As you might be aware, Ratby Surgery is currently in the process of applying for planning permission to build a new surgery on Desford Lane in Ratby. The practice have informed us that the initial planning application has been reviewed by the planning department at the council who are supportive but have requested a few minor adaptations and so planning has as soon as this is ready. Thank you to all of those people who submitted responses to the council in support of the plans. Unfortunately as it has to be resubmitted to the council, they have said that all comments will need to be resent to the council when it is submitted. As this is the closest GP surgery for Ratby and residents of Kirby Muxloe who live on the Ratby side of the library on Station Road, the practice hope that all residents of both villages will continue to support the building of a modern centre for health care looking to provide more services closer to home for patients. If you would like up to date information then please look at their facebook page or practice website where the most up to date plans will be available. The practice have told us that normally if it wasn’t for the current restrictions due to Coronavirus, they would have invited residents to the existing practice to view the plans and make comments earlier in the process. Unfortunately this is not safe to do so at the moment because of the pandemic, but please remember you can always send feedback in via our email address on our website or by writing to the practice. Stay safe, Ratby PPG. Message from the practice during Coronavirus We would like to reassure you that we are still open using telephone appointments to triage

Protecting Your Family’s Inheritance Article by Klara Hesling
The Charnwood Gardener Article by Peter Flood
Why do we garden? I read a quote recently by the author Margaret Atwood (of The Handmaid’s Tale fame). It was this: ‘Gardening is not a rational act.’ The quote, simple as it is, struck me quite deeply. Why do we garden? Why do we devote precious hours to a task that will never be completed? Why do we spend hard-earned money to produce ephemeral moments of colour and form that, if we’re entirely honest, mean very little to anyone but us? The whole thing is frankly absurd. Then I thought back to when the gardening bug bit me for the first time. I finally had a tiny patch of ground, mine to do as I pleased with. The possibilities stretched before me. Almost overnight, gardening transformed from just another chore into an activity of infinite potential. I was overcome with a frenzy of seed-sowing, deadheading, weed-identifying, pond-digging, deep-mulching, tool-buying, design-sketching, GQT-listening and composting that has never left me. Eventually I made it the focus of my life and switched careers to pursue horticulture full-time. That was definitely not a rational act, as my bank balance will attest. But there is something about gardening that enraptures the soul. It might be the creativity it allows. It might be the connection to nature it ensures; the way it engages both body and mind. Most likely, it’s all of the above. One thing is certain – life is irrational, and gardening brings us closer to what life is really about than almost anything else. JULY TIP: Pots and planters dry out quickly in hot weather. A glass bottle filled with water and pushed down into the soil (neck first) will give the pot a reservoir of water to draw on, and save you the task of watering every day.

Most people hope that their estate will pass on to their children and grandchildren eventually. But this will not happen for many, unless careful arrangements have been made to protect their assets from being taken towards the end of their life to pay for care home fees. The solution to help protect your estate is a Will incorporating a Property Protection Trust (PPT). A testamentary PPT can only be executed whilst both partners remain alive. Upon death of the first partner, their Will specifies that their share of the property is placed into trust and names the ultimate beneficiary of this share, normally the children and grandchildren of the deceased. The surviving partner, under the terms of the Trust, has the unequivocal right to remain living in the property for the rest of their life. On the death of the second partner the Trust comes to an end and the property passes to the beneficiaries. As the surviving partner does not own the deceased's share of the property it is fully protected for the beneficiaries, so if the surviving partner requires care, or even remarries, this share of the children's inheritance is protected. This last point can be of particular interest to couples who have come together and have children from different partners. A PPT can help each person in a relationship ensure that their children inherit their share of the property, while giving their surviving partner the ability to live in the property for the rest of their life. If the surviving partner wants to move to another property they can still sell the property and the proceeds be used to purchase a new property; the terms of the Trust remain over the new property. Kornerstone Wealth Protection and Legal services will assess your current circumstances and arrange the trust that will provide the best protection for you, your family and your assets.

