Pilates - What Is It? As a lucky few know, Pilates is an exercise programme that promotes fitness, flexibility, mobility and strength. It was originally developed a hundred years ago by Joseph Pilates, a German born in 1883 and a gymnast, who came to England in 1912 to work as a self-defence trainer to the police in Scotland Yard. When WW1 began, Joseph was classed as an “enemy alien” and held in internment camps for the duration, working in hospitals to aid recuperation of soldiers after injuries.

Joseph used whatever came to hand to help with his work, making do with metal-framed hospital beds and extra bedsprings to make supportive frames that people could use to exercise. Effectively, Joseph’s exercises helped patients get better faster, and they were less susceptible to secondary infection, which killed so many people in similar circumstances back then. When the war ended he developed the recuperation and exercise beds further, into what were eventually called Reformers. Emigrating to the USA, he filed his first patent for the Reformer there in 1927, and also filed patents for several other bits of Pilates apparatus after this. Opening his first studio in New York, in the same building as the New York Ballet, his first customers were dancers.

Originally calling his exercise programme Contrology, his success at treating injured dancers in particular helped him spread his exercise programme throughout the States, and as more people became devotees it eventually became known as the Pilates programme. As more and more people began to train using his technique, he realised that a more “mass-market” way of performing Pilates exercises was needed - Reformers

Studio Reformer, which quite naturally is big, heavy and bulky. Home Reformers on the other hand are pared down, usually folding in the middle to aid storage, but keep all the important parts shown. Whether Studio or Home Reformer however, your Pilates is taken to the next level. Joseph had his original team of teachers he personally trained. Becoming known as Pilates Disciples, they took the Pilates programme around the world, in turn training their own generation of teachers, who in turn trained theirs. Who is Jane Thomas? Jane is your local Pilates specialist. In terms of the hierarchical Pilates family, Jane Thomas is effectively Joseph’s great-greatgranddaughter, making sure that the original Pilates principles are maintained to this day. She has been teaching group and one-to-one Pilates classes for over 20 years in the East Midlands, and also now trains other Pilates teachers - eg, most of the local teachers, and many nationwide. Most people hope that their estate will pass on to their children and grandchildren eventually. But this will not happen for many, unless careful arrangements have been made to protect their assets from being taken towards the end of their life to pay for care home fees. The solution to help protect your estate is a Will incorporating a Property Protection Trust (PPT). A testamentary PPT can only be executed whilst both partners remain alive. Upon death of the first partner, their Will specifies that their share of the property is placed into trust and names the ultimate beneficiary of this share, normally the children and grandchildren of the deceased. The surviving partner, under the terms of the trust, has the unequivocal right to remain living in the property for the rest of their life. On the death of the second partner the Trust comes to an end and the property passes to the beneficiaries. As the surviving partner does not own the deceased’s share of the property it is fully protected for the beneficiaries, so if the surviving partner requires care, or even remarries, this share of the children’s inheritance is protected. This last point can be particular interest to couples who have come together and have children with different partners. A PPT can help each person in a relationship ensuring that their children inherit their share of the property, while giving their surviving partner the ability to live in the property for the rest of their life. If the surviving partner wants to move to another property, they can still sell the property and the proceeds to be used to purchase a new property, the terms of the Trust remain over the new property.

