– Unlocking the peninsula of potential Business journalist Christine Allen delves into the site of Whangarei’s industrial backbone and discovers everything from the growth of global industrial giants, to a mammoth master plan to create a waterfront residential and business community.

I

t’s a peninsula of potential and one of two halves – the upper, industrial-zoned section booming with engineering, freight, automotive and marine services. The lower half of Port Road, known as Port Nikau, is about to leap from perceived wasteland to a new waterfront community, thanks to an ambitious master plan, set to kick off as one of the largest development projects the region has ever seen.

Beyond the rusty railroad tracks lies what most, including the part-owners of Port Nikau, describe as a “perceived industrial wasteland”. But that’s not what Tony and Clare DaviesColley see when they look across the 89 hectares of mixed use-zoned peninsula that they took over in 2007. They see residential precincts, a village centre, entertainment and recreational areas and business and commercial precincts. Consent for the Port Nikau Environment Master Plan was granted by Whangarei District Council (WDC) last year, with ‘‘Port Nikau Environment’’ mixed-use status under the District Plan in place since 2010. It’s the largest planning project that Whangarei District Council has ever worked on. Already, Placemakers, Whangarei Storage and Blackdog Steelworks are operating within the Port Nikau Business Park, with a further four developments underway and room for a further five new tenants.

Port Nikau is inspired by global port development trends and the DaviesColley team explain, “supports the region’s economic development by meeting community demand for high quality social urban living with inner city green spaces, community facilities for walking and cycling, retirement residences, and retail and commercial activity.” It also includes a marine precinct and the entire design will be guided by the Urban Design Protocol.

Precinct One Precinct One, a 24-ha residential development of 520 dwellings, is the next cab off the ranks with planning expected to be approved later this year. Within the master plan are a number of precinct plans, which will each require subdivision plans, which will in turn contain individual building consents. The plan also includes a 14-ha marine precinct, and a further 12-ha residential precinct beyond the south yard of the Port Whangarei Marine Centre. “We are lucky to have total ownership of the entire peninsula – this is a unique opportunity for us,” says Ms Davies-Colley. The pair bought a 50 percent share in the land, with Auckland’s Craig Heatley, Sky Television founder and investor, owning the remaining half. “We want to change the perception of it as

The former Northland Port Corporation site, says Tony Davies-Colley, is “prime, medium-density, water’s edge property” with the potential to be realised within ten to 15 years, under the long-term project. It will cater for the region’s population growth and migration of people from Auckland and other regions. Meanwhile, WDC has confirmed that Port Nikau, which had been earmarked as one potential site for the new Whangarei Airport, ”did not comply with a number of Civil Aviation [Authority] requirements”. We can read between the lines and assume that Air New Zealand will not be navigating its bombardiers through the Davies-Colley Master Plan, despite the WDC spokeswoman saying “it has been ruled neither in, nor out”. The Advocate understands the latest airport study has shortlisted three sites.

Predominately local authority holdings, it is home to giants such as Ballance, Bowling Infrastructure Group, Penguin food distribution, Culham Engineering, Fulton Hogan and Ship Repair NZ, to name just a few, and all with success stories to tell. The top part near Okara is buzzing with automotive activity. Donovan Group is one example of a Port Rd company going gangbusters on the global scene. The Group dispatched over 700 commercial and industrial buildings from the Port Rd plant last year, where it employs about 100 Northlanders. Building low and high-rise residential housing modules for the rapidly growing Auckland market, and across NZ, Donovan Modular has now just opened for business at its new Port Rd site. The robotically manufactured components are assembled in Whangarei and transported across NZ.

Industrial backbone

“While it’s not the full answer to the housing crisis, it’s a massive step in the right direction,” says director Brett Donovan.

Ambitious plans are also being executed on the upper side of Port Rd, where the cogs of industry are moving, and the marine, engineering, freight and automotive industries are thriving.

The new facility is expected to create upwards of 100 Northland-based tradie jobs, and already has a team of 20 producing the first 18 modules.

“The old super yacht facility is perfect because it allows us to dry fit module structures up to 16 metres high with a ten-tonne crane before travelling to site in Auckland ensuring the correct fit. “The new facility is set to produce anything from low income housing modules to five-star motel accommodation,” he says, praising the work of the hardworking team members at the heart of the growing Donovan empire. Meanwhile, Donovan’s construction business Coresteel Buildings is also set to enter the Australian market in early 2019, with a planned 100 new distributors. The group will also release a new residential housing franchise system to the NZ market in late 2018.