2. That vulnerable children / children of critical workers are also permitted to travel into / out of Leicester for education/care or, in the case of vulnerable children, to attend a meeting with social workers/family courts. This would include parents taking children to school.
County Councils Update on Covid-19 Information about the lockdown impact on County Council services is available at https://www.leicestershire.gov.uk/popular-now/affected-councilservices and highlighted in this Update.
3. That no other children should travel in and out of the lockdown area to attend education / care – i.e. if you are a child (other than a vulnerable child or child of a key worker) who lives in the area but attends school outside, you must stay home.
The statutory instrument (the restrictions in the lockdown area) is due to be published (laid in Parliament) at the time this Update is circulated – in force from 30th June.

Covid-19 Cases and Testing A summary of the current position from the Director of Public Health: Pillar 2 data (all community testing) is now publicly available and has been added to the previously available data on pillar 1 (the clinically prioritised data). Adding the total counts of pillar 1 to pillar 2 has doubled the number of cases that are known to have occurred. The pillar 1 and pillar 2 totals are shown below. It remains the position that, although cases in Leicestershire are a lot lower than two months ago, the rate of cases has not decreased as quickly, or as far, as other areas. Overall, Leicestershire has had the 14th highest rate of new cases in the last seven days of all upper tier local authorities. In the context of the debate on the lockdown area, it is important to note that Leicestershire is far from out of the woods. It is as important as ever to follow guidance on precautions and restrictions. Pillar 1 cases

