Good News Sacheverell Way Street Lights. Firstly let me say it has been a great day for democracy and for the residents of both Groby and Ratby who have spoken out in their hundreds to support my petition to get the street lighting switched back on along Sacheverell Way. I had been contacted by numerous residents from both villages raising concerns over the safety aspects of walking along Sacheverell way in the dark. I was scorned by the Liberal Democrat’s as using this issue as an election gimmick nothing could have been further from the truth. I presented the residents petition to the Deputy cabinet member for Highways prior to the election; I then represented the petition again on the 5th June to the Highways Forum of the County Council where I put forward the resident’s case as their County Councillor. I am pleased to inform you the County Council has had a rethink and moved forward with my suggestion. The lights on Sacheverell Way, Groby, have been re-introduced as part night lighting as my suggestion and are now back on. The lights will operate from dusk until midnight and then 05.30 until dawn. I would like to thank both Groby and Ratby Parish Councils for their support in helping the resident’s petition succeed but most of all I want to thank the residents for their support. Kirby Muxloe 88 JFC U14 Girls Win Leicester City & County Girls FA League Award Kirby Muxloe 88 JFC U14 Girls won the Leicester City & County Girls FA ‘Fair Play’ Award for the 2012/13 Season. This Trophy is awarded to the team that achieves the highest point total over the full season. Points are submitted to the League at the end of each game played by the Opposition Team Managers and Match Officials for Player/Coach & Supporters Respect, Fair Play, Support and atmosphere. A huge well done to all of the girls and their supporters in what was a first season together representing Kirby Muxloe 88 JFC Girls and achieving this fantastic and well deserved award. Double Success For Hannah Cox Hannah Cox; year 10 student at Groby Community College was victorious in the intermediate girls 3000m in the Leicestershire Schools Athletics Championships at Saffron Lane on Saturday 8th June. She is waiting to hear if she will be selected to represent Leicestershire at the England Schools Athletics Championships later this summer after running the English Schools qualification time in a meet at Loughborough University. This is not Hannah’s only success, she is also ranked number 2 in the county in the official British Orienteering rankings for her age group. She has just missed out on a place from the British Orienteering Federation Talent Development Coaching Camp which is being held at Badaguish Outdoor Centre, Aviemore, from Saturday 20th to Saturday 27th July 2013. Currently there appears to have been no official publication of any planning application. However, the recent delivery of a flyer highlighting these building proposals, has made more Kirby residents aware of this potential development.

Royal Visit In Leicester

Prince Edward came to Leicester on Friday 7th June 2013. One part of the visit was to officially open the Queen Elizabeth II Diamond Jubilee Leisure Centre – an £8million sports facility at the heart of Leicester De Montfort University's campus.
Calling all youngsters - it’s time again for Leicestershire libraries’ Summer Reading Challenge. This year’s theme is Creepy House, and with it the promise of spine-tingling adventures for holidaying schoolchildren.
The Prince was shown a short video about the work of dance company Moving Together, which is an arts awards scheme for 12 to 17 year olds. They run degree-level dance courses, fully funded by Mile2.
Creepy House runs from Saturday (July 6) to September 7 and children aged 4-12 years have to visit their local library three times during the summer and read or listen to six books to complete the reading challenge. All children who complete the challenge will receive a Creepy House certificate and medal.
Georgina Payne, 15, from Groby Community College, was one of the dancer’s who performed for Prince Edward. Georgina (far right in the picture below) said: “The dance was partly a routine we had learned and then we changed and came up with our own moves too. The Prince said he had enjoyed watching it. He was asking how long we had been dancing.”