One application is for outline planning permission for 120 houses, next to Peartree Close (South) and the second application is for 100 houses, next to the St James Gate Davidsons development (North). We have sent in comprehensive objections to both applications and have called both the applications into the Plans Committee, so they are not decided by officers, and so we have a chance to raise the many objections we’ve received from residents. Planning Services, Charnwood Borough Council, Southfield Road, Loughborough, Leicestershire, LE11 2TN Our main reasons for objecting to these applications are in the following areas: • Public Transport – bus services have been reduced and more people creates a demand for more of these yet there are no suggestions about provision of the same • Highways – objections are around the extra traffic introduced onto the various A and B roads and whether they offer sufficient access to Groby Road at present • Capacity of Existing Junction at The Nook and A50 – as above but recognising that there is a lot of traffic on these roads already • Services – for example, banking, which we know is currently limited and with the proposed closure of Nationwide likely to be extremely limited • Green space – not originally proposed but now in an amended proposal there is some provision for this but is it enough and is building on existing green space detrimental to existing householders • Council Section 106 money – how this is used to improve local amenities (e.g. children’s play areas, schools). Budget/Council Tax Charnwood Borough Council is proposing to raise its share of council tax by 9p a week for a Band D property. The proposed increase would see the annual charge for an average Band D property rise by £4.45 to £131.08 per month from 1st April 2021. The Council’s Cabinet considered the proposed budget plans on Thursday 11th February with its recommendation to go before Full Council on Monday 22nd February 2021. The proposed final budget for 2021/22 is around £19 million. This includes making £1.5m of proposed savings and generating income of around £600,000, largely through investments in commercial properties. Income from council tax, business rates and Government grants is expected to be around £18 million and therefore there is still a gap of £1 million, which the Council will use reserves to cover. The Covid-19 pandemic has added significant costs and reduced income from various areas including car parks, leisure centres and Loughborough Town Hall. The impact is still expected to be felt in 2021/22, accounting for an expected £900,000 loss of income. Charnwood Borough Council currently has the 23rd lowest council tax charge out of 188 district councils in the country. Council tax pays for a range of services provided by Charnwood Borough Council, Leicestershire County Council, Leicestershire Police and Leicestershire Fire and Rescue and the parish council where you live (or Charnwood Borough Council for people in Loughborough). Nationwide Building Society As you may know, we have been working hard for the past three months on the proposed closure of the Anstey Branch of the Nationwide Building Society. We have had numerous email exchanges with the representatives from Nationwide. We have also had a Zoom meeting with the Regional Director, to air our great disappointment at these proposals. Charnwood MP, Edward Argar, has also had a Zoom meeting and corresponded with the Nationwide’s Regional Director. We did manage to achieve a delay to the closure from 25th February 2021 until 31st March 2021. We have had two newspaper articles in the Daily Mail, which highlighted the issue in the national press. We have also launched an online petition. We currently have 483 signatures (at the time of writing) who have signed our petition. We would be grateful if as many residents as possible in Anstey and indeed any residents in other areas that use the Anstey Nationwide could support us and sign our petition on Change.org. The link to do so is here: http://chng.it/Z48XqYJR If this branch closure is going to go ahead and will affect your ability to manage your finances, there is the option of opening a Post Office card account. A Post Office card account is a simple bank account which will allow you to collect your Pension, Benefit or Tax Credit payments. You must be in receipt of a benefit to open a Post Office card account. You will only be entitled to one card account at any one time irrespective of how many Pension, Benefit or Tax Credit payments you receive. Your payments will then be paid directly into your account. To get money out of your account, simply take your card to a Post Office branch or Post Office branded ATM. You will be able to use your Post Office card account at most Post Office branches. To apply for a Post Office card account, complete the simple card account Application Form (from the Post Office) and hand it in at a Post Office branch. You should also take some form of identification with you to the Post Office branch. The forms of identification which are acceptable are set out on the card account Application Form. If you do not have any of the acceptable forms of identification, you may not be able to open a card account. If you are unable to go to a Post Office branch to open your account in person, you can call the customer service helpline on 03457 22 33 44 or textphone 03457 22 33 55, or you can ask a trusted helper to speak to a member of staff at a Post Office branch for more information. Rapid Covid-19 Testing Rapid community testing for Covid-19 is now available in Loughborough for key workers and those who cannot work from home. A testing site has been set up at Gorse Covert Community Centre, Maxwell Drive, Loughborough, LE11 4RZ. One in three people who have coronavirus show no symptoms, and rapid lateral flow testing, led by the Leicestershire County Council’s public health team, can help to quickly identify individuals, and stop them unwittingly spreading the infection. Rapid testing is ONLY for those who are


eligible, who don’t have symptoms and aren’t already isolating – if you do have symptoms, or you have been told to self-isolate, then you should not attend. It is open to key workers and anyone else in the county who cannot currently work from home. The lateral flow tests are self-administered at an approved test site – and you can leave the site straight after you have taken your swab. Results will be sent out by text or email by the end of that day. Sites are being created around the county and will be open six days each week. Anyone who currently cannot work from home and is eligible will be able to book a test. To book a test, please visit: www.leicestershire.gov.uk/ coronavirus-covid-19/rapid-asymptomatic-testing New Fleet of Refuse Vehicles To end on a positive note, a new fleet of refuse and recycling vehicles in Charnwood have now been named. You might remember that Charnwood Borough Council put a call out to all our young residents last year to help name their new bin lorries and road sweepers. The first vehicle was named Florence, of Nightingale fame, last summer, in tribute to the NHS and all the frontline key workers who have been supporting the public during the coronavirus pandemic. The Council had planned on revealing the winners last year but unfortunately due to the ongoing pandemic, the competition was delayed. The winning names will be added to the refuse and recycling vehicles later this year. Over 150 entries were received, and the judging panel found it tough to shortlist the final 24 names. The Council has contacted the winners and each one will receive a certificate and small goody bag containing recycling information over the next few weeks. The current fleet of bin lorries collects all refuse and recycling from the borough’s 75,000 homes as well as serving more than 30,000 customers of the Council’s garden waste service. Believe it or not, these vehicles empty household bins a staggering five million times a year! So what are the names the public have given? Hello everyone!

