Article by Sheila Timms Anstey WI held their Annual Meeting on Zoom. It was good to see some members who had not been able to meet with others during the pandemic. Two committee members stood down, and there was a change of treasurer. This can be a hard post to fill, so a volunteer was very welcome. Encouraged by the success of this meeting, a Zoom meeting is to be arranged for December. A phone buddy scheme is now in place, so that each member is contacted by someone on the committee on a regular basis. This is particularly important in the case of those without internet access of course.

Jan Chandler went to visit Chris Figgins, who moved to Turkey to live with her daughter, and celebrated Chris’ 90th birthday. Jan went for more than a fortnight, but Chris’ son, who has a farm, flew over just for the day, to Chris’s delight. They enjoyed a private boat trip with a magnificent buffet. Jan took the birthday card from the institute. It was made by Heather Savage, and each member signed a paper flower. Most also coloured their flower, and these were fixed into the card. Chris is looking very well, clearly benefitting from the warmer weather, care and company.
• made about 120 trips to pharmacies to collect prescriptions • freely given hundreds of hours being a ‘buddy’ to housebound residents of our two villages No fewer than 192 of the tasks above have been completed since the start of the COVID-19 crisis, when the number of our regular ‘clients’ doubled. Fortunately, so too did the number of our volunteers. However, as some have been able to return to university and to work, the number has fallen back a little. Some of our volunteers have been unable to do much more than ‘phone buddying’ because they themselves are in the ‘high risk’ groups. They, in particular, are looking forward to being able to resume normal duties as the pandemic restrictions are eased. They volunteer – many since the start of the Good Neighbours Scheme – because they want to help their neighbours and enjoy being appreciated by the people they help. If you want help – or if you want to join the helpers – please e-mail goodneighboursLE7@gmail.com or call 0743 526 5397. In the meantime, all the Good Neighbours wish all residents of Thurcaston and Cropston a very happy Christmas and a healthy and ‘normal’ 2021.

Light At The End Of The Tunnel And At The Anstey RFC Pitch Article by Chris Apperley
When you read this we may be out of lockdown 2, the sequel, but as I write we are still all mainly staying at home and not playing or training for sport, unless of course you are in the Premier Leagues. Ever keen to build on our highly successful 2019/20 season our players spent a lot of the summer involved in well organised training sessions both for maintaining and improving fitness, but also playing skills. As a club we followed the RFU’s strict ‘Return To Rugby Road Map for the Community Game’ going through stages A, B, C and D and hoping to make the last hop to E and final F ‘Return to full contact match play’ before Christmas. But alas, that was not to be and now the dark winter is here. However the club Committee has not been sitting idle Behind the scenes we are doing everything we can to be ready for whenever we can start playing again, which will happen sometime in the new year. New playing Kit, New training tops, New kit bags have all been organised and while we await some decisions on funding from the Rugby Football Union ( just a small share of the what the government announced this week for sport) the club has purchased some portable floodlights. Thanks to the efforts of Graham Waring and Liam Curtis they are now all ready for a return to evening training in the coming weeks at our Link Road Ground. So, real light at the end of the tunnel for Anstey RFC. Will be good to see our scrum half looking to put a ball into a real scrum tunnel soon as well! Just came across an all squad picture from 21 years ago - who do you know in that motley crew standing under our rusty Goalposts?
