What Is Passion Youth Project? Article written by Victoria Gould

Passion is a project that was set up as a safe place for the young people to go. It is now celebrating its 10th Birthday in June this year. It is self funded, relying on regular donations and grants to keep the doors open. We are totally inclusive we therefore don't charge anything for the young people to use the facilities. We are open every Thursday, Friday and Sunday 7-9pm for the drop in service. We regularly see around 25 young people every evening. What Has Passion Been Up To Recently? We held a soup event in aid of Centrepoint the young homeless charity. This was well attended by the community. It raised £146 for them. The young people felt that it was a very uplifting experience that they would like to do on a regular basis. As all of the food was donated the total raised would go towards Passions running costs. This is also assisted by other volunteers that aren’t able to commit to the drop in. This interaction can only be a benefit to the young people enhancing there social skills. In December we obtained a cheque for £1000.00 from the Helen Cope Fund towards the £1800 bill to update the CCTV. This will be installed once we have obtained the remainder amount required. We have also received confirmation that we have been successful in our grant to East Midlands Airport Community fund for £1000 towards the installation of the new kitchen. Also gaining £6,600 from Charnwood Borough Council Community Grant Fund also towards the Kitchen. The kitchen will be installed hopefully by the end of February/beginning of March. We will keep you informed on the progress and opening ceremony on our Facebook page.

Shepshed Probus Club held it’s first meeting of 2019 on 7th January at Junction 23 Restaurant. Our President Horace Lister welcomed everyone with a wish for a happy and healthy new year. After club business was dealt with through our Secretary followed by Stan’s funny stories, our President conducted prayers before members sat down for lunch after which our speaker Philip Moore, a club member was introduced. Philip worked for a Loughborough company who manufactured boilers. His talk was entitled “A Modern Health and Safety Nightmare.” We all know how H&S is regulated now so vigorously that accidents in the main are prevented. That’s not to say they don’t happen but by comparison with 50-60 years ago things are much better and most employers have systems in place to minimise the risks. Most of us can quote on accidents that have happened but shouldn’t have - electrocution, things falling or rolling on to a person, mishaps with tools, burning with welding torches or furnaces, illnesses brought on by inhaling fumes without the correct masks and last but by no means least, deafness caused by working in an extremely noisy environment with only cotton wool not ear defenders for ones ears. Much of this was brought on by ignorance, lack of development of protective clothing and equipment. Improvements were made quite rapidly after World War 2 due to the influence of the Americans and several high profile cases where workers took their employers to Court citing negligence and failure to keep their working environment safe. Because of a body called “The Health and Safety Executive” accidents still happen but they are not so frequent or as devastating as they once were. Because of the improvement in medical and surgical sciences many injuries and illnesses can be repaired or controlled. At the end of his talk, Philip was warmly thanked by the President and members. New Year New Start! Volunteers Required For Vital Roles In Helping To Support Older People Article written by Sharleen Taylor

