Mindless Vandalism at Ferndale Park Ratby village, specifically Ferndale Park, appears to be the subject of considerable vandalism/damage. Recently there has been graffiti, some of which is offensive, which ha s been done on the skate park and toddler areas. Litter bins have also been painted as has the Teen Tower. The chains and the climbing wall grips on the Teen Tower have also been removed – the Parish Council has already replaced the grips once before! This all costs money to replace and to remove offending graffiti – it’s your Council Tax money too! Several young trees have also been ripped up, broken and strewn around the park. The Parish Council has provided excellent facilities on this park for people to enjoy. However, there are a number of people who seem to be bent on destroying these facilities. Tap into online flood survey Residents are encouraged to take part in a questionnaire on local flooding which is being launched by Leicestershire County Council. The online survey went live this week and will gather views which will help to form the council's flood risk management strategy. Flooding can cause damage, disruption and destruction where it occurs and increased heavy rainfall over the past two years suggests the risk could be growing. This consultation asks residents for their views and observations on any history of flooding, both on their property and locally. The council will be looking at the risk in areas where surface water collects after extreme rainfall, at small ‘ordinary’ watercourses such as ditches, streams and brooks which overflow and areas where ground water rises up from underlying rocks or water flowing from underground springs. Peter Osborne, Leicestershire County Council cabinet member for flooding, said: “This questionnaire is a good opportunity for the council to find out local information from residents. Home owners and businesses have knowledge built up over seasons which is very useful to us.

Three Weeks Left to Apply for School Places Parents with children moving to secondary school next year have just under four weeks left to apply for places. Leicestershire County Council is encouraging parents whose children transfer in the autumn term 2014 to apply before the 31st October closing date. The process is not automatic and is the same for a local authority school or a recently-converted academy. If parents apply late - even if they live next door to the school - their child is unlikely to get a place. Anyone expressing a preference for a non-catchment school is urged to also apply for a place at their child’s catchment school. Ivan Ould, Leicestershire County Council cabinet member for the children and young people's service, said: “It is very important that all parents apply on time to give their children the best possible chance of being offered a place at their preferred school. "Last year, we were very successful in meeting parents' preferences but as always, late applicants run the risk of disappointment as schools do become full. "Applying online is easy, cost-effective and secure and by reducing stationery and postage costs, it also saves the council money." Online applicants will receive an email acknowledging receipt and be able to view the decision on 3rd March 2014. Parents can also apply by post if they wish. Prep work for new M1 Don’t miss the Lubbesthorpe bridge Redgates Big begins Autumn Dog Preparation work ahead of the building of a new £8.76m bridge across the M1 began last week. From Monday (September 30) surveying work will take place ahead of the building of the bridge that will provide a link to the planned 4,250 home New Lubbesthorpe development. The early delivery of the bridge, which is due to begin in April 2014, has been made possible thanks to £5m funding towards the scheme announced earlier this year from the Department for Transport. The surveying work will involve the drilling of bore holes and require some overnight lane closures on the M1.

Walk!

The Redgates Farm Animal Sanctuary Annual Sponsored Dog Walk takes place on Sunday 27th October 2013. The walk covers around 6 miles of fields and copses at the back of Redgate Farm, near Stanton and Thornton.

The scheme is being overseen by a project board made up of Leicestershire County Council, the New Lubbesthorpe developers, Blaby District Council, The Highways Agency, A-one+ and the design consultants, WSP Group.

Forest Wine Circle What’s in a name? Certainly our title is not as clear about what we do these days as it might be. When the group was formed, more years ago than most of us want to remember, it was with the objective of making our own wine from fruit from the hedgerows. For some years now, this has no longer been the case. After all, commercial wine has become more widely available, with greater choice and at prices which are affordable. So, we are now more of a social group. We meet at Stafford Leys on the second Wednesday of each month (at 7.45pm), usually to listen to a visiting speaker, but often to ‘do our own thing’. Our own thing can be a quiz night with soup, a hot-dog supper, wine tasting, etc. In fact, we seem to be concentrating more on food than wine these days! This is borne out by our Christmas banquet, put on by (mainly the ladies of) the Committee in December. A veritable feast! The new season of meetings started in September, with a fascinating talk with slides from Sue Ablett about her visit to Tibet. The following months will have a wide variety of topics to offer, including ‘A toastmaster’s tales’ in November and ‘Murder in old Leicester in February. December is our banquet (as mentioned above), and January a soup-with-quiz evening. Visitors and new members are always made welcome. If you fancy a night out amongst a bunch of friendly and sociable people, why not ‘give us a go’? No wine-making is involved these days – though consumption is tolerated! Non-alcoholic drinks are equally acceptable – just bring your own drink and glass. The venue is the Community Centre at Stafford Leys School, starting at 7.45pm. Cost is £3 (including a light-bite supper).

Winter Is Coming – Now Is The Time To Get A Heating Health Check

“STOPTOBER” Being the month of October I thought it would be appropriate to write about stopping smoking in line with the current campaign where thousands of people across England are taking part in what’s called “Stoptober” which is an exciting 28 day challenge to stop smoking.

In Gas Safety Week timely advice came from TrustMark and its scheme operator B&ES (the Building & Engineering Services Association) on the importance of boiler safety and efficiency.

There are approximately 10 million adults in Britain who smoke cigarettes. Research suggests that those who successfully give up for four weeks are five times more likely to stay smoke-free.

Gas is the most commonly used fuel for home heating systems across the country and, although completely safe in principle, a lack of routine maintenance means that around 50 people still needlessly die every year with hundreds more made seriously ill from preventable carbon monoxide poisoning.

The NHS said that last year more than 160,000 people managed to stop smoking for the month of October with the Stoptober campaign. The campaign cost £5.7 million but was considered a success. So far nearly 200,000 people have pledged to take part this year.

Roderick Pettigrew, Chief Executive of B&ES, one of the first organisations to be appointed a TrustMark scheme operator when it was launched in 2006, comments, “Regrettably, too many homeowners rely on old or inefficient boilers or heaters and research shows that 1 in 4 gas-fired appliances in use around the UK are potentially dangerous. More than two thirds of reported cases of carbon monoxide poisoning are connected to central heating appliances and half of these are older central heating boilers.

Since 1974 there has been a decline in cigarette smoking, but 20 per cent of Britons still smoke. Roughly five per cent of British men smoke more than 20 cigarettes a day and seven per cent of pregnant women continue to smoke. In the UK, around 114,000 people die every year from smoking-related illnesses and it remains one of the biggest causes of death and illness.

