site. Hence, the consideration of the pedestrian movement pattern is taken in the building design by creating a several contact point inside the building itself. According to the pedestrian movement pattern, a more open ground floor is help to let the permeability of pedestrian to access easily and enhance the communal participation and engagement. Create the opportunity to let them pass through the building on the ground floor to experience and integrate with the recycled art works along journey. Ground floor is contain of the main programmes which are open studio, exhibition gallery, recycling process area, cafĂŠ retail store. These all component spaces is allocated in a considered specific position to welcome the public by accessing easily into the building.
2. Sustainability: By designing the building to meet the good result in its sustainability, It is considered the orientation of the building that how the building respond the sun and wind direction. As the proposed site is longer sides facing to the East and West side, the orientation of the building is not perpendicular with the main road. However, it has been adjusted to turn the building longer side facing to South East to decrease the exposure to the sun. It helps to prevent direct solar heat gain and radiation into the building and the sufficient of ventilation to achieve the comfortable zone for user. However, building is using the application of skylight to achieve the fully use of natural lighting to save the energy of electrical waste. The high roofing design is fitting with the louvers at the upper of wall to achieve the natural ventilation. Considerate on the toilet, storage, kitchen’s orientation to achieve the certain level of ventilation and also the humidity.

3. Urban patterns: The urban patterns is also has been considered in the design project. Building ground floor design is separate according to the pedestrian movement pattern. By increase the integrating, creating the contact point is very important at the ground floor. By considering the Jalan Raja Laut is one way direction road, the different orientated building is not only to prevent the sun exposure, but also make an attraction to get the eye catching for the passer by who is driving though the road. They will be attract by the orientation, and has a strong motivation by viewing the height block of building is located at the end of the site. On the other hand, the small alley for pedestrian is also provided in the building, to cause the effect of permeability though alley to the wide open space.
4. Programme Relationship The programme function in design layout planning is been well considered. According to the scale and weight of the recycled materials (fabric, paper, plastic). Fabric recycling programme has the heaviest recycling machine and main target collected waste material amount. By allocate the recycling process, open studio and exhibition area near to each other, to ensure that people can experience and get the strong impression in one shot by viewing the recycling machine process, touching on the raw material to transform it into art until appreciate the final recycled art work. All the space and activities in the building can view in glance around to achieve the sense of unrestrained for the user, especially the office worker. Going up to the first floor, there has the light weight material recycled art making that at this level. Semi open art gallery and enclosed multi activities room area is designed to provide some different type of art in as well. There is also consist of discussion room, classroom, for educational purpose and also some studio for small scale art work making area as well. As going up to second floor is separate to two main space which is accommodation for stuff and guest and one for public used which is amphitheatre.
5. Massing Strategy The massing strategy of this building is considering of the site context and the impression for the user. The roof is design gentle curving from the low and up to the top. By designing the conspicuous roof to achieve purpose of the eye catching and strong impression to the passer by.
MAINTENANCE STRATEGY Programme Maintenance The programmes of the building are more focusing on the workshop studio, recycling process area and exhibition gallery. There have several different scale of machine and equipment will be place on the space, it is important to consider about the safety issue, spatial arrangement and also the condition of the space. To ensure the quality of the waste materials that storing in the centre, they must keep in a suitable placement by well managing. Hence, it is important to maintain the relationship and condition by keeping the quality of the spaces up to date. However, the cleanliness and aspect of the space is important to be well maintained in order to provide a healthy and comfortable workspace for users. There has many consideration are taken to carefully sustain the quality and experience of users while working or visiting the centre.

Strategy To ensure the quality of recycled materials by maintaining an optimum indoor condition. And also to ensure the cleanliness or the materials. Building & Site Maintenance The building and the surround open space need to be maintained regularly to leave a good impression for visitor and the sustainability of the building. The building design to be low in maintenance, it utilize natural lighting and ventilation to achieve reasonable thermal comfort, however the plantation in the building is required good maintenance in order to function as a thermal barrier continuously and the landscape beautifying.