Royal Voluntary Service is one of the largest voluntary service organisations in the country and inspires and enables 20,000 volunteers to give their skills, experience, energy and time to help people in need in hospitals, at home and in the community. Locally in Leicester, Leicestershire and Rutland we support approximately 2,000 older people per year with our services. These services include helping older people who have been discharged from hospital to rebuild their confidence and remain independent once they return home, providing transport to help with shopping, attending hospital appointments or support with social opportunities. In addition our volunteers provide valuable company and friendship as well as making sure that the older person is safe and well. Teresa Gibbs – Commissioned Services Operations Manager for Royal Voluntary Service: “The demand for our services is always increasing and as a result of this we are looking to recruit more volunteers to allow us to continue to offer the support to local older people. Our volunteers make a significant and positive difference to older people’s lives and without their incredible contribution we would certainly not be able to provide the current level and range of services.” Chris Cordle, a retired NHS medical psychologist from Leicester, is a Royal Voluntary Service volunteer. She delivers the charity’s Home from Hospital service which helps settle older people back into home after a hospital stay. She says: “I missed the satisfaction of working with people - I loved that part of my job. Volunteering has filled that gap. I enjoy working with older people, hearing their stories and helping them to achieve their aims. Much of my career was about motivating and helping people, and that’s what I’m still doing now. I really enjoy encouraging people to achieve their personal targets. It’s very satisfying.” We would really like to hear from local people who may be interested in this very worthwhile volunteering opportunity, a couple of hours per week really can make a real difference to the quality of older people’s lives. On Tuesday 8th Jan the Shepshed History Society had a very thought provoking talk given by nautical historian Mr Jake Billingham. His subject being the tragic demise of the ill fated ocean liner the Lusitania. During the first world war the great ocean liners predominately carrying passengers to and fro from America held a sinister secret and that was that they were carrying secret cargoes of hidden munitions. On its last fatal journey the Lusitania passengers were actually warned by the German Embassy not to travel, however many passengers some of whom were famous personalities chose to ignore this advice and so off the coast of Ireland on May 7th 1915 tragically this majestic liner was torpedoed as prothersised by the German enemy and 1,198 lives were lost. Jake also gave fascinating accounts of the famous personal on board and so it was a very entertaining talk all round. The February meeting on the 12th will be given by Mel Wilson her topic to be Soldiers Wives of Yesteryear. Newcomers always welcome.

After the Christmas and New Year break the members of Shepshed and District Camera Club returned for their weekly Tuesday evening meetings at the Shepshed Council Offices early in January with the usual quiz to open the proceedings for the spring term. There was a good turn-out and as usual it proceeded in the usual lively fashion. The first Competition League event of the year took place the week after and newly crowned Club Champion Alan Harris, DPAGB was well to the fore taking first place in the Themed class for Landscapes/ Seascapes and second place in the Open subject class which was won by Sue Hutton LRPS. The most recent meeting was a ‘Before and After’ session which saw several of the members using Photoshop and Lightroom software to demonstrate the techniques they used when editing their images from the camera to the final presentation, an evening which several of the newer members in particular found very useful. Shepshed Special Community Bus Sabatino & Sutcliffe Article written by Alison Sharp

Shepshed Special Community Bus are pleased to announce the return of Sabatino & Sutcliffe, back by popular demand on Saturday 1st June 2019! The tickets go on sale on Monday 4th February and are available from the Community Bus office between the hours of 8.30am to 12.30pm, after 12.30pm they can be collected from The Shepshed Town Council Office until 3pm, we are based on Charnwood Road Shepshed LE12 9QE (opposite Tesco Express). The tickets are £10.00 each, we do have limited seats so first come first served, don’t delay we sold out really quick when they came back in October 2018. This show was a great success with standing ovations all around, the feedback after the show was amazing and myself and many more individuals felt so proud of Kieran Sutcliffe who grew up and started performing in Shepshed from a young age and has continued to become a huge success all over the world, performing on Britain’s Got Talent with his partner Sarah, on cruise ships, stately homes, theatres all over the country, Shepshed should be proud of him and the fact that he and Luke are giving up a part of their busy schedule to help raise money for a Community Bus for Shepshed. I would like to thank Luke Sabatino who travels from Hull, he comes along to help our cause with no connection to our town other than performing with Kieran in their “Ball & Boe” act, it is great that Luke is kind enough to do this for us. If you have not yet seen them you don’t know what your missing- they really are fab ! The return of “Sabatino & Sutcliffe” will be a great boost for our appeal which currently stands at £8250, we started fundraising in April 2018 and have also received support from Shepshed Town Council, Shepshed Borough Councillors and other local organisations. Individual Donations have also been received, the amount so far is a great achievement but, unfortunately, not yet enough, our aim is £20,000. Santa’s Post Box

This year, Shepshed Lions Club held their annual Santa Sleigh Collections. However, this year was slightly different due to circumstances beyond our control. Some members were ill and could not help to collect the funds and it was necessary to do the best that we could, with the resources available to us. It was different this year but it was still successful and as President of the Club, I would like to thank all of the members and volunteers who helped to raise funds for local good causes. It is increasingly difficult to undertake this large event. We are an ageing membership (many of us are Senior Citizens) but we try our best.