“If your boiler or other gas appliances like a cooker or gas-fired heater are more three years old or have been infrequently serviced in the past, we strongly advise that you contact a Gas Safe registered engineer to have them inspected and serviced. “Whilst safety is the first priority, with energy bills at stubbornly high levels and the average household dual fuel bill now around £1300, it really is false economy to forgo what should be an annual service and safety check – a well maintained boiler burns up to 10% less fuel than a poorly maintained one and that can mean very important energy savings”

it is still worth taking part in Stoptober to try and come off them and remain totally smoke free. Since the introduction of electronic cigarettes there has been a decline in the number of people accessing the NHS funded stop smoking service. This means that people using the electronic cigarettes are replacing smoke with nicotine vapour but are not becoming totally smoke free. Get Safe Online launches new online safety hotline for parents Recent events have made online safety for children more important than ever, but when parents feel less technically savvy than their kids it can be difficult for parents to manage online risks and feel confident when speaking to their kids about how to keep safe online. To help parents stay up to date, non-profit awareness organisation Get Safe Online has partnered with Norton by Symantec, Neighbourhood Watch and CEOP to launch its ‘Switched On’ campaign, which enables parents to be able to sign up to monthly newsletter emails and download guides from www.getsafeonline.org. The latest information leaflet is attached to this email. These will provide a wealth of information such as the new online channels that kids are using, the different kinds of technology available for kids, as well as the latest safety issues, relevant organisations and the appropriate steps of how to keep children of all ages safe. Ofcom research reveals that 63% of parents of 12- 15 year olds feel their kids know more about the internet than they do and parents are more concerned about their child downloading a virus (23%) than they are about the contact their child might be having with people online (19%). This comes at a time when 30% of children aged 8 - 15 with a profile on Facebook, Ask.fm and other social media sites have their profiles set so that friends of friends or anyone can see them. Get Safe Online is also launching the ‘Switched-On Hotline’ throughout September for parents to ring up experts from Norton by Symantec to speak about any online safety issues that are worrying them, including advice on parental control software.

Top Tips for how parents can keep their children safe online: • Stay private – ensure your child understands the risks of sharing personal information online, such as their full name, location, images and video content and that they should only share these with people they know and trust in the offline world • Opt for parental settings - use the parental control settings on your browser, search engine and internet security package and block pop-ups and spam emails. You should also consider setting up a family e-mail account which can be used specifically to register for websites, competitions etc. • Choose strong passwords – make sure you have activated password protection on your child’s mobile phone or tablet and include random letters and numbers to keep them strong • Keep security up to date – By installing and keeping an internet security product up to date you can protect against identity theft, scams and other threats. Cybercriminals can access social media profiles or extract other personal data from unsecured machines: good internet security software should remove these risks immediately

• Be safe and social – make sure you keep your child’s profile private and use the highest security settings so you can control who sees what and that they report anything untoward to yourself or another adult • Talk about it – encourage conversation about what they are interested in, so you can make the internet a shared, family experience • Don’t worry – the internet is a fantastic tool and with the right guidelines in place there is no reason why it can’t be used to its full advantage. Sometimes it can be difficult for parents to monitor what children are doing online and research shows that while 39% of parents of 12-15s use the history function to see which websites their child has visited, 42% of children aged 12 -15 said they know how to delete website histories and 19% of 12-15s have actually deleted website histories in the last year.

Kirby Muxloe Local History Group The Kirby Muxloe Local History Group meets generally 6 times a year, and membership is open to all. Visitors are always welcome to all our meetings, which generally take place in St. Bartholomew’s Church Hall, Kirby Muxloe. Details of the dates of meetings, together with the topics that will be covered, are shown on the notice board in Kirby Muxloe library as well as on the Group’s web site: www.leicestershirevillages.com/kmlhg The weather was kind for the Village Fun Day on September 8th, where the Group had a table. Many passers-by stopped to look at the pictures of Old Kirby or to browse the transcripts of old school registers. One person was disappointed to hear the explanation that we had only included registers from so far back that they wouldn't embarrass anyone alive today. "I wanted to be embarrassed !" he explained. Several people told us that they had some photos of their own at home. We welcome the opportunity to scan or photograph your photos of Kirby, so please contact any member of the organising committee if you have some that we can copy. Of course, the older the photograph the better, but we are also interested in more modern history. Do you have photographs taken in the village during the silver jubilee celebrations of 1977? Or other public celebrations? The Treasure Hunt competition on our stall proved to be very popular. The winner was Mr. Mullen. Congratulations to him and commiserations to the others of you who took part. On September 19th Mike Gould, the Chair of the Group, gave a talk ‘Luddites – Saints or Sinners?’. The next meeting of the Group will take place on November 21st, when Gareth King will be giving a talk ‘A History of Witches’. Some pictures of ‘Old’ Kirby Muxloe are now displayed in St. Bartholomew’s Church Hall, so if you visit the Hall, you might like to look at them.

RATBY VILLAGE NEWS Dog Fouling There are still some irresponsible dog owners who do not clear up after their dogs. There are also some dog owners who insist on taking their animals into the toddler play area and allowing their dogs to foul there, despite notices stating that dogs should not be allowed in the play areas. If this applies to you, could you please be more considerate and clear up after your animal. New Fencing/Gates The Parish Council has installed new boundary fencing and gates at the entrance to Ferndale Park on Ferndale Drive. The Parish Council has been able to complete this with the aid of a grant received from Hinckley & Bosworth Borough Council Parish & Community Initiative Fund. The Parish Council wishes to publicly thank the Borough Council for its support and financial contribution to this project. County Councillors Report Ratby and Groby Division County Councillor Ozzy O’Shea Tel 0116 2394336 or 07808585825 - Email ozzyoshea@hotmail.com Budget Consultation Have Your Say On Public Services. The County Councils MTFS Consultation 2013/14: despite my request to extend the consultation to cover people returning on late-summer breaks, in my opinion, the most important piece of "tell us your views" LCC has ever done, produced over 7, 400 responses. Preliminary results show that people would rather the County Council prioritise services to older people, children, roads and gritting, than museums, street lighting or grass cutting. Naturally, all responses will be analysed and will form the basis for the next round of consultation- the 2014/15 Budget itself (published in draft form Dec 2013 and agreed by Council 19th Feb 2014). I would also like to update residents that the savings the council is being asked to make has now been raised from £100m to around £110m. County Council leader Nick Rushton has lobbied the 7 Leicestershire MPs on the dire financial decisions we'll have to be making as a result of MP's Budget decisions. On 11th September, the leadership of the County Council and Chief Officers went to Westminster to tell our MPs how it is and the possible consequences in their funding reductions. Charnwood MP Stephen Dorrell was particularly helpful, suggesting Leicestershire should seek to further integrate the local NHS services with LCC's role, particularly public health and social care services. Unitary Council Status Nick Rushton has written to all 7 district council leaders outlining his views on commissioning an independent report looking at what Unitary Council status would look like for the County. This idea is not a new one, but has sparked a debate arising out of the meeting with our MPs and a recent debate at LCC's full council, where it was clear that the idea should be explored. I would be interested in resident’s feedback on their thoughts for a single Council providing all services across the county. Research suggests that those councils who have already integrated the reforms (e.g. Cornwall, Wiltshire, and Northumberland) save on average £20-25 million per year (after two years).

