Continued progress

in a challenging year

2009 was a very challenging year for the construction industry. The financial crisis slowed down activities within several of our business areas. But despite the tougher conditions, we have been able to exploit opportunities in the market and come out strongly of a difficult time. Sharing knowledge and working together effectively across different professional disciplines, organizational and geographical lines, will continue to be critical to our competitiveness in the years to come.

During the last year, Norconsult has expanded both its number of services and the company’s overall capacity. Expansion has been done by organic growth, by establishing new businesses and by acquisitions. Acquisitions are done by central headquarters and by a number of our regional offices. Despite the recent rather turbulent market situation, Norconsult has reached a record turnover of NOK 2.012 mill. This is an increase of NOK 100 million compared to the previous year. The profit margin is slightly higher than 10% and demonstrates the company's earning capacity and financial strength. Good results are essential for motivation and financial freedom. Results also demonstrate the company’s muscle to further develop in the ever changing marketplace. Stronger market intervention - increased competitiveness Throughout the past year the company increased its employment level substantially. This adds a significant resource of valuable expertise and at the same time creates new market opportunities. At the beginning of 2010, the Norconsult Group had about 1.700 employees. This is double the number of employees we had five years ago. Our goal is to develop an employee-owned, multidisciplinary company that is a serious challenge for major international players. Growth is an important factor in strengthening our competitiveness and maintaining our leading position. As part of this strategy, we acquired Modalsli Engineering AS, Sletten Finnmark AS and Sigvart Ellingsen AS in Norway. In Sweden, we acquired Mecad AB and Mark & Ingenjörerna Vatten AB. In Denmark, Envicare ApS became part of our family and in Mozambique, we acquired SAL CDS. Norconsult has shown significant growth in recent years. Our challenge today is to include and consolidate the acquired companies, to identify synergies and to ensure that they are integrated parts of the Norconsult Group.

Decentralized organization - one brand Norconsult has a flat organizational structure. Local insight about our customers and the individual projects are key factors to success. As Norway's largest consultancy on environmental issues we need to offer our customers premium human resources. We invested significant resources in 2009 in our intranet. We also developed our disciplinary networks and improved the company’s IT infrastructure in general. A significant effort was made to enhance the governance of our assignments. We constantly work to streamline operations to become more efficient in our assignment execution and are preparing ourselves to meet even tougher competition in the future. Norconsult offers consulting on a high level for a variety of disciplines. The company has a number of organizational units which give us local presence with offices in many countries. The goal is that the brand and the entire Norconsult group of companies will be perceived as a consistent and strong supplier in our different markets. Creating value through assignments Our business is entirely based on creating added value for our clients through our assignments. We deliver annually on ca 7.000 small and large contracts, each assignment being a separate business unit. From the beginning, our organization must have the ability to ensure that Norconsult and the customer have a common understanding of the goals, the challenges, progress of the assignments and deadlines. The challenge then is to ensure that we have the relevant expertise and capacity available to carry out the assignment as agreed. Good skills in contract management and project management in general and not least good, and open communication with our client during the whole process are key factors to success. It is in our assignments that we demonstrate our skills. It is through the most competent employees we make the difference compared to our competitors and become the customer’s preferred partner. Corporate Responsibility Norconsult must demonstrate a high level of corporate responsibility. The advice we give to our customers must protect the society, as should the solutions we select in relation with our own operations. For years we have built up significant expertise in risk assessment and emergency preparedness which has lead to increased business. Full understanding and active communication between Norconsult and our clients are crucial in every assignment, regardless of size.

The culture of Norconsult is deeply rooted in principles of honesty and respect for other people. A successful and lasting business enterprise depends on trust and a good reputation both with customers and with society in general. Norconsult has developed and follows ethical guidelines for the company’s activities, ensuring that every individual acting on behalf of Norconsult, will act ethically and in accordance with the company’s standards. Rapid technological development and sustainable construction The building and construction industry is rapidly adapting to new methods and tools born out of the digital revolution. From 2D and 3D, we are now moving to the concept of Building Information Modelling (BIM). This development creates new and exciting opportunities for construction and building. Opportunities are mostly in the form of a closer and more committed relationship between the different stakeholders in every building project we undertake. Together with the technological focus we also need to work hard on reducing our impact on the environment. As the biggest player in our industry, it is natural that we are among the leaders in this development. This gives us a two-fold benefit. First we take on responsibility for the development of a sustainable construction industry - at the same time we give ourselves a competitive edge by implementing state-of-the-art technology and insight to serve the needs of the market. Internationally - a new take For more than 50 years Norconsult has worked to be recognized as a responsible and international partner in building sound communities. We have planned and built vital infrastructure in some of the world's poorest and most war-torn countries. We are proud of our achievements in this area. It also demonstrates that we include responsible content in our consulting activities. Norconsult is a leading and recognized player in select markets. Through the year we have been present through assignments in 49 countries. Turnover outside the Nordic region is ca NOK 200 million. Through 2009 we have continued our efforts to develop a new international organization at our headquarters in Sandvika, Norway, as well as in South America and Southern Africa. All with special focus on renewable energy. As a world leader in hydropower engineering, we are both an attractive partner for Norwegian companies abroad as well as an attractive workplace for highly skilled professionals. In a world with increasing greenhouse gas emissions, Norconsult works hard to help reduce these emissions. Emerging economies often have a far greater potential for new hydropower solutions than the mature markets. In 2009 we established one new office in Chile and one in Botswana. Norconsult´s expertise has been well received. The resulting activity is promising and indicates that we are on the right path. If we are to succeed, we need to establish strong local offices that can leverage Norconsult’s managerial resources, expertise and experience when needed.

