Ratby Community Library Just Waiting To See You Again
Ratby Band Still In Lockdown February Update
As part of the national lockdown regulations the library had to close to users in January. We are all extremely sorry not to be able to offer you our services but hope to as soon as it is legally possible to do so.
As you can see from the lovely photograph taken by one of our members, the bandroom was looking very picturesque in the snow but has also been very quiet. We are still unable to meet following the strict protocols for Covid-19 but we will be get back as soon as we are allowed to.

After lockdown ends our opening hours will be: 10am – 12 Monday, Saturday. 2pm – 4pm Tuesday, Thursday. Closed Wednesday, Friday and Sunday. We have changed from Wednesday morning to Monday morning as a result of public requests. We are always happy to listen to public opinion and will respond if possible. Some sad news reached us in the New Year of the passing away of Mrs Sue Broad. Well known locally for her many years of support to the Brownies and Guide movement, she was also a stalwart of our library team. She will be greatly missed by everyone and our sincere condolences go out to her family and friends. Parents dropping in to exchange library books for their children always remarked on the good selection of reading material and picture books available for them. Once we can open again it would be a real boost to us all to see the children enjoying choosing their favourite authors and talking to each other about them. I was once told that someone who has read or been read to, consistently as a child, can see a huge financial difference in adult life – so how about getting some Ratby millionaires off to a good start by enrolling them into the library? Remember, we have an excellent stock on the shelves for borrowing but also a variety of donated books of all types which are for sale – any cash donation welcome!

Before Christmas I reported that contractors had been hard at work stripping out the old kitchen and preparing for a refit; at the moment that is suspended but let's all look forward to our favourite hot drink and snack... On re-opening please be assured that all Covid-19 regulations will be followed assiduously and, as ever, the volunteers will be happy to assist with helping visitors find just what they're looking for. Here's hoping that 2021 brings us peace, prosperity and good health!
A limited amount of playing was made during the lead up to Christmas as some of our members were able to play carols and we thank everyone either came out to listen or made a donation. A first for the band was being invited to provide music to a live ‘drive-in’ Sunday Service taking place at Loughborough University by the New Springs Church. The carols were well received despite the freezing cold evening and the flurry of snow all of which added to the occasion. Protecting Your Family’s Inheritance Article by Klara Hesling
We are following Government guidelines and strict safety measures for visiting in your homes. LevLaw Ltd remains here for you. (Previously Kornerstone Legal Services) Most people hope that their estate will pass on to their children and grandchildren eventually. But this will not happen for many, unless careful arrangements have been made to protect their assets from being taken towards the end of their life to pay for care home fees. The solution to help protect your estate is a Will incorporating a Property Protection Trust (PPT). A testamentary PPT can only be executed whilst both partners remain alive. Upon death of the first partner, their Will specifies that their share of the property is placed into trust and names the ultimate beneficiary of this share, normally the children and grandchildren of the deceased. The surviving partner, under the terms of the trust, has the unequivocal right to remain living in the property for the rest of their life. On the death of the second partner the Trust comes to an end and the property passes to the beneficiaries. As the surviving partner does not own the deceased’s share of the property it is fully protected for the beneficiaries, so if the surviving partner requires care, or even remarries, this share of the children’s inheritance is protected. This last point can be particular interest to couples who have come together and have children with different partners. A PPT can help each person in a relationship ensuring that their children inherit their share of the property, while giving their surviving partner the ability to live in the property for the rest of their life. If the surviving partner wants to move to another property, they can still sell the property and the proceeds to be used to purchase a new property, the terms of the Trust remain over the new property.

Since 10 December last year, we've received 17 reports of courier fraud. Seven of those victims suffered losses of more than £135,000. During the incidents the victims have received a call from someone claiming to be a police officer who’s investigating counterfeit currency or fraudulent use of the victim’s bank card. One such recent report was received from an Oadby woman in her 80s who was initially contacted in December last year by someone claiming he was a police officer from London who was investigating counterfeit currency.
Qualifying homes could also receive a free gas network connection through the Affordable Warmth Solutions programme.
Over a period of time the suspect gained the victim’s trust and subsequently told the victim to withdraw a large sum of money and purchase gold so they can check the money isn’t counterfeit.
Residents taking up the offer could save an average of around £630 per year on fuel bills and benefit from a warmer, more comfortable home.
A courier was then sent to the victim’s home address to collect the gold. The victim lost more than £30,000.