Stamford Street Sewers/Drains I would like to thank residents for their patience, whilst these works were carried out. I appreciate the road was closed for a long period of time and residents had to put up with the inconvenience of diversions. I was liaising with the contractor whilst on holiday in France to make sure things were moving in the right direction. It is clear these investigations uncovered some serious issues. I have spoken to the contactor since returning from holiday, he tells me that 5 collapses have so far been repaired the sewers are now running at 85% efficient. The contactor needs to make one last dig to complete the repairs. This will be done in a approximately a month’s time giving residents a break from the constant closure over the past few weeks. Grit Bins. I am pleased to say that the Grit Bins that we have been waiting the last 3 years for have been delivered and sited by the County Council. Ratby now has 5 more Grit Bins in time for the winter weather. I would like to thank Ratby Parish Council for paying for them. I am only too pleased to have been of assistance in securing them for the village. Markfield Road Repairs. I am sure both residents and motorists will now be happy with the road surface repairs on Markfield Road. The surface started to break up in the hot summer weather and in my eyes became dangerous. I held a site meeting with officers and urgent patching repairs have been carried out whilst I was on holiday. I think everyone will agree they have done a good job with the patching. Grass Cutting. Residents will know that I have been monitoring the state of the grass cutting within the village over the past months and have had to have the contractors return on one occasion. I am pleased to see that one of the clerk of works officers from the County Council monitored the contactors during the last cut and advised them not to rush the work. The result is clearly a more tidy and acceptable job. The Parish Council are looking to take over the contact in September 2014 when the

current County Council contract finishes. I will work closely with the parish council on this issue. Broad Band In late August 2013 the County Council signed a £16.9m contract with BT to deliver fibre broadband to around 95% of business and residential premises in Leicestershire. Following this the County Council has worked with BT to develop an outline map which shows how faster broadband will benefit Leicestershire over the next five years. More detailed maps will be produced as the programme progresses, once BT's planning and survey work has evolved. Further information is provided on the map via going via the following link. http://website/outlinebroadbandmap.pdf City of Culture Bid LCC Cabinet agrees to provide up to £2 million (in guarantees) to support the Leicester 2017 City of Culture bid. Nick Rushton believes that this bid is a once in a lifetime opportunity to put County and City firmly on the map. You may ask why we are committing such an amount of money (one off amount from reserves) in a time of austerity. Past experience from other European (Seville, Spain) and British Cities of culture (Londonderry, Glasgow) shows that there is a significant uplift in visitors, tourism and other economic development opportunities. For every £1 invested, there is a "multiplier effect" of £9 generated in income. So these are exciting times and if successful, will put local attractions, such as Bradgate Park, Bosworth Battlefield firmly on the tourist route. Temporary closure of Whetstone waste site Whetstone Recycling and Household Waste site will close for five days while construction work takes place. The site will close from Monday, October 14th until Friday, October 18 while construction work on a new roundabout at the entrance is carried out. During this time both trade and public users are advised to use alternative sites in Barwell, Oadby and Lutterworth. The work is part of an ambitious scheme by Leicestershire County Council to improve the layout, access and parking at the facility. Blake Pain, Leicestershire County Council cabinet member for waste management, said: “We would like to apologise in advance for any inconvenience this temporary closure will cause. “We would like to thank people for bearing with us while work takes place which will ultimately see real benefits for all users of the site in future.” Information on other recycling and household waste sites run by the council can be found at: www.leics.gov.uk/waste or by calling 0116 305 0001.

Seven-yearolds lodge top marks New figures published reveal that Leicestershire's seven-year-olds are above the national average. The government published key stage one results yesterday which show county children are exceeding the standard in all subjects. Ivan Ould, Leicestershire County Council cabinet member for children and young people, said: "These are great results which show that Leicestershire's seven-year-olds are above the national average in all subjects. We want all youngsters to achieve their goals and these figures suggest they have a bright future." The report which has been through an executive meeting of senior officers and members of the ruling administration at HBBC has a date on it of Jan 2013 which means that they have sat on this report for 8 months with NO attempt to consult with other members. The report, which forms the evidence base for the administration to bring a final report to full council, has identified the need for a 10 pitch site which is required as soon as possible and the site at Earl Shilton which has recently gained planning permission but is subject now to a judicial review which will satisfy that need.

Respect people's rights - be polite, don't go out too late, ring or knock only once, and be prepared to take 'no' for an answer.

However, a further 30 pitches have been identified for the Borough up until 2031. Contained within this report is the shocking fact for Bagworth residents that there are 15 more pitches earmarked for the village.

The site on Station Terrace has been abandoned for years, Costalot does not have existing permission and the Heath Rd site is now derelict and has been for some time. Chris & Ozzy have been requesting that enforcement officers contact the owner of the Heath Rd site and serve a notice requiring them to return the land back to how it was but we are told that the owner cannot be found.

So how can these consultants put forward these 3 sites as potential G&T pitches as they are privately owned and owners are apparently not contactable? Also, 1 pitch has been identified in Barlestone, 7 in Higham on the Hill and another 7 in Markfield. So this report that we have not been privy to is now recommending a further 15 pitches in our Council Ward alone. Our ward currently has far more pitches than any other ward in the whole of the Borough. Residents can rest assured that we will do everything in our power to stop this from happening. However it is interesting to note that there is not one pitch identified in Hinckley. We have no idea when this may come before full council but as soon as we do, we will need your support to prevent this. Where have our Street Sweepers Gone? Residents should be aware that the ruling administration has just published a report that has been sanctioned by Full Council that extols the virtue of the service provided by H.B.B.C. in respect of street cleaning. Whilst we admire and applaud the dedication of the staff, this is only true if you live in and around Hinckley. We get an awful amount of complaints from local residents who don't see a street sweeper from one year to the next. In 2008, the Lib/Dem Administration purchased 5 mechanical walk-behind road sweepers with the promise that these would be deployed Borough wide. The cost of these was £55.000. It now seems, only 5 years later, that these machines were quickly deemed not fit for purpose and mothballed at the Council's storage area known as the depot. Chris has learned that 2 out of the 5 have just been sold for a measly £ 500 each with a further £3k for ongoing maintenance to the remaining three. Imagine then that Chris has also found out that 2 out of the remaining 3 are being used for parts to keep the remaining 1 machine going. It seems the Council only has one operator qualified to use this machine, and the machine has never been deployed outside of the Hinckley area. Makes you wonder where your money is going doesn't it. Horses in Ratby. Residents in Ratby on the new Fielding lane Estate are being subjected on a daily basis to Gypsy horses escaping from a privately rented field into arable land adjacent to Sacheverell

