THE MISSION How might we design a product, system, or service that improves the safety of stakeholders in a riot situation?
RESEARCH We began our research process by gathering articles, images, and videos regarding riot situations to create connection circles -- visually mapping the flow of events during a riot.
TAKEAWAYS
crowd control is a top priority
stakeholders are least safe during the middle stages of a riot
it is sometimes unsafe to provide medical help
riots are unpredictable and chatoic
there are many indirectly affected by riots
EMPATHIZING Personas were used to represent various stakeholders in riot situations (2 of 5 shown above), and possible scenarios for each stage of a riot were evaluated in terms of safety levels.
NEW MISSION How might we design a product, system, or service that improves the safety of civilians in a riot situation?
INITIAL IDEATION After revising the problem statement, I used an idea box to generate key words and design criteria, then created rough sketches to explore concepts -- 5 highlighted being most successful.
PROTOTYPING Based on the 5 chosen concepts, I developed testing mockups to determine scale, function, and feasibility. Following user testing, it was evident that the emergency flare was the most useful and practical.
DIRECTION FOR DESIGN The “emergency flare concept was chosen for pursuit because it best embodied 3 principles:
ease of use
safety
portability
FORM DEVELOPMENT After establishing aesthetic and functional design criteria, I developed variations of my idea based on form, color, and texture. The design needed to be incredibly simple to operate in order to be effective so I chose forms with highlighted and visible features
p.e.b.l. P.E.B.L. is a handheld flare device that utilizes a safe LED projectile to disclose user’s location to loved ones, medical personnel, and police drones in large crowds & riot situations. A pressurized air chamber launches slowly-descending foam LED projectiles to heights of 50 ft.

CONTEXT
PROSPECT + RETROSPECT P.E.B.L. is a simple solution that has the potential to be useful not only in large crowd situations, but also as a safe alternative to traditional emergency flares that utilize a chemical reaction to function.