With kind permission of the Central England Cooperative store in The Hallcroft, Shepshed, Santa Claus placed his Post Box for children to post their letters to let him know what they wanted for Christmas. Lots of children wrote to him and every child received a letter from Santa. We hope Santa was able to give the children what they wanted.

We have tried desperately to recruit younger members with little success, and also to recruit volunteers from our fantastic community to help us manage the larger events such as the Annual Charity Carnival and Santa Sleigh collections. This again was very limited in success. If you were disappointed with what we were able to do this year, we apologise, but it is beyond our control. We did, however, raise a large amount of funds that will be spent in our community for charitable good causes. We would like to thank everyone who donated to this project and promise you that we will always do our best for you, the fantastic and supportive residents of Shepshed. We greatly appreciate what you do to support us.

Christmas Hamper Collections Shepshed Lions Club have raffled 6 Christmas Hampers in order to raise funds to support those less fortunate than us in our community. With the support of the Licensees of The Horse, The Jolly Farmers, The Crown and The Pied Bull, together with two between the Lions members and friends, in excess of £250 was raised. We would like to thank the Licensees, customers and everyone who supported this collection.

Christmas Meal Shepshed Lions Club may have planned the earliest Christmas meal fro 2019.!!!!!! On Saturday 26th January 2019 members of the Club will celebrate with festive food to celebrate Christmas but also to celebrate Burn’s Night that will include Haggis, Neeps and Tatties. As we are very busy on the build up to Christmas we arrange a dinner after the normal family celebrations.

President And Treasurer Are Leaving It is with sadness that we have to announce that Lion President Bob Lilley and Treasurer Susan Lilley will leave the Shepshed Lions Club at the end of February 2019. Together, they have served the Community for 33 years. Bob has suffered serious problems with his back that will limit the amount he can do. Lion President Bob said “ This has been a very difficult decision to make for both Susan and myself but we want to tale the opportunity to thank all the Club members, past and present, for the support that they have given to us. We would also like to thank all of the people of Shepshed who have supported this fantastic club. The things that the club has achieved over the years are incredible. We hope that the support that you have given to the club will continue. Thank you all so much.”

They then decided to make this regular and have devised a new programme under the title of Hathern Together, including the Village Association, the Community Library and many other organisations. A brochure for just Spring and Summer contains an amazing range of events. In March there will be a Big Book Day and a Little Wicked Festival. In April a Hathern Band concert and a Library Sponsored Walk. May will see a Family Fun Day, Open Gardens and a History Walk and June launches the Big Week events including a Village Fete, It’s A Knockout, BBQ and a Big Quiz and Proms in the Park among many, many others. Many more events will follow in the second half of the year. The Community Library won 2 awards last year, a Community Heroes Award and the Rural Award for Best library in the county. This volunteer run library celebrated its 3rd birthday in January. Hathern Club is trying to attract customers with a new entertainment programme on Saturdays and a quiz on Mondays.