The calendar, features some of the best photography of the Park, following a recent photography competition, attracting entries from photo enthusiasts to snaps taken on phones. From the 500 plus entries the top 12 were selected to form the calendar. Bradgate Rotary raised all the funds with their recent pizza delivery service, aided by the Stamford Arms staff, and sponsorship from local companies. This has enabled the calendar to be produced and printed with all the proceeds of sales going to Bradgate Park and other Rotary- supported local charities, including LOROS Hospice and Leicester Children’s Holidays. The Rotary members have been selling calendars in Bradgate Park at weekends and have already sold over 400 to visitors to the park. The calendars are available from: Bradgate Park, The Stamford Arms, Groby PO and Groby, Ratby, Anstey and Markfield libraries, or mail order on the website www.bradgaterotaryevents.co.uk

Deborah Taylor Borough Councillor for Anstey
T: 0116 2350126 E: cllr.deborah.taylor@charnwood.gov.uk This is our final report before Christmas. We think most people will agree that 2020 has been an annus horribilis (that is, a disastrous year, as the Queen famously called 1992) for all worldwide and not just in Anstey of course. It has been so hard for so many people and we mourn the people who have lost their lives to this awful virus. There have been families torn apart this year, not only as a direct result of contracting the virus, but from other illnesses, accidents and wars. Families have not been able to see each other for months, cuddle new babies or hold the hands of their elderly family members. We know this Christmas will be different for many of us and some people will feel isolated and lonely. We are doing all we can to support the most vulnerable in the village but if anyone needs any help, please do get in touch with either of us. Thank you to all residents who supported us during the past year. It’s a shame that we haven’t been able to get out and about in the community and meet as many of you as we would like to have. We would also like to thank the team at Your Local for their continuous support in printing these reports for us, allowing us to share important and useful information to you, ‘our local’ community (see what we did there!). Covid-19 As the report we penned last month was being delivered, we went into National Lockdown 2 (sounds like a movie!). We have stated before that events are happening very quickly, and information is becoming out of date as soon as it is written. As this edition of Your Local lands on your doorsteps, we will know whether the lockdown is being eased or not. The plan, as we write, is that when this second lockdown ends, all areas will go back into the Tier System we had before. Charnwood entered Tier Two the week before the National Lockdown, due to high rates of infections. Our infection rates are still high but starting to plateau. The understanding we have from central government is that when National Lockdown 2 ends, our infection rates will guide them to place us in the most appropriate tier. On this basis, it would be best if we all did all we can to exit this national lockdown in Tier 1. Please follow the guidelines and self-isolate if required to do so. There is financial support available for people who need it to self-isolate. Here is the link for these payments: www.charnwood.gov.uk/pages/test_ and_trace_support_payment_scheme?&utm_source=twitter&utm_ medium=social-media&utm_campaign=addtoany Further information is available on the Charnwood Borough Council website: www.charnwood.gov.uk/pages/coronavirus. There is also information on the national GOV.UK website: www.gov.uk/ coronavirus. If anyone needs any further information or support, please get in touch with us using the contact details above. Covid-19 Vaccination Centre The Council has released details of a proposal to open a Covid-19 vaccination centre within the Council offices in Southfield Road, Loughborough. The Council has been in negotiations with the NHS and the MoD about using its Southfields offices in Loughborough as a potential Covid-19 vaccination centre. Details are yet to be finalised, so this is still in the proposal stage. The Council and Councillors will do all they can to support the battle against this virus. The offices have capacity as many staff are still working from home and that trend is likely to continue for the long term. The council have been advised that the vaccination centre could be opened as soon as mid-December 2020. Charnwood Email Alerts Unfortunately, the garden waste service had had to be suspended

for two weeks due to staff members self-isolating. The service is now back up and running. This decision was taken quickly and therefore it was difficult to communicate to residents. The information was put on the website and the council’s social media platform. This highlighted the need to promote the council’s email alert service again. It does happen to be the easiest way to receive updates about the council and local services. So please do consider signing up to it if you haven’t already, all you need is your email address. Please see the link for more information and how to sign up here: www. charnwood.gov.uk/pages/email_alerts Neighbourhood Link The police also operate an email alert system called Neighbourhood Link. This is a free email messaging service from Leicestershire Police, Neighbourhood Watch and other partner organisations, providing news and updates on policing matters that are relevant to your area. You can sign up and receive email alerts about policing activity and initiatives in your local area as well as crime prevention advice and information. You will also have the opportunity to reply directly to your neighbourhood team and provide feedback via surveys. The link to sign up is here: www.neighbourhoodlink.co.uk Planning Groby Road Davidsons and Pegasus Group have contacted residents regarding proposals for further development on Groby Road. A representative from Pegasus Group also attended the Parish Council meeting held on 3rd November to explain their proposals further and take questions. These are just proposals at this stage and no planning application has been submitted to Charnwood Borough Council yet. The developers have set up a website where residents can submit comments and find out more information. Please follow this link to give your views: www.grobyroad-anstey.co.uk Martin High School The Martin High School have submitted a planning application to Charnwood Borough Council for the ‘Erection of a new Sports Hall Building (to include Main Sports Hall, 2 x Changing rooms, a Classroom, Community lounge, Staff Office, Staff changing, general use toilet facilities, Kitchen, Reception and Plant room) and associated development’. The comments are now closed but if you would like to view the application, please visit the Council’s Planning Portal here: https://portal.charnwood.gov.uk/ Northgate/PlanningExplorerAA/Home.aspx (use reference number: P/20/1642/2). Christmas Day in Anstey and Surrounding Villages Many of our readers will know that for many years Kerry and her team have been providing an amazing Christmas Day experience for residents of Anstey and surrounding villages who are alone at Christmas. Because of Covid-19, this will not be possible this year so please see below how you can still help our senior residents this Christmas.