Hi, my name is Dave Berry and I am the prospective Labour candidate for the Bradgate Division of the Leicestershire County Council in the May 2021 elections (if they are held, as central government is trying to decide if they will go ahead due to the pandemic).

I hope that you and your families have all managed to stay safe and well during the pandemic. Thankfully, with the new vaccine programme being rolled out, we can begin to see a light at the end of the tunnel in terms of returning to a normal life, incorporating OTB (over the board) chess.

If you’re wondering what the Bradgate Division is, it includes Anstey, Newtown Linford, Cropston, Thurcaston, Ulverscroft, Swithland, Woodhouse and Woodhouse Eaves which means, if I am elected, I will be representing all your views, concerns and desires on Leicestershire County Council. We live in very difficult and uncertain times, even more reasons why we need a more representative County Council. I am a widower with four daughters who have all been born, raised and educated in Anstey where I have lived with my wife (till she died in 2018), for over twenty-two years. I work managing a voluntary sector advice organisation in rural Northamptonshire. My working life has included working in the private sector in the sales and marketing arena, in Leicester City Council, North West Leicestershire District Council and the voluntary sector in Leicestershire, and the East and West Midlands. I have also worked in urban areas in the USA, and Africa. I am also a former school Governor of Latimer Primary School. These life experiences mean I have a very comprehensive understanding of the realities of life, the challenges that face us all in varying degrees and at different levels, which are often not considered when some politicians make decisions based on somewhat narrow experiences of life. Chess has very much remained out of action since the first lockdown - rightly so - and there are no plans at the moment to return as I type. 'How have I filled my time and got my chess fix?' I hear you ask.....? I have been playing online chess which has experienced a real 'boom' since COVID-19 hit us all. Many people have resorted to online chess as a way to keep their chess brains engaged. Some of the members of the club have embraced this too. I have also found a way to keep the tutoring part of me suppressed by teaching online too! I use Twitch.tv as a platform to 'live stream' over the internet so you can watch me suffer (aka enjoy the wins and the losses) during competitive games on Monday evenings but for the beginner/intermediate players, there are the tactics and puzzles on Wednesday evenings that I regularly stream. Wednesdays are/were Anstey's regular club nights. I can guarantee to you that there will be fun, laughter and some won, lost and drawn chess games whilst I stream and you should be able to learn something if you watch the puzzles and tactics streams. twitch.tv/notquiteagm - you can type this into any search engine and I will appear (sorry about my ugly mug but I have to put it on there!) T: 0116 2350126 - E: deborah.taylor@leics.gov.uk I find it hard to believe we are in March already (by the time you read this report). 2021 is passing by so quickly! I am continuing to work from home and all my meetings remain on the virtual platform. Much of my time has been spent supporting schools and by the time this lands on your doormat, I am hoping that half term gave everyone a chance to rest and recover. As I write we are a few days away from the government’s announcement of the roadmap to recovery. I am hopeful that schools will be accepting more pupils back in a phased return from 8th March. Testing and isolation will be key to keeping the Covid-19 infection rate down. As you may have already read in my monthly reports, I am part of a vaccine trial. I have now had my second jab. I am continuing to be monitored by the clinic and have frequent appointments and blood tests. I still don’t know if I have received the vaccine or the placebo. I have felt well the whole time but did have a slight headache after each injection. I am not sure if this was stress related or because I have had the real vaccine! When I am called for the NHS’s national vaccine program, I will need to contact the vaccine trial team to be unblinded and find out what I received during the trial and whether I need to take up the vaccine offer through the national program. The national vaccine program is continuing to be rolled out. Over 250,000 doses (at the time of writing) of vaccines have been administered in Leicester, Leicestershire and Rutland. The top four priority groups have all been offered their first injection by the 15th February. This hit the government’s targets and our NHS colleagues should be congratulated on this amazing achievement. The roll out will now continue with the next priority groups. These are people aged 65 and over and individuals aged 16 to 64 years with underlying health conditions which puts them at higher risk of serious disease and mortality. There will also be the second round of injections for the top four priority groups. With more places coming online all the time, the NHS are estimating that they can carry on at the rate already set for the first vaccination jabs. I am continuing to support residents with casework and I have had some complex issues to support residents with. I am continuing to push for the relocation of the bus stop from Leicester Road to Stadon Road in Anstey. This has been delayed by 12 months already, due to Covid-19, and I am keen to get the work completed as soon as possible. This will enable faster traffic flows through The Nook. I am still waiting for the results of the public consultation, regarding further parking restrictions around the three car park entrances to Bradgate Park. There were many responses received and they are all being looked at, before a decision is made as to what the final plan will look like. I am pushing to get this work completed as soon as possible, before the better weather arrives and the lockdown begins to ease. I have also been working with the Police, Highways, Nomads and Anstey Parish Council regarding the parking issues on Cropston Road, Anstey, near the football ground. I think we are just about there with an agreed plan to reduce some of the traffic problems on matchday.