The project follows a successful funding bid by the council to the £150 million Warm Homes Fund, established by National Grid, and community interest company Affordable Warmth Solutions, who administer the fund on behalf of National Grid.
In another incident a Knighton man in his 80s was contacted over a period of two weeks in December by someone claiming he was a police officer from London, he said he was investigating fraudulent transactions on the victim’s wife’s bank card.
In addition to the first-time gas central heating, eligible residents may also be able to receive free insulation measures for their homes, including loft and cavity wall insulation, further improving the warmth and comfort of homes across the county.
The suspect claimed the bank card was used in a department store to purchase two high value watches. He was told to withdraw a large sum of money from his bank and purchase some gold bars from a local jewellers. Gold bars to the value of £40,000 were purchased and subsequently picked up by a courier.
As part of the scheme, residents may also be able to benefit from free energy efficiency advice, tariff advice and support on how to better manage their income, from Age UK Leicester Shire & Rutland. Residents do not have to be an E.ON customer to benefit but do need to meet certain eligibility criteria. We’re committed as a council to tackling fuel poverty, and this scheme enables residents to take advantage of available gas infrastructure and insulation grants to support the warm and affordable heating of homes. Suspects are gaining the victim’s trust over a period of a few weeks and ensuring they don’t speak to anyone about the calls. They sound genuine and victims feel they have no choice but to do as they are told. These types of offences are borderless crimes, those responsible target victims not necessarily in their own area but across the country. We work closely with forces across the country to ensure any intelligence identified during investigations is shared. A number of warnings have been issued about these crimes but we know not everyone accesses social media or the internet, so we are asking the public to help us by informing their neighbours or relatives about these offences. They should be advised that police officers would never contact them in this way. If they are called they should disconnect the call straightaway and report the incident to the police using another telephone, as on some occasions calls can remain connected. On some occasions suspects will use local taxi or courier companies, who unknowingly accept the job. We would ask that people remain vigilant and if they are contacted to collect packages be mindful of who they are collecting these from if they have any suspicions to report them to the police immediately." I have alerted trading standards who have put the following report out to the media. Leicestershire Trading Standards has received reports of another vaccine scam. This time it is a fake email inviting you to accept a coronavirus vaccine. Once accepted, you will be redirected to a FAKE page that looks very similar to the NHS website. The unscrupulous criminals go on to ask for personal details and then bank details which they claim is used to verify your identity or make a payment. Remember • You don’t need to register or apply for the vaccine – the • NHS will write to you by sending a letter • You don’t have to pay the vaccine, it is provided by the • NHS free of charge • You don’t need to share bank details to verify or confirm your identity. He contacted the site manager who then attempted to visit the residents concerned. Arrangements were then immediately made for the ditch situated between the site and the gardens to be cleared to allow the water to flow. Ozzy then made a site visit exercising social distance and wearing a mask to discuss various resident’s complaints first hand. He also arranged for the drains on Groby Road Ratby to be cleaned by them as they were blocked with debris brought off the site onto the road. I am pleased to say Miller homes cleaned the drains the following Monday at their expense and not the County Councils. Should residents have issues please contact us. Dog issues We both get a lot of complaints about dogs and owners not picking up after them which is an ongoing issue. We would politely ask the small minority of dog owners who do not pick up, to think about others and pick up after their dog. Chris was recently attacked by a large dog which has done serious damage to his left hand that has left him unable to work due to the infection. If you have a dog that you know has an aggressive nature as an owner, you need to consider taking preventative measures. Local Poppy Appeal Organiser Finally Chris, as the Parade Marshal for the village of Ratby asked last time for a volunteer to become the local organiser of the Poppy Appeal. Mark came forward but we do not have your contact details. Please call Chris as he now has all the contact details you need. Hello From The 92nd Scout Group In Leicester Forest East Article by Chris Capell