Anstey Town Charity trustees will be holding their annual grants meeting in April next year to distribute funds to local charities and groups. Although many groups and organisations are no longer able to meet because of Covid-19 restrictions, some are up and running again. Do you need financial help? Have you got a project that has been hit by the effects of the pandemic? Or a new one that needs to get off the ground? Do you belong to a group that is trying to help people suffering hardship because of the pandemic? We may be able to help you. Applicants must be based in the village or serve the community of Anstey. These include non profit organisations, voluntary groups, youth organisations, sports clubs, faith and community groups. The Charity also has the discretion to award grants to individuals who may require support for educational or special needs projects. The Trustees require an independently up to date verified or audited statement of accounts. It is also helpful if applicants can indicate what activity, age group, equipment or project the grant is needed for and an approximate costing. They are also interested to know how many Anstey residents will benefit from the grants and are required to include a contact name and address and telephone number with their applications. During the last 10 years the Charity has awarded over £30,000 to over 30 local applicants. Applications should be sent by the 31st of January 2021 to Anstey Town Charity, Jubilee Hall, Stadon Road, Anstey LE7 7AY. For further details ring Vicky Ball 2125315.

Deborah Taylor County Councillor for Bradgate Division
T: 0116 2350126 - E: deborah.taylor@leics.gov.uk This is my last report for what has been a very difficult year for us all. At the time of writing, Covid-19 infection rates are dropping in Charnwood and a large portion of this reduction is down to hard work undertaken by the staff and students at Loughborough University. I hope the infection rates continue to drop for the rest of the national lockdown period and, as national restrictions start to ease, we will hopefully be in a position to come out lockdown with the least restrictions in place as possible. I continue to work from home and all my meetings remain on the virtual platform. This is likely to continue into the New Year and for a few months beyond. There is some good news filtering through that vaccines may be available very soon, and I will be following these developments with interest. In November, I was due to attend the National Children and Adult Services Conference in Manchester in my role as Lead Member for Children and Families. The conference continued virtually, and I spent three days attending various webinars. It was a positive and enlightening three days and a highlight for me was the session with the Children’s Minister, Vicky Ford MP. She showed her commitment to ‘prevention rather than cure’ and I am hoping for a good result for children in the National Spending Review due at the end of November. Bradgate Park Parking Proposals; Newtown Linford; Cropston; Anstey I have mentioned previously that a public consultation is being launched to look at further on-street parking restrictions around the three car park entrances to Bradgate Park. The proposals cover various areas within Newtown Linford, Cropston and Anstey. I have now been advised that the consultation for the whole scheme will be launched on 26th November 2020. All three Parish Councils (PC) have been made aware of the schemes and will be ensuring that residents are also made aware. Newtown Linford and Cropston & Thurcaston PCs supported the proposals, however, Anstey PC did not offer their support. Please make sure that you respond to the consultation, whether you support or object to the proposals, to make sure that we hear the views of as many residents as possible. All the details will be on the County Council website here: www.leicestershire.gov.uk/have-your-say/ current-consultations I will also be sharing information about this consultation on my social media platforms. Covid-19 Trial for Lateral Flow Tests I am pleased to say that the government have announced that the Lateral Flow Test will now be available for Leicestershire. The test kits will be sent to Leicestershire after the county was added to the list of trial areas. The county was not included in the first announcement, but following productive discussions held between Leicestershire County Council and the Department of Health and Social Care, they have now been added to the list. It means that the Government will send the council up to 80,000 kits a week as part of its plan to expand asymptomatic testing across the country. The council can draw down from the national supply as needed but is looking to have a stock of 10,000 kits at any one time to deploy rapidly. The council is looking into how the tests will be rolled out. Extensive clinical evaluation shows lateral flow tests are accurate and sensitive enough to be used in the community, including for those who are asymptomatic. Lateral flow tests are rapid turnaround tests capable of being processed on site without the need for laboratory equipment, with most generating results in under half an hour. Using lateral flow technology to test asymptomatic individuals with Covid-19 will help identify those who unknowingly have the virus