The Creepy House challenge will be officially launched at a family fun morning being held at Donington-le-Heath Manor House, near Coalville, on Saturday. During the event (10.30am to 1pm), children can investigate clues and follow a trail through the Creepy House, listen to spine-tingling tales and take part in other ‘spooky’ craft activities. There will also be face painting with Livi Lollipop. The Creepy House materials have been illustrated by Chris Riddell, who was involved in The Graveyard Book by Neil Gaiman. Richard Blunt, Leicestershire County Council’s Cabinet member for heritage, leisure and arts, said: “With the theme being Creepy House, and with Doningtonle-Heath Manor House a regular host to ‘ghost trails', it seemed the ideal place to hold the family fun morning.” There is also free entry to Bosworth Battlefield Heritage Centre and Snibston Discovery Museum for children taking part in the challenge. Each child must produce their Creepy House sticker poster at reception and be accompanied by a full-paying adult. All the creepy action does not stop at Donington-le-Heath, though. On Friday, August 2, Snibston’s Century Theatre will be playing host to acclaimed author Tommy Donbavand, who is the creator of the successful Scream Street series. Tommy is giving a talk eerily titled Giant Crabs Ate My Brain from 11am to 12 noon and again from 2.30pm to 3.30pm. He is also hosting a fun workshop from 1pm to 2pm when children can write a fun story in his fast and furious 'idea busters' writing workshop.

Farmers' markets set for country parks Leicestershire’s country parks are going to be offering the best of local produce. The county council has linked up with Leicestershire Food Links for a series of farmers’ markets to be set up at both Watermead and Beacon Hill country parks over the coming summer months. The farmers’ market will be at Watermead North near Syston on Sunday 21st July. Produce on offer from 10am-5pm will include organic meats, cakes, dog treats, locallybrewed beer, olives and savoury pies. Nick Fell, the county council’s countryside manager, said: “It’s an innovative move to welcome local suppliers and we're delighted to be collaborating with Leicestershire Food Links.” The dates for the farmers’ markets are: Watermead (Sunday, July 21, September 8) and Beacon Hill (August 11 and September 29). There are also plans for a “Picnic in the Park” event at Market Bosworth on August 4 which will include music, entertainment and locally sourced food.
Kirby Muxloe Parish Plan Update June 2013 The Parish Plan group continues to meet regularly and village improvements are being seen. With financial help from the Parish Council, a number of new bus information casings have been put up at various locations in the village. It is anticipated that the timetable information displayed will be regularly updated as it is published. Thanks are also due to Arriva and the County Council for their help this project. Requests for grants for a variety of projects have been submitted and are being considered whilst the Wildlife and Environmental Group (WEG) is beginning to put down roots. Regular meetings are being held and work is continuing on the establishment of a butterfly and bee sensory garden. Other items discussed have been the possibility of the provision of a community orchard, guided walks in the village and the provision of bird and bat boxes at selected locations.
Ratby Coronation Carnival – A Great Success! This is the second year that the village has celebrated HM The Queen’s Diamond Jubilee and Coronation and this year it was decided to give a donation to the Oncology Unit at Leicester Royal Infirmary. The day was supported by various village groups including Ratby Village Society, Local History Group, Methodist Church, Parish Church, Ratby Sports Club, Scouts, Ratby Women’s Institute and the Parish Council. There were numerous stalls to visit, refreshments, BBQ and the children had plenty of entertainment with mini Land Rovers, bouncy castles, roll-a-penny, lucky-dip, races etc. The Parish Council would like to thank all those village groups who supported the event. A special thank- you to Monty Vann who transported tables/chairs to the venue. Thanks also to those groups who worked extremely hard on the day and raised money for the Oncology Unit. Public health boosted by Trading Ratby Local Standards History Group
The work of Trading Standards is boosting public health in Leicestershire, a leading councillor claims. Ernie White, county council cabinet member for public health, is highlighting Trading Standards’ work at a conference this week. Public health became part of the county council in April this year and it is already working closely with a number of council services, to boost its health work. Trading Standards work that supports public health includes: • Visiting more than 200 businesses per year, to check they comply with laws on packaging and display of tobacco products •
Using child volunteers to attempt 50 test purchases of cigarettes and alcohol per year – 85 per cent of shops complied and there have been three prosecutions over the last year
•
Investigating sales of illicit tobacco products, many of which can contain other harmful substances
•
Cracking down on rogue traders and cold callers, who can lead older people to feel anxious and fearful of crime
•
Ensuring that food is free from chemical contamination, is not accompanied by false ‘health claims’ and is labelled correctly for salt and calorie content.