Way in Groby and accessing fielding lane by coming across the M1 Bridge and footpaths. Chris has taken the unusual step of personally contacting the owner of the horses and undertaken a site visit of the field where it is clear that malicious damage to the fencing is occurring. Residents should be aware that these horses are naturally shy but do have foals with them and therefore protective and should not be approached. At present, we are liaising with the agents of the arable field and the Police to prevent anymore incursions. Anti Social Behaviour/Damage/Apple Throwing. We have been made aware of damage being caused on Ferndale Park; it would appear the problems are occurring mostly in the evenings. Trees are being damaged, broken braches thrown around and young trees destroyed. This is mindless vandalism which will be dealt with by the police and the Parish Council will push to prosecute the offenders. It is possibly the same group of people who think that it’s fun to throw apples at properties in Loxley close from the park. Ozzy has been speaking with the police on these issues and the police are following this up. We would urge residents who witness such incidents to call the police on 101 only by working together can we put a stop to this behaviour. Apple throwing is also a problem with young children throwing apples from the community orchard on Taverner Drive over in to the mobile home park hitting the mobile homes. Ozzy was contacted the other night regarding this and went straight round he spoke to a group of young people aged between 8yrs and 12 yrs of age who denied being involved. Ozzy explained the dangers of throwing the apples at the mobile homes such as causing damage or hitting one of the elderly residents. We are working with the police to put a stop to all this behaviour in our village. And this year, for the first time, participants are being asked to log some of the other wildlife they see in their gardens too. The RSPB wants to know whether people ever see deer, squirrels, badgers, hedgehogs frogs and toads in their gardens, to help build an overall picture of how important our gardens are for giving all types of wildlife a home.

Ratby Primary School News.... Hats Off to the Community Knitters Another term, another challenge for the community knitters in Ratby and, once again, they’ve made us proud. After ‘Hats for Heroes’ and jumpers for ‘Fish and Chip Babies’ in Africa; this time the knitters supported Age UK by knitting small woolly hats for bottles of Innocent Smoothies. Drinks wearing the hats will be sold in many major supermarkets during the winter, with 25p from each sale going directly to Age UK to help vulnerable older people cope with the costs of keeping warm in cold weather. The school Knitting Club and community knitters managed to reach our target of 500 hats, raising £125! Thank you so much to everyone who took part in this worthwhile challenge.

Drumming Up New Talent As part of a drive to increase the number of children learning to play a musical instrument, this year all children in Year 3 and Year 4 will be receiving free weekly tuition in how to play the African djembe drum. 3/4OC have already started their lessons, and the reaction of the children has been fantastic! So much so, that 3/4LB and 3/4ES can’t wait to get started. As well as uncovering hidden musical talent, learning to play the drum will also help the children to develop their concentration and co-ordination; skills that will help them with all aspects of their learning. The children will also have the opportunity to take part in performances in school and with other local schools and orchestras. Watch this space for details…

It’s a Girl!

Saturday 25th and Sunday 26th January 2014 It will be eyes to the skies on Saturday 25th and Sunday 26th January 2014, as the nation takes part in the RSPB’s annual Big Garden Birdwatch. The activity is the biggest garden wildlife survey in the world and last year almost 600,000 people counted the birds in their garden. This year, participants will be hoping that further declines of garden favourites recorded last year have slowed down. Starlings hit an all-time low in the 2012 Birdwatch but their numbers then sunk by a further 16 per cent last year. Numbers of house sparrows, which are of high conservation concern, dropped by 17 per cent in gardens compared to 2012, whilst bullfinches and dunnocks fell by 20 per cent and 13 per cent respectively. These worrying declines mirror the findings of the State of Nature report which was launched earlier this year by 25 UK wildlife groups with the backing of Sir David Attenborough. The report revealed that 60 per cent of the wildlife species included are in decline, and one in ten of these could be the road to extinction in the UK unless something is done to save them. Big Garden Birdwatch, which has been running for 35 years, provides the RSPB with masses of information about changes in numbers of garden birds in winter, and helps to alert conservationists to significant declines in UK garden species like house sparrows and starlings.

To take part, people are asked to spend just one hour at any time of Big Garden Birdwatch weekend noting the highest number of each bird species seen in their gardens or local outside space at any one time. They then have three weeks to submit their results to the RSPB, either online at www.rspb.org.uk/birdwatch or in the post. Richard Bashford, RSPB Big Garden Birdwatch Manager says: “Thousands of people have been giving nature a home in their gardens across the country and Big Garden Birdwatch is a great way to reaping the rewards by seeing what creatures are finding a refuge there over the winter. “Every single person who takes part in the Big Garden Birdwatch is helping us learn about what is happening with our much-loved feathered friends. “And these are birds that really count on us. At this time of year in particular they come to our gardens for help – with food, water and shelter. Millions of people around the UK help give them a home by providing these things and the Big Garden Birdwatch allows us to check what impact their help is having. “The situation has been dire for birds like starlings and sparrows over the last 30 years, but by knowing the exact situation, we can help to put things right.” Some birds have had better fortunes over the years. Sightings of popular species like blue tits, great tits and coal tits have increased since the survey begun in 1979. Goldfinches, which were absent from the Big Garden Birdwatch top 15 in the early years, have featured regularly as a top 15 species since 2004. Participants don’t have to count these other species over the Big Garden Birdwatch weekend, just tell the RSPB whether they have ever seen them in their gardens, at any time of year.

This Year we are proud to be working with Stephenson College and hosting a “Working Together” course for all parents and carers of primary aged children. The course aims to explain to families how Literacy and Numeracy are taught in primary schools, and adults who take part can earn their adult numeracy qualifications. Pirates A’hoy! On Friday 4th October Ratby Primary School was invaded by a hoard of reveling pirates! On closer inspection, it appeared that the pirates were in fact the children, staff and parents of KS1; whose topic for this half term has been "Pirates A'hoy!" The children have been finding out about all aspects of pirate life and had fun creating their own pirate stories and adventures. In recognition of all the fantastic work the children have done, Friday was declared “Pirate Day” and each child invited one of their grown-ups to join us for all kinds of sea-faring shenanigans. Over 90 children came to school dressed as pirates and spent the morning taking part in pirate craft activities; which included baking and making masks, hats and telescopes. In the afternoon the grown-ups joined us and the fun really started! Almost 80 parents and grandparents came, and even they couldn’t resist the urge to don their eye patches, bandanas and pirate costumes. The children and grown-ups played hilarious pirate games together in the hall, and had the chance to share their workbooks in the classrooms, before all coming together for a pirate party tea. One look at the children's faces showed what a huge success the day was! The KS1 staff would like to thank all of the adults who supported us in this event - especially those who were great sports on the day, dressing up and even letting our little "pip squeak pirates" squirt them with their pirate water pistols!