Shielding and Protecting Vulnerable People This following letter located at - https://www.leicestershire.gov.uk/ coronavirus-covid-19/how-to-find-help - is being sent to people on the Shielding List who are in the lockdown area or what the letter calls ‘the wider urban area’. In terms of its advice it is self-explanatory. The County Council estimates there are 4,634 County residents on the latest Shielding List who are in the lockdown area. Further detail from the Ministry of Housing, Communities and Local Government (MHCLG) on changes in respect of the ongoing provision of food parcels to people in the lockdown area are awaited but helpful discussions with MHCLG officials and relevant district councils are taking place. The County Council will continue to provide a first point of contact for people and will ensure any basic care needs are met. Schools There are 40 Leicestershire ‘schools’ in the lockdown area: 9 secondaries, 27 primaries, 1 special school, 1 specialist nursery, 1 FE college and one independent specialist provider. All schools are aware and have closed to all children other than children of key workers and children who are identified as vulnerable. There are around 215 early years providers in this area that will only remain open for children of key workers and for vulnerable children. The Department for Education (DfE) have issued guidance that sets out the following principles on travel in and out of the area for schools: 1. That as critical workers, education staff (including nursery staff, teachers, social workers) are permitted to travel into / out of Leicester to go to their
6 | www.openboxpromotions.co.uk/news
lockdown area and 18,865 children on roll at the Leicestershire schools within the boundary. • On 2nd July DfE guidance for the full opening of schools in the Autumn term was published. The guidance sets out how schools can bring back all children, full time across all age groups from the beginning of the Autumn term. • DfE has also published guidance on protective measures for out-ofschool settings during the Covid-19 outbreak to support the re-opening of provision over the summer holiday. Further guidance has been issued in respect of the lockdown area setting out that Ofsted registered provision can only remain open for priority children (key workers’ children and vulnerable children) over the summer period. We are awaiting further clarification for other out of school providers. School Transport The Government’s guidance published on 2nd July is being reviewed. In discussions with schools, information for parents is being developed on how home to school transport will operate for the September opening. This Guidance apples to mainstream education and the position with Special Educational Needs transport is less clear. Again we will liaise closely with schools. Further information is due to come from DfE which will also need to be taken into consideration once received. Work is ongoing to establish a safe system of operation following the new Guidance and arrangements with the schools before the summer break, although that is close. Adult Social Care The service has been affected by the lockdown restrictions: • We are contacting, and specific support is being made available to care homes within the lockdown area, including testing of staff and residents, workforce support and visitor guidance. • Additional national testing is being made available for care homes both within the lockdown area and across the County which will allow repeat testing for both residents and staff. Webinars are being run for all care homes affected. • Additional infection prevention and control services are also being made available. Libraries Services available elsewhere in the County, such as the opportunity to request a selection of books and audio books on a ‘click and collect’ basis, will not be available to libraries within the lockdown area. Country Parks Watermead Country Park and all other country parks and car parks remain open. Highways • Work is being undertaken over the next two weeks to open the remaining RHWS sites in the County. • The temporary, earlier switching-off of lights started when the Government introduced measures to tackle the spread of Covid-19 by closing hospitality and leisure facilities, as well as community-based events which greatly reduced night-time activity, has ended with lights now being switched off again at midnight. • The £10m A46/A5630 Anstey Lane Improvement Scheme is due to be completed in the next few days. • Details of the Highway, Parish and Communities Fund, along with the application process, the application form and funding allocations have been sent out to Parishes. Flooding Ratby Residents will be aware that the flooding at the end of Markfield Road with its junction with Groby road and Main Street has been going on for several months. I have held meeting with Severn Trent and also The County Councils drainage manager to try and resolve this issue and work has been under taken to repair the pipework responsible for this. Two drains in the footpath have been opened up as reported the other month to take away the water and to stop the pavement flooding. However the flash rain storm that came during the middle of June flooded whole areas of the village briefly. The
surface water drains simply could not cope with the sheer amount water. Severn Trent came back again on the 29th June and removed a total of 30 metres of roots out of one of the pipes running from Markfield Road into Main Street as part of the ongoing work at this junction to stop the flooding. I am awaiting an update from Highways and Severn Trent and will update residents next month. Rest assured I will stick with this until it’s all sorted. Cycling On Footpaths A Polite Request We have all been encouraged to cycle and walk more during this pandemic. To the community’s credit residents have taken both to heart. However I have been contacted by several residents complaining of cycling on footpaths. Complaints include cyclists approaching from behind without warning. One of the roads highlighted is Sacheverell Way Groby, which does not have a cycle path. Obviously for safety children are allowed to ride on the footpath and parents tend to ride behind them to protect them which is normal. I would politely ask cyclists to take care and think of pedestrians. I must say the majority of cyclists ride on the road in my experience and this request is targeted at the few. I have also received complaints relating to cyclists cycling down the Ivanhoe Trail between Ratby and Glenfield. Please can I request that when approaching pedestrians from behind that you please ring your bell or slow down and indicate you are there? I use this trail regularly myself whilst walking my dog and have experienced this problem first hand. Several people have reported near misses to me and it seems that some cyclists travel quite fast along the track. Phone Fraud by Persons Purporting to be Police Officers. There have been reports within Leicestershire and across the country of elderly people being contacted over the phone by persons claiming to work for the police trying to get them to part with large sums of money. Sadly on some occasions it does work and the elderly person is defrauded. Please note the police will never ring requesting money. If you get such calls put the phone down immediately. Covid-19 Scams Criminals are exploiting the COVID-19 pandemic to try and get their hands on your money and personal information. To date, Action Fraud has received reports from 2,378 victims of Coronavirus-related scams, with the total losses reaching over £7 million.
The NHS Test and Trace service will never: • ask you to dial a premium rate number to speak to them (for example, those starting 09 or 087) • ask you to make any form of payment or purchase a product or any kind • ask for any details about your bank account • ask for your social media identities or login details, or those of your contacts • ask you for any passwords or PINs, or ask you to set up any passwords or PINs over the phone • ask you to download any software to your PC or ask you to hand over control of your PC, smartphone or tablet to anyone else • ask you to access any website that does not belong to the government or NHS If you think you have been a victim of fraud, please report it to Action Fraud at www.actionfraud.police.uk or by calling 0300 123 2040. Finally I want to thank you all for your continued support and remind you that should you need my help or advice, I always pride myself on making myself available to residents. Remember I am only a phone call or email away.

How you can protect yourself from Coronavirus-related scams: There are some simple steps you can take that will protect you from the most common Coronavirus-related scams. Here’s what need to do: 1 - Watch out for scam messages Your bank, or other official organisations, won’t ask you to share personal information over email or text. If you receive an email you’re not quite sure about, forward it to the Suspicious Email Reporting Service (SERS): report@ phishing.gov.uk 2 - Shopping online If you're making a purchase from a company or person you don't know and trust, carry out some research first, for example, by checking to see if others have used the site and what their experience was. If you decide to go ahead with the purchase, use a credit card if you have one, other payment providers may not provide the same protection. 3 - Unsolicited calls and browser pop-ups offering tech support Never install any software, or grant remote access to your computer, as a result of a cold call. Remember, legitimate organisations would never contact you out of the blue to ask for financial details such as your PIN or full banking password. NHS Test and Trace scams: The NHS Test and Trace service plays an important role in the fight against coronavirus and it’s vital the public have confidence and trust in the service. However, we understand the concerns people have about the opportunity for criminals to commit scams. What you need to know: Contact tracers will only call you from the number 0300 013 5000. Anyone who does not wish to talk over the phone can request the NHS Test and Trace service to send an email or text instead, inviting them to log into the web-based service. All text or emails sent by NHS Test and Trace will ask people to sign into the contact tracing website and will provide you with a unique reference number. We would advise people to type the web address https://contacttracing.phe.gov.uk directly into their browser, followed by the unique reference number given to you, rather than clicking on any link provided in the message.