As you receive and browse through this copy of ‘YOUR LOCAL’ we will have reached almost a year in lockdown – many of us have experienced multiple challenges – initially queueing outside our local stores to source the last of the toilet rolls and getting to grips with online meetings [you’re on mute!] – with luck we will soon be able to be enjoying the brighter days with our families and getting back into the outdoors. From the 92nd perspective we closed face to face meetings back in March with the hope that our planned Summer Camps would be able to go ahead – unfortunately, it wasn’t long before these too were cancelled. All was not lost as some or our sections were able to deliver online zoom meetings, this was supported by our families – both in terms of finding the time to support their child to complete the activity and to devise fitness and safety programmes we could share across the group. Our members have missed so much in the past twelve months; all of their weekly group activities, St George’s Day Parade where members can renew their promise, the Remembrance Service, Christingle and not to forget individual section, whole group, District and County Camps – the last group activities in 2020 were a Beaver Sleepover at the New Walk Museum and a visit to the Pantomime. Completion of our annual census evidences that throughout lockdown we have maintained the majority of our membership – this is testament to our leaders in being creative and continuing to deliver online activities and to our parents who have committed to remaining in the group post lockdown. To quote a parent – “It’s been a bit of normal in a horrid world”. We are led and supported by the National Scout Association; all groups have completed risk assessments to ensure safety for all once we return to face-face scouting. Our leaders, some key-workers, continue to plan in the background to ensure an active balanced programme will be in place for when we can return. Our initial priorities will be to plan events for the current members to move between sections and meet their new leaders – ready to embrace new exciting challenges with their friends. Movement between sections means that there will be availability in our Beaver Colony, for children aged 6-8 – so if you have an interest and are looking to join a group please get in touch and we can put your name on our joining list – there are also spaces within the other sections. For those who don’t know us – we’ve been delivering Scouting, from our HQ behind St Andrews Church, since 1974 – quickly heading towards our 50th year. We have four sections, Beavers, Cubs, Scouts, Explorers and twenty active adult volunteer leaders and executive committee members.

The Kirby Muxloe Local History Group generally meets 6 times a year, and membership is open to all. Visitors are always welcome to all our meetings, which usually take place in St. Bartholomew’s Church Hall, Main St., Kirby Muxloe and start at 7.30 pm. Snow, slides and sledges Where is the snow? If we take a look back to years long ago, we can all remember heavy snow. However, at the present time due to global warming, climate change and the melting ice caps, our weather has changed – most likely for ever! Looking at the village school record books, we can see that during the winter months, children were often unable to attend school. The fields were so deep in snow that it was impossible to reach school and then return home at the end of lessons. In the first part of the 20th century, the primary school was often closed due to insufficient fuel to stoke the fires or, later on, the boiler. Initially, the school was heated by open fires in the classrooms. In 1912, it is recorded that there was a “fearful blizzard” and many absentees. 1947 brought the most severe weather conditions people had ever experienced. There were shortages of fuel and food and an inability to travel, due to the icy roads and drifting snow. The few children who did attend school sat in their coats in an effort to keep warm. Here in K.M., the snow drifted high up against the Memorial Gates and the roads and pathways were covered in ice. We are told that some of the hedges on Ratby Lane were so frozen and laden with snow that it was possible to walk along the top of the hedge! In winter, the roads surrounding Kirby Muxloe were sometimes impassable due to the flooding brooks on Ratby Lane, the bottom of Blood’s Hill and Station Road and Desford Road. The village was cut off and to get home it was often a case of putting on Wellies and

wading through the water which covered the road. When the snow fell, most of the village children suddenly became very excited! Our village had one great advantage over other surrounding villages. BIG HILL! Over the years, so many people have recounted their memories of sledging down this very big hill. The words “Pancake Alley”, “Kirby Muxloe Winter Sports” and “The Rapids” are just a few of the names that take many of us back over the years. The 1940’s to 1960’s were possibly the best years for sledging. This was the time before the Castle estate was built and the fields from behind the Royal Oak, down to the brook, were farming land. The hill behind the castle was a slightly different shape to the hill today, possibly because of constant ploughing in the last fifty years. Many of the children in the village had a sledge, with some being quite simple construction, whilst others were much more elaborate, with special runners to make them travel at a much faster pace. Younger children usually did their first solo run on the “nursery slope”. This was near to the stile and a hedge that cows used for shelter in bad weather. Where there are cows, there are always “cow pats” and unfortunately many young children finished off their run by landing in one or even two! The main run came next, with a telegraph pole abut half way down. The final part of the field was only used when conditions were absolutely right. The slope had an odd shape and after starting quite gently, it came to a sudden drop, almost like going over a waterfall. This run was known as “The Rapids”. So many stories abound, especially ones about 1947, the worst winter in living memory. In that particular year, conditions were absolutely right for sledging on the most difficult run. At the top of the hill, the sledges were ready, they took off and gained speed very quickly. At the bottom of the