This Year we are proud to be working with Stephenson College and hosting a “Working Together” course for all parents and carers of primary aged children. The course aims to explain to families how Literacy and Numeracy are taught in primary schools, and adults who take part can earn their adult numeracy qualifications. Though the course is underway, there are still places available; and parents who completed the course last year highly recommend it to anyone with young children. Pirates A’hoy! On Friday 4th October Ratby Primary School was invaded by a hoard of reveling pirates! On closer inspection, it appeared that the pirates were in fact the children, staff and parents of KS1; whose topic for this half term has been "Pirates A'hoy!" The children have been finding out about all aspects of pirate life and had fun creating their own pirate stories and adventures. In recognition of all the fantastic work the children have done, Friday was declared “Pirate Day” and each child invited one of their grown-ups to join us for all kinds of sea-faring shenanigans. Over 90 children came to school dressed as pirates and spent the morning taking part in pirate craft activities; which included baking and making masks, hats and telescopes. In the afternoon the grown-ups joined us and the fun really started! Almost 80 parents and grandparents came, and even they couldn’t resist the urge to don their eye patches, bandanas and pirate costumes. The children and grown-ups played hilarious pirate games together in the hall, and had the chance to share their workbooks in the classrooms, before all coming together for a pirate party tea. One look at the children's faces showed what a huge success the day was! The KS1 staff would like to thank all of the adults who supported us in this event - especially those who were great sports on the day, dressing up and even letting our little "pip squeak pirates" squirt them with their pirate water pistols!

And this year, for the first time, participants are being asked to log some of the other wildlife they see in their gardens too. The RSPB wants to know whether people ever see deer, squirrels, badgers, hedgehogs frogs and toads in their gardens, to help build an overall picture of how important our gardens are for giving all types of wildlife a home.

Ratby Primary School News.... Hats Off to the Community Knitters Another term, another challenge for the community knitters in Ratby and, once again, they’ve made us proud. After ‘Hats for Heroes’ and jumpers for ‘Fish and Chip Babies’ in Africa; this time the knitters supported Age UK by knitting small woolly hats for bottles of Innocent Smoothies. Drinks wearing the hats will be sold in many major supermarkets during the winter, with 25p from each sale going directly to Age UK to help vulnerable older people cope with the costs of keeping warm in cold weather. The school Knitting Club and community knitters managed to reach our target of 500 hats, raising £125! Thank you so much to everyone who took part in this worthwhile challenge.

Drumming Up New Talent As part of a drive to increase the number of children learning to play a musical instrument, this year all children in Year 3 and Year 4 will be receiving free weekly tuition in how to play the African djembe drum. 3/4OC have already started their lessons, and the reaction of the children has been fantastic! So much so, that 3/4LB and 3/4ES can’t wait to get started. As well as uncovering hidden musical talent, learning to play the drum will also help the children to develop their concentration and co-ordination; skills that will help them with all aspects of their learning. The children will also have the opportunity to take part in performances in school and with other local schools and orchestras. Watch this space for details…

It’s a Girl!

Saturday 25th and Sunday 26th January 2014 It will be eyes to the skies on Saturday 25th and Sunday 26th January 2014, as the nation takes part in the RSPB’s annual Big Garden Birdwatch. The activity is the biggest garden wildlife survey in the world and last year almost 600,000 people counted the birds in their garden. This year, participants will be hoping that further declines of garden favourites recorded last year have slowed down. Starlings hit an all-time low in the 2012 Birdwatch but their numbers then sunk by a further 16 per cent last year. Numbers of house sparrows, which are of high conservation concern, dropped by 17 per cent in gardens compared to 2012, whilst bullfinches and dunnocks fell by 20 per cent and 13 per cent respectively. These worrying declines mirror the findings of the State of Nature report which was launched earlier this year by 25 UK wildlife groups with the backing of Sir David Attenborough. The report revealed that 60 per cent of the wildlife species included are in decline, and one in ten of these could be the road to extinction in the UK unless something is done to save them. Big Garden Birdwatch, which has been running for 35 years, provides the RSPB with masses of information about changes in numbers of garden birds in winter, and helps to alert conservationists to significant declines in UK garden species like house sparrows and starlings.

During the summer holidays, Ratby Primary School gained it youngest member as Miss Carroll, who usually supports children in KS1, gave birth to a healthy (and extremely cute) baby girl. Baby Olivia was born on 7th August and weighed 8lb, 10oz.

To take part, people are asked to spend just one hour at any time of Big Garden Birdwatch weekend noting the highest number of each bird species seen in their gardens or local outside space at any one time. They then have three weeks to submit their results to the RSPB, either online at www.rspb.org.uk/birdwatch or in the post. Richard Bashford, RSPB Big Garden Birdwatch Manager says: “Thousands of people have been giving nature a home in their gardens across the country and Big Garden Birdwatch is a great way to reaping the rewards by seeing what creatures are finding a refuge there over the winter. “Every single person who takes part in the Big Garden Birdwatch is helping us learn about what is happening with our much-loved feathered friends. “And these are birds that really count on us. At this time of year in particular they come to our gardens for help – with food, water and shelter. Millions of people around the UK help give them a home by providing these things and the Big Garden Birdwatch allows us to check what impact their help is having. “The situation has been dire for birds like starlings and sparrows over the last 30 years, but by knowing the exact situation, we can help to put things right.” Some birds have had better fortunes over the years. Sightings of popular species like blue tits, great tits and coal tits have increased since the survey begun in 1979. Goldfinches, which were absent from the Big Garden Birdwatch top 15 in the early years, have featured regularly as a top 15 species since 2004. Temporary closure of Whetstone waste site Whetstone Recycling and Household Waste site will close for five days while construction work takes place. The site will close from Monday, October 14th until Friday, October 18 while construction work on a new roundabout at the entrance is carried out. During this time both trade and public users are advised to use alternative sites in Barwell, Oadby and Lutterworth. The work is part of an ambitious scheme by Leicestershire County Council to improve the layout, access and parking at the facility. Halloween Safety Advice Halloween can be a lot of fun for children and young people, but it can also be distressing and intimidating for some residents. If you are going 'trick or treating' please respect and consider others and follow these top tips to ensure everyone has a safe and enjoyable time:

Go alone - 'trick or treating' is more fun and safer if you go in a small group with friends and family. Go into houses - stay on the doorstep where the responsible adult can see you. Play pranks that may damage property - this could result in arrest and a criminal record. Demand money or intimidate people Halloween can be a night that some residents dread, so be respectful and polite. Don't throw eggs or flour - it's classed as a criminal offence and you will be arrested!

Look out for Treacle posters - These will let you know whether 'trick or treaters' are welcome at a house or aren't. Take extra care crossing roads - more accidents happen to children in the dark. Go with an adult - get a responsible adult to go with your group to help in case you have any problems. Dress to be seen - wear light, reflective clothes or carry a lamp or torch so that drivers and your responsible adult can see you.

Exposed!! Secret Lib Dem plans to flood the Northern Parishes with Traveller pitches!! Back in 2009 , we were presented with a document entitled the Gypsy and Traveller Site allocations Document which sought to identify possible pitches which had to be identified for the provision of sites under the then emerging local development framework. Nothing has happened with this document for over 4 years as the ruling administration declared that they would stop any further lawful development of G & T sites or extending the present one’s. We have just acquired a copy of their new evidence based report from paid consultants which identify new and extending used sites in Bagworth. The report which has been through an executive meeting of senior officers and members of the ruling administration at HBBC has a date on it of Jan 2013 which means that they have sat on this report for 8 months with NO attempt to consult with other members. The report, which forms the evidence base for the administration to bring a final report to full council, has identified the need for a 10 pitch site which is required as soon as possible and the site at Earl Shilton which has recently gained planning permission but is subject now to a judicial review which will satisfy that need.

