Aboriginal Art & Way-finding

Artwork captures patterns including circles, lines and animals using dots. Some painting even use symbols to communicate the area. Some symbols include watering holes, meeting places and animal tracks. Wayfinding is a term used today and with the traditional owners. The aim of way finding in the images below is to depict meaning, names and directions in a subtle way using raw materials that suit the landscape.

Progress renders show building form and materiality without additions of people, furniture and landscaping. these images were created for a in progress presentation to show how the commercial 3 space could work and how it changed from what currently exists. These images show that there may be a little too much transparency in shopfronts and higher levels of the building. It also looks very intimidating to have a more closed off level above glass levels therefore a setback could be introduced to create a greater vision line from the ground with a setback to the residential levels. This setback will also add extra privacy and reduce street noise for the residential spaces.

Ferrars Street

Ferrars Street will undergo some transformations to include protected bike lanes, a greener tree canopy and landscaped pathways. New pedestrian lighting will be fitted to existing light posts to minimize costs and works. Power lines will be consolidated either underground or too the building to allow the trees to grow and provide weather protection for pedestrians. No works will be done to the carriage way other that swapping the location of on street parking with the bike lanes to ensure people feel protected and safe cycling amongst 60km/hr traffic. Due to Ferrars street being an arterial road it is unlikely to see a drop in speed limits to further insure peoples safety.

The section also shows a change in building height and use from commercial in 2 stories to have residential in the commercial 3 zone.

City Road

City Road will undergo major transformations including new tree plantings, additional bike storage facilities, seats and rubbish bins to create a welcoming pedestrian space. The carriageway and pathways will be reduced to allow for bike lanes and power lines consolidated to enable greater views and tree canopy.

The ‘after’ section shows a massive change to building form with residential being implemented on both sides of the street following my plans to rezone the industrial to commercial 3 as well as the plans for Fishermans Bend Montague precinct.

York Street will see reduced on street parking to allow for bike lanes on both sides of the street. This change only reduces 12 car parking spaces but creates a safer and more welcoming environment connecting South Melbourne with the Montague precinct. The same changes will be seen as identified on City Road and Ferrars Street with increased amenity for cyclist and pedestrian, consolidated power lines and larger vegetation growth and plantations creating a friendly and safer environment. York Street could see a potential speed reduction from 60km/h to 50km/h or even 40km/h along this short length to match up with the rest of the streets lower speed limit.

The building profile extends by 1 story to include residential at a setback to ensure there is no shadows on the street scape that were not already present throughout the day.

An example section of how the commercial 3 zone could work.

The residential component sits above studio, workshop or retail spaces with allowable programs seen in the table in chapter 5. This allows growth of creative industries much like the studio and gallery seen here whilst allowing them to work from home and therefore creating a better work-life balance.

Firstly the existing conditions of South Melbourne identifying landmarks, icons and places people interact with the most. The red line identifies the study are for this unit but by no means does it restrict our proposals to inside its boundaries.

As i mentioned before my focus is the industrial triangle along city road, ferrars street and York street, whilst also connecting the surrounding areas of south Melbourne and Montague. As we can see by the dotted lines this triangle is not home to the Montague precinct or south Melbourne frameworks. We have have 2 traditional land owners in this site the Boonwurrong West of Ferrars Street and the Wurrendjeri on the east. I aim to respect their values throughout my proposal.

Here we see a Plan for the city road corridor however in the fisherman bend renewal they are not planning to redevelop the triangle we can see has been changed on the right side of the image. The section is not correct as zoning currently does not allow for residential in industrial zones and as far as i know there is no current plans to rezone this area. But Im here to fix that. We are going to take elements of this artist impression and section and make it work, lets help the vision be realized for both parties.

Commercial 3 is a fairly new zone which has not been used in Victoria. It aims to change the way we utilize commercial zones allowing residential above employment which is not accepted in other commercial or industrial zones. This zone has certain ratios and functions that must be met to realize building structures.

Commercial 3 represents an opportunity for creative industries to work from home without having a studio or workshop space in a garage, granny flat or spare room. This zone also means that all existing functions on the site can remain at 100% of the GFA however some uses may need permits as listed.

Current Problem : Creative Industries

Creative industries are a big part of South Melbourne and the plans for fishermans bend, however there is no distinctive home for small startup businesses that are affordable, and clustered near other similar businesses. For many creative industries long work days mean late nights in the studio and for many growing businesses it is too expensive to own or rent a space. Creative industries create $1.1billion of economic value annually and continue to grow with 9700 jobs in the city of Port phillip in 2019.

There are thriving creative industries with 500 spaces and businesses identified, reinforcing its importance as a historic center for melbournes creative industries.

As we can see by Leanne Hodyls research of creative industries they are all based in commercial or industrial zones and clustered together but with the recent impacts of covid we could see these numbers decline as office and studio spaces are no longer affordable and people are adapting to work from home limiting commute.

The existing conditions outlines speed limits, street width, traffic volume and the amount of active transport used. The lack of active transport is most likely due to people’s feeling of safety, or lack thereof, walking along these busy streets, with large traffic volumes at 60km/hr. The quality assessment shows the low figures for protection and comfort in the area especially along city road. From the image we can see the street being used for rubbish bins, advertisements and cracks in pavement all which affect the safety of pedestrians.