The road ahead Norconsult Group's financial strength, expertise, market position and assignment backlog is a solid platform for the company in the future. We have clear ambitions for continued expansion. Although the level of activity at the beginning of 2010 is slightly reduced compared to the same time last year, Norconsult has several pillars that support the business. There will always be good opportunities for players who are able to react rapidly and in sync with market needs. In most areas where the company operates, the market outlook is considered positive. However, we expect continued strong price competition and pressure on our profit margins. The markets within infrastructure, energy and the environment will continue to remain strong. The industrial markets are somewhat weaker than before, while the building and property market is expected to improve slightly this year. Economic indicators on a worldwide basis point in a positive direction. It is reason to hope for a slow recovery towards more normal activity levels ahead, globally. We have won a number of assignments in 2009 in tough competition. These wins are not a result primarily because of low pricing, but more because of our expertise and high work quality. We intend to win more in 2010. We believe that ongoing processes and programmes for improvement will deliver positive results, both for owners, employees, customers and partners. Ability, will and a desire for change and renewal will continue to be our most important attribute as a company in the years to come. We believe that Norconsult will continue to be the influential player through our strong focus on expertise that are commercially relevant for our customers - and serve the world community.

Norconsult - a group with broad scope Norconsult is Norway’s and one of Scandinavia’s largest multidisciplinary engineering and design consultancies. We have a long and solid history as a leading player both nationally and internationally.

The company contributes to a sustainable society through innovative and targeted consulting services - from development of ideas and overall planning to the engineering and operational support. Norconsult is very sensitive to the impact our consulting has on people’s everyday lives, their work and to the communities they live in. Therefore, the company actively works to ensure that all social considerations are taken care of in our processes. In addition to influencing the community through consulting, Norconsult is also very conscious about the company’s role in its business operations. Norconsult is a key player in local and national communities where we are present. Our business and our work have consequences and affect both the environment and the society. Norconsult focuses strongly on minimizing environmental impacts associated with the company’s operations.

dominate. Norconsult’s broad resource base secures that necessary capacity is available to execute assignments varying both in content and size. At the end of 2009 Norconsult had about 1,700 employees (including subsidiaries), 1,350 located in Norway and 350 in other countries. Norconsult has a wide geographical presence. We focus on local presence combined with development of local skills.The concept is that local experts can profit from the huge pool of expertise and experience across the organization. In 2009 the company had 32 local offices in Norway, important regional business in Sweden with eight local offices, two offices in Denmark, permanent presence in Africa (Botswana and Mozambique), Asia (Philippines, Laos and Thailand) and South America (Chile). At the same time the company had also established several project offices.

As part of the efforts of expanding and increasing the international activities, a new business unit with special focus on renewable energies in emerging markets was established, as well as local companies in three selected regions of the world.

In addition, the company completed projects within municipal water treatment plants, especially in process and energy optimization.

Local presence in emerging markets

In addition to our Nordic offices, in 2009 Norconsult had active assignments throughout Europe – including Albania, Belgium, Estonia England, Netherlands, Poland, Russia, etc. Norconsult continues to build presence in the Nordic region through acquisitions, organic growth and cooperation across borders.

Norconsult has been engaged on infrastructure projects in most emerging markets during decades. Traditionally, a large number of Norconsult´s overseas projects have been linked to the aid market. This has changed significantly. Norconsult still has its good position in aid and development, but today we also have a strong and increasing number of nongovernmental customers internationally.

SWEDEN In 2009 the Norconsult AB's operations in construction-related services were affected by the global economic downturn. Activities in other sectors were little affected. We made two acquisitions during the year, Mecad AB and Mark och Ingenjörerna Vatten AB. At the end of 2009 Norconsult AB had a total of 240 employees in Sweden. Our strategy is to develop the company further and take an even clearer market position. DENMARK Early in 2008 Norconsult in Denmark was established. At the end of 2009, we had a total of 12 employees in two offices, respectively in Copenhagen and Aarhus. Consulting within the water and sewage, environment

During 2009, Norconsult has developed and implemented a strategy of local presence even further, with focus on markets in Southern Africa, South America and South East Asia. These areas are regarded as regions with large potential for development, among other things - in renewable energy. In this field Norconsult can make an important contribution. Our specific areas of expertise and locally established companies are major factors of success to our international activities. We have local staff with expertise in all our priority areas. We have built local organizations in combination with expert knowledge and management resources from Norway.