hill, there was a wire which everyone ducked under and then over the icy brook and landed in the soft snow on the other side. Of course there were always mishaps - in 1947, one young lad decided he had had enough and was going home. He sped down the hill, under the wire but unfortunately was not going at sufficient speed to jump the brook, so as he landed, there was an almighty crunch and splash and the ice broke under him. Oh dear! Sometimes, groups of older lads would organise a group slide. Two or three sledges were put next to each other and the boys lay on them with their arms around each other’s shoulders. Then others, usually 1 or 2 per sledge, climbed on top, similarly linked, and when everyone was ready, the people still at the top of the hill would push them off. They hurtled down the hill, with the added weight causing them to go faster than normal. As they neared the telegraph pole, someone would shout “BREAK”, all arms were unlinked and the folk at the bottom of the sledge steered it to one side or the other, thus avoiding the telegraph pole. There were often casualties, not serious, but many people who were on top fell off and rolled in the snow. One of the most exciting events was when parents of children who lived on Kirby Fields arrived in their cars in the evening. They stationed their cars looking towards Big Hill and then turned on their headlights, thus illuminating the hill and all the children on their slides. One year, Mr Wathes of Castle Farm brought his tractor to the top of the field and turned his on his headlights to further illuminate the course - wow, that must have been so exciting, I wish I’d been there! This is just to report that the Library is still here! Granted, we are not operational at the moment, but be assured that it is being well-looked after, we are planning for the future, recovery plans will shortly be in place, and we are rarin’ to go. We don’t know yet when that will be, but as soon as re-opening is allowed, we’ll be there. We all know that these are very difficult times for everyone, and it’s hard to look for a silver lining. We find that a positive way forward is to have a hunt around the garden and see that the daffodils, the snowdrops and the crocuses are all quite brilliantly doing their thing. Plus the birds are chirruping away and the days are getting longer – so lots to look forward to, hard as at times it seems. The cooks amongst us having been practising new recipes for cakes and biscuits, so we shall try them out when we resume our coffee mornings – plus the old favourites of course (like the Bakewell slices). Let’s all hope that’s in the not-too-distant future. We hope that we will have positive news about re-opening by the time of the next edition. In the meantime, take lots of care, take the vaccine when offered if you possibly can, keep reading and keep those chins and spirits up! Resilience and stoicism to the fore, the things we’re best known for. We WILL get there.

A Message From Ratby Surgery Articles by Joan Hawkins Ratby Surgery New Medical Centre The surgery consulted with all patients in August and September in 2019 about their feelings on the new medical centre and what patients felt would be important for them. It highlighted several priorities for patients: • Being able to consult with their doctor of choice with a mixture of routine, semi urgent and urgent appointments from modern medical premises • Adequate parking including disabled parking • Other services - dental, onsite chemist and physiotherapist • The ability to have minor procedures and services other than 'core' GP services onsite that might have previously been provided within hospitals. We used the feedback to support and confirm details of what we wanted to include in the development including: • The plans developed are for an up to date medical centre with a significant increase in consulting rooms enabling us to see care for more patients from Ratby, Kirby Muxloe and surrounding villages which are seeing a significant increase in size. They are designed to allow us to offer more services from the Medical Centre closer to home including day case procedures from the surgical suite. • A significant increase in parking spaces - over 50 being available instead of the current 12 available space with 4 disabled spaces rather than 1 • The plans include a dentist and relocation of the local chemist onsite We are pleased to announce that the plans have been granted permission by the local council and we are now awaiting final authorisation from the local health authority (West Leicestershire CCG) and NHS England and we hope to start building work later in the year. COVID Vaccination Update Ratby Surgery are now able to offer AstraZeneca COVID vaccinations at the Surgery as well Pfzier COVID vaccinations at Heath Lane Surgery in Earl Shilton. Because the Surgery has no control over deliveries of vaccines of either type, you might be asked to attend either surgery depending on what we are allocated. We are prioritising shielding patients attending Ratby Surgery rather than Earl Shilton initially but will also factor in if patients are able to drive or not. By the 14th of February the Surgery are hoping to have vaccinated all housebound patients and vaccinated or booked in all patients aged 70 and over and those who are shielding if we are allocated sufficient vaccines by the Government. Please remember: • Other sites are offering vaccinations, but you must have both vaccines at the same vaccination centre except in exceptional circumstances. • The vaccine is free on the NHS – no one should be attempting to charge you for it The Patient Participation Group would like to thank fellow patients for the brilliant response to the vaccination programme.