Too Many Sleepless Nights? Article by Gary Trickett
Sleeplessness has become one of society’s biggest problems. From worries about work, money, to your sleeping environment and of course Covid, there are many contributing factors that can result in sleepless nights. It’s as important to have a regular sleep routine as it is to get the hours at rest. This is due to something called circadian rhythm, which is your 24-hour body clock. Interestingly, this will change slightly as you get older, which is why teenagers like to stay up late and an older person may do better with an earlier bedtime. Going to bed and waking up at the same time every day will make the hours that you sleep more productive and will help you establish a sleep routine. Keeping all electronic devices, including mobile phones, out of your bedroom is good sleep hygiene. The blue light that phones and tablets emit inhibit the sleep hormone melatonin, and this can cause insomnia. Too hot? Overheating in bed can disturb your sleep. The ideal temperature for a bedroom is between 16 and 18°C. When your body is cool and rested, it triggers the production of melatonin, the sleep hormone. Chronic stress (stress that is ongoing and long-term) has been linked to many health conditions, including sleep problems. As far as sleep-supportive nutrients are concerned, B vitamins and magnesium can help to support the nervous system during stressful periods. A natural sleep remedy can also help. Dormeasan® Sleep is a fresh herb tincture made of Valerian and Hops. It is non-addictive and fast-acting, and is not known to cause drowsiness. For further advice, visit Gary and his team at Healthy Route, 18 Silver Street, Leicester or call 0116 253 9097.

Article by Kirby lad I wouldn't say I’m superstitious, but I have to say When I am walking to the shops, I check along the way Don’t want to place myself at risk, so always keep close tabs To make sure I’ve not placed my feet on cracks between the slabs But that’s not all, it wouldn't be so hard if that was that There still remains the other risk of spotting a black cat And speaking of things of that hue I also fear to spy A single, solitary, friendless bird (a lone magpie) Of course my caution really starts before I once I set out The date’s not Friday the thirteenth, that’s verified no doubt I’ve scoured the lawn, a precious four leaf clover has been found I check around the house and see my mirrors are still sound My brolly is still folded and its not been up indoors No shoes upon the table they’re all safely on the floors I peek outside, the horseshoe hangs securely on its nail I think I’m done, it's safe to go, no reason now to quail But on the journey to the shops, there’s nothing makes me madder Than spotting in the distance working high up on his ladder The local window cleaner, wiping glass to earn a crust But what to do, step in the road? I fear I think I must In any case I’ve brought along, to keep me safe from harm A rabbit’s foot, with special powers, a sort of magic charm Then finally I can achieve the purpose of my trip, A lottery ticket, just one line, drawn from the lucky dip

