Enrych Leicestershire And Derbyshire Wins National Lottery Funding Article written by Colin Edis
Enrych, a local disability charity, is delighted to have been awarded over £320,000 of National Lottery funding to begin a new service, Enrych Connect, to provide support and training to improve digital/IT skills in existing, new and emerging technologies for adults with disabilities throughout Leicestershire. Enrych will build on the work of Leicestershire County Council Careonline, which is being decommissioned at the end of December. The funding has been awarded by the Big Lottery Fund, the largest funder of community activity in the UK. Enrych chair Miriam McKee said; “We recognise the good work done by Careonline over many years in aiding individuals with a disability to have access to IT skills through training and support on a one to one basis. The National Lottery has given Enrych a great opportunity to build upon this work. At Enrych we will be providing support in the use of a range of equipment including iPhones, iPads, computers etc. to improve skills and also access services such as - FaceTime, Apps, Facebook, Skype and move with emerging changes in technology.” Enrych was founded in 1986 by Leonard Cheshire and Sue Ryder to support people with disabilities to be able to take part in both leisure and learning opportunities of their choice and, by doing so, reduce social isolation and increase their confidence. Colin Edis, Enrych Development Officer commented: “We are very aware of the difficulties faced by people with disabilities, not least of which can be social isolation, and so we see this new service as an important way of developing resilience and wellbeing among young and old”

On July 6th & 7th 2019 the Shepshed Volunteer Centre and the Shepshed Special Community Bus are having the Annual Shepshed Open Gardens event. If you are interested in opening your garden or would like to know a little more about what it entails please come along to our meeting at The Community Centre, Shepshed Town Council, 47a Charnwood Road LE12 9QE, on Tuesday March 12th at 6.30pm. This event is so important to both The Shepshed Volunteer Centre and The Shepshed Special Community Bus, we both play an important role in helping so many vulnerable people live independently, we help to combat loneliness and isolation. This event helps towards raising funds to keep these services afloat. On 4th February a meeting was held at Junction 23 Restaurant of Shepshed Probus Club. President Mr Horace Lister welcomed a full complement of members then called for a minute’s silence to remember our colleague John Wilmott who had passed away. The Secretary completed club business before prayers and lunch, after which our inhouse speaker, Roger Haycock gave his talk entitled “Our Para.” Roger goes to France on a regular basis and it was during one of these trips that he met the Mayor of a small village/town called Damremont. During one conversation it transpired that on a road out of town was a memorial to a fallen soldier from WW2. Roger’s curiosity was aroused so he went to search for the memorial. It was very overgrown with roadside weeds and the plaque on the stone was illegible. On making further enquiries it turned out to bear the name of James (Jimmy) Downey who was a member of the Parachute Regiment working behind enemy lines with the S.A.S. to harry German supply lines and disrupt the enemy wherever possible. As well as the S.A.S., the clandestine operations used or worked in collaboration with the local Maquis (French Resistance), several of whom were medical staff from the local hospital. Jimmy Downey must have considered himself extremely unlucky. He was out on patrol in German occupied France and was on his way back to base when they reached Damremont via the back roads. The patrol were warned that the main road ahead of them was busy with German convoys, so they decided to stop and while waiting they would clean their weapons. Unfortunately one of the team forgot to check his weapon and during the cleaning operation, a round was discharged and Jimmy was shot. A lady from the house where they were parked came and comforted Jimmy and eventually had him carried indoors but sadly he died. The villagers arranged his funeral and most of them turned out to form quite a procession, taking them through German lines to reach the cemetery. James Downey, like so many of our brave servicemen disappeared into oblivion. Our storyteller was intrigued by the story and started researching the background to it. Roger managed to trace relatives of Jimmy Downey and has also researched numerous actions which took place in the central and eastern areas of France, but there were far too many operations to list. To follow some of the stories, a good book to read would be SAS Rogue Heroes by Ben Macintyre. At the end of the talk our Chairman thanked Roger and club members showed their appreciation. February 12th the Shepshed History Society enjoyed a very entertaining talk given by Mel Wilson and Dave Holden, their topic being 'The Soldiers Wives of Yesteryear' Mel dressed in a primitive dress that was fashionable in the early 1800's and posing as a military wife explained to the society how her husband having joined up with the militia, decided to join him abroad on the battle front. So along with her baby son and living in a primitive tent crammed with many other people, Mel went on to describe her daily chores which included nursing the wounded as well as many other hardships they had to endure. Then when one husband died it was normal for these hardworking women to move onto the next one. As Mel spoke Dave Holden dressed as a Coldstream guard and being one of her husbands from the same era and carrying a musket, broke in and explained in detail all about the horrific conditions they had to endure on the battle front and also the methods of fighting that was experienced during these very cruel conflicts. The term 'pin money' apparently derives from poor women in days of old trying to make their garments last for as long as possible, because instead of buttons, they would buy pins when they had spare coins put by so that when their figures changed due to pregnancy or malnutrition for example, they could alter their clothing to fit. The March meeting will be held by Mr. Stephen Hartley his subject to be 'The Rise and Fall of the English Castles'

What Is Passion Youth Project? Article written by Victoria Gould
Passion is a project that was set up as a safe place for the young people to go. It is now celebrating its 10th Birthday in June this year. It is self funded, relying on regular donations and grants to keep the doors open. We are totally inclusive we therefore don't charge anything for the young people to use the facilities.