I know that this is the result of a lot of hard work and dedication by staff and pupils. The achievements by St Winifrede’s have been particularly noted by the Schools Minister. And further congratulations to the Friends of St Botolphs School who have won funding from the Aviva Community Fund. Their bid makes it clear that they want to do more to achieve the Wellbeing Award for the school including investing in equipment to help pupils to be active, to reward excellent attendance and to encourage more outdoor learning. I wish them the best in working towards the Award. As some Eye readers will know I chair the House of Commons Treasury Select Committee. As well as scrutinising the work of the Treasury and organisations such as the Bank of England, Financial Conduct Authority (FCA) and Financial Ombudsman we can also conduct specific inquiries into general issues. One of our current inquiries is about access to financial services by vulnerable customers. With customers expected to take more responsibility for their financial planning and resilience, bank branches closing, and the number of freeto-use ATMs falling, it’s becoming increasingly difficult for vulnerable customers to access certain financial services. We’ll examine the practicality of the FCA’s definition of vulnerability, whether it’s the right term to be using, and if firms should have a duty of care requirement to protect vulnerable customers. The two key questions that we’ll attempt to answer are: are certain groups of consumers excluded from obtaining a basic level of service from financial firms, and do vulnerable consumers pay more for financial products? If you have a view on this then I’d love to hear your experiences. Finally, Eye readers have previously sent me details of their experiences of dealing with Myalgic Encephalomyelitis (also referred to as Chronic Fatigue Syndrome). I’ve been working with MPs from across the House of Commons to see that this issue is properly debated in Westminster. Another year has passed and our group of walkers have enjoyed a variety of walks during the four seasons, many attending no matter what the weather.

Shepshed Volunteer Centre will be hosting its annual Barn Dance on Saturday 30th March from 7.30pm at St Botolph’s Church Hall, Shepshed. Tickets are £10 for adults, £5 for children and £25 for a family of 4.

We continue to have an average of 45 people attending each week. 1918 ended with approximately 60 members attending our Christmas Buffet Lunch after the last walk of the year on 17 December. This was a very enjoyable event which was held in a local church hall. As we enter our 3rd year as a walking group we look forward to welcoming our regulars and new walkers alike. Along with an hour long walk of 2.5 – 3 miles walk around Shepshed, we continue to offer the shorter/slower walk for those who are less able to undertake the longer walk. After the walk many of our walkers stop at one of our local coffee shops and end the morning with a chat. New walk leaders are continuing to join us, providing greater flexibility during periods of holidays or illness. We offer a very warm welcome to anyone who would like to join the group. We meet on Monday mornings outside Shepshed Library in Hallcroft ready to leave promptly at 10.30 a.m. We do not walk on Bank Holidays. Disabled horse riders and their carers can look forward to warming up over a cup of tea after kindhearted tradespeople from Wilkinson's Decorators and Property Maintenance installed a new kitchen at their home riding school in Normanton-on-Soar. Staff from the Leicester-based company gave up their free time on Sunday 6th January to fit the donated kitchen - complete with running water - at Meadow School of Riding, which is home to the Wenlo, Ashmount and Ruddington Riding for the Disabled Association (RDA) groups. Riders, their families and carers will be able to use the new facilities before or after their riding sessions. The new kitchen is in a building affectionately known as the "noshery", which did not previously have running water. This meant lots of trips to an outside tap across the yard. "The new kitchen will make such a difference to all of the volunteers, riders and their families and staff," Wenlo head coach and Meadow School of Riding proprietor Dawn Whitmore-Kirby said. "There are some very kind people out there!" "We really can't thank Dene, Ian, Martin and Richard enough for giving up their free time to help us." CCTV – at the time of going to press (20.01.19) Many of you will be wondering what has happened to the CCTV cameras planned for Shepshed Town Centre. Unfortunately we hit a snag when we attempted to put in a phone line in the Bull Ring and found that it was not a BT line but belonged to Virgin. The second snag was that certain businesses in Shepshed, even though they were in favour of a CCTV system to help protect their properties were not willing to help with the technology which was required for the installation. At the beginning of this year we were at stale-mate, but since then two more businesses have come forward to help and it is now looking more promising. CBC has reserved over £24,000 for the installation, working with the Town Team to make our town centre more secure. We will update you as the project progresses. Variation Of License Application – Garage Top Of Kirkhill Unfortunately Charnwood have granted permission for the sale of alcohol to 24 hours daily (off sales) after seeking clarification from the Legal Services. The evidence we submitted was not strong enough to refuse. Such as Prevention of Public Nuisance, Prevention of Crime and Disorder, Public Safety or Protection of Children from Harm. We have asked that our concerns are noted and registered against this license. Tenant Bids Fund The tenant Bids Fund is for the benefit of tenants who identify a project which will improve the communities where they live. The project should benefit a group of tenants and leaseholders or a whole community and not just one individual tenant. The Bids Fund is financed from tenants’ rent money. Charnwood Borough Council (CBC) provides funding each year from the Housing Revenue Account, the annual budget is currently £50,000. This is split between the sheltered schemes, via the Senior Forum (SCF) (£10,000), the rest of the Borough (£35,000) and a contingency fund (£5,000). Decisions on which projects will be funded are decided by ballot through the Charnwood Housing Residents Forum (CHRF). A record will be kept each year to ensure that monies are distributed fairly across the borough/sheltered schemes. To qualify a bid has to be: • Something that will benefit tenants • Something that will still be there in five years’ time