Hopefully, this will be put into place very soon. I have responded to three planning applications. One on Maplewell Road, Woodhouse Eaves, (which has now been refused) and two on Groby Road, Anstey. I have responded, outlining my concerns with the developments. I have supported a member of our Youth Parliament on a Zoom meeting with Esther McVey MP, to seek support for his campaign. This young person presented his campaign to the national conference for the Youth Parliament last year, and his campaign received full support. This young person’s campaign is to ‘Improve Teenage Cancer Care’. A very worthwhile campaign and I will be supporting this campaign as much as I can, so he has the greatest chance for success and can go on to make a difference.

This means the budget includes in total a 4.99% Council Tax increase for 2021/22 –which is an increase of £5.59 a month for a Band D house. Councils can apply a levy of 3% for adult social care over two years – the proposal is to include the 3% levy in 2021/22. Investment in services including children and family services, adult social care and environment in transport is proposed, as well as a £450m capital pot to spend on new roads, school places, recycling initiatives and other infrastructure supporting new homes. The updated figures provide further clarity on Government funding, the impact of the adult social care levy, as well as feedback from a consultation. The headlines from the budget are:

Leicestershire Warm Homes Fund All Charnwood residents could be eligible for a free gas connection and a free central heating system installed in their home. The Leicestershire Warm Homes Fund Project is an initiative led by the County Council’s Warm Homes service being delivered by E.ON to connect homes across Leicestershire to gas and to install central heating systems for free. You do not need to be an E.ON customer to apply. You can apply for this scheme if you do not already have central heating. You do not need to own your home to apply. If you rent your property, they will work with you and your landlord to get the relevant permission. Even if you already have central heating at home, anyone can apply to obtain advice and support to maintain a warm home through project partners Age UK Leicester Shire & Rutland and the County Council’s Warm Homes and First Contact Plus services. County Council’s Budget The County Council’s budget was approved at the council meeting, held on Wednesday 17th February 2021. Updated proposals were approved which sets out a balanced budget for two years – one year longer than the initial plan – and shows that the difference between income and expenditure will total £79m in 2025, a reduction of £13m. A one-off £25m Covid fund, enabling money to be used if further national funding isn’t available, is included as well as a 3% Council Tax levy for adult social care. Generating an extra £10m, the Government has given councils this option to

Rising costs Growing demand for services is expected to increase costs by £60m, including: • Children and Family Services - this is mainly due to pressures on the budget for social care places, which are rising by over 10% a year • Adult Social Care - this is largely the result of an ageing population with increasing care needs • Environment and Transport - this primarily relates to more SEND (Special Education Needs/Disability) pupils requiring transport. Savings The £79m savings are made up of: • £30m of detailed savings – reducing children and family costs by re-shaping how services are delivered • A ‘high needs development plan’ which will reduce SEND costs by £26m • Reducing adult social care costs by simplifying processes and speeding up support • A £23m gap reduced following the Council Tax increase. Elections The government has announced that the local elections and the delayed Police and Crime Commissioner elections will go ahead on 6th May 2021. Work has now started on how to deliver Covid-19 safe elections and polling stations. To make sure you can vote in these important elections, please make sure you are registered to vote. Charnwood Citizens Advice Article by Denise Condon

Since the first lockdown in March 2020, Citizens Advice Charnwood has helped nearly 1,500 people with over 4,500 issues. Many of these issues relate to the adverse impact of Coronavirus, particularly in the areas of benefits, debt and employment.