Leicestershire Police - Kirby Muxloe & Leicester Forest East Article by Calum Loades
Covid-19 Update - Localised Lockdown Last week the government announced a localised lockdown within Leicester and parts of Leicestershire due to the rise in Coronavirus cases. This means within the lockdown zone non-essential shops will have to close from 30th June and licensed premises will not re-open as planned on the 4th July. School will also close from the 2nd July only opening for vulnerable students and key worker students Those advised to shield are to continue to do so until this is reviewed in 2 weeks’ time. Under this lockdown we will continue to use the current legislation to police both in and outside of the lockdown zone utilising the 4 Es; Engage, Explain, Encourage and lastly Enforce. Part of the lockdown affects a large part of the beat including Glenfield and a small section of Leicester Forest East. If you are unsure if you fall within the lockdown area our colleagues at Leicestershire County Council have set up postcode checker which will tell out if you fall within lockdown area you can access the postcode checker by using the link below. www.leicestershire.gov.uk/coronavirus-covid-19/how-you-canhelp/increased-restrictions-for-leicester-and-parts-of-leicestershireannounced Anti-Social Behaviour In Kirby Muxloe Over the last 4 weeks we have seen an increase of reports in antisocial behaviour in and around the recreation ground in Kirby Muxloe. The beat team are working hard to identify those responsible and deal with them appropriately. We are spending as much time as we can in the area especially at peak times but we need your help. If you know the names of people who are involved or have information to give us please message us on Facebook @BlabyPolice or email us: hinckleyandblaby.npa@leicestershire.pnn.police.uk. The beat team can’t see what goes on private groups on social media so it’s important you report any incidents to us so we can act on it. Crime Update You may recall last month we told you about a person who was arrested by PC Jodie and S/Sgt Jamie for trying car doors in Leicester Forest East at the end of May. Since then the suspect has charged with other offences including a burglary in Glenfield they are now in prison awaiting sentencing. A great result for the beat and for Jamie’s last shift as a Special Constable. Cawrey Ltd Application 90 Houses Land South Of Markfield Road Ratby In November 2014 Cawrey Ltd had an application for 158 houses turned down by the Borough Councils Planning Committee. Following that Cawrey Ltd Appealed the decision. A planning Appeal Inspector who heard the Appeal in September 2015 Dismissed the Appeal on the 9th October 2015. Not content with that Cawrey Ltd Appealed the Inspectors decision under a Judicial Review at the High Court. The Judge ruled in favour of Planning Inspector and upheld the decision to refuse the application. Officers were approached in November 2018 by Cawrey Ltd regarding a further application and were told that officers would not support it. However the Borough Council does not now have a 5 year housing supply, coupled with the ongoing pandemic where public meeting are banned. So Cawrey Ltd have decided to put in their application on a smaller scale. We have just recently had the Borough Councils planning committee grant Permission for 168 houses on Markfield Road and it’s hard to believe that Cawrey Ltd would want to put further stain on our village that lacks the infrastructure for the 168 houses already granted. There again it seems profits are put before our community. Our village struggles every morning with queuing traffic trying to get out of our village. Ratby seems to be the cog in the centre of the villages that form the northern parishes with traffic passing through Ratby to get access to the A50/A46/A47 and M1. Not to mention the school places at the present time the children from the previous application will have to travel to Martinshaw Primary School in Groby. Ratby Primary school cannot be extended as John knows first-hand. So what is Cawrey Ltd Applying for? This is a full planning application for 88 houses and 2 bungalows. 36 properties will be affordable homes (40%) and 54 will be open market houses. A vehicular access will be created from Markfield Road. Public open space will be provided within the site along with the retention of hedgerows and a surface water balancing pond. A section of the footpath Route N63 will be rerouted. Objections can be sent to Sharron Wilkinson. The Planning Department, Hinckley and Bosworth Borough Council, Hinckley Hub, Rugby Road, Hinckley, Leicestershire. LE10 0FR. Email. Sharron.Wilkinson@hinckley-bosworth.gov.uk This clearly is Part of the Burroughs and if granted will be the start of the loss of Ratby’s jewel in the crown You can object on planning reasons. Policy DM4 Safeguarding the Countryside and Settlement Separation E.g. The application site is outside the village boundary. DM4 requires that development in the Countryside does not have an adverse effect on the intrinsic value, beauty, open character and landscape character of the Countryside. Policy DM10 Development and Design E.g. Seeks to ensure that new development should complement or enhance the character of the surrounding area with regard to scale, layout, density, mass, design, materials and architectural features. Policy DM11 Protecting and Enhancing the Historic Environment E.g. Fields with Ridge and Furrow Policy DM13 Preserving the Boroughs Archaeology. E.g. Fields with Ridge and Furrow Policy DM17 Highways and Transportation. E.g. Ratby suffers from heavy traffic and queuing through the village at both peak times and school times. Further objections can be made in relation to school places Ratby Primary school will be full after the granting of planning permission for the 168 houses earlier this year and children from those houses will have to travel to Groby and there was only one school that had vacancies when that application was herd. Is it fair to make young children walk to Groby? We suspect parent’s will no doubt drive their children to school in the winter at a time we are trying to reduce our carbon footprint. Coronavirus Community Response Team Central Hub for the Northern Parishes Whilst we co - founded this on March 16th , along with the Rev Dr Ed Bampton, we set up this Response Team as a Central Hub to cover 5 villages, Ratby, Groby, Bagworth, Thornton and Stanton u Bardon. Then later made help available to Markfield and Glenfield working with other support groups such as Dawn and Ron Grantham at the Markfield Community centre. Again, whilst we never did this as Councillors but as Volunteers with Chris becoming Hub Manager only because of Ozzy having to isolate and Ed did the same but working in the background such as Ozzy securing a LCC Communities Grant. We want to take this time to thank Angie Cain who has gone the extra mile and beyond to help as Chris's co-ordinator. We both would like to thank all the wonderful volunteers who have helped to deliver food and medicines to vulnerable residents. We also want to thank local residents that have adhered to the Government's Guidelines to keep us all safe. Thank you all. Once again, we take this opportunity to thank all of you for your support and remember we are only a phone call away.