This painting is a collaboration between two local Shepshed groups. The camera club were tasked with taking a photograph of this local iconic building. The Shepshed painting group then divided the photo, taken by Robert Bramley, and 12 of us painted a portion each. The finished picture will be on display in Shepshed library for a short while before being donated to the dentists who now use the building. The art work was completed in water colour by: Ron Smith, Bruce Neville, Michael Symonds, Norman Johnstone, Aileen Regan, Andrea Smith, Jill DeHayes, Wendy Pearson, Susan White, Margaret James and Christine Brewin.
The only member of paid staff is me. The rest are volunteers giving their time to the young people in the community. I have asked a couple to explain why they do this. One said “I volunteer in memory of a young boy who asked me to come down there years ago. His name was Dillon Knight and he loved going to Passion.” Another said “I volunteer at Passion because young people of Shepshed have received a bad press and I believe it is important for them to have a safe welcoming place to meet up with their friends.” Time is the most precious commodity we have,(although we always need money to pay for the rent!), to donate to the young people and they do recognise that this is given freely. We have seen a great change in the young people that attend Passion. In next month’s edition the young people will be given the opportunity to tell the reader why Passion’s doors need to remain open. We are open every Thursday, Friday and Sunday 7-9pm for the drop in service. We regularly see around 25 young people every evening. What Has Passion Been Up To Recently? The kitchen will be installed in March. We will keep you informed on the progress and opening ceremony on our Facebook page. We had our monthly food fundraiser of jacket potatoes and cake raising £150. All the food for the event is donated so all the money taken goes directly to Passion. We are very blessed to have such support from people in the community. A fun time was had by all the attended. Events Coming Up 11th March Monthly food fundraising event Locally sourced Sausages (vegetarian option available), mash, onion gravy, mushy peas or baked beans, Rice Pudding, homemade jam or jelly and ice cream for pudding plus unlimited Tea/Coffee all for just £4.00. All proceeds to the upkeep of Passion Youth Project. As we come closer to the GCSE exams we would like to offer a place to come and revise. In order for this to be successful we are looking for donations of school equipment, especially scientific calculators. What a great response from our mixed “ Everyone in Harmony “ course that started last October, some 40 people came along on the first evening, and to date 18 have fully signed up with our newly formed mixed chorus. We even took our newest members to their first “ Singout “ at the Loros Christmas Concert in December which gave them a taste of performance in front of a large and appreciative audience This coming May we will be attending the annual Barbershop Convention in Bournemouth, competing as a mixed chorus for the first time. The inclusion of Ladies into what was a male chorus adds a new and exciting dynamic to our sound and should any other Ladies (and men) wish to join us then just come along, Monday evenings 7-30 Birstall Social Club.

Shepshed Art Group Exhibition 2019 Article written by Val Singh
Shepshed Art Group are holding an exhibition on Sunday 7th April from 2 - 4.30pm and Monday 8th April from 10am - 4pm at Livio’s Italian Restaurant, Hall Croft, Shepshed. Refreshments and a raffle will also be held with all proceeds going to Cancer Research UK. On display will be a variety of work including drawings, watercolours, acrylic and mixed media. Shepshed Art Group is a mixed ability group, some joining as absolute beginners, others more advanced and looking to take their work to the next level. The group is run by artist and illustrator Val Singh (BA) and has been going since 2013. Everyone attending receives individual attention at every session, as well as group learning and demonstrations for new topics such as portraiture.