Ernie White said: “The work of Trading Standards is crucial to what public health is trying to do, by enforcing the law and keeping people safe from harm. “It’s another example of how, by joining forces with the council, public health can have even more of an impact on people’s lives.”
PHYSICIST OF THE YEAR 2013! Alex Bradley of Groby Community College awarded Groby's Physicist of the Year Award, 2013. Alex joined 20 other outstanding year 12 Physics students from across the county at Leicester University (pictured above) on 19th June for a presentation organised by the Ogden Trust. The students, their families and teachers enjoyed experiments and refreshments before an excellent lecture from Professor Emma Bunce about the Cassini Mission to Saturn. They were then presented with their certificates by Professor Mark Lester, the Head of Physics and Astronomy at Leicester University. Blaby District Council has revamped its website and launched two new exciting services; My Blaby and Find My Nearest. My Blaby has been designed to help residents find essential information about services in the district. By typing in their postcode and selecting their address, users will find information that is specific to their area including refuse and recycling collections, council tax costs, schools in their catchment area and district and county councillors. Find My Nearest helps residents to locate key services within the district such as doctors’ surgeries, schools and colleges, and post offices. It also enables residents to see what planning applications are in their local area, with the option to find out more information and submit comments. Councillor David Clements, Corporate Services, Performance and Leisure portfolio holder at Blaby District Council, said: “The new website has been designed with our residents in mind. Accessibility has improved and the introduction of My Blaby and Find My Nearest means information on key services is much easier to find.” Residents can try out the new website and services at www.blaby.gov.uk and leave feedback by filling out the online form. Thankfully, we had glorious sunshine for our second attempt at the KS2 sports day. Like the infants, the juniors took part in a range of races and activities, competing to win medals for themselves and points for their team. The highlight of the afternoon was Theo’s races, held in memory of a very special member of Ratby Primary School. The competition was incredibly close, but Niamh took home the girl’s trophy and Jack took home the boy’s trophy. This special new addition to our sports day proved to be hugely popular, and as we walked back to school the Year 5 pupils were already discussing who would have the honour of having their name engraved on Theo’s trophy next year.

Supporting Leicestershire Families Launches in Blaby District A new service to support vulnerable families and save up to £50 million has been launched in Blaby district. A team of four family support workers will help vulnerable families to turn their lives around, avoiding the need for them to deal with several different agencies. Known as Supporting Leicestershire Families (SLF), the county-wide service brings together the county and district councils, the police, the NHS and other agencies, to help 500 families each year. It is part of a Government initiative. In Leicestershire, vulnerable families currently cost the taxpayer £158 million per year, through benefits, health problems, care cases and other interventions from national and local agencies. It is estimated SLF will eventually save £50 million, or more than £20,000 per family, by providing better, more targeted services. Teresa Neal, senior family support worker at Blaby District Council, said: “This is an
ambitious initiative that will make a real difference to families who need support. We want to break the cycle, where generations of families feel they are locked into their problems. “Instead of having to deal with lots of different agencies, families are assigned their own support worker, who can really get to know them and offer whatever help is required, however long it is required for. “This could be anything from help with parenting to support in finding jobs and training. It will make a real difference to the families, improve services and, over time, save millions of pounds.” The SLF team at Blaby District Council held an educational workshop for around 40 head teachers in order to inform and discuss how the new scheme will run. A pilot for Leicestershire, it has been proposed the workshop will be rolled out across the county.
