NORTHLAND CONSTRUCTION AWARDS 2022
The Northland Branch of Civil Contractors New Zealand held their annual Northland Construction Awards event at Semenoff Stadium on 10 June with attendance in excess of 200 people. All entries in the awards were based on projects or people in the Northland region and was a fantastic showcase of what has been achieved by local companies and individuals. There was a change of guard this year, with the current/past chair Cameron Lornie stepping down after two years at the helm. This allowed Kylie Wech to be voted in as the first female chair for CCNZ Northland Branch. With Kylie moving from Vice Chair into the chairperson role, it allowed for Cole Johnston to be voted in as Vice Chair. Cole is a third generation Northland executive committee member, carrying on the tradition of the Johnston/Robinson family. Helen Smuts-Kennedy replaces outgoing Branch Secretary Lesley McCardle, after three years of outstanding service and support in the role. Overall, there were 10 award categories; four covering projects of different sizes, based on the value of their construction, and three awards celebrating the achievements and success of our people – with the Women in Contracting Award, Trainee of the Year Award and Scholarship, and Northland Leadership Award. New chairperson Kylie Wech says “We changed it up this year with the Environmental, Health & Safety and Innovation Awards being selected from the Construction Project
entries, as these areas are hugely important parts of our everyday work on projects. Our independent judges took time out of their own busy schedules to evaluate the entries and ultimately select the winner for each category, which in many cases was closely contested.” Strong sponsorship from industry brands and supporters, including Hirepool, Hynds, Firth, Humes, Te Pukenga - Connexis, Whangarei District Council, Yovich Advisory, Promains, NZ Environmental Management Ltd and the Northland Transportation Alliance,
contributed to the success of the evening. “Toast from the More FM Breakfast show ensured the event ran smoothly as MC and had the perfect balance of humour and seriousness to suit the occasion.” said Ms Wech. “After the last couple of years, it was decided that we could do with some light relief for our Keynote address. Toast was slipped some stories of the outgoing Chair and a few of the life members, which made for some great giggles and a few concerned faces
wondering if their story was coming next – and which one it might be.” “It was great to see the contractors, clients, consultants, and suppliers celebrating success over recent times, especially with the uncertainty that has existed since 2020. It was also good to see the diverse mix of the people that contribute to the industry and to see the men and women who will be the next generation of the industry in attendance.” “Civil contractors work long hours and often in undesirable conditions and it was an important celebration of what we achieve and contribute towards local roads, infrastructure and facilities.” said Ms Wech. The Civil Contractors NZ Northland Branch looks forward to next year’s event to again recognise the successes in our local industry.

WAIPU SKATE PARK
Keith is a leader, driven by principal who rates his greatest achievements as growing his people. He is a skilled mentor and takes the time to develop people and give them the opportunities to succeed.
The judges commented that most people will see the finished product as just a ‘skate park’ however they probably would not appreciate the complexity and technical construction process required to get such a high-level finish, completed ahead of schedule. This is a project the whole community will now be proud to have.
During his time as the Regional Manager of Fulton Hogan in Northland Keith’s team have suffered loss, Keith’s greatest strengths of compassion and focus have shown through. He has had to manage his team and whanau through their loss all whilst running the business to carry on as ‘business as usual’. Keith has incredible mana within his team and the contracting industry.

Steve Bowling Contracting Ltd have been operating in Northland for 27 years with the commencement of the business in 1995. We are a proudly locally owned & operated family run business. Steve Bowling Contracting Ltd specializes in civil construction work including structural reinforced concrete works (foundations, structures), slip remediation, driveways, retaining walls, excavations, subdivisions, timber walkways & structures and demolition work. GHK Piling is a specialist piling division of SBC Ltd, that has the capability to install a broad range of foundation solutions including driven & bored piles, sheet piling, and other ground engineering solutions such as retaining walls, screw piles & ground anchors.

t the recent Northland Construction Awards held by the Northland branch of Civil Contractors New Zealand, Steve Bowling Contracting came away with 2 wins and a commendation. The first award win was for the Construction Projects between $0 $500,000 for the Waipu Skate Park. This was a collaborative project which saw community groups, council employees, members of the public, park users and designers come together to design and fundraise for a skatepark in Waipu. After 20 years of planning, the construction was able to commence & Steve Bowling Contracting was able to take advantage of the skilled employees and learnings from the Pohe Island Skatepark to create this scaled down but technical track.
The second win was for the Innovation Award. Our entry was selected as the winner out of all the entries submitted to the awards… The initial tender was for repairs to West Coast Road Bridge, however the significant repair cost led to GHK Piling offering a Design & Build solution for the full replacement of the threespan bridge. A temporary crossing had to be constructed to allow traffic ongoing access while the new bridge was installed. GHK Piling pre-fabricated the steel beams & bridge deck in their Whangarei yard to ensure quality and reduce time spent in a very remote location. This innovative thinking resulted in a new structure that will stand the test of time for fractionally more than the original maintenance cost.