Kelly and Barry’s Alldread’s daughter, Sienna-Deane, was born with a rare chromosomal condition which affects her movement. When Kelly heard that the Steps Centre in Shepshed provided a service for children with this and similar challenges, she started bringing her daughter to the sessions. Everyone soon noticed the amazing difference in Sienna-Deane’s development following her weekly sessions at Steps. Zoey said, “Sienna-Deane not only loves spending time there but benefits greatly from the expert support and facilities.” Zoey and her dad, Dean, decided that they would like to give something back to Steps as a way of thanking the centre for all that they do for the children and families who attend the sessions. Zoey is a regular runner and suggested that she and her dad take part in a sponsored half-marathon and today she dropped into the centre to present a cheque for £1,248! Team leader, Indila Simandi said, ”We are extremely grateful for this very generous and much-appreciated donation. Sienna-Deane is a fantastic young lady who is very lucky to have such a supportive family around her. We feel privileged to be able to help Sienna-Deane and her family to learn new skills at Steps.” The centre has an open-door policy and the sessions are free of charge. The manager at Steps, Janet Russell, added, “We have to raise £250,000 each year to operate the centre and every penny raised goes towards helping the children and their families. Shepshed Carers Celebrates 25 Years Article written by Sarah Pollard
Just over 25 years ago my friend Pauline and I were made redundant from our respective jobs and were seeking avenues to use our skills. We were both active in the St John Ambulance and as a result we knew quite a few medical staff and it was a local district nurse, who was also a St Johns nursing officer, who suggested that Pauline and I apply our knowledge and experience to providing homecare service to assist people to live with dignity and independence in their own homes. This would be as alternative to being confined to hospitals or care homes, thereby helping to maintain mental and physical well-being by being in familiar surroundings. This was a radical departure from accepted methods of care at that time and we were intrigued by the possibilities.

Linda Barks, 60, of Shepshed in Leicestershire, decided to make sure that something “worthwhile” came out of her debilitating dissociative identity disorder, which makes any interaction with the outside world absolutely terrifying. Despite her long-term illness, which currently prevents her from working as a carer, Linda has already raised well over £1,000 for different charities. She is now focussing her efforts on helping Warwickshire and Solihull Blood Bikes (WSBB) to raise the money necessary to keep the life-saving service going. Despite the NHS depending on services like WSBB to deliver essential supplies of blood, tissue, plasma and documentation to hospitals and hospices outside of standard office hours, the registered charity receives no funding or payment from the NHS, central or local government. The service, which typically costs over £15,000 per year to run, must raise every penny itself through fund-raising events and any donations that people are kind enough to give. All of the charity’s bikers and other people involved in running the service work full time elsewhere, giving up precious free time to ride the blood bikes, raise awareness and work very hard to raise money. Not all of the riders claim their expenses, to help maximise the funds raised. WSBB is less than ten years old, but has already completed over 6,700 potentially life-saving journeys to take precious treatment materials to wherever it is needed. Most of the work serves Coventry, Warwickshire and Solihull, but it can involve longer journeys. (Source: www.wsbb.org) The charity has now taken on responsibility for delivering expressed milk to premature and special care babies when their mothers are unable to get to the hospital to feed them personally. This new service will require the purchase of six special containers, which will cost a total of £480. Linda has already raised £225 for WSBB by selling knitted blood bike figures, made from a pattern of her own creation. They are kitted out in full uniform, including the special heart badge, and come with an official leaflet that fully explains the work of the blood bike riders. They are approximately 13cm (5.5 inches) tall and cost £5 when bought in person, all of which goes directly to WSBB. You can order your own knitted Blood Bike Rider to be delivered by the Royal Mail, with a postage charge of just £1 to be added, making a total of £6. To order one, simply email lindabarks@hotmail.com. Although Linda is doing much of the knitting and making-up herself, she is also being helped by her friends Cass and Alyssia. Cass has also very kindly bought wool and buttons to support the project. Her physically disabled 52-year-old brother, Radcliff Gregory, is doing his best to help by promoting Linda’s fund-raising work, including writing articles and media contact. After much consideration and many meetings with Dorothy, our adviser at CASE, Shepshed Carers Ltd was born in February 1994. Our original office was Pauline’s home and I still recall the delight when we attached the brass registered office plaque next to her front door! We established the company as a co-operative as we believed that this inclusive and democratic ownership structure would enhance the business through allowing all carers to become members, decision makers and joint owners of the company. Staff and members know that the success of Shepshed Carers is intrinsically bound into their effort and contribution and this input is rewarded in better than average working conditions and a share in the profit of the company. It has been a rollercoaster ride at times over the past 25 years and Shepshed Carers has experienced some challenging times which have been overcome through staff putting their shoulders to the wheel. And it