Whangarei Marine Centre at the southern end of Port Nikau in 2015, is also planning to build a $6M lift for larger yachts. He says the growing pressure on Auckland’s port infrastructure would continue to see benefits reaped in Whangarei. “We took over SMI Interiors in 2016, are looking in funding options for a 560-tonne lift in the south yard and are already getting enquiries for boats for 2019. We have taken on even more apprenticeships through NZ Marine. The industry is doing well. “Our north yard refit shed has been fully occupied for the last 16 months, while our south yard is catering for even more vessels.”

Marine momentum

Game changers

Next door, Jim Loynes of Oceania Marine says plans for the new marina expansion of the Whangarei Harbour Marina, as well as the upcoming America’s Cup, are all opportunities for the thriving marine industry on Port Rd.

Northland Chamber of Commerce CEO Tony Collins says many of the above-mentioned players at Port Rd were game changers in their industries while the area was still full of opportunity for new players.

The marina trust plans to build an $11 million, 115-130 berth marina in the upper Hatea river, downstream from the Te Matau o Pohe bridge, to cater for increasing boat numbers and a need for berths for larger yachts. Access for the proposed Okara Marina will be from Port Rd. Its development will coincide with the Hundertwasser Art Centre and the 2021 America’s Cup, with supporting J Class regatta. It is hoped the expansion will create 94 indirect jobs, with Mr Loynes agreeing that the boat repair and refit work will filter across to Port Rd companies. Oceania Marine, which opened its Port

These legacy businesses have invested in this location for many years, have improved their places of work, employed, trained and developed their own workforces as well as fostering the growth of ancillary businesses within their own supply chains. The mere fact that they are located there probably speaks volumes of the attractiveness of this part of Whangarei as a place to do business.

The physical location of Port Road and its proximity to existing transports links and nodes, along with potential infrastructure opportunities in the future through both land and maritime based transport upgrades, can only enable local businesses to move goods and services both nationally and abroad. When arriving at many of New Zealand’s larger more vibrant centres it is often common to travel through a commercial/ industrial fringe before entering the more urban and civic parts of these towns. Bringing the Navy to Whangarei A large part of Whangarei’s marine industry is centered around Port Road and the area carries a long established tradition of ship building, maintenance and refits. Over the past 3 years a group of us have been looking at how to increase the capacity and economic potential of our local marine industry and I want to share with you some of that work.

T

he first body of work has been looking at bringing the Navy to Whangarei. This is not a new concept and indeed it was last formally addressed a decade ago, but, with the increase in house prices in Auckland and Ngati Whatua treaty claims over Devonport land we have been revisiting this. I don’t think all of the Navy could relocate to Whangarei but I think possibly 1/3rd could realistically move. Let’s look at the reasons why it is timely to revisit this now:

1. Whangarei has a long established marine industry including building components to the ANZAC frigates and off shore patrol vessels 2. Auckland house and land price escalation make it expensive to house staff in and

around Devonport 3. Whangarei is still in close proximity to Auckland, especially with the proposed 4 lane highway 4. Whangarei offers navy families and support staff all of the opportunities of a city that is growing and that people are flocking to (I saw data last week that shows Whangarei may have reached 100,000 people) 5. A nuclear or atomic attack on the Sky Tower would obliterate the Navy headquarters at Devonport and Whangarei is an obvious recovery location 6. Whangarei is less prone to earthquakes than Auckland and doesn’t have dormant volcanoes on the doorstep The next step requires lobbying the government to conduct a feasibility study and this will require the support of all of the region’s MPs and local businesses. Competition would be tough from other regions but I am strongly backing our local industry. Let’s continue the dialogue. The second body of work we have looked at is a dry dock at Port Nikau. A dry dock is a dock where large ships can effectively be lifted out so that maintenance to the hull especially can be carried out. Here are some of the arguments for a dry dock in Whangarei:

1. Devonport has the only dry dock in New Zealand and that is committed to the navy first and cannot service all of the ships around New Zealand. 2. The next closest dry dock is in Singapore with 10’s of thousands of dollars in fuel charges alone. 3. New Zealand has an economy growing at close to 3% and as a consequence of that there are more container ships and cruise ships around our coast. Many of the arguments for the navy coming to Whangarei also apply to a dry dock in Whangarei and there is one especially interesting fact that joins the two projects together. The HMNZS Canterbury is too big for the dry dock at Devonport. Imagine the jobs and the skills training in Whangarei if 1/3rd of the navy was here and some of the 54 cruise ships that sail past us stopped and were refitted in a dry dock. That is part of what I have been working on with others for over the past 3 years and we will continue to do so. The opportunity is just too great.