News From Leicester Forest East Parish Council - A Personal View From The Chair, Paul Linnett On 8 March I completed my article for the parish council’s LiFE magazine, which was due to be delivered to all LFE residents later that month. Then on the evening of 16 March, the Prime Minister announced that the country was in lockdown. The LiFE magazine was cancelled because the articles suddenly became out of date. The parish council meeting scheduled for 18 March was cancelled and our clerk, Holly, started to work from her home. The parish hall was closed until further notice and play and gym equipment in the parks was taped off. Meanwhile, one of our residents, Kelly Mobbs, decided she wanted to do something about the situation and set up a Coronavirus WhatsApp group. Fairly soon this group had more than fifty members. Forms were printed out and within a matter of days were delivered to every house in LFE. The forms were for people who were self-isolating and each volunteer put their name, address and phone number on each form, offering help to those who couldn’t leave their house. A number of people replied to these forms but we also had referrals from Blaby District Council and via the parish office, which were put on the WhatsApp group. Since then the volunteers have been shopping, collecting prescription items from chemists or phoning people who wanted a friendly person to talk to. I would like to thank all the volunteers, in particular Kelly who co-ordinated the whole thing, and hopefully we can have some sort of celebration for all the work they have done and are continuing to do, when it is safe to do so.
There’s no need to replace the window - we will replace the glass unit for you Just cal our small, friendly firm - whether it’s one window or a full house - with approximate sizes, and we’ll give you a price OVER THE PHONE or a free call out if you prefer.
The parish council has held two council meetings, three committee meetings and even interviews for an assistant clerk using Zoom and Microsoft Teams. After one or two teething problems, all the meetings went well. I am sure that many of you have now got used to contacting friends and family using this type of technology. At the time of writing (3 July), Leicester and some of the surrounding areas are again in lockdown. Leicester Forest East has been split in two - east of the M1 being in lockdown and west of the motorway not in lockdown! The parish council is trying to find out why this decision was made. Keep safe and well. Hopefully we will be able to get back to normal sooner rather than later.

Well - here we are again. Such strange and rapidly changing circumstances we are living under. If nothing else, we are learning that we have to be extremely alert and adaptable, probably more so than we have ever been. Even as we plan for re-opening the Library, things have changed yet again, with large parts of Leicester under lockdown. Fortunately for us, Kirby Muxloe is not part of the; lockdown area – but only just! We are therefore proceeding with our plans for re-opening, detailed below, but we must enter the caveat that as circumstances change, so must we. So the plans outlined below are provisional depending on circumstances at the time. As matters stand, we are planning to re-open the Library on Tuesday 4th August. We shall be using the intervening time to make the Library as safe as it can possibly be, to protect the health and wellbeing of all our readers and our volunteers. You have no idea about how long the list is of things we must put in place before re-opening! So the plan is as follows: Opening Hours: For the time being, we have reduced opening hours to two sessions per week, Tuesdays 2,00 – 5.00 and Saturdays 10.00 – 1.00. Phase One – Book Returns – for two weeks commencing Tuesday 4th August, on Tuesday afternoons and Saturday mornings All fees on book returns have been waived, but we appreciate that you may want to return books from your homes. A table will be placed just inside or just outside of the Library, with a volunteer physically distanced. Returned books must be placed into boxes, which will then be quarantined for 72 hours before being returned to the shelves. The book-drop will remain closed during this period. Phase 2 – Click and Collect – for two weeks commencing Saturday morning, 22nd August Readers can contact the Library via a designated number or by email with specific details of their requests, giving us their Library card number. Requested books will be processed by volunteers on Tuesdays, put into labelled bags and can be collected by readers on Saturday mornings. Phase 3 – Pre-Booked Browsing for Books – from Tuesday 1st September onwards Again with limited hours (Tuesday afternoons and Saturday mornings), readers can pre-book half hour slots to come into the Library to chose books. Family groups will be welcome. Children under 11 will need to be accompanied by an adult. Children over 11 will need to book their own slots. Any books that have been looked at not not taken out will need to be put into a box so that they can be quarantined for 72 hours. Parents of very little children will need to take responsibility for this. Jigsaws and toys will be removed from the Library for the time being, and sadly we will not be able to provide a coffee bar service, though we may be able to provide a take-out service. So – baby steps to begin with and, as we said earlier, the situation will be kept under constant review with a view to resuming normal operations as soon as we possibly can. This will depend of course on what is happening with the virus, and we will keep you fully informed of plans and developments. Speaking for ourselves, we can’t wait to resume normal service – we have missed you so much! We hope that we can rely on your support in these difficult times – we’re sure we can. We look forward to the time when we can have coffee mornings, lots of children, quizzes, ukulele gigs and everything else that will keep the Library at the heart of our community.