is probably a given that we will face challenging times again; the care sector in general is experiencing trying times as profit margins are squeezed, contracts reworked and competition for staff intensifies. The county wide shortage of available care staff is problematic for Shepshed Carers as we compete for staff from an ever decreasing pool but we are developing strategies to address this. One of the issues with recruiting staff is the perception of caring. It would seem that people either see the job as ‘tea, toast and sympathy’ or believe that it is about ‘wiping bottoms’. Some elements of both of these are involved but in the main it so much more than either of those hackneyed descriptions. Caring offers opportunities in so many areas and it is a wide and varied job. The care sector has developed greatly over the past 25 years and has established professional standards which allow carers to study up to degree level and beyond if they wish. Shepshed Carers has been proud to be at the forefront of these developments as we instituted mandatory training for all staff long before the Care Standards ?? and other agencies demanded such levels of training; we fully embrace all quality standards and training initiatives thus ensuring that Shepshed Carers staff are some of the best trained in the industry. Working at Shepshed Carers brings other benefits too in that members know that their job truly makes a difference. How many people can say they own and control their work? That they experience a feeling of pleasure and achievement in a job well done and which is worth doing? That they can make decisions and control the direction of their company? That they share the profits of the business? Probably not many outside of the co-operative sector and rarely those in the care sector but we can! This is the Shepshed Carers difference. We are fine care workers who are invested in our work and we can be justifiably proud of the job that we do. So I would like to wish our company a happy 25th birthday and thank all the members for their total dedication to the job and their commitment to the company. The fact that we are celebrating a quarter century of providing top quality care is down to you – thank you.

Dreams came true for the Steps Conductive Education Centre last week when tradespeople and contractors who work for Unite Students gave their time and materials to spruce up and repair the building and garden. All of this was made possible by Lee Barnes, the Estates Manager for Unite Students in Loughborough, who wanted to thank the charity for all of the help they had given to their son, Henry. Lee and his wife Katie became involved with Steps when they brought their son to the centre as a baby. Henry was born with Down’s syndrome and he became a much-loved part of the Steps family for four years, before starting mainstream school last September. Lee felt that Steps had been such an amazing support both for Henry and for the family and that the centre would always have a special place in his heart.
The Foundation aims to raise funds through events such as golf days and charity balls. Local charities are then nominated to receive a donation from the funds and this time, Steps was chosen to be the recipient. A delighted centre manager, Janet Russell said, “We were so thrilled when Nick contacted us to say that he wanted to donate £5,000. Every year we have to raise £250,000 just to cover the running costs to provide this vital service for our children and their families, who come to us from across the East Midlands. We have an open-door policy and families can refer themselves. Since we don’t charge for our service, we are always very grateful to receive donations such as this one from Nick.” Nick and his colleague, Ben Smith, paid a visit to the centre to experience for themselves the warm, friendly and supportive environment which many of the parents attending refer to as their ‘lifeline’. Lee said that, in conversations with the staff, he discovered that there was an ever-growing ‘to do’ list. Some things needed repairing, others needed painting or replacing. He decided that this would be a great opportunity for the Unite Estates Team to get involved so he planned the charity day where over thirty employees came to the centre to carry out a range of jobs including painting, flooring, electrical repairs, alarm installation and gardening. Steps is a Conductive Education Centre which provides a free service for children from the East Midlands who have a range of motor impairments and movement-limiting conditions such as Down’s syndrome and cerebral palsy. Centre Manager of Steps, Janet Russell, said, “All of the work which was completed by this marvelous team would have cost us over £50,000. We could never have afforded to allocate that amount of money to repairs since it costs £250,000 a year in running costs. This money, most of which we have to raise ourselves, is used to pay staff wages and, of course, is spent on the children. Families bring their children to us free of charge so every penny which we raise really counts. We are so grateful to Lee and his colleague, Chris James, who made our dreams come true. We can never thank everyone involved enough.” Chris added, “I was delighted to get involved as I know how much Steps means to Lee and Katie and would like to thank the following companies for being part of this project: Creation Floors, Hebs, Defensor, Project Interiors, PPG, CLC, Ashleigh Signs, FMS and Fortis Vision, not forgetting the Unite employees, some of whom traveled from Bristol and worked all day in the garden, in the rain and sleet!” Patron of Steps, Rosemary Conley, kept the troops fuelled with homemade soup and bacon sandwiches. Rosemary said that she was truly grateful and profoundly moved by the enormous generosity of everyone in giving their time and materials to Steps, adding, “We could never have achieved this ourselves. Thank you from the bottom of my heart for helping to make such a huge difference for our children and their families.”