Industrial Rebuilds set sights on industry growth Marine and industrial heavy mechanical engineering, industrial transmission and marine engineering specialists When Les Scott-Davidson started working in marine engineering at the age of 16, Whangarei had a booming boat building industry. This is something he and the team at Industrial Rebuilds are now looking at through their own workshop on Port Rd, Christine Allen writes

O

perating for three years under the team of directors Derek Fortune, Les Scott-Davidson and Les’s son Sean, Industrial Rebuilds are marine and industrial heavy mechanical engineering, industrial transmission and marine engineering specialists. Sean, a heavy diesel mechanic, leads the mechanical division which focuses on heavy machine transmissions and equipment.

In the engineering division, marine engineer Derek Fortune focuses on marine mechanical engineering and general fabrication. “We work on everything from engine installation and drive lines, fitment of all service and equipment and also diagnostics. We also have our own in-house design and

fabrication of aluminium and stainless steel. We do quite a lot here.” Another feather in Derek’s cap is his project management experience. “We are approved and experienced repairers for boat insurers, for example,” says Derek, who started working in the industry when he was just 18. I’ve worked mostly on boats for my entire career, and I’ve seen the trends change in Whangarei, from building to repair.

Shifting trends “While we do specialise in rebuilds, we understand that all boats have a lifespan and will need to be replaced. Where will these boats be built?” he says. This is something Les feels passionate about too, having served his time in boat building.

“The industry is shifting now to boat building. New vessels are needed, especially for commercial fishing fleets. Some of those boats are 50 years old – you can only rebuild something so many times before you need to replace it,” says Les, a fitter and turner by trade. The Industrial Rebuilds team, who already work closely as part of the boat repair industry family on Port Rd, are now in talks with a handful of other companies there about boosting the boat building work done in Whangarei. “We need a consortium to make it happen,” says Derek. “Whangarei has the talent and the infrastructure to do it. This is Whangarei’s area of growth in this industry. It’s good for the businesses here and it’s good for the whole district.”

“We work to support multiple industries, from dump trucks and log hauler transmissions, to commercial marine transmissions and engines,” he says, adding that they work on everything, rebuilding complete drive trains from engines, to final drives.The hardworking crew also handle some overseas work and container handling equipment. “A major point of difference here is that we have our own specialist transmission test facility, which means we can test them before customers spend time and money reinstalling them. We run the only professional marine and off-highway transmission rebuilding and testing facility in Northland,” he says.

Teamwork The Industrial Rebuilds team also work on all types of engines and transmissions, including some discontinued models. “We can even customise and redesign transmissions if we need to,” says Sean. Industrial Rebuilds has a core team of seven staff, including the three directors, and they are always on the hunt for skilled technicians.

Far North REAP working in Partnership with rural communities

A

t the end of 2017, Far North REAP Road Safety went into partnership with Karikari Educare. This particular Early-childhood center travels into Kaitaia twice a day to pick up their tamariki and drop them home safely. They would normally spend about an hour and a half on the roads. They have noticed that the roads are becoming extremely busy now with drivers travelling for work and school daily. In addition, travelling quite a distance to do this. Far North REAP Road Safety were looking for Road Safety Advocates and decided to start with our babies, our taonga. Karikari Educare teacher/driver would say, “I see many unsafe

driving practices on my travels and many people not wearing seatbelts. As a teacher, I always put the safety of our tamariki first and would like to see the community do this too”. Karikari Educare ensure to teach their tamariki to make it click even if they are just going down the road to the shop or travelling really far. By teaching our tamariki to do this safely they will be more likely to pass the messages on to their whanau members when they get into vehicles. Far North REAP, Road Safety decided to sponsor Karikari Educare van to be sign printed so it will be a travelling billboard. We took the image of our One Tear Seat belts on and placed it in full colour on the

back of their van. Signs of life in Kaitaia did a fantastic job with the Educare van it looks awesome. Now when travelling around everyone can see them and remind those not wearing their seatbelt to put it on.