Research on Leicestershire’s most complex families shows that: • 80 per cent are out of work or have low income or benefits • 61 per cent have a parent with a substance misuse problem • 48 per cent have a family member who is or was an offender • 59 per cent are lone parent households Families receive help either by being referred by one of the member agencies, or by referring themselves. Ratby Raiders Receive Trophy Officials from the Leicestershire F.A. attended a presentation evening at Ratby Sports Club last month. They gave out trophies to the players of Ratby Raiders Under Nines, for winning Division Two of the Leicester and District Mutual League. They also acknowledged the hard work and support of parents and the team's coaches, Scott Jacques and Kev Pym. Due to reductions in government grant and rising demand for key services, the County Council will have to save £100 million over the next 5 years and that equates to one third of our entire budget. Much as we’d like to, we cannot avoid making difficult decisions. Our priority is to protect services for vulnerable people. We will have to look at all of our services and consider ways to reduce spending on them, run them differently and efficiently or stop delivering some of them, as well as identify further efficiency savings. Therefore, Leicestershire County Council wants the public to help it decide its priorities, in the face of reducing Government grant and rising demand for services. An online survey is taking place from July 22nd till September 15th, at www.leics.gov.uk/future and I would urge everyone to complete the on line survey or write in and give the County Council their views. Stamford Street Ratby Drains. I have been in contact with both the assistant Director of Highways and senior managers at the County Council regarding this ongoing problem that residents have faced for the past 3 years. Since I was elected I have had investigations completed twice. I have now been in contacted with Severn Trent Water regarding the issue of sewage spilling into the road and I have asked both the County engineers and Severn Trent to work together. Within the next month or so the road will have to be dug up for further investigation and repairs to be carried out. This will no doubt cause issues regarding parking whilst the work is completed, but will hopefully end resident’s
health fears and solve the problem once and for all.

The County Councils Libraries Summer Reading Challenge This week sees the launch of the Summer Reading Challenge. With over 11000 participants last year, it encourages children across the County to continue to read throughout their summer holidays. The theme for the challenge this year is Creepy House. Highways Enquiries A Revised Approach. A new approach to the handling and management of enquiries relating to highways matters.
Books on Prescription. The County Council is playing a leading role in endorsing the national Reading Well; Books on Prescription Scheme. This Scheme highlights the important role that public libraries can play in contributing to the mental health agenda and in partnership between health bodies, the society of Chief Librarians and the Reading Agency, an independent charity supporting reading and literacy. The Scheme was launched nationally by Ed Vaisey MP, Minister for Culture, Communications and the Creative Industries and Norman Lamb MP, Minister of State Care and Support on the 4th June. The County Council is planning its own launch in July/August to bring together the relevant stakeholders to develop the scheme in the context of our joint health and Wellbeing Strategy and the need for wider awareness campaign for mental health. The scheme provides early intervention through self-help books for adults experiencing a variety of low level mental health conditions. The books can be ‘prescribed’ by a GP or mental health professional and can also be accessed without ‘prescription’. A core list of evidenced based books and promotional leaflets are available from each of the Leicestershire major libraries free of charge. This scheme is further evidence of the key role our libraries can play in delivering a wide range of services within local communities. New Director of Environment and Transport Appointed. Phil Crossland has been appointed the New Director and takes up his post on the 16th September 2013 and replaces the current
In recent times, as is well known, there has been a significant amount of concern expressed by elected members, parish council staff and residents about the way in which highways enquiries are handled by the County Council. Recognising this concern, and also the specific issues that appear to be causing difficulties, a detailed end-to-end review of the relevant processes are being undertaken. This review will look at the three key elements of any complex system - process, technology and people. It will take a few weeks to complete. In the meantime, however, a new approach will be taken within the Customer Service Centre (CSC) with effect from Monday 24 June. A group of ten experienced Customer Services agents will be separated from the main CSC. These staff will be 'ring-fenced' and will handle only highways-related enquiries. CSC agents are currently trained across multiple work areas (e.g. waste, transport, school admissions, blue badges). As such, any one of 25 agents are currently trained to take highways calls alongside this range of other responsibilities. Under the new arrangements, however, only ten staff will take highways calls, effectively specialising in this area of work. They will be relieved of other duties. These 'specialist' staff will then handle all incoming highways enquiries, currently in excess of 1200 