Judge’s Comments
The judges were impressed by the innovation and drive to give the client the best possible outcome and the best value for money. After initially submitting a tender for repairs, a Design and Build solution for a full replacement of the three-span bridge was offered to the client. Undertaking the construction of the bridge in their Whangarei depot enabled quality to be easily monitored, planning and executing the offsite and onsite works defined the success of the project. The delivery of client requirements was exceeded - not only did they receive a brand-new asset (rather than a repaired one), but it was delivered on time and on budget. The value for money solution means the new bridge will require a lot less maintenance and cost in the forthcoming years, resulting in significantly reduced whole of life cost to FNDC and the local community.

Working in a coastal environment with high public visibility, historical and archaeological sites and tight consent conditions made this a challenging and rewarding project. Various Midden sites were identified and managed. The environmental plan needed to be robust, approved, maintained and monitored throughout the duration of the project. The project methodology needed to be designed around the tidal conditions and geological challenges, whilst also taking into account the non-disturbance of the existing ground on most of the site. Cultural monitoring was carried out by iwi and hapu in the management of ecosystems at the site, acting as Kaitiaki – guardians for the sky, sea, and land.

Judge’s Comments Working across multiple key stakeholders (Head Contractor, Architect, Project Managers, Hundertwasser Foundation) good collaboration was shown across the team and the strong relationships between all shone throughout the build. The challenges of working on a fixed price, bespoke, non-conformist design whilst meeting standard specifications and codes while still managing to uphold the Hundertwasser design philosophy was a credit to all those involved. FUSO NEW ZEALAND ACTIVE SAFETY FEATURES

K
athy Schluter, Group Manager of Sales and Customer Experience at Fuso New Zealand says the assistive technology hasn’t really been in the New Zealand market for long enough when it comes to heavy vehicles and collecting data on the active safety features, although Fuso New Zealand certainly does hear of mitigated incidents, which Owners are very grateful for. “A number of operators renew their fleet every eight to ten years, some longer, and not all manufacturers have this level of safety features currently. So, it will take time to filter through the New Zealand market. I would say the current statistics about technicalawareness of safety features in heavy trucking will be significantly different in even a year’s time as change is occurring at pace.” Schluter recounts how the team at Fuso were determined to increase the safety and level of support for truck drivers on the road by pushing the industry towards safer vehicles by removing the choice of a safety package and instead standardising safety wherever available. Advanced safety features are now offered across the Fuso range from light to medium and heavy-duty truck. To add context,
Fuso is the leading light to heavy-duty truck brand in New Zealand with a significant approximate 20% unit volume market share. “Given the position that we play in the market, in 2019 we had the opportunity to change the way New Zealand truck drivers used safety features on the road and by doing so compelled competitors to move towards that as well, so that we could actually change the outcome for safer roads in New Zealand. We recognised quickly that this was not just putting another driver into yet another new model truck. This was coaching and managing the process of change through in-depth handovers, including explaining the safety technology, providing introductory driver training and, importantly, on-going support. Another critical element was providing messaging to the customer’ organisations to reinforce the investment in safety at a cultural level. Joining our safety trucks last year was our fully electric truck, the eCanter. With 30 of these on the road or in build already and many arriving over the next three months it is yet another road safety feature for our New Zealand Drivers as they go about their deliveries , quietly and with zero emissions,
great for drivers and those on and working on the roads with them. We know this move to deliver zero emission trucks to the New Zealand Market in numbers, pushes the conversation for infrastructure and support from central agencies and local government, it is crucial that these front runner pioneering companies are supported by procurement teams with possibly extended contracts or charging infrastructure. There are many ways companies can support their supply chain and decrease their scope three emissions at the same time. It is an exciting new world that is worth leaning in to.” “Much of this determination comes from our belief that we have a social responsibility to bring the best to our roads and to follow this through by wrapping support around our customers by utilising our Account Management teams, Driver Trainers and Dealerships at both a national and local level.” “Our trucks are tested for New Zealand roads. We tested our Fuso Shogun heavyduty trucks when they came onto the market with the demonstrators covering over 150,000kms. A case in point was when one of our Demonstrator Shoguns operated
by a customer’s driver had a car pull out straight in front of them. The Shogun’s Brake Assist safety features stopped the truck faster than the driver could have registered the situation, anticipated the results of his actions and then applied his skills. When we asked our customer ‘what do you think the consequences would have been had those safety features not intervened?’ He said, ‘the car driver would have been critically injured, no question about it.’ He also said, ‘We would have lost our driver – not as a fatality, but due to the unfolding circumstances. The driver would have come back, because that’s what they all do. They are brave and they get back on the horse and they keep going. But then within three months, they would have been gone. Because after any major incident, the drivers do tend to leave, as it starts impacting on them or their families psychologically.’ This speaks to the broader value of those safety features, and points to the importance of drivers being trained by professionals when new technology is introduced so that they embrace it.” __________________________________

Judge’s Comments Identifying at the outset that completing this project (which was four times larger in value than any other single staged project) as ‘business as usual’ would not work and adapting the business model to suit the project scale and complexity, definitely set this project apart. This project included multiple subcontractors, a complicated tight site, environmental constraints, COVID restrictions and resource shortages. Completing the project on time and under budget is a testament to an innovative nimble team focussed on delivering exceptional outcomes.