• Something that will benefit more than four households • Something that has the support of the majority of the people who will be affected by it (at least 51%) • Something that must add value to the property or land owned by Charnwood BC that has no on-going maintenance costs • Something Charnwood BC would not normally fund • Not be more than £5,000 The improvement: • Can be environmental to open spaces or to improve existing areas to flats and maisonettes • Can help prevent or reduce anti social behaviour •Should enhance the quality of life for tenants • Cannot be projects which would normally be funded out of alternative budgets e.g. planned maintenance, grounds maintenance Examples of previous projects: • Lighting – for example; security lighting, communal lighting • Signage – for example; maps to assist visitors to find properties • Landscaping – for example; green spaces, communal areas, sheltered schemes, benches, raised beds, pergolas • Resurfacing – for example; paths, drying areas • Improving community facilities – for example; water heaters for communal rooms. This does not include soft furnishings or audio visual equipment • Increased security – for example; external lighting which do not require ongoing maintenance or monitoring charges • Improving access for disabled and elderly tenants – for example; removing steps and replacing with ramps. Food Business Ban For Pizza Shop Owner Who Broke Safety Laws A pizza shop owner from Loughborough has been banned from managing a food business and fined after breaching food safety and hygiene regulations. CBC prosecuted Iqbal Hussain after its officers discovered mouldy and out-of-date food and poor levels of hygiene at Sliced in Angel Yard, Loughborough. One inspection revealed E.Coli on a lid of mayonnaise tub, listeria in sausages and food which was up to 47 days past its use-by date. He was found guilty at a trial at Loughborough Magistrates’ Court on December 21st If anyone has concerns about any food establishments you can talk to CBC. Warning for lettings agents and property managers after company fined Lettings agents in Charnwood are being urged to ensure they are aware of their legal responsibilities that they are required by law to be part of a government-approved redress scheme which helps resolve disputes between tenants and landlords. Redress schemes give tenants and landlords independent adjudication of disputes. The Council monitors lettings agents and property managers to ensure that they are registered with a redress scheme. As your County Councillor, I am always on hand to try and deal with any concerns you may have about services provided by Leicestershire County Council. Such as street lighting, highways, footpaths, overhanging trees and hedges onto the highways/footpaths, social services etc. M1 Junction 23 And The A512 Residents have been contacting me regarding the roadworks due to take place on the A512 and Junction 23. The works are essential to enable the route to handle the expected growth in the area. I would have preferred that all the new development was not taking place but it is going to happen. By not making these crucial improvements at this time will have a detrimental impact to the network and the junctions in the near future. I have meetings with officers and been assured that regular publicity will be issued when the works start which is summer of 2019. County are appointing a contractor to undertake the works who will be formulating a traffic management strategy to look into the most suitable time to undertake the works (day or night) along with identifying surrounding junctions that will be impacted and how best to mitigate this. I will keep residents informed via this column. I can confirm that residents will always have access to the A512 either via Leicester Road or Charnwood Road whilst these works are carried out. Buses Skylink – I have been in contact with Trentbarton who runs Skylink asking if they could leave Shepshed via Hathern instead of Belton which would help with residents from Hathern Road area of Shepshed. At the time of going to press I have not had a reply. I am still working on Arriva to try and get them to divert one of their buses to that area of Shepshed. Buses – Buttercup Fields estate – following my report in the December issue I have had it confirmed that there is a Section S106 obligation on the developer to provide a bus service to the new development. Buses will enter via Buttercup Road and leave via Tickow Lane. Advance Notice Of A Temporary Traffic Regulation Order (TTRO) A TTRO is to be made for the following location: Loughborough Road. The purpose of the TTRO is to facilitate Leicestershire County Council (LCC) with carriageway patching and drainage works. The TTRO will incorporate a temporary road closure and temporary prohibition of waiting and loading. The duration of the restriction is not anticipated to exceed a period of 2 days commencing on the 23rd April. A TTRO is to be made for the following location: Forest Street. The purpose of the TTRO is to facilitate LCC with carriageway patching works. The TTRO will incorporate a temporary road closure and temporary prohibition of waiting and loading at any time. The duration of the restriction is not anticipated to exceed a period of 2 days commencing on the 25th April. The works will be undertaken in 2 phases as follows:Phase 1 – from junction of Loughborough Road to the junction of The Lant. Phase 2 – from junction of The Lant to the junction of Kirkhill. Tickow Lane Following concerns raised by residents about the state of Tickow Lane caused by the developer. The developer should have, as part of the planning condition provided wheel washing facilities. The site manager said that there is currently no running water. I understand from an officer at Charnwood that Maynell Plant are going to supply the site with wheel washing facilities as soon as possible. In the meantime a road sweeper is to come every evening after work and during working hours as required. The officer will be monitoring the site on a regular basis. I would like to thank the residents who live in this area for keeping me informed and the officer for sorting this out so quickly. New layout at entrance to the Davis estate and Tickow Lane – I am speaking with officers at County to get the 30mph extended to the