T: 01509 262723 E: nicky.morgan.mp@parliament.uk It’s always good to see a variety of local businesses so I was delighted to pop into the Old Curiosity Bookshop & Tearoom in Hathern recently. As well as offering lots of interesting books and supporting local crafts people there is a very snug tea room which is perfect for spending time in. I wish the business every success. Last year I presented a petition to the House of Commons on behalf of local taxi drivers about changes to private hire licensing rules. These rules had meant rogue local authorities could licence far more cabs than were needed in their area, often with lower safety standards, only for drivers to ply their trade in other areas whilst at the same time being effectively immune to council checks. The Government has now announced changes that will see the adoption of national minimum standards for both taxis and their drivers; national enforcement powers for local authorities to check on drivers from other areas; and a national database of licenced drivers to ensure applicants are ‘fit and proper’ to take on the job. I hold a series of regular meetings with key local organisations such as the Borough Council, the County Council, local schools and colleges, the NHS and the Police. I’ve recently met the Police & Crime Commissioner, Lord Bach, in both London and in Leicestershire to discuss funding for the police, local crime statistics and the recruitment of new officers. One of the inquiries which I’m currently overseeing on the House of Commons Treasury Select Committee is about economic crime and fraud. Sadly, we are seeing increasing numbers of people who are becoming victims of scams and online frauds. This means that our police are having to spend more time online investigating such incidents, but there is also a demand for a physical police presence on our streets. This is a difficult balance to get right, but now that Leicestershire Police are able to recruit more officers I hope it will mean that balance is easier to strike. Tesco is 100 years old in 2019. So, to promote their centenary, they are creating more opportunities for local organisations to benefit from Tesco’s Bags of Help. This is their local community grant scheme which funds thousands of community projects across Britain. Since 2016, they have donated £103,073 to 35 projects locally. Charities and community groups can apply for grants at Tesco.com/ bagsofhelp. This year, a new initiative, Bags of Help Centenary Grants, will also provide larger grants of £25,000, £15,000 and £10,000 for groups promoting health in local communities during July / August, and for all community groups in November / December.

Shepshed Town Council’s Dog Control Subcommittee continues to meet on a regular basis with the Dog Warden from College Garth to monitor parks and open spaces under the control of Shepshed Town Council. The last meeting received a report from the Dog Warden which received very positive feedback on the areas he had monitored. However, during this time of year, some (only a small minority) Dog Owners appear to become complacent and tend to only walk their dog for shorter periods of time and very often the footpaths appear to become increasingly littered by dog fouling, therefore, an appeal/ reminder is sent requesting that no matter time of day/night or time of the year, it is, it is still an offence not clean up after your dog. Jane Lennie Shepshed Town Council Chairperson It has been a busy few months representing our local town; in the Christmas Period it is always an honour to promote our local town and our people. I welcome the work carried out by the Labour Group on Shepshed Town Council, we have worked hard to keep a balanced budget and, for the fourth year in a row, we have not increased the Town Council proportion of Council tax for the year 2019 in recognition of the pressure on the budgets of families in Shepshed. The Tories on Shepshed Town Council voted to increase the council tax on local towns folk; this was voted down by the controlling Labour Group. We were pleased to support the Town Team and the police by funding ongoing costs of CCTV in the town centre, once the present and future costs were confirmed.