Article by Sheila Timms Anstey WI held their January meeting on Zoom. Marian Driver gave a book review. She had been reading ‘The English Girl’ by Margaret Leroy, which had reminded her of the ‘Diary of Anne Frank’ so she talked about both, and read short extracts. Angela Rossa reviewed ‘A Suitable Boy’ by Vikram Seth, which had recently been adapted for television. It was a heavy tome, but well worth the time spent reading it. Liz Heggs and Sheila Timms read poems, including one by Jenny Kinton of Sileby, which had been published in the Daily Mail. Anne Spanswick read a piece on being a ‘Seen-ager’ which provided some light relief by celebrating the advantages of aging. This had been sent by Daphne Grieff, who is currently unable to access Zoom. Although not all members can participate in these meetings, they are at least allowing some of us to stay in touch, like the WhatsApp group on which a few members, later that evening, shared their experience of visiting the Anne Frank House in Amsterdam. A phone buddy scheme helps to include those who do not have internet access. The walking group has currently been replaced by pairs who make their own arrangements. Following the nomination for Charnwood Borough Council’s Community Awards, the WI received a certificate of appreciation, and some chocolate. February’s meeting also took place on Zoom. Member Sheryl Bramley demonstrated how to make a rose from marzipan, fondant icing or even clay. Talented Sheryl made it look very easy, but yours truly was so ashamed of her effort she squashed it. Several other members did far better, and proudly shared photos of their efforts on WhatsApp. It had been a very enjoyable meeting, and we are very grateful to Sheryl for doing it.

Election 2021 The government has announced that the elections will go ahead on 6th May 2021. For us locally, we will be holding elections for Leicestershire County Council and the Police and Crime Commissioner. These elections will look slightly different and work is underway to ensure they are carried out in a safe and secure way. Coronavirus will still be with us and it is very important to keep everybody safe whilst they carry out their democratic right to vote. Campaigning rules are still being considered, but there will be a lot more digital and telephone campaigning as door to door campaigning is unlikely to be considered safe. There will be more restrictions at the polling stations and you will be required to wear a mask, bring your own pen or pencil and remain socially distanced, whilst you cast your votes. This may result in longer queues at the polling stations. You are advised to think about registering for a postal vote for this election, to stop unnecessary contact at a polling station. You can cast your vote in the comfort of your own home and pop your vote into the post box, when you take some exercise, or ask a trusted friend to post it for you. There is the option of applying for a proxy vote. A proxy vote allows a trusted person to vote on your behalf. Also, make sure you are registered to vote. You are recommended that you do this now to prevent a last-minute rush. Local people are facing situations they never anticipated. Some are having to navigate the benefit system for the first time whilst many have needed help in understanding the new furlough and job retention schemes launched by the Government. The number of debt cases have increased in Charnwood with some people losing their jobs. In other cases, both people in a partnership are now unemployed, leading to extreme and unexpected hardship. Citizens Advice Charnwood are able to make referrals to food banks for the most vulnerable and for clients moving to benefits for the first time, who may have a four week wait for the payment to be made. Ian Dennis, Chief Officer of Citizens Advice Charnwood, said “This year has been particularly challenging for everyone and like many other organisations we have had to look at how we can adapt to provide a service to the residents of Charnwood. In line with Government guidance, and without a break in our service, we moved away from face-to-face dropin sessions to telephone. The coming months are going to be extremely difficult for a lot of people. Thanks to our dedicated team of paid staff and volunteers, we are here to ensure that people can access our service and get the help they need. The Charnwood team reacted quickly back in March and adapted their Loughborough offices making them Covid safe so they are ready to make some face-to-face appointments when the restrictions are finally lifted. These appointments are especially helpful to clients needing to complete some of the very complicated DWP forms they are currently struggling to do over the phone. The team also ensured that they were able to look after local people through the Lockdown by setting up the Urgent Local Enquiry Line for Charnwood residents. This has proved a lifeline for many people who receive a call back, usually within an hour, from one of the team of advisors working from home. It is anticipated that the demand for the service will continue to increase as long as the restrictions are in place. Woolden Hill Primary School Update March 2021 Welcome to our latest update to share with you the fantastic developments at Woolden Hill! We wanted to take this opportunity to wish the community well and hope that you are all safe during these difficult times. Lockdown learning! At Woolden Hill, we take learning very seriously and the pandemic hasn’t stopped us from offering a wide variety of activities for our pupils whilst we have not been able to have them in school! As school we have invested in over 100 new devices for children to use both during the pandemic and within their classroom environment. This has enabled class teachers to continue to teach children using a learning platform that allows children to access live lessons. The children have loved having access to these lessons and have enjoyed continuing to interact with their class friends, their teacher and share their learning with us day by day! We have been amazed with their creativity and engagement levels, with over 90% of pupils engaging from home! It has been great to see children involved in our creative curriculum and participating in ‘cook along live’ in Year 4. Here are their amazing crispy cakes!