whole length of Tickow down to McCarthy Road, I was under the impression that this was going to be part of the improvements when the housing estate was built and to get better signage in the area warning traffic that there is no pavement in Tickow Lane following the installation of a pavement near to the new junction. Iveshead Road/Charley Road/Abbey Road The above junction is highlighted as one of most dangerous junctions in Leicestershire. A package of measures were taken at this junction to make the junction more visible and completed in late 2017, with carriageway surface improvements completed in May 2018. I still have concerns about the number of accidents still happening at this junction and will press for more to be done. But I was told that other measures such as traffic lights or a mini roundabout at the junction are not normally suitable in such a rural location. I understand that County are monitoring this junction on a regular basis including a close examination of any evidence they receive from Leicestershire Police on incidents to see if there is anything further the Council could implement within its current funding criteria. Unfortunately not all the accidents get recorded or reported by the police Special Education Needs and Disabilities (SEND) Have your say about developing new specialist provision for children and young people with Special Education Needs and Disabilities. LCC are proposing to create new specialist provision for children and young people who have SEND. LCC ‘s proposals include expanding existing special schools and enhanced resource bases in mainstream schools, and developing new enhanced resource bases for children with communication and interaction difficulties, including Autism Spectrum Disorder (ASD) and for social, emotional and mental health needs known as SEMH. Enhanced Resource bases are small specialist facilities with specialist staff where children can benefit from smaller teaching groups and extra help, whilst still having access to the mainstream school for certain activities. This can help to give each child a personal timetable that is geared to their learning, emotional and social needs. LCC would in the longer term like to open up to four new special schools. Deaf Awareness And Basic British Sign Language I was offered the chance to attend a taster class which was designed to give any Councillor who was interested in an insight into the different types of hearing loss, how to better communicate with someone with a hearing loss and basic British Sign Language. Those who attended were shown how to sign the basic Greetings, such as hello, please and thank you. We also learnt the letters of the alphabet. Communication is important in all aspects of life including work; personal, social, etc. (not being able to communicate with someone can feel quite isolating) 1 in 6 people in the UK have a type of hearing loss and around 2 million people in the UK use a hearing aid. I found this taster course very interesting.