Temporary project offices in other locations are established when needed. New establishments in other regions with promising potential are evaluated continuously. SOUTH AMERICA In South America, Norconsult has established a local company and office in Chile (Santiago), and during 2009 we established a project office in Peru (Lima). AFRICA In Africa Norconsult has a local company and office established in Mozambique (Maputo). In 2009 there was established a new company and office in Botswana (Gaborone), and plans for the establishment of another local company and office in South Africa (Johannesburg) were well underway. With this, we have strengthened our presence in southern Africa. During 2009 Norconsult had active projects throughout the continent – including Angola, Ethiopia, Ghana, Kenya, Sudan, South Africa, Tunisia, etc.

International development program for young employees In cooperation with the Norwegian Peace Corps, Norconsult established in 2009 an international development program for younger candidates – Young Professionals. The program is part of a long-term strategy aimed to develop tomorrow's managers with international experience. The program provides young engineers with a unique expertise. The first participants in the program moved to their new countries of residence in autumn 2009/winter 2010. The exchange of participants is based on a partnership between two or more businesses. They are all supported by the Peace Corps with the intention to transfer and share knowledge, experience and skills. All exchanges happen both ways, sending and receiving participants.

Wind turbines in the Faroe Islands Norconsult has evaluated opportunities for combined use of wind power and pumped storage hydropower for SEV, the Faroese intermunicipal power company. The objective is to replace power produced by fossil fuels with a combination of wind power and pumped storage hydropower.

sustainable future World population is expected to increase with 40% by 2050. This is a global challenge. When it comes to the energy supply, it should stimulate economic development, while people and the environment are protected. One can only secure a sustainable development with increased use of renewable energy and at the same time increase the individual awareness of effective energy consumption.

Norway is a small country. However, we are among the world leaders when it comes to energy expertise. Our country has been a pioneer in the energy sector and has been in the lead in the international development through more than a hundred years, especially in hydropower. The international potential for the Norwegian energy industry is substantial. Consulting services and development of new methods to optimize production and distribution of renewable energy, and to communicate the results, are some of Norconsultâ&#x20AC;&#x2122;s most important business areas. In the field of renewable energy, Norconsult has been an attractive consultant for a long time, both nationally and internationally. The obvious reason is our strong focus on developing new methods for production efficiency and increase in utilization of renewable energy. Norconsult focus on geographical areas where the new solutions as soon as possible will produce real effects.

The commitment to developing countries and emerging economies Approximately 1.6 billion people in the world today has no access to electricity. Efficient production and stable distribution of energy in developing countries and in emerging markets

is a global challenge. This is also an opportunity. These countries often have large land areas with small and very spread out populations. This creates difficulties in providing a stable supply of electricity and blackouts is often the result. There is often a shortage of local funds and also modest local expertise to develop the necessary infrastructure.

The Faroe Islands have strong, but turbulent winds. Experiences from existing wind turbines in the Faroe Islands has shown that the local wind creates significant mechanical problems. Wind power generation has also led to trouble for the islandsâ&#x20AC;&#x2122; net stability. It was therefore skepticism about whether the new wind power could be applied.

Utilization of renewable energy is still under development. It is therefore the industrial countriesâ&#x20AC;&#x2122; challenge and responsibility to ensure that developing countries and emerging markets have access to expertise and incentives to implement the clean energy. This will help ensure the global reduction of greenhouse gas emissions.

In recent years there has been great progress made in generator technology in wind turbines. Energy generation by modern turbines is therefore not directly comparable with the generation of old wind turbines. It is also possible to stabilize the transfer from the wind farm to the network with flywheels and electrical energy storage devices. These devices can absorb or generate large amounts of power within milliseconds. New technology means that wind power share in energy supplies can be increased greatly without this causing major problems for network stability.

Emerging markets often have a much greater potential for rapid exploitation of new hydroelectric power than mature markets. The simple reason is that they do not have to take the cost of replacing existing infrastructure. Therefore, the regions Norconsult has selected for its international activities are particularly interesting for further development of renewable energy.

CASE: Faroe Islands - research on the optimum utilization of wind- and hydropower Norconsult is actively developing new methods for rationalizing the utilization of renewable energy. A project on the Faroe Islands that started in 2009 focuses on how to optimize the power potential of wind- and hydropower in combination with pump power. The Faroe Islands are a small island group with only 50,000 inhabitants. Diesel generators cover 60% of the energy generation today. Faroese authorities aim to replace dieselgenerated electricity with renewable energy. Hydropower is almost fully developed, and the remaining hydropower potential is small.