The whole school have also completed activities such as Online Safety Day, Mental Health Week and, coming up soon, World Book Day. You may have even seen our hope posters in the windows to help lift the spirits of the whole community!

In school, we have continued to support our critical key worker families and vulnerable children and have provided school places for between 50 and 60 pupils each day. It has been lovely to still see some children coming through the doors and having the chance for staff to work with children in a safe environment. They have had access to the same curriculum as their friends at home to ensure that everyone has had the opportunity to receive live teaching. We can’t wait to see all of our children return as soon as it is safely possible. Woolden Hill Association (WHA) Our wonderful Woolden Hill Association have also shown great creativity during the pandemic restrictions. It was great to see them coordinate a safe Halloween socially distanced walk around the village and even work with Santa so that he could visit the children on his sleigh at a safe distance. They have continued to support the community such as holding their own Christmas jumper day to create gift bags for vulnerable adults in the village who would usually have a Christmas meal together. We have been very sad that we have not been able to hold our annual community fireworks event or Christmas fair, but as soon as we can hold a community event, we will! Not only that, it will be bigger than any other

Calling All Sporting Hero’s Once again the Events Committee are wanting to hear about Anstey’s Sporting Hero’s. The John Sutherington Award recognises the achievements of sports men and women and group activities. The award was set up in memory of John who was a Parish and Borough Councillor for many years and an avid supporter of local sports. If you have taken part in virtual sporting events over lockdown taken, up a new sport, or reached your personal sporting achievements do let us know. Sent us copies of your Strava, photos of activities, sports blogs we want to recognise not only what you have done for yourself but to give others inspiration to keep fit and improve well-being. Events It will not be possible to hold the Annual Spring Clean this year due to the uncertainty with COVID-19 restrictions. Out thanks to local wombling groups who have been going out individually and in small groups when restrictions have allowed, they have cleared a massive amount of rubbish along the Groby Road. Our thanks also to the kind lady who has been seen regularly litter picking along the Anstey Lane. During the winter months when the trees and hedgerows are bare the problem of litter is more recognisable. The centre of Anstey is litter picked by Charnwood Borough Council and the Parish Council litter pick the areas of open space they are responsible for. We ask that everyone accepts some responsibility for trying to keep the village litter free taking their rubbish home or put it in a local litter bin. Hanging baskets will be going up around the village again this year and the Events Committee will be considering if to hold an ‘Anstey in Bloom’ competition at their next meeting in June. If this does go ahead it will likely be a low-key event there will be no need to enter. Further information will be available if the event is to go ahead at the beginning of July. It is not currently known if there will be a Parish Meeting this year. This is a meeting of the electorate and not the Council. Over the past years there has been a grant giving event which has been decided by those present. The decision if this meeting is held or not will be made by Government guidance. The format