and enable those who test positive and their contacts to self-isolate, which can help drive down the R rate locally and save lives. The R rate is a measure of transmission of the disease so if it is 1.3, this means 10 people will infect a further 13 people. We want this number to be below 1 but in the Midlands it is currently between 1.1 and 1.3 (see www.gov.uk/guidance/the-r-number-in-the-uk). Testing is crucial to breaking the chains of transmission of the virus and to support critical industries, key workers and institutions. With lower rates of transmission, those at highest risk from the virus will be more protected and residents will feel more confident in getting back to their day-to-day lives. Free School Meals I was delighted the Leader and Cabinet supported my request in October to fund Free School Meals (FSM) for entitled children over the Christmas break. The Council pledged £500k to support FSM until the end of this financial year. This money will support over 12,000 children to ensure that they do not go hungry over the school holidays. Following this decision, the Government announced a £170 million Covid-19 Winter Grant Scheme. This included: • £170m Covid Winter Grant Scheme to support children, families and the most vulnerable over winter • Holiday Activities and Food programme to be expanded, covering Easter, Summer and Christmas in 2021 • Healthy Start payments set to rise from £3.10 to £4.25 a week from April 20212 This suite of measures represents a longer-term plan to help tackle poor health, hunger and education. The council’s share of this fund will be approx. £1.5 million and will be used to support our most vulnerable children and families over the winter. The funding will be ring-fenced, with at least 80% earmarked to support with food and bills. The plan was discussed at the council’s cabinet on Friday 20th November and the scheme will be put in place ahead of the end of term in December. The Holiday Activities and Food programme, which has provided healthy food and enriching activities to disadvantaged children since 2018, will also be expanded across England next year. It will cover Easter, Summer and Christmas in 2021, and cost up to £220m. It will be available to children in every local authority in England, building on previous programmes. The council ran this program in summer 2019 and it was a very successful scheme. The Healthy Start scheme payments are also set to increase from £3.10 to £4.25 a week from April 2021. This scheme supports pregnant women or those with children under four who have a low income and are in receipt of benefits to buy fresh fruit and vegetables. This will help people boost the long-term health of their children. Cropston Road Crossing, Anstey I have been gathering information from various sources over the past few weeks to try to understand further how we got to the position of a dropped kerb as a crossing facility for the new Barwood housing development. There is a fine line between what is installed and what is needed. There is advice from the Department for Transport that an under-used crossing is more dangerous to pedestrians than having a controlled crossing. I wanted to move forward and see what improvements could be made to what is in place to improve the crossing facility. During the meeting I requested some additional work to be carried out over the next few months. The following has been agreed:

• It was agreed that signage would be added to the area to warn drivers that children are crossing the road in this area; I am pleased to say that this will happen very soon • It was agreed that a further survey will be carried out to assess the traffic movements and the number of pedestrians crossing the road (likely to be in Spring 2021); I have requested that the whole length of Cropston Road is assessed from the new Jelson’s site to the Nomads, so that we can fully understand how many pedestrians cross this road to access schools/bus stops etc. • It was agreed at the meeting that the same area above is also assessed to see if the pedestrian movements hit the criteria for a School Crossing Patrol (SCP) to be active in the area. If the criteria are hit, there will then be the issue of finding