Pump power has been tested out to store surplus power from wind turbines. For the pump power to be profitable there must be provided significant quantities of cheap surplus power in the network. Simulations with the coordination of wind, water and pump power were conducted to estimate the distribution of power and the reservoir level in the dams throughout the year at the optimum usage. Studies have shown that 10 MW of new wind power is both technically feasible and profitable. The power produced can replace diesel-generated electricity without generating a surplus of renewable energy. With 10 MW of new wind power there will not be a power surplus to drive a pump plant. Twice as much new wind power (20 MW) is needed if a combination with pump power could be feasible. By introducing 20 MW of new wind power the share of renewable energy in the Faroese network can be increased from 40% to approx. 75%.

We also support efforts teaching the general public in efficient energy consumption. Norconsult’s client, Enova SF, is owned by the Norwegian Ministry of Petroleum and Energy (MPE), and works to promote environmentally friendly energy consumption and generation. Norconsult has assisted in setting up and handling a free helpline, email service and chat that is available for both professionals and households.

For Norconsult it is important to consult large commercial property owners and builders in efficient energy utilization, as the potential positive environmental impact among these players is substantial. Norconsult has worked with the Norwegian Water Resources and Energy Directorate (NVE) on developing an energy branding program which is currently under implementation in Norway. The program involves an energy certificate which includes an energy label displaying a building’s energy standards. The goal is to increase awareness about energy solutions that can make commercial and residential buildings more energy efficient.

Influencing the development of the energy sector It is important for Norconsult to be an active contributor and participate in developing the energy sector. Our focus is on building inhouse skills and to develop the industry together with clients and partners in specific projects. It is important for Norconsult to participate in the forums where the focus and framework are discussed.

Many global and local challenges must be solved in order to offer the world clean energy and thereby ensure a sustainable development. Norconsult is committed to its social responsibilities and continues to focus on building skills and knowledge in the renewable energy sector in the years to come.

Climate change, resource use and global dispersal of environmental toxins are major challenges facing the global community. It is important to instill the belief that change NOW can make a difference in the future. INTPOW In 2009, INTPOW (Norwegian Renewable Energy Partners) was founded, and Norconsult was one of the founding partners. INTPOW is to be a vital forum and a network for Norwegian and foreign companies with activities related to renewable energy. The goal is to help to increase the international competitiveness of member companies. The initiators are the Ministry of Petroleum and Energy, the Ministry of Trade and Industry, Statkraft, Agder Energi, The Norwegian Veritas, Norconsult, Nexans Norway, Navita and Norwegian Solar Power.

ENERGY COUNCIL The Norwegian Ministry of Petroleum and Energy (MPE) has seen the need to strengthen coordination and communication with the various participants in the energy sector in mainland Norway. In 2007, the Energy Council was established. This is a new meeting place for top executives from the energy industry together with representatives for the government. Norconsult’s CEO is a member of the Energy Council.

The multidiscipline environment together with the close cooperation with clients and other industry players is critical for premium and consistent results. These networks are working across the organizational structure. Each field has its own Technical coordinator. This person is responsible for working actively to facilitate continuous professional updating and improve competence in his/her field. This includes overview over new laws and regulations that affect the particular discipline. This will in turn affect our customers, too. In addition, each Technical coordinator secures the disciplinary quality in all our assignments regardless of localization. Internal disciplinary portals are established and disciplinary gatherings happen frequently. This is crucial to keep the networks running despite some large geographical distances.

Competence - focusing on the leader jersey Professional and personal development of employees is a key success factor in our industry. In Norconsult the individual is responsible for the company´s development and can influence his or her own work. Workplans include elements of individual challenges to strive for. Significant measures for this are the development of factual competence, formal education for

Host, contributor and participant in the development of our industry sector Norconsult is deeply engaged and makes it a priority to be present at the different professional arenas in our industry. We host and participate in various forums where the academic development is on the agenda. SEMINARS Norconsult has hosted seminars and workshops of different sizes throughout the year. Some of the seminars in 2009 were: -

ISY days Norconsult Information Systems (NOIS) arranged for the 13th time the ISY-day (formerly NOISday). More than 400 participants were gathered outside of Oslo, Norway. The seminar was in a 2-day format. Content was split into10 parallel tracks, in combination with keynote presentations and mini-courses.

Open House Norconsult Sweden’s annual seminar «Open House» at its headquarters in Gothenburg was attended by more than 200 people. The theme of this year's seminar was in «Norway in the Spotlight». It presented a closer look at the Norwegian market in general and the oil industry's impact on the economy in particular. There was focus on environmental issues and also Norconsult’s total range of competence was presented.

Smaller technical meetings Norconsult organized in 2009 a number of cutting-edge seminars in many different disciplines for own clients and partners, and also hosted several meetings for industry associations.