for this meeting will change and we will be inviting those involved in COVID-19 efforts to come and talk. Community Facilities Planning permission has been granted by Charnwood Borough Council for the extension to the Jubilee Hall. These facilities will provide two halls that will be available to hired by various groups including the Scouts and for private bookings. The project will now be moving into the next phase to obtain costings for the scheme the project will be put out to tender and these costings will be reviewed and evaluated. Options for funding this project are being explored and a public works loan board will provide a large majority of the final costs. Neighbourhood Plan The presentation giving an overview of a Neighbourhood Plan for Anstey held on the 2nd February 2021 was well attended. objected to these proposals due to the lack of detail about highways issues, open spaces, affordable housing, schools, doctors and other community infrastructure concerns. Charnwood Borough Council currently cannot demonstrate a five-year land housing supply and this has left the door open for speculative development. Notwithstanding these objections Davidsons Homes have been open and transparent with the parish council about their proposals and if the permissions are granted the council will be working towards ensuring that good community facilities are provided. I understand from the Charnwood Borough Council’s website that the planning application to erect up to 36 dwellings on land adjacent to Maplewell Road, Woodhouse Eaves has been refused planning permission by the Local Planning Authority, dated 12th February 2021. I will update you with further information about the reasons when they are available. May I take this opportunity to thank all the residents who took the time to register their objections and concerns about this application. Nationwide Building Society. Along with my councillor colleagues Deborah Taylor and Paul Baines, I have been corresponding with the decision makers at the Nationwide Building Society about their decision to close Anstey branch. I was grateful to the Daily Mail for raising this issue in the national press (photograph curtesy of Money Mail) I am also pleased that Deborah started a petition which has shown the strength of feeling by local residents against this closure decision. Nationwide say they have only received 11 complaints! I am still in the process of trying to reverse this decision. In my view, they have not grasped the detrimental effect this closure will have on local communities, not just Anstey but the smaller surrounding villages. I believe this will hit the elderly and disabled who rely on public transport. It is unreasonable to say they can access other branches, especially the poor links with the current bus timetables which exist today. In my opinion, it is not good enough for them to suggest ‘the impact assessment provides a map to the next nearest branch to Anstey, as well as links to the County Council, so members can plan their own trip. Although we are unable to provide transport services for disabled members to access other local branches, if these members do need to come into branch the investment we are spending on the surrounding branches will make them much easier to use’. I believe this shows how out of touch Nationwide are with this closure. It was interesting when this matter was printed in the Daily Mail there was also an article from an ex-bank manager about bank closures, who stated ‘despite their glossy advertising, banks no longer care’. This seems to be the case with Nationwide, who in their December newsletter to members stated ‘Our promise to you. We passionately believe in communities, that’s why we’ve made a promise to keep a branch in every town and city we currently serve until at least 2023. We hope this brings some reassurance to our members when the last thing any of us need is more uncertainty’. In my opinion, Nationwide are doing just that with the Anstey branch closure. Council Tax. Charnwood Borough Council are proposing to raise its share of Council Tax by less than 9p a week for a Band D property. The proposed increase would see the annual charge for an average Band D property rise by £4.45p (3.60%) to £131.08p from April 1st.

Lateral Flow Testing. Rapid community testing for Covid-19 is now available in Loughborough, for key workers and those who cannot work from home. A testing site has been set up at Gorse Covert in Maxwell Drive, Loughborough. One in three people who have coronavirus show no symptoms. Rapid lateral flow testing, led by Leicestershire County Council public health team, can quickly identify individuals and stop the spread of infection. Rapid testing is only for those who are eligible, who don’t have symptoms and are already isolating. If you do have symptoms, or have been told to self-isolate, then you should not attend. It is open to key workers and anyone else in the County who currently cannot work from home. I have received a note back from the Joint Forces Development Secretariat after contacting them about the future of the Welbeck Sixth Form College site after the College closes this summer. In their reply they state: ‘By way of an update. We can confirm that the feasibility studies to determine suitability for future use by defence are now finally complete, following delays caused by the Covid-19 restrictions. These findings will now have to be considered by the relevant stakeholders before any final decisions are made. Pending any decisions on final disposal of the site, responsibility for the DSFC Estate and infrastructure will transfer to the MOD upon termination of the Private Finance Initiative with Minerva Education and Training Ltd and detailed planning and preparation work is on-going with Minerva to prepare for that transfer’. Until such time that any decisions are made about the future of the site, I am afraid there is not much more we can usefully add at this time’. I will try and keep you updated as this progresses, I am hopeful we will have more information coming forward, remembering the College is due to close this summer. I know this decision to close this brilliant College has caused concern locally. In my view, the local community has had a good relationship with Welbeck College, hopefully we will see this continue with whoever are the next people to take the site over. Licensing Application. I have had concerns raised by residents about the proposed licensing application to vary the premises license at the Curzon Arms, Maplewell Road, Woodhouse Eaves. I have now sent my representations to Charnwood Borough Council’s Licensing Department. I understand representations will be considered when the application will be decided at a hearing before the Council’s Licensing Sub-Committee. The Council’s Cabinet will consider the proposed budget plans with its recommendations due to go before Full Council on Monday February 22nd. The proposed final budget for 2021/22 is around £19 million. The Covid-19 pandemic has added significant costs and a reduced income from various areas, including car parks, leisure centres and Loughborough Town Hall. Charnwood Borough Council has the 23rd lowest Council Tax charge out of 188 District Councils in the country.