Hathern Band would like to build an extension to their premises in order to provide more space for their excellent teaching programme. I have discussed this with parish councillors and we are trying to find out if the Band can satisfy guidelines for S.106 funding or for Charnwood Borough Council grants. I recently attended a teaching session for the youth band and was very impressed. The teacher motivated the students brilliantly with humour and skill. The sessions are free and instruments provided. Any resident is welcome to join. The Band are in Concert on April 6th at Hathern Church to raise funds for the church.
Robert Ewing and Raymond Draycott Chairperson and Vice Chair of Shepshed Town Council Finance Committee: We have had many years of reduced funding for Shepshed from Charnwood Borough Council and funding cuts to local services from Leicestershire County Council, this has meant that Shepshed Town Council Have had to direct funds to some local services out of our already reduced budget. The Labour Group on Shepshed Town Council, using good management, have been able to direct funds to some essential local services, such as the Shepshed Citizens Advice. Shepshed Town Council has a policy to re-new or replace play equipment in our local parks to make them safer and better for local people. For the fourth year running I am happy to announce that we will not be increasing Shepshed proportion of council tax for 2019. We have looked at funding options open and have decided to take a small amount from reserves so as not to increase an already massively increased council tax charge from Tory run Charnwood Borough Council and Tory run Leicestershire County Council, it was a shame that the Tories on Shepshed Town Council voted to increase the council tax for local Shepshed residents.
The Community library has started an Art Group which is open to all. There are plans to start French and Spanish conversation sessions in the library. Please contact the library if you are interested. There will be a sponsored walk to raise funds for the library on April 6th and 7th. Some intrepid (foolish) souls including yours truly have undertaken to walk all 33 miles of the Leicestershire Round over the 2 days. If that sounds like a bit much, you can walk a 9-mile stretch. Sponsorship forms are available at the library. If walking is not your thing, please sponsor someone you know. Some weeks there are a few numbers left in the Library Lottery. If you fancy a flutter, contact Bill Leivers who runs this valuable funding source week after week. Tickets cost £2 and £1 goes to the library. You have a chance of winning this lottery as there are only 59 numbers and the winning ball is the National Lottery bonus ball on Saturdays. The library will celebrate World Book Day on March 7th. Hathern Club run a quiz night every Monday. If you like quizzes, get a team together and join in.
Councillor Claire Poole Talks About Policing cuts in Shepshed: Crime and anti-social behaviour have been on the increase in our local town it’s something that the Labour Group on Shepshed Town Council take very seriously and something that I get asked about daily, we have spent many hours contacting the Police and Crime Commissioner to try and get more police for our local town, we have lobbied the Tory County Councillor Christine Radford for Shepshed; and we have asked the local MP to help all to no avail. The Tory Police funding cuts have devastated police numbers across the UK and this has had a direct result on Shepshed. The local police station was closed, the police car that was stationed in Shepshed was removed, increasing response times for our local people, and police numbers cut for Shepshed. This has had a direct negative impact on our town putting our residents at risk of more anti-social behaviour, burglaries and violent crime which have all seen increases. The Shepshed Labour Group will continue to lobby the controlling authorities for more police for Shepshed. We believe there should be more funding due to the increased number of residents in Shepshed, it’s just common sense.
The Hathern Village Association held a thank you event with free food and drink to thank their volunteers in early February. They gave awards for outstanding people. After awards for particular types of volunteer they gave Special Superman and Superwoman awards to people whose general contribution to all the HVA events was outstanding. The female award went to Becca Spencer for her tasty and nourishing food which she provides for the workers at every setting up or dismantling of the Big Week, Wicked Festival and Fireworks events. This food keeps us all going in the middle of a long day in the field in hot sun, biting wind or rain. Resh Kandola will be wearing his underpants on the outside from now on after winning the male award. Resh helped at all the events and gave whole days and evening before and after events. Due to his and other library stalwarts’ efforts, the HVA gave a substantial donation to library funds which will go a long way towards keeping it open. Well done, Becca and Resh and all the other helpers.

Officers from CBC’s conservation department held an open meeting for residents about the proposed changes to the conservation area in Hathern. They were open to residents’ suggestions to include further properties in the Leys area. If you wish to suggest any property, contact Martin Jones at CBC.