Norconsult also holds courses for own customers. Topics have been innovation methodology, project management, school planning, risk assessment and validation of analysis methods. We have demonstrated good activity in academic forums and worked closely with experts within the same field, but with different standpoints. It is critical to keep insight and knowledge up to date and contribute to the development of the discipline. Norconsult also is an active contributor of several industry associations, including the Norwegian Water Association, The Norwegian Road and Traffic Association, The

Norwegian branch of the Nordic Road Association, Norwegian Tunnelling Society (NFF), Norwegian Concrete Association, PIANC Norway, Norwegian Association of Port Engineers, Port Authority Technical Association, Norwegian Structural Steel Association, Norwegian Geotechnical Society and the Norwegian Society of Earthquake Technology. In addition, Norconsult is actively involved in standardization work with Standard Norway. COOPERATION BETWEEN CONSULTANTS It is important for Norconsult to develop our industry in cooperation with other consultants. The company is represented on the Executive Board at The Association of Consulting Engineers, Norway (RIF). Norconsult is a member of various expert committees, including serving as head of the Acoustics committee, representative in the Fire Safety, Water and Environmental Engineering, Water Resources Development and Plumbing and Climate engineering committees.

COOPERATION WITH COLLEGES AND UNIVERSITIES We are committed to the challenge that current education provides the knowledge which will be demanded in the future. Norconsult therefore work closely with various educational institutions. We contribute to relevant study programs and vocational training for tomorrow's engineers and planners. In the course of 2009 Norconsult established a closer cooperation with the Norwegian University of Science and Technology (NTNU). An agreement was signed between Norconsult and NTNUâ&#x20AC;&#x2122;s Faculty of Engineering and Technology. The agreement involves support for Study of Construction and Environmental Engineering. In addition, the agreement includes Norconsult teaching as a lecturer in the Civil and Environmental Engineering studies.

Technology and innovation The construction industry is undergoing major changes. These structural and technological changes will make a deep impact on society as we know it. In this process Norconsult has an important role as insightful and experienced contributor and driving force. Our focus on research, new developments and technological applications are all important areas where thoughts and ideas are stored. This is how we create the basis for establishing methods to work differently and more efficiently.

Climate issues and a different attitude towards society and environment demonstrate that our industry now faces major - and often positive - changes. In addition, technological development has created entirely new rules, markets and working methods. Norconsult focuses enthusiastically on innovation in all aspects. We encourage experimentation and testing of non-traditional approaches and solutions. These initiatives are of course always done within the framework of risk assessment, accountability, budgets and project management.

Building Information Modeling (BIM) - the technological driving force in the construction industry The digital development of recent decades has already changed how we communicate with the market and with each other. This development has also been a catalyst and driving force in how our industry grows. Greater focus on BIM internally and in cooperation with other industry players is an important element for achieving long-term commitment. This is a commitment to develop the industry in sync with the technological development and in this way help our clients to succeed. INTERNAL BIM FOCUS Systematic training and coaching of inhouse BIM expertise are important elements in NorconsultÂ´s strategy. An internal steering committee for BIM is now established. This group works with the BIM coordinators who manage and operate Norconsult's BIM initiative. The group provides expertise in connection with internal Norconsult assignments and also works with BIM coordinators in the larger construction projects. Norconsult has its own resource portals for BIM. Here, users have access to relevant BIM

Through active use of creative methods we can find new ways to solve challenges. This is an exciting area we are working intensively to develop further.

INDUSTRY COOPERATION BIM represents an important change agent for the players in the construction industry. In 2009, the six largest companies in the Norwegian Association of Consulting Engineers (RIF) agreed to cooperate to ensure that the development of BIM technology follows a common strategy that will include the needs of all types of stakeholders in the industry. The cooperating companies are Norconsult, Rambøll, COWI, Sweco, Asplan Viak and Multiconsult.

BIM AS A BUILDER OF ENVIRONMENTAL SOLUTIONS BIM is an important factor to meet current and future environmental requirements. All models will maintain a "green" profile in projects analyzing energy consumption, simulating an optimized indoor air quality and aligning objectives for waste reduction. We are constantly striving to find best practices for how BIM can encourage the testing of environmentally efficient resource use in buildings.

We can offer our clients a unique combination of knowledge, experience and insight; in the discipline, the systems and in the industry in one user-friendly and integrated ICT solution. NEW PROJECT MANAGEMENT TOOLS In 2009 there was a particular focus on developing new tools to optimize efficiency and transparency in our assignment process. A new project management tool has been developed and is now into testing and implementation. The tool will give us a significant lift in both planning and managing assignments. LASER SCANNING Norconsult provides scanning services, including scanning of buildings, installations and terrain. The principle of laser scanning can be described as «harvesting» a 360-degree cloud of 3D points. This cloud accurately describes the surface rate of the scanned object. Clouds are either imported into CAD tools or made into digital images with in-depth information. This provides an exact basis for further design in 3D. Compared to traditional surveying the scanning method is very cost effective because one measurement is usually enough. 3D VISUALIZATION New insight is provided by application of 3D visualization in the use of planning and analysis, simulation and engineering tools. 3D visualization makes it also easier to understand the end result, maybe especially for those who have no background in engineering and planning disciplines. Norconsult today offers a wide range of 3D visualizations, and is working hard to develop this technology further.