a person to operate the SCP during school term, but this is likely to be a minor consideration. In addition, at the meeting, I managed to identify some grant funding available to the Parish Council (PC) to assist with stopping vehicles speeding on this road. It was suggested that the PC could look into purchasing a mobile Vehicle Activation Sign (VAS) that could be moved around the village to try and encourage drivers to change their behaviour and slow down. I will be taking this proposal to the next PC meeting to ask them to consider applying for this grant to purchase a mobile VAS, which uses speed radar technology to identify and log the number of speeding vehicles. I will keep you informed regarding the outcome of this request. Lord-Lieutenant On Tuesday 17th November, I attended the Lord-Lieutenant of Leicestershire’s virtual event to celebrate the achievements of our young people across the city and county this year. Every year, the Lord-Lieutenant's award scheme recognises the efforts and successes of 13-to-19-year-olds. It was a great evening and congratulations to all the winners and nominees. Hopefully, next year, we will be able to celebrate together in person rather than through a computer screen. Life-story Work Precious memories and life-stories of adopted children in Leicestershire are being preserved forever thanks to a specialist worker who supports them and their new parents. During National Adoption Week in October, the county council took the opportunity to shine a spotlight on some of the specialist support available. There are 34 children waiting for adoption in Leicestershire, including four sibling groups. The specialist worker’s role involves championing the precious memories and life stories of children by developing life story books and offering extensive support to adopters by explaining these stories. All families who adopt through Leicestershire County Council are offered one-to-one sessions with the life story support worker, focusing on telling their child’s story. Ongoing workshops continue to grow adopters’ skills and confidence – this can involve navigating tricky parts of their story or learning more about specific pictures or events so that they can answer specific questions for the child. For more information about adoption, visit: www.adoptionleicestershire.com I wanted to end my last report of the year on a positive note and this life story work was a nice story to share. We have had a difficult year but there has been some good work completed and I look forward to a brighter new year. I wish everyone a Happy Christmas and hope we can all spend some quality time with some of our loved ones. It will certainly be a very different Christmas this year, but we must keep everyone safe and well to make sure we are all here next year to celebrate together. If you have any issues or concerns, I’m here to help.

Local Residents Seek Support Against ‘Overbearing’ Development
Article by Thurcaston Against Development Group A large group of residents in Thurcaston and Cropston have joined forces to object to two development sites put forward in the Leicester City Council Draft Local Plan 2020. The two sites (No’s 580 and 261) are situated behind the two main roads in Thurcaston and consist of a total of 611 new dwellings – more than doubling the size of the village. Leicester City Council put forward the plans as an extension of the Ashton Green development, however the proposed sites in Thurcaston are beyond the A46 ring road, so many residents believe they would not be able to directly benefit from the new facilities created at Ashton Green. Residents have formed the group ‘Thurcaston Against Development’ and have been seeking professional advice on the plans. The main reasons for objections include sustainability, insufficient facilities, the environmental impact and an adverse residential impact due to an overbearing development. Thurcaston is part of Charnwood Borough council and residents are very concerned about the blurring of the boundaries between the two councils. One resident raised the point “ Who is going to maintain the roads and control the flooding when the housing falls under LCC, but the mains roads are under Charnwood Borough council?” Thurcaston Against Development are seeking help from other villages as they believe that it would bring more traffic to the surrounding roads of Cropston, Anstey and Rothley and put more pressure on local facilities. You can find out how to support the group by emailing thurcastonagainstdevelopment@gmail.com or joining the local facebook group ‘Keep Thurcaston Rural’ To view LCC draft 2020 plan and to make comment, please visit https://consultations.leicester.gov.uk or email planning.policy@ leicester.gov.uk before 7th December 2020.