The civic space has been designed following similar patterns and way finding in the form of circular paths and meeting spaces. There are indoor and outdoor spaces to utilize the space all year round. There is an amphitheater providing room for meetings, performances or lunch break catch ups. The stage space is 80m2 and has seating capacity for 100 people. The plantations uses Australian natives suited to the environment and what is around them. This includes trees, shrubs and ground covers.

Rezoning the space from industrial to commercial 3 will allow a range of different uses whilst prioritizing creative industries. Currently the area does not feel welcoming or encourage people to walk inside shops due to the lack of active edge, by encouraging small tenancies, transparent shopfronts and on street trading where possible will foster activity from the street and encourage local interactions with people on the street and creative industries.

D3 looks to strengthen opportunities for work-life balance. With the recent pandemic lots of people have begun to work from home where possible leaving many office spaces empty. I propose to rezone the industrial zone to commercial 3, the first of its kind in Victoria to encourage creative industries of a more balanced lifestyle. To do this integrated housing above a studio or workshop space with sales and market areas to connect with the streetscapes and community at ground level. As well as studios open plan offices and rent able meeting spaces would be made available to suit small scale business and start up opportunities to encourage growth of smaller or sole trader creative industries. By providing a workplace in a clustered environment it will motivate connections and greater development of each individual business and as the precinct as a whole.

To improve street vitality and safety for increased use I aim to focus on increased illumination using methods such as catanery lighting to ensure people feel safe especially at night. Increased connection from ground floor business using transparent shopfronts as a method of passive surveillance to create an essence of safety with eyes on the street following Jane Jacobs theories of safety and passive surveillance to reduce crime rates. Encouraging creative industries and people to connect and create urban art features such as paintings, sculptures, interactive street games and a art walk will activate the streets and increase activity in the streets. Other methods could be advocate for removal of concealments and cavities and a speed reductions from 60 to 50 to create a safer environment for people wander the streets or cycle.

Pedestrian linkages will connect precincts and major streets, with a better connection between south Melbourne and Montague. A new civic hub will take place on Thistlethewaite street which is currently home to a car park and vacant site. This will connect wolseley street and shamrock place whilst creating a meeting place for people to enjoy. These links will encourage active transport such as walking and cycling to take cars off the road or encourage people to walk to their destination.

Providing pedestrian and cycling amenity will encourage more active lifestyles as currently there is very little amenity in the area. Creating a network of public rest points including seats, bike racks, bins and interactive games along street frontages and traffic intersections creates a friendly environment for inclusivity. Providing weather protection using awnings and tree canopy protects people from rain, sun and all weather anomalies that Melbourne experiences. Moving power lines underground is a fair bit of time and money but to be able to let trees grown and not see power lines out the window is a huge bonus therefore it should be considered.

Creating a set of amenity pockets or pocket parks will connect the Montague precinct to South Melbourne. Benchmark examples such as those thrown on screen will allow landscaping with vegetation and people at the forefront of the design. These amenity pockets will connect communities bringing people together over lunch breaks, walks to and from work or visitors to the site in intimate and welcoming spaces. It will encourage people to get outside and use the outdoor spaces that are currently underutilized, such as small laneways, green nature strips and overgrown parkland areas. Some streets and laneways will be kept as shared zones to enable current use such as garage and rear access to homes and shops.

For the second public space strategy i aim to enhance the landscapes of the 3 main road bordering my site. This will including green infrastructure and landscaping, illumination for both cars and pedestrians, and reworking the street section to better protect cyclists and pedestrians. As seen in strategy a1 a short term solution to increase safety would be to reduce the speed limit from 60km/h to 50km/h this will further create a welcoming environment along these streets.

To strengthen the identity of the precinct realizing the current public art and murals policy by encouraging urban art features as part of an art walk planned and organized by the creative community which will encourage engagement and active lifestyles not only for residents but for visitors who are brought to the area to see the art .Using interactive screens, pedestrian games, sculptures, murals and signage will provide a range of activities and vibrancy to the streets. The policy aims to support practices of emerging and established artists through an integration of works in the public realm, street art, developer contributions and ephemeral projects, revitalizing public spaces and neighborhoods.

What Could it look like? using video animations, images, sections and data I have produced a video showing before and afters identifying the changes, trade offs and objectives of the proposal.

The QR code links to a video about what the changes could look like for this safe and activated place with a thriving community.

There are positive and negative trade offs to implement safe and inclusive streets including passive surveillance, increased amenity, 6 new meeting spaces with a 20+ new native species of vegetation. The only downside to creating safer and inclusive streets means less on street parking to make room for bike lanes, parklets, and shared zones with greater amenity and vegetation. To consolidate power lines on the 3 main streets of the site will only cost $500,000 but enables trees to grow, better views from higher building levels and overall creates a more welcoming area.

10 Rubbish bins to reduce waste on the street. 6 large meeting space and 15 activated streetscapes with room for others to grow following the same elements used in this proposal. An increase in vegetation and greenery reducing the urban heat island effect, and increase quality of life of people and the space. There is a 3600% increase of housing on the commercial 3 site, creating a better quality of life for creative industries by keeping business alive and local to Australia.