Developing creativity and innovation systematically Norconsult is to be in the front of our industry’s R&D. Through our R&D activities we maintain our focus on innovation for the industry as a whole. We also do R&D as our own mission. ESTABLISHING PROGRAM FOR INNOVATION A separate innovation program was established in 2009. This new program helps build and develop the skills and knowledge of creative processes and innovation management in projects. The expertise is actively communicated to customers in each project. Norconsult specialists use a variety of methods to manage processes in projects that promote creativity. We prefer simple, transparent and proven techniques that provide immediate results. These techniques increase options for a project to find new and cost-effective solutions. CREATIVITY AND "CO-CREATION» Co-creation is a new concept in knowledge-intensive deliveries. The concept can be described as "Customer Participation in Development". This is a further development of the "Open Innovation"concept. The future of sustainable buildings requires development of integrated construction concepts. They will be both resource-efficient and of high quality. Smart solutions that satisfy both the external and internal environment are essential. A building is a complex structure with integrated sustainable technical solutions. The building should have energy efficient installations to ensure maximum energy utilization. It should also have functional design which meets users’ requirements, whilst enhancing the indoor environmental quality and taking into consideration the building’s surroundings. Today’s construction processes are hectic and demanding. They put great demands on the different parties’ ability to adapt. A number of different contracting models also include requirements for specific competence and a flexible organization. In addition, there are stringent demands on building owners to have in-depth knowledge and to implement applicable, technical and aesthetic qualities to their buildings. The resulting building environments must meet users’ needs while protecting the local community and follow public guidelines and requirements. Norconsult has been involved in designing and developing buildings for the future for a long time. We are also actively involved in R&D projects where we look at how to reduce energy consumption and energy-related greenhouse gas emissions from buildings.

Some reference projects 2009: Holmenkollen ski jump, Norway Norconsult has designed the new ski jump "Holmenkollbakken", including the steel structure of the new takeoff ramp, the landing, spectator´s stands and all technical installations. We will continue with the fine-tuning and completion right up to the FIS Nordic World Ski Championships 2011. New Oslo Central Station, Norway Norconsult was selected as the lead consultant in the competition to deliver services in construction, HVAC, electrical, acoustical, fire safety and geotechnics related to the concept and schematic design phase of the project. Statoil, Fornebu, Norway Statoil, Norway’s largest corporation and a world renowned international energy company, is building new offices just outside of Oslo, Norway. The building will have special technical

challenges in the top three building elements, which require more than a 30 m cantilever solution. In the preplanning phase, Norconsult was responsible for geotechnics, engineering geology, civil engineering, HVAC, water and wastewater, environmental engineering, energy consulting and accoustic engineering, and we now participate in the schematic design and construction phase. Post Office - New Eastern Norway Terminal, Norway Norconsult is responsible for the design of HVAC engineering installations and public road construction in connection with the Norwegian Post's new Terminal for Eastern Norway on Robsrud, Lørenskog. Science Building, Norwegian Radium Hospital, Norway Norconsult has designed HVAC and Electrical Engineering, to satisfy

stringent requirements to indoor air quality, purity and operationality. Norconsult has also contributed with various speciality consulting. The most important thing is to realize and understand long-term environmental consequences and impacts combined with today's actions and measures. All contributions are important to preserve natural resources and reduce emissions. The huge challenge for authorities, organizations and businesses is to ensure a balance between continued growth and social development with regard to nature and the environment. It requires knowledge of the activities involved, and of the environ-mental conditions that have to be regulated and controlled. Environmentally efficient utilization of resources, reduction of pollution of the outer environment and health impacts are in this respect key focus areas. Norconsult has over a long time built the experience and insight to ensure that all levels in today’s and tomorrow’s environmental challenges are met and resolved in a good way. A sound academic environmental expertise combined with comprehensive experience provide the conditions we need to conduct studies, analysis, action plans and development projects for a sustainable future.

Some reference projects 2009: The Ålesund region’s development company, Norway Norconsult has assisted Norway’s NW region in the preparation of local energy and climate plans. These plans are designed in close cooperation with working groups in each municipality. The main themes are energy and greenhouse gas emissions in the transport sector, stationary energy, waste and consumption, and agriculture. Cetin Hydropower Project, Turkey Norconsult has been appointed to supervise the environmental and social studies for the project in SE Turkey. As part of the assignment a full environmental and social impact assessment will be produced following the guidelines from IFC on Performance Standards. An environmental management plan and social action plan will also be part of the output.

Sanakham Hydropower Project, Lao PDR The Sanakham HPP is part of the hydropower cascade planned for the Mekong River in Lao PDR. Norconsult has been appointed to produce an initial environmental and social evaluation of the project (statutory IEE). As part of the assignment main issues concerning the environmental and social consequences of development were examined and an initial estimate of environmental and social costs produced. Oslo Airport, Norway In connection with engineering of the new T2 terminal Norconsult has modeled the water balance of the airport. The groundwater model has been revised and modifications announced for simulating the effect of new tight spaces and redistribution of surface water and melting of groundwater occurrence to ensure that the water balance at the airport is maintained.