Respect people's rights - be polite, don't go out too late, ring or knock only once, and be prepared to take 'no' for an answer.

However, a further 30 pitches have been identified for the Borough up until 2031. Contained within this report is the shocking fact for Bagworth residents that there are 15 more pitches earmarked for the village.

6 more pitches on Costalot which they claim have existing planning permission to extend 7 more pitches on Finney’s land on Heath Rd.

The site on Station Terrace has been abandoned for years, Costalot does not have existing permission and the Heath Rd site is now derelict and has been for some time. Chris & Ozzy have been requesting that enforcement officers contact the owner of the Heath Rd site and serve a notice requiring them to return the land back to how it was but we are told that the owner cannot be found.

So how can these consultants put forward these 3 sites as potential G&T pitches as they are privately owned and owners are apparently not contactable? Also, 1 pitch has been identified in Barlestone, 7 in Higham on the Hill and another 7 in Markfield. So this report that we have not been privy to is now recommending a further 15 pitches in our Council Ward alone. Our ward currently has far more pitches than any other ward in the whole of the Borough. Residents can rest assured that we will do everything in our power to stop this from happening. However it is interesting to note that there is not one pitch identified in Hinckley. We have no idea when this may come before full council but as soon as we do, we will need your support to prevent this. Where have our Street Sweepers Gone? Residents should be aware that the ruling administration has just published a report that has been sanctioned by Full Council that extols the virtue of the service provided by H.B.B.C. in respect of street cleaning. Whilst we admire and applaud the dedication of the staff, this is only true if you live in and around Hinckley. We get an awful amount of complaints from local residents who don't see a street sweeper from one year to the next. In 2008, the Lib/Dem Administration purchased 5 mechanical walk-behind road sweepers with the promise that these would be deployed Borough wide. The cost of these was £55.000. It now seems, only 5 years later, that these machines were quickly deemed not fit for purpose and mothballed at the Council's storage area known as the depot. Chris has learned that 2 out of the 5 have just been sold for a measly £ 500 each with a further £3k for ongoing maintenance to the remaining three. Imagine then that Chris has also found out that 2 out of the remaining 3 are being used for parts to keep the remaining 1 machine going. It seems the Council only has one operator qualified to use this machine, and the machine has never been deployed outside of the Hinckley area. Makes you wonder where your money is going doesn't it. Horses in Ratby. Residents in Ratby on the new Fielding lane Estate are being subjected on a daily basis to Gypsy horses escaping from a privately rented field into arable land adjacent to Sacheverell

Way in Groby and accessing fielding lane by coming across the M1 Bridge and footpaths. Chris has taken the unusual step of personally contacting the owner of the horses and undertaken a site visit of the field where it is clear that malicious damage to the fencing is occurring. Residents should be aware that these horses are naturally shy but do have foals with them and therefore protective and should not be approached. At present, we are liaising with the agents of the arable field and the Police to prevent anymore incursions. Anti Social Behaviour/Damage/Apple Throwing. We have been made aware of damage being caused on Ferndale Park; it would appear the problems are occurring mostly in the evenings. Trees are being damaged, broken braches thrown around and young trees destroyed. This is mindless vandalism which will be dealt with by the police and the Parish Council will push to prosecute the offenders. It is possibly the same group of people who think that it’s fun to throw apples at properties in Loxley close from the park. Ozzy has been speaking with the police on these issues and the police are following this up. We would urge residents who witness such incidents to call the police on 101 only by working together can we put a stop to this behaviour. Apple throwing is also a problem with young children throwing apples from the community orchard on Taverner Drive over in to the mobile home park hitting the mobile homes. Ozzy was contacted the other night regarding this and went straight round he spoke to a group of young people aged between 8yrs and 12 yrs of age who denied being involved. Ozzy explained the dangers of throwing the apples at the mobile homes such as causing damage or hitting one of the elderly residents. We are working with the police to put a stop to all this behaviour in our village. We would urge residents who witnesses such behaviour to contact the police only by working together can we put a stop to this. Should you have any issues please do not hesitate to contact us. County Councillors Report Ratby and Groby Division County Councillor Ozzy O’Shea Tel 0116 2394336 or 07808585825 - Email ozzyoshea@hotmail.com Budget Consultation Have Your Say On Public Services. The County Councils MTFS Consultation 2013/14: despite my request to extend the consultation to cover people returning on late-summer breaks, in my opinion, the most important piece of "tell us your views" LCC has ever done, produced over 7, 400 responses. Preliminary results show that people would rather the County Council prioritise services to older people, children, roads and gritting, than museums, street lighting or grass cutting. Naturally, all responses will be analysed and will form the basis for the next round of consultation- the 2014/15 Budget itself (published in draft form Dec 2013 and agreed by Council 19th Feb 2014). I would also like to update residents that the savings the council is being asked to make has now been raised from £100m to around £110m. County Council leader Nick Rushton has lobbied the 7 Leicestershire MPs on the dire financial decisions we'll have to be making as a result of MP's Budget decisions. On 11th September, the leadership of the County Council and Chief Officers went to Westminster to tell our MPs how it is and the possible consequences in their funding reductions. Charnwood MP Stephen Dorrell was particularly helpful, suggesting Leicestershire should seek to further integrate the local NHS services with LCC's role, particularly public health and social care services. Unitary Council Status Nick Rushton has written to all 7 district council leaders outlining his views on commissioning an independent report looking at what Unitary Council status would look like for the County. This idea is not a new one, but has sparked a debate arising out of the meeting with our MPs and a recent debate at LCC's full council, where it was clear that the idea should be explored. I would be interested in resident’s feedback on their thoughts for a single Council providing all services across the county. Research suggests that those councils who have already integrated the reforms (e.g. Cornwall, Wiltshire, and Northumberland) save on average £20-25 million per year (after two years).