The Kirby Muxloe Local History Group Article by Judith Upton
The Kirby Muxloe Local History Group generally meets 6 times a year, and membership is open to all. Visitors are always welcome to all our meetings, which usually take place in St. Bartholomew’s Church Hall, Main St., Kirby Muxloe and start at 7.30 pm. Details of the dates of meetings, together with the topics that will be covered, are shown on the notice board in Kirby Muxloe Library and on our website, which is www.kirbymuxloelocalhistorygroup.org Unfortunately, due to the Corona virus (Covid-19), all our meetings are cancelled until further notice. This includes our new “Memories” meetings, held at the Library meeting room each month. We will continue to support “Your Local” magazine with our monthly articles. Stay safe, follow government advice and if you are out and about, practice social distancing. For the latest details about the meeting, see our website. Kirby Muxloe Recreation Ground - “The Reccy”

How many times have you walked through the reccy, either collecting your children from school, visiting the library or arriving to take part in various games and activities? Most of us would reply - many, many times. Have you ever wondered how our village came to possess a large, flat piece of land put aside for recreation purposes only? Well, here is the answer: On June 11th 1920, a Mr Henry Swain Bennett purchased a parcel of land from Mrs Henrietta Sutton-Harding of Forest Ville (later known as The Towers) for the sum of one thousand and thirty-nine pounds, fourteen shillings. The parcel of land now known as the “reccy”, was to be gifted to the Parish Council with the intent of it being used by them as “public pleasure grounds”. The council in return agreed to support, improve and maintain the grounds. So, who was this new benefactor? Henry Swain Bennett was born in Leicester in 1859. His family were prominent in the town, living in a large house on New Walk. His father, John Bennett, served as Lord Mayor and Alderman of the city and traded as John Bennett & Son, Corn Merchant, Seed and Flour Merchant and Corn Crusher”. Henry, being the eldest son, inherited the business on his father’s death and later also became a non-executive director of Freeman Hardy and Willis Ltd., one of the city’s most important boot and shoe manufacturers and retailers. Henry and his wife Amy Eleanor Greensleaves had married in 1881 and by 1911 were living at