A 16-stone nursery worker was determined to lose weight after seeing a picture of herself on Facebook. Laura Harcourt, 28, had been trying to slim for years but never managed to lose more than a few pounds. As her weight increased she started shying away from being photographed, but at a friend’s birthday party she was persuaded to be in one picture. When it was posted on Facebook the sight of it made up her mind for good – she was determined to lose weight. By that point, in May 2019, Laura had reached 16st 7lbs. She said: “I’d been trying to lose weight on and off for years but only ever lost 12 to 13 pounds. I could never actually get a full stone off so I’d get fed up and give up. A few months later I’d try again and the same would happen - it was a cycle. The weight kept creeping on, being in a relationship and going on date night dinners, going to the pub and getting a quick takeaway on the way home." “I’d look in the mirror and ignore it but deep down I felt like utter rubbish. I would only take pictures from the shoulders up and would avoid all full body photos, always hiding behind other people. It got me badly depressed with myself.” Describing the night of the birthday party, she said: “I felt huge and the most insecure I’d ever been. I literally sat at the table all night hiding my body underneath it. I didn’t get up to dance, even with people begging me to. I joined in with one group photo so I wasn’t a bad friend and it was that picture that changed everything for me. I couldn’t hide and they got a full body picture of me and when I saw it on Facebook the next day I completely sobbed and broke down. I was embarrassed and disgusted with the photo and at myself even now when I look back at it I feel so sad and ashamed that I ever let myself get that big and unhealthy.” Despite the feelings the picture gave her, she turned it into a positive. “That picture was my motivation - I printed it out to put up on the bedroom wall so it was the first thing I saw when I woke up, pushing me.” Laura joined Tom’s Slimming World group and she said it had completely changed her life. She said: “It’s given me body confidence that I never thought I would ever feel.”

She said: “They’ve given me so much motivation when I’ve struggled, with new food ideas to try, taster sessions and different ideas. The group was always a laugh and even when I had a bad week people wouldn’t judge - just give me a kick up the bum and remind me why I started in the first place." In just over a year and a half she has lost 4st 8lbs and has now got down to 11st 13lbs, even losing 5lbs during Christmas week. Cystitis is a common bladder problem that affects as many as one in five women. Usually the first indication that something’s wrong is the need to visit the bathroom more frequently, which, let’s face it, often hurts and never quite gives relief. As well as the constant urge to pee and a painful burning sensation when you do pee, cystitis symptoms can also include pain or pressure in your lower belly, you may feel sick or achy (backache is common) and your pee may be darker or smell stronger than usual. So, what to do? First things first, increase your fluid intake. Aim for at least 2 litres of water daily, preferably still water, to flush through. At our online meeting in February, we welcomed Mark Temple to tell us about the Vanishing Windmills of Leicestershire and Beyond. While watermills already existed in the Saxon period, windmills were probably introduced to England after the Norman conquest. The first written reference to them dates from the 12th century and by the 14th century we have illustrations in books such as the Luttrell Psalter. Those early examples were all post mills, in which the whole structure was pivoted on a large, central post so that it could be turned to face the wind. This made them vulnerable to strong winds and a gale in 1895 destroyed or damaged 40 windmills in the Leicestershire area. The only example surviving in the county today is at Kibworth. The central post was usually supported by a trestle structure resting on four stone piers and sometimes, as at Markfield, the four stones in the shape of a cross are all that remains on the site of a former mill. A later development was the tower mill, in which the sails were mounted at the top of a brick tower, where they could catch more wind. Only the cap with the sails needed to turn to face the wind so the millstones and other heavy equipment could be housed in a fixed building below. However, tower mills were more expensive to build and most Leicestershire windmills continued to be of the post mill type, perhaps because – unlike in Lincolnshire – we have no shortage of hills to put them on. Although 5- and 7-sailed windmills did exist, an even number of sails was preferred so that if one sail was lost, the opposite one could be removed to balance it and keep the mill in use. Loughborough is known to have had four windmills. A “South Prospect of Leicester” from 1743 shows several of them in the area that is now Victoria Park and Highfields, as well as on the distant hills of Charnwood. A large number of village windmills survived into the age of photography and Mark showed us many examples from around the county. During the early 20th century flour began to be milled on a more industrial scale using other sources of power. Most windmills were either dismantled or allowed to

The most famous windmill in this area was at Woodhouse Eaves, which remained a popular tourist destination long after it had fallen out of use, until destroyed by a fire in 1945. Its stone base survives and a viewing platform has been added. Also near to us, Hough’s Mill near Swannington is undergoing restoration and will re-open to visitors as soon as that becomes possible. As far as the members of our Society are aware, there was never a windmill in either of our villages but documents do refer to one somewhere in Swithland. The names of the former furlongs Windmill Lane in Cropston (1775) and Windmill Flat in Thurcaston (1608) suggest that the Swithland mill might have been located not far from our border. www.thurcastoncropstonhistory.org.uk