Penny For The Guy Singing In Aid Of Loros Raises £1,342 Article by Dawn Kelly-Houston
I am all for tradition and two of the things I loved doing most as a child was penny for the Guy and Carol singing, and I have often said I would love to do them just once more in my lifetime. I survived breast cancer 3 years ago and so I set about making a bucket list of all the things I would like to do before I die (of old age hopefully lol) me and my best friend Jen, were reminiscing about when we were children and I said I would love to do penny for the guy again and she said so let's do it. I said yes fantastic but the money we collect can be for charity. Jen immediately said Loros because her twin brother Ricky spent the last few weeks of is life there, where nothing was too much trouble and he felt safe, on telling our other two friends Alison and Samantha ( Ricky's widow) they both jumped at the idea too and would help us where possible because they both work fulltime, whereas I'm a carer for my parents and Jen only works mornings, so all four of us set about making our guy over two nights in Sam's kitchen. Mine and Jens first outing was at Anstey Latimer Primary School. We pushed our guy down in a
wheelbarrow and had a great response from all the children this was the week before they broke up for the school holidays, myself and Jen were shocked to discover that most of the children had never heard of guy fawkes or penny for the guy so we felt we had educated some of the children that day which was lovely. The next outing was to Woldon Hill Primary School again in Anstey and again a great response from the children. The next outing was outside the Loros shop in Anstey, followed by outside Birds Confectionery then Stuart, the landlord of the Stadon Club let us take our guy in there were the people including the landlord donated. Then we took him to the old Hare and Hounds, where again the people and the Landlords John & Peter donated too. Our last outing was in Tesco's community corner, on the 1st of November, where myself and Jen both sang penny for the guy for Loros. It worked a treat and raised just over £540.00, we had a target in our heads that if we worked hard we might, just might raise £1000.00, so to have raised £1,342.00 to say we are pleased is an understatement! We have been overwhelmed by the generosity of the public, Landlords and shops in such uncertain, horrible times, we are all Anstey ladies and Anstey as been so kind to us. The four Ladies who took part were myself miss Dawn Kelly-Houston, Mrs Jen Inglesant, Mrs Samantha Logue and Alison Hooke.

Anstey Parish Council Article by Liz Hawkes
Bradgate Parking Restrictions Leicestershire County Council are due to start a public consultation on proposed measures to reduce the nuisance parking on road ways around the perimeter of Bradgate Park. These plans include having double yellow lines coming into the parish of Anstey from Newton Linford, running down the Bradgate Road to approximately Long Close. The Parish Council have considered the impact these plans would have for residents in Anstey and have agreed to oppose them. You are urged respond to this consultation directly to LCC via their website. All properties that will be affected directly by these proposals will be leafleted by Anstey PC when further details are released. We understand that this will be a short consultation running for possibly four weeks from the 26th November 2020. Further details will be available via LCC website site online; www.leicestershire.gov.uk/have-your-say/current-consultations Christmas Light Competition The Christmas light competition this year will be judged on Monday 14th December, the judging will take place between 7 – 9.30pm all the streets in Anstey will be visited and prizes will be awarded. Judges will be looking for the best overall design, Christmas spirit (theme), originality, brightness, colourfulness. Three cash prizes are on offer 1st - £50, 2nd - £25, 3rd - £15. Davidson Homes Proposals Davidson Homes have been carrying out a public consultation for possible future development within Anstey. Some 1000 homes in Anstey received information about this consultation which is considering approximately 220 homes north and south of Groby Road. Charnwood Borough Council do not have a five year supply for housing which leads to developers looking where they can
provide more dwellings. If you require further information about these proposals it can be found at www.grobyroad-anstey.co.uk Play Equipment Many residents have asked us why the helter shelter at the recreation ground has been removed. The equipment was tested in the summer and unfortunately it was found to be unsafe and no longer fit for purpose. It was with regret that this equipment has been removed. The Council will be looking at what and when to replace this equipment. You can contact the Council in the following ways. David Snartt Borough Councillor for Forest Bradgate
T: 01530 244804 - E: cllr.david.snartt@charnwood.gov.uk Parking Restrictions. I understand that the consultation for the proposed new parking restrictions for the Parish of Newtown Linford will be distributed to residents by the end of November. In my view, this is a final chance to try to help reduce the impact of on-street parking issues that exist today. I have again made the Council aware of the recent difficulties with illegal parking, and stressed again that without effective enforcement by Street Wardens the parking issues will continue to be an issue. May I ask that residents do respond to the consultation, it is important to have as much information as possible before final decisions are made.
Since becoming the Mayor of Charnwood in June, it has been a difficult time for us all, many making personal sacrifices during the year. I write along with the Mayoress, with hope and optimism, looking forward to a brighter future, through next year and beyond. Take care and stay safe. Planning Update. I have referred before about the planning application at 11 Windmill Rise, Woodhouse Eaves. This application was refused planning permission by the Plans Committee at Charnwood Borough Council. The applicant has now appealed against the decision, therefore, this will now be determined by a Planning Inspector.
