Fishing refugia were designed and agreed upon by residents of the communities that fish in the area, based on their empirical knowledge and their management and conservation priorities. These refugia (both nationally and internationally) are considered potentially an effective management tool that allows sustainable use of marine resources, and offers protection to their critical habitat.

This network was established to contribute to the restoration and development of fisheries resources, as well as to protect the critical habitat and ecosystems essential to those species¹,².
