GRANDVIEW HEIGHTS PARKS MASTERPLAN

EXECUTIVE SUMMARY: This Parks, Recreation and Culture Masterplan analyzes the Grandview Heights neighbourhood in South Surrey, British Columbia. The Masterplan reviews three park options. Option #1 is based on a central community park. Option #2 is based on walking sheds and walking radii, and Option #3 is based on ecological connectivity. It is recommended that Parks, Recreation and Culture combine these three models into an option which will meet the needs for both human and ecological uses. This preferred option will prioritize elements that best fit the Parks, Recreation and Culture and city principles recently established in the Sustainability Charter. The three models are utlimately measured comparatively in terms of their utility in environmental, economic and social sustainability. The outcome is a central community school-park that encourages walkability within the Grandview Heights Neighbourhood. In terms of fiscal feasibility, precedent studies have shown that the benefits of joint-use facilities such as joint school-communitiy parks include reduced land, operation and initial construction costs. Benefit-cost analysis also suggests that each agency involved in the development of a joint-use facility saves approximately $5 million (US), in comparison to costs incurred if they had built stand-alone facilities on separate sites (New Schools, Better Neighbourhoods 2003).