“Holmwood” in Kirby Fields. His garden was said to be full of the most beautiful roses, a delightful place to be in the summer months. Henry was described in a paper written by Professor Patrick Boylan as “one of the most generous benefactors in the Leicester Literary and Philosophical Society”, although he was never an actual member. It is not known if the Bennetts had any children, but if so, they did not live to adult age. Henry and his wife donated to many charities during their own lives and also by way of their wills. After gifting the land in 1920 and before his death in 1927, Mr Bennett was very involved in the set up and organisation of the new recreation ground. In 1922, he was proposed as chairman of the Recreation Ground Committee and was involved in the many aspects of the original set up. Plans were numerous and so were problems - the ground by the brook flooded very badly and drains were needed, the grass needed to be cut regularly in the summer months, a children’s playground was proposed, although this did not happen immediately as it was felt that the playground would require adult supervision at all times. In 1925, Mr Holland proposed to hold his annual fair on a piece of land down by the brook. He paid a fee of £20 and a sum of £20 against any damage that might be incurred. The £20 fee was to be donated to the Leicester Royal Infirmary. In 1927, it was agreed that seats should be placed in the recreation ground and by 1930, public notice boards were erected. Wading through the Parish Council minute books held in the Record Office in Wigston was quite a feat, especially items concerning this very public piece of ground. Unfortunately, a return visit was not possible due to Covid 19 lockdown and so some facts may have been missed out. Proposals came and went, some were passed, some were not, and at one point in the 1920’s the inhabitants of some of the council houses on Station Road, whose gardens backed onto the reccy, removed some of the fencing to gain easy access to the tennis courts. It is also recorded that at one point they threw grass cuttings onto the children’s play area. They were promptly told to remove the cuttings amd repair the fence. Group of lads on bikes were often thought of a nuisance and in 1929, it was proposed and passed that a piece of land should be offered to the youths for use as a bike track. By 1950, a substantial bike track was established and thus began Kirby Kings, motor cycle racers, who eventually became one of the top teams in the Leicester League. Over the years, cattle and sheep have been seen grazing during the winter months. In the WWII years, part of the land was given over to vegetable growing. Grass cutting appears to have been a perennial problem, especially in the early years. Sadly, Mr Bennett died in 1927. Probate was granted to a Mr Arthur Walter Death (what a name!), Chartered Accountant. A trust was set up to enable Mrs Bennett to live out the remainder of her life in considerable comfort and she stayed at Holmwood until her death in 1930. In 1927, after Mr Bennett’s death, his wife approached the Parish Council with a proposal to build a Community Centre for the village on the recreation ground. The building was to be erected in memory of her husband. The offer was approved but unfortunately nothing more is recorded and the proposal did not go ahead. On Mrs Bennett’s death, all assets were to be sold and distributed, mainly to charitable causes. A large bequest was made to Leicester University College which included £1,000 for scholarships for former pupils of Kirby Muxloe Council School. So one of our previous residents was indeed a generous man - his name lives on in the Bennett Research Fund held at Leicester University. Maybe we could erect a plaque on the Reccy in his memory? Some information taken from “Henry Swain Bennett (1858-1927): A major Benefactor of the Leicester Literary and Philosophical Society” by Professor Patrick J. Boylan.

Ratby Band In Lockdown Article by Steve Plant
Unfortunately, all of the concerts the band had in the calendar had to be cancelled due to the lockdown. We are keen to re-schedule all of the band events but can only do so when it is safe for everyone. The bandroom has been closed for use since mid-March and all rehearsals cancelled. Having said that individual families have been playing on Thursday evenings in support of the NHS and Key Workers. Most of our members keep their instruments at home so a certain amount of practicing is being done. Our Beginner Band members are having 1:1 lessons with their conductor Sheila Allen and no photographs are taken due to the child protection policy so we have included a photo of our Junior Band during their Sunday evening quiz along with our Mid Band taking part on their weekly quiz on a Monday evenings. During this time the band’s also have weekly challenges set them by the conductor’s of the bands which is very popular.

GOT AN ARTICLE TO SEND? We are always on the lookout for local news. Please send articles to: yourlocal@openboxpromotions.co.uk
A few weeks ago the Senior and Mid Bands were due to compete in the Whit Friday Marches competition on the outskirts of Manchester. Although this was cancelled the Fodens Band, with support from Arts Council England, organised a virtual competition where each band had to record their chosen march at home. Steve Bland coordinated our entry and submitted the track for adjudication. There were 90 entries from 17 countries and the Senior Band were placed 5th in merit. At this competition we were band number entry 68 and it is a great video to watch so go to the Ratby Band Organisation page on Facebook. MEMBERS NEWS In April we had the very sad news that our Chair of Trustees, Howard Bland, sadly passed away after a very long illness. May 8th was VE Day and we were very proud that two of our members played the Last Post, Graham Hutchinson at Ratby War Memorial and Jess Moss at Braunstone Civic Centre. The May bank holiday should have seen the Junior Band performing at Euro Disney but unfortunately this had to be cancelled due to Covid-19, not to be outdone, the Junior Band held a virtual Disney quiz to coincide when they should have been performing.