Glenmore Park has been updated with a fenced toddler area and a new modern Wendy House plus a pretend play Garage area with educational activity panels as well as a new Bog Garden area to prevent the much-used field flooding. Oakley Road Park now has safe and secure fencing around the toddler play equipment as well a 1st for Shepshed a completely modern Parkour set for all older children, teenagers and adults which is in constant use. We also got Shepshed’s 1st Zip wire and new spinning bowl. Sandringham Rise Park is now fully updated with basket swing, spinning climbing cone and new adventure trail. Cambridge Street Park is also fully updated with stand on see-saw, spinning bowl, basket swing, rocking frog, hang on spinner as well as seats with two activity panels and communication pipe. Wicklow Close Park is updated with another 1st for Shepshed a brandnew ground trampoline and unicorn activity area complete with slide, tunnel, a small climbing area and activity panels. The future focus of the Shepshed Labour Group is to get an adult assault course installed, update the skate park, get more modern outdoor gym equipment fitted and to allocate an area for dog exercise.

Charnwood Borough Council can now issue £400 fixed penalty notices to people who do not ensure their waste is disposed of by a licensed waste carrier. People are reminded to only use a registered waste carrier to dispose of their waste. This can be confirmed by checking their paperwork. The funding will allow the Council to look at the impact of HMOs on tenants and the community and consider if further regulations of HMOs, and the privately-rented sector is needed in the borough. There are approximately 2,500 HMOs within Charnwood but only a number, just over 700 must be licensed under the current mandatory housing legislation scheme. There are some excellent landlords with well-managed properties who provide much-needed accommodation for students, families and individuals. Charnwood need to ensure that those living in the community, who are sometimes very vulnerable, also live in wellmanaged and safe homes. Licensing is intended to address the impact that poorly-managed rented properties can have on the local environment and to improve housing conditions. Houses In Multiple Occupation (HMOs) Charnwood Borough Council is reviewing its policies regarding HMOs. A HMO is a property rented out by at least 3 unrelated people who are not from 1 ‘household’ (for example a family) but share facilities like the bathroom and kitchen. It is sometimes called a ‘house share’. The Council have appointed RRR Consultancy Ltd, an independent social research company, to help gauge opinions on the impact of HMOs on local communities in Charnwood and whether the Council’s current policies on HMOs are appropriate or need updating. Charnwood Museum Wins National Award Charnwood Museum has been awarded for its activities around sustainability. The museum won the community engagement award at the 2018 NUS National Green Impact Awards. The Museum was recognised for its work with local school children who created jewellery out of locally sourced elder branches. The award also celebrated the team’s effort of measuring how visitors travelled to the museum with a travel poll made from recycled plastic bottles. Green Impact is a sustainability change and engagement programme managed by National Union for Students. The programme encourages organisations, staff members and students to make small changes which contribute towards a more sustainable future. The Museum attracts over 50,000 visitors a year and is located in Queen’s Park, Loughborough. As your County Councillor, I am always on hand to try and deal with any concerns you may have about services provided by Leicestershire County Council. Such as street lighting, highways, footpaths, overhanging trees and hedges onto the highways/footpaths, social services etc. County Council Meeting 20th February This meeting was taken up mostly to discuss the Medium Term Financial Strategy 2019-2022/23. The recommended revenue budget for 2019/20 totalling £377m was approved. An extra 1% was included for adult social care. The main areas of growth are listed below:The Children and Families Services (£10.5m) Adult Social Care (£12.1m) Public Health (£0.7m) Environment and Transport (£5.2m) Corporate Resources (£0.9m) I have highlighted just a few of items which County need to pay for, such as £9.5m+ on Special Education Transport, £3.9m+ Mainstream School Transport, £4.9m Concessionary Travel, £2.3m Subsidised travel. M1 Junction 23 And The A512 Residents will be aware the Leicestershire County Council are implementing a £25m project at M1 junction 23 and A512 to reduce congestion and unlock future development in Loughborough. The scheme is backed by money received through successful funding bids from Highways England (Growth and Housing Fund) and Leicester, Leicestershire Enterprise Partnership (Local Growth Fund) along with developer contributions. The first part of the work which started on 11th February was to clear vegetation and undertakes forestry works which are being carried out prior to the bird nesting season. These works are being undertaken with the agreement of the adjacent landowners. The second phase of works is to provide a new roundabout access to the West of Loughborough Sustainable Urban Extension (WoLSUE) and the Loughborough University Science and Enterprise Park (LUSEP). There will also