Coastal Administration, Norway After the cargo vessel “Full City” shipwrecked by Såstein in Telemark and bunker oil polluted the coastline from the city of Larvik to Arendal, Norconsult has helped to document the effect, time and environmental impact of clearing of oil from beaches and rocks. Norconsult has also conducted a visual examination with the use of a remotely operated underwater vehicle and sampling of the seabed. On behalf of the Norwegian Coastal Administration, Norconsult conducted an overall assessment of environmental risks associated with all shipwrecks along the Norwegian coast.

Some reference projects 2009: Qatalum aluminium plant, Qatar Norconsult has participated in the team developing the world’s largest aluminium plant in Qatar. The client is Qatalum, a private enterprise owned 50% by Norsk Hydro and 50% by Qatar Petroleum. Tine Main Dairy, Jæren, Norway TINE, Norway’s largest supplier of dairy products, is establishing a new dairy in Jæren, which replaces several existing facilities. The new dairy will be located in Kviamarka in the Hå municipality. Norconsult is engaged as consultant in civil engineering, fire engineering and geotechnics.

Mono-Wafer plant, Glomfjord, Norway Renewable Energy Corporation (REC) SiTech has developed a new plant in Glomfjord. Norconsult has contributed in the planning of all engineering disciplines as well as site supervision and mechanical completion. “Arsenalet”- Kongsberg Defence & Aerospace, Norway Planning and monitoring of an energy production plant for thermal energy. External infrastructure for heating, cooling, air and water / wastewater. Norconsult has planned technical facilities in the buildings for ventilation, heating, sanitation, fire fighting, cooling and piping utilities, as well as had responsibility for the overall fire strategy.

SiC Plant Herøya II, REC WAFER, Norway SiC Processing recycles and processes slurry, cutting fluids used in manufacturing of wafers for solar panels. SiC was already established at Herøya in connection with the local wafer production, and wished to expand capacity to include the treatment of slurry. Norconsult has completed a concept study, technical detail engineering for building and technical follow-up.

The long-term development of the industry requires continued innovation, focusing on the development and application of new technology, new processes and new solutions. The oil and gas industry includes high-tech enteprises with a focus on continuous R&D. Production and use of fossil energy sources affect the environment, and the industry has a renewed focus on finding new ways to reduce emissions and waste. The development of the oil and gas industry in Norway has continued to provide exciting challenges for the industry players, as well as for related engineering consultants and construction companies. Norconsult has been involved in developing the oil and gas industry nationally and internationally for many years. Good theoretical knowledge combined with sound practical experience gives us a very strong foundation on which to carry out consultancy and engineering for oil and gas-related construction projects, infrastructure and processes. We engage in additional efforts to find new ways to minimize emissions from petroleum activities.

Some reference projects 2009: Kårstø - KEP 2010, Norway At Kårstø there is extensive work to upgrade the gas terminal and to make it more robust, including the renewal of instrumentation and control systems. Norconsult is responsible for all civil work in the project – engineering and construction management, undertaken in collaboration with MWKellogg, London. Hoegh LNG, Norway Norconsult is responsible for allocation of technical resources for Hoegh LNG AS’s management team. This is for follow-up of engineering contractors and key suppliers to their large floating LNG production ships. A comprehensive FEED study that was conducted and concluded in 2009 was followed up by Norconsult.

The planning area is approx. 2 500 acres located just south of Oslo. Risk assessments, accident prevention and emergency preparedness are therefore becoming increasingly important elements for the society as a whole - from governmental authorities to the private sector. Exposure to increased risk and vulnerability to unwanted events is partly due to changing climatic conditions, increased technology dependency, structural changes in society and a change in local and international threats. This creates a need for professional assistance to get an overview of current threats and future vulnerability of own business. This entails primarily probability and consequence. Focus is on prevention and efforts to reduce the possibility that something will occur and also finding measures to reduce its impact. Norconsult has been involved in helping to create a safe and well-functioning society for a long time. Our advice and solutions provide the basis for ensuring active risk management. Managing risk requires thorough systemic insight, knowledge of relevant methods and focus on the operative measures.

Some reference projects 2009: Qatalum aluminium plant, Qatar In the design and development phase of the world’s largest aluminium plant, Norconsult has secured the development of the overall specifications. This includes fire and explosion safety and the monitoring of this plus the design and construction phase of all major contracts. Exxon Mobil, Norway Norconsult monitored the quality of the calculations of VOC emissions from the refinery’s tank at Slagentangen. In addition, Norconsult conducted the annual update of the Business Continuity Planning and Pandemic contingency plan for downstream activities in Scandinavia. views for existing plants and the new power station, as well as organizing and implementing the risk and vulnerability analysis to make risks a part of the decision basis for selecting alternative solutions.

City of Kristiansund, City Engineer, Norway In preparation of a new emergency plan for water supply in the municipality, Norconsult has conducted risk and vulnerability analysis. We have drawn up contingency plans and conducted emergency drilling.