Stamford Street Sewers/Drains I would like to thank residents for their patience, whilst these works were carried out. I appreciate the road was closed for a long period of time and residents had to put up with the inconvenience of diversions. I was liaising with the contractor whilst on holiday in France to make sure things were moving in the right direction. It is clear these investigations uncovered some serious issues. I have spoken to the contactor since returning from holiday, he tells me that 5 collapses have so far been repaired the sewers are now running at 85% efficient. The contactor needs to make one last dig to complete the repairs. This will be done in a approximately a month’s time giving residents a break from the constant closure over the past few weeks. Grit Bins. I am pleased to say that the Grit Bins that we have been waiting the last 3 years for have been delivered and sited by the County Council. Ratby now has 5 more Grit Bins in time for the winter weather. I would like to thank Ratby Parish Council for paying for them. I am only too pleased to have been of assistance in securing them for the village. Markfield Road Repairs. I am sure both residents and motorists will now be happy with the road surface repairs on Markfield Road. The surface started to break up in the hot summer weather and in my eyes became dangerous. I held a site meeting with officers and urgent patching repairs have been carried out whilst I was on holiday. I think everyone will agree they have done a good job with the patching. Grass Cutting. Residents will know that I have been monitoring the state of the grass cutting within the village over the past months and have had to have the contractors return on one occasion. I am pleased to see that one of the clerk of works officers from the County Council monitored the contactors during the last cut and advised them not to rush the work. The result is clearly a more tidy and acceptable job. The Parish Council are looking to take over the contact in September 2014 when the

current County Council contract finishes. I will work closely with the parish council on this issue. Broad Band In late August 2013 the County Council signed a £16.9m contract with BT to deliver fibre broadband to around 95% of business and residential premises in Leicestershire. Following this the County Council has worked with BT to develop an outline map which shows how faster broadband will benefit Leicestershire over the next five years. More detailed maps will be produced as the programme progresses, once BT's planning and survey work has evolved. Further information is provided on the map via going via the following link. http://website/outlinebroadbandmap.pdf City of Culture Bid LCC Cabinet agrees to provide up to £2 million (in guarantees) to support the Leicester 2017 City of Culture bid. Nick Rushton believes that this bid is a once in a lifetime opportunity to put County and City firmly on the map. You may ask why we are committing such an amount of money (one off amount from reserves) in a time of austerity. Past experience from other European (Seville, Spain) and British Cities of culture (Londonderry, Glasgow) shows that there is a significant uplift in visitors, tourism and other economic development opportunities. For every £1 invested, there is a "multiplier effect" of £9 generated in income. So these are exciting times and if successful, will put local attractions, such as Bradgate Park, Bosworth Battlefield firmly on the tourist route. Get Safe Online launches new online safety hotline for parents Recent events have made online safety for children more important than ever, but when parents feel less technically savvy than their kids it can be difficult for parents to manage online risks and feel confident when speaking to their kids about how to keep safe online. To help parents stay up to date, non-profit awareness organisation Get Safe Online has partnered with Norton by Symantec, Neighbourhood Watch and CEOP to launch its ‘Switched On’ campaign, which enables parents to be able to sign up to monthly newsletter emails and download guides from www.getsafeonline.org. The latest information leaflet is attached to this email. These will provide a wealth of information such as the new online channels that kids are using, the different kinds of technology available for kids, as well as the latest safety issues, relevant organisations and the appropriate steps of how to keep children of all ages safe. Ofcom research reveals that 63% of parents of 12- 15 year olds feel their kids know more about the internet than they do and parents are more concerned about their child downloading a virus (23%) than they are about the contact their child might be having with people online (19%). This comes at a time when 30% of children aged 8 - 15 with a profile on Facebook, Ask.fm and other social media sites have their profiles set so that friends of friends or anyone can see them. Get Safe Online is also launching the ‘Switched-On Hotline’ throughout September for parents to ring up experts from Norton by Symantec to speak about any online safety issues that are worrying them, including advice on parental control software.

Top Tips for how parents can keep their children safe online: • Stay private – ensure your child understands the risks of sharing personal information online, such as their full name, location, images and video content and that they should only share these with people they know and trust in the offline world • Opt for parental settings - use the parental control settings on your browser, search engine and internet security package and block pop-ups and spam emails. You should also consider setting up a family e-mail account which can be used specifically to register for websites, competitions etc. • Choose strong passwords – make sure you have activated password protection on your child’s mobile phone or tablet and include random letters and numbers to keep them strong • Keep security up to date – By installing and keeping an internet security product up to date you can protect against identity theft, scams and other threats. Cybercriminals can access social media profiles or extract other personal data from unsecured machines: good internet security software should remove these risks immediately

• Be safe and social – make sure you keep your child’s profile private and use the highest security settings so you can control who sees what and that they report anything untoward to yourself or another adult • Talk about it – encourage conversation about what they are interested in, so you can make the internet a shared, family experience • Don’t worry – the internet is a fantastic tool and with the right guidelines in place there is no reason why it can’t be used to its full advantage. Sometimes it can be difficult for parents to monitor what children are doing online and research shows that while 39% of parents of 12-15s use the history function to see which websites their child has visited, 42% of children aged 12 -15 said they know how to delete website histories and 19% of 12-15s have actually deleted website histories in the last year.

Kirby Muxloe Local History Group The Kirby Muxloe Local History Group meets generally 6 times a year, and membership is open to all. Visitors are always welcome to all our meetings, which generally take place in St. Bartholomew’s Church Hall, Kirby Muxloe. Details of the dates of meetings, together with the topics that will be covered, are shown on the notice board in Kirby Muxloe library as well as on the Group’s web site: www.leicestershirevillages.com/kmlhg The weather was kind for the Village Fun Day on September 8th, where the Group had a table. Many passers-by stopped to look at the pictures of Old Kirby or to browse the transcripts of old school registers. One person was disappointed to hear the explanation that we had only included registers from so far back that they wouldn't embarrass anyone alive today. "I wanted to be embarrassed !" he explained. Several people told us that they had some photos of their own at home. We welcome the opportunity to scan or photograph your photos of Kirby, so please contact any member of the organising committee if you have some that we can copy. Of course, the older the photograph the better, but we are also interested in more modern history. Do you have photographs taken in the village during the silver jubilee celebrations of 1977? Or other public celebrations? The Treasure Hunt competition on our stall proved to be very popular. The winner was Mr. Mullen. Congratulations to him and commiserations to the others of you who took part. On September 19th Mike Gould, the Chair of the Group, gave a talk ‘Luddites – Saints or Sinners?’. The next meeting of the Group will take place on November 21st, when Gareth King will be giving a talk ‘A History of Witches’. Some pictures of ‘Old’ Kirby Muxloe are now displayed in St. Bartholomew’s Church Hall, so if you visit the Hall, you might like to look at them.