Mayor of Charnwood. It was a great personal honour for me to take part in this year’s Loughborough Remembrance Service at the War Memorial. If this was a normal year, we would have all come together across the Borough to remember those who served and many who made the ultimate sacrifice for their country.
All the relevant information can be found on the Charnwood Borough Council’s website under planning application P/20/0829/2. I will update you on the outcome of the appeal when the Inspector’s decision is known.
I was pleased we were able, albeit in limited numbers, to honour all past, present serving members and their families within our armed services community. Especially the ones who have been involved in many conflicts around the world, making sure we have made a safer place for our children and future generations.
Both services are operated by the Council’s waste partner Serco, and a small number of staff tested positive for Covid-19 and a number of employees had to self-isolate. This had an impact on the service, resources were diverted to ensure the refuse and recycling continued as normal. I am pleased to say the garden waste service was reinstated after the two week break.
Due to the Covid-19 restrictions, it was with disappointment that the 799th annual Loughborough Fair was not able to take place this year. Over the years, local residents have attended this street fair, enjoying the unique atmosphere, and the various rides for young and old, along with the various types of food on offer. I did stand in front of the Town Hall to read the Charter which allows the fair to take place. In my view, it was important to carry on the tradition of reading the Charter in full. I do hope that we are in a better position next year for the 800th year of the Loughborough Fair. I am sure everyone involved will aim to make it the best yet. As we approach Christmas I released the Mayor’s Christmas message. I thought I would share with you part of my message. Turning to my thoughts for Christmas, I write this message without knowing what restrictions will be in place. I do hope though, as this is the time for families to traditionally come together to celebrate the festive season, we can all in some way be together, even if, for this one year, by modern virtual technology. For many years now, I have attended a Christmas lunch gathering organised by local volunteers. This brought together people who would normally be on their own on Christmas day. I am sure there are other events like this across the Borough which have given companionship, fellowship and good food on this special day. This may not be able to happen this year. Therefore, please look out for your neighbours who are elderly and living on their own, it can be a very lonely time for them over this festive period.

Brown Bin Collection. Apologies from Charnwood Borough Council. The Council did have to pause the garden waste collection service for two weeks due to staff shortages. They also had to cancel the bulky waste item collection from Monday 26th October.
Covid-19. Just a reminder, if you need help especially if you or someone you know needs help whilst in self-isolation please go to Charnwood Community Action website www.charnwood.gov.uk/pages/cca or by calling 01509 631750 (people are encouraged to use the on-line services in the first instance to help with high volume of calls). For the latest details on Covid-19 restrictions, planned changes to council services and support available for residents, council tenants and businesses visit www.charnwood.gov.uk/restrictions Statement Covid-19. Charnwood Borough Council issued the following statement with regards to a proposal to open a Covid-19 vaccination centre at the Council offices in Southfield Road, Loughborough. A spokesman for the Council said: “We can confirm the Council is in negotiations with the NHS about using its’ offices in Loughborough as a potential Covid-19 vaccination centre. The details are yet to be finalised so this is still only a proposal at this stage. However, clearly as a Council we will do anything we can to support the battle against this virus. The Council has supported residents and local businesses throughout the pandemic and should the proposal go ahead, we would be proud to play our part in the vaccination programme. The offices have the capacity as many more staff are working from home and that is a trend that is likely to continue long term. Our understanding is that the centre could open mid-December.” If you need to contact me on any issues, please write to 10 Groby Lane, Newtown Linford, Leicester. Anstey Nomads
Article by Adam Etheridge With eight wins and a draw from their opening nine matches, Anstey Nomads sit atop the United Counties League, two points ahead of their nearest rivals with three games in hand. The second lockdown has meant that the ambitious club have been able to turn their full attention to their ‘Vision of the Future’, a document that was published early in the season detailing the Nomads’ intentions. The vision is based around three key areas, the club announced the plans for a major renovation of their Callingtons Community Complex ground alongside details of their acquisition of the Ratby Sports Ground. The Ratby site will be transformed into a state-of-the-art training centre that will feature all-weather surfaces for their junior and senior teams. Already boasting more than twenty teams, the Nomads stated their intention to expand that roster and announced the appointment of, former Leicester City goalkeeper, Conrad Logan as their Director of Coaching. Logan, who turned down an offer from a Football League club, has also committed to the Nomads first team, featuring between the sticks in all of Anstey’s matches so far this season. The Cropston Road proposals will see a new clubhouse, featuring two function rooms and covered viewing balconies either side of a seated stand. Fundraising will be key for the Nomads as they look to generate the amounts required to match their aspirations. The first step along that road is the 2020 Christmas Raffle, with prizes that include signed, matchworn, kit from Leicester City stars as well as some incredibly generous donations from local companies. Tickets are just £1 but can also be bought online in books of five, visit www. ansteynomads.com for a full list of prizes or to purchase tickets.