Pathology Building, Rikshospitalet, Norway Norconsult has conducted the follow-up HSE in connection with rehabilitation of the Pathology Building. This includes preparation of the HSE plan and tentative risk analysis of the planned building and construction work.

Transportation Solutions for Fornebu, Norway Norconsult has conducted security reviews of four transportation options - railway, underground transport, automated train and bus routes.

Statoil and Statkraft, Norway These companies share a large joint wind power project. 88 windmills will be located in the North Sea within the British sector. Norconsult has HMSQ responsibility for construction of the ship that will transport the wind turbines from Denmark and install them offshore.

A well organized transportation infrastructure is a prerequisite for a society on the move. In a society where development of infrastructure and changes in utilization of land are naturals, long-term and flexible transportation solutions enhance and support growth. Transportation methods and volume are always influenced by social trends. Solutions must be adapted to the public, not harming the environment or the landscape. Various traffic user groups have different needs. It is a challenge to create safe and flexible transport solutions covering all forms of traffic and the different groups’ needs. Both population growth and global climate changes give the transport sector a special challenge and a special responsibility to develop solutions that contribute to reduced emissions. Simultaneously transport solutions must support community development and growth. Norconsult has for a long time been a major contributor in developing comprehensive plans that provide environmentally sound, aesthetic and cost effective transportation solutions. With a holistic approach, studies, analyses, calculations and plans for complete communications systems from idea to execution emerge with the additional effort to find new ways to minimize negative environmental impacts.

Some reference projects 2009: City Rail, Bergen, Norway Norconsult performed planning and design, and has a number of projects for the City Rail Office. On the stretch between the city center and Nesttun the company has had the overall responsibility for the detailed design and construction. This assignment is the first part of a city rail network in Bergen. The railway starts its operation in June 2010. Central Region Transport Network Project, Vietnam Design, contract administration and construction supervision for rehabilitation of about 750 km of provincial and district roads in 19 provinces. Local contractors are used to upgrade the roads to bituminous standard including strengthening and improvement of drainage structures, bridges and traffic safety measures. Institutional strengthening and training is an integrated part of the project. Client is the Ministry of Transport.

Kampala to Wobulenzi Road, Uganda Construction supervision for this 45 km of main road in the northern outskirts of urban Kampala. Norconsult has been responsible for the review of the detailed engineering design and contract documents as well as assistance in the procurement process. During 2009 we have mainly carried out the supervision and progress monitoring. Client is Uganda National Roads Administration. Sandnes-Stavanger railway tracks, Norway The railway line has been expanded from single to double tracks. Norconsult has prepared the construction plan for all involved disciplines, except the signals. The tracks opened in December 2009 and was voted by the industry «Construction of Year 2009». In 2009 we won the competition for the design of the expansion of the terminal, the landside and the airplane issues in the project called T2. Water is the vital resource for creation of life and for living it well. Sustainable use of water resources must secure water supplies for future generations. To achieve this, the technical solutions have to take into account our growing environmental pressures, demographic changes and the result of the expected climate change. Our society is moving ahead. The development of infrastructure must support future population growth. This requires water and wastewater systems that optimize supply for industrial operations and the population, while emissions from wastewater should not harm the environment. The hydrological cycle must be protected, as supplying clean and sufficient water to everybody is a major challenge in the strive for sustainable development. Water resources are threatened by pollution, so monitoring water quality is therefore extremely important. Norconsult has for many years contributed to the development of safe water and wastewater systems. We have also adapted the systems for new and challenging climate changes. We are constantly working actively to build on experience and knowledge about the complete water cycle - from rainfall via usage to drainage and evaporation.

Some reference projects 2009: The Midgard Serpent, Oslo, Norway Comprehensive wastewater projects with a total of 6 km of new main sewer system plus eradication of several basins and pumping stations in the area. State of the Nation Advisory, Norway In 2009 The Consulting Engineers Association (RIF) began the preparation of the report ”State of the Nation 2010” which assesses the condition of infrastructure in Norway. Norconsult was responsible for chapters regarding water, wastewater and waste. Reviews and content were designed in cooperation with NTNU, UMB, and the Norwegian Water and Public Health Institute.

Framework Agreements, Norway In 2009 agreements were made with large municipalities in Eastern Norway. These agreements include counselling services in all planning phases of water and wastewater systems. Norconsult has agreements with the municipalities of Oslo, Fredrikstad, Bergen, Bærum, Asker and Drammen, and secretarial functions for a project named ’Good Water’ in the Drammen Region.

Cash flow from operating activities are considered to be satisfactory seen in light of the company's growth. Cash holdings at year end was NOK 118.9 million (2008: NOK 69.1 million).

Norconsult is exposed to currency fluctuations in connection with the company activities outside the Nordic region. The main part of turnover is invoiced in US dollars (USD). Some is also billed in Norwegian currency (NOK), in the local currency or in euros (EUR). The present currency strategy implies that one should introduce partial currency hedging as one can assume that this is the most profitable in the long term.