RATBY VILLAGE NEWS Dog Fouling There are still some irresponsible dog owners who do not clear up after their dogs. There are also some dog owners who insist on taking their animals into the toddler play area and allowing their dogs to foul there, despite notices stating that dogs should not be allowed in the play areas. If this applies to you, could you please be more considerate and clear up after your animal. New Fencing/Gates The Parish Council has installed new boundary fencing and gates at the entrance to Ferndale Park on Ferndale Drive. The Parish Council has been able to complete this with the aid of a grant received from Hinckley & Bosworth Borough Council Parish & Community Initiative Fund. The Parish Council wishes to publicly thank the Borough Council for its support and financial contribution to this project. Christmas 2013 Having received some negative comments previously regarding the lack of Christmas decorations the Council is sure the residents will be pleased to note that the Parish Council will be providing street decorations in the village this year – and not just a Christmas Tree! Forest Wine Circle What’s in a name? Certainly our title is not as clear about what we do these days as it might be. When the group was formed, more years ago than most of us want to remember, it was with the objective of making our own wine from fruit from the hedgerows. For some years now, this has no longer been the case. After all, commercial wine has become more widely available, with greater choice and at prices which are affordable. So, we are now more of a social group. We meet at Stafford Leys on the second Wednesday of each month (at 7.45pm), usually to listen to a visiting speaker, but often to ‘do our own thing’. Our own thing can be a quiz night with soup, a hot-dog supper, wine tasting, etc. In fact, we seem to be concentrating more on food than wine these days! This is borne out by our Christmas banquet, put on by (mainly the ladies of) the Committee in December. A veritable feast! The new season of meetings started in September, with a fascinating talk with slides from Sue Ablett about her visit to Tibet. The following months will have a wide variety of topics to offer, including ‘A toastmaster’s tales’ in November and ‘Murder in old Leicester in February. December is our banquet (as mentioned above), and January a soup-with-quiz evening. Visitors and new members are always made welcome. If you fancy a night out amongst a bunch of friendly and sociable people, why not ‘give us a go’? No wine-making is involved these days – though consumption is tolerated! Non-alcoholic drinks are equally acceptable – just bring your own drink and glass. The venue is the Community Centre at Stafford Leys School, starting at 7.45pm. Cost is £3 (including a light-bite supper).

Winter Is Coming – Now Is The Time To Get A Heating Health Check

“STOPTOBER” Being the month of October I thought it would be appropriate to write about stopping smoking in line with the current campaign where thousands of people across England are taking part in what’s called “Stoptober” which is an exciting 28 day challenge to stop smoking.

In Gas Safety Week timely advice came from TrustMark and its scheme operator B&ES (the Building & Engineering Services Association) on the importance of boiler safety and efficiency.

There are approximately 10 million adults in Britain who smoke cigarettes. Research suggests that those who successfully give up for four weeks are five times more likely to stay smoke-free.

Gas is the most commonly used fuel for home heating systems across the country and, although completely safe in principle, a lack of routine maintenance means that around 50 people still needlessly die every year with hundreds more made seriously ill from preventable carbon monoxide poisoning.

The NHS said that last year more than 160,000 people managed to stop smoking for the month of October with the Stoptober campaign. The campaign cost £5.7 million but was considered a success. So far nearly 200,000 people have pledged to take part this year.

Roderick Pettigrew, Chief Executive of B&ES, one of the first organisations to be appointed a TrustMark scheme operator when it was launched in 2006, comments, “Regrettably, too many homeowners rely on old or inefficient boilers or heaters and research shows that 1 in 4 gas-fired appliances in use around the UK are potentially dangerous. More than two thirds of reported cases of carbon monoxide poisoning are connected to central heating appliances and half of these are older central heating boilers.

Since 1974 there has been a decline in cigarette smoking, but 20 per cent of Britons still smoke. Roughly five per cent of British men smoke more than 20 cigarettes a day and seven per cent of pregnant women continue to smoke. In the UK, around 114,000 people die every year from smoking-related illnesses and it remains one of the biggest causes of death and illness.

“If your boiler or other gas appliances like a cooker or gas-fired heater are more three years old or have been infrequently serviced in the past, we strongly advise that you contact a Gas Safe registered engineer to have them inspected and serviced. “Whilst safety is the first priority, with energy bills at stubbornly high levels and the average household dual fuel bill now around £1300, it really is false economy to forgo what should be an annual service and safety check – a well maintained boiler burns up to 10% less fuel than a poorly maintained one and that can mean very important energy savings”

it is still worth taking part in Stoptober to try and come off them and remain totally smoke free. Since the introduction of electronic cigarettes there has been a decline in the number of people accessing the NHS funded stop smoking service. This means that people using the electronic cigarettes are replacing smoke with nicotine vapour but are not becoming totally smoke free. Piggy banks are back Where do you store your savings? Surprisingly, more of us are saving cash in a jar or under a mattress than in a bank or building society. Tap into online flood survey Residents are encouraged to take part in a questionnaire on local flooding which is being launched by Leicestershire County Council. The online survey went live this week and will gather views which will help to form the council's flood risk management strategy. Flooding can cause damage, disruption and destruction where it occurs and increased heavy rainfall over the past two years suggests the risk could be growing. This consultation asks residents for their views and observations on any history of flooding, both on their property and locally. The council will be looking at the risk in areas where surface water collects after extreme rainfall, at small ‘ordinary’ watercourses such as ditches, streams and brooks which overflow and areas where ground water rises up from underlying rocks or water flowing from underground springs. Peter Osborne, Leicestershire County Council cabinet member for flooding, said: “This questionnaire is a good opportunity for the council to find out local information from residents. Home owners and businesses have knowledge built up over seasons which is very useful to us.

Three Weeks Left to Apply for School Places Parents with children moving to secondary school next year have just under four weeks left to apply for places. Leicestershire County Council is encouraging parents whose children transfer in the autumn term 2014 to apply before the 31st October closing date. The process is not automatic and is the same for a local authority school or a recently-converted academy. If parents apply late - even if they live next door to the school - their child is unlikely to get a place. Anyone expressing a preference for a non-catchment school is urged to also apply for a place at their child’s catchment school. Ivan Ould, Leicestershire County Council cabinet member for the children and young people's service, said: “It is very important that all parents apply on time to give their children the best possible chance of being offered a place at their preferred school. "Last year, we were very successful in meeting parents' preferences but as always, late applicants run the risk of disappointment as schools do become full. "Applying online is easy, cost-effective and secure and by reducing stationery and postage costs, it also saves the council money." Online applicants will receive an email acknowledging receipt and be able to view the decision on 3rd March 2014. Parents can also apply by post if they wish. Prep work for new M1 Don’t miss the Lubbesthorpe bridge Redgates Big begins Autumn Dog Preparation work ahead of the building of a new £8.76m bridge across the M1 began last week. From Monday (September 30) surveying work will take place ahead of the building of the bridge that will provide a link to the planned 4,250 home New Lubbesthorpe development. The early delivery of the bridge, which is due to begin in April 2014, has been made possible thanks to £5m funding towards the scheme announced earlier this year from the Department for Transport. The surveying work will involve the drilling of bore holes and require some overnight lane closures on the M1.

Mindless Vandalism at Ferndale Park Ratby village, specifically Ferndale Park, appears to be the subject of considerable vandalism/damage. Recently there has been graffiti, some of which is offensive, which ha s been done on the skate park and toddler areas. Litter bins have also been painted as has the Teen Tower. The chains and the climbing wall grips on the Teen Tower have also been removed – the Parish Council has already replaced the grips once before! This all costs money to replace and to remove offending graffiti – it’s your Council Tax money too! Several young trees have also been ripped up, broken and strewn around the park. The Parish Council has provided excellent facilities on this park for people to enjoy. However, there are a number of people who seem to be bent on destroying these facilities. Anyone who sees any damage etc., being caused is asked to contact either the Parish Council Office (tel: 0116 239 0167 email: ratbypcouncil@btconnect.com) or contact the Police on 101.