be works to improve capacity at crucial junctions along the A512 including M1 junction 23 to handle the predicted future growth. This phase is currently being planned to be undertaken in summer 2019. I will continue to keep you informed as and when I have information. Advance Notice Of A Temporary Traffic Regulation Order (TTRO) A TTRO is to be made for the following location: Sullington Road. The purpose of the TTRO is to allow Severn Trent Water to undertake works on a new water connection. The duration of the restriction is not anticipated to exceed a period of 3 days commencing on 3rd April. Tickow Lane Due to the amount of HGV’s using Tickow Lane to access the next phase of the development in that area, a large number of potholes and ruts have developed. After contacting County I have been assured that the remedial work will be carried out shortly. Shepshed Waste Re-Cycling Centre I have not yet been given the date of when the site will be closed for works to be carried out, but will inform you as soon as I have that information. Just a reminder that the site is closed Tuesdays and Wednesday, and the summer opening times start on 1st April and will be open until 6pm. Fly Tipping Waste collection is the responsibility of Borough and District Councils, but Refuse Collection sites are the responsibility of County. Anyone who produces waste has a legal duty of care to take all reasonable steps to ensure their waste is disposed of in the correct way. The householder can be fined or prosecuted if fly-tipped waste is traced back to the household it came from, a fixed penalty notice for a duty of care offence can be issued. A fixed penalty notice means offenders can be dealt with speedier rather than going through the courts.
A fixed penalty notice can be issued if: • Fly-tipped waste can be traced back to an individual who is found to have failed to take reasonable steps to ensure they transferred the waste to an authorised person. • An unauthorised carrier is found to be carrying household waste that was directly given to them by the occupier of a domestic property. • An individual is found to have transferred their household waste to an unauthorised person at a site that does not have a permit or exemption. The cost of a fixed penalty notice is £400 but there is an early payment incentive of £280 if paid within 10 days. Preparations Across Leicester, Leicestershire And Rutland For Britain Exiting The EU (LLR Prepared Partnership) The Government has recently announced additional funding for Councils and Local Resilience Forums to help them prepare for EU Exit. Across the two financial years 2018-9 and 2019-20 the County Council will receive £175,000, all district council will received £35,000 and Leicester City Council will be provided with £210,000. Areas that host significant ports will receive a share of £1.5m additional funding. It is understood that the County Council will be a recipient of such funding because of the presence of East Midlands Airport in the county, but this (and the sum involved) has yet to be formally confirmed. Consideration is currently being given to the most effective use of these resources given the risks faced in Leicestershire. Relevant Council services are actively preparing for any risks in conjunction with key partners. For instance in relation to there being a no deal exit; the possible disruption of freight at East Midlands Airport, which is a major UK cargo airport; and other services focussed on transport, trading standards and communication issues. In respect of these risks the Council’s Environment and Transport Department and Trading Standards Service are working closely with NWLDC, East Midlands Airport, businesses, including major freight operators, based at and near to the Airport, Highways England, Border Force and partner in nearby Derbyshire and Nottinghamshire. County are holding a briefing session on 26th February, for all County Councillors to inform them of how prepared County are for the 29th March. Stagecoach Operation Of East Midlands Trains Stagecoach operation of East Midlands Trains franchise has been extended until at least August 2019. The current franchise is due to end on 2nd March 2019. To bridge the gap and ensure a smooth transition to the new franchise, which is currently expected to start in August 2019, a new short term franchise agreement was required. Be A Step Ahead From The Scammers Scammers use clever techniques to part people from their money and gain their personal details that are then used to commit fraud. Trading Standards has some tips as to how you can avoid becoming a victim of scams and protect your personal and financial information. • Don’t assume those contacting you, whether that is over the phone, by e-mail or in person, are genuine, even if they tell you information about yourself or show you some kind of identify card that looks ‘official’. Contact the organisation they claim to be from to check they are genuine using the details on their website rather than any the caller gives you. • Remember, a genuine organisation will never ask you for security details such as your PIN or passwords. If you are not 100% sure who you are talking to, DO NOT give out ANY personal or financial information, even if you are told you have been a victim of fraud or a scam. • Be confident to refuse unusual requests for your personal or financial information. Don’t be afraid to end conversations you’re not comfortable with.