calls and 400 emails each week. The relevant CSC telephone lines will be routed to these specific agents. There have been no full Council meetings since February although that has not stopped us representing residents and your views. The meeting in March was cancelled and the only Full Council meeting was for the Mayor making ceremony in May where no formal business was carried out. One asks what the administration in Hinckley is up to our next full Council is on Tuesday 16th July 2013. Scheme Planned to Bring Empty homes Back into Use Owners of long-term empty homes in Hinckley and Bosworth may soon be able to sign up to an innovative new scheme that aims to make more homes available to rent - if it’s approved by councillors later this month. The scheme, which will be called ‘Tailored Housing Solutions’, has attracted over half a million pounds’ worth of funding from the Government’s Homes and Communities Agency. If approved, £522,000 of that funding could be spent bringing 40 privately-owned properties, which have been empty for six months or more, up to a standard suitable to let. A further £90,000 could be allocated to bring six properties in Hinckley town centre back into use. The scheme is also set to create two new Modern Apprentice positions in the council for students leaving college or university. Under the plans, owners of long-term empty homes will be able to lease their properties to the

council for a minimum period of five years to a maximum of 10 years. The council will then arrange for the properties to be renovated to a decent standard and find suitable tenants to rent the properties for the duration of the lease. Meanwhile, six properties in the town centre that are currently empty and unsuitable for letting could also be renovated to a decent standard under the proposals. The properties - all of which are above shops in the town centre – are much-needed smaller units that, once renovated, will house up to 12 people currently on the council’s housing waiting list. The council will charge an affordable rent for every property brought into the scheme, making that property an attractive proposition to people in need of safe, decent, affordable and well-managed accommodation. The rent collected from the tenants will be used to pay off the cost of renovating the properties and whatever money is left over (less a seven per cent management fee) will be paid back to the owner of the property. If the scheme is approved, owners of empty properties can look forward to: A guaranteed set rent from the council for the duration of the agreed lease period – even if the property becomes empty at any time. A hassle-free let – the council will manage the tenants and all repairs on behalf of the owner A very fair management fee of seven per cent

The grand finale to the action packed Summer in the City sees the introduction of a brand new festival celebrating Leicester, right in the heart of the city. Well-established events such as Leicester Belgrave Mela, Sky Ride, Our Leicester Day and Sports Fest will take place alongside some exciting new events like the Old Town Festival, The End of the Pier Delights beach in Orton Square and Journeys Festival in Town Hall Square. The two-day City Festival takes place over various sites across the city centre. Leicester Market, Humberstone & Gallowtree Gate, the Clock Tower, Orton Square, Magazine Square, Newarke Houses Museum, Leicester Castle and Motte and Town Hall Square will all be buzzing with activity for the whole family over the August Bank Holiday.
With lots of free activities from sports, culture, music, art and heritage to volunteering and much more the vibrant City Festival offers a fantastic reason to stay local this Bank Holiday!
Huge congratulations to Groby Community College students; Geno Ayre-Lynch, Josh Grant and Harry Robertson of ‘Stop that Train’ who made it into the finals of the Original Bands Showcase at the Musician in Leicester on the 18th May 2013. With their ska/reggae influenced original sound they cruised through 7 heats and call backs to beat off 394 other acts and make it through to the final. They didn’t win but got down the last 6 bands! The band has only been performing together for one year and is swiftly becoming a band to be reckoned with. They have recently performed on BBC Radio Leicester and Take Over Radio and after winning a previous “unplugged showcase” they bagged themselves the prize of appearing at Strawberry Fields Festival this summer! Well done to the band ‘Stop that Train’ and best of luck for the future.

Discounted Advance National Forest Wood Fair Tickets Now Available To Purchase Advance tickets are now on sale for the National Forest Wood Fair. This year’s National Forest Wood Fair takes place on Bank Holiday Monday 26 August at Beacon Hill Country Park, and will be packed with activities for everyone to enjoy. Children will love the climbing wall, the birds of prey, paddling a coracle, eco art and ranger-led craft activities. There will be plenty for parents to try as well – whether it’s pole lathe turning, willow weaving or pulling a draw knife on a shave horse (nothing to do with the four-legged variety!) The sawdust will fly once the lumberjacks take the stage, and the chainsaw sculptors slice and tease magnificent shapes out of lumps of wood. See massive log chippers in action, and the wood mizer slice through planks of wood like butter. Richard Drakeley, Tourism Development and Promotions Officer for the National Forest Company said: “The National Forest Wood Fair has a reputation for being a fun, family event, a perfect day out for families who like things to do, with quirky activities to try, and plenty of good value, beautiful things to buy.