Thurcaston & Cropston Local History Society Article by Peter Smith
For our October meeting, we were joined online by local historian Cynthia Brown to tell us about Edwardian Leicester.
Anstey Local History Society Article by Jane Cole
Some Christmas photos from the Anstey Millennium Collection to wish everyone a Merry Christmas. Contact us at: ansteyhistory.com
Edward VII was king from 1901 to 1910 but the Edwardian period is often viewed as continuing until the beginning of the First World War in 1914. After the long reign of Victoria, Edward’s accession was felt to mark a new era and large crowds attended the official proclamations in Leicester. Over the previous century the population of the town – not yet designated a city – had grown three-fold to approximately 200,000 people. Many of them were living in crowded conditions and infant mortality was high but during the Edwardian period significant improvements were made as a result of better diet and healthcare. For example, a school medical service was started and a charity provided fresh milk to children at low cost. The workhouse continued in operation but, for those too sick to work, a new Poor Law Infirmary was built in North Evington. It later became the General Hospital. The major industries of the town were hosiery, footwear and the manufacture of the associated machinery, as well as diverse products such as cardboard boxes, cigars and biscuits. Leicester was known for its radical politics and several of the businesses, such as Equity Shoes, were run as co-operatives. The future Labour prime minister Ramsay MacDonald was elected as MP for Leicester in 1906.

Christmas Day For The Elderly And Alone In Anstey And Surrounding Villages Article by Kerry Sharpe
For the past 15 years there has been a meal for those who would be alone on the day but for obvious reasons we can’t do that this year we usually cater for 95 people!!! Laying tram tracks, 1903. Photo © Leicestershire Record Office The talk was well illustrated with photographs from the period. They show busy streets with mostly horse-drawn traffic but that began to change with the arrival of electric trams in 1902. The network was centred on the Clock Tower and Cynthia told us that you can still see where the overhead cables were attached to it. High Street was widened to accommodate the trams and if you look above the modern shop fronts it has many fine examples of Edwardian buildings. One casualty was the annual Leicester Fair, which had been popular for centuries but ended soon after it was moved from its site in Humberstone Gate to keep the tramlines clear. A number of other municipal facilities were introduced at this time, including the De Montfort Hall (1913) and a golf course at Western Park that was open to working people. The new crematorium at Gilroes Cemetery was only the second in the country but it took some time to be accepted. New Walk Museum was extended and the Bishop Street Library was opened in person by its donor, the US steel magnate Andrew Carnegie.
BUT we want to do something, so we will be providing a goody bag as full as possible with foody treats! Could you spare a yummy treat? Perhaps A chocolate orange, box of chocolates, box or packet of biscuits, matchsticks or aldi/lidl equivalent, after eights, packets of crisps, sweets (denture friendly ones !), anything non-perishable that’s not too heavy basically. ONLY FOOD PLEASE – No toiletries or other goods for this year thanks, that’s as I cannot mix the goody bags with other things as toiletries for eg. They won’t be able to go into the bag with food. Usually we will do toiletries etc.. as prizes but obviously things are different this year! PLEASE NO…. Cans, bottles, anything too heavy - as everything will need to be able to go into a carrier bag and our volunteers will be trekking around delivering them!
As a sign of Leicester’s civic pride, in 1910 the town welcomed back 300 former residents to a unique Homecoming event – perhaps a subject for a future talk.
If you can help with any of the above – Nationwide in Anstey have once again kindly offered to be a drop off point – so please drop any donations of food , cash or cheque (please make that payable to Christmas Day Alone) to them by 16th December - or contact me as below. Thanks for reading.
